Followed by our only public hearing of the evening and that's for zone number 21-0008.

For the pike and ford property, uh rezoning request, 23595 pike lane and six three notch 235563 after.

That we will have discussion items about the comprehensive plan um following by our german.

We have uh mr william hall and uh mr joe sanclarus with us to fill out the board this evening.

Also with us uh staff is uh the director of land use and growth management. Mr bill hunt.

Okay, we'll go ahead and move on to our first case of the evening, which is a discussion item.

And uh that would be for the planning uh commission annual report.

A

A

Good evening response pam, how are you yeah good evening, mr chairman and I agree with commissioners.

And this is the time again for us to present the annual planning commission report for the year.

C

2020., the report highlights all your planning and development activities yeah next slide.

C

That's like, oh sorry, yeah yeah, the your operation, that the legal authority of the.

C

Land use article 16207b of the annotated code of maryland and that's the authority.

C

You know for you to plan for the development and to enact and enforce laws relating to land.

C

Planning and zoning, which is derived from this language, article annotated code of maryland.

C

We realized that 2020 was a year of covet 19 pandemic and we had a serious 2020 meeting agenda.

C

During the 2020 calendar year, the planning commission met a total of 24 times the meetings.

C

Were held in person between january and early march, the coveted 19 panema caused a brief pulse.

C

In meetings between march and april, your meetings resumed in late april, our staff.

C

The commission and stakeholders in the community adjusted to a virtual meeting format.

C

This annual planning commission report is a document by which the saint mary's county planning.

C

Commission reviews is a complaint accomplishments. It highlights development activities.

C

Growth related changes, planning projects and issues considered by the planning commission.

C

It includes concept, site plans, minor subdivisions, comprehensive plan discussions, comprehensive.

C

Plan and comprehensive water and sewerage plan amendment recommendations and capital facilities.

C

Discussions looking at uh the number of activities, uh we look at the both the new residential permits.

C

Inside and outside the pfa, we realize that uh the new residential permits in the pfa uh there's.

C

The single family attached units uh there were permits almost 150 and the new residential premise.

C

In npfa there were no actually sfd but uh most of the residential premises issued in the npfa, where.

C

All single family dwelling units here in this slide the planet commission recommended to the.

C

Commissioners of saint mary's county for approval of their amendments to the saint mary's county.

C

Comprehensive plan for consistency with the saint clement shaw's waste water treatment, plant area.

C

And priority founding exception area within the service siwa service area. Next slide there was.

C

Also, an amendment to service area, maps, 351 and 451 to change the water and sewer service categories.

C

From the rio 6d and s60 services, six to ten years developer, finance to w3d ns3d services.

C

In three to five years, developer: finance for an area that will serve up two acres.

C

In this particular area next slide, there was a second amendment. You know to the service area map.

C

334 and map 434 that also changed the water and sewer service categories from w6d and s6d.

C

Service is six to ten years during finance to w3d and s3d service in three to five years.

C

All the global finance meaning there were two cwsa amendments, continue yeah regarding capital.

C

Improvement projects and budget discussions- you all discussed the samaras county capital.

C

Improvement and budget requirements you'll discuss the metcom capital improvement plan and budget.

C

And also you discuss the cinemas county, educational facilities, master plan and, let's play.

C

Regarding the comprehensive plan update discussions, uh you all reviewed and discussed.

C

The comprehensive plan update you discuss the state visions, the state plan elements.

C

And a draft schedule chart and timeline for the project next slide, yeah regarding subdivisions.

C

We noticed that there was one major residential subdivision subdivision within the pfa.

C

Which has 18 loss at ultra wildwood property, that was uh while we property phase 3b.

C

There were three minus subdivisions with one lot, each at london's and pioneer point and the.

C

Sunnah subdivision the pfas: there were 17 minor solutions that created 19 lots.

C

And two commercials subdivisions that occurred within the pfa and created two lots next slide.

C

In conclusion, uh you all the planning, commission, reviewed and approved system concept, site plans.

C

One minus subdivision: one plan unit development, a pud amendment application and recommended.

C

The comprehensive water and plan amendments and comprehensive plan amendments to the.

C

Commissioners of saint mary's, county yeah, that's all that I have and what we're requesting you.

C

Is to sign a letter of transmitter, you know to the commissioners of saint mary's county and also.

C

To the maryland department of planning, in order to report this, your yearly activities for 2020., okay,.

Thank you, mr boston pam. um My the um annual report was very well done by staff this this time very.

I'm very pleased with it. I don't know if any other board members have anything they'd like to add to.

um Or have any questions? I have no questions for for you quasi about your presentation, but in the.

um The handout report created for us uh detailing a lot of the things you discussed.

On the second last page, um basically, it was section five, six, seven, seven.

D

uh Planning survey, question optional and uh under letter a does your jurisdiction.

D

Have a bicycle pedestrian plan and the answer obviously is no. uh My question.

D

Coming from doing planning in that area in a previous life, what steps would need to take place.

D

To authorize um some kind of development of a bike and ped plan for the county would that.

D

Come down from the county commissioners themselves? Would that be something that have to be approved.

D

In the budget for next year's work program- or I I just want to understand more clearly what.

D

What needs to happen, and is there anything I can do to to push that effort forward? I mean. Is it a.

