I'm
a
student

a
student
at
roland
hall,
high
school
this
year
and
I
live
in
council
district.
Six,
I'm
going
to
be
introducing
the
youth
state
of
the
city
this
evening
and
I'm
going
to
start
with
a
little
anecdote
about
how
I
got
into
politics.

When
I
was
younger,
these
were
all
concepts
I
had
not
yet
pieced
together
or
fully
understood.
The
shift
for
me
came
when
I
realized
I
loved
history
and
couldn't
figure
out
how
I
could
pursue
this
interest
and
also
be
a
doctor.
That's
when
I
learned
that
many
lawyers
study
history
in
college
and
over
time.
I
realized
that
it's
what
I
was
meant
to
do
in
order
to
expose
myself
to
government
practices
and
learn
more
about
how
law
functions.
From
day
to
day.
I
joined
ucity
government,
my
junior
year
of
high
school.

What
was
perhaps
the
most
exciting
was
that
we
were
exposed
to
the
schedules
of
local
legislators
and
the
processes
for
how
policy
change
is
made.
Through
all
this
exposure,
I
began
to
understand
how
the
patterns
I
was
seeing
in
my
parents.
Work
with
underserved
patients
could
be
addressed
through
sweeping
reforms.

During
the
2020-21
general
session
of
the
64th
legislature,
the
youth
city
government
tracked
a
number
of
bills
that
we
were
interested
in
from
police
reform
to
declaring
racism
a
moral
and
public
health
crisis
to
sex
education.
We
learned
about
how
the
state
directly
impacts
us
our
community
and
the
city.
We
followed
these
bills
and
resolutions
because
we
felt
that
they
were
especially
relevant
to
current
events
and
our
world.
Today,
ycg
has
worked
to
display
the
importance
and
responsibility
of
being
involved
in
local
government.

This
past
year,
we
have
seen
countless
instances
of
police
brutality
and
racism
that
have
spurred
our
interest
in
police
reform
bills,
as
well
as
legislation
that
addressed
systemic
racism.
Ycg
members
want
our
state
and
our
city
officials
to
do
their
part
to
address
these
important
policy
issues
through
legislation
and
ordinances.

After
hearing
about
the
murders
of
george
floyd
and
dante
wright,
among
others
at
the
hands
of
the
police,
we
have
worked
to
learn
about
what
we
can
do
to
prevent
killings
such
as
these
de-escalation,
training
and
mental
health
and
other
crisis
intervention.
Responses
can
affect
this
issue,
which
is
why
we
paid
attention
to
house
bill.

reporting
requirements
and
house

saw
the
chance
to
combat
racism

state
youth

members
were
deeply
disappointed
that
hjr13
failed
to
pass
the
house
floor.
We
were
fortunate
enough
to
meet
with
representative
collins
after
the
session
and
share
our
support
for
her
efforts.

Racism
is
a
huge
concern
for
us
and
we
are
interested
in
anything
that
works
to
fight
it.
Acknowledging
that
it
is
real
and
that
it
is
a
problem
is
the
first
step,
which
is
why
we
paid
close
attention
to
hjr13
youth
city
government
members
also
closely
followed
house
bill.
177
health
education
amendments
sponsored
by
representative
carroll,
bachmann
moss,
reflecting
on
our
own
experiences
with
sex
education
in
our
schools.
We
recognize
the
need
to
expand
it
to
become
more
comprehensive,
hb
177
proposed
to
include
in
consent
in
school
sex
education,
along
with
sexual
assault,
resource
strategies.

These
additions
to
sex
education
are
needed
to
create
a
fuller
understanding
of
sex
education,
as
well
as
to
work
to
improve
statistics
in
utah
of
sexual
harassment
and
assault.
The
culture
that
comes
along
with
being
uninformed
about
consent
is
dangerous,
and
incidents
of
sexual
harassment
and
assault
have
long,
lasting
and
extremely
damaging
impacts
upon
victims.

members
felt
that
the
measure
to
teach
consent
in
schools
will
positively
affect
our
current
culture.
Like

failed
to
pass
the
house
floor.
We
hope
that
representative
carroll
stackman
brings
hb

next
legislative

Youth
city
government
students
will
continue
to
work
on
educating
our
peers
about
consent.
This
summer
we
are
partnering
with
the
utah
coalition
against
sexual
assault
to
plan
their
first
annual
healthy
relationships.

I
am
a
sophomore
at
east
high
school

I
live

council
district

council
members.
I
stand
before
you
as
a
youth
representative.

