young
people
committee,
so
I'll

statement
and
we're
all
very
very
used

this

the

and
so

census
2021-22
and
saw

so
the
report
provides
information
to
committee
on
the
health
and
wellbeing
census
currently
being
implemented
in
sterling
schools.

I'm
charlene
mitchell,
principal
teacher
of
health
and
well-being
and
parental
engagement.
As
brian
has
said,
today's
presentation
will
provide
you
with
further
information
in
relation
to
the
health
and
well-being
census.
We
will
address
why
the
survey
is
necessary
and
sterling
what
questions
will
be
asked
of
which
year
groups
in
schools
and
also
the
data
protection
measures
that
we
have
in
place.
We
will
also
give
further
information
on
the
development
of
the
national
relationships,
sexual
health
and
parenthood
education,
resource
which
forms
part
of
our
health
and
well-being
curriculum
next
slide.

is
a
responsibility
of
all
within
skills,
as
is
literacy
and
numeracy
across
all
learning.
The
health
and
well-being
curriculum
is
split
into
six
key
organizers,
mental,
emotional,
social
and
physical
well-being,
planning
for
choice
and
change,
physical
education,
physical
activity
and
sport.

Around
the
sterling
moderation
of
the
materials
that
were
being
produced
by
the
national
development
team,
so
it
meant
that
we
were
able
to
absolutely
feed
in
the
views
that
were
coming
not
only
from
our
sterling
young
people,
but
also
from
our
teaching
and
colleagues
as
well,
and
also
from
parents.
We
held
a
number
of
parental
consultations
around
the
development
of
the
resource
and
our
plans
for
the
delivery
of
it
within
sterling,
and
so
we
were
able
to
really
give
a
sterling
flavor
into
the
national
resource.

been
developed
for

surprised
to
learn
today
that
some
moderns
are
not
implementing
this,
at
least
not
implementing
it
fully.
If
I
understood
so,
they
had
some
concerns.
We're
told
about
some
of
the
questions
on
the
sexual
aspect
could
ask
a
bit
more
detail
on
that.
What
was
it
about
those
questions
that
gave
such
concerns
to
the
parents
at
submittance.

There
were
elements
of
timing
for
all
of
our
schools,
so
they've
implemented
at
slightly
different
times,
depending
on
when
prelims
were
being
carried
out
and
so
on,
and
so
there's
a
range
of
reasons
why
the
timing
is
different.
Some
of
them
are
because
they
want
to
consider
the
questions,
and
I
think,
for
this
is
often
the
case
when
we
have
a
new
health
and
wellbeing
policy
or
guidance.
We
work
with
synth
moderns
and
they
work
with
their.

they're
very
happy
with
the
consensus
up
as
far
as
third
year
and
they're
in
consultation
with
the
parents
for
the
fourth
fifth
and
sixth
year
ones,
and

reason
they
haven't
done
it
as
brian
has
said,
and
they've
had
their
prelims.
But
it
will
go
ahead.

Given
the
reasons
why-
and
it
was
in
the
news
that
the
children's
commissioner
requested
that
the
survey
would
either
be
suspended
or
halted
or
not
quite
close,
what
what
consideration,
if
any,
was
given
to
to
those
elements?
Was
there
any
any
any
discussion
any
debate,
either
within
the
department
or
with
other
local
authorities
or
with
the
scottish
government,
about
the
reasons
for
some
local
authorities
choosing
not
to
implement
the
survey
at
all,
or
did
we
just
carry
on
anyway?.

So
we
were
aware,
before
ever,
implementing
the
survey
that
some
a
few
small
numbers
so
nine
makes
sense,
because
we
don't
necessarily
have
the
exact
detail
of
every
authority
and
what
their
decision
making
has
been
based
on.
But
we
were
aware
from
the
national
groups
which
charlene
has
been
attending
and
that
some
authorities
weren't
planning
to
implement
the
survey.
The
reasons
for
that
was
because
they
already
had
local
bergens
over
health
and
well-being,
serbia
in
place,
which
was
providing
them
with
the
data,
and
that
was
also
providing
them
with
trend
data.

So,
although
they've
been
participating
in
national
discussions
about
the
survey,
the
some
of
them
have
taken
the
decision
to
continue
with
local
surveys
they
had
in
place
already
and
sterling.
We
don't
have
a
local
survey
in
place
when
national
surveys,
such
as
the
ones
mentioned
in
the
paper
happen.
They
will
take
a
representative
sample
of
schools,
so
we
will
get
nationally
available
data
out
of
those
surveys
and
we'll
also
get
some
data
about
specific
schools.

