Councilmembers Isaiah Thomas (At Large) and Katherine Gilmore Richardson (At Large) have created the “Illuminate the Arts” grant as part of City Council’s New Normal Budget Act. The Illuminate the Arts Grants is a total of $1M to be distributed to individual artists, mid-size nonprofits and small businesses, administered through the Office of Arts, Culture and the Creative Economy. Through the input of the Arts and Culture Task Force as well as the arts and culture community, the application process and requirements will be uniquely geared to meet the needs of this community and provide relief quickly and efficiently.

stolen

the
budget
like
jilly
wasn't
from
philly
it's
silly
to
even
think
of
this
city
without
art,
it's
like
a
body
without
a
heart.
Music
is
paved
in
the
streets
and
beats
boom
on
the
subway,
with
head
nods
and
feet
moving
every
which
way
we
stay
connected
on
south
street,
where
savory
scents
stay,
wild
cheesesteaks
make
us
smile
and
evening
events
keep
us
entertained.

Not
only
does
arts
and
culture
elevate,
our
economy
illuminates
our
city,
the
museum
of
art
is
the
heart
of
philly
people
around
the
world,
come
to
run
up
those
steps,
catch
their
breath
and
pose
with
their
hands
in
the
air.
This
city's
jobs
are
intertwined
with
the
arts,
too
visual
artists
with
their
glorious
galleries.

We
are
the
city
of
celebrities,
drag
queens
like
william
belly
on
the
big
screen.
Philly
creations
are
made
to
be
seen,
ballerinas,
making
grandites,
look
easy.
The
youth
igniting
change
with
their
spoken
word.
The
met,
glowing
and
orchestras
showing
us
true,
camaraderie,
murals
up
to
35
feet
cultivating
community,
especially
the
peace
wall
on
29th
street.
An
investment
in
the
arts
is
an
investment
in
philly.

The
city
of
brotherly
love
with
sculptures
of
l-o-o-v-e
teddy
pendergrass
reminds
me
that
80
20
love
isn't
where
we
need
to
be,
but
that
50-50
love
is
giving
money
to
philly
artists
to
rebuild
our
community
by
letting
the
arts
inspire
celebrating
our
legends
in
the
man
center.
When
boys
men
come
back
again
honestly,
the
importance
of
the
arts
should
never
depend
on
the
day
cause.
If
the
arts
went
away,
there
would
be
no
trailblazers
to
plant
seeds
of
opportunities.

Crafto
so
in
the
op-ed
I
wrote
for
the
inquirer
I
focused
on
the
role
the
arts
have
played
in
my
life,
especially
poetry.
I
know
that
by
using
my
voice
I
can
educate
people
and
inspire
other
young
girls
to
be
confident
in
speaking
their
truth.
Now
I'll
pass

on

council

After
listening
to
that
poem-
and
you
know
I
just
wrote
down
so
many
nuggets
from
your
poem-
that
investment
in
the
arts
is
an
investment

philadelphia,
and
you
know
I
heard
the
part
with
jilly
from
philly
she's
a
girls
high
girl
like
me.
So
I
love
that
poem.
You
are
phenomenal.

We

helping
us
to
illuminate
the
arts
here
in
our
city
of
sisterly
love,
and
we
thank
you
for
representing
us
as
our
youth
poet
laureate.
So
we
will
now
move
forward.
Last
summer,
councilmember
thomas
and
I
launched
the
disadvantaged
communities
task
force
and
I
want
to
again
thank
my
colleague
for
his
foresight
and
insight
in
establishing
the
disadvantaged
communities
task
force.

We
had
so
many
individuals
on
that
call
and
I
think
we
could
have
gone
on
for
probably
five
or
six
hours,
but
we
had
gone
on
to
talk
about
the
issues
that
was
impacting
the
arts
and
culture
community.
So
from
that
work,
the
arts
and
culture
task
force
was
created,
and
that
has
allowed
us
to
hear
regularly
from
the
community
about
the
ongoing
needs
in
the
arts
and
culture
sector.

