this
point,
we
will
consider
adopting
a
ceremonial
resolution
in
support
of
the
ratification
by
the
Utah
State
Legislature
during
its
2020
general
session
of
the
Equal
Rights
Amendment
to
the
United
States
Constitution,
as
it
was
a
pro
as
it
was
proposed
by
Congress
on
March
22nd.
1972
I
would
like
to
read
this
resolution
out
loud
and
then
I
have
invited
there.
We've
invited
the
representatives
from
the
League
of
Women
Voters
to
accept
this
ceremonial
resolution
resolution
in
support
of
the
ratification
by
Utah
of
the
Equal
Rights
Amendment
to
the
United
States
Constitution.

Whereas
equality
under
the
law
is
a
fundamental
value
of
Americans
and
the
people
of
Salt
Lake
City
and
whereas
the
United
States
Constitution
does
not
explicitly
guarantee
equal
rights
and
equal
protection
for
the
sexes.
And
whereas
legislation
and
Court
decisions
have
increased
women's
access
to
education,
employment
and
public
service,
and
whereas
that
same
legislation
can
be
repealed
and
the
Supreme
Court
could
strike
legislation
or
retreat
from
its
own
precedent,
thereby
eliminating
or
abridging
legal
rights
currently
enjoyed
by
women,
girls
and
their
families.

whereas
the
Constitution
Article
SiC
or
article
4,
section
1,
adopted
in
1895.
States
quote
the
rights
of
citizens
of
the
state
of
Utah
to
vote
in
a
hold
office
shall
not
be
denied
or
abridged
on
account
of
sex.
Both
male
and
female
citizens
of
this
state
shall
enjoy
equality
of
all
civil,
political
and
religious
rights
and
privileges,
and
quote,
and
whereas
constitutional
equality
for
women
and
men
continues
to
be
timely
in
the
United
States
and
worldwide,
and
a
number
of
other
nations
have
achieved
constitutional
equality
for
their
women
and
men.

whereas
the

ra
was
passed
by
Congress
in
1972
and
has
been
ratified
by
37
states,
the
most
recent
being
Nevada
in
2017
and
Illinois
in
2018,
and
whereas
the
founders
of
our
nation,
including

favor
further
restrictions
to
article
5
of
the
Constitution
of
the
United
States,
which
outlines
the
process
of
amending
the
Constitution
and
whereas

restricting
time
limit
for
the
Equal
Rights.

the
revolving
clause
and
is
not
part
of
the
commit
of
the
amendment
proposed
by
Congress
and
already
ratified
by
35
states
and
whereas
having
passed
a
time
extension
for
the
Equal
Rights
Amendment
on
October
20th.
1978
Congress
has
demonstrated
that
a
time
limit
in
a
resolving
clause
or
in
a
resolving
Clause
can
be
disregarded.

it
is
not
a
part
of
the
proposed
amendment
and
whereas
the
Equal
Rights
Amendment
states
in
full
section,
1
equality
of
rights
under
the
law
shall
not
be
denied
or
abridged
by
the
United
States
or
by
any
State
on
account
of
sex
section
2,
the
Congress
shall
have
the
power
to
enforce
by
appropriate
legislation.
The
provisions
of
this
article
section
3.
This
amendment
shall
take
effect

years

the

supports
ratification

tenure

the
council
member,
who
represented
district
five
for
the
past
six
years.

more

unique
recognition,

it
is
the
end

one
chapter

soon
the
beginning
and
beginning
of
the
next.
At
the
other
end
of
the
third
floor
which,
to
my
recollection,
is
the
first
that
that
has
that
we
have
actually
had
an
elected
council
member
elected
to
the
office
of
mayor.
So
that
is
a
huge
deal
and
congratulations
on
that.

We're
able
to
look
together
ahead
and
look
back
during
your
time
on
the
City
Council
and
including
your
leadership
is
Council
Chair
in
2018
and
all
together.
You've
had
a
very,
very
positive
impact
for
all
of
the
residents
of
Salt
Lake
City,
but
especially
residents
of
district
six,
five,
sorry
I'm,
District,
six.
Sorry,
it's
good!
It's
gonna
take
a
while
for
me
to
get
used
to
that.

For
example,
you've
been
described
as
a
bridge
builder
as
the
council
took
major
steps
forward
on
items
such
as
an
unprecedented
investment
of
millions
of
dollars
towards
housing,
needs
and
effort.
You
helped
initiate
by
boldly
suggesting
that
we
use
Redevelopment
Agency
money
for
a
significant
investment
in
affordable
housing
and
I
will
say
to
that
that
that
was
not
a
metalic
on
your
part
to
get
us
all
there
and
I
think
every
one
of
us
now
fully
acknowledges
and
realizes
that
it
was.
It
was
the
right
move.

