Real
briefly,
over
the
last
couple
of
years,
city
council,
as
you
all
know,
has
a
certain
structure
with
respect
to
its
committee
assignments
and
things
of
that
nature.
But
frequently
we
have
issues
that
are
so
important
that
we
have
to
alter
that
structure
and
we
have
to
put
in
place
these
special
committees
when
we
want
to
be
laser
focus
on
a
particular
issue
heretofore.
We
did
a
special
committee
on
regulatory
reform
for
businesses
to
help
job
creation.
A
As
you
all
agree,
it
is
not
appropriate
for
us
to
as
a
city
to
feel
comfortable
that
we
were
able
to
not
exceed
last
year's
numbers
when
last
year's
numbers
were
like
300,
that's
not
acceptable,
and
we
have
gotten
to
a
point
where
it
was
not
necessarily
okay,
but
we
just
kind
of
said
well
as
long
as
we
keep
it
under
you
know.
From
my
perspective,
gun
violence
should
be
zero.
We
know
that's
not
practical
in
a
large
city,
but
that
should
be
the
target.
That
should
be
the
goal
all
right.

So
today
it
is
my
pleasure
as
a
result
of
the
City
Council
resolution
and
passes
in
authorization
to
announce
the
members
of
the
Special
Committee
on
gun,
violence,
prevention,
I
will
call
the
names
of
those
members.
They
will
come
up
and
speak
so
I'm
just
going
to
call
you
all
off
and
you
come
up
and
I
want
to
thank
the
members
and
councilman
Johnson
will
talk
about
the
various
subcommittees
so
much
for
their
public
service.
This
is
a
critical
issue.
A
We
have
to
be
on
this
in
a
real
sense
and
ultimately
achieve
a
real
go,
which
is
zero
violence,
zero
gun,
violence
in
the
city
of
Philadelphia,
so
real,
quick
first
I
want
to
thank
you
all
for
being
here
in
this
particular
order.
We
will
be
asking
my
good
friend,
councilman

of
Johnson
to
come
up
as
the
chair
of
the
Special
Committee
on
gun
violence,

co-chair
followed

managing

in
the

I
hadn't,
seen
in
quite
a
while
I'm
glad
to
see
him
be
a
participant
co-chair.

retired

was
involved
in
this
issue
way
way
back
before
we
were
talking
about
it
at
the
level
and
also
a
former
president
of,
and
maybe
still
go
for,
noble
nationalization
black
law
enforcement.
And
after
that
we
will
have
councilman
Curtis
Jones
and
we
will
have
the
community
got
the
genitive.

I
want
to
take
a
moment
acknowledged
on
the
fine
officers
of
the
17th
Police
District,
starting
off
with
the
new
captain,
who
has
hit
the
ground
running
we
had
been
out
and
about
in
the
community
on
several
different
occasions,
as
relates
to
the
issue
of
gun
violence,
particularly
here
in
the
Point
Breeze
area.
So
I
want
to
acknowledge
captain
McDonald.

give
him
a
round

thank
him

whole
staff

their
day-to-day
work
at
a
PTAC
meeting
here
yesterday,
working
in
partnership
with
Town
watch
making
sure
that
in
this
part
of
plane,
breeze
and
also
graves

continue
to
improve
the
quality
of
life
of
our
neighborhood
by
making
sure
that
Public
Safety
is
first
and
foremost
on
this
list.
I'm
honored
that
the
council
president
has
allowed
me
serve
as
chair
on
a
very
introduction
there
and
important
to
me.

was
the
only
foot
only
fitting
that
we
would
pick
this
particular
location,
I'm
up
flame

I've
grown
up
that
on
all
my
life.
I
lived
one
block
over
on
Ellsworth

to
make
sure
that
we
continue
to
move
the
city
of
Philadelphia
forward,
making
sure
that
gun
violence.
The
number
one
priority
I'm,
not
shy
about
talking
about
how
there's
the
opioid
crisis
here
in
the
city
of
Philadelphia.
We
have
a
task
force.

