You
will
be
with
them
in
these
very
difficult
tasks
and
we
as
a
community
to
support
them
in
what
they
do.
I
think
about
children
of
Education,
I
pray,
Heavenly
Father
for
our
school
teachers
that
you'll
give
them
a
sense
of
calling
in
what
they
do
and
indeed
the
strength
of
character.
They
need
to
supply
what
our
children
desire
and
need.
Heavenly
Father
I
pray
more
broadly
Frank,
governor
of
this
state,
for
the
weight
of
responsibility
upon
his
shoulders.
May
he
lead
with
wisdom.
You
guide
him
in
the
foundation
Lord.
We
pray
for
a
president.
L
That
is
remember
that
his
failure
is
the
nation's
failure,
so
we
pray
for
him
Lord
in
the
decisions
that
he
makes.
Indeed,
lord
I
pray
for
this
nation
as
a
whole
for
a
unity
within
this
country.
Let
us
remember
that
through
freedom,
we
have
the
ability
to
disagree
without
being
divided,
and
so
my
prayer,
Heavenly
Father,
is
that
we
will
continue
to
enhance
them
to
use
the
ability
to
be
free
wherever
there
is
division,
please
bring
peace
and
to
our
world
law.
L
During
these
turbulent
times,
I
pray
that
your
result,
leaders
with
integrity
and
wisdom,
please
heal
what
needs
to
be
healed
in
this
world,
and
so
it
is
today.
Lord
I
just
pray
for
this
council
meeting,
but
you'll
be
with
all
that
said
and
done
that
you'll
guide,
all
the
decisions
that
are
made
and
the
Lord.
Indeed,
wisdom
will
prevail.
It's
a
pray
in
Jesus
name
Amen.

I
think
all
of
you
know
how
it
must
me
proud:
we've
always
been
a
real.
The

and
I
know
that
all
of
you
will
understand
how
difficult
it
is
for
any
of
us
to
stand
up
here
and
say
anything,
but
I
do
want
to
save
us.
Maria
loved

She
told

she

D
You
know
in
her
memory,
as
we
know,
we'll
always
be
preserved,
but
forever
in
the
minutes
of
the
city
of
Tarpon
Springs
meetings,
so
that
to
me
was
important,
as
well
as
the
Historical
Society
in
the
State
Archives,
so
I
thought
that
that
was
really
special.
So
thank
you
all
for
for
being
here
tonight,
so
we
could
honor
her
and
made
her
memory
be
eternal.
Thank.

You
we
all
heartbroken
with
a
passion
for
the
passion
of
Maria
Maria
was

outstanding,
wonderful,
a

my
condolences
of
my
prayers
to
you
into
the

David.
On
a
personal
note,
I
had
the
privilege
to
work
with
Maria
when
she
was
the
associate

to
st.

also
I
work
with
them,
where
she
was
the

West

a

came
before
the
city
and
we
have
public
means
at
the
library.
In
here
we
asked
about
the
road
bayshore
drive.
They
said
there
would
not
be
a
lot
of
truck
usage
equipment
usage
and
we
have
if
the
road
would
be
if
it
was
cut
up,
would
it
be,
but
back
with
the
cement
and
gravel
like
it
was
because
bayshore
drive
for
years
was
known
to
be
one
of
the
best
roads
in
the
city
of
Tarpon.
P
Springs
colonel
sally
was
engineer
of
that
road
and
it
lasted
three
years
and
years.
Well,
they
cut
heavily
into
it,
and
we
understand
why
to
get
the
pipes
through
for
the
drainage
and
I
came
up
here
twice
and
asked
about
the
road
and
I
asked
the
city
manager
when
he
said
they
would
negotiate
putting
back
the
gravel
and
cement
rose
and
when
I
asked
the
last
time
he
said
it
had
been
discussed
and
negotiated
is
what
we
left
here.
Understanding
well
now
it's

