Several
years
ago,
the
city
conducted
the
concept
study
to
figure
out
how
to
upgrade
for
Lexington's
boulevard
from
chase
court.
Up
to
this
will
approach
how
we
said
our
our
plan
was
to
construct
and
close
drainage
group
a
couple
of
culverts
or
butter
fertilizers,
a
sidewalk
throughout
the
project
turn
lanes
at
key
intersections.

We
found
that
primarily
due
to
utility
relocation
costs.
That
project
was
not
financially
viable
because
the
top,
because
the
costs
are
so
high,
stp
federal,
grant
scores
or
two
and
we're
not
going
to
be
able
project
funded.
So
we
reimagine
the
project
primarily
removing
the
closed
drainage
component
and
the
additional
sidewalks.

The
only
sidewalk
improvements
that
are
included
currently
our
those
to
just
bring
it
up
to
meet
a
DA
men
amongst
our
project
once
we
reconfigured
it
like
that,
don't
need
to
acquire
riot
of
why
utility
relocations
to
speak
of
your
lower
construction
costs
about
1.5
million
dollars.
For
this
first
phase,
we
were
selected
for
1.1
million
dollar
federal
grant
on
this
last
round.

Going
much
deeper,
totally
reconstruct
the
pavement,
they're,
probably
around
a
thousand
homes
on
this,
that
any
access
on
this,
these
three
phases
of
Lexington's
boat
or
this
being
the
first
base.
So
we
need
to
figure
out
a
way
to
construct
the
project
without
building
a
bypass,
alongside
of
it
not
really
right
away
that
this
best
image
can
come
up
with
where
a
left
turn
lanes
of
fox
trail
crossing.

probably
not
next
year,
the
defiling
year
for
an
application
to
build
some
coke.
What
we're
thinking
now
is
around

this
area.
Current
level
service,

these
two
signals
or
intersections
together,
is
level
sort

speed.

taking
two

interceptions
and
turning
them
into
one
interception
with
the
roundabout
and.

Reduction
in
noise
that
up

surskit,
this
is
kind
of
problems
that
we
see
in
this
area.
We
have
people
pulling
off
the
ramps
trying
to
get
in
to
a
signal
flow
walking.
The
people
that
are
trying
to
come
through
turn
right
head
to
the
hospital,
see
there's
enough
from
different
angle.
This
is
a
another
person
trying
to
do
this.
We're
trying
to
eliminate
that
trying
to
keep
traffic
moving
through
here
anytime.
You
have
traffic
signals
that
are
this
close
to
space.
They
just
don't
function.

our
projects.

really
we're
going
to
look
at
several
different
options.
We've
come
up
with
two
different
roundabout
configurations
that
are
a
little
bit
novel
while
they're
their
unique,
and
you
haven't
really
seen
much
that
looks
like
this.
Around
st.
Louis
they're,
not
completely
foreign,
we
didn't
bring
them
up
completely.
This
is
very
similar
to
the
first
option.
It's
a
Michigan
and.

three
projects
that
will
be
presenting
this
afternoon.
The
first
is
the
young
man,
road
bridge,
replacement
project,
Youngerman
road
between
Marco
trails,
dr
and
Margaret,
Brown
Ford
has
tuned
box
culvert
structures
in
that
segment.
One
of
the
four
barrel
box,
culvert,
the
other.
The
single
girl
foxville,
both
of
those
culvers,
followed
by
from
o
Dodds
annual
or
biannual
with
inspection
program
in
both
projects,
were
found
to
be
structurally
deficient.

East-West
gateway
at
the
beginning
of
this
year
had
sent
out
a
solicitation
for
supplemental
bridge
replacement
funds
we
submitted
for
that
project
and
we
can
receive
FY
16
construction
or
fy15
design
and
FY
16
construction
funds
to
replace
those
projects.
One
of
the
things
when
we
were
that
kind
of
pointed
us
in
that
direction
other
than
the
sufficiency
of
the
those
two
box.
Folder
structures
is
this
area
experiences
periodic
flooding
flash
flooding
this
year
has
been
especially
troublesome
with
that
road
has
been
closed
as
many
as
five
times
in
the
last
six
weeks.

Actually,
with
various
flash
flooding,
but
you
don't
average
about
once
a
year
about
once
a
year,
we
have
the
closer
go
due
to
some
type
of
flash
flooding,
and
that's
due
to
two
things-
and
this
was
a
these-
are
findings
that
are
result
of
a
study
somewhere.
A
master
plan
study
that
we
had
performed
citywide
by
lagging
beach
is
that
the
most
structures
are
not
hydraulically
sufficient
for
the
amount
of
fluids
going
to
them.
They
need
to
be
larger,
native
higher
hydraulic
capacity.

