meetings

then
we
archive
them
properly
for

public
to
see
because
not
everybody
is
not
conducive
to
everybody
at
four
o'clock
in
the
middle
of
the
business
day.
At
the
least,
I
ask
that
this
board
start
to
record
its
webinar.

think
it's
only
important
to
be
transparent
with
the
public
and
possibly
look
at
the
use
of
the
county
council
chambers
and
the
students
dubbed
the
studios
over
the
county
council
chambers.
We
have
close
to
a
million
dollar
staff
that
does
the
television
broadcasting
for
the
county,
and
I
think
that
this
board
should
use
it
and
televise,
like
all
the
other
boards
and
commissions.

month's
meeting
I
had
to
leave
early
and
I
missed
out
on
the
presentations
and
so
for
some
reason.
In
the
back
of
my
mind,
I
thought
the
staff
was
recording
the
meetings
of
the
road
board,
but
I
went
and
looked
for
it
and
unfortunately
I
could
not
find
it.

cent
sales
tax
is
going.
The
other
thing
is
there's
overrun
projects.
That's
a
biggie
in
my
department,
there's
a
lot
of
projects
that
come
in
either
under
budget
or
a
lot
of
overruns
and
a
lot
of
what's
the
word
that
I'm
looking
for
contingencies,
and
so
I
think
that
there
should
be
a
report
made
monthly
to
the
road
board
about
where
we
are
in
contingencies.

thing
that
I
have
concerns
about:
additional
costs
are
missouri
rocket
and
main
street
aino
filing.
What
is
it
going
to
cost
the
county,
modot
and
o'fallon
in
terms
of
overruns
already
a
year
behind
on
the
project?
They
had
a
lot
of
problems
with
getting
the
project
off
the
ground
and
it's
going
to
be
a
large
cost.
From
my
understanding.

talking
to
some
staff
members
at
modot
and
at
the
city
of
wolf
island,
I
think
we're
looking
at
800
900
a
million
dollars,
and
so,
where
exactly
is
that
money
gonna
come
from
everything's
budgeted?
All
the
budgets
are
tight
at
the
state
and
the
county
levels,
and
so
where
is
that
overall,
going
to
come
from?
So
I'd
like
this
to
be
addressed
by
the
board,
I
think
the
public
has
a
right
to
know
when
we
have
major
overruns
where
the
money's
going,
how
it's
being
spent
and
why
we
have
such
a
big
cost.

louis
boulevard,
reconstruction

boulevard.

we're
on
budget
right

Here's
the
money
that
we've
been
allotted
and
max
for
the
federal
is
950
000
we
got
from
stp
grant.
The
projected
county
is
1.44
million
in
the
city's
portion
is
321,
000,
no
reason
to
believe
we're
off
budget.
As
of
yet
I
mean
the
monopoly
schedule
so
currently
we're
in
the
we
got.
Preliminary
plans
approved
we're
in
right-of-way
acquisition.
I've
just
sent
out
60-day
and
30-day
notices
we're
in
the
utility
relocation
phase.
So
we're
looking
at
a
construction
of
2022.

lewis
boulevard
roundabout

call
it,
I'm
sure,
you're,
very
familiar

this
roundabout
picking
out
the
two
small
two
closely
spaced
signals
that
are
here
replacing

point

budget

project
estimates
are
still
coming.

our

go
into

spring

out
of
the
weather,

kind

bad.

year
we
couldn't
get
the
overlays
done
so
that
did
the
first
section
of
overlay
lake,
st
louis
boulevard,
from
oh
there's,
a
firehouse
to
approximately
pleasant
mother
drive.

that
had
sidewalks
88,
all
new
sidewalks,
some
curb
work
in
it.
We
got
1.1
from
the
feds
the
county
had
originally
was
at
396..
We
overran
a
little
bit
on
this
phase,
so
we
was
ended
up
being
a
60
000
over
budget
on
the
entire
project,
and
it's
complete.
I
think
I
have
one
more
invoice
to
submit
to
the
county.
I
can't
reference
on
this
project
or
the
next
one.
So
modot's
got
it
so
phase.

had

bridge

new
shared
use
path
on
the
one
side,
so
the
photo
on
the
top
left.

the

city's

for
us

north

road
alignment

one
had
multiple
alignments.

the
city
has
about
nine
active
projects.
Two
projects
are
under
construction,
west
clay
rehabilitation
and
the
skinner
industrial
driver
location.

The
city
has
seven
projects
currently
under
design,
maggie
road
interchange,
the
systemic
safety
improvements,
roundabout
at
little
hills
and
mel
wetter,
bashtown
rio
phase,
two,
the
sunbelt
road
bridge,
culvert
replacement
southwest
street
reconstruction
and
a
smart
project
parking
project.

