excellence

my
privilege

this

and
to
honor
our
schools

our
students

outstanding
accomplishment

qualified
for
the

apple

school
based
administrators,
along
with
the
students,
staff
and
parents,
had
to
move
their
school
up
a
letter
grade
or
maintaining
aid
based
on
the
state
accountability
system
and
now
I'd
like
to
take
this
opportunity
to
introduce
some
of
the
special
guests

we
have

with
us

Road
and

alternate
19,
there's
some
serious
potholes
there
that
we
have
to
travel
through
every
single
day
and
you
have
to
drive
around
it.

hitting

to
meet
the

of
Greece.

city

Greek
community

Tarpon
Springs.

of
the

he

delegation

be
stopping
in
Athens
for
the
evening

return

the
rest

delegation

the
National
Cathedral
in
Athens,
he
later
attended
and
presented
a
lapel
pin
in
boss

the
city

hockey,
the
chair
of

Commissioners.

loses
to

ferry

the
council

our
arrival.
Maracaibo

council
greet
each
other
with
open
arms

hospitality.

From
the
top
of
the
monastery
are
some
of
the
best
days
of
the
we
met

it

the
museum

our
tour

the

diving

the

about
the

olive
trees,

groves,
beautiful
harbors

the

while
showing
you
some

famous
monastery
on
the
island,

the

ancient

evening,

we
met
the
new
Metropolitan
Bishop

where
we
exchange
gifts,

dinner,

traditional
foods
of
the
island,
while
showing
you
some
additional

the

the

this

foot
facility
was
built
in
1977.
This
was
way
back
round
recently.

city
manager
was
made
aware
of
an
opportunity
to
purchase
a
0.85
acre
property
nearby,
also
located
on
Gulf
Road.
It's
near
the
existing
fire
station

property.

to
initiate
a
conceptual
review
of
the
site
for
suitability
to
build
a
new
fire
station
to
eventually
replace
fire
station.

cardinal
engineering
conduct

initial
review
of
the
site,
which
indicated

site

be
suitable
in
terms
of
size
for
a
new
station.
So,
based
on
that,
we
intend
to
move
forward
with
a
more
in-depth
analysis,

title
search,
environmental
analysis
and
geotechnical
testing.

final
recommendation,
based
on
the
results
of
that
due
diligence
work,
is
to
move
forward
with

purchase,
it
would
be
presented
to
the
BOC
for
final

about

that

waiting
for
the
next

we
don't
want

Road

location

with

situation
that

and

of

the
property
as
the
government
for

and
if

to
put

better

changes
which

in
this
presentation,

our
recommendations
are,
as
I
mentioned,

approving
ordinance
2018

involved
here,
is
decreasing.
They
previously
approved
rate
for
fiscal
year
19.

establishing
a
flat
monthly
sewer
rate
for
those
without
water
service.
The
bills
are
based
off
of
the
water
meter
reading
so
those
places
without
water
meters

to
be
some
sort
of
fare
charge
and

flat
rate

is
recommended
for
that
situation
and
also
there's
some
miscellaneous
administrative
revisions.

outdated
references
in
the
current
ordinance

2003

we

eliminate

the
ordinance

6,500,
gallons
of
monthly
average
usage
that
represents
about
the
average
citywide
for
water
use.

to
understand
that
projected
rates
are
estimates
only
they're
based
upon
limited
survey

information

to
fill
in
some
of
those
blanks.
We
went
ahead
and
used
an
average
increase
of
6.5
percent.

So
looking
at
that,
in
our
current
rate
analysis,
the
high
of
the
utility
surveyed
was
128
dollars
a
month
for
that
usage.
For,
if
you
totaled
the
water
and
sewer
together,
the
average
was
84
dollars
in
the
low
was
43

the
city
of
Tarpon
Springs
is
at
105.
At
that
volume.
That's
5th
out
of
the
28,
as
the
proposed
rate
plan
is
implemented
in
year
5.
What
starts
to
happen
is,
with
those
lower
increases
of
2.9
percent.

to
move
down
towards
the
middle
of
the
range
and
finally,
by
10
years,
were
actually
less
than
average,
with
this
proposed
rate
plan.
So
in
summary,
in
future
years,
our
low
inflationary
increase
we're
proposing
will
serve
to
meet
our
needs
while
bringing
us
closer
to
the
area
average
and
into
the
future.

allow
us
to
be
less
than
average
for
our
rates
conclusions.

found
that
the
operating
fund
balance
would

exhausted

our

bills
are
excessively
high,

much

our
neighbors

considering
moving
away

Tarpon.

I
was
born
and
raised
in
this
area,
but
my
military
assignments
assignments
required
me
to
live
in
various
parts
of
the
country
on
my
last
assignment
in
Arizona,
where
there
are
scarce
amounts
of
water
and
the
water
came
from
different
states,
my
bill
never
reached
over
$65
a
month.
Likewise,
many
of
our
residents
are
from
other
parts
of
the
country
and
even
other
parts
of
Florida,
and
never
had
to
endure
three
hundred
four
hundred
five
hundred
dollars
or
more
water
bills
on
a
monthly
basis.

