A
We'll
be
muted,
if
you
have
more
to
share,
please
send
additional
comments
via
email
to

call
up
24-hour

which
is

three,

so
we
will
now
move
on
to
item
a3
of
our
agenda
at
s.
Wait.
Let
me
make
sure
that
the
mayor
is
here.
Mayor,
Mendenhall,
you
here
I.
A
On
oh
okay,
um-hmm,
then,
let's
well
I
don't
want
to
go
into
the
public
comment
portion.
So
sorry,
I
was.
B
A
B
B
Okay,
we
can
hear
your
audio
so
we'll
go
ahead
when
the
public
comment
session
opens,
will
call
upon
you
and
have
you
state
your
topic,
then
I
also
have
just
a
calling
user
I
want
to
make
sure
that
this
is
not
a
member
of
the
administration.
I
need
to
bring
in
I.
Could
the
this
is
that?
Well,
so
this
is
a
learning
adventure,
so
we
have
someone
who
just
called
in
on
their
phone
and
I:
don't
have
a
last
name.
B

A
B
Yes,
we
are
prepared,
we
have
just
been
listing
people
in
order
of
their
arrival,
so
I
can
go
ahead
and
just
mention
two
names
right
now.
The
first
one
will
have
two
minutes.
If
you
prior
to
anyone
making
public
comment,
if
you
will
please
state
your
name
clearly
and
then
the
topic
that
you're
speaking
on
I'll
begin
your
two
minutes
after
you
state
your
topic,
the
two
minutes.
Once
that
expires,
we'll
go
ahead
and
mute.
Your
microphone
and
additional
comments
can
be
emailed
in
so
our
first
arrival
was
Shannon.
F
My
name
is
yes,
my
name
is
Shannon
Cox
I'm,
the
executive
director
and
founder
of
journey
of
hope,
I
retired
from
law
enforcement
after
20
years
of
service,
I
worked
for
the
Department
of
Corrections
setting
up
and
the
end
as
a
captain
level.
Setting
up
programs
for
women
coming
out
of
prisons
and
jails.
I
did
as
much
of
that
work
as
I
could
inside
of
government
and
then
I
started
journey
of
hope.
F
A
nonprofit
we've
helped
over
2,000
women
in
five
and
a
half
years
we
have
17
percent
recidivism
out
of
our
prison
mentoring
program
and
women
are
safe
and
they
have
opportunities.
They
don't
go
back
to
prison.
We've
saved
millions
of
dollars
to
the
state,
and
this
is
our
second
try
at
CDBG
funding
for
case
management
to
expand
services
to
girls
that
are
aging
out
of
the
juvenile
justice
system.
Girls
that
have
been
sexually
exploited
and
trafficked.
Those
girls
are
ending
up
at
the
homeless,
shelter.
F
They
don't
have
safe
families
to
return
to
they're,
not
considered
foster
care,
kids
anymore,
because
they
are
in
the
jjs
system,
and
there
is
a
now
an
MoU
with
the
VOA
youth
shelter,
where
there
are
boys
that
traffic
girls
gang
members
that
are
actively
recruiting
girls
for
the
games.
We
have
one
young
lady,
that
was
drugged
and
woke
up
in
Las
Vegas,
with
a
room
full
of
girls
from
Salt
Lake
City
that
were
being
sexually
exploited.
F
So
we
we
are
one
of
the
very
few
nonprofits
standing
in
the
gap
for
women
walking
out
of
jails,
prison
off
the
street
girls
that
are
aging
out
to
prevent
them
from
ending
up
in
spaces
where
they're
going
to
be
harmed
further.
So
we
were
not
chosen
for
Salt
Lake
City
CB
CDBG.
We
were
not
chosen
for
Salt
Lake,
County
CDBG.
We
know
where
the
little
guys
we
know
we're
new
we're.
B
Thank
You
Shannon,
your
two
minutes
are
up
I
apologize,
I
didn't
announce
the
next
person,
so
next
would
be
Jared
Johnson
and
all
of
a
sudden,
I
can't
see
you.
You
have
left
okay,
so
I
have
Vikram
and
following
Vikram,
I
have
Christian
so
Vikram.
Once
again,
if
you'll
state
your
name
and
the
topic
of
your
comment
and
then
your
two
minutes
will
be.
B
D
Comment
can
hear
me:
okay,
my
name
is
Christian
McMullen
I'm,
the
owner
of
the
land
on
700
West,
so
they're
gonna
be
proposing
the
rezone
just
wanted
to
clarify
in
our
Community
Council
and
Planning
Commission,
pretty
much
everybody
was
for
it.
It
was
pretty
positive.
I
had
a
few
comments.
I
just
wanted
to
address
before
got
into
it,
so
the
current
song
is
SR
1,
which
is
allows
28
feet
tall.
Some
people
were
concerned
