grants

support

fund
some
city
programs.
Each
grant
application
is
reviewed
and
then
receives
a
public
hearing
which
gives
the
public
an
opportunity

comment
on
them
tonight.
There
are
eight
grants,
as
you
mentioned.
First
is
the
nine
line,
railroad
crossing
transportation
investment
fund,
grant,
which
would
be
used
to
fund
the
construction
of
a
bridge
or
tunnel
for
the
nine
line
trail
at
approximately
650
west
for
the
safety
of
pedestrians
and
cyclists.

Second,
is
the
red
butte
creek
trail
investment
fund
grant,
which
would
be
used
to
fund
the
construction
of
a
one
mile
paved
trail
along
the
red
view,
creek
corridor?
The
trail
will
cross
near
the
creek
by
way
of
a
new
underpass
under
foothill
drive
and
connect
to
the
university
of
utah
family
student
housing
and
the
veterans
affairs
campus.

2022

services
equipment

on
agenda
items

g5,
but
before
I
do
I'd
like
to
give
a
heartfelt
thank
you
to
salt
lake
police
department
and
the
work
they
do
for
salt
lake
city
and
their
recent
work
in
our
fair
park.
Neighborhood,
our
community
is
glad
to
see
you
regarding
g1,
improving
pedestrian
and
bicycle
crossings
in
our
neighborhood
is
a
welcome
item.
I
We
fully
support
this
regarding
g3,
looking
at
other
ways
to
support
our
community
and
the
police
department
is
also
supported,
in
particular,
extended
hours
on
weekends
and
evenings.
We
have
benefited
recently
from
the
downtown
ambassadors
and
understand
the
value
of
the
presence
of
non-police
authority
considering
and
on
g5.
We
consider
the
jordan
river
to
be
an
underutilized
asset
of
our
community
and
believe
adding
recreational
opportunities
there
to
be
of
value
to
our
residents.

I've
been
working
in
the
e-scooter
industry
since
2018
after
the
black
car
limousine
company.
I
worked
for
as
an
operations
manager
and
got
displaced
by
uber
and
lyft.
I
started
my
business
as
a
fleet
manager
almost
a
year
ago.

One
of
the
biggest
things
that
will
be
missed
if
bird
leaves
is
the
community
involvement.
I
talk
to
people
in
the
community
all
the
time
to
ask
about
their
experience
and
see
what
we
can
be
doing
better.
We
partner
with
restaurants
and
other
local
companies
to
make
sure
they
have
vehicles
available
outside
it
helps
drives
business.

on
the
ninth
south
crossing
the
city
did
work
decades
ago
on
this,
and
I
hope
you
don't
spend
money
on
consultants,
because
you
already
have
the
information
you
have
to
go
over
the
north
side
if
you're
going
to
use
a
bridge-
and
I
do
support
most
of
the
grant
applications,
including
this
one,
because
we've
been
trying
to
get
a
bridge
across
a
bicycle-
pedestrian
wheelchair
bridge
for
years
on
the
north
side
of
900
south,
you
need
to
be
on
the
north
side
to
meet
the
23.5
feet,
spacing
required
above
the
rail
cars.

The
city
did
decades
ago
on
the
bridge
on
the
red
butte
creek
trail
be
nicer
to
have
a
bicycle
trail
up
immigration,
canyon,
which
would
get
more
utilization
and
if
red
butte
creek
is
really
that
important.
Why
is
salt
lake
city
cutting
trees
and
poisoning
birds?
I
mean
it's
nesting
season,
they're
young
birds
out.
Why
are
they
poisoning
them?
It's
not
very
environmental
to
poison
young
birds
like
they're
doing
now.
So
please
think
about
what
you're
doing
with
miller
park.

The
bird
refuge
is
not
a
place
to
poison
birds
and
salt
lake
city
should
stop
cutting
trees
in
red
view,
creek
in
miller
park
and
stop
poisoning
the
birds
and
please
work
on
the
ninth
south
bridge.
It
should
take
less
than
10
years
come
on.

it
can
be
done
in
a
couple
of
years.
So
please
hurry
up
on
the
ninth
south
bridge.
It
divides
the
east
and
west
and
it
shouldn't
it's
important
for
the
nylon
trail.

comments

the
importance
of
protecting
protecting
migratory
bird
areas.
I
think
that's
super
important
and
vital,
so
I
just
reiterate
all
those
things
he
said
right

giving
more
money
to
consultants,
but
just
investing
it
in
the
community
to
create
these
things
that
you're
proposing.

always
have
studies
that
are
done,
and
it
takes
up
a
huge
chunk
of
money
when
there's
already
studies
out
there

we've
done
or
that
similar
spaces
have
done
that
we
could
utilize.
So
I
would
reiterate
those.
I
would
also
like
to
express
my
lack
of
support
for
the
hundred
thousand
dollars
that
will
be
going
to
the
police.
I
think
it's
an
additional
a
hundred
thousand
dollars
on
top
of
an
already
five
percent
increase
for
the
year.
I
think
putting
mental
health
professionals
in
that
position
is
also
really
hard.

