Philadelphia, March 3, 2020 – Seeking to shed an unwelcome designation as the poorest large city in the country, a City Council special committee today unveiled a Poverty Action Plan anchored by innovations intended to lift 100,000 Philadelphians out of poverty over the next four years.
Council’s Special Committee on Poverty Reduction and Prevention, joined by Council President Darrell Clarke, Mayor Jim Kenney, and non-profit, business, academic and legislative leaders, delivered a detailed, 14-page Action Plan with strategies to lower Philadelphia’s high poverty rate of 24.5 percent – which includes 377,116 residents.

thank

so
much
for
joining
us
today.
I
will
try
to
get
us
quickly
through
this
program,
but
it's
so
important
when
we
engage
in
these
types
of
processes
to
thank
all
of
the
folks
that
have
been
involved
and
allow
some
of
them
to
say
a
few
words
about
why
this
particular
call
to
action
at
this
particular
time
and
I
will
start
with
the
person
who
challenged
us
from
the
beginning
from
the
production
of
City
Council's
narrowing
the
gap
report
last
year
to
the
establishment
of
the
Special
Committee
on
poverty.

Good
afternoon,
everyone
thank
you
very
much
excited
to
be
here,
so
they
say
things
about
press
conferences
when
it's
bad
news,
there's
usually
like
only
one
person
standing
up
there,
but
today
is
good
news,
so
we
got
a
lot
of
people
standing
up
here
and
because
of
that,
we're
going
to
be
short
in
terms
of
our
statements.
So
I
want
to
thank
everybody
for
being
here
with
my
mayor
mayor
mayor's
here.

So
first
of
all,
I
think
you
all
know
why
we're
here.
Obviously
this
is
something
that
people
have
discussed
and
have
been
talking
about,
and
unfortunately,
on
a
national
level,
we've
reached
that
particular
pinnacle,
because
we've
been
here
at
a
long,
long
time
being
a
number
one
of
the
top
cities,
as
it
relates
to
highest
level
of
people
in
poverty.
Why
not?
Every
four
on
that
is
totally
unacceptable.
400,000
people
larger
than
most
cities
in
our
country.
B
The
simple
reality
is
that
we
decided
the
collective
we
to
do
something,
but
to
do
something
together.
A
lot
of
people
and
I
want
to
acknowledge
all
those
folks
that
have
done
great
things
as
a
relates
to
getting
us
out
of
this.
This
unfortunate
designation
as
being
a
city
in
poverty,
but
we
never
really
kind
of
got
together
and
the
star
has
never
actually
aligned
to
the
point
where
everybody
was
focused
on
this,
and
today
we
have
that
opportunity.
I
want
to
thank,
in
particular
the
members
of
the
special
committee.

I
want
to
thank
Charmaine,
Matlock
Turner,
whose
name
speaks
for
itself
separate
and,
aside
from
the
channel
six
of
Sunday
morning,
talk
shows
I
want
to
thank
my
good
friend
and
my
North
Philadelphia
brother
Mel
wells,
who
has
been
a
person
that
everybody
knows
was
out
in
those
neighborhoods
and
I
want
to
thank
IVA.
Gladstein
IVA
has
been
through
virtually
every
administration
that
I
can
remember,
and
it's
done
good.

That's
extremely
and
Shiva
Bowl,
so
I
think
that
we
need
to
move
forward
on
that
in
a
very
aggressive
way.
The
other
thing
I'm
gonna
talk
about,
and
you
know
we
have
been
struggling
to
deal
with
this
issue
mayor
I
want
to.
Thank
you
and
your
team,
and
our
new
police,
commissioner,
and
all
of
the
members
up
here
at
Council
that
have
been
working
on
this.

We
have
decided
to
put
a
significant
amount
of
revenue
on
the
table
to
deal
with
something
that
we
got
to
talk
about,
is
crime
all
right
and
homicide
rates
and
shootings
in
these
neighborhoods
all
right
and
I'm,
not
necessarily
one
is
connected
to
the
other.
But
when
you
do
the
statistics,
the
simple
reality
is:
is
that
a
lot
of
the
challenges
that
we
have
in
these
neighborhoods,
particularly
as
it
relates
to
crime
where
people
have
no
hope?
B
People
have
no
sense
that
the
simple
reality
is
I'm
never
going
to
get
out
of
this
and
I
turn
to
a
direction
that
will,
frankly
speaking,
lead
to
an
ultimate
interaction
with
the
criminal
justice
system.
It
is
clear
that
if
we
were
in
a
position
to
move
those
individuals
out
of
poverty,
those
families-
because
this
is
generational-
this
is
not
just
some-
this
ninth
of
2020
phenomenon-
this
is
generational.
B
If
we
were
in
a
position
to
move
those
people
to
give
them
hope
to
give
them
real
opportunity
with
education
and
a
handout
not
a
hand
up,
I
think
that
we
would
make
a
significant
dent
in
the
level
of
challenges
that
we
are
experiencing
in
his
neighborhood.
So
there
I
believe
personally
that
there's
a
direct
relationship
to
people
not
having
hope
an
opportunity
to
some
of
the
challenges
that
we
are
seeing
as
it
relates
to
the
day
to
day
count
on
criminal
activity
in
our
neighborhoods.