D

Staffing issue: a funding issue. Are you referring to the last two pages? uh Yes, yes, page 17 of 18.

D

Specifically about a bicycle and pedestrian.

Good evening you're asking what it would take for the commissioners of saint mary's.

E

County to authorize a county-wide, bicycle and pedestrian master plan correct the.

E

Department of public works and transportation, with the assistance of mr boston pimp, among others, has.

E

Reviewed an rfp to go out to consultants for an overall transportation plan to update the 2006.

E

Transportation plan in that transportation plan there is some mention of and sidewalks so.

E

It well, I guess, there's two ways to do it. I'd like to be able to talk this over with.

E

Mr dietrich, to see which way he would prefer to go whether or not he thinks it would be appropriate.

E

To include a specific task for for the kinds of plants, bicycle and pedestrian, or it might.

E

Better be approached with a separate rfp to do that plan.

E

As a stand-alone, in conjunction with the transportation plan, I'm not sure how he would view.

E

That we in the mpo area, we have done some work along those lines, but how to expand that to the.

E

County without npo funding becomes a question yeah in actually this morning. In my discussions with.

C

The director of public works while seo we're going through the transportation.

C

Plan that the rfid is preparing, there was a discussion on the bike uh plan, which I.

C

Think he might be able to elaborate upon it. You know into what is going out now: yeah, okay, okay. I.

D

Mean I I'm sure it's acceptable to have it as a component of the larger transportation plan.

D

That's that's often done. um I just don't want to see some of those needs uh being overlooked.

D

In the larger scheme of things I mean and my particular concerns I live in lexington park.

D

In that development area, you see issues where sidewalks are built and they're not built.

D

People either using them because they don't feel safe on the shoulders of the road. But I see.

D

Electric wheelchairs, um I see people, you know walking in grass where the sidewalks don't exist.

D

And uh you know some probably low-lying fruit opportunities for the county to.

D

To reach out and make those little connections and I think, with the with the npo, we discussed that.

D

As well in previous meetings, so um yeah just just trying to bring that up to the forefront again.

D

I tried with what my director has just said: the mpo.

C

The current a complete streets plan that is being prepared has a lot of details that we are doing.

C

On the bike, trails and other sidewalks within the mpo area, now once that's once that is complete.

D

From the mpo is that something that the county could then adopt? Is that something that will come.

D

Our our direction to to adopt or suggest adoption by the uh by the county is that how that would.

D

Work with the next steps yeah um in calloway, some developments there and noticing also there.

D

Were some sidewalks uh components that might have been missing or opportunities to create.

D

uh Linkages where they did not exist, so that was all I had to say. So, thank you for addressing that.

D

And thank you any other questions from any of the other board members just to comment by mr.

With with regard to what mr prasik has just said, the development part of the development callaway.

F

That's that was just completed to veterinary hospital there'll be a hundred foot section of.

F

um Sidewalk that won't be there and it won't be there until the people that own.

F

The property the developers decide to develop it, at which point everybody will be good with.

F

Them putting that piece of sidewalk in but until then it's not there and there's also a telephone.

F

Pole, that's right up against the highway that no one seems to want to remove another part.

F

Another poor part we talked about mr dieter was here before and on on buck hewitt road, for example,.

F

That intersection there has been in the county's to-do list.

F

For years- and I I go by there quite often- and I see constantly- I was there by there today-.

F

People walking in the ditch because there's no place to walk, although the developers up.

F

The up the way all of those sidewalks are in place they're all there, because they built a development.

F

But the people that were already there on buck hewitt road- they don't have these sidewalks um and.

F

And so there, mr fasikas is right there. There there are places with low-hanging fruit that could be.

F

Addressed without having to commit multi-millions of dollars to do whatever they're going to.

F

Do I see that the county has committed to sidewalks in lexington park, partnership with.

F

The united states navy- I think the county is going to bump about 160 000 bucks into that and I'm not.

F

I'm not saying it's a bad project. It's in the development district and people need to.

F

Get from point a to point point b, um but the county is going to have to do a better job.

F

In identifying these places that that are that would really be would be benefit. I mean the.

F

Sidewalks on buck hewitt road, the whole place is circumnavigated, except for about a hundred yards.

F

Of that sidewalk and those people wind up walking in people's yards and walking in the ditch, and it.

F

Just doesn't seem to be, uh doesn't seem to be reasonable to me so, and mr dude is not here.

F

Tonight um and so we'll take up that with when he when he arrives next time, but thanks. Thank you.

Amendment to change the rural preservation, zoning district to residential mixed use, zoning district.

Okay agenda item: two: is zoning map amendment request zone 21-008.

H

Pike and ford, the zoning map amendment seeks approval to change.

H

The world preservation, zoning district to residential mixed use, zoning district.

H

The site is located at 23595 pike, lane and 23556 three notch road. In hollywood, the land uses rural.

H

Preservation and the zoning is rural preservation district with an ae4 and an ae3 overlay.

H

The regulations of the pres of the rural preservation districts are intended to foster.

H

Agricultural forestry, mineral resource extraction and aquaculture uses and protect the land base.

H

Necessary to support these activities, low-density residential development in this type of district.

H

Is permitted, subject to performance standards and maintain the rural character of the district in.

H

Recognition of the fact that a full range of public facilities is not provided or planned.

