achievement.

be
aware
already
that
sterling
is
one
of
eight
places
from
across
the
uk
to
be
long-listed
in

uk
culture
2025
competition,
and
this
follows
on
from
the
submission
of
an
expression
of
interest
by
sterling's
cultural
partnership
earlier
in
the
year.

The
paper
provides
information
on
the
background
and
also
on
the
considerations
and
approach.

If
moving
forward
with
the
bid,
the
council
is
asked
to
give
approval
to
proceed
and
submit
a
bid
and
therefore
to
draw
down
the
40
000
pound
that
is
offered
by
the
department
of
culture,
media
and
sport
to
help
support
the
development
of
urban
submission
to
delegate
authority
to
the
chief
executive,
in
consultation
with
the
council,
leader,
deputy
leader,
convener
and
vice
convener
of
finance
and
economy,
and
the
leader
and
deputy
leader
of
the
opposition,
to
sign
off
the
bid
submission
from
a
sterling
council
perspective
and
to
note
that
progress
or
on
the
bid
will
be
reported
to
the
community
plan
regeneration
committee
or
this
island
council.

terms

fantastic
operation

to
showcase
a
sterling

the
actual

obviously,

we
look
at

coventry

they
got

amounts

revenue
funding
and
through
both
central
government
and
lottery
funding-
and
indeed
there
was
reference
to
private
sector
investment
as
well
and
sponsorship.

aspiration

mean
if
we
can
exceed
our
aspirations,
then
that
would
be
a
fantastic
opportunity
to
actually
deliver
a

series

events

2025

would
certainly
showcase
a
sterling
and
everything
it
has
to
offer.
As
a
a
a
must,
I
must
stay
destination,
so
it's
just
important
that
that
we
have
the
confidence
and
assurance
that
you
have
that
you
feel
that
we
can
build
the
capacity
to
actually
maximize
that
financial
opportunity.

it

officers
and
a
couple

the
cultural
partners
attended
a
workshop
just
last
week
with
coventry
and
hull
and
the
department
for
cultural
media

support

hear

directly

experience
in
embedding
and
then
how
to
deliver
a
successful
and
say
of
culture
and
and
external
funding
was
obviously
heavily
discussed
in
how
we
go
about
that
now
yeah.

think
you
can
see
from
the
previous
two
winners
that
the
the
the
title
is
something
that
brings
significant
funding
and
obviously
the
the
aspirations
of
a
city
of
culture
in
terms
of
what
we're
trying
to
do
around
participation,
tackling
disadvantage,
growing
culture,
tourism
heritage
that
fits
with
so
many
funders
and
it
fits
with
what
both
governments
are
trying
to
do.
So.

There's
there's
lots
of
opportunities
there
and
I
think,
we're
more
confident
than
ever
because
of
the
contact
we've
had
since
it
became
known
that
stirling
was
on
the
long
list
from
a
whole
range
of
people
want
to
want
to
meet
with
us
now
to
discuss
the
opportunities
and
what
the
plans
may
be
and
how
they
could.
Potentially
come
in
and
support
us,
so
yes,
myself
and
the
partnership
are
very
confident
about
that
and
I
think
we'd
have
a
great
chance
of
bringing
in
significant
money
and
to
put
in
the
stollen.
I
One
is
I
see
that
the
bookies
great
sterling's
chances
as
the
lowest
of
all
the
contenders,
so
falling
off
of
my
concern
is
that
obviously
the
cash
is
taken
care
of,
but
it'll
obviously
take
a
lot
of
officers
time
to

complete
the
bid
and
that
distracts
their
attention
away
from
other
activities
and
as
a
rural
councillor,
you
will
know
that
we
are
absolutely
being
challenged
by
the
by
the
breakdown
in
the
infrastructure
out
here,
and
this
like
this,
like
city
regional
deal,
it's
more
focused
on
the
city
and
I'm
concerned.

