police
work
is
an
honorable
and
noble
profession.
It's
also
a
profession
of
service
and
dedication.
It's
also
very
dangerous
profession.
Men
and
women
who
put
on
uniform
every
day
know
that
going
into
it.
We
we
just
went
up
to
Tallahassee.
They
have
their
annual
memorial
service.
I
got
up
and
spoke
about
our
five
officers,
who
gave
the
ultimate
sacrifice.

They
are:
marshall,
Whitehurst,
Marshall,
Jones
officer,
blue
field
officer,
Langford
and
ostrich
Alikhan.
Dad
we
set
a
culture
in
the
PD
that
these
officers
will
never
be
forgotten.
We
will
always
honor
them
and
that
that
is
a
must
that
we
set
that
into
our
culture
because
of
the
service
and
sacrifice
that
these
heroes
made
just
to
talk
real
quick
about
how
many
officers
had
been
killed.
A
789
officers
killed
in
the
line
of
duty
since
1885,
and
they
also
recognize
31
canines
that
were
killed
in
the
line
of
duty.
So
far
in
2016
33
lure
enforcement
officers
have
been
killed
in
the
line
of
duty
to
these
fallen.
Officers
are
here
in
Florida
when
most
recently
in
Hillsborough
County,
it
is
really
important
that
we
always
honor
and
respect
and
never
forget
that
ultimate
sacrifice.

Honor

vital
part
of
the
local
government
exists
throughout
the
world
and
whereas
the
office
of
municipal
clerk
is

oldest
among
public
servants
and
were
asked,
the
office
of
municipal
clerk
provides
the
professional
link
between
the
citizens,
the
local
governing
bodies
and
agencies
of
government
at
all
levels,
and
would
ask
municipal
clerks,
have
pledged
to
be
even
my
mind,
fall
for
their
impartiality,
wondering
rendering
eco
service
to
all.

cure

Prevention
depends
on

the

those

lost

this
disease
are
very
present

our

city

Tarpon
Springs
recognizes
the
international
aids
candlelight
memorial

I'm
Bob
Robertson
public
services
program
manager,
I
have
a
few
slides
to
share
with
you
tonight
I'm
here
tonight,
along
with
economic
development
manager,
Karen
lemons,
to
provide
a
brief
introduction
and
update
on
the
Inca
river
dredging
project
I've
been
asked
to
serve
as
the
project
manager
for
this
and
I'm
happy
to
do
so.
Also
here
tonight
is
marine
Commerce,
Committee,
Chairman
bond
illegal
ours,
so
I'm
glad
to
see
him
hear
about
the
project.
Historically,
the
anklet
river
and
the
navigation
channel
has
required
maintenance
dredging
on
about
a
20
to
25
year
cycle.
L
Last
time
it
was
dredged
was
1998
by
the
time
we
work
our
way
through
the
process
of
executing
this
project.
Getting
a
moving
will
certainly
be,
and
getting
it
completed
will
certainly
be
within
that
20
to
25
year
time
frame
just
the
context
of
a
time
frame
when
we're
doing
it
here
so
about
the
project.
L
The
the
anklet
River
maintenance,
dredging,
is
what
it's
called.
It's
a
maintenance,
dredge
and
I'll,
explain
what
that
means
in
a
minute,
but
this
project
would
be
a
federally
authorized
project
with
operation
and
maintenance
responsibilities
assigned
to
the
US
Army
Corps
of
Engineers.
What
that
means
is
that
the
Army
Corps
has
responsibility
for
doing
this
project
and,
with
one
large
exception,
that
the
funding
for
the
project
is
is
entirely
through
the
Army
Corps
and
I'll
get
to
that
as
well.
I
mentioned
maintenance
dredging.
L
What
that
means
is
that
the
project
wouldn't
be
the
scope
of
the
project,
wouldn't
be
to
dredge
the
entire
river
and
the
maintenance
channel.
It
would
be
targeted
cherry-picking
if
we're
looking
for
the
spots
that
need
to
be
dredged,
so
you
don't
have
to
do
the
whole
thing.
You
just
hit
the
areas
that
are
in
dire
need.

