for
adherence
to
those
traditions
of
civil
discourse
between
the
candidates
and
the
public.

candidates

been

participate
and
the
views
expressed

the
candidates
if
they
would
allow
me
to
use
their
first

and
they've
agreed.

think

incumbent
mayor.
He
was
elected
in
2016
and
David.
Archie
was
elected
mayor
in
2010
after
serving
several
terms
and
is
real
on.
The
Commission
was
also
reelected
in
2013.
He's
CEO
of

citizens
Alliance
for
Progress,
a
local
social
service
agency.
I
want
to
give
the
four
of
you
a
heads
up.
We've
received
a
ton
of
questions.
This
is
pretty
unusual
for
most
of
our
forum,
so
we're
busy
trying
to
combine
duplicates.

we've
sort

let
you
know
what
the
themes
seem
to
be
in
terms
of
the
questions
we
have
many

development.

poverty,
homelessness,
education
and

a
really
hard

spending,

knowing

the
majority
of
money
we
spend
comes
from
the
taxpayers?

don't

take

taxpayer
money
from
the
people
of
tarpon
springs,
which
is
why
I'll

notating

entire
salary
to
the
youth
sports
programs
here
in
town,
namely
junior
spongers,
football,
little
league
baseball
and
tarpon

soccer.
These
programs
do
great
things
for
our
community
and
they
deserve
the
support
of
our
elected
officials.

Tonight.
I
am
Susan
bacio
kick
de
and
I'm
running
for
re-election
to
seat
number
three
to
the
Tarpon
Springs
City
Commission
I've
served
this
community
for
six
years.
I
did
sit
out
a
year
due
to
term
limits
and
I
reran
again
three
years
ago
for
the
seat
that
I
am
currently
holding
during
the
years.

I've
served
the
board's
worked
together
as
a
team
to
move
the
city
in
a
new
direction
when
that
preserved
our
past,
while
preparing
for
our
future
a
direction
that
built
upon
a
green
environment
in
our
heritage.
I've
had
many
accomplishments
during
the
years
that
I've
served,
which
I
am
very
proud
of.
We've
had
change
in
leadership.
I've
helped
protect
the
Anclote
River
from
the
big
box
stores,
I've
supported
a
Lowe's
project
which
is
a
great
asset
to
this
community
and
has
created
over
a
hundred
jobs.

made
many
decisions
for
a
water
treatment
plant
and
happy
to
say
we
are
100%
fully
operational
and
do
not
have
to
rely
on
the
county
for
water,
I,
supported
staff,
reorganization
at
City,
Hall
to
reduce
expenses
and
increase
efficiency,
and
by
doing
this,
I
am
happy
to
say
we
have
run
a
balanced
budget
for
the
past
three
years
and
have
not
had
to
pull
any
money
out
of
reserves.
I've
supported
and
voted
on
who
we
hired
for
our
economic
development
manager.

continue
to
support
green
initiatives
within
our
city,
though
I
want
to
ensure
the
children
of
tomorrow
enjoy
the
quality
of
life
that
we
enjoy
today
and
I'll
continue
to
support
and
listen
to
the
needs
of

league's

sports
fields
within
our
city
and
I'll
continue

work
to
improve
our
streets
and
infrastructure.

see

future

Tarpon
Springs

only

we

build

that
has

I'm

I'll,
be
your
mayor
for
the
past
three
years

I

your
mayor

the
next
three
years
tonight,
I'm
going
to
explain
what
I
have
accomplished
on
my
first
term,
what
a
walk
be
accomplishing
on
my
second
term
and
why
I
believe
that,
due
to
respect
of
my
opponent,
I
am
the
best
person
to
serve
you.

