it

He
was
one
of
the
first
senators
to
sign
a
letter
with
Senate
leadership,
Schumer
and
others
asking
for,
among
other
things,
the
waiver
of
the
Jones
Act
for
a
year
and
additional
FEMA
immediate
appropriations.

Trump
administration

aid
they
desperately
need

aftermath
of
Hurricane
Maria,
the
citizens
of
Puerto
Rico
stand
to
be
without
power

water

several
months.

to
the
United
States
government
to
provide
these
citizens
with
these
necessities.

House's
response
to
this
devastating
storm
is
already
past
two
and
getting
as
Maria
said.
Getting
better
continuing
with
hold
aid
is
just
plain,
cruel,
I'd
like
to

our
partners
in
Congress
and
the
state
legislature

joined
us

must,
we
must
not
be.

must
not
stop
speaking
out

action

get
the
supplies

get
the
fuel
there

generator

what
we
need
to
be
doing

now

crews

council

fiscal
crisis

constant

I
remember
when
both
of
them
came
to
Washington.
Two
years
ago,
we
were
in
the
midst
of
a
fight
to
make
sure
that
Puerto
Rico
got
the
aid
that
a
desperately
need
in
the
grips
of
its
financial
crisis
have
also
worked
with
them,
as
well
as
some
of
my
colleagues
like
Nydia
Velazquez
and
luis
Gutierrez,
in
response
to
the
Zika
issue,
and
now,
of
course,
we
fake
we
face
the
devastating
aftermath
of
not
one
but
two
hurricanes.

I'd
also
like
to
recognize
my
congressional
colleagues.
We
were
in
session
today.
Congress
was
in
session,
so
Dwight
Evans
and
I
got
to
Philadelphia
from
DC
by
train,
congressman
Brady
got
here
by
car,
I'm,
proud
to
say
none
of
us
chartered
a
flight
from
DC
to
Philadelphia,
but
we
were
still
able
to
to
get
here.

As
I
said
in
a
speech
on
the
House
floor
yesterday,
we
as
Americans
come
together
in
times
of
crisis.
We
were
there
for
our
fellow
Americans
in
Texas
after
they
were
dealing
with
their
hurricane
and
the
floods
that
followed.
We
were
there
for
our
fellow
Americans
in
Florida
and
the
southeast
after
their
hurricane.
We
now
need
to
be
there
for
our
fellow
Americans
in
Puerto,
Rico
Puerto
Ricans
have
fought
in
every
single
American
war.
They
are
our
fellow
Americans
and
eat
our
health.

Yesterday,
in
my
district
office,
I
got
a
call
from
a
constituent
named
Marisol
Maldonado
lives
here
in
Philadelphia
and
I.
Call
it
her
back
personally
to
express
to
her
my
great
regrets
and
my
personal
condolences
on
the
fact
that
she
lost
her
grandmother
just
a
couple
days
ago
in
Puerto
Rico.
We
have
to
make
sure
for
everyone
else's
grandmother
and
everyone
else's
family
member,
that
they
don't
also
experience
a
loss
of
life.
So
we
were
trying
to
come
together.

Those
of
us
who
are
the
elected
officials
and
other
government
officials
from
Philadelphia
the
work
of
the
Puerto
Rican
diaspora,
whether
it's
in
Philadelphia
or
New,
York
or
Orlando
or
anywhere
in
the
country,
has
been
just
tremendous.
Your
voices
are
just
as
they
were
needed
when
it
came
to
dealing
with
the
debt
crisis
and
with
Zika.
They
are
sadly
needed
again,
but
I
have
no
doubt
as
exhibited
by
the
turnout
today
that
the
affection
and
love
that
you
have
in
your
hearts
for
loved
ones
where
in
Puerto
Rico
is
exhibiting
itself
and
together.

a

to
the
Puerto

Latino

said
you
know
whatever
the
Puerto
Rican
community

needs.

that

to
state
representative
angel
Cruz
I
too,
join
with
my
colleagues
and
the
mayor
and
I
think
what
also
is
very
important
to
understand
that
this
is
going
to
be
something
that
we
all
are
going
to
have
to
be
relentless
and
we
want
to
stay
on
it.
It's
not
just
short
term
it's
long
term
and
one
of
the
long-term
issues
is
to
ensure
that
Puerto
Rico
is
treated
the
same
way.
Florida
and
Texas
is
that
they
received
the
same
level
of
types
of
support.

That
is
something
we
cannot
take
for
granted.
So
when
Maria
and
Cruz
raise
this
issue,
the
press
conference
is
one
step.
The
other
step
is
for
all
of
us
to
stay
on
it
day
in
and
day
out.
We
can't
when
the
cameras
are
no
longer
here.
Suddenly.
Act
like
it's
knob
is
a
long-term
problem
when
you
think
about
it
in
terms
of
the
capacity
of
what
is
happening
specifically
in
Puerto
Rico,
in
their
ability
to
be
developed,
and
on
top
of
that
with
the
problems
that
that
Puerto
Rico
didn't
create
those
problems.

