for

fiscal
for
fiscal
year
2023
through
fiscal
year
2028,
but
before
we
begin
to
hear
testimony
from
the
witnesses
we
have
for
today,
everyone
who

invited

the

to

I
want
to
personally
take
a
moment
to
thank
deputy
mayor
vanessa
garrett,
harley

serving

acting
managing
director.
While
I
was
out
on
medical
leave
and
for
serving
as
my
first
deputy
managing
director.
Thank

vanessa
and
best
wishes
in
your
new
role.

I
am
proud
of
mdo's
efforts.
Over
the
last
year.
Managing
directors,
office
departments
and
programs
have
continued
to
overcome
covenanting
disruptions
and
deliver
responsive
city
services.
Despite
these
challenges,
they,
despite
these
challenges,
we
continue
to
step
up
and
work
towards
our
shared
goals
for
a
better
city.
Next
fiscal
year
we
will
expand
our
violence.
Prevention
programs,
deepen
the
city-wide
response
to
the
opioid
epidemic
and
expand
work
in
kensington
play
a
key
role
in
preparing
for
federal
infrastructure
funding
and
much
more
residents
continue
to
confront
the
stress
of
covet
19,
gun,
violence
and
poverty.

Understanding
the
magnitude
of
these
challenges
we
stand
committed
to
resolving
them.
I
will
now
briefly
highlight
some
recent
accomplishments
and
key
activities
expected
in
this
coming
fiscal
year,
expanded
engagement
to
violence,
violence,
reduction
from
launching
community
expansion,
grants
working
with
city
council,
the
office
of
victims
advocate
the
new
violence
prevention
hotline
to
growing
group
violence
intervention.
We
are
expanding
violence
prevention
services
next
fiscal
year
and
an
additional
21.5
million
of
anti-violence
funding
will
further
expand.

These
proven
programs
stricken
and
supports
for
tenants
facing
eviction
this
year,
health
and
human
services
partner,
with
planning
and
development
to
build
out
eviction,
build
out
eviction
prevention
programs.
Last
year,
pet
provided
legal
representation
to
over
1500
tenants.
We
also
launched
the
right
to
council
in
the
19121
and
19139
zip
codes,
guarantee
and
free
legal
representation
to
low
income
renters
facing
eviction
support
in
our
neighborhoods
from
graffiti
removal.

cleanups
to
providing
work
opportunities
through
the
same
day.
Program
clip
continues
to
be
of
service
to
the
community
to
in
2021
click,

clean
thousands
of
lots
throughout

city

particular
focus
in
areas
of
high
violence.
Next,
next
fiscal
year,
an
additional
1.5
million
will
be
invested
in
the
same
day
program
bringing
work
opportunities,
equality
of
life
improvement
projects
to
more
communities,
we're
also
a
quality
of
life.

Steric
committee
with
clip
street
sanitation
license
and
inspections,
department
of
housing
and
community
development,
water
department,
police
department's
neighborhood
services
unit
and
philadelphia
3-1-1.
This
group
will
ensure
quality
of
life
operations
are
coordinated
and
happening
when
and
where
they
are
needed.
Most
protections
for
immigrants
and
refugees
office
of
immigrant
affairs
is
expanding
its
advocacy
on
behalf
of
the
city
immigrants.
Next
fiscal
year
we
are
proposing
an
additional
hundred
thousand
dollars
to
explain
to
expand
the
family
unity
projects,
universal
representation
program
and
provide
legal
defense
to
people
facing
deportation.

Bipartisan
bipartisan
infrastructure
law,
infrastructure
investments
and
jobs
act
otis
have
been
leading
the
city's
approach
to
this
once-in-a-lifetime
opportunity.
As
a
part
of
the
administration's
proposed
20
million
dollar
investment
to
expand
our
capacity
to
apply
for
implement
infrastructure
projects,
mdo
will
dedicate
2.3
million
to
increase
staff
capacity
to
write
grants
and
plan
projects.
This
is
just
a
sample
of
some
of
the
work
that
we're
committed
to
doing
we're
committed
to
continuing
to
improve
the
performance
of
our
operations
and
resolving
our
residents
most
confronting
challenges.

I
conclude
my
testimony,
I
also
want
to
take
a
brief
moment
to
recognize
recent
leadership
changes
within
the
mdo
cabinet.
Recently,
mayor
kenny
removed
the
acting
titles
on
commissioner
ralph
d
pietro
from
the
departments
of
license
and
inspections.
Ralph
is
now
a
permanent
commissioner.
Ralph
has
been
with
illinois
for
over
24
years,
starting
as
a
field
inspector
serving
as
acting
commissioner
since
2020
joe
rizzotti
as
commissioner
of
department
of
fleet
services,
joe
joint
fleet
in
1993
as
automotive
maintenance
tech,
and
has
served
the
acting
commissioner
for
the
last
year.

Lastly,
dominic
mirrorless
as
director
of
the
office
of
emergency
management
dominic,
has
been
with
oem
since
2014,
most
recently
as
deputy
director
for
operations.
This
conclude

working

with

provides
proposals

provide
28
million
dollars
for
resources
for
neighborhood
cleaning.

is

that
contract
with

community

conversations

services
that
these
individuals
have
different.

services

the
same
day
program
as
a
whole,
and
I
think
each
of
the
folks
who
sort
of
manage
the
same
day,
programs
sort

come
up
under
that
umbrella.

know
a
number
of
members
and
councils
are
very,
very
concerned
about
quote
unquote
the
blight
factor
in
our
city,
but
that
is
a
quality
of
life
issue
that
makes
people
think
twice,
sometimes
only
once
about
staying
in
the
community
or
moving
into
a
community.
So
that's
very
important.
I
know
the
council
woman
caught
the
air
had
a
hearing.

