our
county
executive,

bellman,
along
with
I
believe,
eight

members

some
people

the
sheriff's
department,
slash
police
department.

I
went
to
the
opening
on
saturday
in
wenzel
and
I
haven't
read
it
all,
but
I've
read
a
few
excerpts
and
looked
at
the
pictures
and
it's
well
worth
a
great
holiday
present
in
this
great
history
of
st
charles
county,
and
I
would
encourage
everybody
in
the
county
to
get
a
copy.
I
think
they
ordered
500
copies
so
kudos
to
the
county
executive
and
the
police
chief
and
his
committee
in
putting
that
together.

listened
to
the
budget
hearings,
the
first
budget
hearing
and
we're
talking
about
adding
a
groundskeeper
supervisor.
Well,
you
know
what
we
have
lots
of
inmates,
non-violent
offenders
that
are
cooped
up
inside
our
corrections
facility.
Why
don't?
We
have
a
program
that
we
initiate
to
use
inmate
services
to
mow
our
grass
rake.
The
leaves
trim
the
trees
plant,
the
flowers
that
would
save
taxpayer
money
and
be
a
good
thing
on
both
sides
for
non-violent
offenders.

have
some
disrespect
on
this
county
property
in
reference
to
some
monuments.
There's
weeds
around
this
property,
there's
grass
growing
up
between
the
sidewalk
there's
some
things
that
are
just
in
disrepair
and
so
far
monuments
in
my
opinion,
are
disrespect
to
who
they're
supposed
to
honor.
I
heard
that
mr
elam
said,
or
mr
klinghamer
said,
that
we
contract
some
of
the
services,
but
we
have
some
people
in
facilities
management.
Well,
you
know
the
supervision
isn't
so
hot.

my
opinion,
if
you
take
a
stroll
during
lunch
and
walk
around
the
property
right
here
at
this
executive
office
building-
and
that
leads
me
to
the
second
question-
is
how
many
public
information
officers
do?
We
really
need
to
the
tune
of
anywhere
from
sixty
thousand
to
ninety
thousand
dollars?
We
have
a
full-time
health,
public
information
officer,
a
full-time
county
executive,
public
information
officer,
a
full-time
police,
public
information
officer.
Somebody
in
emergency
management
that
deals
with
public
information,
others
speak
other
spokes
people
throughout
the
county.

have
a
full-time
director
of
media
operations
that
runs
our
tv
station.
How
many
public
information
officers
do
we
need,
doesn't
make
any
sense,
and
what
do
they
do?
I
think
somebody
hit
the
nail
on
the
head
in
the
number
of
facebook
posts.
You
know
I
I
think
we
could
trim
that
in
the
2016
budget
leading
into
on
your
agenda.
The
county
director
of
elections
is
asking
for
200,
I'm
sorry
150
additional
ipads,
I'm
all
for
that,
because
we
have
a
presidential
election
coming
up
both
march
is
the
primary
and
then
next
november.

the
shipping
costs
I
didn't
read
were
that's
figured
in
into

bid.

want

make
sure
that
that's

bid
delivery
costs,

is
there

major
concern
that
the
people
on
hepperman
road
have
is
the
excessive
speed
that
is
currently
on
hepperman
road
with
the
bad
shoulder.
Well,
the
ditches
on
side
of
the
road
and
stuff.
So
our
concern
is
if
we
straighten
that
road,
how
much?
How
much
more
speed
are
we
going
to
have
and
they're
saying?
Well
we're
doing
it
because
the
number
of
accidents
I
looked
at
the
accident
reports
41
accidents
in
six
years,
the
majority
of
the
accidents
happen
on
the
south
side
of
peppermint.

For
some
reason
they
decided
that
they
want
to
do
this
project
from
south
service
road,
all
the
way
to
golf
club
of
windsville
after
golf
club
of
winsville
for
some
reason
from
there
to
highway
end
that
part
of
the
road
isn't
important
anymore.
They
went
35
foot
of
my
yard,
my
neighbor's
yard,
the
next
person's
yard,
and
it's
like
they
want
to
make
this
road
35
foot
wide.
This
is
a
country
road,
highway,
inn
and
the
service
road
are
both
22
to
23
foot
wide.

