Our
proposed
core
budget
is
just
under
16
and
a
half
million
dollars.
That's
a
one
and
a
half
million
dollar
increase
over
our
FY
23
estimated
obligation
level.

increases
to
support
collectively
bargain
and
exempt
wage
increases,
increased
Insurance
costs
because
of
a
hardening
market
and
added
positions
to
build
up
our
financial
management
capabilities.

we're

testify
in
support
of
bills,

those
two
bills,
lower
the
rates
for
the
resident
portion
of
the
wage
and
net
profits
tax
and
the
net
income
portion
of
the
business
income
and
receipts
tax.

The
changes
in
the
two
bills
will
combine
to
reduce
the
amount
of
tax
due
this
from
businesses
and
workers
by
28.2
million
in
FY
24,
and
provide
tax
relief
for
about
13.7
million
for
employees
and
14.5
million
for
businesses
over
the
course
of
The
Five-Year
Plan.
Those
reductions
would
total
about
150
million
dollars
the
taxes
already
at
their
lowest
rate
in
decades
in
these
further
reductions
will
continue
to
promote
a
fair
tax
structure
for
residents
and
businesses.
Now
the
rates
will
make
Philadelphia
a
more
competitive
and
attractive
place
to
do
business.

into
a
couple
of
questions-
some
might
be
a
little
repetitive
from
yesterday,
but
you
know
that's
how
we
do
I
want
to
talk
about
a
wage
and
net
profits
tax.
You
know,
reduction
that
happened
last
year,
first
time
in
a
whole
lot
of
years.
So
all
of
us
were
pretty
excited
about
the
prospects
of
setting
the
appropriate
signal.

Is
there
had
what
thought
had
been
given
to
putting
a
reduction
on
throughout
the
plan
for
those
taxes,
and
he
also
and
I
know
it's
early?
Were
there
any
signs
that
in
any
way,
shape
or
form
that
those
tax
reductions
created
an
environment
at
a
minimum,
a
level
of
expression
of
Interest
by
people
saying
now
that
Philadelphia
is
on
the
path
towards
getting
a
fair
tax
system
that
we
are
interested
in?

Yeah
so,
first
on
the
tax
rates,
whether
to
do
one
year
or
five
years,
we
did
have
a
lot
of
discussion
about
what
to
do
and
there
are
decent
Arguments
for
either
approach.
In
the
end,
we
thought
we
wanted
to
go
deeper
in
the
first
year
and
you
know
do
more
of
it
right
up
front
and
you
know
have
that
that
cut
guaranteed
in
terms
of
what
it
means
for
businesses.

You
know
there
have
been
studies
over
the
years
that
show
that
reducing
these
two
taxes
in
particular
makes
us
more
competitive
and
helps
us
attract
jobs.
In
the
back
in
the
years
we
were
actually
increasing
these
taxes.
It
cost
us
tens
of
thousands
of
jobs.
We
also
know
that
the
chamber
was
really
supportive
of
the
decreases
last
year
and
and
said
that
that
would
be
really
important
in
terms
of
attracting
and
retaining
businesses.

Do
we
Market
this
new
Direction
in
the
city
of
Philadelphia?
Yesterday
we
had
a
number
of
questions
about
marketing
for
employees
and
a
number
of
other
things
that
we
do
in
the
city.
But
if
nobody
knows
what
we're
doing,
Frankly
Speaking,
it
doesn't
necessarily
matter.
Do
we
have
like
a
marketing
strategy?
I
can
remember
as
actually
pre-pandemic,
that
the
city
of
New
York
had
this
very
aggressive
marketing
program
about
their
tax-free
zones
and
all
of
the
other
aspects
of
what
they
do
to
attract
businesses
and
retain
businesses.

That'll
be
helpful
before
we
leave
today,
because
this
is
we
make
these
decisions.
We
want
them
to
be
prudent
decisions,
but
we
also
would
like
to
see
something
materialized
in
a
positive
way,
not
just
cut
taxes
for

sake
of
cutting
taxes,
right
and
and
particular
taxes.
We
want
to
do
them
in
a
targeted
way
that
they're
beneficial
to
what
we're
trying
to
ultimately
achieve.