Nobody
was
born
to
be
a
criminal,
but
circumstances
lead
that
person
to
a
position
where,
ultimately,
they
end
up
in
an
unfavorable
position.
So
I
think
that
in
itself
should
put
us
in
a
position
where
we
need
to
focus
so
I
just
want
to
thank
everybody.
That's
been
involved.
We
will.
We
will
do
this.
This
is
achievable,
I'm,
extremely
optimistic,
given
the
people
that
are
involved
and
I
haven't
talked
to
a
single
person
in
the
private
public
institution.

Obviously,
the
political
structure
that
does
not
want
to
be
a
part
of
this
movement,
so
I
want
to
thank
everybody.
That's
been
engaged
I
want
to.
Thank
everybody
that
will
be
engaged
because
we
anticipate
people
will
get
on
board
and
I
want
to
thank
everybody
for
being
here
today,
because
this
is
a
significant
issue.
It
is
what
we
call
our
moonshot,
no
we're
not
going
to
the
moon
to
Mars,
but
this
is
the
city's
moonshot.

You
know
to
replicate
what
happened
in
the
60s
when
we
made
a
decision
to
go
to
the
moon
today,
we're
making
the
decision
to
solve
this
very,
very
troublesome
problem.
So
right
now,
I'd
like
to
take
this
opportunity
to
recognize
and
introduce
our
partner
in
all
of
this,
because
we
don't
do
it
alone.
We
have
to
work
together
and
I'm,
proud
to
say
that
we
have
had
an
opportunity
over
the
last
several
years
to
work
together
and
achieving
a
number
of
great
things.
I
like
to
introduce
the
mayor
of
the
city
of
Philadelphia,
Jim,.

Thank
you
very
much,
and
thanks
for
the
invitation
and
thanks
for
having
me
here,
it
was
important
for
me
to
join
the
City
Council
and
all
of
our
partners
here
today
to
participate
in
this
call
to
action
to
lift
a
hundred
thousand
people
out
of
poverty.
Despite
our
occasional
disagreements,
the
whole
city,
our
administration
and
City
Council,
are
in
total
agreement
on
so
many
important
priorities
like
investing
in
education,
reducing
gun
violence
and
this
goal
of
lifting
100,000
folks
out
of
poverty.
C
As
you
know,
one
of
four
Philadelphians
are
living
in
poverty
unable
to
meet
their
basic
needs.
Countless
others
are
on
the
brink
of
that
reality.
Living
paycheck
to
paycheck,
only
one
emergency
away
from
Krait
this
crisis
in
a
country
as
wealthy
as
ours.
This
reality
is
simply
unacceptable
and
while
poverty
alleviation
is
traditionally,
the
role
of
the
federal
government,
cities
like
ours
are
now
on
the
forefront
of
this
and
many
other
issues.
In
short
cities
with
our
many
people
with
our
many
partners
must
lead
so
I
commend,
City,
Council
and
all
their
partners.
C
All
the
partners
here
today
for
joining
together
to
tackle
the
greatest
challenge
of
our
city.
It's
also
why,
during
the
first
term,
our
administration
developed
a
three
prong
approach
to
reducing
poverty.
First,
we
must
continue
providing
support
to
those
in
need.
Now
this
means
stabilizing
households
through
housing,
food
act,
housing,
food
access
and
securing
the
benefits
they
qualify
for.
Next,
we
are
helping
philadelphians
raise
their
income.
C
As
you
know,
poverty
is
merely
a
measure
of
income,
that's
it
so
raising
incomes
through
adult
education,
job
training
and
entrepreneurship
for
women,
immigrants
and
people
of
color
is
critical.
Finally,
we're
enacting
structural
change
and
policies,
while
also
making
historic
investments
in
education
and
criminal
justice
reform
that
will
break
the
cycle
of
intergenerational
poverty
for
good.
This
means
making
long-term
investments
that
will
drastically
move
the
needle
on
poverty
long
after
any
of
us
or
even
in
office.
C
It's
making
sure
all
of
our
three
and
four-year-old
babies
have
access
to
affordable
quality
pre-k
that
sets
them
up
for
success
in
school
and
in
life.
It
means
that
all
our
students
in
grades
K
through
12,
have
great
schools
and
their
neighborhoods
that
prepare
them
for
college
and
career,
and
that
means
that
we
invest
in
strategies
that
foster
inclusive
economic
growth
like
supporting
entrepreneurship,
especially
for
people
of
color,
and
increasing
the
two
and
four-year
college
degree
attainment
rates.
C
We
know
that
a
post-secondary
degree
can
lift
a
family
out
of
poverty
and
into
the
middle
cut
into
the
middle
class
in
just
one
generation.
So
later
this
week
as
part
of
our
budget
proposal,
we
won
Vail
a
new
plan
to
do
just
that.
Each
policy
and
every
program
we
enact
is
developed
with
a
lens
on
how
it
will
impact
poverty
and
I'm
pleased
that
much
of
what
we
have
already
put
in
place
aligns
with
the
council's
action
plan.
We
wholeheartedly
support
efforts
to
increase
the
social
safety
net
that
will
stabilize
households.