G
T
Good
evening
Peter
lactis
514,
ashland
avenue
I'm
sorry,
some
of
the
people
here
aren't
here
to
hear
public
comments,
but
that's
not
my
discretion
to
set
the
meeting
agenda.
But
the
reason
why
I
say
that
is
part
of
what
I
wanted
to
speak
about.
It's
so
clearly
evident
in
our
special
presentation,
Maria
and
the
webos.
T
T
And
I
wanted
to
piggyback
on
what
the
Reverend
said
earlier,
because
we
are
in
crucial
times,
but
he
mentioned
something
that
I
wanted
to
follow
up
on
about
being
blessed
to
have
this
government.
Here
we
are
Republican
to
be
honest
with
you,
it's
a
privilege
that
so
many
people
in
so
many
parts
of
the
world
don't
have
the
opportunity
to
be
here
to
speak
in
the
public
to
speak
to
the
people.
T
One
of
the
most
important
critical
things
of
our
government
that
was
established
by
the
founding
fathers
is
the
three
legs
of
our
government.
The
legislated
the
executive
in
the
judicial
set
up
as
checks
to
make
sure
to
monitor
the
other
branches.
So
no
one
had
more
control
and
move
better
to
known
about
authoritarian
dictatorship
than
the
early
founders,
with
King,
George
and
all
the
kings
of
England.
T
So
they
put
those
provisions
in
there.
So
hopefully,
smart
people
in
these
other
branches
would
be
able
to
control,
and
I
have
to
say
thank
you,
catherine
for
being
here,
because
this
is
a
fourth
leg
of
the
stool
that
gives
it
stability
and
that's
a
free
press
allowing
them
to
do
what
they
need
to
do
and
to
put
out
facts
and
truth
and
for
us
to
decide.
And
if
it's
something
we
don't
agree
with,
not
to
label
it
as
fake
news
or
alternative
facts.
T