Thank

recession
and
inflation
Reserve.
As
you
know,
we
were
fortunate
enough
to
have
a
significant
fund
balance
last
time
around
recession
reserves
rainy
day
fund.
All
of
those
good
things
had
no
idea
that
the
pandemic
was
coming
pandemic
came
and
fortunately
we
did
have
those
funds
that
allowed
us
to
make
it
through
without
any
very
aggressive
layoffs
and
elimination
of
services.

We
use
that
time
to
build
up
the
budget,
stabilization,
Missouri
fund
and
we've
assumed
that
the
charter
change
will
pass
and,
as
we
discussed
yesterday,
so
there's
some
healthy
contributions
to
that
Reserve
fund,
which
would
help
us
have
something
to
draw
on.
You
know,
there's
a
another
dramatic
turn
down,
and
then
we
also,
as
you
mentioned,
we
put
money
in
the
recession
and
inflation
Reserve
to
give
us
an
extra
support
in
case
we
do
see
another
another
turn
down
to.

Yeah,
so
we
have,
you
know
since
the
beginning
of
the
administration
worked
with
Council
increased
our
contribution
to
the
school
district
started
about
104
million
a
year
by
next
year.
It's
going
to
be
282
million
a
year,
and
while
we
are
not
doing
assessments
this
year,
we
assume
that
we'll
be
doing
them
going
forward.
So
there
are
Revenue
increases
built
into
our
projections
in
the
school
district's
projections
going
forward,
I
mean
I.
Do
think
that
the
real
solution
for
the
school
district
is
the
state
that
we
have
been
doing.

We
want

make
sure
that
the
program
gets
funded
and
that,
when
we're
ready
for
the
next
borrowings
that
we're
ready
to
go,
we
also,
as
we
talked
about
yesterday-
don't
want
to
borrow
prematurely
and
be
holding
on
to
money.
That's
not
spent.
So
we
will
continue
to
work
with
people
who
are
running
the
programs
to
make
sure
the
money
gets
spent
and
to
be
ready
to
go
when
they're
ready
for
the
next
launch.

people
off

there

conversation
about
what
the
threshold

one

your

funds
committed
versus

a
whole

We
had
committed
a
certain
level
of
dollars
that
were
not
available.

funds

budgeted

borrowing

closely
with
the
NPI
team
to
watch
how
they
are
able
to
spend
those
dollars
from
this.

on
the
NTI

a
position

understanding

real?
It's
like
it's,
not
necessarily
a
yes
or
no
question,
but
it
kind
of
is.

we,
when
I
talk
about
spending,
we
are
looking
on
the
cash
basis,
so
dollars
actually
out
the
door,
because
when
we
do
a
borrowing,
when
we
borrow
those
funds,
we
have
to
pay
debt
service
and
interest
costs
on
them,
and
so
we
want
on
a
cash
basis.
My
job
is
to
make
sure
that
the
city
is
not
paying
those
costs
before
ready
to
use
the
dollars.
So
that's
why
we
work
very
closely
with
the
NPI
team
to
understand
and
try
to
to
marry
their
budget
needs
with
their
cash
needs.
So.

now

hearing
the
treasurer
say
that
until
all
the
money
is
spent,
we
will
not
borrow
the
next
100
and
given
the
inability
for
government
for
whatever
reason
to
spend
money,
that's
sitting
there
alone
very
much
needed
projects

a
little
concerned
about
this
whole
spin
conversation
and
through
no
fault
of
anybody
else's
other
than
the
city's
inability
to
spend
money
on
stuff.
That's
needed.

be
in
a
position
to
spend
100
million,
because
the
city
can't
spend
money
for
whatever
reason
on
this
archaic
process
of
invoices
and
getting
money
out
on
the
street.
We're
actually
sitting
here
now
getting
a
call