C
And,
of
course,
we
support
all
efforts
to
expand
education
through
dual
enrollment
CTE
and
more
career
exposure
for
young
people,
not
to
mention
adult
education
and
job
training,
which
we've
brought
directly
into
our
community
schools,
helping
hundreds
of
residents
right
in
their
own
neighborhoods
we're
also
breaking
down
barriers
and
industries
of
historically
shut
people
out,
for
example,
we're
helping
women
and
people
of
color
get
access
to
careers
and
the
building
trades
to
rebuild
another
project.
That
council
and
the
administration
have
worked
on
hand-in-hand
again.
C
I'm
pleased
at
this
plan
and
our
anti-poverty
agenda
share
so
much
in
common,
because
this
is
the
most
pressing
issue
facing
our
city.
But
it's
not
enough
that
we're
rowing
in
the
same
direction.
We
need
to
row
faster
and
help
our
fellow
Philadelphians
increase
their
incomes
and
lead
the
best
quality
of
life
possible.
As
I
said,
we
may
not
always
agree
on
everything,
but
I
know
we
can
agree
on
that
and
again
I
want
to.
A
So,
just
quickly
before
I
introduce
the
co-chairs
to
briefly
speak
about
this.
When
we
started
this
process,
we
had
several
public
hearings
co-chairs
were
encouraged
through
their
membership
of
60
plus
subject
experts
to
encourage
public
discussion,
we
had
individual
workgroups
represented
of
over
40
different
organizations
in
the
city.
This
is
a
document
about
people,
not
programs,
not
government,
not
bureaucracy,
not
the
private
sector
in
the
public
sector,
but
all
of
us
together.
It
was
about
aligning
ourselves
around
strategies
that
have
been
used
in
other
cities
and
also
aligning
ourselves
around.
A
How
do
we
invest
the
next
new
resources
around
how
to
move
those
hundred
thousand
people
out
of
poverty?
There
are
people
on
that
line
that,
as
council
president
mentioned,
we
can
quickly
move
and
that
allows
us
to
reinvest
that
those
dollars
into
the
other
folks
in
the
community
who
need
a
lot
more
and
who
will
always
need
some
level
of
support.
I
am
renewed
in
the
commitment
that
we
have
enough
stakeholders
on
the
ground
and
that
government
through
our
budget
process,
has
to
be
a
better
partner.
We
have
to
listen
to
the
stakeholders.
A
No
other
group
of
people
demonstrate
that
more
than
the
co-chairs
who
participated
in
this
process,
so
I'm
going
to
invite
each
of
them
to
come
up
individually,
Charmaine
Matlock
Turner,
who
is
all
we
know
as
president
of
Urban
Affairs
Coalition
Mel
walls
from
one
day
at
a
time,
Eva
Gladstein,
who,
on
behalf
of
the
administration,
in
addition
to
her
many
of
the
cabinet,
secretaries
and
staff,
participated
policy.
Folks
from
all
the
different
departments,
and
my
council
colleague,
councilman
Alan
Daum,
start
with
sure
me.

process

recommendations

Council

on
poverty

the
process

my

and

my
wonderful

trusted
partner

this
community
for
over
50
years
and
over
the
last
six
months,
my
fellow
co-chairs
and
members
of
the
housing
social
safety
net
jobs
and
education
subcommittees
have
been
working
diligently
to
develop
the
recommendations
we
are
announcing
today.
It
is
no
secret,
as
you've
heard,
that
the
city
of
Philadelphia
has
almost
400,000
of
our
1.6
million
citizens
living
below
the
poverty
line.
They
are
children,
they
are
adults.
They
are
workers,
they
are
the
disabled
and
they
are
our
seniors.

If
anyone
has
ever
talked
to
me
knows
summer,
jobs
40
means
we
believe
in
a
multi-faceted
approach
to
achieving
self-sufficiency
and
the
recommendations
we
have
put
forward,
and
we
believe
that
these
opportunities
are
for
our
families,
but
also
our
friends,
our
neighbors.
To
achieve
these
goals,
I
look
forward
to
working
with
the
mayor
city,
council,
president
Clark
Councilwoman,
Sanchez
and
DOM,
and
all
the
other
members
of
City
Council,
the
United
Way
and
the
Chamber
of
Commerce
and
the
many
other
community
partners
that
are
here.
We
must
implement
this.

must
drive
this
change
in
four
years.
We
want
to
see
the
results
of
this
hard
work.
I
encourage
all
of
you
to
please
work
with
us
work
together.
Of
course,
we're
going
to
have
disagreements.
Of
course
we're
going
to
have
challenges
around
priorities,
but
let's
keep
in
mind
what
our
goal
is.
A
hundred
thousand
philadelphians
are
counting
on
us.

really
is
an
honor
and
for
me,
a
special
pleasure
that
we're
able
to
look
at
all
of
the
ideas
that
came
forward
and
to
see
such
alignment
that
the
mayor
already
referenced
in
terms
of
what
the
budget
will
the
budget
address
will
propose
just
in
a
few
days,
I'm
going
to
be
a
little
bit
partisan
and
ask
the
members
about
the
social
safety
net
subcommittee
to
stand
for
one
minute
come
on.
Don't
be
shy,
bunch
of
your
standing
already,
but
just
to
say
that
this
was
the
hardest-working
committee.

