Meeting the order rich johnson, the chair of the the board, I'm gonna first, do a roll call.

And before I do it, I'm going to basically call the board's member's name and the.

County commissioner's name and district that appointed them to this board so that people in.

The audience know who we are and also people that are watching, who know who we are I'll start myself.

I'm rich johnson, the chair, I was appointed by county commissioner randy guy president.

At large to this board of redistricting to my far left is matt burgin vice chair.

Who was appointed by county commissioner eric colvin district 1 to this board of redistricting.

To my immediate left is dr patricia roberts. Richardson excuse me. She was appointed by.

County commissioner, mike hewitt district 2 to the board of redistricting to my immediate right.

Is paul thompson and he was appointed by county commissioner todd morgan district 4 to this board.

Of redistricting to my far right is lance johnson, who was proponent appointed by county commissioner.

John o'connor district 3 to this board of redistricting, so next we have to do.

We have an agenda, does everyone have a? Does? Anyone have a motion to approve the agenda, as stated.

Here, johnson, if I may um item c on the agenda, was a review of the procedural rules. I just wanted to.

Go- and that was a presentation I believe I'll, be brief. I just wanted to touch upon that memorandum.

Just a summation of the memorandum that I wrote up last week and sent to the board, and my apologies.

You chairman johnson board, that I didn't have these answers as handy and readily available.

Then, as I do now, but I won't go into summarizing the memorandum in any greater length than I did.

Office right now is that the rules of order for saint mary's, county boards and commissions.

Are what govern this board, not robert's, rules that they are in force and effect.

If there are any questions for members of the board on this matter, now would be the time to.

Ask them I just wanted to do a little bit of a more thorough search than I had at this time.

Last week present those findings to you all answer any questions you might have and then.

Otherwise make myself available to any other comments or questions you all might have before you begin the final edits to this map.

Sounds fine so we're going to go into the current map. Draft redistricting board plan and report.

To the other board members that are doing this, I did not have any further edits. So all.

The changes are there? uh Okay. uh The only issue like I said, john just we'll check those numbers.

I think it may have been the border. I don't know this. I think it's district 104 a little bit off.

So what oh, I hadn't heard anything about a discrepancy in numbers.

So I yeah, I was looking at my old date of the original data.

Original, what do you mean by original data when you put in the census data into the original maps.

Not this map are doing the original county maps as they are today and the district district. One.

And four a little bit off, I mean the overall tally was correct for, like total population.

A

Everything, but it looked like it was a little bit off and what the number was for, like population.

A

So just we're gonna just go check that later it should be fine. We can check that it um for.

The benefit of everyone else on the board and members of the audience as well. When I compiled.

This draft redistricting board report, I included the populations of the current county commissioner.

D

Districts so as the boundaries and maps are drawn at present and there's a little bit of.

D

A discrepancy discrepancy minus 100 people, I think across both districts in district 1 and district 4.

D

From the total population, as the its department configured it and as we stated in our information.

D

Releases to the public of what current total population on each of these districts is.

D

And what chairman johnson, who um right so like district 2 and 3, were exactly what I had in my.

A

Original database, it's district 1 and on your sheet says you know: 26 499. My data says 26.

A

677 and then district four, your paper says 36 308. Of course, these are the.

A

Original numbers and that's where district four was overpopulation.

A

Where I have 36 130 so we'll just check those numbers, make sure at least the district 2 and 3.

Are lining up right and I'd be comfortable. I am if it does come back that my numbers or your numbers.

Or both of our numbers are an error that type of clerical error. I yeah I'm absolutely confident.

Right, I mean that's just the original and you know the current map does meet the you know, 10 or less.

Requirements, so that's all good too actually, and I do not think correcting that type of.

Error would require um meeting by the board so long as the board's aware of that issue and knows.

That those numbers might be subject to correction in the quote-unquote final final draft of the map.

So if this is the agreed final map, we're going to have to motion to forward it to the commissioners.

So I would say there are two motions required right now. um First, is that we have the 2020.

D

Redistricting plan that is the one page front and back document that will be conceptually the actual.

D

Legal plan and that will have legal force and effect, that is the one that has a picture of.

D

The map and will state that a copy of this map and that will otherwise be located on the saint mary's.

D

County website and identified as the quote-unquote 2021 approved commissioner's district map.

D

We need a motion to adopt that document and then secondly, we need a motion to adopt the.

D

Redistricting board report, which is the more thorough, six-page document.

D

That goes into this board's rationale and talks about the process of how we reached here.

But isn't the quote-unquote plan I moved to accept and approve the 2021 redistricting plan.

I would next, if there's any discussion to be had on the redistricting board report, the um words or.

Ideas expressed uh if everybody has seen those and is comfortable, we could have a motion to adopt the.

Draft redistricting board report as a final report and a vote on that. Otherwise we could discuss.

Changes I do have a um draft on a word document that mr benson can bring up at any moment.

If we need to make changes, be they substantive or stylistic on the fly here, otherwise we can.

Board needs to meet so to balance the commission or district. The new board will also be informed of.

Quorum and what not to do outside board meetings with other board members in relation to st.