Q
Necessarily

but
I
just
want
to
comment
on
item
number
11,
I'm,
very
happy
that
this
group
was
awarded
this
the
community
garden.
It
did
an
excellent
job.
Turning
in
this
application
with
it
was
very
thorough
and
professionally
done,
we've
talked
about
having
a
community
garden
in
Tarpon
Springs
for
a
number
of
years,
Commissioner
or
vice
mayor,
rob
and
sang
or
initially
talked
about
doing
this
and
about
a
year
ago,
I
brought
it
back
and
were
one
of
the
only
communities
it
doesn't
have
a
garden
in
this
area.
Q
Here,
it's
worked
over
a
year
to
bring
it
to
this
point
and
thanks
to
Jessie
Berg,
who
donated
her
property
to
us
to
the
city,
but
I
want
to
thank
you
guys
for
working
so
hard,
Lynn
and
Mary
florin
and
mark,
and
some
of
the
others
that
aren't
here
and
I
know
that
you're
going
to
turn
this
into
a
beautiful
space
and
Jessie
Burke
will
be
happy
with
what
we've
done
with
this
space
and
I
think
she'll
be
looking
down
at
you
mark.
Thank
you
for
all
your
help
in
this
and
smiling
anytime.
J
Q
U
Jacob's
car
146
Cleveland
place
number
number.
Eight
I
just
had
to
bring
up
a
comment.
It's
a
decorative
light
pole.
It's
talks
about
purchasing
the
light
poles
that
are
similar
to
the
lights,
either
throughout
Tarpon
Springs
that
we
have
around
the
bayou
and
so
on.
I
think
they're,
really
pretty
dipoles,
it's
great
to
see
some
character,
but
also
I.
Think
it's
something
that
the
city
should
look
at
is
a
form
of
light
pollution.
U
So,
for
instance,
if
you
had
a
light
that
had
an
arm
that
showed
and
had
two
lights
shining
down
at
the
road
similar
to
how
r
our
lights
are,
that
would
be
less
contrast
for
drivers
and
then
it
kind
of
it
could
be
blinding
at
times
or
it
could
be
also
light
pollution
to
the
neighbors
if
you're,
how
the
house
or
one
know
that
light,
would
protrude
into
the
one
that
was
also
that
way.
So
I
know
when
I
was
on
the
Planning
zone,
I'm
on
the
Planning
Board.
U
Still
today,
but
it's
been
brought
up,
we'd
asked
the
city
planner
to
look
at
a
dark
night
initiative.
I
think
I
believe
with
what
is
called
dark
skies
where
it
looked
at
art
the
city
codes
on
lighting,
to
make
sure
that
light's
not
protruding
and
other
people's
properties.
That's
not
protruding
in
people's
line
of
sight
for
driving
and
etc.
So
that
would
be
a
recommendation
that
would
make
that
at
some
point,
I
think
the
city
would
need
to
look
at
looking
at
replacing
our
lamps
throughout
the
town.
P
Need
a
frozen
I,
don't
one
bayshore
drive
I
didn't
intend
to
get
up,
but
listen
to
mr.
Carr's
explanation
right
down.
West
bay
shore
drive
the
lights,
come
down,
they
don't
put
out
as
much
light.
If
you
want
to
walk
at
night,
it's
right
there
there's
still
dark
spaces.
If
you
go
down
through
the
sponge
docks
the
lights
that
look
down,
it
doesn't
give
a
lot
of
lights
all
the
way
down.
P
It's
lit
up
like
right
down
there
because
we
have
so
many,
but
if
we
change
the
pole
lights,
we're
changing
the
historic
significance
of
the
community
with
those
holes,
I
can
bring
you
pictures,
I
can
bring
you
books
and
I
can
bring
you
documents.
Documents
were
those
lights
like
we
have
around
the
bayou.
Those
are
the
historic
lights.
That's
why
they
were
picked
out
to
be
that
way
and
in
lighting
you
can
get
the
pole
light
that
will
not
put
out
the
brightness.
The
Bayou
is
beautiful.
V
We're
both
on
the
board
of
the
new
community
gardens
and
want
to
thank
very
the
city
for
being
so
helpful
to
get
this
guy.
Did
he
get
this
up
and
running?
It
can
take
a
number
of
months
to
build
a
soil
because
they're
doing
organic
and
diploma
culture.
So
it's
just
going
to
take
time
now
to
do
that
once
we're
set
up,
but
our
first
activity
is
probably
going
to
be
celebrating
Earth
Day
with
a
community
cleanup,
so
we're
involved
with
more
than
just
the
community
garden
we're
working
with
the
whole
community.
So
thank.
V
K
M
J
G
I,
don't
get
to
do
these
often
in
fact,
I
think
eight
years
to
this
meeting
give
or
take
a
day's
than
eight
years.
I've
been
city.
Manager's
job
does
three
times
maybe,
but
this
is
director
position.
Of
course
we
all
know
that
were
losing
a
long
time-
city,
employee,
Kathy,
Monaghan.
Obviously
we
all
cooing
myself
know
that
days
coming,
but
we
had
met
before
when
the
position
of
the
person
I'm
recommended
for
the
job.
When
that
position
came
open,
caffeine,
I
talked
about
it.
G
She
didn't
know
and
talking
staff
but
I've
been
watching
all
the
way
because
since
Kathy
brought
her
in,
we
were
Washington
see
and
that's
the
person
we
thought
to
take
over
or
we'd
go
to
competitive
process
and
try
to
look.
You
know
either
way
we
win.
We
have
a
good
second
in
command,
but
but
she
has
shown-
and
obviously
you
want
Kathy
after
all
these
years
to
be
comfortable
with
believing
what
she's
accomplished
in
the
hands
of
somebody
to
trust.
G
Just
like
I
did
the
police
department
so
bye-bye
the
Charter
I,
have
to
get
my
selection
ratified.
I
have
chosen
Diane
would
I'm
she's
in
the
audience
with
Kathy.
Now
I've
chosen
her
to
be
the
cultural
search
service
director.
This
will
be
in
April.
Why
I'm
doing
it
so
soon
is
we
want
to
get
the
advertisement
out
for
the
new
second-in-command?
G
That
would
be
looking
for
that's
going
to
take
a
process,
so
we
want
to
give
six
weeks,
so
this
won't
actually
take
effect
in
thing,
April,
10th
or
somewhere,
because
of
that,
but
we
want
to
do
this
now.
If
you
approve
and
ratify
my
selection,
then
we
can
start
the
advertising
process
and
you
know
hopefully
is
early
in
April
or
May.
We
can
work
to
get
a
number
24
for
her
so
again
having
Diane's
in
the
audience
again,
I
highly
recommend
and
she
isn't
dying.
J
G
Processes
is
in
my
choosing
