U.S. Rep. Brendan F. Boyle (PA-13), Philadelphia City Council President Darrell L. Clarke (5th District), and 9th District Councilmember Cherelle Parker on Monday joined with Olney neighborhood stakeholders and business owners to condemn President Trump’s 2019 Budget proposal and the damaging effects it would have on the business corridor that comprises North 5th Street in the Olney section of Philadelphia. The President’s proposed FY19 Budget could eliminate critical Community Development Block Grant (CDBG) funding that has been pivotal to the North 5th Street Revitalization Project and the ongoing resurgence of the business corridor along North 5th Street.

knows

importance
of
Community

Grant
funding

he's

managing
this
budget
process
on
behalf
of
the
legislative
body
here
in
Philadelphia

very
long
time

I

say
long
before
he
was
even
elected
president
of
city
council.
He
mastered
this
budget
process
and
taught
us
how
to
use
the
Community
Development
Block
Grant
funding
as
it
economic
development
tool,
and
that's
none
other
than
our
president
councilman
Darrell
Clark.

In
addition
to
that,
Stephanie
is

Where
are
you
raise
your

So
people
to
know
who
you
are
stephanie
is
our
director,
and
this
is
so
extremely
important
of
the
North.
Fifth
Street
revitalization
project.
She
is
the
person
who
has
been
leading
this
effort
in
doing
a
yeoman's
job
to
bring
life
into
this
island
community,
and
especially
this
5th
Street
commercial
quarter.

For
the
record,
I
want
to
note
that
last
week,
wh-wha
wad
did
an
article
on
the
revitalization
in
holland
and
it
noted
that
the
population
growth
in
this
neighborhood,
mr.
president,
has
outpaced
the
rest
of
the
city.
It
also
noted
that
zip
code,
191
200,
which
encompasses
the
island
community,
is
the
most
linguistically
diverse
area
in
the
entire
Commonwealth,
not
the
city.
The
growth
is
due
in
part
to
the
North
fifth
Street,
because
we
know
that
a
thriving
commercial
corridor
is
key
to
a
thriving
neighborhood.

Community
Development,
Block
Grants
are
a
critical
source
of
funding
for
them
and
you're
going
to
hear
more
about
this
from
Stephan.
It
is
imperative
that
our
constituents
get
together
to
support
our
champion
and
Washington
congressman
Boyer
and
say
no
to
president
Trump's
cuts.
It
is
my

As
she
pointed
out,
this
is
where
I'm
from
and
very
proudly
so,
and
my
mom
I
was
just
telling
council
president
Darrell
Clarke
and
by
the
way,
I
I
feel
a
lot
better
calling
him,
mr.
president
and
the
other
guy
in
Washington.

So
I
wanted
to
come
back
here,
where
I'm
from
to
highlight
the
consequences
of
what
would
happen
if
the
Trump
budget
were
to
take
effect,
and
this
is
important
and
our
council
president
Darrell
Clarke
very
wisely
last
year,
held
a
hearing
that
I
testified
in
front
of
in
City
Council
to
go
over.
What
was
then
the
FY
18
budget
and
I
highlighted
about
seven
pages
of
testimony.

What
the
consequences
would
be
of
the
Trump
budget
for
Philadelphia,
and
so
one
year
later,
I
wanted
to
do
the
same
thing
and
do
it
right
here
in
the
community,
because
too
often
when
people
read
the
papers
or
maybe
watch
MSNBC,
god
forbid
fox
news.
Sometimes
people
have
the
misconception
that
what
happens
in
Washington
stays
in
Washington.
That
is
not
the
case.
The
devastating
cuts
that
are
proposed
would
have
an
effect
right
here.
B
In
fact,
right
behind
me
on
Fifth
Street,
the
remarkable
job
that
the
revitalization
cord
has
done
and
I
remember,
touring
it
on
a
very
cold
day.
Last
year
you
saw
you
heard
the
statistics
that
were
just
cited.
90%
occupancy
rate
I
can
testify
to
that
because,
four
years
ago
after
we
won
when,
when
Anthony
and
I
and
members
of
my
staff
were
looking
to
put
an
office
right
here
in
the
community,
we
they
price,
they
priced
us
out.
B
We
couldn't
get
an
available
space,
so
we
ended
up
at
the
Omni
shopping
center,
a
great
location
by
the
way
mix.
The
shop
right
come
visit
us,
but
it
shows
you
the
success
of
the
5th
Street
corridor
that
wouldn't
have
happened
without
the
work
of
the
revitalization
organization
that
got
their
funding
from
the
CDBG
Community
Development
Block
Grant.
So
what
happens
in
Washington
DC
has
an
effect
right
here
in
our
community,
and
you
know
what?
Yes,
that
was
spending,
but
I
hope.
My
Republican
friends
in
Washington
hear
me
that
was
spending.
B
It
was
also
an
investment
that
spurred
other
economic
activity
right
here.
So
we
know
it
we're
from
here
we
live
it,
but
it
goes
beyond
actually
the
Trump
budget.
What
has
already
passed
some
four
months
ago
in
Washington
I'm
sad
to
say,
will
have
an
effect
right
here
in
our
community,
and
that
was
the
one
point.
Four
trillion
dollar
mega
tax
cut
the
first
so-called
tax
reformed
to
pass
since
1986.

B
So
this
year,
not
just
President
Trump,
but
others
in
Congress,
especially
Speaker
Ryan,
are
going
to
be
coming
after
programs
they're
going
to
be
coming
after
Social
Security
they're
going
to
be
coming
after
Medicare
and
Medicaid,
and
they
will
be
coming
after
what
is
called
discretionary
spending
that
helps
fund
the
CDBG
and
many
other
things
that
we
rely
on
in
this.
So
I
appreciate
this
group
behind
me
having
my
back.
They
know
that
I
have
theirs.