I
believe
last
week
to
talk
about
some
of
those
issues
and
we'll
be
having
subsequent
issues
on
councilman
parker.
I
mean
everybody's
kind
of
talking
about
it,
so
the
sooner
we
can
get
some
consensus
because
the
clock
is
ticking
on
the
budget,
believe
it
or
not,
we'll
be
done
in
a
couple
of
weeks.
So
that
would
be
important.

This
grant
issue
in
a
letter
that
I
sent
the
oldest
with
respect
to
their
role
than
a
subsequent
conversation
about
the
overall
purpose
of
otis,
not
just
dealing
with
bike
lanes
and
other
bump
outs
and
pedestrian
safeways.
I'd
ask
them
to
give
me
some
responses
with
respect
to
parking
and
wasn't
clear
who
had
any
jurisdiction
to
talk
about
parking
in
these
neighborhoods,
because
in
a
lot
of
neighborhoods,
this
isn't
an
ever-increasing
problem
and
nobody
seemed
to
be
responsible
for
addressing
a
strategy
on
this
parking,
but
I'll
come
back
on.

get
my
questions

you
enough

director
alexander
to
be
able
to
formulate
solid
answers
to
them,
so
I'm
going
to
state
them
for
the
record.
Let
me
first
say
as
a
comment
that
during
the
pandemic
and
during
some
of
the
challenging
times
we've
had
over
the
last
two
years,
I
cannot
imagine
a
better
person
to
share
a
foxhole
with
than
you,
your
team,
the
mayor
and
his
team.

Having
said
that,
I
had
an
interesting
dinner
with
senator
hughes
and
senator
williams,
and
the
two
of
them
got
together
and
we
were
talking
about
major
issues,
and
the
comment
came
out
that
we
have
not
asked
the
state
for
enough
in
by
way
of
resource
requests.
For
some
of
the
problems
that
were
facing.
I
was
stunned
by
their
comment.
K
Those
two
don't
agree
on
a
great
many
things
often,
but
they
agreed
on
the
fact
that
we
needed
to
increase
our
ass
in
light
of
a
8
to
12
billion,
depending
on
who
you
asked
surplus
at
the
state,
though
so
I
want
to
address
the
following.
I
as
chair
of
public
safety.
Sometimes
I
think
safety
is
at
risk
because
of
inadequacies
system
failures
that
we
have,
and
many
of
them
could
be
addressed
by
additional
resources
from
our
partners
at
the
state.

One
of
the
things
that
we
discovered
in
our
100
shooter
review
was
that
the
crime
lab
was
inadequate,
that
we
have
outgrown
its
current
facility
that
we
cannot
prosecute
process
guns.
We
cannot
process
shell
casings,
we
cannot
process
rape
kits,
we
cannot
test
for
drugs
and
therefore
it
is
grinding
our
ability
to
do
justice
in
the
courts
in
a
meaningful
way.

So
I
would
like
to
get
some
indication
that
we
are
going
to
address
that
with
our
state
partners
to
find
a
adequate
location,
adequate
space
and
adequate
funding
to
do
that
crime
lab
so
that
we
can
have
justice
in
the
city
of
philadelphia.
Secondly,
when
we
talk
about
transportation,
our
president
talked
about
that
we're
growing
at
leaps
and
bounds
in
parts
of
our
city,
but
parking.

We
need
to
work
with
our
state
and
federal
partners
to
figure
out
where
to
find
more
excess
egress
on
our
on
our
transportation
systems
on
our
roads
and
bridges
born
in
in
a
meaningful
way.
It
starts
a
10-year
planning
process
right
now
to
be
able
to
address
future
growth
when
it
comes
to
streets
in
and
and
highways.

It's
a
public
safety
issue,
every
one
of
the
driveways
in
parker's
district,
my
district
bass's
district
deserves
to
be
paid
because
trash
trucks
brought
over
it
police,
often
in
the
duties
of
of
chasing
criminals
or
firemen
trying
to
rescue
people
deserve
not
to
be
in
divots
and
potholes.
In
those
dry
woods,
we
need
to
have
a
strategy
with
our
state
partners
to
fill
gaps
funding.

The
state
has
a
8
billion
dollar
surplus.
We
should
be
tapping
into
that.
What
is
our
strategy
to
tap
into
that
so
that
we
can
fill
some
of
those
gaps?
So,
at
the
end
of
the
day,
what
I'm
asking
and
I'm
I'm
asking
these
questions
and
I'll
get?
Maybe
answers
in
the
second
round
is:
how
are
we
taking
them
up
on
the
challenge
of
coming
after
greater
requests
that
solve
some
of
our
urban
problems,
because
at
the
end
of
the
day
for
every
dollar
we
send
to
them,
we
only
receive
73
back
in
services.

Duly

and
so
that
strategy
has
to
include
staffing
and
coordination,
but
anytime,
my
partner's
in
in
in
in
a
real
question,
say
to
me:
we
need
more
requests
to
deal
with
this
problem.
That's
a
damn
good
challenge
for
me.
So
do
we
have
a
lobbyist?
Are
they
on
top
of
these
kind
of
matching
funding,
issues,
to
match
issues
and
problems
we
face
in
philadelphia.