It
also
involves
securing
land
for
the
dredging
of
the
for
the
dredging
spoils,
securing
the
land
through
a
lease
or
purchase,
we're
estimating
now
preliminary
estimates
of
a
cost
range
for
a
spoil
site
somewhere
between
seven
hundred
fifty
thousand
dollars
and
a
million
dollars
and
for
perspective
back
in
98.
The
cost
came
in
around
six
hundred
and
sixty
thousand
dollars.
At
this
point,
the
work
we're
doing
is
preliminary
we're
doing.

Research
trying
to
find
available
land
would
be
exploring
the
options
for
lease
purchase,
or
maybe
even
a
hybrid
option,
if
there's
some
that
we
can
come
up
with
and
exploring
options
and
opportunities
for
funding
for
the
spoil
site.
That
is
the
the
cost.
That
would
be
the
city's
responsibility
and,
as
as
we
get
to
a
point
for
to
making
a
decision
on
that,
certainly
will
be
coming
back
to
the
board,
with
more
information
will
be
vetting
it
through
the
marine
Commerce
Committee.

So
you'll
have
input
from
from
that
committee
and
when
we
get
to
that
point,
we'll
of
course
come
back
to
the
board.
The
other
responsibilities
include:
securing
the
route
for
pipelines
is
associated
with
getting
the
dredge
material
to
the
spoil
site
wherever
that
winds
up
being
and
a
part
of
this
is
securing
u.s.
congressional
support
to
back
funding
for
this
project
and
again
the
major
costs
involved
would
be
would
come
from
the
federal
government
because,
as
I
said,
it's
a
federal
project
now
hit
on
that
here
in
a
minute
as
well.

Its
details
here
coming
up
duration
would
be
about
18
months
to
complete
design
and
permitting
after
that.
The
second
phase
is
the
channel

the

we're

be

four

this

for

federal
funding,
and
the
duration
would
be
about

I
want
to
focus
in
here.
I've

explain
a
little
bit

of
the
execution
of
the
project
and
how
it
works.
Phase
one
is
designed
and
permitting
to
get
this
going.

The
next
part
of
getting
phase
one
started
is
securing
congressional
support
or
funding
in
order
for
the
Army
Corps
to
begin
phase
one
they
have
to
have
the
money
encumbered
and
appropriate
it
through
through
Congress
I
want
to
be
clear.
The
Army
Corps
is
happy
to
do
this
project.
They're
they're
ready
to
execute
it.
What
they
need
is
funding.
They
need
a
congressional
appropriation
to
begin
it
to
do
that.
We've
spoken
with
US
Congress,
the
office
of
congressman
gospel,
dracus,
Senator,
Bill,
Nelson
and
others,
and
we'll
talk
a
little
bit
more
about
that.

Now
securing
that
funding.
Of
course,
once
that's
done,
you'd
begin
to
design
and
permitting
process
just
inside
the
box
there.
What
happens
is
that's
that's
where
you
do
the
environmental
studies,
the
environmental
impact
studies,
the
environmental,
permitting
complete
plans
and
specifications.
There's
a
lot
involved
with
that.
That's
why
it
takes
a
year
and
a
half
to
get
that
done
optimistically.

If
we
were
to
get
congressional
and
a
congressional
appropriation,
the
best
we
could
hope
for
is
to
start
the
design
and
permitting
phase
next
februari.
That
means
we're
looking
for
a
fiscal
year.
Twenty
seventeen
funding
cycle
a
year
and
a
half
from
there
puts
us
at
finishing
this
in
August
2018
preliminary
indications
are
that
we
might
be
looking
at
a
februari
2018
start
at
this
point.
But
at
this
point
the
schedule
is
still
unknown
because
of
the
availability
of
the
congressional
funding.

The
second
phase
is
the
channel
restoration.
This
begins
with
the
completion
of
phase
one.
So
obviously
you
can't
get
to
phase
two
until
start,
he
finished
phase
one
and
you
got
it
start
all
over
again,
this
time
we're
going
for
the
funding.
I
should
say
this
time
we
go
for
the
four
million
dollars
worth
of
funding.
To
actually
do
the
x
to
execute
the
project.
Do
the
dredging
and
again
we
would
need
the
lobbying
and
support
from
our
congressional
sponsors
to
to
get
that
appropriation
from
Congress
to
the
Army
Corps.