Personally
speaking,
my
water
bill
is
over
31
percent
of
my
utility
bill.
It's
more
than
my
electric
bill.
It's
more
than
my
gasoline
bill.
My
family
cell
phone
and
data
plan
bill
many
months
is
more
than
my
cable
and
internet
package.
Something
is
not
right
when
your
fault,
when
your
water
bill
competes
with
a
new
car
payment,
no
it
used
to
be
the
two
most
expenses
or
investments.

person
when
making
their
life
is
their
home.
Their
automobile
here
in
tarpon
springs
at
your
home
in
the
water,
along
with
their
current
excessively
high
water
rates.

are
building
concerns
too,
concerning
the
citizens
who

not

reclaimed
water.
Like
many
of
us
and
as
many
of
us
in
the
tarkman

community
that
are
here,
the
sewer
rate
seems
to
be
based
upon
total
water
consumption
when
we
know
that
not
all
residential
water
is
going
in
a
sewer
system.
This
type
of
false
assumption
allows
the
city
to
knowingly
overcharge
its
citizens,
and
we
can't
do
anything
about
it.

shouldn't
there
be
a
line
item
and
their
invoice
for
the
cost
of
garbage
collection,
because
I
don't
understand
where
that's
being
charged
or
how
that's
being
paid

don't
see
it
in
any
bill.
It's
like
it's
invisible

utility

We
fear
that
data
is
being
represented
to
you
unrealistically.

could

water
department

you

listing
of
actual
billed
amounts

tarp

reclaimed

citizens

have

water

exact
same
water
source,
is
charged
at
a
higher

we're
talking
about
you

it
was,
we
were
originally
was
approved

six

and
now
we're
taking
it
down

five

spreading
it

years
to
help

it

increase

little
easier
for
everybody
to
handle.

Reclaimed
water
is
not
a
moneymaker,
that's
for
sure
I
don't
have
exact
figures,
but
to
give
you
a
sense
reclaimed.
Water
is
about
one-twentieth
the
cost
of
adding
water
plus
sewer
together.
It
certainly
doesn't
pay
its
own
way,
but
it
is
a
very
environmentally
conscious
way
for
us
to
reuse
our
treated
wastewater.
So
for
that.

that
might
be
part
of
the
explanation,
but
I
will
say
this
I
think
a
lot
of
the
concern.
You
all
explained
it
very
well,
but
it's
with
the
structure
of
the
rates.
It's
a
conserving
water
rate
structure,
it's
called
an
inclining
block
structure
and
what
that
means
is
there's
the
essential
use,
the
use
that
you
need
to
live,
you're,
cooking,
bathing,
the
basics
that
first
5,000
is
half
the
cost
of
the
next
5,000.
So
things
start
to
get
very
expensive.

you
get
up
past
5,000
and
10,000,
the
cost
per
thousand
gallons
goes
up
substantially.

do
want
to
make
another
point
and
that's
supported
by
our
Water
Management
District.
In
fact,
it's
even
required
if
we
want
to
get
some
of
their
funding,
is
that
we
have
some
sort
of
conserving
rate
structure.

now

we
have
our
own
water
plan,
as
vice
mayor
stated,
these
increases
are
probably
lower
than
what
the
county
would
charge
us.

I
think

I
know
it's
hard.

hard

honestly,
if
we,

we
kept
buying
our
water
from
the
county,
I
think
our
rates
would
would
increase
a
lot

we're

things

concern
me.
Obviously,
raising
rising
prices
are
never
a

exciting
thing
from
taxes
to
cellphone
bills,
at
food
costs,
to
energy
costs,
to
anything
else
that
we're
out
spending
money
on
it's
concerning.
As
a
commissioner
I've
grown
up
in
Tarpon
Springs,
my
parents
complained
about
it.
Growing
up,
I've
got
an
aging
grandmother,
who's
on
a
fixed
income
as
well
here
in
Tarpon
Springs,
and
these
obviously
concerned
me,
but
then
we
watched
the
news
in
st.

These
have
all
been
done
based
on
our
water
rates,
although
we're
not
super
excited
about,
but
we're
out
of
the
news,
because
we're
not
we're
being
proactive
and
addressing
these
situations.
So
these
other
cities
are
gonna,
see
a
high,
a
much
higher
impact
with
these
costs
rising
in
the
near
future,
because
the
costs
are
going
to
go
up
to
make
these
investments
in
our
structures.
I
asked
mr.
Smith
to
do
a
survey
because
again
growing
up
in
here
in
Tarpon,
Springs
people
have
told
me:
tarpon
has
high
rates
and
I'm
just
like
look

Don't
I
can't
talk
about
that.
Yet
I
don't
have
the
backup
data
and
it
does
prove
currently
today
we're
fifth
in
the
area
of
our
water
rates.
So
I
was
surprised
about
that.
I
thought
that
was
a
bit
high,
but
it
was
good
to
me
to
see
in
the
projection
that
and
year
five
were
creeping
down
and
by
year,
ten
towards
the
end
of
our
proposal.
Here,
that's
presented
tonight
that
we're
at
going
to
be
in
the
18th
position
out
of
28.
So
at
that
point
we're
below
the
average.