H

The farmer has the right to farm without being restricted by neighboring residential.

H

Areas restricted hours of operation for a farm, neighboring residential areas.

H

I'm sorry, let me try that one more time the farmer has the right to farm without being restricted by.

H

Neighboring residential areas, restricted hours of operation for farm equipment, restricted, odor,.

H

Producing fertilizers or mandatory noise reductions may not be imposed on farmers.

H

In the rpd zoning district, the general intent of the district is to encourage farming without.

H

Undue burden on the landowner, the regulations for the residential mixed use district provides.

H

Opportunities for residential office, personal and business development and services subject.

H

To standards that will ensure land uses can use compatibility with adjacent residential areas.

H

Per the comprehensive plan, the rural preservation district is prime farmland, timberland and mineral.

H

Resource lands, agriculturally related industries and limited non-farm cottage industries.

H

And low density, non-farm residential developments characteristic of the county's rural character.

H

Which are to be preserved for the for a wide range of economic and aesthetic purposes.

H

Acknowledges continued non-conforming, commercial and residential activities on.

H

Existing parcels throughout the district but limits their expansion or creation.

H

Per the comprehensive plan, town centers or secondary growth centers are urban and.

H

Pattern and form designed for moderately intense residential, commercial and industrial development.

H

Supported by provision of community facilities and services, town centers are located at charlotte.

H

Hall, new market, mechanicsville, hollywood and piney point they are designated as.

H

Growth areas that are secondary to development districts, there are infrastructure, they are.

H

They are designated I'm sorry. They are designated as growth areas that are secondary to development.

H

Districts where infrastructure should be provided to support densities of up to five units per acre.

H

And where mixed-use development should be encouraged, master plan should be generated for.

H

Each of the town centers to ensure that visual and functional functional qualities of development.

H

Adheres to standards for landscaping, architectural design, on-site and off-site advertising access.

H

Lot coverage and open space and buffering from adjacent developments and transportation corridors.

H

Allow for and provide adequate buffers to avoid conflicts between different land use types.

H

And to provide development and redis to three notch road in charlotte hollywood.

H

The public notice for the planning commission public hearing was published in southern maryland.

H

News on june 11th and june 18th, the property has been posted in accordance with czo requirement.

H

Section 21.3 certified mail receipts have been received and have been entered into.

H

The record of this public hearing, as exhibit 1. the agenda, was posted on the website on june 22.

H

2021 the zoning map amendment was reviewed at the tc meeting held on april 28 2021.

H

The neighborhood of the subject- property for this application request is hollywood maryland along.

H

Maryland route 235 the property backs up to mervel dean road. The area includes a major transportation.

H

Corridor with existing commercial development nearby businesses include edward jones investments.

H

Absi advanced support services, evolving resources, aio sign shop by the bay therapeutic, massage, the.

H

Bayonet and naiad dynamics, the st mary's county regional airport, is located across three notch.

H

Road, the pike property abuts, the hollywood town center and the ford property abuts, the lexington.

H

Park development district for the zoning map, the applicant, the two subject: properties are the only.

H

Property zone, rural preservation, district that are directly on maryland route, 235.

H

To the south of hollywood town center and to the north of lexington park, development district.

H

The applicant believes the current zoning is a mistake that occurred with the last.

H

Land use map change. The applicant is also requesting the proposed zoning due to the.

H

Change in the character of the neighborhood and surrounding area where the property is located.

H

The property is located next to the hollywood town center.

H

And lexington park development district, this area of the county has seen and continues to see.

H

Significant commercial development over the past decade, from previously primarily residential uses.

H

The planning, commission and the board of county commissioners shall each hold at least one public.

H

Hearing on an application for an amendment to the official zoning maps, such hearing may be.

H

Held jointly at the discretion of the planning commission and the board of county commissioners,.

H

The planning commission shall promptly consider applications for the amendment.

H

The commission shall conduct a public hearing for map amendments and may conduct public hearings for.

H

All other amendments, generally, within 60 days from its final hearing, the planning commission.

H

Shall transmit its recommendations for approval or disapproval to the county commissioners? This.

H

I

Tonight um and I'm here today proudly representing uh two groups of property owners, robert wayne pike.

I

And jeffrey lee pike, jeff jeffrey pike- is here in the audience with us tonight. If you have any.

I

Questions for him, and I'm also representing their neighbors patty and dexter ford, um who are also.

I

My clients here tonight we do have a powerpoint that we've prepared. Do you mind? um I will do that.

I

We go to the second slide, just bear with me.

I

And so a summary of the requests and ms glenn just provided a very succinct one.

I

As well is that we're here to amend uh seeking an amendment to the saint mary's county zoning.

I

Maps and land use maps for these two properties. One have pike lane addresses that you can see.

I

There, the primary address being two three five, nine five and then um they also have a three.

I

Notch road address on the pike property and then the two three five five, eight three notch road.

I

In hollywood, which is the property adjacent to it, and I have some maps that I'll show you.

I

As miss glenn had just done, the properties are currently zoned rpd or rural preservation.

I

District and on the land use map of st mary's county. They have a rural preservation.

I

Designation at this point we're requesting that the zoning map be amended so that both properties.

I

Are his own residential mixed use district? That is the same district as the properties immediately.