So
we're
still
within
you
know
estimated
cycle
of
doing
this
dredge,
not
in
any
danger
of
being
of
exacerbating
a
problem.
But
this
is
an
important
project.
We
recognize
that
and
the
marine
Commerce
Committee
has
has
recognized
that
as
well.
Trying
to
move
this
forward
now,
also
recognizing
how
long
it
takes
to
get
a
project
of
this
magnitude
moving.
So
with
that,
that's
the
technical
aspects
of
how
we
do
this
project.

We've
been
able
to
secure
a
letter
from
congressman
bill
Arrakis,
which
was
the
first
step
to
completing
our
application
to
make
our
request
an
actual
project
with
the
Army
Corps,
that's
been
secured
that
was
submitted
to
the
Army
Corps
in
March,
and
we
are
waiting
now
from
a
response
from
the
Army
Corps
on
that
the
other
things
that
we've
been
doing
the
last
time
that
the
river
was
dredged
was
1998.
We
had
an
agreement
with
the
county
at
that
ties.
M
We've
been
reaching
out
to
the
county
in
terms
of
the
spoil
site
that
Bob
Robertson
had
talked
about
to
try
to
secure
some
funding
from
the
county.
We
did
have
an
interlocal
agreement
with
them
the
last
time
and
hoping
that
we
could
repeat
that
for
this
time.
In
addition
to
that,
we've
got
another
opportunity.
This
year
through
the
county's
BP
funding
they've
got
about
seven
million
dollars.
They
just
started
a
public
outreach
effort
to
get
ideas
from
residents,
citizens
of
Pinellas
County
and
what
projects
they
would
like
to
see
happen
with
that
BP
money.

So
we
were
able
to
jump
on
that
right
away.
The
committee
was
good
in
presenting
the
online
survey
that
the
county
had
set
out.
We
sent
them
the
survey.
I
know
they
all
submitted.
The
survey
sent
it
out
to
lots
of
other
groups
and
folks
to
get
as
many
people
to
respond
as
possible.
Bob
Robertson,
on
behalf
of
the
city
put
in
our
official
city
request
that
we
think
the
funding
of
the
Spoils
site
for
our
dredge
project
would
be
a
perfect
fit
for
the
BP
money.
M
So
we're
going
to
be
following
up
with
the
county
on
that
and
working
with
the
committee.
The
next
steps
at
the
county
they've
been
talking
about
having
public
discussions
forums,
having
some
workshops
at
the
epicenter
to
try
to
get
what
was
probably
a
lot
of
ideas
for
funding
projects
down
to
the
projects
that
they're
going
to
select.
So
the
marine
Commerce
Committee
has
a
huge
role
in
that
public
outreach
to
try
to
get.
You
know
our
project
through
the
top
with
them
and
as
Bob
was
talking
about
the
congressional
support.

Again,
the
outreach
to
congressman
bill
Arrakis
and
Senator
Nelson
has
been
huge.
We've
been
in
contact
with
both
of
their
offices.
The
next
steps
with
congressman
bill,
Arrakis
we're
going
to
be
sitting
down
in
meeting
with
him.
The
Commerce
Committee
is
working
on
doing
a
boat
tour
of
the
river
for
the
congressman
and
others
who
could
come
along
so
that
they
understand
the
importance
of
the
dredge
and
they
understand
where
the
dredge
is
needed.

It
will
help
them,
as
they're
trying
to
you
know,
convince
their
colleagues
in
the
House
and
Senate
to
fund
this
project
and
more
information.
They
have
the
better
that
they
can
help
us
and
securing
the
funding.
So
those
are
some
of
the
things
that
we
are
doing
as
an
ongoing
effort
just
trying
to
get
a
lot
of
public
outreach
and
support.
There
have
been
two
newspaper
articles
that
were
very
helpful
to
us.
I
believe
the
first
one
was
in
the
Tampa
Bay
Times
from
a
reporter.
Who
was
at
one
of
our
committee
meetings.