These
funds
have
been
used
to
strategically
invest
in
programs
that
will
make
a
real
difference
in
people's
lives,
and
let
me
repeat
that
these
programs
will
make
a
real
difference
in
people's
lives,
and
today
we
are
very
excited
to
announce
funding
that
will
directly
support
our
arts
and
culture
community.
So
I
want
to
pass
it
over
now
to
my
colleague
my
co-chair,
my
fellow
millennial
on
city
council.

a
privilege

serve
with

also
want
to
say
thank
you
to
all
of
the
members

The
the
members
of
the
task
force
are
all
volunteers
they
spend.

I
guess
at
this
point
hundreds
of
hours
of
not
just
listening
to
constituents
meeting
with
elected
officials
as
well
as
brainstorming,
what
steps
we
need
to
be
taking
and
communicating
those
things
to
us,
and
it
is
in
the
reflection
of
their
work
and
is
with
their
support
that
as
well
as
our
other
colleagues
on
council.
My
colleague
mentioned
our
council
president.

Have
not
received
the
support
that
they've
needed
in
the
past
and
for
us
this
is
what
we're
calling
our
way
of
trying
to
provide
some
stimulus
dollars
to
be
able
to
support
and
help
the
arts
and
culture
community.
Like
city
said
without
arts,
there
is
no
philadelphia
as
we
think
about
what
philadelphia
looks
like
as
it
relates
to
how
we
respond
to
this
coronavirus
crisis
and
not
just
the
hardship
that
is
created
for
the
lives
lost
and
for
the
pain
and
the
trauma,
but
also
the
economic
crisis
is
created.
A
There
is
no
balance
back
in
the
city
of
philadelphia
as
it
relates
to
our
economic
status
without
the
arts
and
culture
community
bouncing
back,
and
so
when
sydney
talked
about
the
importance
of
this
space
and
it
being
the
heartbeat
of
our
city.
City
was
100
on
point
and
as
it
relates
to
our
rule
as
legislative
leaders,
it's
imperative
that
we
invest
in
this
space,
because
when
we
invest
in
the
arts
and
culture
community,
the
arts
and
culture
community
essentially
invested
us.
So
it's
an
honor
to
announce
this
initiative
today.

My
colleague
and
I
plan
to
introduce
the
legislation
this
thursday
and
our
overall
goal
again
is
to
make
dollars
available
to
grassroots
organizations
for
for-profit
and
non-profit,
as
well
as
individual
artists
in
the
city
of
philadelphia.
Who've
been
hit
the
hardest
throughout
this
unfortunate
pandemic
and
throughout
this
coronavirus
crisis.

There
will
be
a
legislation
coming
from
myself
as
well
as
my
colleague,
and
we
will
be
partnering
with
our
state
partners
to
put
us
in
a
position
where
we
can
do
as
much
as
we
can
to
support
the
arts
and
culture
community
in
the
city
of
philadelphia.
So
again,
I'm
excited
to
announce
the
eliminate
the
arts
grants
today.
But
again,
this
is
just
one
of
what
we're
hoping
will
be
a
series
of
steps
to.

Let
folks
know
that
it's
a
new
day
in
the
city
of
philadelphia
as
it
relates
to
how
we
invest
in
the
arts
and
culture
community.
With
that
being
said,
I
would
like
to
take
a
moment
to
introduce
the
chair
of
the
arts
and
culture
task
force.
This
is
someone
who
immediately
caught
my
attention,
based
on
her
advocacy
for
the
arts
and
culture
community,
her
advocacy,
not
just
in
council
hearings
and
through
dct
task
force,
but
also
on
social
media
in
grassroots
spaces,
all
across
the
city
of
philadelphia.

The
way
she's
been
working
in
leading
this
task
force
and
she's
done
a
great
job
of
not
just
listening
to
the
concerns
of
the
task
force,
but
to
the
concerns
of
the
entire
community
and
consistently
meeting
with
different
stakeholders
to
advocate
for
those
who
do
not
have
the
voice
in
the
platform
to
advocate
for
themselves.
So
it's
an
honor
to
introduce
sierra
lambert,
who
is
one
of
the
chairs
of
the
arts
and
culture
task
force.