And
we,
you
know
one
of
the
things
I
said
to
the
senator,
who
voiced
who
said
the
same:
my
apologies,
who
who
refers
the
same,
need
for
us
to
be
making
more
increased
acts
specifically
around
public
safety.
I
told
them.
That's
that's
not
a
problem.
We
will
have
that
list.
You
know
we're
prepared
to
have
that
list
to
him
this
week.
I
believe,
there's
a
budget
conversation,
that's
happening
with
hughes's
office
and
mayor's
office.
Folks,
I
think
tomorrow
or
update
on
the
state
state
budget
that's
happening
tomorrow.

mean
our
plan,
in
particular
around
public
safety
and
the
request
that
he
has
was
referencing.
We
went
back
to
to
chair
people
of
the
roadmap
right,
so
we
went
ask
erica
what
you
know
with
some
requests
that
we
haven't
funded
in
city
government,
that
you
may
need
for
violence
prevention,
and
certainly
the
state
has
been
there.
They
provided
some
support
for
gvi
expansion
and,
along
with
some
other
grants.
We've
also
asked
the
same
from
the
health
department
and
doctors
bias
reference
and
we
also
asked
police.

Commissioner
police,
commissioner,
was
quick
to
send
me.
Here's
all
my
justifications.
You
didn't
find,
sir.
Managing
director
and
some
you
know
some
of
those
are
big
ticket
items,
so
I'm
I
wanna,
I
wanna.
I
wanna
call
on
them
to
support
some
of
these
efforts.
You
reference
conversations
around
increased
capacity
at
the
forensics
lab,
as
you
know,
from
us,
as
you
know,
from
previous
meetings
that
we've
had
hosted
with
you
and
some
state
elected
officials
along
with
police
and
public
property.
We
we've
beginning
to
have
those
conversations.

There
is
nothing
in
our
current
capital
budget
as
it
relates
to
expansion
of
of
the
crime
lab.
We've
asked
director
garvey
to
present
what
he
needed
to
present
to
us
in
terms
of
a
space
request.
So
for
me
it's
two
different
paths:
right:
it's
put
this
sort
of
path
to
planet,
to
build
a
major
facility
and
upgrade
a
major
facility,
but
the
the
second
path
is
maybe
a
more.
You
know
what.
Whatever
fact
we
decide
is.
How
do
we
provide
enhancement
if
we
leave
that
space
where
it's
at?

How
do
we
provide
enhancement
to
like?
How
can
we
enhance
that
space?
Certainly,
I
don't
think
we
could
do
it
on
that
campus
because
we've
probably
outgrown
it,
but
that's
looking
at.
Do
we
have
a
regional,
you
know
a
smaller
regional,
forensics
labs
in
other
parts
of
the
city.
That's
convenient
enough
for
the
police
needs
and
convenient
enough
for
downtown
for
them
to
access
court
and
access
the
other
services
that
they
need.
So
those
conversations
are
all
going.

you've
put
us
in
front
of
some
state
officials
who've
been
willing
to
say
that
they
will
help
fundraise
for
that
right
and
at
least
she'll
at
least
have
included
us
in
part
of
one
conversation
with
a
developer.

interested
in
that?
So
we're
very
interested
on
continuing
those
conversations

address

concerns
around
parking

planning

comic
studies
that
you
mentioned
up
around

corridor
areas

particular,
but

you
want

start

once
our
time
run
out,
we
could
we
could
pick
it
up
on
councilman
jones
is
around

look
at
our
state
partners
to
help
her
out
by
way
of
facilities
enhancement.
She
has
supply
line
issues,
locks
on
gates,
cameras
and
things
like
that.
So
we
need
to
find
out
where
how
we
match
her
with
resources
at
the
state
and
federal
level,
so
that
she
can
deal
with
issues
like
staff.
We
need
to
do
incentive
signings
for
corrections
officers
so
that
we
can
attract
some
of
the
brightest
and
best
to
that
position.

saying
a
special

difficult
jobs,
seemingly
intractable
problems,

appreciate

commitment
and
dedication
to
what
you
do.
I
want
to
start
where
both
council
president
clark
and
council
member
jones
what
they
talked
about
relative
to
issues
associated
with
quality
of
life.

On
about
two
months
ago,
I
stood
with
the
council
president
jones
gilmore,
richardson,
squilla
and
thomas
along
with
community
based
organizational
leaders
in
neighborhoods
across
the
city
of
philadelphia
to
release
a
philadelphia,
neighborhood
safety
and
community
policing
plan.
I
want
to
give
a
huge
shout
out
under
the
guise
of
working
with
state
partners
when
we
release
that
plan.

We
were
very
fortunate
to
announce
that,
through
the
efforts
of
leader
joanna
mcclinton
and
our
colleagues
in
the
house,
jordan
harris
who's
the
whip
they
secured
five
million
dollars
to
assist,
and
while
community
policing
is
a
significant
part
of
that
plan
from
starting
at
page
eight
and
one
of
the
key
issues
was
addressing
quality
of
life
issues.
The
most
basic
quality
of
life
issues
blight
graffiti
trash
dumping,
abandoned
cars,
potholes
track
the
trailers
parked
in
residential
neighborhoods,
regardless
of
where
you
live,
or
how
much
crime
occurs.

People
are
concerned
about
these
quality
of
life
issues.
In
addition
to
that,
you
know
I
and
I'm
sure
all
members
of
city
council
court
held
yesterday
when
residents
across
the
city
learned
that
the
first
property
reassessments
were
available
and
we
were
sending
them
to
the
city's
website
to
look
up
their
properties
and
they
said,
wait
a
minute
we're
trying
to
make
a
direct
correlation
between
this
increase,
and
they
all
understood
it
was
covet.
The
city
hadn't
done
the
assessments
so
and
people
logically
like
they.

