Councilman Derek S. Green (At-Large), Commerce Director Harold T. Epps, and the Chamber of Commerce for Greater Philadelphia President and CEO Rob Wonderling -- the three co-chairs of the Special Committee on Regulatory Review and Reform -- announced on Friday, June 16, 2017, the business and policy leaders who also will offer their service in an effort to streamline the City’s regulatory environment and enhance Philadelphia’s economy.

everybody.
First
I
would
like
to
thank
you
all
for
coming
today.

They
weren't
even
relevant
to
what
I
wanted
to
do
code
developer.
It
comes
and
wants
to
do
some
stuff
and
they
got
to
hired
an
expediter
and
or
lawyer
and
I've.
Actually
gotten.
Some
funny
looks
from
a
couple
of
lawyers
because
they
say
that
if
we
are
successful
in
this
measure
that
they're
going
to
get
put
out
of
work
right
because
things
will
be
too
easy
for
everybody,
but
we
be
that
as
it
may.

The
simple
reality
is
is
that
we
in
council
talked
about
this
over
the
years
about
some
of
the
things
that
we
can
do
about
making
life
easier
for
individuals
who
have
to
go
to
the
maze
of
business
regulatory
system,
the
bureaucracy
of
government,
and
we
figured
that
we
have
to
figure
out
a
way
to
make
it
a
little
easier
for
people.
So
we
reached
out
to
the
Chamber
of
Commerce
and
reached
out
to
the
city
of
Philadelphia
and
we
sat
down,
and
we
say
you
know
what
we
have
to
figure
this
out.

as
a
result
of
that
talking
to
our
colleagues
that
we
establish
a
special
committee
and
City
Council
on
the
business
regulatory
reform,
and
we
look
at
a
myriad
of
things.
You
know
legislation
regulations,
all
of
the
things
that
present
challenges
for
people
and
I
would
like
to
say
that
we're
happy
that
we
have
gotten
three
awesome
co-chairs,
my
good
friend
and
colleague,
councilman
Derek
green,
my
good
friend,
not
a
colleague
we
still
my
good
friend
Harold
Epps
and
the
guy
that
makes
it
all
works
in
the
business
world.

we

establishment

it

the
membership
and
the
mission
of
the
and
then
we
will
subsequently

starting
this
initiative

morning

a
former
small
business
owner
as
a
former
Bank
lender.
It's
a
pleasure
to
be
here
to
talk
about
this
issue
of
how
to
make
it
easier
for
businesses
in
the
cities
but
offer
to
grow
and
operate
together
with
my
fellow
two
chairs
economist
director
held
Epps
and
the
president
of
Greater
stood
up,
the
Chamber
of
Commerce
Rob
wonderly
Wonderlic
I'm,
really
excited
to
be
a
part
of
this
initiative
in
a
special
committee.

Three
of
my
council
colleagues
will
also
be
joining
me
in
this
special
committee
effort.
We
have
counsel
and
Maria
Kuhn,
Sanchez
councilman
and
Kenyatta
Johnson
and
Austin
councilman.
Our
town
burger,
is
also
the
former
president
of
the
Greater
Northeast
Chamber
of
Commerce,
also
along
with
us
and
on
this
committee,
is
Celine
Chapman,
who
serves
as
a
policy
and
advocacy
manager
for
the
sustainable
business
network,
and
he
has
been
a
long
advocate
for
streamlining
Philadelphia's
regulatory
structure.

The
bulk
of
the
committee,
however,
and
the
people
will
be
leading
the
subcommittee's
where
most
of
the
work
will
be
done.
Our
citizens,
who
run
local
businesses
that
have
graciously
agreed
to
volunteer
the
valuable
time
energy
and
experience
to
help
us
improve
the
way
the
city
operates.
I
want
to
thank
these
seven
for
joining
the
special
committee
and
providing
their
perspective
on
how
City
Hall
can
better
partner
with
businesses
across
Philadelphia.
Please

of

services
subcommittee
will
be

at
Penn
center
for
innovation,

co-chair

technology
and

sciences.

subcommittee.
The
manufacturing
subcommittee,
will
be
co-chaired
by
Chet
Riddick
president
CEO
of
Alpha
Enterprise
Group.