about
the
height
of
the
buildings.
D
And
then
the
other
was
parking
situation
in
the
RMF
35
zoning
each
home
requires
two
parking
spots
which
we
have
provided
in
the
plan,
so
there
won't
and
then
700
West
is
a
very
wide
street
and
so
there's
gonna
be
I.
Don't
believe
there
would
be
a
lot
of
on
site
on
street
parking
and
if
there
was
I,
don't
think
it
would
cause
a
big
nuisance
to
the
community
in
the
neighborhood
and.
A
Cindy
blue.
We
we
have
the
mayor
now
great.
So
if
you
can
unmute
her
sorry,
Kim
she'll
just
give
us
a
minute
and
we
will
get
to
you
but
we're
gonna
go
backwards
to
agenda
item
a3
mayor
will
present
recommendations
to
the
council
regarding
proposed
Community,
Development,
Block,
Grant
or
CDBG
funding,
emergency
shelter,
grant,
ESG
funding,
home
Investment,
Partners
Program,
or
a
calm
funding
and
housing
opportunities
for
persons
with
AIDS
or
HOPWA
funding
budgets.
I'll
now
turn
the
time
over
to
mayor
Mendenhall,
Thank.
D
A
D
Cdbg
and
all
of
the
funds
associated
with
it
are
always
both
an
exciting
and
a
heartbreaking
time.
I
know
from
being
a
council
member
to
look
at
all
of
these
completely
valid
and
legitimate
needs
in
our
community
and
then
have
to
decide
who
gets
some
support
because
there's
never
enough
money.
All
the
funding
requests
that
we
have
so
I
submit
to
you.
D
What
are
my
recommendations
and
there's
some
change
from
the
CDC
IP
board
recommendations
and
I'm
happy
to
talk
through
those
if,
if
they
come
up
individually,
but
I
want
to
also
thank
the
community
members
who
put
their
time
in
in
reviewing
every
single
application
in
depth
farther
than
you
or
I
as
the
councillor,
the
mayor
have
the
time
and
the
bandwidth
to
do
and
they've
made
some
really
good
recommendations.
So
that's
that's
all
for
the
introduction
but
I'm
happy
to
dig
in
on
any
of
the
recommendations.
If
you
so
desire
as
you
go
through,
it.
A
Thank
You
mayor,
if
you're
I,
assume
you're
gonna
stay
on
the
line
for
the
public
comments
and
because
okay
and
then
I
will
go
to
questions
specific
questions
that
council
members
have,
after
we've
heard
that
public
comments,
I
think
that'll,
probably
the
best
way
to
handle
all
of
it.
So,
okay,
so
Cindy
Lou
back
to
you
I
think
we
were
about
to
hear
from
Kim
from
the
in
between
yes.
B
B
A
Hold
on
I'm
sorry
I
have
this
this
script
that
I'm
supposed
to
read
first
about
what
the
all
of
the
items
are,
that
we're
gonna
be
hearing
so
I'm.
Sorry,
I'll,
read
that
and
then
we'll
go
to
Vikram,
sorry,
Vikram,
okay
and
so
tonight's
public
hearings
include
item
b1,
a
proposed
ordinance
that
would
amend
the
zoning
map
pertaining
to
three
parcels
of
property
located
at
347,
353
and
359
north
700
west
to
rezone
the
parcels
from
sr
one
special
development
pattern:
residential
to
RMF.
A
To
start
the
family,
Learning
Center
at
the
Utah
State
Fair
Park
item
b6
is
regarding
a
grant
application
requiring
679
202
to
fund
3
years
of
operating
expenses.
To
start
the
youth
city,
Fairmont
Fair
Park
program
and
the
last
remaining
public
comment
hearing
is
item
b7
when
your
action
plan
for
Community
Development,
Block,
Grant
and
other
federal
grants
for
fiscal
year,
2020
2021.
A
That
includes
the
proposed
projects
and
activities
be
undertaken
with
the
2020
to
2040
line
federal
funds
under
the
following
Department
of
Housing
and
Urban
Development,
HUD
programs,
a
Community
Development,
Block,
Grant
or
CDBG
emergency
solutions,
grant
or
ESG
home
investment,
partnership
program
or
home
housing
opportunities
for
persons
with
AIDS
or
hablok
before
beginning
to
take
public
comment,
I
want
to
explain.
Oh
I
think
she
knew
Lou.
A
Trish
Minh
has
already
explained
she's
going
to
identify
collars
tiger
time,
she'll
state
the
name
of
the
first
comment
or
followed
by
the
one
that
will
follow
so
that
they
can
be
prepared
and
thank
you
again
for
everybody
