highway
into

road

signal
at
old
highway

Hockridge
trail

signal
at
old
highway
and

sidewalks
on
the
northwest
side

shared

path
on
the
southeast

critical
components

get
enough
score
to
be
able
to
get
federal
funding
next
year
when
we
apply
the
benefits,

that
we
said
that
we
hoped
that
we
could
show
this
route
would
provide
some
utility
to
people
that
live,
maybe
over
towards
target
in
order
to
get
down
to
the
high
school

vice-versa

really
did
that
study-
and
we
looked
at
this-
it
is
a
major
improvement
for
conjunction
congestion
reduction
and
the
2040
designer
you

Mota
and
the
county
are
working
together
on
a
highway
end
study
for
this
corridor
of
highway.

really
the
big
changes
that
are
happening
with
that
study
are
further
to
the
west,
but
this
this
section
of
highway
n
is
somewhat
included
in
that
study
and
that
the
target
year
for
that
states
2040.
That's
what
we
use
we're
cutting
delay
by
1/3
or
by
2/3
on
the
regional
system
in
this
area.
Those
are
big
numbers.
It
1,500
hours
of
delay
in
the
PM
peak
hour
every
day
sounds
like
a
lot,
but
when
you
look
think
it's
50,000
cars,
that's
110.

vehicle
coming
through
this
this
area,
so
it's
not
so
it's
it's!
It's
really
nice!
It's
understandable
that
that
you
would
have
that,
and
this
reduction
in
in
delay
works
out
to
almost
5
million
dollars
for
the
traveling
public
in
a
year.

that's!
This
is
a
big
improvement
in
that
design.
Here
and
also
you
know,
it
supports
access
to
commercial
and
residential
properties.
We've
got
a
residential
subdivision,
it's
under
construction
right
along
this
corridor,
and
we
have
a
substantial
commercial
development
adjacent
for
implementation.

project
into
three
phases:

kind
of
got
a
blow-up

the
two
ends
of
the
project
phase
one
will
be
from
summers
Road,
it's
a
top

from

up
to
the
the
stub

existing
pavement

I've

I'll
get
into
that
a
little
bit
more
later.
Phase
3
is
the
signal
at
summers
and
the
realignment
of
the
quick
trip
entrance
here
and
then
down
below
is
the
sorry,
the
the
North
End
at
Hockridge
trail
for
retiring
in
there.
That
can
be
phase
2.

phase
1
application,
this
project
will
connect
the
existing
old
highway
into
summers.
Road
I'll
have
a
right
turn:
lane
on
summers
Road
and
approaching
the
new
new
street
bike
and
pedestrian
accommodations.
We've
got
a
high
school
and
elementary
school
on
the
area,
and
it's
an
existing
and
some
new
subdivisions
that
we'll
be
able
to
utilize
this
to
access
those
schools,
there's
also
a
component
contribution
for
a
north-south
Road
within
the
commercial
development.
That
looks
something
like
this.

Cost
breakdown
is
this
product
doesn't
really
qualify
for
federal
funds
because
it's
a
new
road
there's,
no
there's
no
Road
bed
there,
so
they
weren't
too
keen
on
us
getting
federal
funds
on
this
stage
of
the
project.
But
once
we
build
in
this
space,
then
the
rest
of
the
project
will
qualify.
So
what
we're
hoping
to
do
is
get
the
design
started
very
early
on
this.

We
also
have
some
other
contributions
and
I've
got
this
detailed
here.
We've
got
a
lot
of
funding
partners
in
this
project
and
we
finally
managed
to
kind
of
pull
everybody
together.
So
we've
got
cash
coming
from
developers,
we've
got
TDD
reimbursements.
We
get
to
the
Improvement
District
reimbursements
in
O'fallon,
found
in
Lake.
St.
Louis
have
worked
together
really
well
on
this
project,
and
it's
been
a
good
example
of
how
so
couple
cities
can
work
together
on
a
project
that
spans
their
boundaries.