They
got
that
what
they
couldn't
connect.
What
they
couldn't
get
is
making
a
connection
between
that
increase
and
their
assessments
and
what
they
would
ultimately
be
expected
to
pay
and
then
the
quality
of
services
and
addressing
issues
of
importance
to
them.
So
I
want
to
start
with
where
they
started
with
me,
and
this
is
what
we
usually
say:

3-1-1
and
they
say
3-1-1
is
a
joke:
they're
slow
in
acting
on
citizens,
complaints,
many
of
them
dealing
with
those
very
quality
of
life
issues.

just
mentioned
in
your
testimony.

process
where
you
know
complaints
are
received,
but

what

back

this
up

council

weeks
ago,

They
deserve

be

money

taxes,

getting

services
and
they
don't
feel

over

last
seven
years
we've

budget
grow
dramatically.

close

1.6
billion,
and
many
of
the
questions
people
ask
me
is:
is
the
city
safer,
is
the
cd
greener?

Today
than
three
years

our
residents
were
asked
about

impact
of
gun
violence.
This
is
shocking.

percent
of
our
population
polled
say,
gun
violence

quote,

that
is
since
the
pandemic.

So
I
want
to
reiterate
that,
after
seven
years
of
increased
spending
by
40
or
1.6
billion
dollars,
the
largest
growth
I'm
aware
of
in
any
seven
year
period,
these
are
the
results
and
yeah
in
the
area
of
public
safety.
Kensington
is
probably
the
least
safe
neighborhood
for
residents
right
now
and
has
been
for
a
long
time.
When
this
administration
first
tried
to
turn
things
around
in
kensington,
we
invested,
I
think
36
million
dollars
and
the
kensington
resilience
project
and
that
investment
might
not
have
turned
anything
around
in
kensington.

say
the
answer
is
no,
because
I
think
we
could
always
you
to
use
federal
and
state
support,
whether
that's
funding,
whether
that's
other
resources,
whether
that's
public
safety
resources.

own
is
no,
but
we're.
Certainly,

doesn't
dissolve
us

the
responsibility,

use

federal
resources

council

the
money
back
in

was

interesting
dialogue

forth,
especially

it
relates
to
vast
apartments
that
we
go
through
this
negotiation
every
year

then
councilmember
squilla
made
reference
to
muir
arts,

last
year
they

allocated.

2.6
million
dollars
council
put
money
back
in
to
bring
it
back
up
to
its
historical
amount
of
3.5,
but
initiate
administration
put
in
2.5
million
dollars
for
mayoral
arts
actually
less
than
what
they
put

last
year.

question
is,
for
mike
carroll
want
to
get
some
perspective
on
the
work
the
administration
is
doing
regarding
how
we're
maximizing
the
opportunity
with
the
bipartisan
infrastructure
law,
also
known
as
the
infrastructure,
investment

jobs
act.
My
concerns
I've
been
through
the
various
department
budget
hearings
and
the
sense
I
get
that
I
know
you
know
mr
carroll
you're
doing
work
that
you're
doing,
but
for
the
most
part,
most
of
the
city
departments,
for
example
water
airport.

I
know
I
had
a
chance
to
go
to
fdr
park
yesterday
for
a
tour,
so
parks
recreation
are
doing
things
kind
of
on
their
own
and
it's
not
a
comprehensive
approach,
and
my
concern
is
that
considering
the
complexity
of
the
iija
and
what
other
cities
are
doing
to
try
to
navigate
and
best
maximize
the
dollars.
I'm
just
concerned
that
we're
not
taking
advantage
of
that
opportunity
and
then
we
also
have
other.

That
impression,
I
feel,
we've
done
a
pretty
good
job
of
coordinating
across
departments.
What
we
did
based
on
the
guidance
we
got
from
budget
was
to
separate
out
from
the
departmental
ass
specific
ass,
which
we
would

able

tie

specific
grant
opportunities,
and
so
we
canvassed
departments
several
times
to
make
sure
they
understood
they
had
an
opportunity
to
make
operating
requests.
Specifically,
that
would
help
us
leverage
grant
opportunities
that
we
saw
in
the
evolution
of
the
legislation
and
a
couple
departments
are
in
special
situations.

So,
for
example,
airport
is
set
up
to
go
for
aviation
grants
significantly
on
their
own,
so
they
actually
declined
to
provide
us
with
a
specific
requests
that
would
go
through
the
general
fund
house.
There
aren't
enterprise
funds.
Similarly,
water
is
an
enterprise
fund,
but
we
still
I'll
work
to
coordinate
with
them
as
well.

The
situation
with
the
water
department,
though,
is
that
there's
currently
a
combination
of
rules
and
policies
which
force
the
philadelphia
water
department
as
a
municipal
water
utility,
with
the
rates
set
where
they're
at
to
pursue
financing
and
not
funds,
and
so
we've
reached
out
both
to
the
byte
administration
and
to
senator
casey's
office
to
see
if
we
can
get
those
rules
changed
so
that
they
can
go
for
grants.
So
that's
funding,
not
financing.

The
second
thing
we're
looking
at
is
really
focusing
this
work
around
building
a
diverse
workforce,
workforce
opportunities
and
diverse
procurement.
That
was
a
message.
We
got
very
strong
from
council
president,
the
rest
of
city
council
that
we
want
to
build
wealth
for
philadelphians.
So
that
means
we
need
to
take
a
really
hard
look
at
the
way
that
we
pursue
and
deliver
projects
and
change
policies
and
rules
appropriately,
and
then
the
next
thing
we're
turning
to
is
which
projects
are
out
there.

