man

woman
who
have
chosen
to
be
used
by
you
to
help
govern
our
county

don't
always
agree
on
everything,
but

always
know
that
we
have
the
best
county's
interest
at
heart,
and
so
we
thank

cause

dangerous
intersection,

know

traffic
light

be
scheduled

hoping
sooner
than
later-
but

think
next
year
is
that
when
they're
going
to
put
it
up,
we're
hopeful
yeah,
that's
a
modot
issue,
but
so
that's
the
reason
it
needs
to
be.

the
letter
that
the
environmental
protection
agency
sent
to
governor
nixon
as
well
as
technical
comments
that
were
submitted
on
by
washington
university
law
clinic
about
this
issue
in
support
of
designating
this
area
in
non-attainment
of
the
clean
air
standard.
The
comment
deadline
is
march
31st.
So
I'm
here
to
ask
that
you
all
submit
comments
in
support
of
getting
the
air
cleaned
up.

live

and
I
came
here
probably
a
couple
years
ago
to
talk
to
you
guys
about
climate
change
like
it's
real,
it's
happening,
it's
us
and
we
could
do
something
we
should,
and
that
would
be
our
legacy
to
do
something
or
not,
and
so
this
is
a
lot
of
the
same
thing.
The
the
amaran
coal
plant
is
producing
emissions
that
you
know
the
co2
emissions
that
add
to
the
problem
and
not
take
away.
Some

my
notes
are

going
to
get

So
you
know,
you
know
it's
life-threatening
our
air
pollution
on
so
many
levels
and
the
ameren
plant.
I
just
went
to
a
lot
of
hearings
about
the
coal
ash
and
it's
our
inner
water,
we're
downstream
from
the
biggest
pool
coal
ash
dump.
You
know
in
a
lot
of
a
long
way
and
it's
got
arsenic
and
mercury
in
it
and
it's
even
unsafe
to
have
for
our
fish
to
take
out
of
our
rivers.
So
you
know
it's
a
problem
and
I
feel
threatened
by
all
this
pollution
like
we
got
a
lot.

I
just
say
that
it's
time
to
start
really
finding
out
what
protects
us
and
makes
us
secure-
and
you
guys
are
in
that
position
to
do
that
and
if
not
just
for
your
lives
of
your
children
and
yourself,
and
but
even
our
money
too,
and
I
I
feel
threatened
and
like
I
belong
to
moser's
pension
fund.
You
guys
are
in
a
pension
fund
too,
and
all
our
investments
are
invested
in
say,
say
the
part
of
the
dirty
energy
regime
that
they're
not
going
to
pan
out
at
some
point.

are
going
to
wise
up,
and
you

those
investments
aren't
going
to
be
good
anymore,
and
so
it's
our
money,
that's
tied
up
into
all
this
too.
In
our
lives,
it's
not
just
well,
we
might
die
from
a
little
asthma

something

it's
it's
everything,
so
I
just
ask
you
to
really
get
creative,
try
to
figure
out
what
we
can
do
to
protect
ourselves
and
find
some
security
here.

A
lot
of
the
statements
that
was
just
made
by
my
colleague
will
be
a
little
redundant
in
here,
but
in
this
letter
I'll
be
reading
it
from
on
behalf
of
dr
michael
garvey,
he's
a
local
member
of
the
saint
charles
community,
he's
a
dentist
in
the
area
and
he's
also
a
board
member
of
the
greenway
network
here
in
the
county.

Thank

the
council

hearing
our
concerns.
Clean
water
and
air
is
a
public
right.
Saint
charles
is
proactive
in
regards
to
the
burning
radioactive
west
lake
landfill,
just
downwind
of
saint
charles
in
the
flood
plain
another
long-term
airborne
concern
is
related
to
the
lab-d
coal
plant,
the
u.s
environmental
protection
agency
plans
to
designate
the
area
around
the
amarons
labrador,
coal,
fire
power
plant,
franklin
and
saint
charles
counties
as
exceeding
federal
air
quality
standards.

The
epa
said
in
a
letter
to
missouri
that
the
non-attainment
area
does
not
meet
health
safety
standards
for
sulfur
dioxide
pollution.
The
move
rejects
a
missouri
department
of
natural
resource,
I'm
sorry.
The
move
rejects
a
missouri
department
of
natural
resource
recommendation
echoed
by
the
missouri
air
conservation
commission
last
september,
that
the
area
be
considered
unclassifiable,
meaning
state
regulators
were
unable
to
determine
whether
air
quality
met
required
levels.
The
amber
liberty,
coal
plant
is
the
worst
polluter
in
the
whole
state.
Sulfur
dioxide
has
been
linked
to
cancer,
asthma
and
other
respiratory
illnesses.