Nate,
the
Knacks.
You
know
what
the
Knacks
are.
They
haven't
gotten
a
paycheck
in
four
months,
all
right
four
months,
and
these
are
people
out
in
the
neighborhoods
20
of
them
across
the
city
right
and
they
have
no
benefits.

this
is
my
last
statement

this
one
so
yeah
one
sec,
so
the
city's
ability
to
spend
all
of
these
Capital
dollars
that
we
are
borrowing
money
for
right
where
we
have
rebuild
projects,

Recreation
projects

other
capital
projects
that
we
don't
spend
in
a
timely
fashion
right.
But
yet
we
borrow
the
money.

things

we're
recommending
right
is
that
we

some
paygo
right
to
use
operating
money
just
like
you're
talking
about
to
put
into
projects,
but
that
also
means

we're
pushing
back
when
we

cash
on
hand.
So
we
use
that
actually
to
make
sure
that
we
can
borrow
later.

delinquency

from

owners

we
do
in
terms
of
enforcement
for

state

out
of
Philadelphia
is,
of
course
we
use
our
normal
enforcement
protocols,
which
are
you
know,
delinquent
noticing,
sheriff
sales
which
are
currently
paused,
but
foreclosure
is
currently
paused,
but
we
would
use
foreclosure.

addition,
we
do
Consolidated
actions
which
which
are
done
by
the
law
department,
where
we
will
take
all
of
their
delinquencies,
so
we're
not
just
looking
at
their
delinquencies
in
real
estate,
but
also,
you
know
very
often.

also
is
delinquent
in
water
and
other
fees
and
fines.
There
might
be

against
the
property

we'll
lump
all

that
together

after
all
of

at

effective

seniors

saving

8.2
million
dollars.
Homestead
has
seen
a
significant
increase
with

increase

value
it's
currently

by

occupied
properties

million
and,
as
you

there's
a

cap

that

constituents

forms
that
we've
had
throughout
the
second
councilman
District
in
person

always
better
than
not
in
person
because
they're
digital
divide,

singers,
a
lot
of
people
who
may
not
be
as
Savvy
when
it
comes
to
doing
things
on
social
media
or
online,
don't
have
the
benefit
of
participating.
But
when
you
do
these
workshops
in
person,
it
goes
a
long
way
to
solving
people's
tax
tax
issues.
So

enrolled

We
estimate
that
we
are
hitting
about
80
percent
of
eligible
folks,
so
the
census
reports
or
estimates
that
there's
about
338
000
owner
occupied
properties
in
Philadelphia,
and
we
know
how
many
folks
are
enrolled
in
a
program.

been
able
to
make
strides
in
Auto
enrollment
projects.

have
a
number
of
them
that
we
are
working
on
currently.
So,
for
example,
we
are
collaborating
with

our
partners

mayor's
office

look
at
Medicaid
data.

looking

folks

receive

think
one
thing
to
keep
in
mind
are
things
like
the
owner
occupied
payment
agreement,
which
we
work
very
closely
with
city
council
to
implement
that's
a
program.

a
very
powerful
program
to
protect
homes
from
Sheriff's,
sale
and
homeowners
can
get
into
that
program
up
into
the
day
of
the
sale,
and
so
the
reality
is
is
there
is
no
reason
why
a
person
who
has
delinquent
taxes

the
entire

that
we're

way
we
fund

pension
system
so
that,
instead
of
just
putting
in
the
amount,
that's
required
by
the
state,
we've
gone
to
a
new
funding
policy
where
we're

in
more
than
that,
we
call
it
the
revenue,
recognition
policy,

their
sales
tax
revenue
that
goes
to
the
pension
fund,
their
contribution,
some
employees
that
go
to
the
pension
fund,
both
of
those
we
don't
count
against
our
state
required
contribution.

way

handle

investments
so
that
we've
lowered

cost

cutting
business
taxes,
they
often
talk
about
the
benefit
to
small
businesses
at
black
and
brown
owned
businesses,
but
most
birth
tax
is
going
to
Mega
corporations
like
Comcast,
who
stand
to
gain
hundreds
of
thousands
of
dollars
in
tax
cuts.
While
most
small
businesses
will
only
get
a
few
dollars
in
relief.
If
we
are
serious
about
helping
small
black
and
brown
businesses
Thrive,
we
could
actually
exempt
them
from
birth
taxes,
rather
than
just
lowering
the
rate
for
all
corporations,
big
or
small.