That
kind
of
shows
you
the
lay
of
the
road
you
can
see.
We've
got
these
these
low
spots.
This
is
one
of
the
culvert
process
here,
there's
another
cold
or
crossing
up
the
way
you
see
these
low
spots.
Yet
those
are
some
sin,
the
road
and
so
as
the
creek
runs
up,
even
if
the
culvert
is
able
to
take
it.
Sometimes
the
water
will
surcharge
through
those
storm
sewers.
It
didn't
flood
the
road
with
that
way.
It's
a
part
of
this.

This
project
is
not
only
replacing
the
deficient
culverts,
but
also
to
adjust
the
roadway
profile
that
eliminate
these
low
spots.
We
have
more
free
board
into
the
port
stolen
superstructure,
so
this
is
a
project
location
just
for
reference.

half
mile
north

is
a

quarter

project,

culverts,
that
east-west
gateway
or
MODOK,
so
minimum
rating
for
funding,
and
so
we
have
received
federal
funding
for
that.

the
key
piece
look
at
funding,

it
is
only
for
the
federal
funds,
can
only
be
used
to
replace
the
coal
work
and
perform
the
related
roadway
work
so
that
work
that
I
was
telling
you
about
adjusting
the
roadway
profile.
The
federal
funds
won't
pay
for
that.
So
our
grant
application
to
the
to
the
road
board
is
what
we're
asking
is.

We're
asking
for
eighty
percent
of
the
local
match
put
a
federal
reimbursed
portion
of
the
project
and
then
for
the
road
construction.
What
we're
asking
for
is
an
8020
split,
so
eighty
percent
funded
through
the
road
board
with
the
twenty
percent
national
city.
So
at
the
end
of
the
day,
you've
got
a
2.1
million
dollar
project
17,
almost
70
69
percent
of
it
funded
through
the
federal
grant
23%
funded
through
Central
Board
commanders
were
selected
and
an
eight
percent
funded
by
the
city-state
years.

So
the
primary
purpose
again
of
the
project
is
to
improve
the
hydraulic
capacity
and
structural
sufficiency
of
the
culverts,
but
also
adjust
the
roadway
profile,
both
both
those
improvements,
improve
the
reliability
or
youngerman
road
and
stop.
This
is
really
almost
annual
flooding
that
we
have
pledged
flooding
problem
that
we
have
any
questions.

The
second
project
is
the
young
women,
Road
Boone,
so
five
intersection,
culvert
and
a
ton
of
interest
in
our
colleges
gentleman
road
goons
will
drive
over
an
intersection
improvement
project.
This
project
is
located
at
the
intersection
of
Youngerman
road
and
then
survived.
It's
also
replacing
the
deficient
Bach's
Goldberg.
The
difference
is
this
covert
is
not
large
enough
to
qualify
for
motorized
program.
Actually,
if
you
drove
this
intersection,
you
probably
wouldn't
see
the
culvert,
you
wouldn't
know
where
it's
at
it's.

It's
been
connected
with
various
pipes
to
the
north,
to
the
east
use
me
and
various
improvements
to
young
women
relative
almost
made
the
Coburn
unknown,
but
it's
a
it's
there
so
the
purposes
the
debate
to
replace
this
to
fishing
kohlberg,
but
also
improve
the
intersection,
because
this
culvert
is
located
so
close
to
the
intersection.
Actually,

this
is
the
culvert

project
is

the

issues
we
have

structural,
sufficient.

intersection

substandard,

substantive
in
terms
of
in
terms
of

radii,
it's

difficult
to
make
a
southbound
right-hand
turn
and
stay
within
its
outside
southbound
lane.

want
to
improve
the
intersection
radii
at
the
same
situation
coming
from
this
development.