for
Phase
two,
this
is
reconstructing.
The
remainder
of
the
existing
pavement
will
widen
that
old
rural
two-lane
section,
with
open
drainage
to
three
lanes
and
curb
gutter
and
closed
drainage.
A
signal
of
Hockridge
trail
is
included
in
the
face
to
project
a
right
turn
lane
on
Hockridge
trail
and
that's
gonna,
be
the
westbound
approach
or
the
eastbound
approach.
A
left
turn
from
the
westbound
approach
is
added
and,
of
course,
we've
got
the
bike
and
pedestrian
accommodations
and
that
project
will
look
something
like
this
and
see.
We've
got
those
turn
lanes.

not
apply
it
for
federal
funds
yet
because
we
didn't
have
all
of
the
agreements
with
the
developers
and
the
cities
worked
out
before
they
have
patients
review
this
year,
but
we
will
apply
next
year
and
we're
confident
that
we're
going

qualify
for
funding,
and
so
with
that
anticipated
federal
funds.
This
is
what
the
road
board
is
likely
to
see,
which
is
twenty-seven
percent.
Twenty
eight
percent
to
the
county
like
st.
Louis
and
o'fallon,
splitting
that
city
share,
40%,
39%,
federal
and
then
26
other,
which
also
includes
a
MODOK
cost
share.

that's
part

this
project

understanding
is.
The
report
is
now
allowing
those
it's
eligible
costs,
which
I
think
is
a
great
thing,
because
you
know
we
just
won't
score
well.
We
won't

federal
funding
on
this
project
without
it,
but
with
it
we
will
get
that
federal
funding.

schedule
will
be
that
well
we're
hoping

get

program
agreement
for
phase
one
approved,
possibly
early

start
design

we
September

be

get

cost
share

round

commit
actually

funding

remainder

cost

it

property
actually

develop,

paying
them

developer,

agreement

it's
kind
of
typical
that
the
bond
holder
will
collect
that
money
for
a
certain
period
of
time
until
it's
paid
or
until
certain
things

development
like
you've
made
all
of
your
payment's
three
quarters
in
a
row
or
three
years
ago,
or
something
like
that.
There's
there's
different.

county
are
not

risk

developer
has
to
front
all
that

developer
issues
notes
and
he
writes
a
check
and
then,
as
that
sales
tax
comes

it
funnels

they're
sold
on
the
bond
market.
So
then
there's
a
bond,
but
this
is
smaller,
so
it
probably
won't
be
bought

sold

developer
will
just
hold
the
notes
so.

park

entrance
is
off
the
Kiska
roads,
so
it's
some
distance
away
from
the
same
woman.
The
segment
that
we're
talking
about
is
on
our
thoroughfare
plan
right
here,

extend

city
actually

wolfram
crossing.
That's
that's
a
wider
Road
in
a
residential
subdivision
through
the
open
areas,
Bechet
or
Dairy
Queen
is
on
Independence
Road,
that's
Wellman,
Spring
Parkway
on
the
seat
and
top.
So
this
is
a
thoroughfare
and
we're
just
we're
just
constructing
one
segment
of
the
thoroughfare.

It
really
grated
for
a
road
with
some
peaks
and
several
to
inch
over
overlays
over
the
years
over
the
original
rock
base.
It's
been
widened.
A
little
bit
last
year
had
2163
cars
on
it.
As
I
mentioned,
it's
the
main
access
for
for
subdivisions
there's
several
other
residents
along
the
road.
The
pavement
was
originally
19
feet,
wide
and
off
of
tippmann
Hill
Road,
where
some
subdivisions
went
in
as
those
subdivisions
entrances
went
in
the
county
and
the
city
actually
widened
the
road
a
little
bit
up
to
the
certain
manner.

is
the
county
park
off
a
Kisker
is
the
entrance
to
the
park.
There's
a
nice
trail
entrance
here,
Salman
Road
here
there
nice
trail
entrance
here,
and
it's
drawing
a
lot
of
pedestrian
and
bicycle
traffic
on
single
Road
to
get
to
the
park.
That's
that's
the
main
reason
we're
proposing
to
do
the
improvement
now.

