conduct

illegal
violations

the

County
Road
Board,
my
home
county,
and
how
it
proposes
to
hold
meetings
and
violations
of
chapter
610,
the
state's
Open
Meetings
Act,
on
sunshine
law.

asking
that
the
board
and
staff
cut
the
fiscal
year
budget
by
22%
recommendation
provides
and
cut
2020.
This
will
your
budget
number
to
propose
road
projects
and
roadway
improvements.
I
have
questions
about
the
projects.

aware

in
a

governor's
cost
share
applications.
This
is
my
item,
so
I
just
wanted
to
update
the
road
board
on
these.
We
spoke
about
them
last
year,
I
guess
at
our
last
meeting,
so
we
received
two
governor's
cost
share
grants
one
for
route,
a
which
was
the
GM
improvements
along
Rio
de
it's
a
four
million
dollar
project.

So
we
have
started
design
on
this.
We
hired
efk
Boeing
and
they
are
currently
designing.
We
we
added
this
into
the
budget,
but
we
never
did
a
formal
recommendation.
So
actually
these
are
all
on
hold
right
now
with
Missouri
until
they
until
the
next
next
fiscal
year.
So
we
will
do
an
agreement
for
this
with
them
and
at
that
time
I'll
have
you
guys
you
know,
do
a
recommendation
to
Council
that
you
have
approved
of
these
expenditures,
so
brow
aim
will
actually
also
have
$250,000
from
one's
bill.

end
up
being
a
little
more
for
us
based
on
the
project
cost
because
we
add
some
ggl
fiber
to
the
project
and
then
three
and
a
half
million
from
the
state
so
just
wanted
to
update
you
on
that.
You'll
see
more
on
it
later
and
also
the
I-70
additional
Lane.
We
received
four
million
dollars
for
that
for
an
eight
million
dollar
project,
we're
working
with
the
consultants
who
kind
of
black
down
what
that
project
will
include
and
what
the
actual
cost
will
be.

Should
also
say
that
the
first
reading
of
the
I-70
st.
Charles
project
from
fairgrounds
road
to
370
was
read
as
council
on
Monday,
so
that
should
be
approved
in
April
and
then
that
will
go
actually
to
the
Missouri
Highway
Commission
for
approval
as
a
design-build
project.
So
that
project
is
moving
forward
as
well.

So
it
won't
necessarily
be
one
way
out
of
roads,
but
that's
what
we've
seen
so
far.
If
it
goes
design-build,
they
are
welcome
to
propose
whatever
they
want.
We
hope
they'll
complete.
The
outer
road
system
get
one
layer
to
wait
and
then
figure
out
a
way
to
improve
the
interchanges
are
kind
of
analysis
that
shows
that
one
way
out
of
roads
or
a
good
way
to
do
that,
but.

So
we
have
but
two
applications
to
present
this
year
and
and
they're
really
just
they're,
really
chief
phases
of
the
same
project
and
before
I
get
into
this.
You
may
wonder
why
we've
split
the
project
up
this
way
and
particularly
with
the
funding
the
funding
amounts,
seem
to
be
kind
of
arbitrary.
It
really
has
to
do
with.
We
have
so
many
funding
partners
on
the
project,
so
some
of
them
are
paying
for
certain
things
and
not
for
others,
and
also
really.

The
most
important
thing
is
we're
trying
to
maximize
the
amount
of
federal
federal
money
we
get.
So
we
looked
at
the
scores
that
we
could
get
on
our
different
federal
grant
applications
and
tried
to
match
the
funds
with
those
to
maximize
the
amount
of
money
that
we
can
pull
in
and
reduce
the
amount
of
County
report
cost.

For
a
little
background
before
we
get
into
those
projects,
this
old
highway
in
project
has
has
been
funded,
has
received
County
funding.
In
the
past.
We
started
with
a
study
a
couple
of
years
ago
that
study
each
had
some
recommendations
that
we
started
implementing
last
year
with
a
an
award
for
faith
is
one
phase
one
will
be
out
to
bid,
probably
in
the
next
month
and
then
last
year
we
were
all
so
a
reported
phase.