But
my
little
country,
road,
that
comes
off
of
those
two
main
arteries,
is
going
to
be
35
foot
wide
with
storm
sewers
and
curbs
they
wanted
to
do
sidewalks.
They
wanted
to
make
my
side
of
peppermint
road,
which
is
just
houses
three
lanes
wide
and
they
said
because
of
rear
end
accidents,
there's
been
one
rear,
end
accident
in
six
years
and
it
was
at
the
service
road.
So
the
whole
idea
of
spending
four
million
dollars
on
hepperman
road
is
beyond
me.
There's
three
major
curves
on
hepperman
road.
The
curbs
are
not
being
addressed.

curbs
are
going
to
they're
just
going
to
take
a
little
bit
they're,
calling
it
smoothing
the
curbs,
they're
15
mile
an
hour
curbs
if
you
all
want
to
do
anything
to
heiperman
road.
Why
don't
you
guys
put
culverts
in
cover
them
and
grass
them
and
give
those
people
that
slide
off
the
road
somewhere
to
slide?
Besides
tearing
the
bottom
of
their
cars
up,
I
have
a
whole
bunch
of
documentation.

to
multiple
people.

the
speeding
tickets
that
have
been
issued
on
highway
z,
the
speeding
tickets
on
one
half
mile
of
heppermann
road.
The
speeding
tickets
on
highway
z
is
over
three
times

amount
of
speeding
tickets,
that
is
in
one
little
half
mile
of
hepperman
road.
We
cannot
get
a
county
police
officer
to
set
up
radar
on
hepperman
road.

to
and
when
my
neighbors
have
talked
to
the
police,
they
say
windsville
police
say
we
can't
monitor
hepperman,
because
it's
counting
when
I
talk
to
the
highway
department
and
say
hey,
why
don't
you
all
look
at

speediness
instead
of
spending
four
million
dollars
to
fix
a
road?
Why
don't
you
guys
look
at
the
real
problem
with
the
road
and
it's
excessive
speed,
and
if
we
could
get
cops
out
there,
you
guys
wouldn't
have
to
spend
four
million
dollars
fixing
a
road.

merchants
association
regarding
bill
number
4286
that
will
be
discussed
later
this
this
evening.
The
defiance
merchants
association,
which
consists

approximately
30
members,
is
very
much
in
favor
of
this
proposal,
as
we
feel
that
it
will
have
a
great
economic
impact
on
our
community
in
our
businesses,
and
we
hope
you
will

it
your

I
Mr
chairman,
I'd
like
to
yield
my
time
to
dale
chambers
from
from
east
west
gateway
who's,
going
to
talk
a
little
bit
about
the
emergency
response
plan.
The.
K
County
council
members,
thanks
for
inviting
me
tonight,
I'm
dale
chambers,
with
stars
member
of
east
west
gateway
council
of
governments.
The
hazard
mitigation
plan
for
the
st
louis
metropolitan
region
is
updated
every
five
years
to
comply
with
federal
rules.
The
plan
covers
missouri
counties
and
135
county
municipalities
and
50
school
districts
which
are
located
inside
those
counties.
The
2015
plan
describes
the
process
used
in
developing
this
new
plan
provides
an
updated
overview
for
the
region,
including
conditions,
capacity
and
risks
of
natural
disasters,
and
includes
the
action
plan
for
the
jurisdictions
within
those
regions.

Many
of
you
have
probably
read
that
plan
and
I
know
it
is
up
for
adoption
this
evening
from
the
2011
fema
local
mitigation
review
guide.
The
purpose
of
hazard
mitigation
is
to
reduce
potential
losses
from
future
disasters.
The
intent
of
mitigation
planning,
therefore,
is
to
maintain
a
process
that
leads
to
hazard
mitigation
actions.
Mitigation
plans,
identify
the
natural
hazards
that
impact
communities
identify
actions
to
reduce
losses
from
those
hazards
and
establish
a
coordinated
process
to
implement
those
plans.

This
is
the
five-year
plan.
It's
an
all-hazard
mitigation
plan
directed
by
fema
that
we
have
to
do
an
east
west
gateway
has
been
the
provider
of
that
plan
for
the
for
each
of
its
revisions,
2004
2009
and
again,
for
this
current
plan
with
that
east
west
gateway
has
worked
with
the
county.
Emergency
management
offices
in
each
of
those
counties,
and
the
city
of
st
louis
coordination
is
essential
to
providing
that
information.

That's
necessary
to
put
into
that
plan
in
that
they've
hosted
community
events
for
public
input
and
saint
charles
county
hosted
that
here
until
october,
6th
of
2014
as
you've
probably
seen
it's
a
pretty
extensive
plan.
Luckily,
it's
shorter
than
it
was
in
years
past
chapters,
one
and
three
are
mostly
historical
data
and
background
and
chapter
four
contains
the
real
action
components
of
that
of
that
plan.