Being
a
part
of
ycg
has
given
me
and
my
fellow
members
the
opportunity
to
witness
and
understand
policies
moving
throughout
our
legislative,
our
legislature,
oftentimes.
These
policies
are
affecting
the
youth's
day-to-day
life
being
able
to
have
conversations
and
identify
problems,
and
why
ycg
has
been
an
important
element
is
why
cg
has
been
an
important
element
on
how
to
understand
the
importance
of
education
in
the
realm
of
social
justice.

Our
voices
are
often
times
found
distant
from
those
of
our
older
counterparts,
but
by
implementing
programs
like
youth
city
government,
we
can
create
more
visibility
for
the
voices
that
drives
social
change.
Programs
like
youth
city
government,
empower
youth
and
gives
them
a
place
to
belong.
These
benefits
of
having
a
place
to
belong,
creates
safer
environments
for
open-minded
conversations
and
allow
for
youth
to
feel
valued
and
respected.

a
youth
advocate
having
a
platform
where
my
opinion
is
valued
and
respected,
allows
me
to
be
fully
engaged
with
my
surrounding
community
because
of
this,
my
fellow
ycg
members
and
I
are
able
to
encourage
and
promote
youth
advocacy
and
continue
welcoming
different
perspectives
and
ideologies
for
the
bettering
of
our
society
being
mentored
by

and
gregoria

given
us
the
opportunity
to
glimpse
into
a
political
realm
and
opportunity,
most
kids
don't
get.
Because
of
this.
We
have
been
able
to
keep
a
closer
eye
on
legislature,
legislative
bills
and
their
outcomes.

has
set
us
up
for
success
by
grasping
the
importance
of
why
you
should
care
who
wins
our
next
election
and
how
that
election
is
going
to
set
up
the
structure
for
our
community
policies
can
drive
social,
our
social
outrage
or
they
can
drive
social
change,
but
who
you
vote
for
can
determine
the
decisions
being
made.
So
if
we
educate
youth
at
a
young
age,
we
can
promote
the
mindsets
to
stand
up
for
what
we
believe
in
this
year.

had

opportunity
to
work
with
the
utah
food
bank
and
social
media
has
our
most
effective
has
been
our
most
effective
platform.
Social
media
is
vastly
driven
by
youth
for
youth.
Because
of
this
we
can
find
more
ways
to
reach
youth
voices
and
hear
youth
voices.
Mayor
mendenhall
was
able
to
promote
our
mlk
day
of
service
on
her
instagram
story.
This
allowed
us
to
reach
more
young
people
and
allow
for
more
promotion
with
our
youth
community.

Personally
understanding
the
importance
of
mlk
day
of
service
this
year
helped
me
understand
the
importance
of
getting
involved
and
martin
luther
king
jr
said
all
men
are
created
equal,
but
that
also
entails
that
all
voices
should
be
heard
equally
as
well.
Having
the
opportunity
to
actively
serve
marginalized
groups
is
why
community
service
is
so
important.

Voices
are
heard
louder
when
they're
pronounced
in
unity,
so
we
need
to
start
hearing
all
voices
now.
Ycg
has
taught
us
that
youth
do
play
an
important
role
in
society.
This
program
has
taught
us
the
many
values
of
serving
our
community
understanding
policy
division
and
continuing
advoca
to
advocate
for
social
justice.
Implementing
more
programs
like
ycg
will
benefit
youth
communities
and
give
youth
voices
a
place
to
belong,
though
many
don't
think
so.
A
large
portion
of
legislative
decisions
continue
to
affect
our
day-to-day
life.

made
without
youth
involvement,
which
can
potentially
hurt
a
majority
of
the
youth
people
in
our
communities.

is

many

taking
to

sure

My
name
is
gregoria
alegria.
I
am
the
intern
for
youth
city
government
and
a
third
year
student
majoring
in
international
studies,
with
a
focus
on
human
rights
at
the
university
of
utah.

live
in
council
district
3,
and
I
want
to
thank
mayor,
mendenhall,
council
members,
angela
romero,
damian,
choi
and
kim
thomas
for
providing
us
with
the
opportunity,
resources,
freedom
and
availability
to
grow
our
knowledge
act
on
our
passions
and
contribute
to
the
growth
and
development
of
this
amazing
city.
It
has
been
a
great
experience
to
be
able
to
intern
for
ycg
and
help
lead,
coordinate
and
manage
this
amazing
group
of
students.