the

we're
trying

we
can
achieve
for
sterling
ticks
all

boxes

terms
of

people
are
looking
for
in
a
city
of
culture,

we're

confident

we
pay
that
little
heed
in
terms
of
the
you
know,
rural
aspect
and
then
what
was
clear
in
the
expression
of
interest
and
what
has
to
be
absolutely
clear
in
the
final
bid
is
that
this
is
something
for
all
of
sterling
and
it's
not
about
stirling
city
and-
and
I
think
partners
have
always
been
very
committed
in
our
discussions
on
our
emerging
cultural
strategy,
but
but
even
more
so
through
this,
that
it's
about
taking
culture
out
to
all
areas
of
stirling
and
helping
the
the
communities
and
that
we
have
to
unlock
their
potential
around
this.

of
our
communities
has
got
fantastic
stories,
fantastic
history.
So
something
like
this
can
really
bring
all
that
to
life
and
help
and
realize
significant
growth
in
the
rural
areas,
but
please
rest
assured:
there's
not
even
a

we're
going
to
include

sterling,

going
to
include
people
from
different
backgrounds.

other
locations
are
different
economic
backgrounds.

place

bit
that
can
support
the
regeneration.

critical

that's

where
something
like
this
can

so
powerful

opportunity

make
sure
that
everyone
gets

also
that
it
does
something

the
working
group
that
we've
set
up
behind
us,
which
is
all
the
cultural
partners,

also
representatives
of
the
the
business
representative
organizations

the
third
sector

we'll
work
together
to
make

gets

opportunity

feed

more
difficult

certain
demographics
and
groups
to
have
that
voice.

need
to
really
work
hard
and
again
in
our
final
bid.

evidence

have
had

that's
exactly

we're
really
focused
on
on
doing,
because
if
we
get
this
right,
it
is
about
touching
every
aspect
of
the
community
and
realize

say,
if
I
win
in
bed,
we'll
have
to
very
clearly
demonstrate
all
that
both
the
the
engagement
to
feed
into
the
bid,
but
equally
at
every
step.

would

people

support

focus
on

you

identify
a
rigid
timetable

sure

parties

together

that

communities?

communication
about

they
can

involved

the
bit,

assist

bid,

we
really
need
to
throw

kitchen
sink
at

opportunities

about

council
approve
us
moving
forward

name,
there's
a

a
significant
engagement
piece
to
be
done
there,
I'm
on
a
marketing
plan
as
well,

it'll
be
the
messages
and
the
call
to
action
for
everyone.
Individuals,
businesses,
community
groups-
and
you
know
people
with
any
connection
to
sterling.
You
know
there'll
be
a
messaging
framework
coming
out
asking
people
to
support
the
bid.
So
when
that
does
come
out,
that's
that's
our
call
to
action
and
the
call
to
action.

would
make
today
that
everyone
really
does
make
a
difference.
We've
seen
that
in
previous
bids,
where
it's
evidence
that
the
communities
are
behind
individuals,
you
know
community
groups
and
businesses
if
they're
all
saying
positive
things
about

bid
and
what
it
can
do
for
sterling
and
then
that
that
genuinely
makes
a
big
difference.
So
so
the
partnership
are
very
focused
on
making
sure
that
we
galvanize
everyone
behind
us
and
use
the
opportunity
as
fullest
effect.

quickly

everyone's

everyone's
got

big
part

asking

closely
connected

communities,

ambassadors
for
the
city

culture,
but,
to
my
mind
we
don't
have
a
strong
track
record
of
reaching
out
to
our
communities,
particularly
around
culture
and
promotions,
tourism,
etc.

that

you
talk
about
the
the
partners
etc,
could
you
perhaps
circulate
a
list
of
counsellors
about
the
organizations
that
you
are
reaching
out
to

we
as
councillors,

look

see
if
there

any
obvious
gaps
and
things
that
are
missing,
knowing
that
organizations
within
our
communities
who
who
could
make
a
contribution?

importantly,
we

support
the
bid

the
program

are
going
to
be
the
elements

that

having
that
end
point
in
mind
in
terms
of
what's
that
long-term
legacy
and
what
difference
is
it
going
to
make
to
individuals
and
communities
and
distilling
overall?