who's
here
for
the
comments
and
thank
you
for
your
patience.
So
we
now
will
turn
the
time
over
family
and
to
Vikram.
Thank
you
again.
Thank
you
again
for
your
patience.
G
So
my
name
is
Vikram
Ravi
I've
had
it
a
little
bit
about
my
background.
I've
worked
with
the
International
Rescue
Committee
in
Salt
Lake
on
their
digital
equity
program
and
I'm.
Currently,
a
grad
student
studying
education
living
in
Salt
Lake
right
now
and
I'll,
be
speaking
about
budget
amendment
number
four
item:
a21
about
the
equity
research
and
planning.
G
So,
to
begin
I,
just
the
question
I
wanted
to
ask
is
if
shelter-in-place
or
social
distancing
is
to
go
on
much
longer.
How
are
we,
as
a
city
gonna,
actually
communicate
to
people
without
internet?
The
issue
of
the
digital
divide
has
disproportionately
affected
immigrants,
refugees,
seniors
and
other
low-income
communities,
particularly
those
on
the
west
side.
G
So
right
now
we're
rigorously
following
these
public
health
guidelines,
and
we
know
that
it's
going
to
save
lives,
but
right
now,
lack
of
communication
and
misinformation
has
some
life-threatening
consequences,
as
people
aren't
following
order
from
orders
from
public
health
and
government
officials.
Those
who
are
unconnected
are
right
now,
at
most
at
risk
being
unable
to
communicate
where
most
were
unable
to
communicate
to
these
most
vulnerable
people,
and
it
can
result
in
deaths
and
danger
to
the
entire
community.
G
So
I'm,
advocating
first
of
all
that
the
equity
research
request
does
not
take
away
funds
from
the
equity
development,
employee
and
I'm.
Also
advocating
and
hoping
the
mayor
and
council
won't
take
away
their
proved
funding
for
the
position,
but
refocus
it
on
digital
equity.
What
it
was
originally
attended
for
this
role,
I
think
with
a
lot
of
what
urgent
needs
we
have,
including
census,
marketing
the
census.
An
entire
is
online
emergency
communications
and
constituent
outreach.
We
have
to
be
thinking
about.
How
are
we
going
to
reach
out
to
these
people
who
don't
have
internet?
B
C
Sure
hi
I'm
Kim
Correa,
the
executive
director
of
the
in-between
I,
appreciate
everyone's
diligence
and
attention
to
detail
and
evaluating
the
application.
I
know
you
had
to
make
some
very
difficult
decisions.
I
am
asking
you
to
please
reconsider.
The
funding
for
the
in
between
we've
had
a
strong
partnership
with
Salt
Lake
City
since
the
start
of
our
program
through
the
transition
to
our
new
home
and
before
the
in
between
a
lot
of
people
were
dying
on
the
street
without
access
to
hospice
care,
which
is
a
service
that
cannot
be
delivered
in
shelters,
motels
or
campsites.
C
We're
a
critical
part
of
the
system.
Now,
because
the
new
homeless,
Resource
Center's
are
already
at
bed
capacity
and
they
don't
have
the
licensing,
the
staffing,
the
transportation,
the
24/7
caregiver
support
the
specialized
nutrition,
the
medication
management
and
other
specialized
services
that
are
necessary
to
care
for
people
who
are
terminally
ill
or
have
acute
medical
needs.
B
D
D
This
I
believe
that
this
project
supports
Responsible
density
in
the
city
as
well
as
home
ownership
in
the
area
I'm
a
resident
of
the
Fair
Park
neighborhood
I
live
a
couple
blocks
away
from
this
development
and
I
just
wanted
to
be
here
to
show
my
support
for
that
and
also
collect
information
and
further.
My
understanding
thanks.
B
You
for
your
comment:
it
looks
like
I,
don't
have
to
Joe
Dave.
It
looks
like
she's
left.
The
call
Martha
Drake
is
next
and
following
that
I
have
a
call
in
user
without
a
name.
So
it's
the
next
person
who
called
on
the
phone
that
has
not
yet
spoken,
Martha
I
will
go
ahead
and
unmute.
If
you
can
have
your
two
minutes
beginning
after
your
name
and
topic,
please
go
ahead.
B
B
B
A
Can
we
if
there
was
at
Martha
and
user
number
four?
Yes,
if
you
guys
will
just
wait
we'll
just
we'll
keep
going
through
the
list