As
your
mayor,
the
city
of
Tarpon
Springs,
has
published
a
hundred
accomplishments
which
Eve
during
my
first
term.
This
is
an
amazing
pace
due
to
the
time
limits.
I
cannot
discuss
all
of
the,
but
we
balanced
the
budget
the
last
three
years.
Without
using
any
emergency
funds,
we
continue
to
keep
property
taxes
law.
We
give
incentives
to
the
businesses,
provide
excellent
service
to
seniors.

balance
our
wonderful
tourism
industry
with
the
concerns
of
year-around
residents
and
I
work
closely
with
the
police
and
fire
departments
to
maintain
safe
community
and
will
continue
to
achieve
these
goals
and
much
more
in
the
next
three
years.
Most
politicians
in
debates
they
will
tell
you
what
they're
hoping
to
do
on
me.
I
will
tell
you
what
actually
have
accomplished.
My
record
speaks
for
itself.
My
opponent
is
like
most
of
our
recent
mayor's.

treated

job
as
a
part-time,
but
now
me
I
work
full-time
for
you,
I
work
as
many
hours
as
necessary,
I'm
everywhere.
That's
the
difference!

why
I'm
able
to
accomplish
so
much
in
a
short
time,

everyone
is
able
to
work
full
time

part-time
salary,
but
I
I
believe

I
work

mayor

why
am
I
running
again

mayor
and
it's
because
I'm
passionate,

passionate
about
the
city

Tarpon,
Springs

I
want
to
help
to
make
a
continued
difference
in
the
lives
of
families
and
children,
and
I,
look
at
being
mayor
as
an
opportunity
and
opportunity
to
serve
an
opportunity
to
impact
the
future
of
Tarpon
Springs
and
as
a
lifelong
resident,
I've
seen
some
things
change
some
for
the
good,
some
for
the
bad.
You

Throughout
the
years,
though,
we've
been
able
to
maintain
some
things
that
I
like
to
continue
with,
and
that's
that
we
are
a
it's
a
sensitive
community,
our
small
town,
charm,
our
Greek
culture.
All
these
things
are
important.
The
decisions
that
the
Commission
makes
can
determine
the
direction
of
our
city
and
I
want
to
be
a
part
of
that.
Each
decision
must
be
made
objectively
and
fairly,
considering
what's
best
for
all
of
the
citizens.
My
years
as
a
public
servant,
including
my
two
terms
as
mayor,
show
that
these
are
the
characteristics
that
I
exhibit
the
infrastructure.

Our
economic
development-
all
of
these
are
very
important,
but
so
is
the
quality
of
life
in
Tarpon.
The
arts
reparation
our
schools
environment,
as
well
as
the
health
of
our
residents.
All
are
important
too,
while
some
don't
cost
the
city
money,
it
does
take
governmental
leadership
leadership
that
will
make
the
tough
decisions,
in
spite
of
undue
pressure,
I'm
asking
that
you
will
elect
me,
David
Archer,
as
your
next
mayor
on
March
12th.

going

seniors,
about
housing
and
about
certain
parts
of
the
cities
that
seem
to
be
of
incredible
interest
to
all

you,

I'm
going
to
start
with
the
local
referendum
on
March
12th
that
will
be
on
your
ballot
and
yes,
grants
property
tax
exemptions
to
new
businesses
and
expansion
of
existing
businesses.
A
no
means
the
exemptions
will
not
be
granted.
So
what
are
your
thoughts
on
the
proposed
amendment
for
to
provide
tax
incentives
for
businesses?

Ensure
that
the
people
that
people
want
to
come
to
Tarpon
Springs
and
make
it
a
little
easier
for
them,
because
we
hear
we
hear
time
and
time
again
how
hard
it
is
to
work
with
Tarpon
Springs.
Well,
this
could
make
it
a
little
easier.
There
are
some
restrictions
on
it,
so
I
I
encourage
all
of
you
to
read
what
the
restrictions
are.
It's
not
as
easy
as
it
sounds.
It's
not
like
we're
giving
anything
away
so,
but
I
would
support
this
referendum.

Providing
incentives
to
businesses
to
attract
new
businesses,
to
tarpor
Springs
and
to
create
jobs.
I
am
in
favor,
for
it
I
believe.
In
the
long
run,
this
city
will
be
benefit
because
that's
going
to
create
revenue,
also

people
of
Harbor
Springs.
They
have
a
place
to
working
and
Harbor
Springs,
so
they
don't
have
to
drive
down
to
Clearwater
st.
Petersburg
Tampa
they're,
going
to
spend
more
time
here
in
Tarpon
and
their
families.
So
I
am
in
favor
to
provide
incentives
to
the
businesses
to
create
jobs
in
Tarpon
Springs.