keep
under
wraps

little
bit

our
competitors,
who
might
be
trying
to
find
fine
bits
and
pieces
out,
but
it
comes
down
to
that
and
that's
where
the
engagement
we
do
with
all
members

communities

informs
it
because
in
theory,
if
it's
not
going
to
make
a
long-term
change
or
bring
long-term
positives
to
people,
it
shouldn't
be

our

this
bid

about

sterling

collections

art

scotland
right
from
the
very
beginning,
its
buildings

designed

display
spaces

campus.

remarkable
sculptures
and
thought-provoking
paintings

artists
such
as
jd
ferguson
and
dave,
barbara
hepworth,
john
grierson,
the
father
of
the
documentary,
was
born
in
stirling.
The
oscar-winning
animator
norman
mclarden
was
born
here.
The
famous
glasgow
boys
spent
their
summers
in
canbus.
Kenneth
and
stilling
has
been
a
destination
for
artists
for
centuries
and
books.

Robert
burton's
extra
poem
onto
a
window
of
the
golden
lion,
hotel
robert
lee
stevenson,
holiday
and
bridge

allen

said

much
of
treasure
island
was
imagined.
While
here
stilling
has
its
own
book
festival,
bloody
scotland,
which
celebrates
the
crime
novel
and
is
held
in

The
smith
art
gallery
museum
is
a
treasure
trove
of
artifact
snap,

we
all
recommend
to
everyone
who
visits
stirling
and
although
we
live
in
the
heart
of
scotland,
certainly
by
great
natural
beauty
and
world-class
heritage
and
culture,
we're
also
ambitious
for
the
culture
of
industry
and
commerce.

During
till
the
fourth
bridge
opened
in
1890,
the
bridge
of
sterling
was
the
only
way
over
the
river.
Fourth
stilling
was
literally
the
gateway
to
the
highlands.
Scotland's
first
heavier
than
air
flight
took
place
in
stirling
when
the
babel
brothers
built
and
flew
an
aircraft
from
fallen
inch
field
on
the
shadow
of
the
castle.
Today
that
entrepreneurial
spirit
attracts
international
companies
like
super
glass
who
last
year
invested
over
40
million
euros
on
expanding
their
sterling
operation,
we've
embraced
the
digital
world.

digital
incubator
firm
code
base
here
in

city
they're
looking
to
support
the
next
ambition
of
ebay
from
the
mind

an
entrepreneur
into
existence,
creating
jobs
and
wealth
right
here
in
stirling
still
university

also

centre

excellence
in
aquaculture

through
the
work

the
nearby
innovation
park.

supporting
tech
and
sporting
companies
to
grow

challenge

our

have
all
of
the

win
this
city

culture

2025

hard

and

Davis
mentioned
the
bookmaker's
odds,
we're
six
to

The
favorites
are
four
to
one.
There
is
not
a
lot
in
it.

In
2016,
leicester
city
were
five
thousand
to
one
to
win
the
english
premiership,
a
set
of
odds
that
cost
the
bookmakers
15
million
pounds.

look
forward
to
seeing
a
similar
payout
in
the
spring
when
we
are
awarded
the
title
city
of
culture
promise
to
finish,
we
will
use
both
the
bed
process
and
all
the
time
between
now
and
2025
to
learn,
to
grow

enrich
our
offering

in
2025
we

ourselves

our
country
proud
and
leave
a
legacy
beyond

year
of
culture

create
another
defining
chapter

stirling's

Culture
is

key
priority

catalyst
for
regeneration
in
our
communities,

has
to
be

be

our
rural
communities.

be

former
core
field
communities,

we

a
rich
legacy
as
we
see
with
with
big
noise
and
both
for
lynn
and
raplog.

about
getting
our
communities
inspired
and
bringing
our
communities
along
with
us
in
order
to
ensure
that
we,
as
a
team
sterling,
do
everything
that
we
possibly
can
right
across
this
chamber.