it's
my
choice,
whether
it's
due
not
do
it
as
we've
seen,
we
didn't
do
any
information
any
of
those
things,
so
my
choices
I
had
that
person
I
didn't
need
to
go
out
an
interview,
anybody
else,
okay,
so
that
is
my
choice
in
the
process.
Obviously,
it's
my
choice
that
you
have
to
ratify,
but
you
know:
I
had
the
person
the
caffeine
I
thought
was
the
best
to
take
her
position,
so
there's
no
need
for
me
the
good,
so
look
elsewhere.
Thank
you.
D
Just
say
that
it's
a
no
it's
bittersweet
when
you
do
an
appointment
like
this
and
you're
right,
more
concise
set
up
here,
we
haven't
done
too
many
of
them,
so
you
know
I
just
say
that
I
always
can
appreciate
promoting
from
within
this
Diane
has
the
blessing
of
caffeine
and
your
blessing
that
I'm
happy
to
you
know
to
see
that
position
come
up
through
the
ranks.
You
know,
I
always
feel
like.
If
you
have
the
person
already
in
place,
there's
a
lot
of
institutional
knowledge.
That
goes.
D
Q
H
Thank
you
now,
I
I'm
not
going
to
ratify
now
I
just
hate
to
see
Kathy
go
because
she's,
wonderful
person,
she's
done
so
much
in
this
community
through
the
years,
but
I
would
have
to
trust
her
judgment
and
marks
when
it
comes
to
who
they
would
see
next
in
line
and
from
what
I've
seen
Diane
doing
a
very
good
job.
Excellent
job
really
really
come
a
long
way
and
she's
just
I
caught
on
quickly
and
so
again
let
you
know
we
hate
to
see.
Kathleen
go
but
I
know,
there's
a
time.
H
S
You
for
trusting
our
judgment
and
it's
been
such
a
pleasure
to
work
with
someone
like
Diane,
who
brought
with
her
so
much
knowledge
and
is
so
trustworthy,
quick
learner
of
things
that
she
doesn't
know
about,
loves,
learning,
new
things,
great
knowledge
of
Technology
and
enjoys
it.
What
I
must
say
I
don't,
but
she
is
so
trustworthy,
says
so
loyal
to
this
city
and
I.
Think
one
of
the
most
important
things
about
someone
who
works
in
the
city
is,
she
loves,
tarpon
springs,
and
that
is
great
and
I.
S
Really
the
reason
I'm
up
here
that
one
thing
I
want
you
to
know
about
her.
You
probably
don't
know
is
that
she
wrote
a
blog
about
tarpon
springs
way
before
she
ever
came
here
and
before
she
even
thought
she
would
ever
have
a
job
at
Tarpon
Springs.
If
she
just
had
visited
here
and
loved
it
so
much,
he
started
doing
blog
about
tarpon
springs,
so
you
never
know.
You're
gonna
come
here,
so
so
she's
buying
a
house,
and
it
can
be
great
for
tarp.
Thank
you.
Dr.
J
R
Thank
you
for
your
confidence
in
me
and
I
could
never
fill
Cathy
Mahan
shoes,
but
I
do
love.
Tarpon
springs
in
the
two
years
that
I've
been
here,
I've
grown
in
appreciation
of
just
what
it
takes
to
run.
A
city
and
I
have
a
great
pride
in
the
the
city
itself
and
everything
that
you
all
do
and
I
will
work
my
hardest
to
live
up
to
mark's
expectations
and
all
of
your
expectations
and
I
promise
you
I
will
not
let
you
down.
Thank
you.
Thank.
P
Talk
anymore,
I
didn't
know:
all
of
this
was
not
coming
up
tonight
and
need
a
protist.
I
wanna
be
short
drive.
Kathleen
I've
been
together
a
long
time.
Our
children
walk
the
streets,
were
they
were
little.
If
we
couldn't
find
our
children,
we
call
each
other.
Where
are
they
the
roaming
tarpon
Avenue
down
at
the
docks
down
at
the
park?
I
remember
Dan.
Cathy
first
came.
She
is
one
of
the
most
valuable
employees
in
Tarpon,
Springs
she's,
given
us
so
much
in
money.
P
So
much
a
a
big
name
in
Tallahassee
tarpon
springs
sheep's
brought
in
more
money
for
this
city
than
anyone
right
where
you
are
now
it's
because
of
Cathy
Monahan
are
up
had
the
old
city
hall
because
of
Cassie
Monaghan,
the
library
because
of
Kathy
Monaghan,
the
province
of
cultural.
It's
all
Cassie,
Monaghan
I
would
like
to
see
a
plaque
someplace
for
Kathy
Monahan
and
we've
come
a
long
way
in
Tarpon
Springs.
Because
of
this
lady
and
I'm
very
happy
for
her,
and
we
will
work
with
mrs.
P
woods
to
help
her
achieve
and
they
will
be
big
shoes
to
fill
because
Cathy
is
an
outstanding
citizen
of
Tarpon.
Springs
she's
never
had
controversy,
she's
been
first
class
and
everything
that
she's
done.
She's
been
first
class
in
every
sick
place,
she's
gone
and
she
is
known
not
only
in
Florida,
but
throughout
the
United
States.
A
lot
of
communities
were
coming
after
her
and
she
said
no
I
love
to
are
some
Springs
and
she's,
also
known
in
Greece
she's,
also
known
in
Israel
she's
known,
who
else
the
world
for
her
achievements.
P
So
we're
losing
one
fine,
lady
here
in
Tarpon
Springs
as
an
employee
and
let's
honor
her
in
a
very
big
way,
and
let's
have
a
plaque
for
Cathy
Monahan,
Thank
You
Cathy,
because
our
historic
preservation
would
not
be
here
if
it
weren't
for
you
the
times
in
Tallahassee
the
doors
opened
for
Cathy
from
Tarpon
Springs
Florida.
There
was
never
a
question
about
our
community
with
her.
She
is
first
class.
Thank
you.
X
Vicious
mera
commissioners
Frankie
Renato
identically
had
the
privilege
of
serving
with
Kathy
and
I,
didn't
think
this
to
anything
either
I
didn't
know
she
was
even
going
to
it
until
I
read
the
agenda
it's
unfortunate,
but
she
deserves
it
as
well,
and
I'm
not
going
to
go
into
long
explanations,
but
Kathy
you've
been
wonderful
for
the
city
and
I
just
wanted
to
echo
what
adidas
said
she
deserves.
Recognition
may
be
up
front,
maybe
in
here,
but
she
definitely
deserves
that.
I
just
want
to
thank.
B
J
D
For
thank
you
going
off
something
that
Kathy
said
in
terms
of
the
importance
for
a
director
to
you
know,
have
a
passion
about
tarpon
springs.
I
just
want
to
make
sure
that
we're
you
know
doing
everything
we're
supposed
to
be
doing
so,
I
think
in
the
Charter
the
director
has
to
live
in
the
city
right.
That's
not
what
it's
not
one
of
the
car
position:
okay,
I'm,
good,
okay,.