have
already
Exempted
small
business
that
have
less
than
100K
in
gross
receipts
from
bird
I
benefited
from
this
exemption.
When
I
owned
my
small
businesses,
the
business
provided
barely
enough
income
for
me
to
pay
the
bills,
a
significant
tax
burden
could
have
sent
me
out
of
business,
so
I
understand
the
need
for
actual
small
business,
also
actual
small
business
space,
but
we
can
provide
this
tax
relief
in
a
more
significant,
more
targeted,
effective
way.

believe
that
raising
the
exemption
rate
is
a
better
way
to
provide
tax
relief
for
small
businesses
that
actually
need
it,
rather
than
a
proposed
board
birth
tax
that
mostly
benefits
Mega
corporations.

needed
the
lease.
My
next
one
is
about
wage
taxes.
The
reduction
in
wage
tax
is
the
budget.
Budget
proposal
suffers
from
the
same
problem
as
the
birth
tax
reduction.
It
provides
the
most
relief
to
the
rich
while
cutting
our
ability
to
spend
money
on
essential
like
affordable
housing
and
anti-violence
programs.

Last
year,
when
the
city
reduced
the
wage
tax,
the
average
worker
in
Philadelphia
saved
75
cents
on
a
paycheck,
while
the
richest
Philadelphia
save
thousands
of
dollars
a
year.
The
Wake
Tech
reduction
in
the
budget
will
cost
our
city
another
75
million
over
the
next
five
years.
That
is
more
than
10
times
the
new
funding
for
Supportive
Housing
for
Philadelphia
and
suffering
from
chronic
homelessness
and
twice
the
cost
of
expanding
invention
eviction.
Defense
attorneys,
Citywide,
located
low-income
philadelphians
need
wage
tax
relief.

But
if
we
are
serious
about
helping
low-income
people
thrive,
we
could
do
so
much
more
effectively
than
bills.
That
cut
taxes
for
millionaires
one
way
to
make
wage
tax
benefits
one
way
is
to
make
wage
tax
refunds
automatically.
Currently,
the
low
income
workers
in
Philadelphia
qualify
for
a
wage
tax
refund,
but
people
must
go
through
separate
application
process
that
few
people
know
about.
Other
governments
provide
automatic
refunds.
When
someone
completes
their
taxes,
we
should
do
the
same
here
in
Philadelphia.

I'll
ask
Revenue
to
come
up
to
provide
that
information,
but
also
talk
about
the
wage
tax
reductions
in
general,
as
they're
coming
up
so
I
agree
that
each
year,
the
reductions
by
themselves,
relatively
small
but
over
time,
they've
actually
been
fairly
substantial.
When
we
started
this
program,
the
wage
tax
rate
was
close
to
five
percent.
Now,
as
we
were
proposing
to
get
it
down
into
the
three
seven
three
eight
range.
So
it's
come
down
a
lot.

It's
been
an
important
way
to
make
the
city
more
attractive
and
again,
you
know
multiple
Studies
have
shown
that
that
helps
create
jobs
in
the
city
which
winds
up
actually
providing
more
Revenue
rather
than
less
over
over
the
long
term.
But
with
that
I'll
turn
it
over
to
commissioner
Breslin
to
talk
about
the
application
process.