We
we
had
many
meetings,
we
generated
ideas,
we
flesh
them
out,
we
tested
them
out
with
each
other.
We
cut
some,
we
edited
some.
We
really
had
some
struggle
in
the
committee
just
to
make
sure
that
the
proposals
that
we
brought
for
us
would
be
the
best
and
the
brightest.
Then
we
took
them
to
North
Broad
Street
and
had
a
meeting
with
many
community
members
who
again
sat
down
with
us.
Looked
at
the
ideas
again
tested
them,
challenged
us
and
I.
Think
the
product
that
we
came
out
with
is
all
the
better
for
that.

So
I'm
not
going
to
go
through
a
lot
of
detail
because
you'll
have
this.
In
the
report
again,
we
were
charged
with
looking
at
how
to
meet
the
basic
needs
of
individuals,
doing
the
things
that
will
help
them
stabilize
themselves,
their
families
and
in
their
community.
So
then
they
can
participate
in
jobs
and
workforce
and
educational
opportunities.
So
we
looked
at
several
ideas
that
are
a
number
of
ideas
that
would
bring
more
income
into
individuals.
Council
has
already
I
believe
has
already
passed
the
wage
tax
refund.
E
We
also
looked
at
a
way
to
provide
direct
cash
transfers
so
more
income
into
the
pockets
of
very
low
income
people
and
expanding
in
a
number
of
ways.
Our
benefits
is
making
sure
that
Philadelphians
take
advantage
of
every
federal
and
state
dollar
that
they
are
entitled
to,
that
it
gets
into
their
households,
incomes
and
then
it's
spent
here
in
Philadelphia.

What
I
want
to
add
is
that
we
also
looked
at
the
role
of
the
state
and
I'm
glad
that
Jordan
Harris
is
here
and
I
understand,
they'll,
be
speaking
later,
because
there
there
are
a
number
of
activities
that
the
state
could
take
and
they're
in
the
report
as
well.
We
have
done
a
lot
in
this
city
to
make
sure
people
are
paid
an
adequate
wage.

Good

I'd
like
to
thank
council
president
Clark
and
councilmember
Aquino
de
Sanchez
for
their
leadership
on
the
Philippi
of
poverty,
Action
Plan
and
everyone's
standing
behind
me
today,
who
fought
to
get
this
done
and
everyone
out
in
the
audience
and
I
see
many
people
who
had
all
the
meetings
did
a
lot
of
work
and
really
we
all
thank
you
for
your
efforts.
I
think
was
I.
Think
councilman
Sanchez
did
a
great
job
in
leading
those
committees.
So
thank
you.

You
know
for
the
first
time
that
I've
seen
we
have
all
of
City
Council
and
the
administration's
attention
to
address
an
issue
that
has
created
an
unacceptable
situation
for
our
people
and
our
city.
Recently,
by
the
way,
we
did
an
independent
study
completing
the
survey
of
surveying,
the
top
50
US
cities,
showing
the
local
tax
burden
on
each
city's
workers.
Sadly,
and
embarrassingly,
Philadelphia
was
number
one.
We
tax
lower
income
people
the
highest
and
the
major
cause
is
our
city
wage
tax.

Just
last
week,
city
council
took
action
and
passed
the
wage
tax
refund
bill
that
will
help
60,000
Hal
Souls,
comprising
of
150,000
low-income
Philadelphians.
This
bill
will
provide
810
dollars
per
year
to
those
households
and
in
three
years
it
will
increase
to
1,300.
This
bill
will
allow
philadelphians,
who
have
been
struggling
to
get
out
of
poverty
with
the
opportunity
to
get
back
their
hard-earned
wages.
They
paid
the
city
in
taxes,
in
addition
to
the
wage
tax
refund.

Last
year,
we
actually
left
463
million
dollars
in
mostly
federal
benefits
on
the
table
from
Earned
Income
Tax
Credit
to
snap
food
stamps
to
Medicaid.
This
is
money
that
hundreds
of
thousands
of
Philadelphians
could
benefit
from
to
pay
bills
and
put
food
on
their
table
and
I
know:
city
council
administration,
we're
going
to
address
increasing
the
refunds
to
those
people
that
deserve
this
money
philadelphians
and
by
the
way
council.
President
Clark
I
was
standing
here
and
saying
to
myself
a
hundred
thousand
people
out
of
poverty.

I
had
the
good
fortune
of
meeting
with
Charmaine,
and
she
explained
to
me.
The
numbers
I
just
want
to
share
those
with
you,
because
I
think
we
can
do
this
to
take
a
hundred
thousand
people
out
of
poverty.
The
average
household
is
2.4,
so
we
need
40,000
jobs
over
the
next.
Four
years
10,000
jobs
a
year,
we
should
be
able
to
accomplish
that
I'm,
proud
to
see
city,
council,
mayor
Kenny's
administration
and
our
citywide
partners
moving
forward
to
resolve
this
issue
of
poverty
as
a
unified
group.
Thank

a
discussion

we're
going

most
effective.
But
at

state
level
we
came
up
with
an
agenda.

sat.
We
sat
with
our
state
delegation
and
agreed
to
work
to
a
working
group
to
work
through
all
of
these
state
agenda
items
and
here
again
leadership.

simply
say
that
I
am
excited
about
the
opportunity
for
us

work

a
collaborative
manner
with
members
of
City
Council,
listen,
I
grew
up
poor
in
South
Philadelphia,
and
you
know
one
of
the
things
that
stuck
out
to
me
in
this
document
is,
and
it
says,
being
poor
is
a
full-time
job.
Well,
it
is,
but
not
only
is
being
poor.