Let's
be
very
clear:
Puerto
Rico
didn't
create
those
problems.
Those
are
problems
that
we
as
a
government
need
to
deal
with.
So
I
say
to
you
very
strongly.
We
can't
stop
here.
We
can't
just
have
a
press
conference.
We
have
to
stay
relentless
public
and
private
sector.
We
all
have
to
stay
in
this
and
we
have
to
hold
everybody
accountable
and
obviously
my
colleagues
have
spoken,
particularly
about
the
white
house,
so
I
don't
need
to
dwell
on
that.
But
look
he
wasn't
talking
about
going
there
until
Tuesday
past
right.

Thank

congressman
Evans,
I
think,
and
it's
been
alluded
to
I
just
want
to
put
this
in
a
social
political
context.
At
this
point,
during
Hurricane
Katrina
there
were
20,000
US
troops
on
the
ground
and
40,000
National
Guard's.
We
are
nowhere
near
that
important
eagle
at
this
point.
During
Katrina
FEMA
had
done
an
emergency
allocation
and
I
know
this
is
evolving
and
there's
some
talk
of
some
some
initial
allocation
done.
Fema
is
still
in
his
assessment
point.
A
One
of
the
other
issues
that
has
come
to
bear
is:
we
need
the
United
States
Army
Corps
of
Engineers
to
take
ownership
over
the
lake
in
Oaxaca
that
may
lead
to
a
breach
and
the
end
the
removal
of
70,000
folks,
if
anything,
our
Army
Corps
of
Engineers
is
the
only
level
of
expertise
having
done
what
they
did
in
Katrina
that
could
be
on
the
ground.
An
initial
inspection
is
not
enough
and
we
we
call
on
the
United
States,
the
president
and
the
leadership
to
immediately
take
ownership
of
the
guava
a
base.
A
As
I
said,
we
have
many
folks
on
the
ground
to
hear
the
governor
say
he
doesn't
have
people
to
drive
a
truck
when
we
have
army
troops
on
the
ground
is
not
only
concerning.
It
really
elevates
the
fear
and
the
frustration
of
everyone
here,
who's
ready
to
go
and
be
involved,
and
obviously
we
are
very
pleased
that
the
the
President
and
an
initial
waiver
of
the
Jones
Act
for
10
days
but
net
naval
ship
is
going
to
take
another
nine
days
to
arrive.
So
a
10-day
waiver
does
not
begin
to
even
address
the
situation
there.
A
As
I
mentioned
earlier,
my
council
colleagues
supported
legislation
and
a
resolution.
This
morning,
I
will
now
call
on
representative
Cruz
who,
with
his
state
delegation,
has
worked
on
similar
initiatives
in
Harrisburg.
I
will
be
remiss
to
it.
Recognize
anybody
from
Unidos
PAPR.
Can
you
all
stand?
We
have
an
incredible
team,
social
media
team,
everyone
who's
involved.

the
mayor
said,
both
representative
cruz
and
I
and
representative,
the
last
vasquez
have
worked
diligently
and
keeping
everybody
on
focus,
everybody
rowing
all
the
same
boat.
Hopefully
we
would
be
rowing
to
Puerto
Rico,
but
this
is
hugely
important.
So
now
I
want
to
recognize
representative
cruz,
who
has
many
of
his
colleagues,
and
we
want
to
personally
thank
all
of
the
state
legislators,
some
who
represent
large
Puerto
Rican
Latino
constituency.
We
want
to
thank
them
for
being
here
joining
us,
not
only
today,
many
of
them
with
were
with
us
a
couple
of
weeks
ago.

For
the
appeal
of
the
Jones
Act,
which
is
restricting
Puerto
Rico
and
giving
them
a
permanent
restriction
on
this
Jones
Act,
because
it's
fundamentally
the
recovery
process
in
order
for
the
long
term
tool
to
overcome
this
economic
crisis
a
week
at
the
event,
FEMA
is
still
doing.
Rescue
operations
and
the
supply
deliveries
just
started
around
Monday.
The
island
is
at
a
total
loss
of
communications
and
has
made
it
virtually
impossible
to
address
some
of
the
injured
residents
to
call
upon
and
receive
life-saving
services.

to
join

fellow
colleagues

both
the
House
and
the
Senate.
Certainly
this
administration
to
continue
to
make
this

major
priority.
They

members

party

Congress

work
toward
extended
relief,
extended
emergency
health,
not
any
governmental
entity
in
Puerto
Rico
has
been
spared
at
every
level,
every
every
jurisdiction
it's
been
affected

all

us

this

direct
connection
and
one
way
or
the
other
to
this
devastation.

slow

reacted

parts

the
island

isolated
it.

need
to
be
doing
more
to

sure

people

power.

access
to
water
and
that
people
have
the
basic
necessities
of
life
that
no
one
should
have
to
question
whether
they're
going
to
have
in
the
United
States
of
America,
and
our
government
has
acted
too
slowly,
I'm
glad
our
congressional
delegation
is
here
and
there
want
to
push
this
administration
in
Washington
to
do
more.

constituents

Philadelphia
and
all
the
people

who
have
shown
support

love,
including

colleague,
senator
Tartaglia,

who
the
Senate
side

a
real
leader

this

Remember
those
folks

stranded

Puerto
Rico
are
United
States
citizens,

people

rely

every
federal

needs
to
be

sure

those
resources