I
have
enjoyed
seeing
their
growth
as
student
leaders
and
change
makers,
and
I
have
learned
so
much
from
both
of
them,
as
I
mentioned
by
as
mentioned
by
ycg
members,
we
spent
majority
of
our
time
discussing
systemic
racism
and
how
it
impacts
us
at
a
local
state
and
national
level.
Last
week,
ycg
members
hosted
a
panel
discussion.

Titled
black
history
is
utah
history
in
partnershi,
in
partnership
with
the
salt
lake
city,
public
library
and
the
salt
lake
city
mayor's
office.
Ycg
students
wanted
to
host
this
panel
after
an
ogden
school
made
national
headlines
for
allowing
their
students
to
opt
out
of
black
history
month
curriculum.

The
panel
was
moderated
by
representative
sandra
hollands
and
salt
lake
city
board
member
mohammed
bayad
served
on
the
panel
with
ycg
students.
The
panel
discussion
was
a
great
success
and
representative
hollins
invited
you
city
governments
to
be
a
part
of
the
ethnic
studies
in
public
schools
coalition.
This
goal.
The
goal
of
this
coalition
is
to
develop
an
ethnic
studies,
k-12
model
curriculum
for
utah
schools.

Through
my
work
as
ycg
intern,
I
have
grown
as
a
leader
as
a
community
member
and
as
a
student,
I've
been
able
to
share
my
experiences,
my
knowledge
and
my
passion
with
the
students,
and
I
have
also
learned
from
them
mayor,
mendenhall,
council,
members
and
residents
of
salt
lake
city.
I
thank

amazing

systemic

this
pandemic

really
difficult

do.

know

city
government

had

active
students
who
were
consistently
meeting

honest
discussions
sharing
their
views
of
the
world
and

pandemic,

well

murder
of

floyd,
impacted
them.
So
when
they
wrote
the
state
of
the
city,
we
don't
tell
them
how
what
to
write.

They
write
themselves
and
their
whole
focus
was
on
equitable
cities,
and
so
I
think
it
just
shows
with
what
happened
today
with
the
verdict
and
as
we
move
forward
as
a
community
that
they're
always
a
little
bit
ahead
of
the
curve.

just
I'm
just
really
proud
of
them.

that

focus

really
police,
reform
and

sex
education
and
sex
education,
something
that
comes
up
with
every
group
of
students

we
work
with
as
long
as
I've
been
with
the
city
and
we're
still
having
the
same
conversation
about
that.

it's
always
interesting

always
try
to
tie
it
back.

came

fix
something,

I
wanted
to
comment
to
say
I
do
not
support
this
budget
amendment.
I
don't
think
we
should
be
giving
the
police
more
overtime.

Looking
at
the
first
part
of
that
grant
application
the
distracted
driving
prevention,
I
don't
think
we
need
to
be
pulling
over
more
people
if
they
want
to
take
license
plates
and
then
send
people
tickets.

think
that
would
be
a
better
idea
than
needlessly
pulling
people
over
and
ticketing
them,
potentially
putting
them
in
danger
of
covid,
because
I
saw
a
policeman
just
today
arresting
someone
without
a
mask
which
is
needless
and
hazardous,
and
also
the
risk
of
police
violence.
I
That's
inherent
in
that
as
well,
so
I
would
really
encourage
you
guys
not
to
approve
these
budget
amendments.

hope
that
this
grant
does
not
go
through.

that
the
people
have
spoken
multiple
times
on
their
hopes
to
defund
the
police,
and
I
think,
divesting
really
also
means
not
giving
constant
grant
funding
to
the
police
in
order
to
do
things
like
pulling
people
over
for
distracted
driving
and
putting
them
at
risk
of
covid,
which
clearly
is
an
issue,
and
I
also
believe
that
even
programs
that
may
seem
positive
in
the
community,
like
the
bike
rodeos,
that
they
do
with
kids
in
elementary
school,
is
also
potentially
traumatizing.