I
think
the
good
news
is
because
there
was
so
much
focus
on
transportation.
A
lot
of
the
grant
programs
already
exist.
A
lot
of
the
formula
funding
already
exists
and
we're
seeing
dollars
flow
through
the
dvd
rpc
in

transportation
improvement
program
that
they're
adopting,
so
that
money
should
show
up
pretty
quick.

aware
of
the

The
budget

million
dollars,

concern
is

the
federal
lobbyists

we
have

with
a
list

products

the
various
city
departments,
where
there's
opportunities
for
funding
and
are
they
aggressively
looking
and
going
to
the
various
departments
within
the
federal
government
to
identify
resources
in
that

been
working
with
our
federal
lobbyists,
so,
for
example,
we
recently
submitted

applications
and
we've

with

the
full
project
lists
over
the
next
five
years,
but
as
grant
opportunities
come
up
we're
certainly
taking
advantage

this
has

cornerstone

a
lot

the
work
I've
done.
Citywide
and
working
in
partnership

my
district
colleagues
touring
their
commercial
corridors,

we
have
this
proliferation
of
nuisance
businesses,
and
you
know
how
this
issue
has
impacted
a
number
of
our
communities,
and
I
really
just
wanted
to
get
from
the
managing
director's
office
perspective,
your
role
in
this
process,
if
any
and
how
you
are
working
with
the
nuisance
business
task
force.

the
law
and
with

and
with
health

ppd
and
a
number
of
our
partners
that
we
work
with
to
ensure
that
a
we
are
adequately
funding
the
nuisance
business
task
force,
particularly
from
the
perspective

revenue

the
dollars

licenses
and
inspections
for
additional
inspectors,
but
also
just
the
overall
coordination
from
a
government
perspective.

know
that
when
issues
are
of
importance
to
an
administration,
we
really
take
a
key
focus
in
on
those
issues,

honestly
believe
that
this
should
be
one
of
them.
Since
the
onset
of
the
pandemic,
we've
had

proliferation
of
these
stores
on
every
corridor
in
every
single
community,
and
most
of
them
are
operating
without
proper
licensing
under
permitting
and
or
zoning
approval
from
the
community
because
they
are
selling
drug
paraphernalia.
And
then
what
we
see
from
a
ppd
perspective
is
that
it
brings
additional
activity
outside
of
these
locations.
That
is
detrimental
to
the
community,
and
you
know
we're
still
struggling
with
this.

know
on
the
north
54th
street
corridor,
which
was
the
impetus
for
this
work
in
the
bill
that
councilmember
jones
originally
did
for
the
overlay
for
north
54th
street.
So
I
just
wanted
to
get
your
perspective
on
nuisance
businesses
and
how
we're
all
going
to
work
together
to
ensure
that
we
are
fully
staffing
and
adequately
preparing
the
nuisance,
business
task
force
and
I'll
come
back
with
some
additional
questions.

do

mdo's
perspective
is
a
lot

agencies.
You've
referenced
outside
of
maybe
one

two
fun
fall
under
the
mdo's
preview,

we
we
try
to
provide
support
and
guidance
to
those
folks.
Those
commissioners
know
if
they're
not
getting
if
they
run
into
an
issue
of
lack
of
support
or
run
into
an
issue
where
departments
aren't
working
well
with
each
other,
which
rarely
happens
that
it
elevates
up
to
us.

I've

filling
that
role
in
the
interim
while
we
search
for
a
new
first
deputy
but
oftentimes,
I'm
also
the
person
that's
reaching
out
to
those
folks
when
it
when
I
get
presented
with
a
problem,
whether
that's
by
one
of
you
all
or
by
a
community
member
or
you
know,
oftentimes
by
a
department
to
say,
hey
there,
here's
this
issue,
we
are
seeing
what?
How
can
we
best
fit
work
to
solve
this
and
I'll
say?
Oh
that
sound.
You
know
that
may
sound
like
something
from
the
nuisance
task
force.

think

biggest
challenge
now
is
that
we
know
that

send
out

inspector

police
officer

the
drug
paraphernalia
stores.

because
that

new
part

the
process
that
did
not
necessarily
exist
previously
so
yeah

for
those
for
the
drug
paraphernalia's.

found
tom's
office
on

towing
abandoned
cars.

to
have
an
officer
with
the
salver,

tow

think
they
could
threaten
our
employees
or
threaten
a
person,
that's
doing
their
job
and
we
want
to
ensure
safety
number
one
for
our
employees.

That's
going
out
doing
these
things,
and
certainly
because

lack
of
resources,

know
the
under
the
under
strife,
the
manpower
strength
that
we
have
in
ppd
now

makes
that
hard.
But
ppd
is
an
active
member

it

we

much
as
we
can

million
dollars
of
anti-violence
spending.
So
I
want
to
get
an
idea
of
how
the
administration
came
up
with
this
particular
figure,

areas.
They
were
reductions,
such
as
grants
to
community
organizations
in
other
areas.

increases,
such
as
blight
reduction

more
funding
for
violence
and
eruptions.

want
to

an
idea
of
our
reasoning
behind

funding
choices,

update
on
the
evaluation

our
violence,
prevention
programs

what

we
consider
our
successes
thus
far

we
see

investments
for
grants,
we
know

standing
up
our
grant
program

standing
up
any
program
you
kind

spend
more
money
on
the
front
end
and
invest

stability
of
it
and
continue
the

investments

perpetuity,
and
so
that
is
kind
of
how
we're
looking
at
the
grants
is.

we're
going
to
continue
to
invest
in
community
organizations
at
a
stable
level
year
over
year?

This
is
being
able
to
expand
the
opportunities
that
organizations
like

group
strategies,
like
our
group
values,
intervention
and
our
community
crisis
intervention
program,
which
we
know
we're
looking
to
expand,
gvi
in
terms
of
staffing

neighborhoods
and
with
ccip,
we're
looking
to
expand
our
providers
and
diversify
for
neighborhoods
and
and
really
have
those
nuances
to
add
to
who
we
have
as
providers.

think
that,
in
terms
of
successes
and
challenges,
I
think
our
successes
is
really.
I
We
are
starting
to
build
some
momentum
about
awareness
of
what
we
are
doing.

were
able
to
kind
of
build
a
plane
while

flying

and
at
least
establishing
the
grant
program.
We've
gotten
2-1-1
up
and
running
and
functioning

been
able
to
make
some
shifts
and
pivots
within
the
cluster
to

able

really
get
us
organized
and
strategized
in
a
way
that
supports
our
implementation
of
the
roadmap,
given
the
impact
of
2020
and
covent
in
general
on
our
ability
to
serve
communities.