A
full-time
job,
but
being
poor
is
expensive
when
you're
poor.
You
typically
also
have
you
know
bad
credit.
Bad
credit
means
that
when
you
go
out
and
get
a
loan
or
go
get
a
car
note
or
something
you
get
a
higher
rate
being
poor
and
usually
means
that,
instead
of
going
to
the
supermarkets
you're
going
to
the
corner
store
because
it's
the
closest
and
typically
those
store,
sadly
have
increased
prices,
so
being
poor
is
not
just
a
full-time
job
is
also
expensive.

Remember
my
mother,
calling
my
doctor
to
get
a
medical
form
to
send
the
Pico,
so
they
wouldn't
cut
off
our
electric,
maybe
y'all
know
my
some
of
y'all
might
understand
that.
But
if
you've
been
poor
a
little
bit,
you
might
you
know
anyway,
I
move
on
I.
Remember
you
know
getting
the
medical
form,
so
they
wouldn't
cut
off
our
gas.

That's
the
reality
for
many
philadelphians
every
single
day,
and
you
know
what
we
understand
is
that
the
city
can
do
a
lot,
but
the
truth
is
we
will
not
let
people
out
of
poverty
without
the
support
of
the
state
delegation
in
Harrisburg
and
without
Harrisburg.
So
you
know
we
are
here
to
move
shoulder-to-shoulder
with
members
of
City
Council
to
address
the
issue
of
poverty.
We
are
locked
in
step
with,
with
all
of
the
things
that
we
see
here.

There
is
already
movement
to
fix
the
clean
slate
Act,
a
bill
that
I
co-authored.
There's
a
bill
over
in
the
Senate
with
representative
McClinton.
We're
a
part
of
that
bill
is
to
remove
the
barrier
of
court,
fines
and
costs
so
that,
even
if
you
owe
court
fines
and
calls
you
can
get
your
records
sealed.
So
we
are
already
working
in
Harrisburg
to
address
some
of
these
very
issues.
But
we
look
forward
to
our
partnership.

can
tell
you
that
we
already
have
meetings
set
up
where
members
of

leadership
and

Council,
are
getting
together
to
address
poverty
in
the
city
of
Philadelphia,
because
we
know
simply
this
that
it
is
hard
for
mother
to
attend
back-to-school
night
when
she
has
to
get
to
her
second
job.
It
is
hard
for
a
father
to
go
see
his
son
play
football
or
his
daughter
play
basketball
or
to
meet
at
gymnastics
when
he
has
to
go
to
his
second
job.

So
we
know
that
when
we
live
people
out
of
poverty,
we
also
bring
families
together
and
we
give
Philadelphians
not
just
the
hope
and
the
dreams
and
the
chances
that
we
talk
about,
but
we
give
them
the
tangible
results
that
they
need.
So
we
are
ready
to
work
together
to
address
these
issues.
Thank

including
the
state
delegation
on
how
we
move
Philadelphia
for.

let
me
start
continue
where
I
started.
This
is
not
a
document
about
were
people
working
in
silos,
and
it
became
very
clear
to
us
in
this
process
that
our
community
stakeholders
are
public
in
our
private
sector,
we're
all
speaking
to
poverty,
whether
you
talk
to
a
president
of
a
university
or
a
president
of
the
hospital,
everyone
feels
they're
doing
something.
What
they
want
us
to
provide
is
some
leadership
around.
A
What
are
the
specific
strategies
that
we
can
invest
in
and
that's
what
this
process
clarified
for
us
that
we
needed
the
public
in
the
private
sector,
but
the
government
needed
to
send
a
message
that
it
had
had
identified
specific
strategies
around.
How
do
we
utilize
our
investment
in
people,
our
investment
in
our
institutions,
the
School
District
of
Philadelphia,
Community
College
of
Philadelphia,
so
that
they
can
also
invest
in
those
strategies,
the
chamber
of
commerce
and
United
Way
of
Philadelphia,
which
I
will
have
bill
and
Rob
underling
come
forward?
Everyone
was
talking
about
this
issue.
A
Aligning
around
the
issue
is
much
more
difficult
figuring
out.
How
do
you
get
to
family,
sustaining
jobs?
How
do
we
encourage
and
incentivize
the
pot?
The
private
sector
to
do
that,
so
those
40,000
working
poor,
can
cross.
That
line
is
something
that
we
must
do
together.
We
must
we
must
listen
to
the
Chamber
of
Commerce
and
the
businesses
and
help
them
grow,
their
businesses,
United
Way
and
all
the
United
Way
partner
organizations
and
the
other
nonprofits
community,
GLE
services
and
others
who've
participated.
All
of
them
have
been
key
to
sharpening
our
toolboxes.