We
have
bike
lane
vision,
zero,
making
sure
that
people
can
come
outside
enjoy
themselves
I'm
on
the
weekend
with
safe
streets
and
that's
okay.
But
we
have
to
make
sure
that
this
issue
of
gun
violence
is
the
number
one
priority
from
now
until
we
significantly,
if
not
eliminate
but
reduced
the
issue
of
gun
violence.
So
I
want
to
applaud
the
mayor's
office
for
least
stepping
up
to
the
plate
and
establishing
the
office
of
violence
prevention.

As
we
talk
about
the
issue
of
youth
compounds,
we
have
several
different
committees
that
will
establish
the
gun,
violence,
the
special
gun
violence
committee.
One
will
be
illegal
guns,
specifically
focusing
on
where
the
guns
are
coming
from.
All
we
tell
people
there
is
no
lose
these

in

and
Strawberry
Mansion

from
somewhere,
and
so
for
me,
it's
a
poor
excuse
to
say
we
can't
find
we

committee
we
have
is
public
health.

talk
about
the
opioid
crisis
that
help
everything
epidemic,
I'm,
quite
sure,

dark,

Johnson
will
always
tell
you,

she

always

myself

health
epidemic.

find
out
from
a
health
standpoint.
Why
are
these
gentlemen
picking
up
guns
in
the
first
place?

about
the
issue

social
services

I'm
sure
the
managing
director

about
it

more.

city
is
so
far
spending
more
than
sixty
million
dollars
on
some
type
of
violence,
Prevention's
services
and
so
Shondell
who's
newly
appointed
by
the
mayor
will
take
the
helm
and
looking
at
all
of
those
programs
and
look
and
evaluating
them,
and
if
you're
not
getting
the
job
done,
you
shouldn't
have
the
funding.
We
should
be
sure
we
should
be
supporting
the
individuals
who
are
out
in
the
community
day
by
day
servicing
those
most

the
boots
on

jobs

I

I'm

statistics

evidence-based

statistics

missing

mark

human
component,

going
out
day
after
day

least
three
times

month,
I
got
to
speak

funeral

condolence
resolution
for
some
young
man
who
was
murdered
in
the
streets
as
relates
to
some
type
of
evil.

on
social
media
or
so
so-called
disrespectful
comment
me
so
one
of
the
other
young
men.
We
also
have
victims
of
victims.
Committee
know
oftentimes.
We
talk
about
all
aspects
of
crime
and
violence,
but
very
rare
that
we
talk
about
those
who
are
impacted.
Most
people
know
my
story
losing
the
cousin
and
these
streets
of
South
Philadelphia
back
in
1998.
That
made
me
do
my
only
360
to
focus
on
my
life's
mission
and
that's
reducing
the
issue.
You've
gun
violence,
regardless
I'm
elected
official
or
not.
We
have
intervention
outreach.

That's
looking
at
those
organizations
who
are
out
and
about
day
to
day
during
the
work
making
sure
that
they're
supporting
the
parents,
the
children
and
so
that's
what
that
particular
Commission
is
going
to
be
focusing
on,
and
we
have
a
program
review
which
is
going
to
be
also
under
Sanda.
That's
going
to
look
at
all
the
programs
in
the
city
is
going
to
be
offering
and
making
sure
that
again
we're
supporting
those
organizations
that
are
out
there
doing
this
for
it.

relationship
means

men

agree

have

step
up
what
we're

day
our
police
are
out
on
the
street
doing
violence
prevention
work
every
day.

working
with
Town
watch
every
day
our
work
people
would
see
working
with
the
cbh

Health

Human
Services
are
encountering
the
victims
of
violence.
So
we
have
an
obligation
not
only
to
work
and
coordinate
our
efforts
in
our
office
and
collaborate
across
the
government,
police
and
DHS
and
health
and
all
the
intervention
programs.
We
also
have
an
obligation
and
a
responsibility
to
respond
to
the
community
and
to
reach
out
and
learn
and
understand
this
question
not
only
about
the
nature
of
the
violence
but
the
impact
of
the
violence
as
well.