She
did
a
very
nice
story
on
it
that
did
get
some
calls
to
us
asking
what
kinds
of
help
we
might
need,
and
there
was
a
follow-up
story
in
a
forward
Florida.
It's
a
quarterly
magazine.
It's
a
business
magazine.
They
also
have
an
online
presence
and
that
story
talked
about
the
st.
Johns
River
and
how
our
waterways
are
are
being
neglected
in
some
part,
but
it
mentioned
our
project
as
one
that
from
a
smaller
river
project
that
we're
working
on
it
and
trying
to
get
some
funding
to
do
a
dredge.

So
it
was
nice
I
believe
that
that
probably
came
from
the
Tampa
Bay
Times
story.
So
the
more
we
can
get
the
information
out
and
just
let
people
know
that
we're
working
on
this
I
think
the
better
it
is
so
I
just
want
to
thank
the
Commission
for
your
support
and
the
Commerce
Committee
for
all
of
their
efforts.

They're,
the
ones
that
know
about
the
river,
the
members
of
the
committee
either
have
votes
on,
it
are
doing
fishing
shrimping
and
they
have
those
stories
that
can
be
told
to
the
people
that
we
need
them
to
be
told
to
about.
Why
this
is
important
numbers
are
important,
but
it's
also
helpful
to
tell
them
what's
happening
in
terms
of
a
boat
owner
who
can't
get
the
shrimp
boats
in
or
people
that
are
getting
stopped
on
banks
and
aren't
coming
into
the
river
anymore
and
losing
business
opportunities
so
going
forward,
it's
just
it's.

not
officially
on
the
committee,
but,
as
all

you
know,
I've
been
working
on
this
effort
for
quite
some
time.
So
I

couple
of
questions.

I
missed
the
last
meeting,
but
I
would
like
some
clarification
regarding
the
funding
I
understand
it's
a
federal
project
and
eligible
for
federal
funding.
I,
understand,
informally,
that
state
senator
Jack,
Latvala
and
representative
sprouts
are
looking
into
possibilities
of
getting
funding,
partial
funding
or
what
they
can
for
our
project
out
of
the
state
as
well.
So
I
wondered
how
that
would
work.

eligible
for
federal
funding
and
we're
hoping
the
congressman
can
maybe
pull
that
off.
Even
though
we've
got
the
letter
that
would
be
2018,
hopefully
they
can
still
deal
with
their
colleagues
and
get
that
funding

February's

fails,
then
the
alternative
step
would
be
to
go
with
them
and
see
about
securing
so
much
for
that
effort
to
speed
it
up.
So
that
would
be
the
second
step.

don't
want
to
be
too
interested
in
there

there's
still

opportunity
for
the
congressman
to
get
us
funding
in
there,
but
if
that
fails
and
we
still
have
the
2018
deadline,
our
media
next
step
is
to
see
through
mr.
Sprouse
mislead
valla,
and
whoever
else
may
help
us
at
that
time
to
see,
if
there's
another
method
through
state
funds,
to
seek
that
and
pursue
that
dumb
to
get
the
project
moving
along.

response
that
they
had
sent

us,

they
would
consider
it

funding,
but
it
would
be
the
funding
for
the
2018,

some

meeting

has

asking

for

the

steps

contact

what
the
next
step
is,
which

type
of
public
outreach
forums
or
whatever
will

of
the
police
department
that
it
was
too
aggressive.
Somebody
was
going
to
be
hurt.

that
type
of
conduct
was
putting
off
tourists.
It
was
causing
traffic
hazards.
Pedestrians
were
being
pushed
off
into
the
sidewalks.
There
were
some
significant
public
safety
concerns
at
that
time,
ordinance
2006-10
was
put
into
place,
and
that
is
the
ordinance
that
has
been
in
place
since
that
time.

Late
last
year,
we
received
a
constitutional
challenge
that
ordinance
in
response
to
a
citation
issued
by
officer
gassin
for
that
conduct,
the
that
citation
went
to
trial
and
the
judge
upheld
the
constitutionality,
the
ordinance.
Obviously,
a
very
good
thing
when
you
are
regulating
in
the
area
of
the
First
Amendment
concerns.