As
I
said,
phase
one
will
be
out
to
bid
here
in
the
next
month
or
so
that
project
will
connect
the
existing
old
highway.
In
pavement,
two
summers:
Road:
it
will
install
a
right
turn
lane
on
summers
Road
and
will
provide
provide
bike
and
pedestrian
accommodations
along
the
limits
of
that
part
of
the
project.
The
project
also
includes
a
internal
road
in
the
development
called
a
southern
Ridge
Lane
and
then
and
here's
this
is
the
the
map.
We've
got
a
commercial,
the
ball
here
and
a
residential
development.

Our
first
project
in
the
applications
this
year
is
old
highway
in
phase
2
phase
2
will
reconstruct
the
existing
old
highway
in
widen
that
existing
pavement
to
three
lanes,
add
curb
and
gutter
and
provide
bike
and
pedestrian
accommodations.
Remember
those
give
us
much
better
scores
on
our
federal
grant
application
phase.
2
connects
to
the
signal
constructed
in
phase
3
at
the
intersection
of
Hockridge,
Trail
and
old
highway
in
the
north
and
to
face
the
biggest
one
to
the
south.

left-hand

the
intersection
up

Trail,
is

the
phase

application,
so
phase

It's
this
existing
pavement
connecting
connecting
the
reconstruction
of
that.

I
said,
we've
got
several
different
funding
partners.
We've
got
we've
already
been
approved
for
MODOK
toss
your
money,
we've
got
money
from
a
developer
in
the
TDD
four,
we
have
a
federal
STP
application
that
has
been
submitted
and
we
hope
to
hear
about
that
soon
and
we're
rounding
out
the
balance
of
the
project
with
County
report
money.

And
schedule
is
shown
on
the
slide
for
Phase
three
total
project
cost
of
1.7
million
dollars
and
a
little
over
$800,000
being
requested
from
the
County
Road
Board,
and
you
can
see
again.
We've
got
a
CMAC
application,
so
federal
funds,
County
Road,
Board
funds
that
MoDOT
cost
share
money
and
developer
contributions,
as
well
as
O'fallon
and
Lake
st.
Louis
cities
participate
in
them.

I
think
that
it
really
helps
to
look
at
phase
two
and
three
together
since
this
project,
these
these
projects
will
probably
be
merged
and
put
out
to
bid
as
one
construction
contract
will
be
built
the
same
same
year
and
it
kind
of
helps
to
understand
the
funding
a
little
bit
better.
As
I
said,
we
we're
asking
for
you
know
a
lot
of
money
on
on
one
phase
and
not
very
much
on
feet
as
federal
funds
for
Phase
two
three
together
we've
got
four
hundred.
Seventy
five
thousand
dollars
of
MoDOT
cost
share.

northwest

adjacent

highway,

parks

new
millie
lakes.
A
project
will
boundaries
are
from
highway
z
to
the
city.

county
line
overview
for
the
project
is
we're
proposing
this
project
as
an
undocumented
safety
concern,
lewd
large,
numerous
commercial
hauling
vehicles
and
bicyclist
traversed
this
roadway
and
route
every
day.

As
you
know,
the
fred
river
rock
quarry
is
in
new
Mele,
and
this
is
one
of
their
routes
that
heading
out
of
town,
the
for
stone,
road
improvement
project
will
provide
road,
widening
and
partial
reconstruction
from
highway
Z
to
the
park
and
Amelia
Lakes.
Then,
we've
also
proposed
some
resurfacing
west
of
the
bridge
adjacent
to
the
park
at
new
mother
lakes
to
the
county
line.
The
city
new
Mele
is
extremely
excited
to
have
one
of
st.
Charles.
County's
parks
is
very,
very
close
by
encouraging,
obviously,
residents
and
anybody
near
to
to
access
that
park.

know
ADT
on
that
again.
The
project
consists
the
following
components:
we
do
have
four
foot
wide
bike
lanes
on
the
road:
a
10
foot
wide
ad,
a
compliant
multi-use
path,
we've
kind
of
coordinated,
quite
a
bit
with
st.
Charles
County
Parks
with
this
project,
they
were
kind
of
you
know,
excited
that
we
were
submitting
for
federal
federal
as
well
as
real
board
money
here
too,
as
well,
just
being
that
no
in
the
future,
they
kind
of
want
to
get
stuff
going
with
their
Park
too,
and
feel
like
this.