As
you
see,
this
team
that
we
have
assembled
have
a
wide
range
of
experiences
and
background
and
expertise
of
doing
business
here
in
the
city
of
adelphia.
They
also
have
the
temperament
and
energy
to
help
us
to
reconsider
the
way
fit
I'll
be.
Does
business
I
want
to
thank
each
of
you
not
only
for
joining
us
on
this
somewhat
slightly
gloomy
day,
I'm,
not
sure
if
it's
still
raining,
but
hopefully
the
Sun
will
be
coming
out
and
put
some
sunshine
sunlight
on
the
work
of
this
committee.

So
good
afternoon
it
is
a
sunshiny
day
for
me,
because
9
or
10
years
ago,
I
served
as
chair
of
the
tax
task
force
for
the
previous
administration
and
from
that
process
we
learn
that
Philadelphia
had
the
greatest
line
item
number
of
taxes
in
the
country.
We
also
learned
that
it
was
a
very
complex
and
bureaucratic
system
to
do
business
with,
as
councilman
Clarke
talked
about.

I
want
to
thank
him
for
leading
this
initiative,
along
with
Councilman
green
Councilwoman,
creator
of
the
Sanchez
and
my
good
friend
Rob
wonderly,
but
through
our
first
18
months,
we've
been
talking
with
counsel
and
others
about
what
we
can
do
to
continue
to
advance
Philadelphia
and
I'm.
Happy
that
we've
come
to
this
point,
one
of
the
things
I
learned
in
the
private
sector.
That
certainly
very
well
was
you
needed
to
be
nimble,
flexible
and
easy
to
do.

Work.
I
would
say
that
this
is
a
journey,
not
a
destination.
This
is
going
to
take
some
time.
We
will
celebrate
victories
as
we
go
where
we
must
have
victories,
but
you
got
to
be
patient
with
us,
because
it's
going
to
be
a
long
road
and
we're
gonna
have
to
tussle
with
it,
because
we
still
have
to
protect
the
best
interest
of
what's
on
the
books,
while
figuring
out
a
ways
to
make
it
less
so
again.

So
my
remarks
will
be
brief.
I
just
want
to
amplify
an
echo
the
speakers
on
behalf
of
the
Chamber
of
Commerce
for
Greater
Philadelphia
and
the
approximately
600,000
employees
that
we
represent
in
the
city
of
Philadelphia
throughout
the
Greater
Philadelphia
region.
We
are
really
really
excited
about
this
opportunity
to
serve
to
engage,
to
transform
s
Hall,
to
compete,
but
also
to
win.

This
is
about
winning
in
a
global
economy,
and
that
can
only
happen
where
things
are
moving
at
a
lightning
speed
through
outstanding
partnerships
with
our
government,
with
our
business
community
with
entrepreneurs
with
the
not-for-profit
committee
with
grassroots
neighborhood
organizations,
and
what
we
find
absolutely
exhilarating
about
this
time
in
place
representing
this
business.
Kid
in
this
city
is
that
it
has
already
become
a
globalized
business
community,
whether
the
large,
publicly
traded
organizations,
our
entrepreneurs
and
our
neighborhood
commercial
quarters.

Now
we
are
on
a
journey,
but
hopefully
this
journey
will
have
key
milestones
along
the
way
and
what
has
impressed
us
to
the
leadership
of
council
president
Clark,
council
and
Eric
green
pencil
in
CONUS
and
Pawan
Berger
is
that
this
isn't
just
an
announcement
today.
This
is
a
commitment
over
the
long
haul
for
regulatory
reform
in
a
way
that
will
be
transparent.
That
will
be
comprehensive.
That
will
be
practical
and
that
will
serve
the
interests
of
all
enterprises
throughout
all
neighborhoods
in
the
city
of
Philadelphia.