ordinance

amending
the

of
the

by
realizing
the
goals,
objectives
and
policies
to
remove
or
correct
date.
References

with
the

alternate

and

standards,
amend
the
resort
facilities,
medium
land
use
category,
create
a
resort
facilities,
high
land
use
category,
allowing
for
other
modifications
that
may
arise
from
review
of
this
ordinance,
providing
for
severability
and
providing
for
an
effective
date.
Its
first
reading
of
ordinance
2017
day
03
by
title.
A
V
Essentially,
this
item
in
1704,
our
ordinance,
2017,
03
and
ordinance,
2070
or
four
are
intertwined
and
interrelated
ordinances.
The
first
is
amending
again
your
comprehensive
plan,
your
future
land-use
element
and
adjusting
your
goals,
objectives
and
policies
to
adopt
the
optional
element,
provision
in
the
countywide
rules
to
allow
for
alternate
temporary
densities
at
higher
densities
and
what's
currently
allowed
in
your
land
use
plan.
So
that's
essentially
what's
happening
in
the
future
land-use
element
with
some
other
adjustments
and
changes
based
on
the
fact
we're
going
through
those
policies.
J
V
Do
both
have
the
same
density
at
this
particular
time,
we're
establishing
the
resort
facilities
high
category
as
well.
You
currently
have
the
resort
facility
medium
category
currently
in
your
comp
plans.
Use
the
assumption
is
to
create
that
category.
So
at
some
point
in
time,
once
you
have
actually
attracted
a
hotel
that
you
would
then
actually
go
in
and
determine
which
is
more
appropriate
for
the
maximum
density
to
be
issued.
A
facility
high
of
a
hundred
units
be
the
maximum
or
should
you
allow
125
in
medium
those
questions?

I
have
few
locations
when
I
think
when
you
sidewalks
portability,
one
is
on
Judgment

right

of
the
Sports

We
have
many
kids
to

they're,

I

we
need
to
put
aside
welfare

what
this

is
the

This
was

It
was
actually
part
of
the

so
the

adopted
it.
It
was
a
section
I

this

was