So
the
information
about
about
authorities
stopping
as
a
result
of
concern
about
the
survey
only
emerged
after
we
have
implemented
the
survey
and
in
fact
I
think
it's
a
smaller
number
who
might
may
have
stopped
and
we're
not
aware
of
any
may
have
stopped
because
of
concerns.
Rather
than
for
the
reason
I
mentioned.

of
the
one
of
the
elements
of
the
decision
taken
for
the
council
was
that
the
committee
today
would
discuss
or
be
told
who
will
see
the
data
that
has
been
collected
now
section
212
of
the
paper
that's
partially
addressed.
It
says
only
a
small
number
of
authorized
student
council
employees
will
have
access.
Now.
I
don't
know
what
a
small
number
might
be
is
that
two
people
is
100
people.
I
don't
need
an
exact
same
number,
but
who,
who
are
these
people?
What
type
of
person
is
being
given
access
to
the
data.

data
will
be
drawn
down
and
analyzed
by
a
member
of
staff
in
our
business
team,
so
it's
a
data
analytics
person
who
will
be
looking
at
the
data
and
drawing
the
reports
together
that
will
be
forwarded
on
from
there.

that's
the
person
who
will
be
able
to
access
all
elements
of
the
data
in
terms
of
being
able
to
make
a
connection
which
nobody
else
will
be
able
to
make
between
two
different
data
strands,
one
that
we
hold
anyway,
which
tells
us
you
know
the
candidate
numbers
and
the
other,
which
is,
is
separate
and
is
the
results
of
the
census
code
lesion.

appreciate
the
reason

morgan's
was
that
the
survey
was
delayed

because
of
the
prelims.

understand
that,

clear

parents
were
consulted,
the
parents
have
said
they're
entirely
happy
and
all
the
survey
entirely
unaltered
will
be
asked
to
the
to
the
pupils
at
st
moderns.

not
sure
that
there
will
be
no
alteration
to
the
survey.
I
think
the
parent
discussions
are
ongoing
at
the
moment
and
I
haven't
asked
whether
the
school
plan
to
slightly
alter
the
survey
they're
free
to
do
so.
Schools,
local
authorities,
pupils
are
all
able
to
you
know,
select
which
parts
of
the
survey
they
will
one
use
to
answer.

consultation,

parents
and
they
will
perhaps
omit
some
questions,

happy
to
go
ahead
up

third
year

consult
with
the
parents.
Fourth,
fifth
and
sixth
year
surveys
does.

councilor
beryl
did
ask
a
question
as
to
why
there
might
be
concerns
of
the
parents,
and
I
think
the
response
was
the
survey
will
be
rolled
out.
So
I
I
think
I

perhaps
I
don't
want
to
kind
of
go
back
over
this
stuff.
I
think
there
was
the
council
of
bear's
question
was
if
there
is
going
to
be
alterations,
what
what
are
the
concerns?
But
if
this,
if
the
consultation
hasn't
happened
yet
we
we
can't
answer
that
question.
So
we'll
wait
for
the
consultation.

suppose

just
want
to
clarify
that
the
answer
given
was
intended
to
be
absolutely
transparent
and
as
full
as
possible,
and
I
think
everybody's
aware
that
some
of
the
concerns
about
the
survey
relate
to
the
questions
about
sexual
behavior
and
with
young
people
in
that
age
group,
so
it'll
be
in
that
area
in
terms
of
the
particular
teachings
of
the
church.
That
they'll
be
considering
whether
or
not
every
aspect
of
that's
appropriate.

So
on
that,
then
did
all
schools
in
stirling
conduct
a
consultation
with
prince.
A
That's
a
legacy
hand,
but
I'm
happy
to
answer
the
console.
As
we
have
discussed,
the
consultation
with
parents
for
saint
mourins
has
came
about
as
a
result
of
their
communications
with
scarce
the
scottish
catholic
education
service.
So
that
is
why
there
was
a
consultation
there.
All
the
information
to
parents
has
gone
out
via
a
letter
that
is
sent
out
10
days
in
advance,
and
so
parents
have
complete
choice
over
whether
their
young
people
and
complete
the
survey
or
not.

I
guess
my
okay,
I
suppose
the
the
the
thing
I'm
saying
here
is
that
when
I
looked
through
the
agenda
for
this
and
when
I
seen
all
the
stakeholders
that
fed
into
it,
there
was
a
real
lack
of
parents
mentioned
in
it.
Parents
and
guardians-
and
I
just
I
feel
like
what
st
moons
are
doing
right
now-
is
entirely
appropriate.
I
think
it's
I
I
would
encourage.

I
would
have
encouraged
that
with
every
school
to
involve
parents
in
because
the
the
parents
that
I've
spoken
to,
I
think
that
perhaps
any
concerns
they
have
may
have
been
addressed.
Had
there
been
a
consultation
and,
at
that
stage
before
it
came
out,
and
certainly
maybe
would
have
alleviated
some
of
the
the
worries
that
are
being
voiced
to
us
and
also
from
areas
such
as
the
children's
commissioner
as
well.

