in
that
role,
I
lead
the
Office

Economic,
Opportunity
and
I'd
like
to
offer
some
brief
context
for
those
of
you
who
have
not
been
to
this
meeting
before.
To
give
you
a
brief
overview
of
the
history
and
purpose
of
the
economic
opportunity
review
committee
meeting
in
2012,
City
Council
introduced
an
ordinance
which
called
for
the
creation
of
this
committee,
the
EO
r

1607
or
the
philadelphia
code.
A
The
work
of
this
committee
includes
a
number
of
things.
One
of
them
is
to
oversee
and
facilitate
a
public
review
of
the
implementation,
effectiveness
and
enforcement
of
equal
opportunity
plans.
Another
is
taking
public
testimony
related
to
diversity,
inclusion
in
the
city
and
being
responsive
to
that
testimony.
A
third
is
facilitating
public
access
to
key
information
that
will
enhance
and
enable
minority,
women
and
disabled
owned
businesses
to
successfully
do
business
in
the
city
of
Philadelphia.
A
And
finally,
this
is
the
committee
that
will
make
recommendations
to
City
Council
for
the
adoption
of
resolutions
calling
for
appropriate
remedial
and
legal
remedies
when
and
where
we
see
flagrant
violations
to
the
inclusion
commitments
made
by
contractors
and
subcontractors
on
city
contracts.
These
meetings
are
held
quarterly
and
the
dates
for
2007
are
available
in
your
meeting
packets,
but
they
are
also
available
on
the
OEO
website.

Perils
of
being
short,
okay
good
morning
so
I'm
here
today.
Just
to
brief
you
and
update
you
on
the
fair
chance
hiring
initiative
which
we
actually
launched
formally
through
a
press
release
on
June
21st
I
have
copies
of
that.
If
you
you
don't
have
it
just
in
case
some,
you
need
it
for
your
own
records,
so
the
purpose
of
that
is
this
incentive
is
to
provide
a
real-time
wage
reimbursement
to
employers
that
are
open
to
hiring
our
returning
citizens.

The
plan
is
for
this
initiative
to
be
much
more
flexible
and
accessible
to
more
employers
and
businesses,
particularly
small
and
mid-sized
businesses,
here
in
Philadelphia
that
didn't
or
couldn't
really
take
advantage
of
the
prep
tax
credit.
So
I
will
say
that,
while
this
pilot
it's
a
year,
it's
a
pilot
at
this
point
for
the
fair
chance
hiring
initiative,
the
prep
tax
credit
program
is
still
in
play,
but
you
can
only
do
one
if
you
choose
to
do
the
text.
The
prep
tax
credit,
that's
fine,
but
you
cannot
do
both
at
the
same
time.

So
this
is
involving
a
whole
new
application
process.
If
any
businesses
are
interested,
employers
can
apply
for
this
reimbursement.
We
had
the
application
online
already
on
our
Commerce
website
and
they
are
making
a
commitment
to
hiring
returning
citizens
that
have
been
recently
released
from
incarceration
and
also
meet
the
criteria
that
Rhys
had
said
very
similar
to
the
criteria
that
was
set
for
the
prep
tax
credit,
making
every
returning
citizen
eligible
to
be
to
be
working
to
qualify
for
this
incentive.

The
employer
must
provide
a
position
that
is,
works
a
minimum
of
21
hours
per
week,
maximum
40
and
have
to
be
paying
them
at
least
12
10
per
hour
and
the
wage
reimbursement
for
this
is
a
$5.00
per
hour
reimbursement
for
the
first
for
the
first
year
up
to
100
hours
per
participant,
applicants,
meaning
the
business
will
fill
out.
A
very
simple
form
provide
basic
details,
such
as
their
hiring
plan,
the
number
of
positions
that
they
are
requesting.

neglected
to
say
that
during
the
pilot,
we
have
a
hundred
positions,
100
slots
available
for
employers
just
to
try
this
out.
So
we
will
need
to
spread
those
out
across
all
the
applicants
that
become
eligible.
All
the
businesses
become
eligible,
the
number
of
positions
number
of
hours
and
their
hourly
wage
that
they're
going
to
charge.
Once
your
application
is
approved
by
the
Department
of
Commerce,
we
have
staff
designated
to
to
review
the
applications
and
give
them
feedback
or
help
them
to
become
eligible.

missing
any
information
that
would
be

process

across
the
landscape
of
our
applicants
to
determine
how
many
positions
per
employer
that
we
that
we
will
assign.
We
don't
want
to
spread
it

also
don't

give

business

We
want
to
give
more
businesses
this
opportunity.