I

To the north of these properties along 235, so they would be consistent with those properties.

I

Just to the north of them and similarly we're asking that the land use map be amended.

I

So that there is an appropriate and consistent land use which would be residential mix, use.

I

Again, like the properties to the north of it on 235. So if we go to the next slide,.

I

This is a blown up ariel of the property. You can see the larger one with the pike lane addresses.

I

Showing on this slide is the pike property. It's a little over 4 acres along route, 235 immediately.

I

To the bottom, right of that, where you see the 23556 three notch road addresses the.

I

Ford property and again both of those right now are zoned rpd, and we can flip to the next slide.

I

This is pulled out a little bit just showing the the zoning map.

I

That is there you'll see that the properties immediately to the north are zoned rmx. You can.

I

See the pike and the ford properties are the ones that are zoned rpd in in the middle or just below.

I

The kind of orangish color property, the checkered property to the to the bottom right is mxl.

I

Property, which I know is the planning commission, is aware. There's a newer mixed use category that.

I

Was adopted in the lexington park development district plan recently, all those properties.

I

Were zoned to be that mixed use category as part of the lexington park plan a couple of years ago.

I

And then to the right as you're looking at these properties, which would be to the northeast.

I

The properties directly behind them are mostly rl properties, uh with um there being properties.

I

To the north, at our rpd on the other side of marvel dean road, and I will note that this.

I

Photo appears to show that there might be some rmx zoning on the pike property we've confirmed with.

I

Staff, I'm in the gis folks that uh the entire pike property is zoned rpd right now. It's not a split.

I

Zone property, so so just to make that clear for the record if we go to the next map, this is the.

I

Land use map as it exists again this, like the zoning map, I think, really tells the reason why.

I

We think there's a mistake in the original zoning you can just by color and visually, see that these.

I

Properties really are an island of rpd uh located right on three notch road in between these other.

I

Mixed-Use zone properties, um you can see that the residential mixed use in purple is again.

I

uh To the to the left of this property to the northwest, that is the land use category we're.

I

Requesting these properties be changed to again immediately to the southeast of our properties.

I

It's mixed use. Low intensity is the land use which again was a designation that was reviewed by the.

I

Planning commission and adopted by the board of county commissioners during the lexington park.

I

Development district plan process not too long ago to the northeast, is residential, low density, land.

I

Use and then rural preservation again to the north on the other side of marvel dean. Let me go to the.

I

Next slide, um as I know, the planning commission is aware- and I know we discussed this a little.

I

Bit at your last hearing, the amendment process is set forth in chapter 28 of the zoning ordinance.

I

And like last time, we're really in the middle of that process, we had submitted our.

I

Application to the land use department, which requires confirmation by the director that.

I

It's complete, as ms glenn shared, I believe it was april 28th. This application went through the tec.

I

Agencies on the their comments are attached to the staff report and there are no objections.

I

um To our request and then we're at the step, that's in bold a review by this planning.

I

Commission and we're seeking a recommendation of the board of county commissioners that they.

I

Adopt the changes that we propose, which will be our next step in the process.

I

If we go to the next step and again, this is the language from the zoning ordinance, which I.

I

Believe you saw on the staff presentation um as to the role of the planning commission in this.

I

Process, that's an excerpt directly from the zoning ordinance. We can go to the next one, so the the.

I

Maryland legal standard for rezoning requests is, you know I, on behalf of my clients, have to prove.

I

One of two things: either that there was a mistake in the original zoning of the property or that.

I

There's a substantial change in the character of the neighborhood since the last rezoning of.

I

The property and, again as to the mistake, the the language that's here, is that when you're rezoning.

I

From one commercial subcategory to another, there's a lesser standard for doing that, I will note that.

I

The pike property has had commercial uses on it in the past. It does not now, but it does.

I

Have multiple residential properties on it that would be non-conforming in the rural preservation.

I

District, so we think that's analogous to changing from we're changing it to a zone where it would.

I

Not be as non-conforming um as it is in the royal preservation district, we can go to the next slide.

I

The um as to the mistake in the original zoning here, as as I think, those maps really showed this.

I

This property really is an island of rpd on that area of route. 235 um and staff shared some of the.

I

The excerpts of the comprehensive plan and the zoning ordinance, which we've also highlighted.

I

Here um showing what the purpose of the rural preservation district is and that land use.

I

And to highlight kind of the zoning ordinance language, the the regulations in those districts.

I

Are intended to foster agricultural forestry, mineral resource extraction and aquacultural uses.

I

I mean to protect the land base to support these activities. We'd submit that where this property.

I

Is located, we don't believe, there's really any way to use or develop the property to support.

I

Those uses because it's simply not in the right location out of b's owned rpd and we think that.

I

Is the basis for why we think it was originally zoned incorrectly? If we go to the next slide.

I

The other standard is to show a change in the character of the neighborhood.

I

And as staff mentioned, these you know not only is the only rpd property but they're sandwiched.

I

Right in between the hollywood town center, which is a you know, next to the development districts.

I

As our most intensely developed centers in the county- and we are just north of the lexington.

Park development district, so these are only two properties that are sandwiched in between those.

Two and we believe that both the town center and the lexington park, development district.

I

In these areas forms the neighborhood that has changed since the last rezoning.

I

um And you know, we believe that a reasonable interpretation in this case- and I believe this.

