a
crazy
time
in
our
area
again,
and
I
would

I've
been
here
asking
for
a
special
prosecutor
to
investigate
illegal
wrongdoings,
alleged
illegal
wrongdoings
at
the
community
college
district
board
of
trustees
in
the
appointment
of
the
prosecuting
attorney's
mother
to
that
position,
the
county
executive's
wife
serves
on
that
board
of
trustees.
There's
many
conflicts
of
interest.

I
have
not
heard
iota
from
that
county
executive,
nothing
from
the
director
of
administration,
nothing
from
the
county
prosecutor's
office,
nor
the
county,
counselor's
office.
Shame
on
this
county
when
we
have
bad
deals
and
bad
going
on
it's
time
that
we
investigate
ourselves.
You
know
if
it
comes
down
to
a
court
case.
I
guess
we'll
be
back
in
circuit
court,
arguing
it
out
and
see
if
a
judge
will
appoint
a
special
prosecutor,
but
it
just
doesn't
make
sense
why
we
can't
police
ourselves,
investigate
wrongdoings
and
come
to
some
type
of
conclusion.

This

split
many
years
ago

the
question
is:
is
the
historical
background?
It
was
split
many
years
ago
between
police
on
the
one
side,
law
enforcement
and
alarm
dispatch,
otherwise
known
as
fire,
rescue
and
ambulance.
So
in

ordinance,
there's
two
dates
of
confusion,
one
states
september
first
and
another
states
january
1st.
So
that's
of
some
type
of
confusion
in
the
transfer
of
employees
and
the
establishment
of
the
department.

I'd
like

hear

the
county
executive
staff
in
reference
to
historical
information,
there
was
nothing
in
the
county
council
packet
that
talked
about
historical
information
as
most
things
in
county
government.
It's
a
big
secret,
never
talked
about
in
public,
never
debated

never
talked
at
the
committee
level,
which
we
don't
have
that
structure,
but
it
seems
like
one
secret
after
another
comes
up
to
this
kind
of
council
agenda.

know
why
the
split
years
ago,
why
we
need
to
join
them
back
today
with
the
historical
background
and
why
the
cost
to
do
the
merging

benefits
associated
with
either
merging
these
departments
or
not
merging
them,

why
not
look

a
county-wide
system
of
trying
to
eliminate
our
seven
psaps
public
safety
answering
points
down
to
one
or
two
one
for
east
and
west
part
of
the
county?

save
a
lot
of
taxpayer
dollar
monies
in

long
run.

position

sergeant's
position

communication
division

sheriff's
police

positions
are
going
to
remain

they're

on
the
road
serving
the
people.

that

I've

long

and

a

prime
example
of
cooperation
between

city,
county

state

I

want

mention
that
john
gretzky
has
been
instrumental
in
getting
this
project
to
the
point
that
it
is
now.

It
started
off
with
a
a
more
modest
improvements
to
to
move
people
off
of
70
a
little
bit
more
efficiently,
but
through
the
process
it
is,
it
has
grown,
and
in
this
case
it
has
grown
to
a
project.

That
makes
a
lot
more
sense
and
it
will
allow
for
not
only
for
the
traveling
public
to
alleviate
some
safety
concerns
of
of
how
fifth
street
backs
up
or
the
ramps
getting
off
of
70
back
up,
but
it
also
there's
a
economic
development
component
of
this
that
the
city
of
saint,
charles
and
and
st
charles
county
will
certainly
benefit
from
there's
a
lot
of
ground.
Now
that
we'll
we'll
have
much
better
access
and-
and
I
believe,
we'll
we'll
see-
development
happen
there.
So
I'm
I'm
very
excited
about
that.

the
next
stage
the
reason
for
having
this
off
cycle
to
start
with,
I
apologize
for
the
the
late
substitution
and
the
contract
amendment
mod
literally
in
the
last
few
hours
of
the
day
dropped
this
on
us
saying
that
there
are
some
small
word
changes
that
you
get.
If
you
have
any
questions,
I

detail

that,
but
the
contract
itself
is
pretty
much
fundamentally
the
same
as
the
first
reading.