supportive

this
initiative,
one
of
the
things
about
it
is
it
gives
us
an
opportunity
to
try
to
encourage
businesses
on
the
other
side
of
the
river
of
antelope
properties.
That's
not
being
the
development
now,
hopefully,
will
be
what
I
like
about
it
is
that
it's
gonna
create
it
has
a
job
creation
portion.
You
know
you
have
to
create
so
many
jobs
in
terms
of
being
eligible
for
this,
and
it's
this
is
another
opportunity,
I
think
to
attract
the
right
time
or
right
type
of
businesses
to
tarplin.
So,
yes,
I'm,
very
supportive
of
this.

tax
incentive
amendment.
Traditionally,
it
almost
be
supportive
of
things
that
are
bringing
new
jobs
to
Tarpon,
Springs
and
also
tax
breaks.
But
what
I'd
also
like
to
see
done
is
a
similar
amendment,
maybe
on
possible
future
ballots
looking
out
for
the
businesses
that
are
already
here,
I
think
sometimes
we
get
so
caught
up
and
wanting
to
help
new
businesses
come
to
Tarpon.

This
is
perhaps
the
highest
number

questions
we
got.
It
has
to
do
with
the
purchase
of
the
Sun
Bay
motel.
So
do
you
believe
it
was
the
correct
purchase
and
how
should
the
city
go
about
these
decisions
in
the
future?
There
seemed
to
be
concerns
about
how
it
was
handled,
who
decided
it
and
I'd
like
I.
Think
you
guys
know
what
I'm
talking
about
so.

familiar
with
the
history
of
a
Sun,
Bay
motel.
Let
me
tell
you
the
many
points
the
motel
was
involved
in
a
drug
dealings.
Prostitution
and
murder
has
been
a
problem
for
many
many
years
and
it's
been
ignored.
We
also
lost
a
life
or
Tarpon
Springs,
policeman,
Charley
Kodak.
He
was
a
dedicated
policeman
and
a
family
man.
He
was
killed.
We
responded
to
the
drug-related
activity
in
the
area.
We
looked
all
the
options
we
included.
We
had
many.

had
many
public
inputs,
we
had.
You
know
we
increase
the
yellow
reinforcement
by
purchasing
this
property.
We
now
have
an
area
that
is
free
from
crime
and
it's
ready
to
be
developed
to
bring
new
business
to
Tarpon
Springs,
to
create
a
motel
that
we
really
need
and
also
encourage
the
motel
right
across
the
street.
You
are
run
of
eight
now,
the
neighbors
they
are
this.
They
feel
good
about
the
other
feel
good
enough
to
go
to
sleep
and
the
feel
great.

they're,

afraid
anymore.

residents

area
I'm
happy
that
it's
gone,
but
no

do
not
support
that.
Almost
a
million
dollars
was
spent
on
a
50
by
160
parcel
of
land
that
can't
really
be
used
for
anything.

the
waste
of
taxpayers
money.
It
was
a
golden
parachute
for
some
what
it
was
doing
wrong.

the
present
mayor
said,
I,
don't
believe
that
you
should
reward
people
that
are
breaking
the
laws
and
Tarpon
Springs
by
giving
them
an
exorbitant
amount
of
money
that
money
that
the
Commission
could
not
raise
for
a
pool
that
would
help
the
citizens
the
children
of
in
this
community.
We
didn't
have
enough
money
for
that,
but
we
can
spend
almost
a
million
dollars
for
a
little
parcel
and
I
say
no
I
think
it
was
a
waste
of
taxpayers
dollars.

pretty
tough
issue.

understand
both
sides
of
it.
I
think
something
really
needed
to
be
done
because
it
was
becoming
a
problem.
It
was
blight.
It
was
a
dangerous
area,
but
at
the
end
of

day,
I

definitely
look
for
taxpayer
money
spent
elsewhere.
I
think
we
could
have
gotten
more
creative
with
the
solution
there
overall
I
think
maybe
a
revamped
code
enforcement.

possibly
new
ordinances
again,
I
don't
want
to
reward
businesses
that
are
breaking
the
law.

a
12-month
study
done

police
department
and
they
showed
us

the
crime
decreased
within
the

months
every
month
that
went

had
a
case
building
if
we
could
have
waited
another
six
months
or
so
I
honestly
believe
we
could
have
shut
them
down
and
if
not,
there
was
another
option.

developed

concern

concerned

the
number

do

commissioners.