topsail
monroe
and
the
red
car

is
really
the
widening
that
is
taking
place,
so
it
makes
it
for
about
32
foot
wide
pavement
that
nobody
ever
really
uses
that
side
of
the
road,
because
they
recognize

hill

into
the
first
renaissance
place,

the
certain
manner
this
is
looking
down.

apparently

pedestrian
crossing

working
on

county

sight
issues.
That's
with
the
vertical
curves
aren't
perfect.

section

proposing

improve
we're
not
really
proposing
any
horizontal

people
that
the
kids-
basically
that's,
looking
back
down
with
Lucerne
manors
on
the
left,
their
kids
are
basically
walking
the
grass
area,
adults
to
bicycles
on
the
road
I've
witnessed
some
pretty
young
kids
on
this
roadway.
This
is
a
curve
we're
going
to
end
the
improvement
up
pretty
close
to
this
curve
on
the
right.

to
pull
up
the
10-foot
trail
around
around
the
curve
and
there's
sidewalks
already
in
place
for
ailment
farms.
That
was
built
not
too
long
ago.
That
was
sidewalks
are
five
foot
wide.
Should
we
go
forward

this
project?

city
has
reserved
another
five
foot
of
width
between
the
road
and
the
current
sidewalk
to
expand
that
went
to
a
10
foot
wide
trail
which
would
match
what
we're
proposing
at
this
section.

anybody
walking

lot

people
traveling

road

foot

road

difficult
cross

on
Wolfram

of
curb

gutter

and

10-foot

the

lanes

Renaissance
placements

Manor,
because
everybody
coming
towards
Pitman,

put
them
in,

basically

people
are
leaving
out
Pitman,

the

park

about
a
three
hundred
plus
residential
subdivision
planning
to
go
in
this
quadrant
of
piney
Road
and
then
some
existing
subdivisions
that
are
finally
beginning
to
be
built
out
that
were
built.
10-15
years
ago,
also
along
piney
Road
to
kind
of
notice,
some
tight,
horizontal
curves
that
we're
looking
to
improve
right
now
they
require
a
reduction
in
speed
to
navigate
a
look
at
fixing
those
some
of
the
existing
conditions.

Pawnee
Road
is
a
bi-directional
two-lane,
major
collector
about
an
average
of
21
feet,
wide
pavement
width
and
then
with
that
pavement
width.
That
leaves
us
with
some
limited
separation
between
the
edge',
pavement
and
bottoms
of
ditches.
During
the
recent
pacer
evaluation,
it
scored
a
4.4
also
a
long
time
here.
Oh
there's
limit
pedestrian
connectivity
that
we're
looking
to
include
as
part
of
this
project
within
the
last
three
years
there
were
12
reported
crashes
of
those
12
might
were
run
off
the
road
three
be
crossing.

we're
looking

There
is
take
two
existing
subdivisions
that
have
very
limited
pedestrian
connectivity
and
tied
them
back
into
a
subdivision
that
does
have
sidewalks
that
run
throughout.
It
gets
it
over
to
the
approved
section
of
pioneer
and
over
to
pioneer
Ridge
Elementary
in
the
splash
station
water
park,
I'm
also,
with
the
add
some
sidewalks
and
curb
ramps
to
the
northern
limits
of
the
project
that
tie
into
the
new
interchange.

would
then

best

the
across
the
interchange
over
to
the
other
side
of
the
u.s.

roadway

a
higher
speed

roadway
was
ever
intended
or
the
volume
was
ever
intended
to
travel.

So
this
is
really
you
know
trying
to
give
a
little
bit
ahead
of
the
Pawnee
Road.
As
Kevin
mentioned,
the
overall
West
Haven
subdivision
directly
adjacent
there.
That's
about
300
plan
Lots
with
over
500
total
of
complete
development.
So
it
is
one
that
will
just
continue
to
generate
those
numbers
and
as
we
go
through
our
planning
and
zoning
processes,
the
existing
residents
frequently
mentioned
and
turned
out
large
numbers.