Next
step
is
getting
this
on
the
state,
transportation,
improvement
program
and,
as
everybody's
aware
modot
is,
you
know,
broke,
and
so
they
have
a
state
program
that
they're
not
adding
to
the
reason
they're
willing
to
do.
This
is
because
the
county
and
the
city
have
secured
money
for
the
product
as
well
as
pledged
as
quite
a
bit
of
its
own
money.
So
this
project
needs
to
be
added
to
that
step,
and
in
order
to
do
so,
they
need
a
city
and
the
county
both
to
execute
this
agreement
and
have
it
to
them
by
august
14th.

Once
it's
added
to
the
step,
they'll
give
modot
the
ability
to
advertise
the
project,
and
that
goal
is
to
get
it
advertised
in
january
of
16
and
for
the
project
then
to
go
quickly
into
constructions
potentially
starting
in
march,
and
to
have
it
all
these
improvements
open
to
the
public
before
the
holiday
thanksgiving
black
friday
rush.
Now
that
doesn't
mean
the
project
will
be
done.
It
means
it'll,
be
open
to
the
public.
There'll
still
be
orange.
Barrels
there'll
still
be
work
to
be
done,
but
at
least
the
majority
of
the
work
will
be
done.

great
news
that
the

know
that
one
of
the
things
that
that
can
hold
up
any
project
is
is
right
away.
Acquisition
does,
and
I
know
most
of
this
is
built
on
on
ground-
that
modot
already
controls
is
there
any?

foresee

acquiring
any
additional
land.

schedule

five
slivers

property

lovers

easements

it's

conversations

those
property
owners,
but
until
of

they

signed
the
land
and

the
easement

a
wild

this
schedule
that
we
just
outlined
is
assuming
that
they
will
sign

process
will
go
smoothly.

this
thing

it

I
went
over
the
numbers
we'll
found
it's
a
similar
type

outer
road
project
to
fallon,

this
one's
costing
us

bunch
more
money,
it's
10
million
dollars
out
of
county
money
for
starters,
and
then
you
got
another
3.8
of
our
cmaq
money,
where
I
think
an
old
fallon
will
use
their
cmaq
money.

So
essentially
you
know
this
is
like
a
14
million
dollar
hit
to
county
of
18
million,
and
I'm,
I
guess
my
question
to
you
is:
why
is
this
one
cost
this
one's
a
smidge
bigger,
I
think
than
o'fallon's?
But
why
is
this
this
percentage
that
we're
paying
on
this
one
so
much
higher
than
what
o'fallon's
is.

that's

great
question.
The

county's
dollar
amount
on
this
agreement
is
10
million.
It's
an
18
million
dollar
project,

million.
We
didn't
have
that
money
sitting
in
our
existing
tip.

if
you

last
year,
we
did
not
have
2
million
for
this
project.

they
have
determined

emergency
radio
communication
system
manager.

time
where
we
did
not
know
organizationally.

structure,

to
place
that
office
at

time

hiring
dwayne.

was
very
critical
at
that
time
for
that
person
in
that
office
to

working
directly
with

executive's

On
a
regular
basis
over

last
year
or
two
I'll
mention
that
it
is
becomes
difficult
when
we
have
entities
within
county
government
that

not
structured
within
a
county
department
because
of
how
our
disciplinary
procedures
are
set
up
and
a
personnel
administration
plan.
When
you
don't
have
another
director
who's
the
appointing
authority,
it
causes
some
additional
juggling
of
that
process.
That
is
not
the
easiest
to
handle.

talk
in
detail
about
some
of
those
matters

you'd
like
separately,
so
we've
really
been
looking
over
time.
How
do
we
place
that
function
within
county
government
chuck
had
explored
at
one
point,
providing
that
duties
and
responsibilities
to
the
department
of
information
systems
considered
putting
it
within
the
police
department
and
the
division
of
emergency
management,
consider
putting
it
in
the
department
of
dispatch
and
alarm,
and
we
largely
just
set
on
that
trying
to
figure
out
where
they
best
fit
as
the
system
really
developed.