We
have
the
toolbox
that
we
know
we
need
to
strengthen
our
benefits,
access,
the
ability
of
people
to
get
to
open
and
loop
in
all
of
those
things
which
I
call
big
tier
items
which
we're
all
on
board,
and
then
we
have
a
bucket
of
innovation
and
what
we
want
the
private
sector,
and
this
is
why
this
is
the
call
of
action
in
this
bucket
of
innovation.
We
have
expertise
in
this
room,
ready
to
provide
those
direct
services
to
help
move
those
folks
across
this
line,
and
we
cannot
do
it.
A
Government
can
never
do
this
alone.
It
can
never
pretend
that
it
does
that
we're
in
this
alone.
If
there's
anything,
we
have
this
process
as
clarified
for
all
of
us
is
that
we
have
to
be
better
partners,
but
we
also
have
to
empower
and
resource
up
our
stakeholders
on
the
ground
to
get
us
through
this
plan.
So
with

Councilwoman

good
afternoon,
let
me,
on
behalf
of
the
business
community,
the
city
express
our
gratitude
to
the
mayor,
the
council
president
members
of
council,
our
state
delegation
and
all
the
stakeholders
that
have
worked
so
hard
to
get
us
to
this
point.
Today,
I'm
struck
by
a
couple
of
thoughts
one.
This
truly
is
a
journey.
We
did
not
end
up
here
overnight
and
therefore,
all
of
the
aligned
stakeholders,
regardless
of
quarterly
results
or
election
results,
will
remain
committed
to
this
process
in
the
years
to
come.

But
in
addition,
we
think,
representing
the
business
community,
there's
a
really
key
moment
in
time
that
can
propel
this
effort
forward,
and
it
is
evident
in
the
work
by
this
special
committee.
The
council
president
has
opened
remarks,
talked
about
the
Stars
and
the
moon
and
the
planets
be
aligned
and
I.
Remember.

But
today,
as
the
Councilwoman
just
suggested
a
moment
ago,
bring
that
entrepreneurial
spirit
that
creative
thinking
and
that
point
of
innovation
to
solve
for
some
of
our
most
thorny
issues,
and
so
in
the
coming
weeks
and
months,
you
will
see
this
Business
Committee,
fully
engaged
in
issues
such
as
gun,
violence,
fully
engaged
and
such
as
affordable
housing,
fully
engaged
issues
around
wellness
and
safe
and
healthy
neighborhoods.
We
are
spending
in
a
significant
amount
of
time
with
entrepreneurs
and
neighborhoods,
and
this
work
will
not
be
easy.

So
I
want
to
acknowledge
the
committee
for
taking
the
time
to
listen
and
I
also
want
to
acknowledge
something
that
I
feel
like
is
in
the
room.
Oh
wait,
another
plan,
another
another
new
plan,
a
plan
for
a
plan,
or
is
there
something
different,
I
I,
believe
there's
something
different
happening
here.
That
I
think
we
need
to
call
out.
I
The
first
is
this
sense
of
inspiration
that
I
have
felt
among
council
president
Clark
councilmember
kione's,
the
mayor,
councilman
Dom
Eva
dedicated
social
civil
servants
like
Eva
and
committee
people
that
I
know
like
char
for
years,
who've
been
in
this
battle.
There
is
this
sense
of
inspiration
that
this
is
not
bigger
than
us.
Something
different
could
happen
if
we
would
just
believe
and
not
let
the
cynicism
take
over
us.
The
second
thing:
that's
happened.
That
I've
noted
is
this
sense
of
servant,
leadership
that
is
penetrating
this
building.
I
We
I've
heard
from
Councilwoman
Sanchez
over
and
over
again
that
she
knows
that
it
is
not
the
government
plan
that
is
going
to
bring
us
to
the
promised
land.
All
of
us
need
to
act
differently
and
we
need
to
put
aside
all
of
the
pettiness
and
keep
our
eye
on
what
it
would
mean
for
our
neighbors
to
move
and
lay
claim
to
the
promise
of
America.
How
does
that
happen?
Two
things
one.
We
have
to
be
serious
about
measurement.
I
We
have
to
be
serious
about
if
we're
going
to
say
that
we're
gonna
put
a
hundred
thousand
people
and
we're
gonna
move
them
out
of
poverty
in
business.
The
premise
is
that
which
gets
measured,
gets
done
and
all
strategies
that
we
put
forward
need
to
have
a
plan
to
measure
how
that
actually
is
going
to
be
impacted,
and
we
need
to
be
willing,
as
servant
leaders,
to
hold
ourselves
accountable
to
that
outcome.
I
I
This
is
going
to
cost
more
than
anybody
wants
to
spend
it's
going
to
take
more
time
than
any
of
us
wanted
to
vote,
and
it's
going
to
require
that
we
believe
in
our
neighbors
futures,
more
than
we
believe
in
the
pettiness
that
keeps
us
apart.
I'm
excited
that
the
mayor
has
decided
to
join
forces
with
City
Council
on
this,
and
what
I
pledge
is
with
every
fiber
of
my
body.
We
are
going
to
try
to
knit
together
community
organizations
that
are
on
the
ground
with
private
philanthropy.
I
That's
committed
to
making
this
problem
better,
and
also
with
my
colleague,
Rob
underling.
We
serve
400
private
sector
companies
that
want
this
region
to
be
more
robust
and
more
fair,
and
we
need
to
help
play
some
role
in
energizing
that
universe
of
people
to
make
that
real
and
make
it
real.

people

worked

issues

council
president
looks
forward
to
working
on
the
legislative
components
of
that
with
those
council
members
who
have
made
these
priorities
foster

domestic
violence.

This
is
a
special
moment
and
and
and
as
bill
was
saying,
I
genuinely
believe
that
we're
going
to
get
something
done
and
I
want
to
acknowledge
that
a
lot
of
people
have
done
a
lot
of
work
as
it
relates
to
this
issue.
But
for
some
reason,
I,
don't
know
what
it
is
something
in
water
or
whatever
right.
This
is
gonna
happen.
So
I'm
really
excited
about
this
question's
mache.