I

Was in the staff report as well, if you follow route 235 down the wildwood boulevard or a little.

I

South of that, and if you go up to marvel dean near the intersection of clark's landing road.

I

That portion of the road, you can really see a lot of changes in the neighborhood since 2010, when the.

I

Last rezoning was done. I pulled the the dates of the primary structures on those properties.

I

um Becoming into existence, you can see the examples there. The tractor supply business.

I

The dollar general: that's there. In hollywood, the development activities in oak crest.

I

Including the theater and aldi and the flex buildings that are under construction now,.

I

They also have concept site plan approvals that are in process. As I know, the planning commission.

I

Is aware, as mentioned, the staff report and in our submission there's been a very significant.

I

Development activity around the st mary's airport, which is almost directly across route to the.

I

235 from this property, and that's an area that I know the planning commission has supported and the.

I

County commissioners have as a way to diversify our account economy and support uh development in.

I

That area there's also the office building. That's been approved for concept site plan just below.

I

The bollywood property- and I know the planning commission is well aware that there's also a hotel.

I

That's been that received concept, site plan, approval and related commercial uses on that.

I

Property just to the south of the oak crest, pud and all of those are just examples of how much.

I

This area has changed just in the last 11 years since the last rezoning. That's what we have to.

I

Prove we think that that shows that, while a lot of those properties may have been residential at the.

I

Time of that rezoning, it certainly has become more of a mixed use. Commercial and office type uses on.

I

That corridor, so we believe that our property would be appropriate to be resumed for that.

I

Reason so if we can go to the next slide, so the summary of the request is again that we don't see.

I

We can't see any sound policy reasons why these properties, where they're located, should be zoned.

I

Rpd on that major thoroughfare with the other properties and uses around it, they are sandwiched.

I

Not only between two mixed use categories, but in between the town center and a development district.

I

The character this neighborhood along route, 235 in that area of marvel dean road, has changed.

I

Substantially since 2010, which was our last rezoning and again, the primary evidence is.

I

A significant commercial development that we just highlighted. So if we go to our last line.

I

um So our requested action is that um this planning commission of men.

I

Recommend the amendment of the saint mary's county zoning maps that it be rezoned from.

I

Rural preservation district to rmx um again we're asking for we asked for that category.

I

uh That is the property that is immediately north of this property from us, that is, the properties.

I

That are in the hollywood town center. We did not ask for the mis mixed use categories that are in.

I

The lexington park development district, even though they do allow for some additional uses.

I

The way they were drafted, we're aware that the planning commission made those new categories.

I

And they only exist in the lexington park development district right now, so we thought.

I

It more appropriate to ask for a use that was not designed solely for that, or that only exists.

I

In that development district at this time, and similarly, we are asking so that uh the zoning map.

I

Amendment would be consistent with the land use maps, so those maps also be amended to redesignate.

I

The land use from rural preservation to residential mixed use and that's a summary.

I

Of our requested actions, mr pike is here certainly to answer any questions tonight.

But we appreciate your consideration, we'll be happy to answer any questions you have.

Thing that separates on 235 hollywood, town center and lexington park developmental district. They.

Are that that's where the and I think that um in the staff report, the map showed that very.

Well, that the boundary, the the pike property of butts, the hollywood town center boundary.

The ford property at butts, the the lexington park department, district boundary.

And they're next to each other, there's nothing in between them.

Anybody, mr evans, yes, so so chris you're right, I mean the uh the pike property at one point was.

Was a commercial property? Really um when I was a boy, mr pike delivered gas, it's a pipe gas company.

There and those pieces, those lines, there's pieces that you see laid out there, those foundations.

Always be lined up with gas tanks, and so uh at one point it was commercial, but that was back in.

The day when there was no commercial there, except for lenny's and mr pike and mr mrs pike's place,.

So the island, you talked about um clearly it's an island, but I think that that island was was.

Created by a succession of rezonings along that along that roadway, um and I I certainly agree that.

The um the community has changed. I don't know that. I actually would agree that that it was an.

Error, because, back in those days when we were trying to figure out town, centers and development,.

Districts and the rest of that, one of the things that we wanted to do was to make sure there was.

Green space between between town centers and the development district, it was just a break that was.

Really what it was meant to be, um and whether or not this is rmx or transitional, what whatever.

My my fear is the connection, the ultimate connection of a town center and a development.

District um and and having been around here for a while, um there's nothing I can do about it really.

I don't have to like it, but- and I don't like it, um but it uh it is what it is. You know the.

Horse sort of left the barn when it comes to saint mary's and we sort of just have gotten.

Used to just saying well, it's okay, you know and then pretty soon it's connected and now and and.

So now here we are um and and yet we still I'm back on- you know my soapbox again. We we still.

Haven't done what we need to do with regard to village and town, centers and infrastructure.

To make it to make it the way it should be, so I'm not opposed to the pikes and then getting.

This rezoning, I mean, I grew up. I knew both those families um and and but back in the day, it.

It was it, you know it wasn't. It was outside of mr pike, it was the only piece that was commercial.

Everything else up there: you could have gone for miles and miles and not seen anybody so.

Again, my my only problem. My issue concern is the connection of village of the town center and the.

F

Development district there's very little reason to call them to be, and for them to be independent.