Yes,
so
the
application
process
for
the
low
income
wage
tax
refund,
it's
our
it's
our
refund
process.
They
have
to
fill
out
an
application
they
have
to
the
applicant
has
to
supply
income
records
W-2s
or
whatever,
and
the
reason
for
that
is,
it
would
be
very
difficult.
This
question
has
come
up
in
the
past.
It'll
be
very
difficult
to
kind
of
do
an
ought,
an
auto
enroll
or
an
automatic
refund,
because
there's
income
limitations
here
and
an
employee
can
work
for
various
employers
right.
I

We
don't
have
that
number
because
we
don't
have
the
you
know
the
income
number
for
every
resident.
That's
not
just
not
how
our
tax
system
works.
We
don't
have.
Our
wage
tax
is
collected
by
the
employer
and
remitted
by
the
employer,
so
we
don't
have
every
Philadelphia
filing
a
tax
return
like
they
do
at
the
state
level
or
you
know
at
the
federal
level.
So
that
becomes
the
challenge.

federal
government

this
right
and

can't

tag

on
to

federal

seems

undue
burden

to
make
people
apply
for
another
tax
credit
that
they
don't

that

eligible
for

it
is
underutilized.
Obviously
you
know
the
pandemic
presented
problems
for
us
in
getting
the
communication
out
there,
because
we
do
a
lot

in-person

events
and
they

paused

the
pandemic,
but
even
with
that,
it
is,
it
is
a
really
difficult
message
to
get
out.

not
only
engage
this
directly,
our
communication
directly
to
to
taxpayers,
but
we
also
communicate
with
tax
professionals.

move
forward

making
sure
this

something
that's
automated
and
easy
for
people
to
access,
because,
like

we
want
to
really
help
people
immediately
with
cash

hands,

cents
on

immediately,

different

a
low-income
family
trying
to
make
ends

people

to
be
able
to
weigh
the

trash
being
picked
up
or

bucks

in

business

shut

million
dollars
over
the
life
of
the
plan,
starting

then
growing
a
little
bit
each
year
as
the
tax
base
grows,
and
the
reason
that
we
propose
these
reductions
is
that
we
have
seen
from
numerous
studies
that
they
helped
grow
the
economy.
So
the
way
that
this,
the
way
that
money
is
replaced
is
with
the
stronger
economy,
with
more
jobs
and
more
revenue
for
for
the
city.

opa's
goal
is
to
assess
all
properties
in
a
uniform
way,
but
simply
put
these
results
were
and
still
are,
shocking,
but
now
that
we're
here,
I
have
some
questions
about
the
processes
surrounding
pending
assessment
appeals
and
the
impacts
of
these
assessments
on
largely
black
and
brown.
Neighborhoods
I
think
there's
two
pieces
of
this
problem
that
we
as
a
city
are
morally
obligated
to
explore.

First,
while
the
margin
of
error
city-wide
may
be
within
the
range
of
best
practices
that
completely
breaks
down
once
you
zoom
in
at
the
neighborhood
level,
we
see
wildly
inconsistent
assessments
on
very
similar
houses
across
the
street
from
one
another
and
it's
worth
looking
at
if
those
inconsistencies
are
more
prevalent
in
black
and
brown
neighborhoods.
The
second
is
that
I
see
Third
District
neighborhoods
of
color
getting
assessed
much
higher
than
other
comparable
neighborhoods
of
color
in
other
parts
of
the
city.

be
possible

an
analysis
of

assessment
through
a
racial
Equity
lens
to
make
sure
that
we
are
not

positions
are
currently
filled,

so

know

any
role
does
Staffing
capacity
play
in
the
timeline
of
the
disposition
of
first
level,
reviews
and
appeals?
And
then,
lastly,
could
you
explain
the
tiers
of
calculating
assessments
and
why
there
seems
to
be
such
great
disparity
from
property
to
property
on
similar
blocks?.

does
become
particularly
problematic
for
our
office
to
do
that,
because
for
the
for
one
reason
you
know
the
state
license
that
we
need
to
maintain
the
using
that
kind
of
information
or
even
really
having
it
in
the
conversation
is
strictly
forbidden.

understand

need
and
and
the
problems
that
have
been
around
for
years
and
recognizant
of
it.
But
we
are
not
the
department
to
specifically
look
at
that
and
make
it
determine
nation
of
how
it's
affecting
certain
demographics
in
the
cities.

don't
number
one
keep
demographic
information
on
owners.

do
we
apply
that
in
the
assessment
process,
but
we're
more
than
happy
and
more
than
willing
to
assist
and
work
hand
in
hand
with
somebody
that
wants
to
do
that
analysis
and
give
them
all
the
information
necessary
in
order
to
kind
of
look
through
that
and
come
back
to
us
with
any
thoughts
they
have
and
discuss
what's
being
found.
As
far
as.