Speaking
about
the
safety
of
the
roadway
and
speaking
about
those
additional
residents
who
are
going
to
be
added
to
that
kind
of
an
already
congested
area
with
schools
and
other
public
amenities
for
schools,
this
is
the
second
time
we
presented
Pawnee
Road,
the
county
in
person
in
previous
years.
You
know
in
those
points
accident
data
just
didn't
really
support
compared
to
some
of
the
other
projects
that
were
being
presented
in
those
years
as
well.

So
the
second
project
we're
looking
at
it's
going
to
be
what
we're
calling
us
highway,
61
out
of
Road
phase
2a
and
what
it
is
really
gonna
look
like
is
you
know,
honestly.
We
could
also
have
called
this
little
Parkway
turn
lane
phase
3,
but
what
we've
looked
at
is
really
a
payment
evolved
from
highway
61,
full
design
of
the
phase
2
3
and
the
algorithm.
So
we
did
look
previously
it's
many
of
this
for
east-west
gateway
funding.

However,
at
that
point,
our
accident
rates
and
volume
to
that
point
really
didn't
leave
what
the
marks
we
thought
would
be
a
qualifying
score.
So
what
we
did
was
through
the
outer
road
design
process,
we
decided
to
go
ahead
and
push
this
through
to
a
full
design.
So
it
is
fully
designed
at
this
point
or
will
be
by
the
end
of
the
year.

what
we've
kind
of
done
is
looking
at
its
from
if
you're
familiar
with
the
area
from
Kwik,
Trip
and
petrol
mark
there
on
the
far
eastern
edge
of
the
city
towards
highway
61
and
we're
looking
really
just
for
the
continuation
of
that
center
turn
lane
that
we've
started
all
the
way
back
at
the
very
first
at
I-70
continued
all
the
way
through
this
will
be
the
last
segment.
So
what
it
does
is
also
looking
at
early.
It's
the
continuation
of
the
10-foot
pedestrian
trail
on
the
south
side
of
the
roadway.

Those
two
previous
projects
where
you
splice
Gateway,
funded
for
SDP.
So
it
is
one
that
County
and
both
east-west
gateway
are
familiar
with.
You
can
look
a
little
bit
right
now.
It's
a
four-lane
principal
arterial,
roadway.
It
has
an
average
ATT
little
over
24,000
with
Peaks
on
the
weekends
of
about
30,000.
So
it's
one
we're
anticipating
that
future,
a
duty
to
continue
to
climb
up
to
about
48,000
cars.
We
did
do
a
pacer
rating
prior
to
some
middle
here,
and
it
is
about
a
two
point.

roadway
is
really
reaching
the
end
of
its
anticipated
life
cycle.
It's
getting
real
close
to
that
30
year
time
frame,
but
when
I
was
first
constructed,
so
really
the
project
scope.

replaced

far

isolated
site
replacement

we
found

design

was

needs
to
be
replaced
with
the
volumes
that
it
experiences
today.

they've

the
MSE
wall
on
the
north
side
of
the
project
and

beginning

earthen
worked

ramps,

well
as

realignment
outer
road.

Existing
condition
is
we
have
a
hundred-foot
of
an
identified
right
away
corridor
of
approximately
5,500
linear
feet
that
run
between
existing
residential
subdivisions,
where
those
developments
planted
that
right
away
as
part
of
their
process.
There
are
some
difficulties
that
we've
gone
through.
We
did
hire
consulting
services
this
year
to
go
through
a
conceptual
or
a
kind
of
a
higher
level
conceptual
design.
The
original
environmental
study
put
it
at
a
very
high
level.
So,
through
the
conceptual
process,
we've
evaluated
the
waterways
that
crisscross
this
project
that
required
extensive
box
colors.

We
also
went
through
the
process
of
analyzing
following
MoDOT
standards
in
need
for
any
sound
walls
or
sound
abatement,
and
luckily,
through
that
process
we
found
them.
They
did
not
qualify.
Let's
say
the
second
amount
of
cost
by
not
having
to
go
through
the
sound
wall
process
for
this
roadway
and
then
what
we've
really
done
is
come
up
with
what
we
would
anticipate
being
overall,
horizontal
and
vertical
alignment
as
well
as
some
other
improvements.