Children.
There's
been
a
lot
of
talk
recently
about
the
ways
that
children
who
are
refugees
are
negatively
impacted
by
people
in
uniforms
and
guns
interacting
with
them.
I
also
believe
that
their
inability
to
help
people
who
use
training
wheels
is
also
ableist
and
not
actually
beneficial
for
the
community
and
creates
issues.
I
think
giving
helmets
to
kids
is
great,
but
there
are
lots
of
organizations
that
actually
will
do
that
for
free.
We
don't
need
to
be
paying
the
police
extra
money
in
order
to
do
this.

are
lots
of
volunteer
organizations
that
would
do
similar
things,
and
there
are
also
lots
of
community
groups
that
could
have
their
money
better
spent
on
this
project.
I
think
that
this
should
be
not
passed,
and
I
do
not
agree
with
it.

this

saying
that
I
think
cops
should
get
more
money,
but
I
think
this
grant
application
is
wrong.
You
know
what
I
think
about
distracted
driving,
there's
a
place
for
it
if
you're
going
to
be
violating
other
traffic
laws,
but
I
have
to
agree
amazingly
with
two
previous
speakers.
Distracted
driving
laws
significantly
increases
situations
that
could
escalate
into
critical
incidents.
The
city
has
actually
had
something
similar
happen
with
a
law.
That's
normally
not
enforced
the
jaywalking
ordinance,
so
the
previous
speakers
are
right.

Essentially,
the
distracted
driving
grant
would
encourage
police
to
look
for
situations
where
escalations
are
significantly
possible.
You
talk
about
somebody
talking
on
a
phone
or
eating
a
fry
and
they
think
everything's
fine,
they're
not
trying
to
hurt
anybody.
They're,
really
nice
people,
but
all
of
a
sudden,
a
cop
stops
them
and
their
day
goes
down
ill
so
fast
that
it
ends
up
as
a
critical
incident.
For
example,
the
jaywalking
ordinance
that
we
have
in
place
has
a
potential
for
police
civilian
escalation.

talk

two
different
items
tonight.
First,
one
is:
I
wanted
to
share
my
support
for
ranked
choice,
voting
it
discourages
negative
campaigning.
It
provides
more
choice
and
opportunity
for
representation
and,
as
my
co-constituent
susan
shared
it
since
there's
no
need
for
preliminaries
or
runoffs,
it
saves
a
ton
of
money
and,
as
with
any
policy,
ranked
choice,
voting
is
not
without
flaws,
but
the
point
isn't
to
wait
around
for
perfect
policies
to
present
themselves
to
us.

Second
thing
I
wanted
to
comment
on
tonight
was
just
to
share
my
continued
support
of
ongoing
efforts
to
reallocate
funding
away
from
police
and
carceral
systems
and
back
toward
the
community
and
resources
to
help
us
thrive
as

community

involve
punitive
justice.

those
are
the
two
things
that
I
wanted

share

idea

they'll

save
money

long
term
promotes
civility

civic
participation

of

the

encourage
you

vote
in
favor
of
this
item

motion,

adopting
rcv
without
a
primary.

Secondly,
regarding
agenda
item

the
idle
free
ordinance,
I
am
not
convinced
that
this
will
make
a
dent
in
improving
our
air
quality,
since
it's
not
like
it's
regulating
some
of
the
biggest
polluters
we
face
in
slc,
and
particularly
on
the
west
side,
where
I
live,
which
is
big
private
companies
operating
large
high
emissions
equipment.
Additionally,
I'm
extremely
concerned
about
making
this
policy
more
stringent
by
allowing
a
local
highway
authority
to
issue
only
one
warning
before
giving
a
fine
as
opposed
to
three
warnings.

The
reason
I
am
concerned
is
because
we
know
who
enforces
this
ordinance,
the
cops
I
don't
know
about
you
all,
but
any
increased
access.
The
law
enforcement
has
to
civilians
because
of
the
policies
this
body
passes.
Scares
me
the
slcpd.
Does
not
have
one
more
reason
to
does
not
need
one
more
reason
to
harass
black
and
brown
people
in
the
city.

Considering
this
administration's
numerous
stated
commitments
to
end
police
brutality
as
well
as
what
is
going
on
around
the
nation
right
now.

is
unwise
to
create
one
more
space
for
law
enforcement
to
predatorily
police,
the
citizens
that
it

supposed
to
serve,
and
then
back
law
enforcement
up
and
protect
them
when
they
escalate
a
situation.

urge
you

not
pass
the
idol
free
ordinance
today,
and
this
over
policing
is
a
theme
that
runs
through
mayor
mendenhall's
administration,
including
this
past
weekend's
rally
against
police
brutality

washington
square

honor

toledo.
When
we
were
approached
by
members
of
her
police
department
with
flyers
on
how
to
protect
our
first
amendment
free
assembly
right.
Irony
aside,
you
could
literally
send
anyone
else
out
there
to
do
that
kind
of
outreach
and
it

better
and
less
dangerous
for
the
public
you
serve
and
the
times
you.

think

voters