Yes,
so
while
we
acknowledge-
and
we
looked
at
a
lot
of
things
that
happen
in
the
past,
we
started
with
a
clean
slate
and
by
starting
with
a
clean
state.
It
basically
meant
that
we
were
going
to
talk
to
people
and
why,
which
is
why
we
had
meetings
all
over
the
city
as
opposed
to
government
people
right.
You
know,
governments
always
thinks
they
know
more
than
everybody
and
they
have
a
more
significant
strategy
than
everybody.
But
in
this
particular
issue
we
talk
to
people.

We've
had
hearings
across
the
city
of
Philadelphia,
where
there
was
standing
room
only
in
some
of
those
meetings,
and
we
listened,
and
we
heard
and
I
think
one
of
the
most
significant
things
about
the
likelihood
of
this
being
survived
is
understanding
partnerships,
understanding
having
the
Chamber
of
Commerce
understanding,
have
an
institution
understanding
having
all
the
other
components
in
the
city
of
Philadelphia
being
involved.
We
incorporated
them
not
in
detail
in,
but
during
the
process.
They
were
a
part
of
this
process.

This
some
of
the
documents,
some
of
the
things
in
this
document
came
directly
from
those
particular
organizations.
So
2013
was
2013.
This
is
2020
and
I
do
know.
Sometimes
when
things
are
going
well,
your
ability
to
get
some
things
done
tend
to
be
a
little
more
likely
some
people's
minds.
Frankly
speaking,
a
lot
of
people
probably
400000
think
that
it's
not,
but
when
you
look
at
the
general
economy,
our
ability
to
invest
strategically
in
the
significant
fund
balance
that
we
have
the
revenue
that's
coming
in.
We
need
to
invest
it
in
our
people.

Well,
if
you
look
at
it
all
the
money
doesn't
come
from
government.
If
you
one
component
as
an
example,
I'll
tell
you
this
the
one
that
caught
my
eye
more
so
than
anything
else
and
councilman
Thomas
we
talked
450
million
dollars
is
available
every
year
for
Philadelphia
and
it's
there.
It's
not
money
that
we're
making
up
we're
not
asking
to
pass
a
tax.
To
put
this
money
is
actually
allocated
every
year
by
the
federal
state
and
local
government
and
for
some
reason
people
haven't
taken
advantage
of
that.

Can
you
imagine
if
you
half
of
that

right,
you
put
that
in
play.
It
would
make
a
significant
difference
when
you
looked
at
the
basis,
something
I.
Actually
I
was
talking
to
my
good
friend
Nell
Wells
and
the
first
one
in
the
first
meeting,
and
he
said
what
we
do.
We
have
these
community
meetings
right
and
we
try
to
get
people
to
come
to
the
community
meeting
and
we
get
like
20
30
and
it's
usually
the
usual
suspects,
probably
the
likelihood
most
of
them
are
not
in
poverty.

He
said
you
need
to
go
to
a
place
and
market
your
strategies
where
people
are
you
throw
a
festival
in
a
particular
neighborhood
or
you
have
a
recreational
event
in
a
particular
enable
you
don't
get
a
lot
of
people
there.
So
it's
a
strategy
on
how
you
get
that
information
to
people
and
we
think
that
we've
come
up
with
a
real
solution.

That's
where
the
community
meetings
come
in
because
free
too
frequently
those
individuals
most
affected
are
not
going
to
be
here
in
the
chambers.
They're
not
won't
necessarily
come
to
some
meeting
at
community
college
or
whatever,
and
that's
why
we
took
this
to
the
streets.
You
know
you
take
information
and
you
take
all
of
those
things
and
it's
strategy
to
the
people
and
let
the
people
determine
what's
best
for
them,
not
us
telling
them
what
they
should
have
and
that's
what
was
done
in
this
particular
case,
which
I
think
is
extremely
important.

So
I
do
think
I
think
there
are
good
odds
of
getting
something
done
from
being
honest,
I,
don't
necessarily
know
if
that's
$15
an
hour,
but
there
has
been
movement
to
find
kind
of
a
sweet
spot
where
both
Democrats
and
Republicans
can
agree.
The
one
thing
that
that
I
think
is
bigger
than
just
the
minimum
wage
statewide
is
the
preemption
legislation
in
it,
because
even
if
we
couldn't
get
$15
an
hour
past
statewide,
but
we
allow
municipalities
to
do
it
do
what
it
was
that
municipalities
would
want
to
do.

That
would
give
folks
like
Philadelphia,
Pittsburgh
and
others
the
opportunity
to
do
what
they
think
is
best
for
their
constituencies.
So
you
know
the
short
answer.
Is
there?
There
is
movement
on
something
with
regards
to
minimum
wage,
but
the
larger.
Quite
the
larger
answer,
in
my
view,
is
allowing
local
municipalities
to
have
their
own
wage
as
well.