probably
sees
the
radio
staff
more
often
now
these
days
than
joanne,
and
I
would
because
they're
largely
working
out
at
his
shop
on
equipment
there,
helping
with
installations
and
are
more
closely
tied
with
the
users
of
the
radio
system,

as
dispatch
and
alarm,
such
as
police
dispatch
than
they
are
with
an
administrative
function
within
the
county
executive's
office.
That's
a
lot
of
history,
but
jeff.

little
bit
more
about
how
you
see
the
structure

the

close

two
dispatch
centers,
the
police
dispatch
center
works
a
different
schedule
than
the
fire
and
ems
dispatch
center.
So
that's
one
of

things
that
we
have
to
overcome
is
get
everybody
on
the
same
schedule
and
then
one
of
the
things
that
we
want
to
do
is
be
able
to
cross
train
people
so
that,
if
they're
at
full
staffing
one
day
and
we're
at
less
than
full
staffing,
rather
than
having
to
call
somebody
in
on
overtime,
we
could
just
have
someone.

That's
current.
That
normally
would
do
police
dispatching
do
fire
ems
dispatching.
So
I
think,
in
the
long
run
it
will
definitely
reduce
the
overtime
that
we
do.
There
is
a
slight
adjustment
because
of
the
built
in
overtime
that
the
fire
and
ems
dispatchers
work
on
their.
They
have
a
short
week
and
a
long
week
of
48
hours,
so
there's
a
little
overtime
in
there.
So
I
think,
at
the
end
of
the
day,
when
everything's
said
and
done,
it'll
be
pretty
close
to
a
wash.

you
know,
the
the
ordinance
reads
is
september
1st.
The
office
of
emergency
communications
systems
would
become
part
of
dispatch
alarm,
obviously
they're
going
to
continue
to
operate
out
of
their
current
location
down
here
in
st
charles,
at
least
for
a
while.
The
long-range
goal
is
that,
yes,
everybody
will
be
in
the
same
building
right.
Currently,
the
police
dispatching
and
the
fire
ems
dispatching
is
done
in
the
same
building
they're
just
on
different
sides
of
the
hall,
and
so
we
can,
you
know,
share
resources
in
that
way.

people

back
and
forth

hall
and,
like
jennifer
said,
under
the
direction
of
one
director
instead
of
two
director
type
positions?

don't
know
if
you

the
dispatch
police
dispatch
manager,
position

recently,

county
hired
to
replace
the
lieutenant
that
currently
or
that
had
for
a
number
of
years,
oversaw
the
police
dispatching
operation,

I
believe
he
has
been
reassigned
to
the
road,
but
right.

licensed
commissioned
officers
in

It
was
a
waste
of
their
license.
As
a
law
enforcement
officer,
we
were
taking
people
off
the
road
and
out
of
crime
fighting
to
have
them
supervise
dispatchers,
who
were
very
well
able
to
provide
their
own
supervision.
I
mean
you
have
people
who
are
as
dispatchers
are
experts
in
how
the
computer-aided
dispatching
works
and
how
the
psap
operates
in
how
they
communicate
with
officers
on
the
roads,
what
the
mule's
rules
are
and
all
that
type
of
thing.

So
we
we
took
that
officer
threw
in
an
ordinance
with
you
all
and
reassigned
him
to
the
road
and
made
a
civilian
dispatch.
They
originally
had
six
supervisors,
they've
they've
brought
it
down
to
four
supervisors
and
they
took
one
of
the
supervisory
positions
and
made
it
a
civilian
dispatch
manager.
So
that
would
in
essence,
end
up
being
a
division
director
on
the
police
side
of
the
house,
just
as
there's
an
assistant
director
on
the
fire
and
ambulance
side
of
the
house,
but.

are
no
new
personnel,
no
additional
resources
being
sought
for
the
department.
Actually,
when
you
see
what
would
look
like
a
potential
budget
for
this
department,
it's
as
transparent
as
it
gets
it's
going
to
likely
have
to
be
structured
very
similar
to
the
police
department
budget,
and
that
will
be
dealing
with
several
separate
funds
within
that
department.
The
department
would
be
responsible
for
the
911
fund.
The
radio
system
fund
you'll
have
general
fund
dollars,
it'll
have
capital
improvement,
sales
tax
dollars.

