E
Our
God
and
my
Heavenly
Father
I
want
to
thank
you
for
the
institution
of
family,
church
and
government
I
believe
when
they
see
work
together.
We
have
a
better
and
safer
community
I
believe
you
have
raised
up
these
leaders
to
give
guidance
to
our
counting.
Therefore,
I
ask
that
you
will
grant
these
three
petitions
tonight
I
pray
that
these
men
will
have
received
knowledge
that
they'll
make
intelligent
decisions.
Their
agenda
tonight
includes
many
and
variety
of
needs.
They
need
facts
to
work
with
I
pray
also
that
they
will
receive
wisdom
from
you.
E
They
need
to
know
that
right,
the
right
thing
to
do
with
the
knowledge
that
they
have
that
often
requires
insights
and
intuitions
I
pray
that
you
will
also
grant
them
courage
to
vote
the
values
that
will
best
meet
the
needs
of
our
people
and
communities.
This
is
not
always
easy,
so
I
pray
for
your
affirmation
and
strength
to
be
with
them.
These
things,
I
humbly
request
for
our
leaders,
amen,
amen,.

A
Next,
we'll
move
forward
to
public
comments,
and
this
is
a
time
of
the
meeting
where
the
public
can
come
forward
and
they
will
be
given
three
minutes
to
speak
on
on
issues
relating
to
the
county.
Once
an
issue
hit
once
a
subject
has
been
brought
up,
we
will
go
back
and
forth
alternating
both
pros
and
cons
on
that
particular
item.
D
Thank
you
very
much.
Mr.
chairman
members
of
the
county
council,
I
would
like
to
first
thank
our
sheriff
sheriff
near
for
providing
assistance
and
backup
to
st.
Louis
County
Police,
the
Highway
Patrol
in
the
city
of
Ferguson.
It's
unfortunate
that
the
sentence
didn't
happen
first
place.
We
need
to
reserve
ourselves
and
wait
for
the
investigation
to
be
completed.
There's
a
lot
of
upheaval
and
unrest
in
the
city
of
Ferguson
and
our
neighbors
st.
Louis
County
I.
D
Ask
that
we
all
pray
for
them
and
pray
that
it's
a
safe
night
in
the
city
of
Ferguson
and
North,
st.
Louis,
County,
mutual
aid
assistance,
I
hope
will
continue
from
the
sheriff's
office
if
it's
needed,
because
you
never
know
when
we're
going
to
need
their
aid.
Also
I'd
like
to
bring
your
attention
resolute
or
the
bid
14,
/,
146
or
I'm.
Sorry
164,
the
masonary
maintenance
and
repairs
to
this
building
the
county
executive
office
building.
D
If
we
call
a
couple
months
ago,
I
brought
to
your
attention
the
need
for
repairs
and
I
hope
that
that
was
including
this
bid
for
the
world
world
world
war,
two
memorial,
which
is
not
properly
designated
and
doesn't
have
the
properly
proper
designations
that
it
deserves.
So
I
hope
that
that
was
included
in
this
bed
also
I'd
like
to
bring
your
attention
where
our
bid
number
14
/
149
bulk
salt.
D
If
your
call
over
a
year
ago-
and
this
came
up,
I
requested
the
county
council
in
the
county
highway
department
to
investigate
a
joint
cooperative
agreement
which
the
city
will
fallon.
Our
city
engineer
in
o'fallon,
steve
bender
has,
which
is
a
nationwide
consortium
and
gets
a
very
cheap
price
for
bulk
salt.
I,
don't
see
anywhere
on
here
that
somebody
contacted
city
of
o'fallon
and
this
national
consortium,
where
they
get
the
salt
out
of
Texas.
D
If
you
recall
last
meeting
I
asked
that
you,
divulge
for
through
various
public
information,
requests
the
three
hundred
dollars
three
hundred
thousand
dollar
settlement
with
Marge
muffler,
the
former
election
authority
findings
manager,
the
fired
64
year
old,
outstanding
public
servant
with
higher
credentials
and
impeccable
work
ethic
and
an
employee
file
that
was
untarnished
son.
Trying
to
request
some
public
require
public
information.
Requests
have
been
given
to
the
county
election
authority
in
the
county
councillor
mr.