Yes,
yeah
we've.
Actually
we
had
a
think
a
couple
of
people
had
to
actually
leave.
They
were
an
integral
part
of
this.
This
particular
conversation.
The
universities,
are
providing
particularly
support
around
the
educational
component,
because
the
bottom
line
is,
if
you
genuinely
are
going
to
be
in
a
position
to
move
out
of
poverty.
You
have
to
have
some
skill
set.
B
I
mean
that's
just
the
bottom
line,
yeah
whatever
it
is,
and
they
have
committed
and
they're
willing-
and
they
have
actually
done
it
and
in
some
instances
and
a
significant
number
of
instances,
but
they
aren't
fully
committed.
They're
gonna
be
an
integral
part
of
this.
In
addition
to
Community
Schools
that
you'll
see
rolled
out
as
a
part
of
the
mayor's
budget
process,
we're
going
to
be
expanding
community
schools
to
provide
adult
education,
hopefully
in
every
every
school,
in
the
city
of
Philadelphia.
H
So
I
got
dressed
that
question
and
also
circle
back
to
sandy
Shea's
comment,
just
as
it
relates
to
the
450
million
dollars
of
federal
state
and
local
benefits
that
are
not
accessed
by
current
philadelphians.
We
think
we
could
bring
an
entrepreneurial
approach
to
modernize
outreach
if
you
will,
through
social
media
apps
events
already
many
employers
across
this
city
educate
their
employees
as
to
the
benefits
are
available
with
our
eighty
or
so
colleagues,
at
the
Chamber
of
Commerce
for
Greater
Philadelphia.
H
But
so,
let's
stay
focused
on
what
the
broad
picture
is
about
it,
lifting
a
hundred
thousand
people
in
out
of
poverty,
our
goal
and
particularly
I,
think
this
is
why
this
is
an
important
partnership
between
free
enterprise
and
the
government.
Is
our
goals
not
to
have
folks
just
be
a
little
less
poor?
We
want
individuals
in
this
city
to
thrive.

We
want
them
to
prosper
and
if
a
way
to
do
that
through
modern
means
is
to
educate
in
the
aggregate,
the
total
number
of
benefits
are
not
slice
and
dice
by
one
particular
line
in
an
appropriations
budget
is
to
get
the
big
we
organized
and
educating
to
this
opportunity.
That's
the
first
step
second
step
and
it
didn't
get
a
lot
of
play
on
the
report.
Is
this
whole
notion
of
entrepreneurship?
H
Entrepreneurship
is
totally
colorblind.
Entrepreneurship
doesn't
not
know
a
particular
zip
code
or
neighborhood
or
circumstance,
and
the
ability
to
work
with
the
state
and
local
government
to
plant
the
seeds
of
entrepreneurship
and
neighborhoods
so
that
we
can
move
our
economy
forward
in
each
neighborhood
is
going
to
be
a
key
part
of
this
work,
not
easy
work,
but
a
key
part
of
it.
A
You
know
I
think
one
of
the
things
we've
learned
from
our
folks
that
been
affiliate
clarify
is
that
those
are
excellent
programs.
We
have
housing
counseling,
we
have
as
your
energy
coordinating
offices.
We
have
not.
We
want
to
bring
that
expertise
across
the
board.
The
campaign
shouldn't
be
during
tax
season.
This
is
an
everyday
campaign.
We
have
27
touch
points
in
the
city
of
Philadelphia
of
agencies
where
people
come
for
LIHEAP
tap,
that's
underutilized,
oopah,
all
of
those
things
and
what
we're
saying
is
across
the
board.

I
think
the
difference
between
what
we've
learned,
which
has
been
good
and
what
we
do
with
the
campaign
for
working
families
is
how
do
we
expand
that
right,
so
that
those
27
touch
points
become
places
of
expertise
where
the
software
index
and
the
expertise
are
available
to
move
all
of
those
folks
one-stop
shopping
for
folks?
All
of
the
government
programs
are
opt-in,
as
opposed
to
opting
out.
We
need
to
be
more
aggressive
in
government
and
making
sure
that
people
are
enrolled
in
the
programs
that
they're
eligible
right.

So
there's
some
of
some
of
those
bureaucratic
things
about
application.
If
someone
applies
for
oopah,
they
should
probably
be
applying
for
tap.
That's
not
happening
at
the
same
time,
so
I
think
there's
some
real
technical,
operational
things
that
the
folks
who
are
on
the
ground
has
said
to
us.
We
want
to
enroll
people.
This
is
how
you
help
us
get
there.
One
application
one
point
of
contact
in
every
neighborhood.

Well,
the
one
thing
this
from
our
estimation
is
that
you
don't
want
to
put
that
number
on
the
table
early
on
in
the
process.
Until
you
know
exactly
what
your
objective
is
to
the
level
of
specificity
that
then
you
test
a
dollar
to
it.
You
know
people
that's
too
frequently
people
throw
money
out
there
and
you
actually
sometimes
get
people
to
kind
of
walk
away
from
you
because
they're
not
in
a
position
to
provide
that
support.

We
think
do
we
have
a
sense
of
how
much
money
we
will
need
in
some
of
this
absolutely,
but
should
it
won't
be
a
part
of
a
process
like
the
budget
that
we
are
going
to
be
starting,
I,
guess
Thursday,
the
mayor
will
be
unveiling
his
FY
21
budget,
absolutely
so
I
guess
to
that
stay
tuned.
There
will
be
some
dollar
figures
attached,
but
the
most
significant
aspect
of
what
we're
talking
about,
there's
so
much
money.

it

a
big
idea
that
needs
everybody

board,

from