So
I
suppose
that
that's
something
that
perhaps
is
on
record
now,
but
I
think
that
would
have
been
something
I
would
have
encouraged
before
it
went
out.
As
my
last
question
is,
is
there
anywhere
that
a
parent
right
now
can
access
the
stolen
council
website
or
any
local
government
website
and
find
an
entire
copy
of
the
survey
in
its
entirety
unaltered
on
a
government
website?
Any
local
government
website.

Up
at
present-
and
we
have
had,
I
think,
three
or
four
requests
from
parents
in
relation
to
having
the
preview
of
the
survey
before
the
young
person
completes
the
survey
with
all
surveys.
There
are
certain
areas
within
it
where
we
would
really
like
the
young
people
to
complete
their
survey
from
their
own
perspectives
and
their
own
voice.
However,
if
parent
requests
to
have
a
look
at
the
survey
beforehand,
then
they
are
given
a
preview
link
to
be
able
to
do
that.

We
do
acknowledge-
and
I
believe
scottish
government
have
also
acknowledged
that
in
terms
of
stakeholder
involvement
and
this
greater
involvement
of
parent
groups
would
have
been
helpful,
given
with
the
benefit
of
hindsight,
in
terms
of
the
small
number
but
high
level
of
concerns
that
have
come
through
media
etc.
And
so
that's
acknowledged.

So,
although
it
would
have
definitely
been
helpful
to
have
had
conversations
with
parents
and
and
potentially
have
these
concerns
raised
at
an
earlier
stage,
you
know
we
would
still
have
been
taking
the
decision
to
implement
the
senses.

I
suppose
it's
it's
it's
one
of
these
things
that
you
know
we
we
all
strive
for
transparency
and
local
government,
and
I
don't
think
anyone
in
here
is
doing
anything
inappropriate
or
anything
of
that
nature,
not
none
whatsoever,
but
in
the
eyes
of
the
parents
they
feel
the
ones
that
I've
spoken
to
that
have
raised
concern
which
is
far
more
than
the
people
than
the
numbers
that
have
been
given
in
in
the
in
the
agenda.
Far
more
people
have
contacted
just
me
alone,
as
parents
about
this.

I
think
a
consultation,
some
rationale
and
an
explanation
from
the
very
beginning
may
have
alleviated
a
lot
of
these
concerns
from
the
start,
and
I
think
part
of
the
issue,
in
my
opinion
as
well,
is
the
fact
that
people
cannot
see
the
survey
open
source
and
I
think
that
if
the
survey
is
as
is
as
effective
as
as
we've
been
briefed,
I
think
people
should
be
able
to
access
it
in
open
source
forums
on
local
government
websites,
which
people
should
be
able
to
find
it
easily
without
having
to
contact
an
officer
or
the
school
directly
themselves.

acknowledge
that
wasn't
a
question,
but
I
think
in
terms
of
a
survey
and
it
being
carried
out
it
being
openly
available
in
that
way,
wouldn't
be
typical,
typical
practice
at
all.
And
so
you
know
the
survey
has
a
purpose
and
should
be
seen
by
people
when
they
come
to
complete
it
and
just
a
final
point
that
the
older
people
in
our
secondary
schools
are
free
to
choose
for
themselves,
whether
to
take
part
in
a
survey
and
to
access
the
information
about
it.
It
wouldn't
be
for
their
parents
to
take
that
decision
for
them.

census
is

that's
been
reiterated

want

couple

questions
points
about
that
aspect.
First,
so
when
a
people
comes
in

is
is
asked
to
do
the
survey
if
they
want
to
do
the
survey
and
it's
brought
up
before
them
online.

clearly
state
that
this
is
voluntary
up
front
at
the
beginning
of
the
survey
and
related
to?
That
is
what
what
written
guidance
was
issued
to
staff
who
were
raising
this
with
pupils
about
the
survey
being
available
there
to
do?
Was

guidance

to
staff
to
make
it
clear
that
they
were
to
specifically
advise
pupils
that
it
was
on
a
voluntary
basis.

think
that
was
important
to
establish
that
and
ask
but
I've
for
information
for
the
committee
and
officers.
I've
had
a
couple
of
people
contact
me
completely
separate
people
saying
that
as
far
as
their
parents
that
their
children
were
not
advised,
it
was
voluntary.
So
I'm
just
thinking
that's
important
that
I
know
from
the
educational
authority's
point
of
view
that
they
have
and
charlene's
clearly
articulated
that
briefing
and
guidelines
was
issued.

school
learning
and
education
improvement
plan,
of
which
this
is
is
referenced
in
for
2122,
that
came
to
the
cyp
committee
meeting
on
the
30th
of
september
last
year
and
contained
in
that
plan
is
a
section
on
health
and
well-being,
and
in
that
it
refers
to
the
health
and
well-being
census,
and
it
states
that
the
national
census
were
due
to
take
place
as
explained.
But,
however,
due
to
covet
it
was
delayed.