this
is
a
really
important
effort.
I
know
the
mayor
is
instructive,
needed
to
work
really
closely
with
the
committee
that
special
committee
and
to
put
our
muscle
and
our
heft
and
our
resources
behind
it
and
to
expect
more
from
ourselves

to
not
just
talk
about,
but
to
actually
bring
down
the
homicide
rate
in
the
city,
I
think
with
this
formation
and
this
commitment

think
we
can
do
it.

trafficking,

violence,
but
also

live
here.
I'm
part

this
community
and
I
raised
my
three
children
in
this
community.
My
life
is
over
here
too,
and
we
both
have
had
businesses

Philadelphia,
as
well
as
some
real
estate
stuff
that
councilman
Foxx
district,
as
well
as
as
well
as
a
Curtis
district.

what
I
want
to
say
is
most
of
my
time,
I've
worked.
Undercover
I've
been
involved
in
major
firearms,
illegal
trafficking
operations
gangs
both
locally
nationally
most
of
my
activities.
Investigative
activities
have
been
an
East
Division.
You
all
know
each
division.
That
is,
you
know,
that's
about
I'm,
gonna
say
more
so
you
know,
I
have
been
with
and
interviewed
hundreds
and
thousands
of
firearm
violators,
both
from
an
investigative
point
of
view
and
also
from
an
undercover
point
of
view.

So
a
so
also
many
many
straw
purchasers
that
I've
interviewed
and
so
I
know
the
psyche
of
the
gun
of
the
gun.
Violator
I
understand.
You
know
what
that's
all
about,
but
also
been
involved
with
mine
men,
United
and
I
also
have
been
involved
with
ceasefire.
So
not
only
have
a
I've
been
on.
Both
sides
plus
run
a
basketball.
We
be
involved
to
be
stuff
like
that.

believe
that
it's
important,

course,
that
for
the
law
enforcement
community,
the
law
enforcement

community
work
together,
but
also
it's
a
critical
component,
that
federal
agencies
surrounding
law
enforcement
agencies
in
the
county,

federal
local
courts
as
well,
and
also
the
US
attorney
and
DA's
office.
You
know
come
together
almost
like
a
homeland
security
strategy
and
come
together
and
design
strategies
both
on
sharing
gun
trafficking,
intelligence,
but
also,
most
importantly,
to
develop
educational
programs
to
attack
this
problem
from
the
front
end.

what
happens
is
a
and
I
did
this

I

He
had
a
program
in
which
he
would
go
out
to
the
communities
and
use
police
officers
to
educate
kids
about
the
whole
series
of
what
happens

trigger.

lot
of
people
only
see
that
in
the
news,
okay,
but
but
for
those
who
have
had
gun
victims
or
have
families
involved
in
tragedies.

know
that
the
minute
you
get
that
phone
call
to
them
to
whether,
hopefully,
the
person
survived
all
the
way
through
the
medical
procedure
and
all
the
way
through
to
hopefully
rehabilitation
what
you
guys,
what
everybody
has
to
go
through
and
that's
sometimes
people
don't
realize
that
whole
whole
thing
that
happened
so
I
accept

look
forward

working
with

news

people
watching
we
watch
it
differently.
Most
people
want
to
find
out
what
the
scores
were
in
sports.
We
tend
to
look
at.
Was
there
a
death
over
the
weekend?
Was
there
a
tragic
incident
would
have
done
we
text
each
other.
The
first
thing
we
do
is
we
pray
about
the
lost
soul
that
we
may
have
lost?
Second
thing,
we
do
is
wonder
whether
or
not
the
felon
was
apprehended.

Third
thing
we
do
is
say
where,
geographically,
if
you
look
at
those
those
charts,
you
see
how
often
these
things
happen.
This
is
the
brainchild
of
our
president
because
of
the
Clarion
voice,
councilman
Johnson,
always
every
week
speeches
majority
has
to
wind
up
with
something
fun,
but
something
serious
about
gun
violence.
We
have
other
partners
that
are
here.
Deputy
Commissioner
Patterson
is
a
part
of
it.
A
judge
Lerner
who
has
worked
with
us
on
criminal
justice
reform
is
here

distant
District,
Attorney

District,
Attorney
Mosley
and
his
team
are
here.