It
was
a
bold
move
and
it
was
something
that
that
never
would
have
happened
without
your
your
initiation.
So
thank
you
for
that
for
new
tax
dollars
for
increased
transit
service
street
improvements
in
public
safety,
but
perhaps
the
toughest
of
all.
You
represented
the
city's
interest
in
negotiations
with
the
state
to
forge
a
path,
a
path
for
economic
development
in
the
northwest
quadrant,
including
the
inland
port.
During
your
year
as
chair,
the
council
opened
new
doors
with
state
leaders.

There's
your
dedication
to
women
who
are
victims
of
sex
trafficking,
your
work
on
gender
pay,
equity,
updating,
the
rape
kit
process
and
menstruation
equity
initiatives,
you're
a
dynamic
force
in
being
sure
that
the
city
provided
a
Women's
Resource
Center
during
the
during
the
discussions
about
the
resource
centers
and
the
siting
of
those
resource
centers
you
never,
you
never
stopped
advocating
for
a
Women's,
Resource,
Center
and
and
and
I
really
do
believe
that
that
is.
You
were
one
of
the
main
reasons
that
we
do
have
that
today.

difficult
situations,
openness

all
sides

an
issue-
intelligence,
calmness,
transparency
and
connection
artistic
endeavors
often
take
time,
and
we
hope
that

completed,

be

an
array

feminist
activist

green

late
activist

Kelly,
said

movement
I
see

not
a
movement
of
direct.

is
not
only

movement

direct
democracy
of
self
and
co-determination,
but
a
movement
in
which
politics
means
the
power
to
love
and
the
power
to
feel
United
on
this
spaceship
earth
in
2013
as
a

33
year
old
woman,
a
mother
of
three
and
seven-year-olds,
a
non-profit
and
community
organizer
with
little
money.
But
a
lot
of
energy
and
love
for
this
city.

reflecting

community's
needs

integrity

you
knock

every
voters
door
at
least
twice
in
order
to
win
to

port
legislative

the
northwest
quadrant

this

the
Utah
Theater
vote
just
last
week
to
name
a
few
I
have
watched.
You
evolve
your
own
opinion
as
you
listen
to
public
comments,
negotiate
with
each
other
to
work
toward
progress
and
pull
in
experts.

never
tapped
before
when
we
needed
better
ideas
and
better
information
through
our
occasional
disagreements
and
disappointments.

know
that
each
of
you
have
always
acted
with
the
city's
best

your
guiding
compass,
you

good
public

we

of

your

municipal

providing

safe

reliable

backed
this

with
consistently

public
safety
and
infrastructure

priority

your
very
first
budget
cycle
on
the
council,
you
looked
for
new
ways
to
fund

city's
infrastructure
without
increasing
taxes
or
fees.

councils

your
district

improve
communication
and
awareness
of
the
city's
work,
you've
never
wavered
in
your
support
and
defense
of
the
city's
watershed,
the
airport

city

funding
of
critical
services
through
the
funding,
our
futures
initiative

last
but
not

staunch

Public
Safety,
particularly
for
additional

multiple
police
and
fire
personnel

the
council,
we
would
like
to

you
with
two
gifts.

As
council
chair,
you

been
able
to
loyally
support
us,
your
fellow
council
members
and
council
staff
willing
to
dig
into
the
details
of
a
topic
and
share
facts
with
public,
providing
a
greater
understanding
of
an
issue,
a
TransAm
pian
of
transparency,
which
has
given
those
on
opposite
sides
of
a
topic,
a
breath
of
fresh
air,
and
you
put
yourself
in
the
forefront
as
a
leader
being
willing
to
engage,
even
when
the
misunderstandings
and
uncertainties
we're
feeling
the
fire.
So
perhaps
this
gift
is
appropriate
to
clear
the
air
we
need
to
unveil
it.

I'm
sure
that
we
could
have
our
fire
department
discuss
that

greater

we're
not

on

in
appreciation
for
your
dedication

the
residents
of
district
6.
We
recognize
how
you
have
served.
You
are
amiable,
always
open
to

understand
the
importance
of
compromise.
You
created
an
environment
where
residents
were
validated
and
their
opinions
and
positions
respected.
You
have
been
responsive
to
your
constituency,
charlie.

You
have
always
listened
carefully
to
your
constituents.
Constituents
welcome
feedback
and
considered
every
comment
from
your
residents
in
making
your
policy
decisions.
You
have
a
genuine
interest
in
your
community
and
protecting
what
you
think
is
right
and
best
for
the
city.
We
saw
your
interest
in
protecting
the
city
and
the
community
and
your
willingness
to
fight
for
the
city
by
engaging
the
state
and
discussions
to
drastically
improve
the
initial
legislation
for
the
inland
port
and
leading
an
anti-bullying
public
education
initiative.

organize
community
partners
with
a
goal
of
making
bullying
on
it
on
any
basis
socially
unacceptable.
In
Salt
Lake
City.
This
campaign
became
the
basis
of
the
program
the
state
uses.
Now,
in
addition,
Yoel's,
you
also
took
the
lead
to
regulate
horse-drawn
carriages
after
jerry.
The
horse
died
on
Main
Street,
an
issue
that
received
national
attention,
and
that
was
honestly
where
I
had
my
first
taste
of
politics
was
with
Jerry
the
horse
and
I'll.

