park

lighthouse

board

a
resident
of
the
city,
our
bylaws
state,
that
our
mission
is
acting
as
a
non-profit
citizen
support
organization
as
defined
and
regulated
by
the
Florida
Department
of
Environmental
Protection.
Our
mission
is
to
generate
and
employ
additional
resources
and
support
for
the
best
interest
of
Enki
state
park
and
lighthouse.

accomplished
through,
among
other
events
and
activities,
Social,
Work,
Projects,
special
programs,
events,
outreach
programs,
educational
and
scientific
research
activities
and
communications,
interpretive
programs,
fundraising
activities
and
events
guided
tours
as
well
as
those
events
designed
to
meet
the
additional
Park
needs.
The
state
park
and
lighthouse
benefits.
Tarpon
springs,
merchants,
sell
memorabilia,
tour
boats,
very
people
out
to
the
island
and
those
people
shop
and
eat
locally.
The
lighthouse
is
important
to
this
city,
christopher
still
featured
it
on
the
mural
which
hangs
in
the
library
the
girl,
with
the
baskets
my
aunt
Naomi
Beckwith.

My
great-grandfather
was
an
assistant
keeper
on
the
island.
In
keeping
with
our
mission,
we
worked
on
an
event
that
would
be
fun.
Interesting
could
raise
donations
and
bring
interest
to
the
city
as
well.
We
worked
with
the
library,
administration
and
Friends
of
the
library.
Christopher
still
has
volunteered
his
time
thursday's
work
because
the
library
closes
early
and
we
can
actually
see
the
mural.
Our
group
would
do
all
the
work
register,
attendees
market,
the
event,
pay
for
liability
insurance,
so
forth,
I,
run
professional
societies
and
run
their
conferences
for
a
living
from
a
major
client.

just
held
a
50th
anniversary
of
our
rank
journal
in
the
library
of
congress,
Madison
Hall
in
DC.
This
event
that
we
had
planned
met
everyone's
agreement
until
it
reached
to
my
understanding,
the
city
manager
and
attorney
the
rules
of
the
library
state.
The
meeting
rooms
are
for
non-commercial
use.
Only
no
outside
group
make
charge
admission
directly
or
indirectly
to
any
meeting
held
in
these
facilities.
Norme
it
select
or
solicitor,
collect
a
voluntary
contribution
or
may
I
present
for
sailing
the
item.
No
goods
sales
of
goods
and
services
are
allowed.

agencies
are
exempt
from
these
rules,
but

bit
confused.
The
library
holds
book
sales
all
the
time
in
the
big
community
room.
The
room
is
advertised
as
being
used
soon
by
the
Tarpon
Springs
Historical
Society
on
october,
one
for
showing
you
the
12-mile
reef,
and
when
I
check
the
library
calendar
is
not
a
library
sponsored
event.

consistent
message
I
have
received
is,
if
we
let
one
group
in
to
use
the
large
community
room
we
have
to.
Let
any
group
in
this
is
a
confusing
message
to
hear
and
is
it
applied
to
all
groups.
One
wonders
why
there
would
be
such
a
restrictive
rule
around
a
city
owned
facility.
Apparently,
some
time
ago,
group
behaved
badly
when
using
these
this
room,
but
punishing
community
groups
forever

groups.
Misdeeds
is
difficult.

friends

key
state
park
and
lighthouse
respectfully
request
a
reconsideration
of
our
request
for
the
event
in
October,
one
in
which
we
would
have
a
donation
fee.

also
request
a
full

fair
overhaul
of

library
rules

it
is
of
even
more
benefit
to
the
city
of
Tarpon
Springs
than
it
is.

are

and
sewer.
Where
the
38th
plan
holders,
we
received
five
responses.
Our
committee,
which
consists
of
Ron
herring,
Sousa,
Van,
Horn
and
myself,
ranked
the
proposals
based
on
15
points
for
experience,

points
for
customer
service,
15
points,
recycling
services
and
finally,
55
points
for
the
price.

recycling

one
time,

state
requirements
require
us
by
a
certain
time
frame

have
a
certain
amount

waste
stream
taken
out
of
the
trash.

the
biggest
opportunity
we
have
to
contribute
to
not
only
reducing
our
waste
of
the
landfill
but
possibly
augmenting
any
money
that
will
be
in
that
1.2

1.9
or
two-point-three
percent
increase

increase

recycling
by
five
percent,
I'm
sure
those
additional
revenues
and
how
it's
counted-
I'm,
not
sure
exactly
now,
but
it's
something
I
think
that
should
be
looked
into.

establishments
you're

beer
bottles

up

them

costs

more
money

concern

different
uses
on
specific
pieces

property

is
a
district
that
allows
for
conditional
uses
as
they
relate
to
residential
II
associated
property.

this
case,
we
do

one
piece

property
here
on
ring
Avenue

been
talking
about,
possibly
considering
a
community
garden
right
now
within
that
crm
use.
You
do
not
allow
for
community
gardens.
It's
really
interesting
that
you
don't
allow
for
community
gardens
here,
however,
you're
more
restrictive
land
use,
which
is
our
100,
does
allow
for
community
gardens
in
the
residential
districts.