Participants
will
be
required
to
submit
their
documentation
by
annually
so
every
six
months,
one
the
citizens
that
they
hire,
which
they
hire
through
rise.
And
then
we
will
review
their
wage
statements
to
ensure
that
they're
meeting
the
minimum
requirements
and
then
we
will
be
able
to
we
in
return,
provide
them
with
their
wage
subsidy
reimbursement,

that's
the
general
process.
We
have
nine
applicants
already
that
are
in
some
process.
Five
of
those
businesses
have
been
deemed
eligible.
The
other
four
are
still
providing
more
information
so
that
they
can
become
eligible.
So,
of
course,
the
business
must
be
in
compliance
with
all
their
taxes,
be
operating
legally
in
Philadelphia
and
have
to
be
up
to
speed
on
all
of
their
general
business
expectations
can.

every
employee
that
is
deemed
part
of
the
program
has
to
come
through
Rhys,
so
the
employer
once
they
say
this,
what
they
want
to
do,
the
applicants
will
come
through
Rhys
services,
so
they
are
going
to
continually

case
management,
soft
skills
follow-up,
including
making
a
visit
to
the
workforce
and
making
sure
they're
in
a
mediator
between
the
employer
and
the
employee
throughout
this
process.

just

Council
unanimously
approved
legislation
to
put
the
question
of
change
in
the
Philadelphia
home
row
charter,
so
allow
for
best
value
on
a
municipal
primary
election
ballot
may
2017
on
may
2016.
The
question
was
posed
and
the
vendors
approved
incorporating
best
value
criteria
into
the
Philadelphia
Public
Works
procurement
projects
will
improve
efficiency
and
effectiveness
for
our
city
government
by
monoeyes
in
the
system,
creating
efficiency
and
opening
the
marketplace
to
more
local
businesses.
So
short,
thank

more
local
businesses
and
MWDs
bees
than
ever
before.

goal
of
any
procurement
project
is
to
receive
highest
value
for
any
for
every
taxpayer.
Dollar
spent
value
is
combination
of
what
has
the
most
worth
balanced,
with
the
cost.
Best
value
allows
public
entities
to
review
competitive,
sealed
proposals
or
conduct
competitive
sealed
ago.

ensure

current

The
procurement
Department
evaluates
bids
based

price
alone.

city's
hands
are
tied
when
it

for
the
selection
committee
and
demonstrate
a
transparent
and
consistent
approach

value

be

opportunity

evaluation
will
include
a
committee

stakeholders

module
as
part

e-procurement
sulfur
solution
we
currently

city's
first

able
to
begin
loading
this
information
and
that
will
be
used
for
scoring
or
best
value
opportunities.

there

the

the
type

scope

We
are
pleased
to
be
here
to
provide
testimony
and
just
to
give
everyone
a
little
overview
of
what
we
do
and
how
we'll
do
it.
The
Urban
Affairs
Coalition
is
in
our
38th
year
and
our
art
history
is
about
fighting
for
civil
rights
and
organizing
in
order
to
drive
down
economic
disparities.
The
construction
industry,
especially
commercial
construction,
has
been
one
of
the
most
visible
industries
in
our
city.
We
all
notice
when
a
hospital
is
being
built.
I
A
recreation
center
rises
in
our
community
or
a
new
office
tower
is
built
downtown
in
1978,
the
landmark
US
Supreme
Court
decision,
Regents
of
the
University
of
California
versus
baki,
upheld
affirmative
action
but
outlawed
specific
quotas.
The
Bakke
decision
had
an
indirect
impact
on
the
construction
industry,
setting
off
a
decade
of
systemic
challenges
to
affirmative
action.
I
Up
to
that
point,
there
had
been
no
major
construction
projects
in
the
city
with
an
affirmative
action
plan.
At
UAC
we
developed
the
plan
in
conjunction
with
Temple
University
officials
to
monitor
contracting
our
opportunities
and
workforce
participation
in
1986
EDP
wrote
the
affirmative
action
plan
for
another
significant
project:
the
Pennsylvania
Convention
Center
Philadelphia,
like
many
cities,
had
racial
quotas
and
percentage-based
set
asides
for
awarding
government
contracts.
These
were
hotly
contested
across
the
country.
I
As
such,
the
plan
for
the
Convention
Center
was
challenged
in
federal
court
and
was
one
of
the
few
which
was
stood
legal
challenge.
However,
the
1989
Supreme
Court
ruling
and
city
of
Richmond
versus
crocin
impacted
our
work.
The
Supreme
Court
ruled
that
quotas
and
set
asides
in
the
city
of
Richmond
were
not
justified
by
general
statistical
evidence
of
inequality.
The
court
found
neither
did
the
city
of
Richmond
investigate
any
race,
neutral
methods
or
correct
the
imbalance,
nor
did
its
30%
minority
business
enterprise.
Set-Aside
Cole,
correspond
to
any
actual,
measured
industry
and
lacked
strict
scrutiny.
I
The
ruling
led
to
a
shift
from
mandated
to
a
voluntary
system
and
the
development
of
I
think.
All
of
you
know
the
annual
disparity
studies
that
are
conducted
by
the
city
of
Philadelphia
for
driving
inclusion,
including
in
the
construction
industry,
UAC
and
close
collaboration
with
former
Council
President
Street,
and
the
late
lucien
Blackwell,
come
from
in
Lucien
Blackwell,
designed
a
diversity
and
inclusion
program
in
collaboration
with
developers,
projects,
project
owners,
disadvantaged
businesses
and
the
community.
Today
we
work
in
a
variety
of
ways.
I
We
are
currently
working
with
the
project
owners
at
preet
who
want
to
provide
contracting
opportunities
for
businesses
owned
by
minorities,
women
and
the
disabled.
We
worked
a
support
project
owner
also
to
make
sure
that
employment
opportunities
are
also
available
in
the
construction
trades.
Over
the
last
35
years,
we
have
worked
on
more
than
100
projects,
valued
at
over
eight
and
a
half
billion
dollars,
and
more
than
2.6
billion
dollars
was
spent
on
minority-owned
and
women-owned
businesses.
These
projects
paid
laborers
and
skilled
trades
workers
over
659
million
in
wages.