Never
forget
this
I
already
told
Aaron
this,
but
it
was
literally
one
of
my
first
meetings
and
Charley
was
pushing
you
you,
those
of
you
that
know
Charley.
He
is
extremely
persuasive
right,
so
he
was
hitting
me
up
because
I
know
I,
like
enjoying
these
horse-drawn
carriages
and
I,
sat
in
that
bench
right
there
with
Aaron
and
she's
like
James.
We
need
to
discuss
this.
She
gave
me
talk
to
me
about
policy
and
I.
Look
over
and
I'm
like
Aaron.
You
would
make
a
great
mayor
here.
We
are
but
Charlie.

That
was
the
first
interaction
that
I
really
had
with
politics,
so
that
was
over
a
horse,
believe
it
or
not.
You
care
for
the
community
safety
by
making
orange
cross
flags
available
to
enhance
pedestrian
safety
in
the
neighborhoods
you
represent
and
oftentimes
you
were
the
one
walking
around
stocking
orange
flags
at
various
crossings.
With
all
that
being
said,
we
know
you
are
an
avid
fly
fisherman.
We
understand
the
Green
River
is
a
special
place
where
you
gather
your
thoughts,
rejuvenate
and
relax
with
your
children.

When
you
are
out
on
the
Green
River
to
achieve
the
perfect
combination
of
fly,
section,
selection,
placement
and
drift,
we
hope
our
gift
brings.
You
exhilarating
moments
that
you
can
feel
proud
of.
We
present
to
you
a
custom-made
fly
box
of
the
Green
River
from
snake
river
nets
and
fishing
flies
made
by
two
avid
fly
fisherman,
who
also
love
the
green.

These
flies
help
you
catch
and
release
those
rainbows,
Browns
and
cutthroats
that
you
have
always
dreamed
of
I
hear
about
Charley's
fishing
expeditions,
but
I've
never
seen
an
actual
picture
of
the
fish.

Additionally,
because
of
your
love
for
Salt
Lake
City
in
the
city
and
county
building,
where
you
have
played
a
significant
role
in
city
business
for
the
last
eight
years,
we
are
also
pleased
to
present
to
you
a
desk
pen
holder,
made
from
a
Red
Butte
sand,
stone
remnant
extracted
from
the
city
and
county
building.
During
its
most
recent
renovation,
this
stone
was
originally
quarried
in
district
6,
an
area
you
faithfully
represented
since
2012
and
included
our
two
fly-fishing
pens
Charlie.

The
next
meeting
we'd
be
on
to
something
else
and
would,
and
that
would
surpass
it.
That
was
there
was
eight
years
of
that,
where
every
single
decision
that
we
made
as
a
council
has
is
now
is
now
a
part
of
me.
So,
instead
of
talking
about
some
of
those
things,
what
I
want
to
do
is
is
really
thank
all
of
you
for
the
opportunity
to
serve
Cindy.

I've
told
you
this
before
I
have
never
met
anybody
with
the
ability
to
put
a
staff
together
that
is
as
unified
and
complete
as
this
staff.
Regardless
of
what
I
do
you
know
moving
forward,
you
know
whatever.
Whatever
my
next
phases
are
in
life,
if
I
could
replicate
this
staff,
if
I
could,
if
I
could
take
your
skills
and
in
putting
staff
together,
it
would
I'd
never
be
able
to
do
it.

single
person
on
this
staff,
his
has
had
a
meaningful
influence
on
me,
every
single
one
of
them,
and
that
is
that
is
rare,
whether
it's
you
know
receptionist
amber
yet
I've
had
three
council
staff,
liaisons
amber
Sam
and
viele
have
all
been
phenomenal
and
just
watching
watching
them
grow
and
watching
their
ability
to
communicate.
To
help
me
deal
with
with
some
of
the
the
information
and
feedback
that
I
was
getting
from
from
district
six
residents.

is
phenomenal
and
the
experience
that
the
the
the
greatest
thing
about
the
eight
years
in
serving
really
has
been
has
been
the
staff
and
making
sure
that
all
of
our
eyes
were
dotted
and
our
t's
were
crossed
and
that
we
were
able
to
think
big
that
we
were
able
to
to
to
run
with
our
ideas
and
vision,
and
you
helped
us
make
it
happen.