Unless
we
adjust
to
this
airborne
pollution,
airmen
will
not
need
to
take
any
action
to
correct
the
matter.
I
feel
a
strong
statement
from
the
council
is
in
order
to
reduce
the
negative
health
impacts
to
our
residents
breathing
in
the
dirty
air.
Ameren
is
too
cheap
to
install
needed
scrubbers
in
the
old
plant
and
simply
wants
to
continue
polluting
our
waters
and
air.
Without
the
many
needed
improvements,
they
purposely
place.
The
air
airborne
dire,
the
airborne
detectors
in
areas
from
prevailing
wind
and
in
low-lying
areas
as
to
not
register
the
sulfur
dioxide
pollution.

then,
you
could
drive
up
and
down
highway

and
you'd,
see
farms
and
really
lovely
barns.
Alongside
the
road
it
was
quiet.
You
could
hear
the
coyotes
and
barred
owls
at
night
and
I'm
worried
about
our
county.
Now
I
have
been
a
parks
volunteer
for
10
years
in
saint
charles
county.
I
will
continue
doing
that
to
preserve
our
rural
county,
whatever
we
have
left.

worried
about
is
yes,
the
air
pollution
that's
coming
kind
of
from
saint
louis,
with
all
the
saint
louis
people
and
the
labity
pollution,
so
we're
our
county.
Our
rural
county
is
kind
of
getting
sandwiched
in
between
all
this
truck
traffic
and
and
air
pollution,
and
a
lot
of
crazy
people
these
days.

ask
that
we

we
keep

values
of
rural
living
and
pastoral
scenic
views
along
our
roadways
and
in
our
small
towns.

that's
why
that's

makes
us

interstate
70
at
darden
creek
is
submerged
during
the
100
year
flood
event,
and
it
is
probable
that
the
highway
will
be
closed
again
in
the
future
due
to
flooding
and
whereas
interstate
70
is
a
vital
part
of
the
federal
interstate
system
and
an
intercontinental
highway
linking
our
nation
coast
to
coast
through
the
state
of
missouri
and
is
vital
for
commerce
and
the
moving
of
goods
and
people
now,
therefore
be
resolved
by
the
county
council
of
saint
charles
county
missouri.

you

hear
something
about
our
record
flooding
and
where
you

counties
are
declared
disaster
zones.

with
there's
one
percent:
the
oceans

percent
on
average,
more
moisture
in
the
atmosphere,
above
like
the
gulf
of
mexico,
that
curls
in
to
missouri
and
that
pool
of
water.

passed
by
city

st
peters
and
obviously
their
interest
is

is
the
area
upstream
from
highway
70,
which
is
our
interest
as
well,
but

area
downstream,

farmers
down
there
in
the
flood
plain
who
have
been
getting
more
and
more
water
from
darden
creek
year
after
year
after
year,
have
been
wanting.
Something
want
us
to
do
something
about
that,
wanting
someone
to
do
something
about
darden,
creek
and
all
that
additional
water.

problems
exist
at
bellew,
creek
and
o'fallon.
I've
been
told
has
either
passed
or
working
on
a
similar
reservation
resolution
for
bella
creek.
You
know,
basically,
a
lot
of
the
farm
fields
that
were
in
this
county
are
now
subdivision,
rooftops
and
driveways
and
there's
more
more
runoff,
and
we
have
to
deal
with
it
because
I-70
is
too
important
to
let
it
flood.
Additionally,
it
could
be
a
school
bus
with
kids
or
whatnot
that
could
be
swept
up
that
road
down
the
road.

things

could
be
done-

I

don't
know
where
we
would
find
the
means
or
the
the
money
to
do
it,
but
the
only
way
you're
alleviate
some
of
the
flooding
that
comes
down
the
darting
creek
to
70

go
farther
upstream
and
and
build
some.

a
regional
detention
basin
or
or
maybe
some
smaller
detention
basins
to
stop
the
flow
farther
up
farther
upstream,
since
there's
no
place
to
do
that
because
of
development
farther
down
past
interstate
364.-
and
I
know,
there's
plain
ground
out
there-
that
something
could
be
done,
but
I
know
it'd
be
an
expensive
project
to
consider,
and
I
don't
know
if
the
corps
would
be
willing
to
participate
in
something
like
that.
But
that
would
be
a
recommendation.

building
levees