You
know
project
could
help
them
out
too,
as
well
with
that,
but
not
only
with
the
future
implementation
of
a
trailhead
too
as
well.
You
know
that's
kind
of
in
the
works
too,
but
part
of
this
project
will
be
obviously
full
death
payment
repair.
Looking
at
over.
You
know
about
eleven
hundred
feet
of
a
lane
there
too,
as
well
with
that
road,
widening
new
shoulders,
curb
and
gutter
drainage
improvements.
The
curb
and
gutter
will
be
from
Highway
Z
to
the
bridge,
just
west
of
the
park
at
newman
lake.

So
all
that
would
be
curb
and
gutter
proposed
and
then
resurfacing
with
this
now
the
resurfacing.
Obviously,
this
road
is-
and
we've
done
a
pacer
we'll
get
to
later
for
this,
but
it
is
in
need
of
some
repair
here
too,
as
well,
but
we'll
kind
of
get
into
what
we
talked
about
that
here
in
a
little
bit.
But
with
this
project
no
major
utility
look
relocations.
Our
anticipated
funding
sources,
like
I
said
with
the
city,
has
submitted
for
funding
to
east-west
gateway
and
about
69
percent
of
the
funds.
For
this
project
project
is
estimated.

2.8
million
dollars
about
1.9
million
would
be
from
federal,
and
then
we
would
request
the
maining
remaining
funds
be
split
80/20
with
st.
charles
county
and
the
city
of
new
Mellie,
so
you
can
see
requesting
about
six
hundred.
Ninety
two
thousand
dollars
of
st.
Charles,
County
funds
and
173,000
of
city
funds
scheduled
for
this
project
if
awarded,
would
be
design
in
March
2021
right
away.
Acquisition,
July
2022
started
construction
in
23
23
and
complete
construction
in
March
of
2024.

You

kind
of
see
the
overall
plan
that
the
city
has
for
this
area.
They've
they've
done
a
lot
of
work
with
their
comprehensive
plan
recently
and
update
that,
but
essentially
again
everything
everybody
was
kind
of
into
when
to
improve
for
still
road.
There
was
good
comments
with
that,
and
everybody
want
to
get
some
trails
and
sidewalks
in
to
be
able
to
kind
of
access
everything,
but,
along
with
that
again,
as
you
can
see,
the
green
line
on
the
screen
is
essentially
the
project
limits.

We'd
be
looking
at
installing
a
multi-use
path
from
the
park
at
new
Molly
lakes
to
highways.
Ii,
the
city
does
have
some
future
projects.
They
would
like
to
do
a
long
time,
a
Z
from
their
existing
sidewalks
at
Nicole
Park
to
the
st.
Charles
County
Library
they've
actually
submitted
for
stp
funds
in
the
past.

For
that,
unfortunately,
we're
not
able
to
obtain
them,
but
they
were
able
to
obtain
previous
project,
was
a
sidewalk
project
throughout
the
city
of
New
Mellie
and
the
overall
goal
to
be
able
to
connect
the
Daniel
Boone
Elementary
School
to
D
key
st.
Jo's
County
Library,
as
well
as
the
park
at
new
Molly
Lakes.

This
is
a

have

anybody

The

is
the
westernmost
end
of
the
project

the
park
at
new
Molly
Lakes
is

right
corner

the
area
we
would
just
be
proposing
resurfacing
to
the
county
line
right
right,
adjacent
to
the
VFW
hall,
so
you
can
see
coming
up,
obviously
resurfacing
widening
curb
and
gutter,
and
then
the
asphalt
trail
would
like
to
know
what
the
asphalt
trail
I
would
see.
We've
kind
of
talked
with
again
with
the
County
Parks
Department.
They
were
in
support
of
connecting
the
trail
to
the
existing
trails
in
the
park
at
new
Mellie
lakes.
We
do
have
a
potential
future
connection
to
the
right
that
could
be
worked
through
with
the
county.

did
not
discuss
that
with
the
parks
department
at
the
time,
but
any
type
of
connections
I
think
the
the
city
would
be
very
happy
to
just
encourage
kind
of
pedestrian
movement
around
and
through
with
this
project
and
continuing
west.
Not
looking
the
right
way,
we'd
be
a
group
wanting
to
acquire
would
be
essentially
common
ground
from
the
Fiddlesticks
subdivision.