As
someone
who
is
a
mental
health,
professional
and
works
within
the
criminal
justice
system,
it
really
tears
on
your
ethics,
and
I
can't
imagine
going
out
there
with
a
cop
with
ballistic
vests.
That's
militarizing
mental
health
professionals,
which
I
really
don't
think
is
a
good
investment.
We
should
turn
to
the
civilian
response
model
that
was
recommended
that
your
consultants
recommended
to
you.
That
does
not
include
a
co-responder
model
where
police
go
out
there
that
inherently
escalates
a
situation.

People
are
fearful
of
the
police,
and
that
cannot
change
unless
we
drastically
change
where
we
are
investing
money,
so
we
should
go
to
a
civilian
response
model,
not
the
co-responder
model.
You
guys
just
talked
about
it
last
week
wanting
to
turn
away
from
the
co-responder
model
to
have
police
going
out
there
less
and
just
mental
health
professionals.
I
think
that's
what
we
should
do
right
now.
We
shouldn't
be
investing
more
money
in
the
police.

budget
furthers
the
council's
goals
on,
especially
as
it
relates
to
equity
in
public
safety
and
diversifying
the
city's
public
safety
response
and
continues.
Some
of
the
items
that
were
presented
in
the
mayor's
recommended.

The
budget
that
is
before
the
council
right
now
doubles.
The
city's
social
worker
program
enhances
dispatch
resources
as
an
additional
medical
response
team
in
the
fire
department,
focusing
on
the
ballpark
and
poplar
grove
areas
and
sets
aside
two
million
dollars
as
a
down
payment
for
future
conversations
with
the
administration
and
the
rep
commission
towards
implementing
a
diversified
response
model
for
city
for
public
safety
needs.

The
budget
also
restores
funding
in
the
police
department
so
that
the
department
can
address
those
issues
with
vacancies
and
response
times.
The
budget
also
furthers
the
council's
goals
towards
affordable
housing
and
includes
11
million
dollars
between
the
city
and
rda
for
both
development
of
affordable
housing
and
programs
assisting
with
affordable
housing.

It
also
approves
hiring
60
new
city
employees,
some
of
which
are
funded
by
federal,
grant
dollars
to
bolster
city
services
in
a
variety
of
departments
and
includes
the
creation
of
a
new
department
of
public
lands
to
oversee
the
city's
public
plans.
It
also
increases
employee
compensation
by
two
percent
and
funds
recently
offered
union
compensation.

It
uses
federal
american
rescue
plan,
act
dollars
to
aid
in
recovery
efforts
and
programs
to
assist
residents
out
of
the
pandemic,
like
the
enhanced
youth
and
family
program
offered
and
an
apprenticeship
and
an
apprenticeship
program,
because
the
federal
grant
dollar
final
guidelines
are
not
yet
issued.
It
also
places
1.5
million
dollars
in
a
holding
account
for
the
council
to
continue
those
conversations
with
the
administration
and
find
additional
programs
and
eligible
uses
for
those
dollars.

The
council
also
increased
the
funding
to
cip
over
the
mayor's
recommended
budget,
and
that
total
amount
is
now
just
over
seven
percent
to
fund
capital
projects.

side
note
is
that
those
items
and
specific
projects
will
be
discussed
later
in
the
summer
and
will
have
their
own
public
hearing
there's.

Also,
the
fund
balance
level
for
the
budget,
as
proposed
to
be
adopted,
is
the
same
as
recommended
by
the
mayor
at
13.89,
which
protects
the
city's
rainy
day
fund
in
the
event
that
the
economy
needs
it
in
the
coming
year,
and
that's
it
with
that
I'll
turn
it
over
to.
I
believe
we
have
one
motion
sheet
that
addresses
all
the
ordinances,
so
hopefully
you
can
pivot
to
that.

both

city
council

be

receipt

a
letter
I
sent
last
friday,
and
I
just
want
to
read
some
of
the
key
points
we
are
writing
to.
Thank
you
for
sending
a
strong
police
presence
to
clean
up
the
north
temple
business
district,
which
lies
within
our
council
area.
Additionally,
we're
grateful
that
the
city
is
granted
two
requests
from
our
residents,
removing
a
sharps
needle
box
on
north
temple
and
providing
trash
cans
in
that
same
area.