relates
to
that
there

positive
things
that
come
out
of
it,
along
with
the
negatives

nothing
that
anyone
can
do
at
this
point
in
time.
They're
already
talking
about
developing
that
property.

happened
out
there

way
they
started
development

voted
on
years
ago.
So
there's
nothing.
The
current
commissioner

future
commissions
can
do
about
it.

this

quite
a
few
years
ago.
They
will
be
building
fair
market
rental
units
there,
so
we
won't,
it
won't
be
public
housing.
It
won't
be
anything
too
extravagant.
It's
just
gonna,
be
regular
rental
property.
So
and
that's
something
we
need
in
the
community.

owners
trying
to
get
a
develop
our
hope,
is
to
bring
some
mixed
uses
there,
where
you
can
have
retail
on
the
bottle
and
perhaps
condominiums
on

second
floor
now
we
need
to
have
that

the
we're
going
to
open
the
Mears
Boulevard,
so
that's
going
to
be
access
directly
to
the
u.s.
90,
so
I
think
it's
going
to
be
a
good
development
to

tarp

many

proposed
annexation

acre

roads,
the
maintenance,

sidewalks.
Will
the
city
be
responsible
and
does
the
development
conflict
with
the
residents
of
North,
East
Lake
and
the
agricultural
estates?

the
annexation
were
to
go
through,
then
yes,
the
city
would
be
responsible,
but
before
any
of
that
happens,
I
think
what
you
need
to
do
is
look
at.

is
this
property?

is
this
piece
of
land
going
to
be
annexed,
I
think
before
we
go
annexing
every
property
that
wants
to
become
a
part
of
the
city,
but
we
really
need
to
take
a
hard
look
at
is
the
location?

Board
of
Commissioners
will
have
us
see
the
application,

we
really
don't
know
exactly
what
they're
going
to
ask

what
they're
going

do

plan

I'm

favor

smart
development

environment,

important
to
me.
So
that's
a
couple
elements
that
we
have
to
look
before:

any
piece

favor

type

forced
annexation.
Anyway,
I
don't
know
a
lot
about

this
development
because
it's
been
stated
even

people
that's
on
the
Commission
right
now,

you

that

I'm
elected
I
would
look
at
this
to
make
sure
that
everything
is
done,
the
right
way
if
it
comes
in
and
I
think
that
the
residents
and
the
people
that's
in
their
area,
should
have
a
voice
in
the
whether
it
should
be

development
issues

sustainability,
green
sea
levels,

first

goes

Many
of
the

the
sections
of
the
town
are
experiencing
regular
flooding
due
to
rising
sea
level
levels.
Do
you
support
creation
of
a
sustainability
position
and
plan
for
such
things
in
the
neighboring
cities
here,
you're
talking
about
increased
development,
but
how
do
you
also
manage
to
be
sustainable
and
green
and
supply
what
people
need
to
be
safe?
Yes,.

right
now,
in
the
past,
I'd
say
nine
years
or
maybe
a
little
longer,
we
have
started
on
sustainability.
We
have
looked
at
sustainability.
We
are
a
tree
city.
We
have
a
tree
ordinance,
we
have

community
garden,
we
have
started
to
go
solar
and
we're
looking
to
expand
solar,
we're
putting
charging
stations
in
town
we've
improved
some
infrastructure
to
invoice
to
a
void
spills
in
our
waterways.
So
we
are
working
towards
better
sustainability.
We
not
that
we
haven't
done
any,
but
we
are.

have
directed
city
staff,
all
directors,
to
put
a
sustainability
plan
together.

They
are.

have
been
working
with
sustainability
issues
within
each
department,
but
now
we're
asking
them
to
put
a
plan
together

I
understand
that
there

an
item
on
our
next
agenda,
that
we'll
be
discussing
a
sustainability
board
and
I'm,
not
sure
if
we
vote
on
it,
if
I'm
in
the,
if
I
could
really
discuss
it
tonight
or
not,
but
I
always
support
sustainability
and
green
initiatives
within
the
community.

problem
here

Tarpon,
Springs
has
been
here
for
many
many
years,
I'm
serving
on
the
Tampa
Bay
Regional,
Planning
Council,
and
one
of
the
issues
that
we
dealing
with
is
rising
the
sea
levels
in
Tarpon
Springs
we
take
in
the
very
very
seriously
we
updated
the
comprehensive
plan
to
include
the
coastal
element
in
the
coastal
element
to
include
the
sea
level
rise.
One
of
the
strategies
that
we
were
working
with
is
to
improve
the
storm
water
management.