We
work
to
try
to
create
win-win
opportunities
for
everyone,
including
project
owners,
disadvantaged
businesses
and
those
in
our
communities
who
are
looking
for
work.
Our
clients
are
a
list
of
some
of
the
major
projects
in
the
city
of
Philadelphia.
We
are
committed
to
this
work
and
we'll
do
what
is
appropriate
and
what
is
fair
and
transparent
to
ensure
that
we
maximize
participation.

percent
and
as
of
the

we
were
just
shy
of
40
percent
for
local
residents.

minority
skilled
workers
is
at
22
percent.
That
includes
both
women
and
minorities.
Minority
alone
is
just
under
21
percent

laborer
hours.
However,
we
are
at
seventy
two
and
a
half
percent
of
minority
laborer
hours
when
we
combine
them
together,
we're
at
a
total
of
37
percent
of
total
minority,
skilled
and
laborer
hours
on
the
project.

continuing
to
outreach
with
the
building
trades.
The
part
of
the
problem
that
we've
been
facing
is
the
success
of
the
city
in
developing.
So
there
are
so
many
projects
right
now
that
are
in
the
same
place
that
we
are
we've
really
started

years
ago,
working
with
the
building
trades
in
trying
to
get
a
more
diverse
apprenticeship
group
into
the
trades.

they

doing
that
and
we're

mean
it's
a
little
bit
of
a
slow
process,
because
the
building
industry
was
so
slow
in
Philadelphia.
For
many
years,
however,
the
classes
are
much
larger
than
they
had
ever
been,
as
well
as
some
of
the
trades
are
opening
up
two
classes
a
year,
instead
of
just
one.
So
we
are
seeing
an
impact,
it's
just
slow
to
come
to
the
jobsite.
I
I
would
also
just
call
your
attention
to
the
city's
disparity
study,
one
of
the
things
that
we
have
started,
though
it
was
not
a
part
of
the
EOP
for
the
city
for
this
project.
We've
really
started
looking
at
the
city's
disparity
numbers
on
the
employment
side,
to
make
sure
that
we
understand
what
are
the
sub
numbers
under
those,
so
we
have
some
sense
about
where
we
should
be,
and
so,
if
we
look
at
african-american
males
the
disparity
study
says
we
should
be
around
18
percent.
I
We
are
about
at
sixteen
percent,
we're
quite
low,
though
on
Hispanic
American
males,
a
disparity
study
says
that
we
should
be
somewhere
closer
to
ten
we're
somewhere
a
little
bit
south
of
four.
So
we're
also
looking
at
the
disparity
numbers
as
it
relates
to
how
the
population
of
the
city
is
and
how
that
reporting
process
is
working
and
how
we're
looking
at
subgroups
as
well.

the

the
black

is
again
to
stimulate
commerce
in
circulation
of
money
within
our
community,
which
again,
hopefully,
will
generate
businesses

hire
those
hires
reduce
unemployment,

it
gives
again
our
people
role,
models
and
people

look
towards

goals

aspirations.
We
were
doing
that.
It's
introducing
mobile
technology,
social
media
and
digital
commerce
to
minority
businesses
to
equal
the
playing
field.
We're
also
networking
encouraging
collaboration
between
MBA
businesses,
providing
marketing
tools.
Research
in
RFP
listings
to
help
businesses
grow.