However,
we
are
concerned
that
these
requests
seem
to
fall
on
deaf

excited

helmet
pilot
to
salt
lake

the

helmet
pilots
in
the
u.s
and
would
have

us

test
a
way
to
continuously
improve
rider
safety.

really
excited
to
bring
the
bird

to

lake

leading

industry

vehicle
design
and
safety.

vehicle

launching
next
month
in
new
york
city
and
is
launched
in
los
angeles
already.

brings
incredible
safety
improvements
that

operator
can
offer

braking
where

vehicle

literally
detect.

in
the
brakes
and
automatically
slow
itself
down
to
a
safe,

situation

lake
city,

industry

california
in

in
that
time,
we've
learned

lot
about
the
growing
demand
for
micromobility
and
how
to
innovate
to
address
community
concerns.
Safety
has
always
been
a
top
priority
of
ours,
and
that
starts
the
vehicle
design.
Our
brand
new
bird
three
vehicles
have
robust
puncture
proof,
tires
emergency
autonomous,
braking,
sidewalk
detection
technology,
and
we
are
even
piloting
built-in
helmets
to
accompany
our
scooters
in
the
future.

recently
expanded

surrounding
communities

sandy
tuella,
ogden
mill,
creek
caysville,
farmington,
eagle,

ensure
we

transportation

I
started
as
a
mechanic
in
salt
lake
city
when
bird
easterners
first
arrived
and
I've
been
immensed
in
the
micro
mobility
industry
for
several
years
when
I
was
given
the
opportunity
to
be
to
become
a
fleet
manager
start
and
run
my
own
logistics
company
I
jumped
at
detroit
at
the
chance.

able

hire

own
employees,
helping
folks
get
back
to
work
after
they
were
laid
off
during
cobit.
We
take
pride
in
our
work
and
we
love
having
these
scooters
down
in
town,
so
we
make
sure
that
all
scooters

picked

out
of
potential
screens
ways
right
of
ways,
not
just
birds.
In
our
fleet,
because
of
my
background
in
mechanics,
our
team
is
hyper
aware
of
safety
and
how
to
keep
vehicles
well
maintained.

like

request
that
the
council
make
the
release
of
funds
incumbent
upon
the
recommendation
of
an
external
oversight
board,
which
represents
a
broad
spectrum
of
foothills
user
groups.
I've
tried
to
show
the
council
during
past
meetings
that
both
the
foothills
trails
master
plan
and
its
implementation
have
been
deeply
flawed.
The
result
has
been,
among
other
things,
one
the
construction
of
trails
and
geologically
unstable
and
therefore
unsustainable,
locations
to
the
destruction
of
fragile
plant
and
wildlife
habitat
within
our
foothills.

What
is
clear
is
that
salt
lake
city's
parks
and
public
lands
division
cannot
be
trusted
to
undertake
further
trail
development
on
our
fragile
desert,
mountain
foothills,
without
oversight
from
scientific
experts
of
multiple
disciplines
and
without
oversight
by
experts
on
trail
building
and
desert,
mountain
terrain
and
wilderness
quality
lands.
Oversight
of
future
work
must
be
in
place
to
ensure
that
our
foothills
are
not
permanently
starred
and
degraded
as
a
result
of
poor
planning
and
implementation
of
the
new
trail
system.

lack

appropriate
salary

retention
bonus
by
the
way,
the
mou
with
the
police
department.
We
don't
know
what
it
is,
yet

publicize
it

know
that
there
are
some
super
women,
social
workers
who
feel
comfortable
confronting
people
on
drugs
or
that
are
having
a
mental
health
crisis
that
even
our
firefighters
not
generally
considered
wimps.

budget
increase
increased
50
percent
in
2016
and
the
decrease
in
inland
port
property
assessment
is
wrong
until
the
inland
port
contracts

appropriate
mosquito
abatement.

need
slope
stabilization
in
miller
park.
Instead
of
cutting
the
rooted
trees
that
stabilize

slopes

by
the