purchased
three
different
properties
in
Tarpon
Springs
to
build
more
retention
ponds.
We
also
addressing
the
flooding
that
we
have.
It
is
on
Sponge
Docks.
We
actually
have
check
valves
out
in
order
right
now
and
also
we
working
to
to
develop
or
to
design
a
underground
some
kind
of
a
vault
and
apartment
station,
so
that
will
help
she
for
the
drannit.

has

working
on
sustainability
and
bringing
a
green
city

doing
various
things
for

the
tree
ordinance.

type
of
things
look
at
that
soul
at

water
plant.

things

I

anything

is
a
matter
of

will

sustainability
committee

one

last
cities
in
Pinellas
County

one

afraid
of
citizen
engagement

no
business
being
up
here.
So
I
think
it
starts
by
givin
the
citizens
of
formal
voice
in
the
form
of
an
environmental
committee
and
from
there
we
can
form
partnerships
with
nonprofits.

buying

upfront

would
have

for
the
first
ten
years

know
some

in

past

owners

about
homeless
people.

maybe
code
enforcement
could
add
new
ordinance
to
deal
with
that

We

must

helping
hand

offer
more,

community,

we've
all
our
commissioners

from
business
owners
and

about

community
and
put
together

plan
to
better

very
sensitive,

complicated

The
people
of
tagamet
Springs
are
being
very
generous:

churches,

instance,
they're
serving
hot
meals

attracting
some
people,
but
that
doesn't
mean
we
do
nothing.

which
assists
the

to

for

people

to
this
complex

but

a
month
ago

officially
launched

healthy
hub
transportation

time

seniors.

community

to

we
are

with

preservation

know
we
are
tourist
destination

these
factors.

protect

enhance
that
we've

opportunities
as
far
as
intergovernmental
relationships.

is
why
we
have
the
trolley
bringing
people
off
of
Clearwater
Beach
to
tarpon.
We
need

look
for
opportunities
to
help

enhance
our
tourism.

absolutely
a
tourism
town
coming
from
our
traditions
and
our
identity?
As
you
know,
the
Greek
sponge
diving
community,
especially
down
on
the
Sponge
Docks
downtown
tarpon.
Those
historic
areas,
really
help
give
us
our
identity,
I
think
a
lot
of
times
with
tourism.
It's
not
as
simple
as
a
media
campaign
or
just
beautification
I.
Think
tourism
goes
deeper
even
to
some
projects
that
you
might
not
consider,
such
as
infrastructure.

know
keeping
our
roads
good,
keeping
our
roads
clean
the
biggest
one
being
the
dredging
I
think
the
aunt
Claire
ever
is
probably
our
most
important
tourism
aspect
here
in
Tarpon
Springs,
the
Anclote
dredging
per
year
brings
in
252
million
dollars
and
tourism
and
marine
related
commerce,
so
I
think
a
lot
of
our
infrastructure
issues
and
issues
you
you
wouldn't
quite
consider
to
be
tourism.
Issues
really
helped
form
our
identity
and
tarpon
springs.

In
Tarpon,
Springs
were
able
to
kill
Commodus
a
lot
of
things.
On
the
last
three
years,
we
were
able
to
complete
a
hundred
projects,
so
the
the
board
of
director,
the
Board
of
Commissioners,
as
well
as
a
staff,
will
work
very
well
together
to
do
that,
but
we
still
have
a
lot
of
more
work
to
do.
There
are
many
projects
with
that.
I
will
be
covered
under
my
on
my
closing
statement,
but
one
of
those
is
to
to
have
a
Senior
Center
for
our
seniors
as
well.

love
to
see
a
pool
in
this
town.

think
that
as
long
ever
do
but
I
would
love
to
see
our
infrastructure
better.

we
don't

what's
happening
until
it
rains,
and

to
really
emphasize
all

aspect

it

putting
dollars

infrastructure,

aging
pipes

we

costing

city

would

have
the
accountable
spending

prepared
mindset

be

too
often
we're
reacting
to
problems

often
it's
oh
the
streets
flooded.