corporations
find
certified
qualified
MBS
that
they
say
that
they
cannot
find
serve
as
an
independent
voice
for
MBEs
to
corporations
and
elected
officials
who,
if
informed,
will
be
pressed
to
apply
pressure
on
businesses
that
get
government
contracts
but
do
not
meet
their
minority.
Subcontractor
commitments
inform
and
mobilize
and
I
think
this
is
the
most
important
informed
and
mobilize
inches
consumers,
be
they
black
white
Latino
to
make
them
aware
of
manufactured
products
sold
in
general
market
retail
stores.
Perfect
example:

local
manufacturer
of
turkey,
bacon
and
sausages
I
go
to
shop
right
there.

to

consumers,
African
American
consumers

about
that.
Many
are
not
aware
and
when
they
are
aware,
they'll
make
a
decision
between
Oscar
Mayer
and
Ed
hips.
We
want
them
to
know
that

hips
hires
people
within
our
community
and
all
we're
asking
folks
to
do
is
to
be
aware
and
to
try
it
and
if
they
try
it
and
they
buy
it,
they
like
it.
That's
fine,
but
that's
our
goal.

Oftentimes
the
MBEs
are
in
these
major
market,
major
retail
stores,
be
they
designers,
be
they
manufactures
and
means
clothing,
what-have-you
and
our
consumers
do
not
know
that
they're
there
because
nobody's
wearing
a
badge
or
have
a
sign
on
their
on
their
packaging.
This
is
where
black
and
that's
and
they're
not
supposed
to
do
that,
but
we
need
to
have
a
la
comida
and
I
make
no
apologies.
We
need
to
have
our
black
consumers
know
that
those
businesses
are
there
and
we
make
it
available
to
them
using
mobile
technology.

example
is
providing
customers
with
information
about
businesses
that
we
buy
from,
but
who,
in
turn,
do
not
do
business
with
us?
Another
prime
example
is
L'oreal
cosmetics.
We
spent
tens
of
millions
of
dollars
in
cosmetics
with
L'oreal,
and
yet
they
have
no
african-american
vendors
or
suppliers.

do
we
think
we
can
help
this
committee
and
the
City
businesses?
Well,
we
think
we
can
do
that
by
one
conducting
focus
groups
with
local
MBAs,
which
you've
already
started
and
accessing
you
know
what
they
feel.
Their
needs
are
locally,
as
well
as
nationally
making
Maggie's
List
directory
of
MBEs
available
to
national
corporate
procurement
officers
and
again
Maggie
Anderson.

Also
to
be
a
conduit
for
this
committee
and
the
agencies
that
I've
been
listening
to
for
information
and
resources.
So
we
can
be
that
advertising
arm
that
marketing
arm
to
get
the
word
out
to
businesses,
who
often
don't
have
the
time
to
look
up
and
see
that
there
are
these
resources
all
around
them.

final
round
of
edits
and
confirmations
for
the
fourth
quarter
cumulative
data
for
the
annual
participation
report.

is
the
document
that
Oh
yo
produces
each
year
the
details,
contract
commitments
to
minority
women
and
disabled
own
firms
on
projects
on
by
the
city,
as
well
as
some
other
projects
over
which
oh
yo
has
goal-setting
influenced
these
projects
amount
to
over
a
billion
dollars
in
total
value
and
encompass
Public,
Works
and
construction,
professional
services
and
supplies
and
equipment
contracts.
Once
this
report
is
published
in
the
fall,

become

baseline
data

all
goal,
setting

office
conducts
and

disparity
study

has
always
prepared
a
separate
report
on
projects
with
Economic
Opportunity
plans,
because
we
typically
have
payment
data
on
these
projects
that
we
lack
on
others.
Because
of
this,
we
can
conduct
an
analysis
of
the
commitments
to
MWDs
Pease
versus
the
actual
dollars
paid
to
those
firms
in
the
past
each
year.
We
would
provide
a
cumulative
report
going
back
to
the
inception
of
our
data
collection
on
those
projects
in
2010,
meaning
that
we
would
simply
stack
each
new
year
on
top
of
the
previous
year's
data
for
a
cumulative.

a
good,
comprehensive
look
at
the
effectiveness
of
EOPS
overall,
but
also
created
a
situation
where,
in
the
previous
data,
could
skew
the
current
year's
performance.
Starting
with
this
year's
report,
so
FY
17,
we
will
break
out
each
year
COP
data
and
report
on
only
that
year.
We
felt
that
this
will
provide
a
more
accurate
picture
of
EOP
performance
and
it
will
also
allow
us
to
conduct
a
year
to
conduct
year-to-year
analysis
in
subsequent
years.