F

They may as well just be one thing or the other, so anyway, that's really all I had to say.

Far out and uh the fords are right next there and they they're not only are the properties.

Close but the families are close also, so I'm sure they came here together to get this. This change so.

My way and I looked at the packet- there's no whole character left to be preserved on 235 right. There.

These days to keep it rpd because there's nothing really left. I can't see a farmer in his tractor.

Driving down the shoulder 235 to go and farm these properties, it's just that's not realistic, anymore.

Yeah, we are here again on the comprehensive plan update um just to bring you up to speed.

uh Since the last time uh that we discussed the comprehensive plan and uh invited the.

Public, you know to submit comments and others we've had almost about 15.

uh People who have actually expressed their interest not to be part of our.

C

Review group, you know on the comprehensive plan update for following up on this. We also have been.

C

Working with the I.t group know to do the land use elements to prepare maps and others for analysis.

C

And we're here to present to you and for you to review and discuss the.

C

Questionnaire which we intend, you know to use, survey monkey to be online and then.

C

Also, to we'll have hard copies to be placed in about 10 different locations within the county.

C

The question is about 21 and what we are asking you, your review.

C

And to see if there are any changes and others that you want, you know to this service.

C

We believe this will afford an opportunity to residents to let us know.

Which what is most important you know to them in terms of the comprehensive plan review.

And also, we appreciate to hear from you if you've had an opportunity to take a look at the questions.

And then any other additions that you think you could help us, you know include in the survey.

Moving forward, how will we address.

um The knee uh well, how do I put this.

The cwsp and this in this document have to have to mesh for them for it to work. um How how do we.

Address the need, the need, I guess it's in the comprehensive plan.

uh For failing systems for the need for sewer and places, I mean how do we? How can we address that.

I'm I'm fearful of moving forward the comprehensive plan, I'm a bit fearful of down.

The line um failing systems old old lots didn't have set-asides, you know they. Don't they don't.

Today we require it not so much for others, um and I and I and I get I'm back on my soapbox again.

With regard to this to the water and sewer water, you know, land use goes where water and sewer is.

F

Bottom line um and then that that's inherently a problem, because what do you do with the water.

F

You can treat a whole bunch of stuff, but you don't have a place to put the water.

F

So how do we address that in a comprehensive plan harry or you or anybody? How would we.

F

How can we do that comprehensively? I think we would initially address.

The issue within the in the plant elements right uh the water resource elements we will address it.

C

uh Just to give you a just a few days back, I've had discussions with mde and the discussion.

The question that they asked was how we're gonna parallel to what you are just asking.

How are we going to update the cwsp uh 2017 update? How are we going to right just.

C

Revise it concurrently with them or to with this comprehensive plan and.

C

I think it's most important to address the issues and the problems you know within this water.

C

Resource element with the comprehensive plan and then we'll set it scheduling a timeline. You know.

C

On the cwsp uh revision and review yeah, I think my dietitis may be able to talk about protecting the.

We talk about protecting, you, know the bay and the rivers and all that sort of stuff, and you.

F

Know I'm not going to beat that drum tonight, but but um you know, mde uh mde can come charging down.

The road anytime, you know they asked permission along um the uh the potomac to you know just.

F

Do you mind if I come on your land and some people said yes, and that was a mistake.

F

And I made this comment years ago: um there were places in the county if it were to be tested. If.

F

They take those little tiny, pink pills and throw them in the toilet and everybody flush it one time.

F

A lot of those districts would all turn pink. It's it's it's. In my view. It's vitally important.

F

To address that- and I don't know, I'm not in a position to know comprehensively how.

F

We're going to do that and it's not without it's not without expense. Mr erickson was here before.

You know we have, he has a pipeline, that's that's reached its uh expectant. You know expectancy how.

F

About that and they're going to have to replace it and and metcom's going to have to pay for that and.

F

If they're going to pay for it, they ought to own it right now the federal government owns it and.

F

They need to reach out to the federal government. um You know we have village and town centers. The.

F

Back that we have that we that's in here and you know, and it's in our comprehensive plan.

F

uh And in the comprehensive plan it suggests that we should be doing master plans for village and.

F

Town centers- and I know there there's pushback with regard to doing small area master plans.

F

But I don't know any way of getting around this because if we don't what happened here.

F

Tonight and again, I'm not opposed to the pikes getting a zoning change.

F

But if you go back in in those days, that's not. That was not the intent, I'm back to intent again.

F

You know: that's not the intent. The intent was not to have one giant development district. That.

F

Runs into a town center, uh it wasn't it's not. uh It was not meant to for that to happen. uh So for.

F

Us to move forward as a community we're gonna have to figure out a way to address um the water issue.

F

I mean ask the people out west um about water and certainly the uh the waste issue, because.

F

Mde is not going to allow any more discharge into the rivers or the bay they're they're, simply not.

F

Going to do that and so you're going to have to figure out somebody's going to have to figure out.

F

You know where the water goes, uh and, if you, if you expect this community to continue to grow.

F

You know in a responsible way, then you're going to have to put development.

F

In village and town centers and in development districts, where the cost of infant structure is.

F

Much less than it is running pipes down 235.. So that's a long. It's a long-winded way of.

Saying I I want to I want these things to move together. You know comprehensively yeah actually.