Also,
we
want
to
improve
the
intersection
bringing
up
to
88
applying,
so
it
will
get
new
ad,
a
ramps,
new
signals
with
the
with
ped
push
buttons
and
the
types
of
cross.

doesn't
require
to
be
doing
a
compliance
with
the
intersection,
and
you
know
we
recently
inspected
this.
This

had
this
in
our
long-range
plan
to
improve
anyways,

so
we
thought
we're
going
to
prove
this
intersection
when

improvements

quite

frequently
as
the
area
to
see
the
south,
but

we

flooding

occurs

of

as
concerns
about

structural
deficiency.
They
still
think
it's
safe
to
drive
on,
but

something
we
need
to
address
before
it
gets
worse.
It
is

you've

coming

these

deficient

culvert
itself

not
large
enough

qualify

we
did,

make
an
inquiry,
they
told
us.

structure

to
be
at
least
24
yet
to
expand
at
least
20
feet
for
it
to
qualify,
so
we're
not
able
to
go
after
federal
funds.
So
what
we're
requesting
is
it's
a
1.14
million
dollar
project,
eight
percent
funded
by
the
road
board
and
twenty
percent
of
power
for
25
cities.

intersection
of
the
North
outer
road
and
mid
rivers.

the

a

abrupt

I-70,

rivers,
interchange,

diverging

as
you
can
see,
we've
got
two
northbound
lanes
that
come
over
and
get
to
this
point
and
if
you're
in
this
lane,
you're
supposed
to
go
eastbound
on
to
the
north
outer
road.
But
a
lot
of
folks
want
to
merge
over
quickly
to
get
into
this
northbound
through
link-
and
you
can
see
here
north
of
the
North
outer
road.

You
have
a
second
through
to
really
go
to
make
use
of
the
two
through
lanes
the
north
and
southbound
through
lanes
through
this
DVI
and
kind
of
eliminate
this
to
this
abrupt
taper
that
we
have
the
benefits
of
the
additional
Wayne
is
this:
it
will
provide
more
stacking
when
there's
a
railroad
crossing
as
just
north
of
this
intersection
and
I
provide
more
stacking,
more
queuing
distance,
so
that
when
you
have
a
train
that
disrupts
traffic
flow,
we've
got
one
more
queuing.
We
went
back
up
into
the
city,
can
change
what's.

They
have
continued
to
grow,
so
Salt
River
is
definitely
getting
a
lot
of
use.
We've
got
the
various
property
owners
north
of
70
in
our
prime
for
redevelopment
or,
if
you're
interested
in
selling
properties.
So
we're
expecting
that
you
know
that
area
is
going
to
take
off
at
some
point
and
when
that
happens,
and
we
really
this
project
becomes
even
more
important.

funding
for
the
project
is
about
a
million
dollars
and
we're
we've
actually
went
ahead
and
we're
actually
going
to
do
the
design.
We
have
a

right
now
for

design,
so

with
design

What
we're
looking
for
is
help
with
utility
right
away
construction
cross,
so
we're
looking
at
you
know:
seventy-three
percent
funded
road
or
project
at
twenty-seven
percent.

believe
what
the
city
once
upon
the
assistant
director,
Public
Works,
first
of
all,
I
think
st.
Charles
County,
as
well
as
a
reward
for
your
support
and
help
on
past
projects
as
those
current
projects
such
as
wentzville
parkway
phase,
one
turn
lane
now
we're
going
to
be
presenting
two
projects
that
they
look
familiar.
It's
because
they
are.
These
projects
is
mr.
Shue
profile
and
mentioned
in
the
past.
You
represent
a
little
bit
of
insanity.
We
have
brought
these
for
three
times
and
two
times
respectively.

However,
they
have
been
some
adjustments
based
on
the
format,
the
scope
of
the
project,
as
well
as
the
circumstances
behind
the
funding
for
these
projects.
I
think
changes
considerably,
so
the
first
project
we're
going
to
be
looking
at
is
going
to
be
one
school.
Parkway
turn
lane
phase
two,
as
you
can
see
here.
This
is
really
just
a
continuation
of
our
project
that
we
recently
started.
Construction
on
to
add
a
center
left
turn
lane
to
wentzville
parkway.

As
you
can
see
here
over
the
past
three
years,
there
were
59
accidents
on
this
stretch
of
road
and
majority
of
those
are
simply
that
third
or
fourth
car
behind
the
car
turning
left
and
it
is
binary
or
an
accident,
so
far,
no
real
fatalities
or
major
injuries,
but
considering
limo
accidents
through
there.
It
is
point
four
or
five
mile
stretch
of
roadway
and
the
adt
right
now
is
delivered
over
19,000
cars.

Mentioned
the
objectives
of
this
project
are,
at
the
center
turn
lane
to
help
alleviate
and
provide
some
safety
and
turn
movements.
Other
things
that
it's
going
to
do
our
help
to
leave
some
congestion
that
we
received,
particularly
the
p.m.
and
I
discard
or
headed
westward
back
into
the
city.
It's
really
gets
on
that
stacking
that
this
turn
lane
will
help
those
people
get
out
of
lanes
of
traffic
and
hopefully
reduce
in
those
traffic
times
and
improve
the
signal
operation
through
there.