I
am
extremely
hopeful
that,
through
the
excellent
volunteer
leadership
that
is
assembled
before
us
today
that
we're
going
to
get
to
work,
we're
going
to
get
a
lot
done
this
summer,
and
perhaps
when
our
council
president
bangs
down
the
gavel
with
the
return
of
nopal,
will
have
some
things
to
roll
off
those
books,
obsolete
regulations
that
get
in
the
way
of
enterprises
and
entrepreneurship.
So
again,
thank
you
for
your
leadership
council
president.

not
a
moment
to
lose.

bring
additional
diversity
to
this
committee,
but
at
this

like

close
this

we
all
know
that
poverty
is
one
of
the
largest
issues
that
face
our
city
and
anything
that
we
can
do
to
allow
our
small
businesses,
especially
to
grow
and
by
reducing
some
of
these
regulations
and
challenges,
will
allow
them
to
grow,
to
hire
more
people
and
how
much
to
produce
poverty
here
in
the
city
of
Philadelphia.
So
thank

Absolutely
not.
We
are
a
very
mature,
sophisticated
business
acuity
working
hand
in
glove
with
a
very
mature
insisted
government,
we're
engaged
with
the
Caddy
administration
and
City
Council
on
a
whole
range
of
issues
daily.
Some
that
make
the
news
many
that
do
not
all
with
a
common
goal
of
driving
this
city
forward,
all
with
the
common
goal
of
growth
and
prosperity
for
all
citizens.

If
anything,
I
applaud
the
council
president's
leadership
in
assembling
the
business
community,
members
of
council
key
volunteer
leaders
that
represent
the
various
economic
sectors
for-profit
and
not-for-profit,
to
recognize
that
part
of
working
to
create
a
competitive
and
global
environment
where
enterprises
want
to
invest
and
start
enterprises.
The
city
is
to
be
on
a
path
to
modernization.
Yes,
from
time
to
time,
we
have
our
disagreements
on
public
policy
issues
in
city
council
and
with
this
administration,
but
this
is
one
an
issue
that
we're
in
full
agreement.

Today,
it's
a
love
this
all
right
now,
folks,
you
have
to
be
nimble
enough
to
understand
that
on
a
particular
day
you
may
have
some
disagreements,
but
the
simple
reality
is
that
people
want
you
to
get
something
done,
so
you
should
be
in
a
position.

might

fight
whatever
today
and
disagree,
but
tomorrow
is
another
day,
and
today
is
a
good
day.

is
a
day
when
we're
on
the
same
page.

the
challenges

I
think
that
this
team
that's
been
assembled

is
going
to
be
a
team,
that's
going
to
make
some
significant
difference
and,
as
the
as
we
said
earlier,
I
think

said
it
September
as
we
bang
the
gavel
to
start
our
September
session,
I
guarantee
that
we'll
have
something
on
the
books
that
we
will
repeal
some
law
that
was
passed
at
some
point
in
time
during
the
course
of
the
year.

we
will
make
it
a
little
easier
for
businesses
in
the
city
of
Philadelphia,
so
I'm
excited
about
today.
I
say
some
things
every
now
and
then
you
know
call
something
ridiculous
a
few
months
ago,
and
we
just
you
know
now
yesterday
passed
the
revenue
from
what
I
call
ridiculous
right
out
of
committee.
Yesterday
now
say
things,
but
at
the
end
of
the
day
you
move
on
and
you
do
what
you
need
to
do
for
the
citizens
of
the
city.

Well,
I
mean
I
can
recall.
I
sued,
governor
ed,
Rendell
and
I
was
the
councilman,
who
was
somewhat
irresponsible,
that
wasn't
a
council
president
I
could
do
whatever
I
wanted
and
I
sued,
governor
ed,
Rendell
right
for
lost
and
stolen
guns,
right
that
wasn't
personal,
that
was
business
and
I
called
him
it
solely
on
one
sue.
You
right
I
did
that
right,
I
lost,
but
you
know
you
do
what
you
have
to
do
right,
but
it's
not
it's
not
personal
I
mean
you
know.
Rob
and
I
talk
literally
two
times
a
week.

We're
on
the
conference
call
two
nights
ago
about
some
things
that
we
need
to
happen.
So
you
have
to
understand:
it's
not
personal,
it's
about
business
every
now
and
then
we
disagree,
but
we
agreed
today
that
we're
going
to
move
ahead
and
we're
going
to
do
some
good
work
with
this
committee.