So
that
being
the
case,
staff
is
recommending
that,
if
you
choose
to
approve
this
amendment
or
this
portion
of
the
amendment
that
you
would
now
be
through
the
conditional
use
process
able
to
ask
for
a
community
garden
that
allows
this
board
as
the
governing
body
for
the
approval
of
conditional
uses
to
decide
whether
there,
whether
that
uses
a
compatible
use
on
a
particular
piece
of
property
in
that
zoning
district.
This
is
only
going
to
amend
that
particular
zoning
district.

So
in
the
future,
if
we
choose
to
have
community
gardens
in
other
districts,
where
they're
not
allowed,
the
same
type
of
process
would
have
to
happen,
or
they
would
be
restricted
right,
as
they
are
now
really
to
our
commercial
districts,
which
it's
really
not
a
good
use
of
commercial
property
to
do
a
music
for
community
garden
or
the
r100
district.
That's
where
the
uses
are
currently
loud.

a
result,
this
particular
thing
would
amend
that
and
allow
for
this
particular
district
for
us
to
go
through
that
conditions
process
and
if
you
choose,
can
direct
staff-
and
we
can
look
at
that
larger
issue.
If
you
want
to
talk

districts,

right
now,
it's
very
limited.
This
particular
use
is
defined
use
in
your
code,
but
it's
not
allowed
in
a
lot
of
the
different
districts
and
there's
reasons
for
that
they're.
Obviously,
you
don't
want
to
this
particular
use
competing
with
a
commercial
use
in
a
commercial
district.

on
to

which
is
your
industrial
limited,
restrictive
district,
we
had
two
particular
uses
here
that
have
been
somewhat
removed
from
the
district.
One
was
commercial
recreational
facilities
use.
You
often
get
particular
types
of
recreational
type
uses
the
types
of
gyms
and
that
type
of
thing
that
want
to
go
into
a
industrial
type
environment.
Your
industrial
rejected,
restrictive
district
is
a
very
restricted
industrial
district.
It
only
allows
certain
types
of
specific
industrial
purposes:
it's
not
an
open
heavy
industrial
district.

As
a
result,
it
is
not
a
compatibility
issue
necessarily
to
have
these
types
of
large
warehouse
type
uses
that
are
being
used
at
benignly,
really
for
a
gem
of
sorts
and
allowing
those
within
the
room
within
that
industrial,
restrictive
use.
There's
not
really
a
issue
with
a
compatibility,
however,
we're
allowing
we're
asking
for
that
used
to
be
allowed
within
the
ISR
by
conditional
use,
so
that
this
border
then
again
can
determine
if
it's
compatible
with
the
other
ir
uses
that
are
in
the
district
immediately
surrounding
whatever
proposed
project
comes
forward.

The
last
one
that
we're
asking
for
in
this
district
that
isn't
currently
allowed
is
general
is
schools
of
general
education
and
the
reasoning
for
this
is
we
have
a
particular
school
that
is
really
considering
a
particular
IR
piece
of
property
right
now.
They
would
not
be
able
to
go
into
that
property.
We
recently
not
too
long
ago,
did
another
conditional
use
in
a
district
that
allows
for
it
for
a
school
special
education.

This
particular
piece
of
property
that
the
school,
the
ones
a
person
that
have
approached
us
is
in
that
type
of
situation
where
the
industrial
uses
that
are
around
it
are
not
of
a
situation
where
they
would
affect
the
school
itself.
However,
the
school
is
really
not
going
to
impact
the
other
industrial
uses
that
might
grow
up
in
that
area
either
because
they're
very
restrictive.
It's
the
processing
that
you
can
do
in
a
restrictive
industrial,
restrictive
district
is
very
limited.

did
that
for
a
reason
you
wanted
to
provide
for
that
area,
that
between
your
general
commercial
districts,
where
commerce
occurs
and
basic
processing
that
happens
with
a
very,
very
light
manufacturing
and
assembly
process
versus
a
heavy
industrial
area.

know
you've
really
segmented
out
those
types
of
uses
and
to
protect
your
districts
and,
as
a
result,
the
staff
has
no
real
concerns
with
requesting.
Those
conditional
use
is
because
I
know
that
this
body
in
future
bodies
will
have
that
ability
to
answer
that
question.

Is
the
use
compatible
on
this
particular
property
in
the
circumstances
that
are
being
proposed.
So
that's
really
what
the
crust
of
this
particular
application
is
a
little
convoluted,
but
that's
really
where
we're
at
planning
board
again
did
look
at
action
on
there
under
18
on
the
j
18th
meeting,
they
had
very
little
concerns.
They
were
actually
very
excited
about
the
whole
community
garden
concept.

They
got
into
talking
about
urban
agriculture
and
went
off
on
a
tangent,
but
as
a
result,
they
were
very
excited
about
that
opportunity
coming
into
the
community
and
they
actually
would
like
to
see
this
expanded
beyond
this
particular
district
and
I
said
well,
let's
see
where
we're
going
with
this
and
and
see
how
it
works,
because
really
you
need
to
have
a
test
example
of
a
community
garden,
your
community,
before
you
can
pilot
it
elsewhere.
You
need
to
have
that
pilot
project.

So
if
this
particular
piece
of
property
that
the
board
has
been
kind
of
talking
about
a
milling
over
works
out,
maybe
then
you
look
at
expanding
it
to
other
other
districts
with
within
the
conditional
use
process,
but
right
now
we
explain
to
them
that
this
is
the
first
step
in
that
process
and
with
that,
that's
all
that
I
have
it.