Looking
at
under
this
initial
design
and
was
really
supported
by
working
with
the
county
in
the
travel
demand
model,
is
that
an
initial
two-lane
configuration
serves
the
current
demand,
as
well
as
somewhat
in
the
future
and
really
was
a
balance
of
looking
at
whether
we
created
the
complete
roadway
and
then
we're
ready
in
anticipation
of
future
Blayne
widening
so
I
think
what
we
were
presenting
at
this
point
is
two
lanes
of
pavement.
It
would
pay
the
eastern
section
of
the
roadway,
as
well
as
construct
box
culverts,
the
entire
width
of
the
road.

So
that
way,
the
future
expansions
would
really
just
be
associated
with
pavement,
as
opposed
to
having
to
come
back
in
and
really
go
through
the
full
construction
process
for
box
culvert
construction.
So,
as
you
can
see
here,
we're
kind
of
said,
abbreviated
kind
of
highlights
of
what
the
overall
concept
is.
It
starts
at
Goodfellow
Road,
which
is
we
just
set
just
north
of
the
interchange
project.
Where
that
terminates,
you
can
see,
there's
several
really
long
box
poker.

Oh
it's
a
pretty
long
excuse
that
equal
length
of
it
and
fairly
significant
waterway
as
far
as
overall
size.
One
of
the
things
we
did
look
to
add
to
the
project
that
we're
not
tied
to
it's
really
one
more
to
gather
public
opinion
as
we
go
through
the
process,
as
we
did
include
the
design
of
a
right
in
right
out
and
then
existing
stuff
division.

That
only
has
one
point
of
ingress
egress,
so
it
is
one
that
we
really
would
just
have
look
for
the
feedbacks
from
that
residential
subdivisions
and
move
forward,
whether
there's
support
of
it
to
provide
greater
access
to
their
subdivision
or
whether
it's
detriment
by
eliminating
that
called
exact
and
possibly
encouraging
more
traffic
through
their
subdivisions.
That
was
really
kind
of
one
of
the
things
that
kind
of
an
added
thing
from
the
original
environmental
study.

As
you
can
see
here,
looking
on
the
far
left
there,
we've
got
some
of
the
pipes
and
things
there
have
been
stockpiled
with
the
current
interchange
project
and
looking
here
is
kind
of
what
our
typical
roadway
looks.
Like
the
majority
of
it,
it
was
kind
of
rough
ready
to
do
that
original
subdivision
work,
so
a
lot
of
it
is
somewhat
ready
to
go,
and
the
project
will
also
be
tying
into
two
sub
streets
that
were
the
planned
access
points
with
some
of
those
subdivisions.

So
we
get
to
the
financial
side,
it
is,
as
I
mentioned,
the
box
culverts
and
a
little
bit
over
a
mile
roadway
is
a
significant
project.
It
does
come
in
at
about
eight
point:
eight
million
dollars
and
based
on
the
greenfield
construction,
as
well
as
in
the
cities
and
counties,
commitment
to
not
ask
for
federal
funding
for
these
projects
based
upon
the
environmental
approval.

Through
the
EA,
what
it
does
is
it's
a
divided
Boulevard
roadway,
so
it
really
kind
of
facilitates
that
partial
construction
of
a
half
of
the
road
at
the
time.
So
really
what
we
would
have
is
the
center
of
vegetated
median
and
that
we
would
just
fill
the
roadway
on
the
other
side
of
that
in
the
future.
And
it's
one
where
the
traveling,
a
Model
Management
speak
to
more
is
a
little
bit
of
kind
of
that
best
guesstimate
on
what
the
needs
are.
It's
one
that
the
commercial
area
fully
develops
immediately
after
the
interchange.

It
couldn't
separate
the
need
for
those
four
lanes
sooner
rather
than
later,
I
think
we're
pretty
comfortable
in
this
point.
As
far
as
some
meeting
the
needs
of
those
residential
commuters
is
that
we
can
work
with
the
two
lanes
with
key
Center
turn
lanes
at
the
intersection
subdivisions.
It
allows
some
additional
capacity,
part
of
the
part
of
the
parties.