Harold
Ellis.
The
response
was
that
they
had
to
seek
advice
from
the
state
attorney
general's
office.
D
D
Also,
you
gave
a
settlement
in
23
people
in
the
amount
of
300,000
dollars
to
march
wiedemann,
a
fire
26
year
old,
employee
Cathy
fry
a
fired
election,
Authority,
employee
and
Charlene
Charlene
Loman.
All
these
need
to
be
divulged
and
disclosed
to
the
public,
shows
some
compassion,
show
transparency
and
show
good,
decent,
true
government
by
disclosing
all
the
information
on
the
settlements
and
also
the
10
attorneys
that
you
employed
the
representative,
mr.
charisma
I,
think
it's
fair
to
the
public
that
we
have
right
to
know.
Thank
you.
Thank
you.
A
I
Council,
my
name
is
Dan
Hyatt
and
I
wanted
to
thank
the
council
for
their
decisions
on
the
revenue
cameras.
I
wanted
to
bring
to
the
council's
attention
that,
when
it
comes
to
health
and
safety
of
the
county,
if
you
look
at
what's
going
on
in
Ferguson
and
the
county
next
door,
its
roots
or
driven
in
the
draconian
enforcement
of
those
cities,
and
that
stretch
right
there,
that
has
annoyed
the
citizen
tree
that
angered
them.
That
has
created
the
unrest
and
I
just
wanted
to.
J
Hi,
thank
you
for
allowing
me
the
forum
council
as
a
resident
of
st.
Charles
County.
Since
the
day
I
was
born,
I've
been
fortunate
enough
to
to
build
a
successful
business
here
within
st.
Charles
County
business.
That
now
has
a
sixth
of
that
contract
for
the
next
three
years.
With
the
family
arena
we
own
fight
hard
MMA.
We
do
MMA
events
at
the
family
arena
six
times
a
year.
Our
next
events
on
august
30,
as
a
former
student
at
st.
J
J
I've
got
a
grave
concern
that,
unfortunately,
that
at
some
point
in
the
coming
events
at
the
family
arena,
especially
our
events
given
the
fact
that
humbly
I
say
we're
putting
the
largest
crowds
in
there
continuously
every
other
month,
essentially
sometimes
in
excess
of
10,000
persons
in
an
excess
of
35
to
38
hundred
cars
parking
on
the
lot
early
on
last
year.
The
I
believe
it
was
a
City
Council,
passed
an
ordinance
to
put
no
parking
signs
to
from
friedens
all
the
way
up
to
the
arena
itself.
Arena
Parkway
the
problem
is
heading
towards
364.
J
There
are
no
such
no
parking
signs
and,
as
a
result,
one
of
the
things
that
I
require
of
my
staff
and
of
my
team
after
each
and
every
event
is
that
we
go
out,
and
we
thank
everyone
personally
for
coming
from
myself
to
all
the
fighters
to
everyone
that
participated.
In
the
event,
I
think
it's
very
important
it's
worth,
noting
that
we
give
our
tickets
to
the
events
away
and
we're
tasked
with
the
challenge
of
going
out
and
having
great
marketing
partners
such
as
Johnny,
lawndale,
Chevrolet
and
others
who
pay
for
those
tickets.
J
As
a
result,
we
do
get
large
numbers
and,
and
my
fear
right
now
from
a
safety
standpoint.
I
know
it
was
brought
to
my
attention.
Approximately
four
years
ago,
a
st.
Charles
County
officer
was
hit
by
someone
leaving
one
of
the
events.
I,
don't
have
a
lot
of
information
or
details
regarding
that
Mitch
Mitchell,
director
of
security
brought
that
to
my
attention
on
my
way
down
here
today.
J
If
we
would
continue
that,
because
when
you've
got,
families
leaving
and
you've
got
an
excess
of
3,000
cars
trying
to
leave
a
venue
at
once
and
as
last
event,
it
really
came
to
my
attention
when
people
were
swerving
and
honking,
because
your
officers
are
doing
the
very
best
they
can
to
get
that
many
people
out
of
one
parking
lot
at
one
time.
However,
with
those
no
parking
signs,
not
being
there,
there's
really
no
way
for
them
to
enforce
people
not
parking
there.