That
I
mean
I,
know,
there's
a
couple
different
departments
that
may
want
to
get
involved,
certainly
I'm
sure
Council
has
an
interest,
I,
don't
know
if
Planning
and
Development
or
there's
any
other
departments.
That
would
be
interested
in
that.
But
we
can
provide
the
data
to
and
assist
with
the
process
to
whomever
wants
to
Crunch
those
numbers
and
come
up
with
the
conclusion.

lot
of
the
admin
here
yesterday
and
we're
going
to
do
the
mayor's
office
at
some
point,

just
want

clear

somebody

care

point,

West
Philadelphia
there
is
a
pressure
on
housing
prices
from
University
development,
other
institutional
development,
the
growth
of
the
life
sciences
and
the
city
cannot
be
in
the
business
of
displacing
our
residents
right.

been
walking
in
rooms
with
community
members,
since
these
assessments
happen
and
there's
nothing
but
anger
and
worry,
because
people
cannot
handle
the
burden
that

placed
on
them,

other
actors
who
have
much
more
in
terms
of
resources,
are
consistently
getting
abatements
or
we're
talking
about
tax
cuts.
These
are
the
people
that
are
carrying
the
burden
of
funding
and
financing
the
city,
and
they
need
help
right.

record,
because
Opa
is
saying,
you
can't
use
racial
data,
but
in
districts
such
as
councilman
James,
I'm,
councilman,
Daryl,
Clarks,
councilman,
Curtis,
Jones,
councilman,
Catherine,
councilman,

myself
and
bass.
We've
seen
the
areas
where
neighbors
that
are
particularly
black
and
brown,
the
over
assessment
of
lower
value
homes
and
we've
always
questioned
what
is
the
OPA
formula
and
how
you
go
about
doing
your
assessments
and
addressing
when
that
value
is
totally
off
and
so
even
separate
from
the
racial
part.

you
look
at
the
data
right,
the
data
shows
that
in
some
areas,
which
are
predominantly
black
and
brown,
there's
a
significant
amount
of
over
assessment
of
homes.
And
so
how
are
we
addressing
that
aspect?

it
goes
into

same
thing
of
basically
addressing
things
to
a
racial
Equity
listing?

can
still
address
it
without
talking
about
race,
because
you
know
these
areas
where
that's
being
over
assessed
basically
poor
people
and
they
didn't
have
to
go
into
the
process
of
file
for
first
level
for
a
review
and
everybody
will
have
their
time
to

that
process.
And
then,
if
you
feel
the
first
level
of
review,
everybody
don't
get
annoying
to
go
to
go
in
front
of
Brit
or
some
don't
even
have
to
wear
with
all
to
go
to
their
process,
so
I
guess
on
a
bigger
scale
as
well.

level
reviews

basically
coming
from

just

the
data

zip
codes

black

brown
poor
people
like
somebody,
have

pick

the
city
controllers
report
that
show
this
is
happening
predominantly,

black

brown
neighborhood.
So,
at
least
at
that
point
we
should
have
paused
as

city

said
wait

assessed
as
compared
to
other
neighborhoods,
and
so
at
what
point
in
time,

we
pause
and
say
something's
wrong
with
this
picture
in
terms
of
our
formula

how
we're

addressing

what

for
in
terms
of
clarity,

valued
homes,

city

assessed

our
numbers
weren't
as
good

wanted
to
be

the

there
enough
sales?

there

even

things

things

we
build
models
for
different
sections
of
the
city.
So
if
you
get
too
granular
or
you
carve
up,
you
know
some
reports
are
doing
statistics
by
census,
tract
or
zip
code.
The
real
estate
market
doesn't
behave
a
certain
way
because
there's
a
zip
code
that
draws
a
line
in
the
Middle
Street
or
a
census
track
that
ends
here.
It
could
be
bigger,
it
could
be
smaller.