Really
it
breaks
down
to
three
steps:
preparing
the
communities
in
advance
of
a
natural
disaster
to
prevent
loss
of
life
and
minimize
injury
and
illness
preserve
and
maintain
property,
including
public
and
private
infrastructure,
businesses
and
individual
homes,
and
improve
community
vitality
and
step
three
encourage
regional
county
and
local
planning
and
development.
That
is
consistent
with
the
hazard
mitigation
plan
and
reduces
future
risk
from
natural
disaster,
because
there
are
many
general
actions
that
support
those
community
preparation.

You've
seen
each
of
those
action
steps
inside
that
plan
and
as
you
can
see,
there
are
many
steps
ranging
from
extreme
weather,
earthquakes
and
tornadoes
and
in
each
of
those
steps
you
know
the
mitigation
plan.
Is
there
outlines
a
few
extra
steps
in
there?
The
communities
of
st
charles
county
already
participate
in
several
of
those
steps
and
serve
an
example
to
others
in
the
region,
and
so
I'm
up
for
any
questions.
If
you
have
any
questions

I
actually
took
a
little
time
and
went
on
your
site
and
looked
through
this
and
and
be
frank
with
you.
It
had
a
lot
of
information
about
soil
types
in
the
county
and
demographics
and
everything
else,
but
it
didn't
show
me
what
I
was
looking
for
to
be
real
honest
with
you,
you,
you
guys
call
it
a
hazard
mitigation
plan
and
it
primarily
deals
with
eight
natural
hazards.

That's
okay,
the
county's
calling
an
all-hazard
mitigation
plan,
and
I
you
know
and
in
real
reality
it
should
be
probably
called
a
natural
hazard
plan
because
it
deals
with
naturally
current
occurring
disaster
planning.
But
what
I
was
looking
for,
specifically,
is
what
happens
if
that
oil
train
full
of
tanker
cars
derails
two
miles
from
my
house?

Okay
or
what
happens
if
we
get
a
plume
of
something
toxic
coming
out
of
west
lake
landfill,
okay
and
my
question
to
you
would
be
I
I
scanned
the
300
pages
of
this
document
and
it
looked
to
me
like
a
lot
of
public
information
like
you
would
see
in
the
front
of
a
master
plan
book,
or
maybe
a
municipal
bond
offering
about
the
about
the
demographics
of
the
area.
But
I
didn't
see
anything
in
terms
of
disasters
planning
for
things
that
were
other
than
you
know,
god
willing,
our
natural
disasters
from
storms,
earthquakes,
etc.

I
think
most
people
in
this
county,
if
you've
lived
here
a
long
time,
are
a
little
bit
used
to
flooding.
You
know
how
to
deal
with
heat
emergencies
in
the
summertime.
You
probably
can
deal
with
the
ice
storms
in
the
winter
time,
but
what
we
don't
know
what
hap
to
do
is
when
that
tanker
train,
derails,
okay
or
we
continue
to
get
bad
information
about
worse
and
worse,
information
about
potential
from
west
side
quarry.

happens
if
something
does
happen
at
westlake
and
we
either
have
to
evacuate
or
shelter
in
place
those
plans
we
have
developed
in
our
own
emergency
management
plan
and
we
have
community
partners
both
red
cross
and
others,
that
we
have
plans
for
how
we
shelter
in
place
or
there's
contracts
that
red
cross
has
throughout
the
county
that
if
they
have
to
activate
sheltering
because
people
don't
have
a
source
of
shelter
on
their
own,
if
they
have
to
move
out
of
their
current
housing.

really
doing
is
looking
at
what
are
the
resources
that
we
have
and
what
are
the
problems
that
we
have
if
we're
looking
at
the
major
natural
disasters

occur

know
that

lot

pulling
together
of
information
comparing
us
to
our
other
counties
in
the
area,
but
it
also
identifies
in
section
3a
the
the
real
really
crucial
pieces
that
the
that
stars
has
pointed
out.

respond
on
their
own
or
without
assistance.

that's
really

a
lot
of
the
focus
of
this

sort

thinking
that

there

talked
to

lot
of
firemen
about
that.

you

have
cooperative
interests
like
that
for
hazmat
stuff
like
that,
and
because,
because
I
mean
while
fire
by
while
police
officers
are
very
good
at
law
enforcement
in
managing
emergencies,
they
don't
put
out
fires.

that's
for
firefighters,
so.