I
want
to
take
this
time
to
recognize
the
other
members
of
the
task
force
who
are
on
this
call
today,
because,
with
them
being
a
diverse
task
force
that
allowed
us
to
identify
key
issues
that
covers
a
lot
of
the
different
sectors,
so
I
could
name
them
all,
but
I
don't
know
if
I
have
enough
time
to
do
that,
considering
that
this
is
a
shorter
segment.
But

The
goal
of
the
task
force
is
to
present
a
proposal
that
represents
the
working
goals
of
the
community,
around
equity,
support
and
respect.
The
sector
has
been
struggling
way
before
kovitz,
so
we
want
to
go
beyond
recovery
and
think
about
sustainability,
so
we
don't
want
to
just
survive.
We
want
to
thrive,
thus
illuminate
the
arts.

It's
really
important
to
provide
a
lifeline
to
artists
and
small
organizations,
because
we
can't
afford
for
them
to
fail
whether
it's
from
an
economic
standpoint
where
we're
talking
about
tourism
dollars
or
we're
talking
about
a
personal
standpoint,
whereas
just
bringing
people
together.
It's
really
crucial
that
we
support
this
sector
because
that's
how
we're
going
to
move
forward
so
without
further
ado.
I
guess
now
is
the
time
that
we
open
up
for
questions.

will
come
from
the
arts
and
culture
task
force,
specifically
looking
at
the
steps
that
we
had
to
take
in
order
to
put
us
in
a
position
to
make
these
dollars
available
immediately
for
the
constituents
in
need.

to
that

specific
grant
is
a
direct
response
to
the
work
that
the
arts
and
culture
task
force

again

done

actual
report,

it
put

of
the
position
that
we're
on
the
legislative
side
and
because
of
the
need,
as
at
least
to
get
these
dollars
available
to
people.

we
do
anticipate
the
report

from

arts

culture
task
force
that
will
talk
about
the
fiscal
sustainability
of
the
community,
but
again
as
it
relates
to
helping
people
right
away.

think
our
goal
was
really
to
try
to

this
process,
and
I
think
the
members
of
the
task
force
agree
that
the
sooner
we
can
make
these
dollars
available
the
better,
despite
the
report
not
being
there
yet
so.

the

and
we
do
again
anticipate

we
will

believe

other

of
the
different
committees
that
the
arts
and
culture
task
force
has

relates
to

work
that
you're
doing?

know
that
there
are
four
different
committees.
I
think
that'll
be
good
information
to
make
the
public
aware
of.

Sure
so,
right
now
the
arts
and
culture
task
force
is
focused
on
four
different
initiatives.
The
initiatives
are
one
permanence
or
a
plan
for
permanence.
We
know
that
you
know
it's
been
said
that
we've
zeroed
out
the
arts
and
you
know
a
lot
of
times.
They
say
that
if
the
mayor
cares
about
the
arts,
then
the
city
and
the
budget
cares
about
the
arts,
but
a
lot
of
times.
If
that
doesn't
happen,
it
doesn't
really
reflect
that
way.
So
we're
looking
for
a
permanent
plan
for
permanence.

I
know
a
lot
of
times
people
expect
for
when
larger
organizations
to
get
funding
it
to
trickle
down
effectively,
but
sometimes
that
doesn't
happen
in
the
way
that
we
would
like
to
see
it
happen
so
focusing
on
or
having
a
plan
for
individuals
in
small
organizations
should
also
help
the
sector.
The
third
initiative
is
a
plan
for
the
youth
in
the
arts
a
lot
of
times.
The
youth
who
are
artists
feel
like
they
don't
have
spaces
to
do
their
own
programming.

So
we
can
assure
that
we're
doing
this
through
a
lens
of
equity,
diversity
and
inclusion,
and
so
we
are
excited
to
at
the
possibility
of
partnering
with
oacce
for
this
particular
initiative
and
we're
even
more
excited
about
this
innovative
selection
process.
That
will
come
as
a
collaborative
effort
between
the
city
of
philadelphia
and
the
arts
and
culture
task
force.

there
are

make
sure
that
we're

transparent

possible
as

relates
to
what's
going

really

about

important
thing
that
we
want.

credible

citizens

country

notice

philadelphia

open

want

attract
a
lot
of
people,
as
it
relates
to
things
that
we
want
to
do.
That's
going
to
be
focused
on
the
arts
and
culture
world,
and
we
want
to
do
it
again
through
a
lens
of
equity
and
through
a
lens
of
inclusion.