J
So
what's
happening
is
you've
got
large
numbers
of
families
and
young
children
crossing
arena
Parkway.
While
you've
got
this
tremendous
excuse
me
aggressive
traffic,
so
I
don't
know
what
the
I
don't
know.
What
the
steps
are.
I
know
my
assistant,
Katie
Cruz
I.
Believe
sir
talk
to
you
mr.
klinkhammer,
and
regards
to
this
and
just
I,
wanted
to
come
down
and
broach
the
subject
and
find
out
what
steps
we
need
to
take.
My
sponsors
are
willing,
if
there's
any
cost
to
the
to
the
county.
My
sponsors
are
willing
to
cover
those
costs.
A
H
A
K
L
Just
like
to
say,
you
deserve
credit
where
credit's
due
and
I
do
want
you
to
know
that
we
applaud
your
efforts
and
your
decision
on
this
particular
subject.
It
takes
courage
to
do
that
and
to
make
a
good
decision
with
regards
to
this
camera
issue
and
just
to
say
that
I
know
that
you
heard
from
the
people
on
this
issue.
You
will
continue
to
have
heard
from
us
and
I
think.
L
Ultimately,
kudos
goes
out
to
you
when
you
really
do
your
job
and
you
listen
to
what
was
how
we
feel
about
an
issue
and
I
applaud
your
courage.
I,
thank
you
for
it
and
it
shows
leadership.
So
you'll
hear
from
us
when
we're
whom
we
have
an
issue,
but
it's
only
fair
that
you
should
also
hear
from
us
when
you
do
something.
That's
Noble
and
you
do
something.
That's
right
and
you
listen
to
the
citizens
of
seat
charles
county.
So
thank
you
tonight.
I
applaud
you.
Thank
you.
M
Goodie
I'm
gerry
zaire.
I
represent
the
st.
Charles
County
Sheriff
preservation
initiative.
No,
it's
not
a
done
issue
I'd
like
to
continue
up
what
she
just
said.
We
applaud
you
when
you
do
the
right
thing.
When
you
listen
to
the
people.
Last
week
I
turned
in
416
pages
of
signatures.
Petitions
from
the
citizens
of
st.
charles
county,
asking
you
all
to
do
the
right
thing
about
keeping
your
secrets.
Sheriff's
departments
are
about
that
intact.
M
If
you
listen
to
the
people,
there's
over
a
thousand
people
here
from
each
of
your
county
council
districts
now,
these
people
would
have
sent
an
email
if
they
would
have
called
you.
You'd
have
paid
more
attention.
I
will
have
these
on
display
tonight.
I
will
welcome
to
look
through
these.
These
are
your
constituents.
M
M
What
we
have
since
discovered
is
that
information
is
net
recorded
at
the
moment
that
the
ballot
is
cast
at
the
precinct
for
governor
what
happens?
I'm
using
fictitious
precinct
a
precinct
day
has
500
people
registered
from
county
council
district,
1
and
county
council
district
to
each
thousand
people
if
they
receive
four
hundred
and
ones
votes
for
governor
at
that
from
that
election,
they
base
it
on
a
range
of
how
many
people
are
registered
to
vote
at
each
county
council
district.
So
in
this
case
the
aside
200
point
five
votes
cast
from
each
county
council
district.
M
So
when
George
Nagel
finally
received
an
email
from
the
election
authority,
updating
the
numbers
for
the
numbers
that
were
given
to
the
Liberty
project
a
year
ago
to
what
George
Nagel
received
this
year,
the
number
is
not
only
changed
same
election.
These
numbers
shouldn't
be
changing.
They
increased
by
over
two
thousand
signatures
required,
or
twenty
thousand
voters
casting
a
vote
at
the
ballot.
M
County
Council
District,
seven,
the
numbers
for
our
target.
They
went
down
by
over
700
voters,
which
would
be
seven
or
seven
hundred
signatures,
which
would
represent
seven
thousand
fewer
voters
in
your
district
high
council
districts,
two
and
three
those
went
up
by
over
eleven
hundred
signatures
required,
which
would
be
a
1000
more
voters
from
each
of
your
districts.