So
we
have
some
bright
minds
that
are
going
to
try
to
figure
this
out,
but
here's
the
problem.
To
date
there
were
177
homicides
in
the
city
of
Philadelphia,
that's
a
18%
increase.
Most
of
those
deaths
are
by
firearm
and
this
is
completely
unacceptable.
It
is
a
health
crisis.
Is
300
whales,
washed
up
on
a
shore
to
school,
kill
every
marine
biologist
in
the
world
would
be
around
trying
to
figure
it
out.

So
we
need
to
dedicate
that
kind
of
effort
to
figure
out
why
our
babies
are
killing
each
other
I
see
victims
of
crime.
You
haven't
lived
until
you
heard
a
mother
scream
about
finding
out
that
her
son
or
daughter
was
murdered.
You
once
you
hear
that
scream.
You
will
remember
it
your
entire
life,
so
whether
you
are
a
liberal
want
to
save
the
whales
type
of
person
or
whether
you're
a
cold,
calculated
money,
counting
person.

We
need
to
deal
with
this
because
over
229
billion
dollars
has
been
paid
out
by
taxpayers
due
to
gun
violence,
seven
hundred
dollars
a
person
six
hundred
and
fifty
dollars
per
gun
chopped
has
dedicated
over
a
lot
of
resources
to
deal
with
500
youth
who
get
shot
every
year.
Temple
is
known
internationally
to
having
the
best
trauma
unit
in
the
world
and
that's
at
the
expense
of
citizens.
In
Philadelphia
they
train
people
who
go
to
war
at
Temple
on
how
to
deal
with
traumatic
gun
injury
injuries.

This
year,
as
chair
of
Public
Safety,
I
felt
very
safe.
We've
worked
with
the
criminal
justice
system
to
work
with
Commissioner
was
Ross
in
the
police
department
school
district,
because
all
of
these
things
are
related
did
not,
and
councilman
Johnson
eloquently
I
sit
next
to
my
take
notes.
That's
the
greatest
compliment.
I
can
give
I

cues
in
depth

dive
to
this
problem.

children

sons,
daughters,
loved
ones,
have
been
murdered.
For
the
last
14
years,
I've
worked

be
a
part
of
this
committee,

I
do
believe
that
we
will
get
some
things
done.
This
is
a
sheet
that
we
get
in
our
office
on
Delaware
Avenue,
we've
gotten
for
the
last
I
guess,
12
or
13
I.
Think
mr.
Johnson
started
this.

Well,
we
get
a
homicide
sheet
with
all
the
names
of
the
victims
in
the
city
of
Philadelphia
lost
their
lives,
that
victim's
name,
the
date
of
birth,
the
necks
of
contact
person
and
we
send
a
car
and
we
reach
out
to
this
family
every
day
to
find
a
way
that
we
can
support
them.
Because
if
you
haven't
lost
the
son
or
daughter
to
violence,
you
have
not
a
clue
to
the
pain.
That's
involved.

They
don't
think
they
could
and
I
remember
when
I
thought
I
couldn't,
but
because
of
others
in
charge
of
the
vehicle
has
been
for
my
recovery
and
helping
me
to
live
with
the
death
of
my
son
colleagues
I
give
back
and
help
these
families
every
single
day
every
Thursday.
If
you
know
someone
who's
lost
a
loved
one,
there's
no
charge
for
that,
but
noise,
it
fund
it.

Also,
in
addition
to
that,
we
have
anger
management
on
Thursdays,
twice
a
day
on
Thursdays,
because
a
lot
of
people
think
that
everybody
who
students
you
worry
about
drugs
and
things
like
that.
No
sometimes
it's
just
people
that
are
angry
and
out
of
control
and
don't
know
what
to
do
with
their
anger
and
have
the
availability
of
a
gun
and
someone
loses
their
life
over
a
parking
space
or
Facebook
or
any
crazy
thing
that
you
can
think
of
because
they
don't
know
how
to
manage
their
anger.