One
of
the
things
that,
as
a
commissioner
I,
feel
that
it's
important
is
to
provide
the
best
water
quality
to
our
citizens
and
residents
of
Tarpon
Springs
and
without
having
an
investment
in
our
infrastructure.
I
find
that
difficult
to
stand
behind
I
completely
understand
the
frustrations
with
watering
our
lawns.
My
dad
is
a
landscaper
and
he's
made
a
living
and
support
my
family
along
with
my
mother,
and
gave
me
an
opportunity
to
buy
a
house
in
Tarpon,
Springs
and
start
a
growing
family
here.

So
I
do
understand
the
beautification
aspect
of
watering
our
lawns
and
how
it's
an
important
part
of
the
community
and
having
a
beautiful
community
I
struggle
with
both
aspects,
because
beautification
is
an
important
aspect
but
then
also
having
a
good
water
system
is
also
a
very
important
aspect.

like

ask
the
city
manager:

believe

six
positions
that
are
proposed?

this
something
that
we

look
at
from
a
general
fund
standpoint

or
in
this
situation

evaluated

what
the
impact
would
be

all
without
adding

water

you've
seen
before
and
when
they
come

little
bit

project

projects
and
believe
me

projects
we've
done
in
the
last
ten

detail
of
what
we're
doing,

we've

old
infrastructure.

we're
dealing

town

we
had
a
City
Commission
ten
years
ago.
That
was
very
courageous.
It
was
probably
one
of
those
courageous
commissions
and
I
was
just
coming
in
a
city
manager,

course,
from
the
law
enforcement
realm
coming
in,
and
here
we
were
coming
to
the
public
with
these
raises
of
for
water
and
sewer
of
ten
percent
at
nine
percent,
eight
percent
for
ten
years.
Why
were
they
courageous
because
they
knew
we
had
an
old
infrastructure
system?

They
knew
we
had
kept
the
rates
lower
than
we
should
have
in
the
past
years.
They
knew
we're
not
gonna
catch
up
and
we're
gonna
sit
in
the
situation
like
a
bunch
of
cities
in
Pinellas.
County
are
scrambling
for
and
as
you
watch
those
cities
I'll
guarantee
you,
their
rates
are
gonna,
go
drastic,
look
because
they
got
to
make
up
for
the
past.
It
was
courageous
when
I
as
a
new
city
manager,
Commission
brought
that
forward,
and
we
made
a
promise
and
it's
one
of
those
promises
that
we
were
going
to
try
to
keep.

But
in
the
back
of
my
mind
and
I
really
didn't
think
I'd
be
there
ten
years
later
to
see
if
the
problem
promise
worked
or
not,
but
the
promise
was
and
I
know.
Somebody
said
here:
we
promise
the
water
plant
was
going
to
stop
them.
We
did
not
promise
that
we
promised
once
we
got
the
water
planted,
we
could
control
it
that
we
were
gonna,
keep
the
increases
that
are
very
minimal
possible,
which
is
this
inflationary
rate
they
thought
about.

Now
we
thought
is
going
to
be
more
like
the
four
percent
rate,
but
we're
even
able
to
get
on
to
keep
the
promise
we
promise
with
all
those
rates,
we're
not
only
gonna
fix
the
infrastructure,
we're
not
only
going
to
be
a
place
where
you
didn't
see
sewer
going
into
the
streets.
You
can
see
none
of
that
we're
the
lowest
city
of
losing
sewers
in
the
street,
while
other
cities
were
flooded
with
it,
because
we
have
spent
ten
years
spending
that
money
on
our
on
our
infrastructure,
our
water
and
sewer
system.

we
got
to
put
up
those
two
charts
because
here's
the
chart

last
ten
years
of
all
these

nine
eight
percent
increases
we're
promising
you,
the
next
ten
years,
they're
going
to
be
the
minimum

inflationary
rate

anything,
the
normal
costs
that
go
up
to
point
nine
percent
see

any
other
cities
are
going
to
do
that
we
kept
our
promise.
We
put
the
infrastructure
in.
We
spent
a
lot

money.

people

finally

their
projects

stuff
that
they've
been
waiting

it

we
got

city

rates

already

coming
year

six

able

drop

like

discuss
before

move

is

bring
up,

to
look
at
some
type
of
grant
program
out
of
the
general
fund
for
low
fixed
income
residents
of
some
sort
and
then
secondly,
look
at

opportunity

do
some
type
of
grant
program
for
any
residents
that
are
interested
in
looking
at
a
well
similar
to
how
we
did
a
solar,
co-op
in
area.

think
it
would
be
interesting
to
do
some
type
of
co-op
for
well
drilling
I'm,
not
really
sure
how
we
can
do
that.

to

rate

below

cost

hard

see

importance

invest
in
our
infrastructure

quality
water
and
sewer
services
for
the
residents.

support
this

view

as
an

but

know
it
hit

pocket,

cost
of
these

supply

do,

not

fun
position
as
a
commissioner
to
do.

it's
something
that
I
realized

continue
to
have
the
water