Tanker
trains
shooting
up
79
and
they're
full
of
of
of
of
highway,
that
that
new
crude
oil
that
their
shipping
is
explosive
more
than
that
and
two
of
them
derailed
in
wisconsin
this
past
week.
So
that's.

mommy
has
a
hazmat
unit
and
it's
comprised
and
I'm
not
going
to
speak
for
the
fire
service,
because
that's
not
what
I
do,
but
they
can
probably
they
try
out
for
their
haz
menu
as
we
would
for
our
special
teams
and
stuff
and
they
receive
extensive
training.
A
lot
of
the
training
is
funded
through
staff
because
it's
expensive
training
and
it's
not
held
locally.
So
I
gotta
hate
saying
this,
but
their
their
hazmat
unit
would
be
equivalent
to
law
enforcement
swat
team
and
they
prefer
they
monitor
what
goes
through
this
county.

They
monitor
the
pipelines
that
go
under.
I
can
speak
of
one
numerous
years
ago
when
we
had
a
gas
leak,
they
were
up
there.
They
were
on
it.
We
were
responsible
for
taking
care
of
the
people,
doing
evacuations,
as
ms
liking
said,
an
assistant
with
ems,
and
they
did
their
thing
and
they
they
took
the
lead
and,
depending
on
the
situation,
what
the
event
is
who's
over.

best
caretaker
is
the
esf
we
spoke
to
you,
gentlemen,
we're
doing
the
plan
that
that
individual
section
steps
forward
takes
the
lead,
and
everybody
else
supports
him,

you're
exactly

heavily

we
are
planning
next
and
what
we
would
like

going
forward.

will
know

missing
and

bid

department

like

this

we
toured
st
louis
county's
emergency
center,
we
talked
to
those
folks
and
they
had
no
closet
space.

kinds

issues

brand

structure,
it
didn't
meet
the
needs.
This
thing's
got
an
evaluation
team
where
you
can
have
people
from
the
county
that
actually
use
the
facility
come
in
and
chime
in
on
the
design
and
the
building
of
this
building.
I
think
that's
huge,
but
I
would
caution
you
that
that
also
design
build.

ran
into
something
that
this
last
couple
of
weeks
that
I
think
that
design
build
kind
of
hurt.
In
one
effort
I
was
doing
a
private
bid
to
try
to
save
the
old
40-61
bridge
to
turn
into
tourist
attraction,
there's
parks
on
either
side
of
it
in
st
louis
county
and
saint
charles
county,
and
I
thought
it's
a
shame,
because
a
lot
of
cities
like
austin,
texas
and
nashville
take
those
old
bridges
and
make
them
into
nice
tourist
attractions.

one
of
the
hurdles
I
found
out
about
was
that
project
was
a
design
build
project
and
the
design
build
was
the
construction
of
the
new
bridge,
the
just
deconstruction
or
the
remodeling
of
the
old
bridge
and
the
deconstruction
of
the
real
old
bridge?
Okay,
so
there
before
that
was
just
a
hurdle
that
couldn't
be
passed.
So,
if
you're
going
to
use
this
design
build
process,
it's
pretty
important
that
you
just
know
exactly
what
you
want.
What
you're
asking
for,
because
it
creates
a
problem
changing
down
the
road
from
so.

pull
items

the
consent
agent,
and

didn't
want
to
bother
bob
on
his
vacation,
but
we've

problem
with
not
getting
enough
bidders
for
some
of
these
projects.

some

we
bid
out
body
work
for
the
county
and
there's
dozens
of
body
shops
and
we
got
two
bids.

know
the
health
department
needs
a
new
forklift,
but
we
had
to
go
to
florida
to
buy

forklift
when
you
can
buy
any
brand
of
forklift.
You
want
in
st
louis
area,
okay,
because
we
only
got
one
bid
or
two
bids
actually
and
one
of
the
the
bed
shows
from
florida.
So
I
don't
know
what
to
change.

don't

the
answer
is
and
I
don't
know
what
to
do,
but
we
somehow
we've
got
to
get
more
local
businesses
or
regional
businesses
bidding
on
purchases
for
the
county.

up
fairly
regularly

this

suggest
to
you
that
there's
a
lot
of
businesses
out
there
that
just
don't
want
to
mess
with
government
it's
too
much
of
a
hassle

costs

sector

people
just
don't
want
to
mess
with
the
bonding

familiar
with
that
situation.
