As
you
know,
budget
tom
has
traditionally
been
a
trying
time
and
in
this
particular
year,
extremely
trying
time,
but
we
hope
to
conclude
our
business
tonight.
I
must
say
for
the
record
that
this
has
been
a
rather
difficult
process
or
for
a
number
of
us.
We
hope
that
the
outcome
is
one
that
will
obviously
benefit
pretty
much
every
citizen
in
the
city
of
Philadelphia.

the
citizens
of
the
city
of
Philadelphia
just
wanted
to
say
that
before
we
have
pretty
much
concluded
our
public
testimony
this
afternoon,
so
at
this
time,
I
would
like
to
call
on
the
administration
for
brief
testimony
and
that
will
be
followed
by
a
councilman
Oh.
Who
will
make
a
brief
presentation
and
scope
from
there.

The
proceeds
would
go
to
pre-k
Community
Schools
a
little
bit
for
parks
and
recs
employees,
which
we
added
at
your
suggestion,
debt
service
on
rebuild
the
tax
credit
program.
The
councilman
Reynolds
Brown
proposed
some
modifications
to
the
budget
based
on
discussions.
We've
had
with
council
and
then
a
portion
would
go
to
fund
balance.

The
sport
of
record,
you
know,
we'll,
probably
have
some
sort
of
a
release
indicating
the
fund
balance
issue,
but
just
for
the
record,
why
you
have
continued
not
only
in
this
administration
prior
administration's
reference
fund
balance
challenges
this
one
in
for
the
record.
This
connection
between
the
fund
balance
issue
and
this
proposed
tax
measure
was
not
a
part
of
their
earlier
discussions,
and
it
was
made
known
extremely
relatively
recently.
That
in
fact
was
where
the
early
early
years
of
the
revenues
being
generated
generated
will
go
to
the
fund
balance.