The
last
one
we
have
is
also
improved
in
pedestrian
access
between
some
existing
parks,
as
well
as
new
parts
that
are
just
coming
on
line
with
the
turn
lane
phase.
One
we've
incorporated
a
10-foot
wide
multi-use
pedestrian
trail
on
the
south
side,
and
while
the
road
ward
is
not
participating
in
the
10-foot
wide
portion
of
the
trail,
it
is
going
to
be
incorporated
in
this
project
to
help
accessibility
throughout
community.

The
outcomes
we're
going
for
we're
looking
at
a
reduced
number
of
accidents
in
the
area,
as
well
as
improve
public
safety
looking
to
decrease
our
accident
rate
by
fifty
percent
over
the
comparison
coming
into

project
so

five-year
period
for
our
absent
data
hope
to
reduce
that
by
fifty
percent.
After
the
five
years
of
the
project
decrease
in
rush
hour
delays
and
also
looking
to
bring
a
lot
of
those
intersections
and
facilities
up
to
current
ETA
standards.
That
just
simply.

this
time,
a
little
bit
here
is
just
cut
our
matrix
of
you
put

That
needs
to
be
updated
with
five
years
of
traffic
data.
This
is
what
we're
proposing
to
fill
out
to
show
what
the
results
are,

outcomes

the
project.
The
project
at
this
time
is
about
a
2.8
million
dollar
project.

we've
really
looked
and
re-evaluated
what

scope
of
the
project
was?
It
was
shortened
up
a
little
bit
in
total
length,
as
well
as
kind
of
tightening
up
the
estimate
as
far
as
what
some
of
the
things
were
asked
for
at
the
federal
level.
So
this
one
being
one
of
three
projects,
the
city
of
successful
in
attaining
east-west
gateway
funding
on
let's
come
back,
so
it
has
a
fifty-fifty
cost
shared
with
the
federal.
So.

percent
from
the
city's
perspective,
so
about
1.1
briefs
million
in
county
funding
in
284,000
the
city's
part
to
continue
with
us

basically

foot
lane
to
the
outside
south
side,
as
well
as
the
things
of
trail
on
that
portion
of
the
roadway.

each

traffic

our
proposed

welcome

design
project
hoping

be
ready

the
anticipation

future

outer
road

repair
transportation
plan
and
what
it
does
is
it's
really
a
north-south
connector
road
that
unites
kind
of
brings
the
entire
Berlin
side
of
the
city
back
into
town

far

shopping
and
access

amenities.

we've
done
is
we've
originally
looked
at
phase
1,
starting
at
the
Parkway
and
moving
north
towards
the
population
centers
of
an
access
first,
and
what
this
does
is
this
kind
of
flips
it
from
one
end
to
the
other,
but
what
it
also
does
is
it
incorporates
now
a
construction
component
of
the
product.
We
have
no
overall
2.5
miles,
we're
looking
at
phase
one
that
would
go
from
tiny
route
south
to
intercept
and
come
into
a
proposed
development
in
that
area.

3
is
kind
of
a
tough
spot
to
build
if
you've,
driven
through
there,
it's
pretty
much
Rock
Bluff,
almost
right
to
the
edge
of
the
existing
right
away
and
a
lot
of
this
project
is,
is
some
conceptual
design
on
how
to
deal
with
that
topography
and
then
to
make
phase.

is
designed
further
to
the
south.

We
can
do
is
improving
safety
along
there
we're
providing
access
encouraging
a
lot
of
development.
There's
some
pretty
good-sized
parcels
right
there
off
the
parkway
that
simply
don't
have
access
or
don't
really
have
transportation
for
people
moving
through
them.
We
are
still
looking
for
a
cost-effective
designed
to
utilize.
What
ride
way
is
out
there
there's
a
lot
of
existing
sections
of
Randall
driving
and
driven
through
there
that
are
existing.

there
is
some
road
bed
that
would
need
improvement,
but
there
is
an
opportunity
to
use
that
we're
also
hoping
to
as
outcomes
reducing
accidents
really
promoting
some
additional
funding
opportunities,
as
well
as
commercial
residential
development,

continuing
partnerships
with
a
pitch
wa
mou
Dada
and
st.
Charles
County.

this
time,
what
it
is
is
about
a
2.3
million
dollar
project
that
we're
looking
at
and
it's
a
design
of
the
entire
stretch,
with
a
conceptual
design
in
the
middle
piece,
and
then
a
construction
opponent
and
the
real
difference
at
this
time
is
this
project
now
has
a
private
public
partnership.
That's
developed
on
there
to
help
fund
that
first
phase
construction.