I
think
there's
been
some
positive
feedback
with
that
too,
as
well
just
between
the
right-of-way
there
and
anything
from
the
county,
and
the
previous
slide
would
be
just
a
temporary
or
a
permanent
sidewalk
or
permanent
trail
easement.
For
that
and
continuing
to
the
east.
The
end
of
the
project
would
be
at
the
intersection
of
Highways,
II
and
again
future
connection
to
two
trails
there
as
well
part
of
this
road
project.

We
did
perform
a
pacer
evaluation
which
will
kind
of
I
guess
structurally
rated
the
road
for
style
Road
had
an
overall
rating
a
three
point:
two
five
needing
some
some
repair.
I
will
note
that
the
city
did
just
trying
to
obviously
as
they're
submitting
funding
for
this
road.
They
are
trying
to
keep
up
with
it
still
and
trying
to
do
as
much
as
they
can.
They
did
just
complete,
just
kind
of
a
crack
seal
and
just
a
patch
kind
of
a
project.

But
again
it's
just
kind
of
it
is
obviously
a
band-aid
for
for
this
and
what
their,
what
they're
doing
but
location
one
you
can
see
it's
ready
to
for
two
would
be
a
three
and
then
location,

and

like

up

road

us

projects.
These
are
important
projects
for
the
city
of
Wentzville
and
we
appreciate
your
guys's
time,
especially
during
these
certain
circumstances,
and
we
look
forward
to
be
able
to
do
these
meetings
in
person
as
soon
as
the
times
are
allow
us
to.

have
three
projects
this
year
for
consideration.
They
are
listed
in
order
of
preference.

First
one
is
route
Z
and
interstate
Drive
intersection
improvements.
The
second
one
is
the
route
Z
widening
and
signalization
project,
and
then
our
third
project
is
the
Great
Oaks
Boulevard
extension
project,
so
for
our
first
project,
the
route
Z
and
Interstate
Drive
intersection
improvements.
Basically,
the
project
limits
include
the
intersection
of
Route,
Z
and
Interstate
drive
and
extend
to
the
north
up
to
the
I-70
on-ramp
highway
Z
and
then
to
the
South
to
the
bridge
over
Peru
Creek.
You
can
kind
of
see
we
have
a
location
map
there
on
the
right-hand
side,
showing
those
limits.

Some
project
background
information
route,
Z
south
of
I-70
experiences,
significant
delays
in
queueing
in
both
the
AM
and
PM
peak
periods,
the
city
and
I
think
the
county
have
identified
that
improvements
are
necessary
to
reduce
vehicular
delays
on
both
main
my
own
main
line
route
Z
and
on
Interstate
Drive.
Currently,
there
is
no
projects
identified
within
mode
odds,
Kurt's
tip
that
would
address
these
delays
in
queueing
along
route
Z.

Really
what
we
see
is
people
giving
courtesy
gaps
in
in
traffic
to
allow
those
intersections
to
clear,
but
then
in
turn
backs
up
route
Z
even
further.
During
those
p.m.
conditions
we
see
northbound
route,
Z
queuing
back
to
that
same
location,
about
4000
feet
back
to
the
Carleton
gluon
subdivision
and
then
southbound
Route
z,
qs
back
about
1,250
feet,
which
it
gets
it
back
to
about
that.
I
seventy
eastbound
off-ramp
terminal,
really
the
project
scope
that
we're
looking
at
doing
here
is
adding
dual
left
turn
lanes
to
interstate
the
interstate
drive,
eastbound
approach.

That
will
allow
for
that
approach
on
interstate
drive,
which
is
the
predominant
eastbound
northbound
movement,
clear,
quicker
and
allow
more
green
time
to
be
given
to
route
Z
to
help
alleviate
some
of
those
delays
that
we're
seeing
and
queuing
that
we're
seeing
on
northbound
route.
Z
we're
also
looking
to
widen
route
Z
two
to
three
lanes,
basically
from
north
of
the
bridge
over
per
Creek.

Also,
looking
at
widening
the
westbound
Interstate
Drive
for
a
right
turn
lane
from
southbound
Route
Z
to
get
that
dedicated
movement
where
you're
not
sitting
at
the
light
at
a
red
light.
You'd
have
that
dedicated
right
turn
lane
to
continue
westbound
on
Interstate
Drive
and
then,
of
course,
with
all
this
signal
modifications
to
accommodate
the
new
Lane
configurations.