Rehabilitation
project:
this
is
a
pretty
big
project
for
us.
It's
about
20
months,
construction
schedule.
We
are
on
schedule
to
complete
it.
This
year
we
have
completed
the
underground
of
utilities
and
we
have
completed
the
northern
pavement.
We
are
currently
working
on
the
I'm
sorry
complete
the
southern
payment,
we're
currently
working
on
the
northern
pavement,
they're,
actually
going
to
start
paving
the
northern
side
next
week,
and
the
road
will
be
completely
open
to
traffic
by
the
end
of
november
and
project
close
out
at
the
end
of
the
year.

The
project
is
about
10
and
a
half
million
dollars.
Five
and
a
half
were
from
county.
We
received
a
million
dollars
in
federal
funds
and
the
remainder
was
city.

Funds
another
project
under
construction
is
our
skinner.
Industrial
drive
relocation.
This
project
kicked
off
construction
in
may
of
this
year.
It
looks
at
realigning
skinner
industrial
drive
to
be
in
line
with
mueller
road.
We
had
an
issue
with
delivery
trucks,
mostly
from
fedex
backing
up
when
they
made
it
left
turn
into
their
entrance,
and
it
was
queuing
and
backing
up
through
the
intersection
to
where
the
traffic
on
new
town
boulevard
couldn't
move
at
all.

So
this
project
will
greatly
improve
the
traffic
flow
in
that
area.
We
started
construction
in
may.
We
completed
the
culvert
in
september.
We
are
working
on
the
pavement
now
and
all
the
pavement
will
be
in
at
the
end
of
november
and
the
project
will
be
complete
in
december.
It
was
about
a
2.1
million
dollar
project.

000
were
county
funds.
We
received
almost
a
million
dollars
in
governor
cost,
share
funds
for
the
project,
fedex
contributed
about
a
hundred
thousand
and
the
rest
of
the
funds
were
about
five
hundred
thousand
on
city
street
funds.

This
is
kind
of
the
issue
that
we've
been
running
into
at
that
location,
with
the
fedex
trucks
backing
up
into
that
intersection.
So
they'll
be
improved
when
the
roads
open.
This
is
kind
of
couple

In
the

you

kind
of

the
signal
at
newtown

we're
almost

We
just
gotta

connections

pavement
connections

existing
skinner,
road

re-hook
up
the
entrances.

culvert

got
constructed.
The
culvert
was
designed
so
that
it
could
be
extended
in
the
future
to
go
across
newtown
boulevard.

They
are
almost
finished
with
the
environmental
clearances
and
the
preliminary
plans
they're
on
schedule
to
finalize
the
design
next
year
in
2021
and
start
construction
next
year,
and
it's
on
schedule
to
be
completed
and
sometime
in
2023.

The
project
includes
redoing
about
six
new
ramps
that
provides
full
access
between
highway,
94,
highway,
364,
page
extension
and
maggie
road,
a
pretty
big
project.
It's
about
a
15
and
a
half
million
dollar
project.
The
county
is
contributing
almost
five
million
dollars,
as
well
as
the
city.
Modot's
contributed
five
million
dollars
and
we
received
some
federal
funds
about
a
million
dollars
for
that
as
well.

that
is
a
good
question
there,
so
yeah
we've
added
working
with
modot
and
the
east
west
gateway.
We
have
added
a
third
lane
on
highway
94
from,
I
guess
our
project
limits
to
zumba
and
that
will
be
done
with
this.

Project
we
have
a
systemic
safety
improvements
project.
This
is
kind
of
a
city-wide
project.
We
actually
had
a
study
that
we
partnered
with
the
county
on
that
looked
at
some
lower
cost
safety
improvements
that
we
can
make
at
intersections
and
corridors.

Pedestrian
improvements
with
rapid
flashing
beacons,
some
reflective
signal,
backplates,
guardrail,
reflectors
kind
of
these
lower
cost
type
improvements,
but
when
you
add
them
all
up,
it
kind
of
becomes
a
significant
project.
The
project
was
eligible
for
federal
funds,
so
we
did
receive
about
80
percent
of
the
project
costs
in
federal.

It's
a
700
000
budget,
the
city
and
the
county
are
contributing.
Seventy
thousand
and
eighty
percent
five
hundred
sixty
thousand
are
federal
funds.
We've
currently
completed
the
preliminary
design
and
right-of-way.
We
have
submitted
our
right-of-way
clearance
to
modot
once
we
receive
that
we'll
be
ready
to
go
out
to
bid.
So
we
are
going
to
finalize
the
design
and
go
out
to
bid
probably
this
the
spring
of
2021
and
then
we'll
go
under
construction.