I
think
one
of
our
successes
in
partnership
with
you,
is
being
able
to
hire
derek
holmes
as
our
victim
advocate
and
better
advocate
and
coordinate
victim
services
across
the
city
and
build
partnerships
with
agencies
who
are
serving
communities
that
are
the
most
vulnerable.
When
we
talk
about
challenges,
I
think
there
are
three
key
challenges
that
I
think
are
synonymous
not
just
in
public
safety,
but
across
the
board.

So
we
can
continue
that,
so
we
can
continue
in
community
and
govern
kind
of
for
people
regardless
who
sits
on
what
floor
in
what
building,
and
then
lastly,
is
is
trust
and
and
that's
trust
between
us,
internal
to
city,
government

trust

community
trust

we
are
on
the
right
path.

is
a
public
health
issuance.

is
it
a
public
health
issue
when
we
actually
reducing
funds
from
the
actual
department

actually
goes
toward
examining
this

public
health
epidemic?

partner
up

state

things
paid
for
once
upon

can't
go
back

good
old
days

providing
curbs
and
sidewalks
to
the
whole
of
the
city
of
philadelphia,
but
alleys
and
driveways
are
used
by
first
responders
trash
trucks
and
others
to
to
getting
back
of
some
of
our
properties
that
are
vulnerable
because
of
lack
of
access.

as
part
of
that
investments
in
alley,
lights
will
flow,
and
what
we
were
able
to
determine
is
that
we
do
have
an
opportunity
to
pursue
some
additional
funds
grant
funds
in
order
to
supplement
the
work
that

underway

own
concession,
with
these
federal
funds
to
add
more
allie
lights
potentially
to
that
work.
But
it's
all
going
to
come
from
that
equity
analysis
that
we're
looking
forward
to
standing
up
through
the
contract
that
council
gratefully
just
had
approved,
and
so
in
the
next
year
or
so.

think

need

long
conversation
about

pushing
forward
some
legislation
around
some
of
the
related
water
infrastructure,

try
and
frame
up
for
folks

that
the
driveways
are
not
constructed
if
you
go
down
below
the
surface,
they're
not
really
constructed
uniformly
in
order
to
bear

weight
of
sanitation
vehicles,

so
that's
why
it's
always
been
an
exception.

tried
to
work
through
to
figure
out
where
we
can
get
a
sanitation
vehicle
through
because
of
the
width
because
of
the
depth
of
the
pavement
and

forth,
and
sometimes
we've
learned

hard
way
that
you

truck
doesn't
really
fit
there,
so
it
might
ultimately
come
down
to
us
figuring
out
whether
the
city
would
be
you
know.
Taking
on
that
street,
you
know
creating
a
street

public
right-of-way
where
it's
currently
like
a
common
driveway
situation
or
an
alley
driveway.

that's
a
pretty
significant
undertaking
from
the
perspective
of
you,
know,
city
plans
and
also
kind
of
re-uh
appropriating
or,
let's
say,
appropriating
private
property
and
making
it
public
property
at
that
point
in
time,
as
opposed
to
something
where
we
have
sort
of
an
informal
arrangement
reconstructing
the
streets
is
also
pretty
significant
undertaking,
because
you
have
to
essentially
rip
the
whole
thing
out.
You
need
to
relocate
or
reestablish
all
the
utilities.
You
know
the
laterals
and
so
forth
that
are
associated
with
that.

to
get

assistance
from

federal

governments

department

working
with
us
on

legislation
to
clarify
and
some
of
the
technical
definitions
and
terms
and
conditions
regarding
the
illegal
dumping
and
those
violations,
while
also
revising

penalties
for
illegal
dumping.
Now,
in
this
legislation
that
we
developed,
we've
been
working
on
this
issue
for
well
over
a
year
and
a
half
for
the
benefit
of
the
viewing
public
by
state
law.

we
have
a
maximum
number
of
allowed
fees
and
or
penalties
allowed
for
dumping
in
the
the
area
of
dumping.
Without
a
car
that
maximum
amount
was
two
thousand
dollars
and
then
with
the
vehicle,
it
was
five
thousand
dollars.
But
what
we
did
in
this
legislation
that
we
worked
on
and
said,
while
we
can't
change
the
state
law,
what
we
can
do
is
assure
that
every
piece
of
large
debris
that
is
dumped
illegally
in
our
community
that
now
can
receive
the
maximum
amount.

we're
going
to
try
to
hit
these
irresponsible
folks
that
think
our
neighborhoods
are
trash
dumps
and
and
catch
them,
and
and
with
this
in
mind

alexander,

ask
you
about
these
tractor
trailers.

mean
it's
almost
it's
getting
up
there
like
with
the
cutting
down
of
dead
and
dangerous
trees.
You
know
that
we
get
requests
from
neighborhoods
and
special
thanks
to
tasha
chalmers
in
in
my
office.
She
she
knows
these
folk.
They
are
not
people
coming
from
other
neighborhoods
or
the
suburbs
parking
in
our
community.

people
who
come
in
to
see
their
mothers,
their
families,
their
friends
they're,
going
to
stay

while
and
they're
going
they're
just
going
to
park
there,
even
when
they
see
the
sign
up,
saying
no,
you
know
track
the
trail

commercial
parking,

them,
and
I
won't
name
the
name

the
firm

was
really
clear.