dispatch,
original
dispatch
and
alarm
tax
as
well,
so
all
of
those
funds
will
remain
separate.
So
you'll
really
just
see
a
new
department
name
in
the
budget
and
then
you'll
see
all
of
those
separate
divisions.
Just
like
you
always
saw
the
separate
divisions
before
so
you
can
kind
of
track
over
time.
If
there
was
a
single
dollar
change,
you'll
be
able
to
see
it
from
year
to
year,
and
it's
it's
not
like
you're
taking
five
funds,
dumping
them
all
to
one
big
pool
and
then
trying
to
figure
out
where'd
the
money
go
jeff.

you
read
the
title:
it's
built
it's
to
me
a
little
bit,
it's
a
little
complex
but
basically
you're
taking
the
office
of
communications,
emergency
communications
and
your
role
in
that
transfer
and
after
department
of
dispatch
and
alarm,

and
then
you're,
taking
dispatch
and
alarm
and
merging
that
with
the
police
department,
bureau
of
field
operations,
dispatch,
correct,
okay
dispatch
and
then
you
roll
into
a
brand
new
department.

pretty

are
all
those
people
that
you're
affecting
there,
including
chief
todd,
are
they
good
with
this?
Yes,
because
it
looks
to
me,
like
chief
todd,
is
really
pushing
some
control
from
the
police
department,
bureau
field
operations,
communications
division
to
you
guys
he
cool
with
that.

tried
to
truly
operate
on
the
concept
that
this
is
a
merger
of
the
two
sides
and
not
that
one
side
has
taken
over
the
other.
Okay
jeff
has
done
a
really
good
job
about
offering
them
questionnaires
about.
You
know
what
their
feelings
are
about:
things
like
shift
hours
and
that
type
of
thing
and
giving
their
reasons,
not
just
you
know,
an
a
b
or
c,
but
giving
them
an
opportunity
to
express
their
reasons.
Why
and
reviewing
those
so
trying
to
do
it
so
that
everybody
feels
like
they
have
a
piece
of
this
so.

Fortunately
enough,
the
firemen
they'll
do
their
things
on
the
field.
Still
it's
just
the
dispatchers
in
the
room,
and
actually
I
was
I'm
very
impressed
during
the
survey
that
we
did.
One
of
the
questions
we
asked
was:
were
they
in
favor
of
cross
training
and
overwhelmingly?
I
don't
remember
what
the
percentage
was.

70,
some
odd
percent,
I
think,
or
greater
of
them,
were
looking
forward
to
cross-training
on
the
other
discipline
and
then
participating
in
that
those
dispatching
efforts
as
well.

Well,
and
to
be
honest
with
you,
a
lot
of
well
not
a
lot,
but
a
number
of
these
dispatchers
already
work
for
the
opposite
team
at
a
different
agency
as
overtime.
So
a
number
of
jeff's
dispatchers
are
police
dispatchers
at
one
of
our
municipal
dispatch
agencies.
So
it's
it's
something
a
number
of
them
know
they
can
do.
It
gives
them
more
options.
It
gives
us
better
options.
Should
we
have
a
major
crisis,
and
so
it's
it's,
hopefully
a
good
thing
for,
for
both
sides.

Ultimately,
that's
that's
our
hope
when
we
get
in
the
same
building,
especially
in
those
areas
that
are
covered
by
county
police
and
once
we
all
are
in
the
same
building
and
literally
in
the
same
room.

won't.
You
know
you
won't
have
to
literally
transfer
it
across
town
you'll,
be
able
to
hand
the
phone
to
someone
else
or
take
care
of
yourself
right
there
in
the
room
and
get
all
of
the
help.

I
know
councilman
brazil
asked
me
several
months
ago
when
we
first
talked
about
this.
We
have
made
known
to
all
the
city
administrators
that
if
they
want
to
talk
to
us
about
combined
dispatch
that
we're
perfectly
happy
to
talk
to
them
about
that.

county
executive
is
hereby
authorized
to
execute
any
documents
needed
to
complete
the
grant
of
the
easement
and
to
record
the
easement
deeds
with
the
saint
charles
county
recorder
of
deeds.