So
I
said
brian
he's
touched
on
this
from
a
point
of
view
in
an
early
answer
about
sterling
not
having
its
own
health
and
well-being
census
and
therefore
deciding
to
implement
the
national
one.

suppose
my
question
is
what
considerations
and
discussions
took
place
internally
on
that
basis,
for
a
decision
to
be
made
that
we
will
implement
the
national
one
as
put
out
and
unaltered.

focus
group
with
some
head
teachers
about

implementation

survey

liaised
with
our
partners,
colleagues
in
educational
psychology
to
be
able
to
to
verify
the
questions
and
that
there
was
a
whole
authority
approach
in
agreeing
that
this
survey
was
appropriate
for
our
young
people
and
for
the
the
needs
of
the
data
to
improve
service
planning.

mention
that

got
a

something
altogether

although
the
final
version
of
the
survey
when
it
came
to
us
for
implementation
has
been
implemented
unchanged.

We've
been
involved
for
a
number
of
years
in
the
working
group
with
the
scottish
government
and
at
the
early
stages
of
that
sterling
was
among
the
first
authorities
to
raise
some
questions
and
concerns
about
certain
areas
of
the
survey
at
that
time
and
significant
changes
have
been
made
to
the
survey
and
its
preparation
that
we've
been
part
of
implementing
and
just
I
think,
for
clarity
in
terms
of
the
paper
and
that
you're
talking
about
there.

Although
the
wording
speaks
about
implement
their
own
survey,
the
scottish
government
have
developed
the
serbian
partnership
with
local
authorities,
but
as
we
implement
it,
it
becomes
our
survey
and
under
our
data
protection
control
and
so
on.
So
I
think
that's
what
that
sentence
was
referring
to
that.
They
are
now
asking
us
to
implement
the
census
and
the
wording
their
own
senses
was
just
the
local
approach
to
implementation
of
that
national
census.

changed

been

two
or
three
weeks
before
it
went
into
the
basket
for
the
september

meeting,
but
it
what
plans
changed
due
to
covid.

we

improvement
plan,
we
obviously

that
moment
in
time

aspirations

we
have
based
on
feedback

aspiration
for
the
year.
Sometimes
things
don't
go
to
plan
even
without
a
pandemic,
but
certainly
within
a
pandemically.

have
hoped.

do,
though,

quarterly
performance
report,
is
to
update
committee
on
the
progress
of
those
plans
and
without
having
it
in
front
of
me
either.

can't
remember

I
am
aware
that
from
the
start
of
this
school
year
in
when
would
that
be
in
september,
in
august
september,
we
have
been
flagging.

plan
to
implement
the
national
census.

department
consider
that

are
any
lessons
at
all
to
be
learned
from
this
time
around
when
it
comes
to
consultation
and
communication
and
transparency,

so,

lessons.

think
hindsight
is
a
wonderful
thing.
We
did
not
predict
that
there
would
be
this
type
of
level
of
concern
at
all,
and
I
I
I
in
many
ways
there
has
been
more
concern
for
people
who
are
not
parents
of
children
in
our
school
that
we
are
aware
of.
Although
I
understand
you're
aware
of
other
concerns
being
raised,
I've
already
said
that
we
acknowledge
that
more
work
with
parents
in
order
to
share
information
about
the
survey
in
advance.
That
would
have
been
positive.

that's
a
piece
of
learning
and
it's
always
been
the
intention
that
the
engagement
with
scottish
government
and
local
authorities
would
continue
so
that
the
survey
and
senses
could
be
improved
on
an
ongoing
going
basis,
just
as
everything
that
we
do
in
education
services
improved
in
an
ongoing
basis.

to
follow
on
from
councillor

point
from
going
forward.

I
know,
through
various
discussions
and
correspondence
earlier,
that's
taken
place
that
there
was
a
view,
a
clear
view
taken
that
the
implementation
of
such
a
census,
operational
manner
matter.

it
not
be
potentially
a
good
idea
to
have
it
brought
before
the
children
of
young
persons
committee
or
whatever
committee
is
dealing
with
education
matters
in
the
future,
to
seek
approval
and
to
bring
it
forward
at
an
early
stage
for
consideration
by
elected
members
and
try
and
put
if
you
like
this,
this
car
back
before
the
horse.

to
that
when
we
had
the
all
members
briefing,
I
was
very
impressed
with
the
young
people
who
came
along
and
stated
their
case
and
you

gave
their
their
first
hand
experience
of
completing
the
census.