could
not
have
happened
without
you
and
so
I
want

of
the
city,
the
best
interest
of
the
district
and
while
I
wasn't
ready
for
this
day,
I
accept

am
comfortable
with

steps
and
phases,

one
thing
that
I
can
promise
all
of
you
I'm
not
going

meetings

award

right
now
for
the
Salt
Lake
Police
explorers
program
that
he's
involved
with,
and
you
know
his
his

know-
commitment
as
a
fourteen
year
old,
so
he's
commitment
as
a
19
year
old
to
serving
their
community
and
looking
at
how
they're
going
to
serve
is
probably
the
greatest
hallmark
and
the
greatest
success
that
I
will
take
during
my
eight
years
of
service
that
I've
imparted
on
them
the
importance
to
serve
their
community.
So
all
of
you,
thank

very

everyone

on
the
council

next
chapter
of
that

excited
to
be

for

think
change
is
one
of
the
things

either

accept

fail

circles,
there's

concept
that
it's
hard
to
have
love
without
hate
and
vice
versa.

amazing
if
you
can
take

understand
both
those
together
and
then
utilize
them
towards
a
greater
good

energy

comes
from
that
can
be
very
positive
in
political
circles
and
I
think
you've
demonstrated
that
together

this
council,

I
appreciate
that
lesson
and
the
leadership
and
I
hope
that
we
will
be
able
to
take
that
forward
with

comes

way
in
the
next
several
years,

all
the
things
that
I'm
most
proud
of
on
my
City
Council
work
have
been
in
collaboration
with
you

so
zooming
out.

know,
councils

change

this
body
chant
will
continue

change,

coolest

it
goes
on
and
the
relationships
will
evolve

always

able

We

want

take
the
time
to
acknowledge
some
of
the
achievements
that
the
mayor's
had
as
she
moves
on
to
future
endeavors.

have
been
a
number
of
accomplishments
in
the
administration,
but
to
highlight
a
few
tonight
we
mentioned
the
advocacy
and
for
sustainability
in
the
environment,
your
commitment
to
advancing
diversity
and
inclusion
in
our
city
and
the
United
Nations
civil
society
conference.
You
brought
to
our
doorstep
this
past
summer.
They
are
all
top-line
examples
that
we
are
sure
you
and
your
staff
are
proud
of
and
from
from
your
four
years
at
City
Hall.

We
also
know
that
you're
proud
of
the
diverse
staff
that
you've
assembled
to
tackle
such
difficult
items
as
clean
air
and
renewable
energy
goals,
while
working
with
the
rest
of
the
county.
The
country
is
a
model
for
these
environmental
issues
to
highlight
a
few
more.
You
and
your
team
have
worked
heart
and
soul
on
issues
relating
to
homelessness,
your
efforts
to
promote
women
into
leadership
roles
and
then
master
transit
plan
implementation
law
enforcement
is
another
source
of
pride.

having
worked
with
the
chief
on
de-escalation
and
beat
patrols,
is
something
that
you
should
be
thanked
for
the
fun
topics

there
have
been
some
the
all-star
NBA
game
and
the

works

Olympic

two
things
that
will
allow
Salt,
Lake
City
to
showcase
ourselves
to
the
nation
and
the
world.

above
all,
we've
seen
your
work
to
serve
the
community,
provide
equal
opportunity

empower

working

number

been
traveling
around

country
investigating
homelessness,
taking
a
look
at
the
best
practices
and
the
worst
practices.
What
are
the
gaps
and
services?
What
can
we
do
better?
My
background
is
in
neuroscience:
I'm,
particularly
interested
in
incentive
structures
of
systems.

remember
walking
into
and
spending
the
night
in
a
homeless
shelter
in
Detroit,
where
I
was
required
to
sit
in
a
chair
all
night
long
with
everyone
else
who
was
there
and
it
was
absolutely
frigid
and
freezing
outside.
This
was
the
alternative
to
death.
For
most
of
these
individuals
and
I
remember
from
a
neuroscience
perspective
thinking.

is
the
most
demeaning
the
most
debilitating,
the
most
impactful
thing
that
I
think
this
community
could
be
doing
when
it
comes
to
sleep
deprivation
when
it
comes
to
the
way
in
which
people
are
impacted
in
their
ability
to
be
motivated
to
feel
loved
concerned
to
have
concerns
shared
for
them.
Just
the
perception
that
people
must
have,
as
I
talked
with
them
and
asked
them
a
lot
of
them
said
yeah
we're
being
punished.
This
is
the
city's
Way
of
punishing
us.

way
they
show
us
how
they
care
about
us
or
they
don't
care
about
us
and
I've,
been
really
saddened
and
frustrated
and
really
shocked
that
that
type
of
a
shelter
has
now
come
to
Salt
Lake
City
that
people

expected

chair
all
night
long.

night.

think
that
we
can
do
better.

would
hope
that,
as
you
move

is