Some
of
the
improvements
that
we
do
see
by
adding
that
left
those
dual
left
turn
lanes
from
eastbound
to
northbound
and
that
right
turn
lane
to
the
northbound
approach,
improves
the
intersection
operation
to
a
level
service

Currently
it
operates
right
now
at
a
level
service

and
that's
during
the
AM
and
PM
peak
periods
reduces
the
overall
delay
of
the
interstate
Drive
intersection
up
to
about
22
seconds
and
reduces
that
max
Q
on
northbound
route
Z
to
800
feet,
which
then
no
longer
blocks
the
Peru
kills
or
Carlton
Glynn
subdivision
entrances.

Here's
just
a
couple
quick
pictures
like
I,
said
earlier:
there's
that
extra
large
wide
shoulder
on
northbound
route,
Z
that
is
currently
just
striped
as
a
shoulder.
We
do
know
it's
full
depth
and
would
be
able
to
accommodate
the
traffic
that
route
Z
sees
so
with
some
minor
restriping
and
shouldering
work.
We
could
get
those
two
through
lanes
through
there
and
then
here's
one
more
quick
picture
kind
of
showing
that
stachy
in
that
queue
on
the
northbound
route,
Z
leg
of
that
intersection,
where
it
backs
up
the
hill
past
the
bridge
past.

The
next
subdivision,
which
is
Pru,
kills
and
then
even
the
next
up
ass,
that
which
is
Carleton
Glynn.
For
this
project
we're
looking
at
about
2.4
million
dollars.
We
have
submitted
a

application
for
fifty
percent
of
that
or
1.2
million,
and
then
we're
looking
to
split
the
remainder

Charles
County
Road
board,
six
hundred
thousand,
each
from
st.
Charles
County
and
the
City
of
West
Ville.

the
intersection

the
way
out
to
Perry
Kate.

there's
needs
for
improvement
to
really

intersections

add

along

intersection
operates

a

lane
roadway

lanes

intersections.
We're
proposing
to
install
a
traffic
signal
at
the
intersection
of
route.
Z
and
Peru
kills
we're
also
looking
or
proposing
to
add
fiber
for
signal
communication
between
Interstate
Drive
and
para.
Cape
Boulevard
there's
an
existing
signal
at
peri
Cape
Boulevard
that
currently
runs
on
unreliable
cell
communication
for
communication
to
that
signal.

So,
by
getting
fiber
out
to
it,
we
can
coordinate
those
three
signals
to
operate
efficiently
and
allow
the
efficient
move
of
traffic
through
this
area
and
then
we're
also
looking
to
extend
the
multi-use
trail
that
runs
along
interstate
currently
up
to
that
proof
kills
Parkway.
Currently,
there's
really
no
north-south
connection
for
pedestrian
use
due
to
proof
Creek.
This
would
allow
that
that
crossing
over
the
bridge,
which
we
would
have
to
widen
for
the
additional
lane
for
route
Z
anyways,
and
it
would
allow
that
pedestrian
connectivity
to
connect
to
the
Peru
kill
subdivision.

So,
by
widening
route
Z
to
a
four
lane
cross
section
to
northbound
to
southbound
lanes
between
I-70
and
Perry,
capable
of
art,
we
improve
those
intersection
operations
to
a
level
of
service
C
or
better.
During
the
AM
and
PM
peak
periods.
We
reduce
the
overall
delay
at
those
intersections
up
to
thirty
seconds,
compared
to
no
build
conditions,
and
it
does
result,
in
average
speeds
of
about
35
to
38
miles
per
hour,
compared
to
a
25
miles
an
hour
or
less
during
a
nope,
no
build
p.m.

we

multi-use
trail

to
the

Wentzville
Christian
Church,
it's
a
large
Church
that
does
offer
preschool
services
during
the
day,
with
a
large
amount
of
drop
off
and
pick
up
in
the
morning
and
afternoons

further

south

where
our
project
limits
end
at
Perry,
cake,
boulevard,
I'm
sure,
as
most
of
you
know,
Perry
Cate
Boulevard
is
a
is
a
main
collector
for
the
city
of
Winterfell.
We
have
Stone
Creek
Elementary
School,
which
is
here
on
the
bottom
side
of
the
screen.

a
chip
and
seal
surface
treatment
about
two
years
ago.

can
see
some

already
starting
to
show
it's
wearing
some

reflective
cracking
coming
up
through

They
only
did
the
driving
lanes.

turn
lanes

untreated,

well

shoulders

along

County,
did
submit
an
STP
application
for
this
project
project
is
looking
at
a
total
of
just
over
seven
million
dollars.
The
SDP
application
was
submitted
for
40%
of
that

over
2.8
million,
and
then
between
the
city
and
county,
looking
to
split
that
again
5050
and
to
cover
30%
of
the
project
for
just
over
two
point:

million
each.