This afternoon I had discussions with uh metcomp, also uh in terms of how do you want to be very.

Much involved, you know with this comprehensive, they have to be yeah, yes and also we'll work.

Together with them, yes and metcom benefits from new subscribers, so, okay, thanks! That's all.

Quasi, I have one more suggestion: um you're asking for the uh the people filling out the survey to.

Provide their email uh you might want to specify so that we can follow up with you with additional.

Questions when I just collect information about you, but we hope to give you more information or.

I would assume that the last comprehensive plan prior to that um being implemented, that a survey.

Like this had been sent out at that time as well, yes yeah, if you read the there's a session in the.

2010 comprehensive plan that I think they contracted a company. Okay, you know to do a.

Public service- and they summarize just a release summary of uh uh well their responses, yeah yeah.

And so do we have any idea what the participation rate was on that and do we expect uh they they, if.

The the the report actually says it's just about two three paragraphs. uh They never highlighted any.

Extent of the response rate they just cited areas in which uh people's consent way yeah.

Okay, um my next question is: some of these questions are: are open-ended. Yes, um you know.

So, who is going to be compiling all of the comments, and how is that shared with us and.

B

How is that information that is provided to us in this survey going to be used.

To help us make um our decisions and to know how we stand yeah when we drafted this, we contacted a.

Survey monkey and then actually with my director, had discussions with the uh uh I.t.

Guys- and uh there will be a way you know- to analyze the answers and to be able to.

Figure out one not only the response rate but a form of a dashboard, and so many other.

Operations, you know to be able to uh analyze the data and the answers that are being given, so so it.

Will be staff collecting the staff will be manning the um the dashboard as they call it. Yeah and.

Apparently, um when you set up the dashboard, you can actually um I'm gonna say, assign certain.

Keywords that will help categorize responses and and um collate them.

So and then we would certainly um present it to your commission in report style and and.

So yes, um this is your survey. We've got to collect this information to help you.

Update the comprehensive plan- and um so we've got some really good feedback tonight.

And if there's any other questions, you think we should add or rephrase a question that that's.

Why we're here tonight to to try to fine-tune this survey before we release it to the public yeah, so.

In my past life I I conducted a lot of surveys, wonderful yeah, so um I guess the I haven't.

um A couple of the open-ended questions, just kind of um have have concerned me in in that.

I feel like when you ask people to do surveys. You certainly want to make it as simple as possible.

This is exactly the kind of advice we need. Yes, because you know if people have to type in.

You know long sentences and explain themselves a lot of times, they'll just stop and they won't.

They'll, just they'll just be quasi, and I actually differed on this so like he wanted to say in one.

Word- and I felt that was too limiting, but if yeah we, we certainly seek your guidance on this okay.

So just a suggestion, um for example with the mayor uh 6.0. What are the major challenges? St.

Mary's county will face in the next 10 years. You know I'm wondering if maybe we should go back.

Perhaps, and think about the categories that could potentially be is it infrastructure? Is it.

um You know transportation education whatever, and should we provide them with um some topics that.

They could possibly go oh yeah, I hadn't thought of that, or maybe I need to pay attention more to that.

um And it's just a lot easier for someone and um more user-friendly if they can check boxes.

Rather than having to type in sentences right, um the same goes with uh 5.0 the greatest impact on.

Improving the quality of life for st mary's county. um Sometimes, if you know, maybe you just think of.

You know, what would that be? Is it more recreational facilities? Is it whatever.

You know you guys know, you know what it what the kind of answers you're looking for.

But maybe the person who's taking the survey um might not think of some of the things that need.

To be addressed, but if the options were there, um I think you might gather more information and it.

Might give us, as as a as a commission, um a little bit more to go, go on just just a thought.

It may be common sense for a lot, but not all let people know they can choose more than.

One, you know somebody may say: oh, you know we're gonna. Well, I like a lot of the things about this.

Community but I'm gonna choose recreational resources because I love the water, but.

Let them know they can. However, you choose the word that weather says may choose more than one or.

Choose as many as desired, or do you think it would help to to choose more than one and rank them from.

Nothing wrong with doing that either. You know, put you know whatever your favor to to you know.

So I think we get a lot of responses that way. Okay and I had one more um comment about 21.

I don't think you have anywhere near enough year span of living here I mean there's no difference.

In somebody living here two years or three years, I really think that needs to be one year or less.

One to five: five to 10 10, to 20 20 to 30; and then maybe 30 plus.

That way, we would know people living here. 30 plus years are happy about something, not happy.

About as much development, so we would at least be able to break it down, but one year to five years.

It's grouping, everybody who's lived here more than five years in one category and I think it should.

Be my own opinion kind of broken out, so we see the. Can, you repeat those again a little slower. Your.

Breakdown, I would think it should be one year or less, maybe one to five years: okay, five to ten okay,.

10 to 20, okay, 20 to 30 and then 30 plus, okay, I mean just my opinion. You guys can no.

I think shuffle them any way you want, I would even add lifetime. I think, there's a difference between.

Somebody who transplants here for favor for a job and decided to stay versus somebody who was born.

Right because you could be here, 30 plus and yet still not be lifetime yep. Okay, that's all! I had.

Is it? Is it beneficial to know um demographics, age groups? I mean we, everybody talks about age.