and
if
you
can
hear
me
and
we'll
we'll
call
you
again
and
once
we've
gone
through
everybody,
so.
A
B
Go
ahead
and
unmute
both
of
you
if,
when
you
I,
do
have
another
commenter
that
just
arrived,
but
so
:
user
for
I,
don't
have
any
audio
from
you.
Linda
more
will
go
ahead
and
give
you
two
minutes.
If
you
I'll
go
ahead
and
unmute
your
microphone.
If
you
could
state
your
name
and
the
topic
of
your
comment
and
then
then
your
two
minutes
will
begin.
I
will
stop
the
microphone
at
two
minutes.
Thank
you!
A
A
B
B
B
Don't
have
any
audio
there.
I
just
have
another
entry.
I
will
just
keep
some
of
these
individuals
unmuted
just
for
reference
for
those
of
you
who
are
attending
through
this
WebEx.
If
you
go
to
your
meeting
event
screen
up
to
the
top
button,
you'll
see
a
communicate
tab
if
you
select,
communicate
and
choose
your
audio
connection
that
will
allow
WebEx
to
come
in
and
use
your
speakers
and
your
microphone
in
your
system,
so
I've
unmuted,
Linda,
more
wiseman,
Martha,
Drake
Reeves
and
our
callin
user
for.
B
E
B
Getting
no
audio
from
them,
but
I
do
have
a
Natalie
Elle
Thierry
who
has
arrived?
Would
you
like
to
Natalie
will
give
your
audio
a
try
if
you
could
state
your
name
and
the
topic
of
your
comment
and
then
your
two
minutes
will
begin
and
then
we'll
come
back
to
troubleshoot
others
if
you'd,
like
council
chair,
thank.
B
C
Sir
hi,
this
is
Natalie
aetherium,
the
executive
director
of
the
International
Rescue
Committee
I,
was
just
calling
to
actually
listen
in
at
Martha.
Drake
Reeves
also
gave
a
comment
already
on
behalf
of
our
organization,
but
we
just
wanted
to
express
our
appreciation
for
the
consideration
of
applications
for
Digital
Inclusion
proposal
and
to
kind
of
hear
updates
on
the
hearing
and
where
we're
at
from
other
other
other
folks
within
the
community.
Thank
you.
B
Thank
You
Natalie
I
did
get
information
that
there
was
some
sound
that
came
through
in
Martha
was
on
as
well
Gwen
and
unmute.
You
Martha.
If
you
want
to
test
with
your
name,
just
speak
for
us.
B
A
Okay,
I
think
we
and
probably
will
need
to
move
on.
A
I
do
appreciate,
and
those
of
you
who
are
and
I
think
the
three
of
you
that
are
trying
to
call
in
but
aren't
able
to
and
I'll
just
remind
you
bit
and
if
you
want
to
call
and
leave
your
comments
on
our
24
hours,
City,
Council
and
voicemail
line.
The
number
is
eight
zero
one,
five,
three,
five,
seven
six,
five
four
and
you
can
also
send
your
comments
to
council
comments
at
SLC,
gov,
calm
and
and
there
we
will
have
another
hearing
on
this
on
CDBG,
and
so
hopefully
we
can
get.
B
B
B
C
Think
you
wanted
to
echo
our
executive
director
and
take
this
opportunity
to
thank
the
mayor
and
the
City
Council
the
resident
advisory
boards
and
the
housing
and
neighborhood
development
staff
for
continued
consideration
of
our
CDBG
application,
which
was
requesting
$70,000
for
funding
and
are
deepening
digital
skills
and
access
to
technology
for
Refugees.
I
would
also
like
to
extend
sincere
appreciation
for
past
investments,
supporting
much-needed
IRC
programming
and
resources
for
refugees
in
Salt,
Lake
City
I'd
like
to
highlight
the
connection
between
Digital
Inclusion
education
for
Refugees
and
housing
stability.
C
This
project
is
complemented
by
intense
cross
programmatic
efforts
from
IRC
and
diverse
funding
to
stabilize
client
housing
in
the
face
of
the
current
salt
lake
city,
portable
housing
clients
at
crisis.
Excuse
me,
our
Digital
Inclusion
programming
is
an
integral
factor
and
clients
accessing
employment
opportunities
upon
arrival
in
the
u.s.
digital
limitations
to
employment
in
turn
affect
our
clients
overall
financial
self-sufficiency
and
their
housing.
Stability.
I'd
like
to
thank
the
council
for
the
opportunity
to
highlight
the
important
connection
between
the
people,
access
to
technology
skills
and
our
clients,
well-being,
didn't.