So
we
provide
this
and
has
done
this
for
quite
a
few
years
now
and
get
referrals
from
the
judges
and
the
court
and
adult
parole
information
to
try
to
give
these
people
tools
so
that
they
don't
pick
up
a
gun
and
take
someone's
life
and
it's
working.
The
person
who
shot
my
son
was
a
very
angry
out
of
control
person.
So
that's
why
I
continue
to
do
this,
even
though
we're
not
funded
for
it,
because
I
know
a
lot
of
times.
People
who
are
angry
and
have
successful
a
gun
will
take
someone's
life.

That's
what
happened
to
me
on
December
6th
2001,
Ernest
Odom,
who
had
a
long
criminal
history
and
was
very
angry
out
of
control,
shot
my
son
seven
times
over
parking
space.
He
was
the
Graduate
University
Melanie's
for
sure
he
was
actually
tss
work
at
Pickett
middle
school.
Doing
all
the
right
things
with
his
life
I
will
never
ever
get
over
there,
but
I'm
doing
everything
that
I
can
to
make
a
difference
on
this
issue.
I'm
glad
to
be
a
part
of
this
committee,
I
think
all
the
working
together
they're
going
to
get
some
things
done.

hopeful

hopeful,
I

long
believed,
and
my
brother
here
over
here,
Kenyatta
Johnson,
he's
going

make

difference

I'll

just
got
back
if
I
wasn't

I

able

ten

got
back
from
Baltimore,
where
I
was
at
the
n-double-a-cp
National
Convention
I
have

heart

homicide

recognized
with
the
public
health
epidemics.

year's
national
n-double-a-cp
recognize
homicide
and
cost
war
is
likely
be
seen
as
a
public
health
epidemic.

resolution
that

now
adopted
by
national
organizations-
and
this
was
written
and
to
develop
others

charge
crafting
this
resolution,
and
it's
approved
yesterday
involved
in
what
their
natural
defenses
with
8,000
people

doing.

work

continue

just
work
until
I
can't
do
it
anymore,
because
I
owe
that
to
my
son
and
every
other
mother
and
daughter
and
son,
and
brother
and
father
has
lost
a
loved
one,
I'm

glad

I
never

something

call

privileged
to
be

of
this

have
known
Dorothy,
since
this
happened
and
before
that
and
I
know
that
we
are
going
to
put
our
entire
heart
and
passion
into
this.

so
many
things
that

want
to
make
sure
that
communities
don't
understand,
because
if
you
haven't
gone
through
it
there's
no
reason
for
you

understand.

need
access
to
the
homicide
unit.

need
the
better
resources.

someone

families
and
let
them
know
what's
going

relook

cases,

need
to
make
sure

people

getting
the
proper
counseling
that
the
standards

set
appropriately

its
quality,

been
through
since
2015

it

and

there
was
a
national
report
from
the
Centers
for
American
Progress
on

impact
of
stolen
guns
and
our
country.
I'll

tell
you
from
Pennsylvania
from
2012
to
2015
28,000
665
guns
were
reported
stolen.
We
don't
have
a
mandatory
blossom'
stolen
reporting
requirement
and
when
philadelphia
tried
to
do
that,
the
NRA
sued
them.
So
this
is
way
underreported.
Those
guns
end
up
in
the
hands
of
the
people
who
shot
Darcy,
Sun
and
a
leader
son.

on

sides
of
mouths

here's
a
guy
who
changed
his
life

He
works
for
the
focus
deterrent
program
in

DA's
office
and,

he

own
program,
called
young
chances.

children
are
his
children
that
he
don't
get
paid
and
he
don't
receive
a
check
to
run
a
camp
and
also
all
year-round
program.
So
no
one
can
not
tell
me
that
we
can't
eliminate
gun
violence
in
the
city
of
Philadelphia
by
investing
in
our
youth
I
think
it
takes
to
will

all
of
us
stepping
up
to
the
plate.
Rolling
up

sleeve

not
one
take
just

police
there's
not
just
going
to
take
the
mayor.

not
just