This
looks
at
putting
a
center
turn
lane
in
improving
the
drainage,
putting
some
shoulders
down
and
adding
sidewalks
along
the
road
we've
selected,
efk
moen
for
design
the
right
of
way
was
already
dedicated
with
the
charlestown
developments
when
they
were
constructed.
Recently,
we
are
in
the
process
of
finalizing
our
design
they'll
be
completed
in
the
summer
and
will
be
again
the
construction
at
the
end
of
next
year
and
have
construction
completed
at
the
end
of
2022..

It's
a
3.2
million
dollar
project.
The
county
is
contributing
a
million
dollars
towards
construction,
as
well
as
the
federal
government's,
also
contributing
a
million
dollars,
and
then
the
city
has
the
remainder
about
1.2
million
dollars
in
costs.
These
are
kind
of
some
of
the
improvements
that
we're
looking
at
making
on
on
boscher
town
road.
You
can
see
today
there's
a
two-lane
road
and
we're
actually
going
to
relocate
it
as
it
goes
towards
highway

that
separates
that
intersection
between
highway

bosch
town,

and
highway

We
are

schedule
to
start
construction.
This
spring
of
2021
and
construction
will
be
completed

the

It's
a
two
million
dollar
project,
half
of
the
funds.

dollars
are
from
the
federal
government

county

cities
split
the
remaining
funds
at
500
000
each
towards
this
project.

we
have
four
concrete,
not
concrete,
metal
art,
metal
pipes
that
are
starting
to
deteriorate
in
a
road
we've
done
some
emergency
repairs
to
keep
them
open,
but
they're
in
desperate
need
to
be
replaced.
So
this
project
will
replace
the
failing
culvert
there
gba
was
selected
for
design.

We
have
completed
the
right-of-way
plans,
they've
been
submitted
to
modot.
We
are
waiting
for
our
a
date
and
then
we'll
start
acquiring
some
easements
there's
only
about
five
properties
that
are
affected.
We've
been
in
negotiations
with
our
communications
with
them
already,
so
we
are
anticipating
the
right
of
way
to
go
pretty
quickly
and
we'll
be
able
to
begin
construction,
probably
in
october
of
next
year
and
it'll,
be
about
a
year
of
design
of
construction.

So
it's
a
two
and
a
half
million
dollar
project,
two
million
in
federal
funds
and
250
000
in
county
and
250
000
in
city
funds
as
well.

It's
going
to
improve
drainage
along
that
corridor,
we'll
have
a
shared
use
path
along
the
entire
length
of
the
project
and
it's
going
to
address
and
fix
a
lot
of
the
on-street
parking
that
we
have
near
the
apartments
closer
to
san
juan
we're
on
schedule
to
start
design,
beginning
of
the
beginning
of
the
year
of
2021,
will
obtain
right
away
in
easements
in
22
and
start
construction
in
2023..

The
last
project
I
have
here
is
a
smart
parking
project
within
our
historic
downtown.
We
partnered
with
the
county
on
this
project
to
get
federal
funds.
We
were
successful
in
getting
80
percent
of
it
funded
it's
a
million
dollar
project.
Eighty
percent
eight
hundred
thousand
are
from
federal
funds
and
then
the
county
and
city
are
splitting
the
remaining
funds
at
a
hundred
thousand
each.

This
looks
at
it's
kind
of
a
unique
project.
It's
looking
at
placing
sensors
in
our
parking
lots
to
show
available
parking
and
providing
some
dynamic
message
boards
and
an
online
app
to
indicate
where
parking
is
available.

There
is
no
easements
or
right
away
needed
and
the
construction
is
scheduled
to
be
completed
at
the
end
of
2022.
A
little
more
issue
on
what's
going
on
in
here,
historic
downtown
parking
is
fairly
limited.
We've
got
about
30
all
3
179
spaces
available
downtown
and
we've
got
9700
in
the
surrounding
area.

We
did
a
parking
study
back
in
2018
and
it
showed
that
on
average,
people
are
spending
about
nine
minutes
to
find
a
park,
an
available
parking
spot
downtown.
So
in
that
time,
they're
searching
through
lots
or
going
in
you
know
basically
causing
other
traffic
concession
just
to
look
for
a
parking
spot.
So
there's
a
way
that
we
can
communicate
where
the
spots
are
available.
That
will
cut
down
that
time
and
make
traffic
flow
a
lot
easier
through
historic
downtown,
especially
during
these
special
events.

we're

on
the

right
there's
a

of
a

would
be
installed
in
some
of
these
parking
areas,
and
it
would
tell
us
kind
of
where
it's
a
sensor

spots

similar

like
video
detection
at
an
intersection.

whether
it
changes
the
light
it's
able
to
detect
what

a
car
and
what
is
not
a
car

it'll
tell

spaces

the

fourth
and
final
phase
of
this
rodent
improvement
project.
This
was
the
essentially
the
central
center
portion
of
the
roadway.