parking
operators
together
to

opportunity

were
bargain

that
their
units

suspect,
it'll
be

that

structure

utilize
that

funding
for
public
safety
officers
will
remain
in

budget

next

are
hopefully
successful

arbitration
process,
we're
able

just
turn
on
a
button
and
start
hiring
those
folks
and
putting
that
program
together
with

public
safety
officers,
including

supervisors,

within

structure,

housed
in
the
streets
department
similar
to
what
we're
doing
with
the
crossing
guards.
So
we
envision
that
as
being
a
whole
entire
unit
with
that
with
the
support
of
administrative
support
of
streets
and
that
in
that
structure

about
the
technology
piece.

big
advocates
for
automated
enforcement
and
for
all
of
those
listening,
and
we
would
like,

possible,
to
begin
to
ramp
up
the
advocacy
of
the
state
level

continue

automated
speed
enforcement

boulevard,
which
has
been
very
effective
so
that
that
pilot
would
be
extended
and
also,

possible,
it
could
be
included
on
other
corners
throughout
the

those

tools
that
we
do
need
state
authorization
for,

we're
very
eager
to
push
for
that
and
figure
out

use

communities

with

lobbyists

mayor's
office

involvement.

do
meet

are
reviewing
these
opportunities.

staff

on
grants,

grants
writing
grants
and

strategies

groups

agreement
that
this
was
a
city-wide
problem
that
was
being
managed
through
kessington.
Can
you
please
report
out
what
is
the
status
of
the
needle
distribution
in
kensington
right
now?.

that
the
distribution
in
kensington
now
is
two
and

million
needles,

that

are

mobile
sites

syringe

the
city.

it

not
just
a
service
provided
in
kensington.

money

we

spending

collecting

cleaning
the
needles
right,
one
of
its
biggest
challenges
and
the
reason

no
community?

one-

policy
decision
to

How
much
money

we
spending
in
the
collection

those
needles,
which
clearly
is
not
enough

kessington,

civic
in
the
neighborhoods.

despite

concern
and
the
reality
of
the
number
of
needles
that
do
appear
in
the
neighborhood,
the
collection
rate
is
actually
high
as
compared
to
other
communities,
but
there
are
a
number
of
programs

we

look
at
those
beyond
prevention
point,
the
needle
kiosks
that
are
supported
by
the
health
department,
several
other
programs,
the
kind
program
to
impact
services
and
several
other
health
department
programs.
So
we
can
calculate
that
and
get
that
back.

need
that,
so
if
you
make
a
policy
policy
decision
and
now
you're
reducing
the
needle
distribution
from
five
million
to
two
and
a
half
million,
what
does
it
cost
to
collect
those?
And
that
is
important,
because
I
think
we
can
all
agree
that
the
needle
collection
in
kensington
is
not
sufficient,
and
that
is
one
of
the
biggest
complaints
we
had
so
I'd
like
to
get
that
number.

need

transparent

distribution

and
a

have
the

adequate
resources
to

sure

because
that
they're

accident

happened

testimony

septa
came
forward

there
is
a
need
for
better
coordination
with
septa.

with

tragic
situation.

don't

everybody
didn't:
wake
up,
outrage
that
at
2
45
in
the
morning,
there's
20
or
30
people
on
the
sidewalk,
which
is
why
two
people
got
killed.

shared
an
outrage
and
wanted
to
work
at
working
with
zepta.
You
know
on
a
couple
different
fronts,
certainly
their
public
safety.
Folks
is
a
part
of
that
team.

know
even

Her
folks
have
begun
working
with
them
to
try
to
support
their
co-responder
program
and
try
to
you
know,
come
up
with
ways
of
getting
that
program:
sort
of
funded
through
state,
medicaid
or
medicare.

medicare
payments
is
set
in
that
setting
that
structure
up
to
support
that

support
that
work.
But
I

agree
with

I
saw

the
notice
on
that

it
sort

things
that
sort

makes
me
wonder
what
the
heck
is
going
on
and
that
that
seeing
that
accident

impact

definitely

those

septa

the
civic
groups.

is

we've
done
has
not
been

septa
for
their
challenge

system
challenge
that
has
worsened
after
colgate,
but
we
continue
to

you

system
become
the
place

people
are
loitering
and
we
need
to
have
safety,

we
need

least
agree
that
the
entrances
to
septa
stations,
particularly
in
kensington,
are
going
to
be
safe
for
our
young
people

essential
workers
who
don't
have
an
option
but
to
use
the
the
septa
system.
So
you
know
we're
going
to
request
a
little
that
we,
we
think
a
little
bit
broader
around
how
we
do
this.

year
we
talked
about
a
lot
around
and
I'd
like
to
get
an
update
to
the
memo
tomorrow
that
you
submitted
as
part
of
this
budget
around
all
of
the
investments
in
kenton,
and
last
year's
number
was
about
138
million
dollars.
You
know
we
did
the
restore
kessington
plan.
We
did
work
through
most
of
those
items,
but
we
need
to
revisit
where
we
had
success
and
where
we
didn't,
where
we
haven't
had
success,
it's
clearly
visible
to
in
the
streets
of
kensington.

are
many
of
these
projects
that
are
being
funded
through
commerce
and
others,
but
what
other
things
were
not
funded
in
kensington
in
terms
of
our
civic
and
our
partner
groups,
who
are
for
projects
that
they
want
to
do
in
kensington,

kessington
means

got
to
restore
the
commercial
partner,
and
I
want
to
make
sure
that
all
of
those
projects
are
being
supported
as
we
work
through
this.

you

recidivism
rate

pad
eligible
offenses.

city

someone
got
arrested
for
a
low-level
drug
case
was
diverted
to
pad
and
they
got
arrested
in,
for
instance,
west
philadelphia.
We
don't
know
that
information.