This
fight
is
not
easy
in
Washington,
DC
I
have
the
feeling
that
after
November
help
will
be
on
the
way,
but
between
now
and
next
January
people
need
to
rise
up
and
let
their
voices
be
heard,
and
it
can
make
a
difference.
It
did
on
healthcare.
The
Republicans
were
very
confident
about
a
year
ago
that
they
were
going
to
quote-unquote,
repeal
and
replace
Obamacare.
They
had
the
White
House
big
majority
in
the
house
and
controlled
the
Senate,
yet
they
weren't
able
to
do
it.
Why?
B
Because
so
many
Americans
rose
up,
they
went
to
the
town
halls,
they
protested,
they
flooded
the
phone
lines
and
it
ended
up
saving
the
Affordable
Care
Act
30
million
Americans
have
health
insurance
today
because
of
that
activism
last
year.
Well,
we
need
to
do
it
again
in
order
to
save
our
programs
to
ensure
that
a
very
backward
conservative
view
for
this
country
doesn't
take
effect
and
pass
in
Washington.
So
thank

behind

only

up

community

community

our

I
want
to
thank
you

We
had
a
really
good
breakfast
on
the
lower
end
of
the
district,
the
other
night
down
in
North
Philadelphia
Saturday
morning.
We
had
a
real
good
conversation
with
individuals
there
and
it
was
a
similar
kind
of
conversation.
The
concerns
about
the
drastic
district,
onei
and
cuts
that
have
been
happening
over
the
years.
While
you
all
have
been
fighting
so
as
time
went
on
during
the
Obama
years,
I
can
recall
when
they
were
saying
there's
some
of
the
quote.

Unquote,
wealthiest
people
were
worried
about
a
redistribution
of
the
wealth
right
because
there
was
some
conversation
about
well.
Let's
make
sure
the
middle
class
in
individuals
who
are
in
lower
incomes
get
a
little
bit
of
this
money.
Well,
lo
and
behold
they
did
redistribute
the
wealth.
They
took
even
more
money
from
the
middle
class,
more
money
for
low-income
individuals
and
put
it
in
the
pockets
of
the
wealthiest
Americans.
It
is
stunning
what
these
folks
have
done
and
what
they
proposed
and
Congressman.

You
were
talking
to
me
about
the
zeroing
out
of
the
CDBG
budget
right
three
billion
dollars,
that's
the
cost
of
like
what
two
will
be
one
bombers
right
for
the
city
of
Philadelphia.
We
will
sitting,
we
will
have
a
hundred
twenty-five
million
dollars
of
cuts
for
programs
for
affordable
housing
programs
for
heater
hot
line
programs
for
senior
citizens.

The
programs
that
our
people
care
about
so
congressman,
that's
why
I'm
so
excited
to
be
here
with
you
today
to
get
the
word
out
that
we
cannot
let
this
happen
people
this
is
serious
business.

car
like
this
will
not
exist
and
will
not
to
continue
to
thrive.
If
we
don't
stop
these
draconian
moves
on
behalf
of
the
folks
in
charge
of
Washington,
so
I
just
want
to
say
to
everybody.
This
is
important.
Make
sure
and
I
can't
talk
about
politics.
It's
not
that
kind
of
party,
but
make
sure
that
people
stay
engaged.

commercial
corridor.
So
my
name
is
Stephanie
Michelle
and
I
am
the
director
of
the
North
Fisher
revitalization
project.
We
work
closely
with
merchants
and
residents
to
improve
the
North
history
commercial
corridor
and
make
Olney
shine.

Communities
are
judged
first
by
the
quality
of
their
commercial
corridors.
They
are
the
stations
of
welcome
for
visitors
or
can
determine
potential
home
owners
and
investment
despite
their
importance
to
our
city
and
quality
of
life.
Few
resources
are
extended
to
our
corridors
and
neighborhoods
and
merchants
here
on
North
fifth
Street.
They
face
deteriorated
buildings,
limited
access
to
capital,
complicated
city
regulations
and
ever
increasing
competition
from
online
retailers.
The
bulk
of
our
funding
comes
from
the
commerce
department,
for
targeted
commercial
corridor
management
and
for
our
corridor
cleaning.

So,
as
you
guys
can
see,
fishery
is
clean
because
we
have
two
awesome
guys
from
the
neighborhood
who
cleaned
seven
days
a
week
and
that
is
through
CDBG
funding.
We
have
helped
15
businesses
transform
the
way
that
their
storefronts
look
through
the
storefront
Improvement
Program,
which
is
from
the
Commerce
Department.
We
also
have
helped
six
businesses
install
security
cameras.
We
at
the
North
fishery
vitalization
project
are
the
boots
on
the
ground.
D
We
are
the
feet
that
are
making
our
North
fish
streets
shine
to
gain
access
to
capital
grants
to
help
business
owners,
improve
their
storefronts
and
to
comply
with
regulations
and
develop,
develop
their
business
strategies.
We
also
have
two
awesome
guys
to
clean
our
sidewalks,
which
shoppers
and
merchants
have
commended
for
transforming
our
corridor
across
Philadelphia.
There
are
200
neighborhood
corridors,
but
only
17
receive
corridor
cleaning
and
management
funds
from
commerce.
On
behalf
of
the
merchants
on
North,
fifth
Street
I
am
advocating
for
more
CDBG
funding
for
our
commercial
corridors
all
throughout
the
city.