Groups they talk about the boomers millennials gen x's is it? Is it.

Pertinent to ask that question is it? Does it help us to know uh the age of the people, because.

They're what they want, what people want are simply different. You know older folks, don't want.

Anything- I am my immediate reaction, I don't know would be that I don't. I don't want to know.

I don't want to know about them, because I don't want to weigh their their feelings.

Based on something I know about them, so whether it's aid, gender ethnicity, I don't.

You know we're trying to find out yeah we're from personal, uh oh no, I'm just that was a.

Question so we're trying we're trying to see you know, do 70 of the people agree on this subject.

Because we're we're trying to serve the majority, I guess I mean okay, that's fine and to go back.

To my question a suggestion about the zip code, I don't think you would analyze it based on. Oh, you.

Live in lexington park and you live, you know you know somewhere else. I think it'd be more.

A tool to generalize you know um urban versus non-urban areas, or you know rural versus.

North versus south parts of the county, I mean that's up to you guys to decide how you're going.

To to to do that, because people in the north may feel less served by the county than people who.

Are closer to the county seat? You know it could also help remove some preconceptions.

Just talking about it, I would expect I'm going to see more answers about bike lanes and sidewalks.

In 20653, but lo and behold, when we analyze it, we might find out that we're seeing that coming from.

um Zip codes, I never would have expected. Actually you just made me think of another suggestion.

We used to do a poll on our website in my prior life and um there was no way to determine who was.

Filling it out, which was a good thing, and the the poll question of that month related to somebody's.

Project in the office in the playing department, and so that person every morning woke up and the.

First thing: they did. Everything was vote on their project, so we had all this data month.

To month to month, and in one month we saw this this, you know outlier, where there was you know.

Thousands of votes well, it was this one person who voted. So you know what's to prevent me from voting.

A hundred times about bike lanes and sidewalks is there something um that you can do I mean.

The email address definitely would would which you know, there's a limited number of.

Email actors: I have access to it's more than one, but it's definitely less than a hundred.

And just to add uh to our discussions uh from our interactions with the survey monkey.

Folks, we estimate a penetration rate of almost about 10 percent of the population.

For the survey to be on for about three months, and are you if you're I'm not sure how people feel.

About this, but at one point, qr codes are really hot and I still see them in the enterprise and.

The um well submarine news now um so that somebody doesn't have to type in url and by accident type.

Of wrong letter or number, they simply point their phones, camera at that and it'll bring them right.

To the survey that would be especially good for the um for the paper copies that we put out.

It's there because, for the most part we anticipate people will be reading it online.

From from the county there's another thing: when my co-worker sends me an email, hey check this out.

And I can just see my wife, you know her friends, don't read the the local newspaper.

They get a lot of her planning uh news through through me and she'll tell them. You know the next.

Morning, oh, this is what's going on in the county, so you know if an email was sent out, leaving this.

To us that we could then forward it's that that looks official, it's from the county and saying.

Hey take a take a shot rather than me, having to look at the newspaper right and typing something.

Just have something that's easily passed pass along a bull. That's a word, pass a longer ball.

But you know I'm saying like said that, so that um it looks official you can see it's from the.

County but I, as a concerned citizen is I'm now letting my peer group and stuff and my neighbors.

Yeah clubs nonprofits organizations that we can share this with and then they can share it with.

Their membership etc. Yep. Absolutely we need to cast a wide net to hope to get that ten percent.

So one one thing I I I would like to suggest uh being that this is a four-page survey.

Maybe maybe you can release it in phases? I mean because some some people want.

I mean if I sit here and I realize I got. I have four pages. Sometimes I don't have time.

And so you know, if you, you have a few, a few special questions that we highlight um to.

Make sure that people address those or if we can have a phased approach to releasing it so.

We can have more people participate for us with uh short attentions man.

Okay, anybody else I just had one weather comment. I I did a survey for the sheriff's office some time.

Back um and what happened is what the summers you know suggested we, the first one that went out, was.

It was a little open-ended and, and the response was not what we had hoped for, although we didn't.

Know what we had hoped for to be honest with you so, but when we did the second one, which was a.

Little more succinct, it was easy, just check a box fill in a little dot, whatever it was.

The response was a whole lot better. um I know we had this this discussion, but I don't recall.

What came of it? I know that um when we did it for the survey we reached out to the superintendent.

Of schools and- and I don't remember who it was then probably martin martirano, probably anyway,.

We were looking, we were looking for any avenue where we could get these surveys in the hands of.

As many people as we could- and I don't remember what the what the comment was, um the comment and.

I don't you know, I don't. I don't suggest that we should have children become post postmen, but.

But you know a lot. You know a lot of children this in this uh in this in in this community.

And there's a lot of money spent on education in the community and I think that they probably.

um Somehow I don't know how to do that, but getting this survey in the hands of parents, teachers.

um However, we can do that and I don't know how a meaningful the the superintendent.

Would be or or what avenues we might be able to use um to be able to get those surveys in in the.

Hands of all of these um all these folks, I do know that the drop boxes you know we were disappointed.

Originally our numbers, you know we were disappointed in the numbers and we found.

Out that our numbers were better than average, so I mean some people. Do it some people? Don't so, but I.

Do it would be a good idea if we could try to get them? uh You know into the hands of educators and.