Our
last
project
to
present
tonight
is
the
Great
Oaks
Boulevard
extension.
This
project
runs
basically
from
dead-end
points
within
two
subdivisions
to
the
south,
which
is
the
Great
Oaks
subdivision
and
to
the
north,
the
temperature,
a
subdivision
between
these
two
points,
just
here
to
the
south,
which
would
be
just
north
of
the
Great
Oaks
subdivision.

There's
a
current
project,
Crystal
Creek
phase
five.
They
have
currently
just
started
construction
on
that
subdivision
and
they
will
be
extending
Great
Oaks
Boulevard
north
through
their
development
up
to
the
property
line,
which
is
this
tree
line
right
here,
and
then
this
would
be
the
point
where
our
project
is
proposing
to
extend
great
Oaks
Boulevard
one
parcel
here
that
we
would
have
to
acquire
right
away
through.
This
is
a
century
farm.
It's
been
in
the
piney
family
for
almost
over
well
over
a
hundred
years
through
some
initial
talks.

several
family
owners
family
members,
that
desire
to
keep
the
farm
within
the
family
some
little
bit
more
project
background
great
Oaks
Boulevard
from
went
to
a
Parkway
through
the
Great
Oaks
subdivision
was
built
in
about
2003
great
Oaks
Boulevard
through
the
timber
trace
portion
of
the
subdivision,
was
built
in
2013
and
since
then
back
in
or
just
last
year
in
2019
modak
completed
the
u.s.
61
pine
EP
interchange
project
that
reduced
access
for
the
timber
trace
subdivision
at
u.s.
61,
which
is
their
primary
access
point
to
a
right
in
right
out.

So
they
no
longer
have
a
full
access
point
to
enter
and
leave
their
their
subdivision
as
their
primary
point.
It
has
been
to
reduce
to
a
right
in
right
out
which
we
feel
makes
this
extension
even
more
valuable
for
those
residents.
There's
almost
I
believe
about
400
residential
units
between
timber
Trace
and
Oaks
of
Lexington
phase
four
that
could
utilize
this
extension.
That
would
get
them
back
to
the
heart
of
the
city.

Like
I
said
in
existing
conditions,
great
Oaks
Boulevard
is
currently
incomplete.
Crystal
Creek
will
be
extending
great
Oaks
Boulevard
north
from
its
current
terminus.
At
the
Great
Oaks
subdivision
to
that
northern
property
line,
there's
700
plus
single
family
homes
planned
within
the
timber
trace
and
Lexton
phase
four
subdivision,
with
only
one
primary
access
point.
That
is,
that,
right
in
right
out
at
us,
61
project
scope,
project
design
is
currently
underway,
I'm
sure
you're.
All
aware
we
have.

The
city
has
submitted
this
project
before
back
when
we
did
submit
this
I
believe
back
in
2018,
it
was
for
design
only
since
then
the
city
has
undertaken
the
design
of
this
project
and
we're
looking
to
finish
up
those
plans
by
the
end
of
the
year
right
away.
An
easement
acquisition
only
requires
that
coordination
with
the
one
partial
owner
and
design
is
based
off
the
city's
standard,
collector
cross-section,
which
is
60
feet.
Oh
right
away,

feet,

wide,
pavement,

foot,
sidewalks
and
enclosed
with
and
closed
and
open
drainage
items.