also
across
our
communities

maximize

chances

the

opportunities
are
absolutely
endless
in
terms
of
making

showcasing
what
sterling
has
to
offer

visit
destination

the
potential
economic

well-being

our
citizens,

also

economic
growth
potential
is
quite
exciting,

I'm

Stirling
has
a
900-year
history

quite

I'm
often
wondering

next

years
brings
for
us.

think
necessarily
that
a
city
of
culture
but
puts
you
in
place
for
a
thousand
years
of
activity,
but
certainly
what
impact
can
this
have
on
our
town
and
our
district?
The
entire
area
can
be
uplifted
by
this

we
get
it
right
and
if
the
partners
working
together
get
this
right.
I
think
that
this
and
my
group
certainly
thinks
that
this
is
a
great
opportunity
for
us
to
really
supercharge
sterling
and
make
it
the
place
we
want
it
to
be,
because
there
are
problems.

are
things
that
we're
going
to
have
to
get
right,
but
we
can
get
it
right
and
we
will
get
it
right
if
we
go
forward
with
us,
I'm
looking
at
the
the
list
of
other
cities
or
or
districts,

indeed
I
didn't

never
thought
of
cornwall
as
a

are

fantastic
city
and
we

bid

there
about
legacy
is
that
we
should
also
be
thinking
about
the
legacy
of
what
putting
this
bid
together
does
for
sterling.

should

people

able
to

wanted
to

sterling

this

we

city

culture

should
still

with

place
to
improve
well-being,

improve
our
community
and
to
make
stalling
a
fantastic
place

don't
think
sterling

think

the
work

done
here
just
now
should

getting
done

judges
were
actually
to

sterling

empty
shops,
there's
half
empty
shopping,
centers
we've
not
they're
the
numbers
anticipated
for
visitors.
We
don't
have
the
hotel
space
for
them.
We
just
don't
have

capacity
for
all
these
visitors.
That's
expected
to
come
here.
We've
got.
We
don't
have
enough
shops,
we
don't
have
enough
restaurants,
we
don't
have
enough
pubs
and
we've
got
a
prehistoric
over
provision
policy
that
the
licensing
board
has
imposed
on
us.
So
there's
not
going
to
be
any
capacity
for
any
other
restaurants,
pubs
and
clubs
in
the
town
centre.

remarks

actually

solely
confined
to
the
city
of
stirling,
so
they
can
find
this
over
provision,
restaurant
provision
etc

we're

bid

sterling

whole
and
throughout
stilling.

have
some
wonderful
attractions
and
have
we
got
what
to
do?

part

of
the
seven
places
that
we're
talking
about
even
cornwall

what
to
do
to
bring
it
up
to
the
standard
that

far
from
perfect

doing
that,
but
that's
not
to
put
aside
you

what
we
shouldn't

be

behind

financial

need

after

days

need

challenge

the

sterling

about

and

we

heritage

be
excited

concentrating
on
the
city
of
stirling

by
the

centers
and

cities

one
other
story.

river
fourth
was
for
many
years.
Europe's
premier
oyster
fishery,
over
30
million
oysters,
were
harvested
each
year
in
the
early
19th
century,
but
overfishing
caused
a
collapse
and
the
fourth
oyster
was
declared
extinct
in
1957..

Issues
such
as
overfishing
and
sustainability
are
studied
in
great
depth
at
the
university
of
stirling's
international
center
for
aquaculture.
It's
the
largest
of
its
kind
in
the
world,
they're
leading
the
way
in
research
to
tackle
global
problems
of
food
security,
hunger
and
sustainability
through
the
world's
rivers
and
seas.

location
is
a
closely
guarded
secret,
but
hopefully
we
will
all
get
to
taste,
the
fourth
oyster
in
the
future
that
culture
that
allowed
us
to
destroy
the
fourth
oyster
is
also
part
of
our
story,

to
find
it
again
and
to
recover
from
what
we
did
200
years
ago
to
lead
the
way
in
a
similar
area

hope

the
future
is
part
of
stirling's

in
our
history

sterling

think

we
must

together

fight

because
stilling
has

center

years
in
the
uk
and

scotland,
and
if
we

and
fight

it

we
will

uk
city

culture

might