There's
a
huge
problem,
a
discrepancy
between
the
County
Charter
and
how
the
election
authority
is
recording
the
ballots
cast.
Thank.
M
O
P
Q
Hi,
my
name
is
Robert
Percival
bill
number
41
23.
This
is
a
variance
for
put
up
a
pope
poor
pole
structure.
Now
my
property
about
two
years
ago,
I've
lived
on
his
property
since
94.
This
property
actually
resides
off
a
highway
f
about
a
quarter
mile
on
a
new
malli.
It's
a
neighborhood.
It
was
existing
since
about
nineteen.
Sixty
was
built
as
60.
It's
three-acre,
Lots
I'm
at
the
end
of
a
cul-de-sac,
and
each
Road
comes
off
a
fairly
flat
area.
Q
All
the
roads
come
off
the
right-hand
side
and
there's
three
streets
as
you
go
down
the
streets,
the
ground,
the
properties
start
to
rewrite
into
ravines
and
it
gets
deeper
as
you
go
and
get
to
my
property.
Actually,
my
property
backs
up
the
highway
F
and
at
which
has
about
10
foot
cliff
with
a
creek
mine,
so
I
constructed
this
piece
of
this.
The
shed
and
without
the
proper
building
provides
I
didn't
know.
I
had
to
have
permits
and
I
haven't.
Q
As
you
look
at
my
property,
the
left
side
is
much
less
steep
as
the
right
side,
so
the
right
side
was
just
out
of
the
question
of
putting
it
over
there.
This
this
structure
is
about
350
feet
from
the
road
that
each
piece
of
property
is
a
pie
shape
at
the
end
of
this
call
of
a
sec
and
I
septic
system.
Naturally,
when
they
built
the
house,
they
put
her
on
that
side
of
the
property
because
it
was
most
congenial
to
do
it.
Q
So
when
I
built
this
shed,
I
can
I
had
to
maintain
a
little
bit
distance
away.
In
case
I
have
a
problem
of
my
septic
system,
so
I
encroached
part
of
my
shed,
is
encroaching
into
the
easement
of
the
property
next
door,
I'm
on
my
property
snow
but
I'm
into
the
easement.
The
nearest
is
that
the
electrical
box,
the
big
transformer,
it's
probably
about
50
feet
from
the
point
of
where
the
property
starts
at
the
top
of
the
hill,
and
this
structure
is
probably
200
feet
below
that
and.
A
N
Lewis
and
I'm
talking
about
the
preservation
of
them,
Sheriff
I
was
involved
in
getting
signatures
for
this.
I
got
400
names
of
people,
and
we
talked
about
it
in
the
biggest
thing
that
I
heard
would
misunderstand
what
they
thought
they
were
voting
on
was
a
name
change,
we're
going
to
change
it
from
the
sheriff
to
st.
Charles
County
police.
They
didn't
realize
we
were
giving
up
the
right
to
elect
or
sheriff
and
keep
it
as
it
was
and
I
know.
We've
got
many
many
people
assigned
if
I
want
to
have
more
time.
N
I
would
have
gotten
many
many
more
within
a
consensus
of
what
I'm
hearing
from
the
people
in
the
mud.
For
this
come
back
on
the
ballot
again.
I
know
it
passed
by
one
percent,
but
there
was
a
you
misunderstand
and
love
to
see
some
discussion
and
put
it
back
on.
Let's
make
sure
that
the
people
understood
and
understand
what
they're
voting
on
and
see
what
happens.
Thanks.
Thank
you.
A
P
Marvin
stair
I
was
with
them
813
Carolyn,
Jane,
O'fallon,
Missouri
I
was
with
a
chair.
Preservation
and
I
would
basically
echo
what
the
last
couple
speakers
said
about
this.
It's
all
true
there
people
are
when
they
find
out
that
they
never
get
to
elect
it.
Police
chief,
but
the
the
sheriff
they're
all
acting
is
going
to
be
court
services.
Only.
They
mainly
wanted
sign.
A
petition.
We'd
picked
up
steam.
I
was
doing
well
in
election
day.
Unfortunately,
we're
running
out
of
time.
P
They
would
like,
for
the
counselor,
put
this
back
on
the
ballot
again
with
correct
language,
understandable
language
and
the
other
point
is
a
couple.