However,
the
citation
itself
did
not
did
not
take
on
its
merits,
because
the
judge
determined
that
this
the
person
distributing
the
handbills
was
not
in
a
place
that
was
then
prohibited
by
the
ordinance
and
that
person
was
actually
in
a
public
parking
lot.
So
we
had
particularly
to
problems
in
another
one
that
I
want
to
discuss
with
you.
So
what
we
have
here
today
in
front
of
you
is
an
amendment
and
it's
not
a
wholesale
amendment.

As
I
said,
the
ordinance
as
it
stood
withstood
constitutional
scrutiny
from
a
judge
which
is
wonderful
that
and
the
ordinance
has
served
us
well
for
ten
years.
We've
got
a
couple
of
issues
to
address
through
the
ordinance.
The
first
is
you'll
see
that
the
geographic
scope
of
the
sponge
docks
is
enhanced
and
broadened
in
this
vision.
It
now
includes
our
Farris
from
dodecanese
south
to
Live
Oak,
and
that
is
simply
in
response
to
having
the
same
problems
as
you
have
a
vibrant
tourist
area.
They
tend
to
spread,
which
is
a
good
thing
for
the
city.

There's
more
people
out
there.
There
are
more
businesses
sprouting
up,
but
that
that
has
continued
to
create
this
same
problem,
simply
moving
in
a
southerly
direction
from
dodecanese
on
our
Faris.
So
the
prohibited
area
of
the
sponge
docks
where
prohibition,
where
solicitations
not
to
occur,
is
broadened
by
the
ordinance
in
a
response
to
code
enforcement
efforts
out
there.
The
second
part
is
in
a
response
to
the
case
that
we
prosecuted
before
the
judge
late
last
year,
where
we
again
broaden
and
bring
into
the
prohibited
areas
the
public
places
to
include
the
parking
lots.

the
ordinance
stays
precisely
as
written.
We
think
that
I
believe
that
this
will
continue
to
a
stand:
constitutional
scrutiny.

will
give
the
code
enforcement
officer,
gas
and
additional
clarity
in
his
efforts

enforce

code

there
on
the
sponge
dock

level
made
a
ruling

arm

over
the
imaginary

sidewalk

that
arm
is
handing
out
a
solicitation
you're
violating
this
code
and
and

agree

ruling

the
changes
that
are
being
made
are
strictly
because
of
those
three
cases
you

read
the,
whereas
section
that
states
you
want
to
avoid
generating
litter
waste
and
d'bries
in
public
areas.

you

is
for

past
ten
years.

springs,
and
there

certain
individuals,

the
city,

police,

other
owners
of
businesses

don't
like

see
her
be
successful.

would
ask
you:
does
it
need
to
be
changed
or
do
we
want
to
keep
Naomi
ketosis
and
her
employees
from
handing
out
flyers
solicitation
business
flyers
on
her
personal,
privately
owned
property
that
is
open
to
the
public?
She
owns.

of

boat
lines
that
takes
cruises
out
to
Fred
are
up
to
include
Island
in
those
areas.
Those
business
solicitations
are
crucial
and
those
business
solicitations
are
taking
place
on
her
property
that
she
owns
the
business
property.

this
ordinance?
The
way
it's
being
changed
is
saying,
if
you're
within
your
business
establishment,
there's
no
definition
of
business
establishment,
but
I'm
presuming
it
is
the
actual
building.
Why?

it
talks
about
areas

can't
hand
out
solicitations
business,
solicitations
parking
lots,
driveways,
alleyways
and
these
that
may
be
privately
owned,
but
open
to
the
public

basically
doing
a
taking,

property

they
utilize
it
and
keeping
them
from
doing
their
business.

not
to
agree
to

amendments.

student
achievement
in
Word,

over
at

high
school
honoring
all
the
outstanding
students
from
all

schools

elementary
schools,
the
middle
schools
as
well
as
a
high
school.
He
was
a
very
exciting,
was
to
to
be
there
to
see
the
outstanding
students
receiving
the
award
for
their
accomplishment,
so
I
want
to
congratulate
them.
All

will
congratulate
the
students,
but
also
I
won't
express
my
gratitude
to
the
teachers
to
the
principles
as
well
to
the
parents.