I'm

Department
I
have
three
projects
to
talk
with
you
about
this
afternoon,
and
we
can
just
jump
right
into
those
starting
with
the
Jacob
Station
Road.
So
we're
talking
about
Jacob
Station
Road
is
roughly
a
half
mile
project
from
towers,
Road
south
down
to
the
intersection
with
Fairdale
Lane
and
Jacobs
Landing
drive
the
current
situation
is
it's
a
narrow,
two-lane,
roadway,
there's
no
shoulders
or
turn
lanes
and
any
of
those
side
streets
and
there's
a
little
bit
of
vertical
curvature.
I
Issues
that
need
to
be
corrected
so
pavement
condition
is,
is
fair,
it's
basically
a
66
out
of
100
with
kind
of
the
traditional
distress
and
then
right
now
the
current
current
adt
is
actually
nine
hundred
and
forty
that
projected
adt
is
sixteen.
Sixty
nine
and
a
lot
of
that
comes
from
at
the
far
south
end
of
the
map,
but
Jacobs
landings
are
relatively
large.
Subdivisions
and
bigger
subdivisions
to
the
east
are
all
on
the
screen
there
and
then
Fairdale
to
the
west,
connects
over
to
the
backside
of
wind
castle.
I
There's
a
couple
pictures
of
the
existing
conditions.
Again,
it's
a
road,
that's
a
just,
an
old
narrow,
two-lane
county
road
and
what's
become
a
urbanized
area
and
there's
obviously
drop-offs
on
both
sides
of
the
road.
It's
fairly
well
maintained.
Oh
then,
every
time
you
overlay
the
surface,
then
the
drop-offs
just
get
that
much
worse.
I
So
what
we're
talking
about
is
widening
out
the
road
we'd
be
adding
sidewalks
clean
up
those
culverts
like
the
one
at
the
driveway
that
are
so
close
to
the
road,
a
sharp
impact
point
there
and
just
again
widening
in
and
urbanizing
the
roadway.
So
the
breakdown
we're
looking
at
would
be
to
start
design,
estimating
$250,000
some
limited
right
away.
It's
probably
a
40-foot
wide
road.
We
go
to
50
or
60
feet
wide
and
really
we
always
thrown
a
little
money
for
utilities,
not
anticipating
much.
I
That
would
be
outside
of
existing
right
away,
but
that's
always
possible
and
then
ultimately
construction
again
on
a
half
mile
project
a
little
over
two
million
dollars.
So
the
grand
total
is
2.6
million
dollars
is
what
we're
requesting
on
the
Jacob
Station
Road
project.
If
you
have
any
questions
on
that
will
not
be
happy
to
take
them.

All

we'll
move
on
to
the
next
project
is
flatwoods
Road.
This
project
is
a
northern
st.
Charles
County
up
by
the
Lincoln
County
line
project
starts
just
south
of
the
bridge
over
cuivre
River
and
runs
1,200
feet
south
along
flatwoods
Road,
which
eventually
becomes
State
Route.
Why
highway
why?
The
issue
here
is
not
so
much
a
pavement
as
what
this
road
could
do.
The
road
currently
floods
during
high
water,
which
cuts
off
st.
I
Charles
County
from
Lincoln
County,
but
at
the
same
time
the
flatwoods
is
closed,
also
around
79
closest
and
there's
a
significantly
longer
section
of
79.
That
would
need
to
be
elevated
to
keep
that
open,
whereas
flatwoods.
It's
just
this
short
stretch
of
a
little
over
a
thousand
feet
that
can
be
raised
by
five
feet
and
it
would
significantly
reduce
travel
time.
I
That's
a
couple
pictures
as
well
what
we're
talking
about
here
at
the
very
far
end
of
the
of
the
screen
as
you
follow
the
road
around
the
curve
that
is
the
bridge
over
cuivre
River.
You
can
kind
of
see
the
low
point,
and
this
is
standing
at
the
high
end
on
the
other
side,
from
the
opposite
direction.
That
doesn't
look
quite
as
extreme
again.
I
We're
talking
about
raising
the
road
five
feet
through
this
section
is
all
it
would
take
to
bring
this
road
out
of
the
hundred
year
and
what
that
accomplishes
is
it'll
basically
cut
about
40
minutes
of
detour
time
from
folks
who
would
have
who
can't
use
79,
who
would
have
to
go
all
the
way
over
to
highway
61
to
get
in
and
out
of
st.
Charles
County.
So
it
provides
a
high
water
alternative
cross
section
wise.
I
It's
just
a
slight
widening
and
Elaine's
addition
of
shoulders
and
again
just
the
additional
fill
to
raise
the
road
or
which
we're
anticipating,
fairly
easy
design,
moving
into
right
away
in
2022
and
then
total
construction
cost
is
estimated
seven
hundred
and
seventy
thousand
dollars.
We
have
applied
for
federal
funds,
so
we're
asking
for
six
hundred
thousand
dollars
in
federal
funds,
so
the
road
or
then
we
would
come
to
you
asking
for
the
$250,000
match
to
the
federal
funds.