on

forward

city

approval

more
fast
track

projects

would
be

existing
right

opportunities

additional
private
partnerships

far
as
how
you
get
to
the
Parkway
is
a
little
bit

flexibility

on
what

development
needs

we

phase
one
beginning
on
the
south.
Mizar
tim
was
to
get
one
school
Parkway
to
the
timber
trace
subdivision.

get
those
there

500
proposed
homes.

that
subdivision,
it
was
to
try
to
get
them
to
save
access
back
into
the
city
where
right
now,
they
only
have
one
full
access
at
great
connection
across
61
that,
with
the
61,
improvements
could
be
limited
to
right-in
right-out,
so
that
was
kind
of
the
first
intent
behind
the
project.

connect
that
subdivision
in
and
then
working
with
some
private
partnerships
in
the
area
of
trying
to
find
ways
to
bypass
that
hill
or,
if
need
be,
look
at
a
conceptual
design.
That
does
take
it
through
that
Bluff
and
then
would
just
then
the
basis
of
dollars
and
cents
if
I
would
get
through
their
construction.

We're
someone
going
to
be
close
to
where
we're
at
before
we'd
originally
proposed
about
an
eight
hundred
eighty-five
thousand
dollar
design
project
for
an
overall
eight
to
nine
million
dollars
worth
of
roadway,
so
I'd
say
we're
still
somewhere
in
that
10
million
dollar
ballpark.
It
puts
us
a
little
bit
tighter
when
we're
looking
at
this
piece.

kind
of
the
unknown
right
now,
as
it
deals
a
lot
with,
as
far
as
having
a
blast
review
of
that
rock
hill
and
then
from
some
of
the
private
developers.

portions

subdivisions,

carry

continuous
outer

connectivity,

red

opportunities

to
work
behind

bluff
and
provide
access
internally
through
those
subdivisions

someone
at
the
same

together,
but
their
internal
latest
with
future
de
tocqueville
parkway.

we're
at
south
river
road,
of
course,
the
skier
and
it's
a
charles
east
end
of
the
county,
Golden
Triangle
reconstruction
type
of
project,
a
little
farther
out
west,
with
a
new
road
at
birdie
hills
and
then
for
projects
that
would
make
up
the
day
focal
Parkway
from
basically
it's
all
south
of
I-70
and
looping
around
including
portions
of
highway
first
with
the
south
river
road
reconstruction.
What
we're
talking
about
here
is
the
replacement
of
the
pavement
that
has
been
is
badly.

Deteriorated
has
been
patched
multiple
times
in
the
past,
and
it's
basically
come
to
the
point
now
that
future
patching
is
not
going
to
solve
problems
more
cost
effective
to
either
break
up
the
pavement
in
place
like
a
rebel
ization
or
completely
reconstructed
pain,
either
way
we'll
have
a
whole
new
Dragon
service.
South
river
road,
also
included,
is
filling
in
some
gaps
are
only
a
thousand
feet
of
sidewalk
that
needs
to
provide
a
continuous
route
from
not
exactly
it
South
Main,
but
under
the
Juvenile
Justice
Center
down
towards
a
new
intersection.

We
did
a
few
years
back
at
Korea
Parkway.
This
project
has
been
recommended
for
give
me
a
couple
of
pictures,
basically
what
we're
talking
about
here.
Obviously,
we
have
a
lot
of
bad
joint
cracks
through
the
middle
slabs,
longitudinal
cracking
and
the
joints,
and
we've
got
patches
with
patches.
It
just
would
be
endless
if
we
were
to
do
it
as
as
peace
work
at
this
point
so
construction
on
this
one,
it's
roughly
a
2.2
million
dollar
project.
The
federal
government
will
be
paying
eight
percent.

would
be
for
design
and
Marshall
runway

to

a
new
road
from
birdie
hills

basic
idea
of
being
a
project
would
include
an
interchange
on
360
for
a
guru
move
either
where
the
overpasses
now
or
a
potentially
different
location,

somewhere

four
potential
options.

currently
have
to
consult
on
board,
doing
a
very
broad
overview
study
in
this
entire
corridor.

they're
starting

narrow
down

expecting
once
the
road
would
open
track
in

range
of

to
15.

road

interchange

gutom

that
would
provide
a
significant
reduction
to

extension

Buckner
road,
which
would
be
rather
than

outing
traffic
up
through
highway

intersection

taking
Buckner
road
and
straight
to
the
east.

improvements