D
My
comment
by
saying
that,
although
I
consider
myself,
a
patriot,
I'm,
really
just
pleased
with
what
President
Trump
has
been
doing
and
he's
a
little
bit
off
his
rocker,
but
at
the
same
time
I
have
to
give
credit
where
credit
is
due
and
when
he
called
it
the
China
virus
he
was
spot
on
and
what
I
don't
understand
is
why
we
can't
call
it
the
China
virus
as
well.
You
know
mr.
mano
and
Miss
Baldy
Morris
mr.
man.
Oh
he
from
Japan
and
misspelled
a
moral.
D
She
is
Colombian
and
if
I
were
to
call
them
Japanese
or
Colombian,
you
know
they
wouldn't
be
getting
upset
with
me,
because
that's
where
they're
from
and
so
I
just
wished
that
you
know
in
these
strange
times.
We
would
call
things
I
call
a
spade
a
spade,
and
you
know
it's
just
really
strange
that
some
guy
in
Wuhan
China
ate
a
bad
or
kissed
a
cat
or
some
sort,
and
now
I
can't
go
to
the
Westerner
bar
and
for
karaoke
night
and
in
anyway.

amend
the

pertaining
to

parcels
of
property
located
at

and

north

to

from

Rogers
in
a
second
from
council
member
Johnson,
I.
Think
another
yeah
word
because
I
have
a
yes
just
whichever
one
of
you
made
a
motion
and
then
the
other
one.
Second,
is
there
any
discussion
to
this
item?
Seeing
none,
then
I'll
go
ahead
and
call
for
a
vote.
Councilmember
Rogers.
Yes,.
D
D
A
Fowler,
yes
and
I
am
a
yes
as
well,
so
that
passes
unanimously.
We'll
move
on
to
a
budget
item
b5
grant
application
for
the
Family
Learning
Center,
Utah,
State,
Park
and
item
b6
grant
application
to
start
the
youth
city
fair
park
program
with
which
will
be
combined
into
one
motion.
I'll
look
for
a
motion
on
that.