that's
the
great
thing
about
this
project.
We
don't
have
to
touch
the
bridge
at
all.
The
bridge
is
already
high
enough
and
as
you
go,
it's
basically
down
through
a
short
Valley
and
then
back
up
a
hill
on

other
side,
and
it's
just
the
area
in
between.
So
the
bridge
doesn't
get
touched
and
we
tie
in
on
the
other
side
about
2/10
of
a
mile
down,
and
we
can
take
that
whole
section
out
of
the
floodplain
and
then
everything
else
to
the
south
into
the
counties.

and
I
have
one
more
project
for
you.
That
is
a
study.
This
is
the
Lake
st.
Louis,
Boulevard
extension,
so
the
road
board
had
previously
funded
a
study
of
Dyer
Road
DD
and
a
lake
st.
Louis
Boulevard
extension.
So
the
project
retirement
here
is
design
and
right
away
money
for
the
northern
connection,
which
would
be
the
extension
of
Lake
st.
Louis
Boulevard
from
the
north.
I
If
you
can
read
up
by
a
Laurel,
Willow
Drive,
now
the
backup
prestonwood
subdivision
down
to
what
would
be
a
separate
project
at
Dyer,
Road
and
rap
DD
study
recommended
a
roundabout
at
DD
and
Dyer.
However,
Lord
I
wasn't
willing
to
entertain
anything
to
do
with
construction
funds
on
that
and
the
Lake
st.
Louis
boulevard
project
is
more
of
a
reality,
so
we're
here
today
again
to
ask
for
final
design,
money
and
right
away
money
to
extend
that
road,
which
is
about
a
little
over
two
tenths
of
a
mile.
I
This
is
it's
the
drawing
those
generated
by
the
consultant,
who
did
the
traffic
study
again,
showing
the
roundabout
and
basically
everything
to
the
north,
which
this
section
will
include
a
bridge
structure
just
immediately
south
of
the
subdivision.
So
we
got
the
subdivision
connection
up
at
the
top.
All
the
work
from
basically
a
subject
subdivision
area
to
the
north
would
be
a
separate
project,
but
so
we're
just
talking
about
this
section
in
the
middle
to
0.23
miles.
I
So
the
rough
breakdown
is
we're
assuming
around
three
hundred
thousand
dollars
for
the
design
of
the
roadway
and
bridge
next
year
and
another
three
hundred
thousand
dollars
the
following
year
for
the
acquisition
of
right
away
with
the
construction
funds
to
follow,
and
you
can
disregard
that
note
at
the
bottom.
That's
from
a
different
project
and
those
are
the
three
projects
I
have
for
you
today.

economy

real
concern
about
income
from
sales,
tax

want

road
board

a
predicament

we

enough
money
to
get
through
the
end
of
the
year
to
finish
the
current
projects
and
the
current
stream.

bit

just
briefly,
I
usually
try
to

I
don't
usually

it

this

But
I
do
try

come
up

number

projects
we
can
fund.
As
you
all
know,
we
are
pretty
tight
on
budget
over
the
next
couple
of
years
and
we
are
preparing
for
a
shortage
of
sales
tax
funds
this
year,
so
we're
actually
going
to
go
ahead
and
look
at
25%
reduction
in
that
number.

what
we
had
projected
so
I
have
not
had
a
chance
to
look
at
our
budget.
We
do
have
some
some
money
going
over
into
next
year
from
this
year,
so
I
think
we're
going
to
be
okay
in
2020,
if
not
I'll
be
reaching
out
to
the
cities.

try
to
you
know
see
what
what
kind
of
schedules
you're
on
but
I,
think
I
think
we
should
be
okay
2021.
It
could
get
a
little
tight
and
we're
gonna
have
to
kind
of
look
into
that
more.

if
not
definitely
before
our
June
work

I

good
numbers

an
idea

kind

what
we're
looking
at

much
we

concerns

federal

projects

recommended

federal
funds

funds

and
Moda
has
not
pulled

kind
of
all
in
a
wait-and-see.