total
reconstruction
curbs,
gutters
storm
water
improvements,
a
walking
trail
asphalt,
walking
trail,
and
this
is
also
the
last
link
of
the
walking
trail
which
connects
wolfram
road
at
94.
to
independence
road
at

So
it
essentially
makes
a
kind
of
a
u-shaped
walking
trail
system
and
also
connects
to
some
additional
pedestrian
facilities
along
other
roadways.

had
substantial
completion
at
the
end
of
last
year,
there
were
numerous
punch
list
items
that
did
have
to
carry
over
into
2020,
and
through
that
process
we
did
identify
some
additional
work
and
and
did
issue
some
change
orders
with
the
contractor.

the
primary
reason
why
the
the
project
went
into
august
of
2020.
It
was
on
the
24th
of
august
that
we
had
full
and
final
completion
of
the
construction.

We're
now
working
on
closeout
documents
to
submit
those
to
modot
cochrane
engineering
is
our
construction
manager
on
the
project,
so
they
are
putting
together
those
documents.
Those
should
be
finishing
up
in
the
next
couple
weeks.

still

some
remaining
funds
available,
both
with
the
county
road
board
as
well.
As
you
know,
east-west
gateway,
the
federal
funding
we,
our
finance
department's,
working
on
a
final
request
for
reimbursement
of
those
funds.
Total
project
budget

2.4

over
2.4
million
dollars.
We
estimate
that
the
actual
cost
will
be
roughly
2.46
million,
so
we're
about

city
project
is
complete,

be

east
west
and
then
also
south
down
south.

would

project

we're
behind

willow
elementary
school.

we
built
a
portion
from
the
easternmost
93
curve
up
into
a
broad
subdivision,
but
did
not
have
all
the
right-of-way
secured
at
that
time
to
go
all
the
way
back
up
and
over
to
the
northwest
with
the
willow,
and
now
we
do
so.
We
did
that
project
this
summer
even
knows
to
proceed
at
the
end
of
august
and
us
progressing
well,
not
anticipating
any
delays.
They
are
now
going
to
be
racing
a
little
bit
against
the
weather
to
finish
it
up,
but
looking
at
completion,
it
should
be
december
21st
as
well.

price
on
this
project
came
in
well,
it
was
a
877
thousand
dollar
and
at
this
point
there
are
no
no
change.

anticipated

Construction
finally,
and
that's
westwood
five,
so
westwood
drive
was
built
by
marshoot.
That
started
all

way
back
in
2018
in
september
and
was
supposed
to
take
300
days
to
complete.
However,
there
were,
unfortunately
significant
utility
delays
early
on
so
and
then
we
went
over
twice.

Basically,
so
the
project
did
not
complete
until
back
this
summer
june
29th
was
the
last
dinner,
so
cost
wise
originally
bid
at
2
million
958
000,
and
there
were
a
total
of
three
change.
Orders
ends
up
being
a
3.24
million
dollar
project
and
I
have
from
there
just
a
picture,
represent
a
picture
from
the
middle
of
the
project.
There's
mostly
lane
road
kirby
gutter
sidewalk-
and
this
is
just
one
of
the
side
streets
and
the
asphalt
pavement.
We
had
to
turn
lanes
at
certain
busier
side
streets,
busier.

budget
of

the
nine
projects

got
for

them

tracking
under
budget,
except
for
one
that

projects

about
to

this
next
project
is
east
road
around
in
this
is
the
realignment
of
the
intersection
to
make
it
more
of
a
north
south
primary
movement
with
route
in
peeing
into
east.

over
the
documents
we
need
to
get
to
the
right
people
with
modot,
so
we're
anticipating
giving
notice
to
proceed
here
about
the
next
week
or
so
to
get
started,
and
when
it
does,
it's
270-day
count
the
job
day,
job
to
complete,
so
we'll
be
done
in
2021
and
the
budget's
looking
fine
on
that
one.

the
plan
here
is
to
add
a
sidewalk
on
titan
hill
code
for
welcome
to
trail,
so
mostly
a
10
foot
walk
trail
except
a
couple
instances
where
I
need
to
narrow
up,
because,
as
you'll
see,
you
can
see
the
big
pawns
there
on
the
right-hand
side
of
that
picture,
but
there's
actually
that
runs
it
between
the
road
and
the
in
those
ponds
and
it's
very
close
to
the
road.

So
the
issue
here
is
in
order
to
get
from
up
by
94.,
we'll
follow
the
yellow
line.
Here
the
project
runs
down
all
the
way
to
the
bottom
of
the

yellow
line
is
the
new
park
veterans
tribute
there

road

to
the

of
pedestrian

to
work

have

months
to
complete

the

of
summer
next

we'll
have
off-ramp
inspectors.

would

early

hopefully