What
we
know
is
that
less
than
one
out
of
every
20
people
that
got
diverted
like
through
an
arrest
aversion
to
pad
ended
up
getting
rearrested
for
a
diversion
eligible
case
in
east
division.
So
that's
retail,
thefts,
prostitution
and
low-level
drug
cases
like
the
buyers
and
those
drug
transactions.
So
it's
actually
a
really
small
number
of
people
that
ended
up
getting
arrested,
especially
for
low-level
drug
transactions
in
kensington.

It's
actually
a
number
that
I
think
that
both
mdo
and
the
police
department
are
pretty
proud
of
in
terms
of
recidivism
for
those
cases
because
we're
diverting
people
connected
into
social
services.
There
is
a
concern
that
if
they're
not
arrested
and
processed
they'll,
go
right
back
out
and
commit
the
same
offense
over
again
and
we've
actually
seen
the
data
reflects
that
that
hasn't
been
the
case
at
all.

seen
some
people
that
it

in

they

diverted

problem

does
the
managing
director's
office
have

role

addressing
this

there
something

you
think
that
the
managing
director's
office
could

help

down

staffing
and
get
the
services

people

the
city
of
philadelphia.

we
absolutely,

role
in
helping
to
support
those
departments,
and
certainly
we
try.

best

Sometimes
that
role
is
for
quite
frankly,
to
manage
in
director's
office

beat

bully
as
it
relates
to
like.
If
there's
things
we
need
from
departments,
that's
higher
up,
so,
for
instance,
you
know
trying
to
support
prisons
and
air
hiring.

Regarding
some
of
the
processes
that
goes
into
a
list,
so,
for
instance,
you
you
put
a
list
out,
say
and
I'll
just
say,
using
as
an
example
for
correction
officers,
you
know
traditionally
pre
pandemic,
we
would
get

department
will
get
a
certain
number
of
individuals
off
of
that
list
for
them
to
be
able
to
reach
out
to
for
orientation
and
interest.

know
some
of
the
things
we
saw
is
just
looking
at
looking
behind
the
sort
of
curtain
on
that
to
see.
If
there's
better
efficiency,
we
could
get
so
right.

Now,
for
most
of
our
departments
that
are
having
hiring
challenges,
they're
getting
that
list
more
frequently
they're
getting
more
people
off
of
those
lists,

sending

like

over

we
could
more
quickly

lists

folks
that
we

poverty
alleviation

they're

americans

disproportionately
affected
by
gun
violence
in
2020

firearm
homicides
rates
increased
by

percent
among
black
people
from
2019

number

victims
were
young
black
men
and
that
they
increased
that
the
number
increased

among
that
group,

they
represent
just
two
percent

the

states

redirect
some

the
violence

priorities

help

resources

the
services

support

return

pre-pandemic
levels

service

far
this
school
year,
our
out-of-school
time
programs
have
served
over

300
students
in
school
and
community-based
sites
across
the
city.

currently

provider
partners

serve
5,
800
children
and
youth
in
our
ost
summer
programs.

Our
year-round
investment
in
work,
ready
means

Youth
have
participated
in
paid
school
year,
career
building
experiences
from
september
through
march
of
2022.
In
addition,
as
of
march,
the

program,
which
stands
for
education,
employment

empowerment

served
over
200
youth,
with
an
emphasis
of

serving
young
people
who
are
part
of
the
child,
welfare
and
juvenile
justice
systems.

summer
we
are
working
with
the
philadelphia
youth
network
to
support
their

000
work
opportunities

youth
and
adults.

pleased
to
share

As
of
july
1st,
we
raise
the
wages
for
youth
in

summer
work

program
from
nine
dollars
to
eleven
dollars
per
hour.
We
worked
with
pin
to
improve
the
enrollment
process
by
establishing
a
dedicated
customer
service,
support
center
and
hotline
program,
locator,
video,
tutorials
and
social
media
presence.

Another
focus
for
the
phl
pre-k
program
this
year
is
enhanced,
supports
for
phl
pre-k
providers
and
their
staff.
We
added
a
quality
support
center
to
provide
technical
assistance
and
ongoing
professional
development
opportunities

preschool

january
2022,
148
of
154
providers
had
received
three
and
four-star
ratings,
and
our
quality
support
center
is
working
with
the
remaining
providers
to
improve
their
star
rating
community.
Schools
continue
to
be
a
priority
for
the
office
of
children

families.

community
school
has
a
coordinator
that
serves
as
the
liaison
between
the
school
families
and
the
community.
The
community
school
model
provides
comprehensive,
comprehensive
case
management
for
students,
attended,
supports
out
of
school
time,
services,
food
security
programs

adult
education
opportunities.

education
services
extend
to
adults
as
well.
We
spent
this
year
bolstering
partnerships
enhancing
communications
and
building

coordinating

residents

adult

provider

direct
services
agencies
provide

for
speakers

other

equivalent
preparation,

literacy

with
our

professional
development
organization
that

state
designates
to
ensure

lattice

opportunities

earn

includes

the
designated
professional
development
organization

state
has

funding

not
all
of

sometimes

there

opportunities

exist
outside
of
just
what

pdo
offers,

partnerships

community
college

philadelphia

arcadia,

also
with
our
cda
programs
such
as
parkway

we
work
with

right
now
to
ensure
that
our
pipeline
is
growing,

needs,
who
are
who
are
thinking
about
this
program
and
that's
where
the
opportunities
really
exist
around
associates
degrees,
cdas
and
the
bachelor's
degrees
that
we
are
always
pursuing.

not
always
something
that
we've
done
well

in
the

philadelphia.

focused

become

trusted
messengers.

to

to
rely
on

people

respected

trusted

laurels.

aggressive
in
that

getting
people

look
like

truly
represent
the

demographic
of
the
students,

just
not