A
couple
of
three
weeks
ago,
I
came
to
my
attention
that
there's
non-compliance
with
the
county
charters
way.
Theo,
governor's
votes
are
counted
in
the
elections.
I
mean
not
sure
what
the
problem
is,
whether
the
Charter
is
demanding
something
they
can't
technologically
be
done,
which
case
the
charter
needs
to
be
corrected
or
whether,
for
some
reason,
the
programming
or
the
technology
at
the
election
office.
P
If
voting
tabulation
equipment
isn't
isn't
updated
to
what's
available,
whether
it's
not
able
to
do
it
or
whether
we
just
don't
have
the
technology
available
and
it
does
exist,
which
case
we
should
be
updating
to
technology.
But
there
are
four
sections
of
the
County
Charter
two
counts.
Petitions
got
to
be
based
on
ten
percent
per
county
council
district.
What
voted
for
governor
in
the
last
governor's
election
and
they're
calculating
the
number
based
on
assumption?
P
They
don't
have
account
so
there's
an
compliance
with
a
County
Charter
for
sections
of
County
Charter,
not
being
compliant
with
who
I
asked
you
to
investigate
what
the
cause
is.
I'm,
nope
I'm
not
here
to
sign,
blame
anybody,
I,
don't
think
anybody's
intentionally,
doing
rhone
doing
I
think
they're
trying
to
come
up
with
numbers,
but
they're
not
able
to
comply.
So
we
need
to
have
an
investigation,
find
out
what
the
causes
and
then
fix
the
problem.
P
That's
what
I'm
asking
for
the
problem
be
fixed,
because
his
appears
there's
really
no
technically
no
way
any
petition
could
actually
be
successful.
You
could
turn
in
like
one
ladies
side,
you
could
turn
in
thirty.
Fifty
thousand,
you
could
still
be
towed,
potentially
that
you
were
deficient
one
County
Council
discern
you
wouldn't
know,
because
that
number
is
calculated,
it's
not
an
actual
number
and
it's
a
changing
number.
Apparently
they
were
towed.
One
number
back
last
fall
and
the
numbers
increase
this
year.
Thank
you.
Thank.

It's
a
side,
yard
property
line
and
there's
a
shed
that
is
about
a
foot
from
that
property
line.
So
it's
it's
encroaching
in
this
required.
Seven-Foot
side,
yard
setback,
plus
it's
encroaching
in
a
10-foot
easement,
and
so
the
request
here
concerns
the
setback,
the
other
required
seven.
But
there's
no
house
or
anything.
K
C
K
K
K
Right
I
think
his
options
are,
I
believe,
move
the
shed
at
least
an
extra
six
feet
away
or
move
it
elsewhere
on
the
property
or
remove
the
portion
of
the
shed,
remove
the
shed
entirely
or
make
a
lot
line
adjustment
that
would
require
approval
with
the
neighbor
to
adjust
the
lot
line.
So
those
are
the
options
I
can
see
this.
H
F
O
B
C
Yep
God,
just
so,
if
you
guys
know
if
you
want
after
and
saw
this
I
mean
this
is
a
really
rocky
rough
area
and
he
there
couldn't
be
they
couldn't
build.
Next
to
that,
if
they
wanted
to
I
mean
it's
just
a
shed,
I
mean
and
I
gotta
say
you
know
many
years
ago.
People
would
just
build
them
in
on.
In
a
permit,
I
mean
it's
a
metal
shed
that
he
puts
his
equipment
in.
So
I
am
NOT
opposed
to
this,
and
it's
the
he
got
it.
C
C
Someone?
Okay,
so
that
then
you
want
got
your
building
permit
and
everything's
built
the
way
it's
supposed
to
it's
an
agricultural
shed.
So
I
mean
you
know
it
that
the
property
line,
if
you
guys
saw
you,
would
understand
that
there's
no
way
you
could
build
up
anything
next
to
it.
It's
next
to
a
ravine.
That's
right!
Right!
You
right
on
the
half
of
that
driveways
yeah!
So
I
mean
I,
you
know
if
the
move
it
means
you
would
have
to
tear
it
down,
I
mean
so
that
doesn't
make
any
sense.
I
mean
I.