So
some
of
the
analysis
that
was
done
outside
are
using
and
breaking
some
of
the
information
out
in
ways
that
we
don't
use
it,
so
the
numbers
will
look
a
little
different,
but
as
far
as
the
lower
versus
higher
value
properties-
yes,
those
are
when
we
after
we
come
out,
we
look
at
it
and
we
before
we,
you
know
proceed
with
the
next
or
as
we're
proceeding
with
the
next
revaluation.

know
our
numbers
might

been
not
as
good

to

closer
look

legal

why

can't
look

racial
demographics,
but
you
certainly
can
look
at
zip
codes

I

there's

certain

way
to
get
Beyond
whatever
legal
thing
that
you
might
be
prohibited
from
doing
this,
which
I
don't
think
there
is,
but
if
there
is
I,
think
it's
just
really
important
for
you
to
find
a
way.
That's
all

to

bottom
line

there's
a
way
of
determining
by
census
tracks
in
particular,
because
there's
more
detail
in
terms
of
the
demographics
of
a
particular
section

Overlay
these
various
areas,
one
to
get
to
a
place
where
you
can
determine
those
areas

concern
not
only
racial
but
the
economics
of
those
people
in
those
census
tracts.

level
review

we
received
a
little
less
than
20
000.
First
level
review
requests
about
a
quarter
of
those
came
in
the
period
where
we
extended
the
deadline
from
September
through
to
December,
so
that
extension,
we
would
have
had
about
a
little
less
than
15
000
prior
to
that,
and
that
was
another
five
thousand
came
in.
So
the
extension
did
show
a
significant
number
of
people
that
that
took
advantage
of
that.

As
of
yesterday
we're
about
15
through
those.
We
expect
that
to
be
ramped
up
pretty
significantly
as
folks
are
getting
into
the
as
they're
getting
out
there.
They're
calling
people
making
appointments
and
they're
trying
to
you
know,
get
to
a
couple
blocks
and
maybe
not
and
knock
out
a
bunch
of
these
at
a
time.
So
we
certainly
expect
those
numbers
to
pick
up
significantly
in
the
coming
weeks.

number
is
going
to
keep
that
and
that
pace
will
increase
in
the
coming
weeks,
as
folks
are
getting
out
there
and
they're
able
to
do
get
in
the
neighborhoods,
where
they're
able
to
make
inspections,
if
that's
necessary

these
properties.

the
homeowners
will
allow
us
in
or
if,
if
they
want
to
meet
us
at
the
door
and
give
us
information
and
whatnot
and
then
as
far
as
the
vacancies,
you
know
the
vacancies
they're
kind
of
spread
through
different
areas.

But
you
know
we
do
have
evaluated
positions
that
that
are
included
there.
So
the
less
evaluators
we
have
than
you
know,
there's
more
accounts
that
an
individual
may
have
it's
not.

differently

lack
of
sense

Philadelphia.

cannot
be
bystander
bystanders
and
what's
happening
and
that's
exactly
what
you're
doing
that's
exactly
what
you
are
bringing
to
us.

allowing
things
to
happen
in
the
market
and
not
addressing
populations
that
you
know
are
vulnerable
and
it
and
it
just
shouldn't,
be.

going

and
your
home
is
valued
at
a
hundred
thousand,
it's
taking
out

agent
for

vendors
and
how

attempting

improve

lag
time

vendors.

accept

methods
of
payment
cash

municipal
Services
building.

in
the
public
service
Concourse
of
the
building
we
have
cashiers
that
can
accept
cash.

also
have
satellite
offices
that
can
accept
payment.
They
do
not
accept
cash,
but
they
accept
checks.
So
we
have
walk-in.

also
would
accept
checks
by
mail.
So
so
we
process
checks
that
come
in
remittance
and,
of
course
we
encourage
taxpayers
to
use
electronic
payments,
and
so
we
accept
electronic
payments.
We
have
a
new
integrated
tax
system
that
we
implemented
over
the
last
couple
years,
which
has
a
totally
modern
portal
for
taxpayer
electronic
interaction
where
they
can
do
lots
of
services,
applications
payments
filing
and
makes
it
much
simpler
for
them
to
be
able
for
taxpayers
to
be
able
to
pay
electronically.

They
can
now
in
our
new
system
they
can
pay
electronically
without
having
an
account
established.
We
called
it
a
non-logged
in
payment,
so
it
makes
it
very
simple
for
them
to
go
in
and
identify
where
they
what
year
and
what
tax
they
want
to
make
that
electronic
payment
for
75
percent
of
our
payments
are
coming
in
electronically
now.
So
we're
very
pleased
with
that
number.

part

for

city
treasurers
to
serve

the
disbursement
agent
for
City
related

are
able

issue
payments

the

controller,
and
then
at
that
point
our
office
is
able
to
release
payment
or
to
cut
checks
to
vendors.

but

wanted

sure

it

payment
agreement
where
there's
actually

zero
dollar
amount
that

to
pay
each
month,
but
it

them

home

protects
them
from

we
really
do
try

make
people
aware

these
programs
and
enroll
them,

and
we
have
a
group
that
will
assist

the
enrollment

that
as
easy

easier
for
taxpayers

little
technical
proficiency

want

they

apply

realize
that
you
know
many
need
a
personal
touch,
so
we
do
have
our
Communications
Group
partnering
with
you

Council
on
any
events
that
you
have
and
we'll
have
people
there
to
help
them
become
become
aware
of
the
programs
and
to
enroll
Auto
enrollment
becomes
difficult.

the

efforts
that
we've
done
over
the
last
year,

we
are
trying
to
Auto
enroll
people
in
programs
where
it's
feasible.
Sometimes
it's
just
not
feasible.
We

have
the
information
or
there's
multiple
programs
that
they
may
be
eligible
for,
and
we
don't
know
which
one
is
going
to
be
the
best
for
them.
So
we
don't
want
to
put
them
into
a
program
that
might
not
be
the
best
program
for
them.

off

homestead
right,
it's
this
the
easiest
program
to

enroll
to
enroll
in,
and
we
know
that
these
people
are
in
delinquency.

why
not
automatically
enroll
them
in

Homestead,

accrue
penalties.

we
are,
and
we

their
contact
because
they're
in

that

that
is

Homestead

we
need
to
ascertain

we
know
from
a
different
program

they're
enrolled
in
or
maybe
from
data
from
the
water
department,
then
we
will
put
them
into
Homestead.

we
tried
to
do
that
wherever
possible,
but
we
don't
always
know
what
is
really
important,
though
I
want
to
I

to
really
stress
is
we
want
to
get
people
that
are
delinquent
into
and
are
and
it's
their
principal
residence
into
Uppa
our
owner
occupied
payment
agreement,
because
that
is
really
the
greatest
protection
for
them.
It
makes
them
compliant
it's
by
its
nature,
an
affordable
program,
their
monthly
payment
is
going
to
be
based
on
their
income
and,
as
I
said,
the
monthly
payment
can
be
as
low
as
at
1.
I
One
point:
the
monthly
payment
was
20
minimum
monthly
payment
was
25
dollars
per
month,
but
but
we
realized
that
even
that
was
not
enough
protection
for
some
very
vulnerable
citizens.
So
now
we
have
a
program
where
the
payment
is
actually
zero
dollars
a
month
if
they
give
us
their
income
information
and
show
us
that
it
is
their
principal
residence,
we'll
keep
them.

have
had
people
go,
we've
had
staff,
go
door-to-door
and
it's
not
really
effective
for
a
lot
of
programs,
but
it
is
effective
for
Homestead,
so
we've
gone
door
to
door
to
try
to
get
people

areas

delinquency.
We'll

people

door
and
try
to
get
people
enrolled

Homestead

them
pamphlets

other
protections

we

work

but
there's
not
a
prescribed
program

allows

pay

lower
