From YouTube: Board of Commissioners September 28 2021
Description
Regular Session
A
A
I
had
just
a
couple
announcements:
the
mayor
is
out
of
town
he's
in
greece,
making
the
sister
city,
presentations
and
meeting
with
the
sister
cities
that
are
new
to
the
city
of
tarpon
springs.
So
that's
why
I'm
filling
in
for
him
tonight
and
then
also
the
next
meeting
as
well.
C
We
give
thanks
for
the
work
done
by
our
commissioners,
our
mayor
and
vice
mayor
manager
and
all
elected
officials
in
serving
this
community
where
we
live
and
work
and
play,
may
you
be
grounded
in
the
values
of
both
civics
and
faith,
to
include
the
least
the
lost
and
the
last
for
all?
Are
our
neighbors
and
siblings
to
provide
resources
for
those
with
few,
if
many
mean,
if
any
means
to
ensure
care
is
available
for
all
in
need
of
it
to
remember
those
who
cannot
vote
the
homeless,
the
children,
the
earth,
the
creatures.
D
A
A
F
F
F
The
observation
started
in
1968
as
hispanic
heritage
week
under
president
lyndon
johnson
and
was
expanded
by
president
ronald
reagan
in
1988
to
cover
a
30-day
period,
starting
on
september
15th
and
ending
on
october
15th.
It
was
enacted
into
law
on
august
17
1988
on
the
approval
of
public
law.
100-402.
F
We
are
fortunate
here
in
tarpon
springs
that
the
hispanic
outreach
center
is
right
here,
and
I
hope
that
next
year
in
the
city
of
tarpon
springs,
we
will
do
a
proclamation
celebrating
the
hispanic
heritage
month.
So
we
let
our
sisters
and
brothers
of
hispanic
descent
know
how
proud
we
are
to
have
them
as
part
of
this
great
city.
F
H
Hello
good
evening,
my
name
is
diana
roman.
I
reside
at
5102,
dove
drive
in
newport
richie
and
I,
as
joanne
mentioned,
am
the
site
coordinator
for
the
intercultural
advocacy
institutes.
Hispanic
outreach
center
here
in
tarpon
springs.
H
So
therefore,
we
would
like
to
request
that
for
2022
hispanic
heritage
month
that
we
will
be
considered
for
the
proclamation
from
the
city
of
tarpon
springs
in
the
in
the
past
20
years.
We
have
received
a
proclamation
from
the
city
of
clearwater
and
also
from
the
county,
so
it
would
be
a
natural
progression
to
receive
one
from
tarpon,
and
I
appreciate
you
and
thank
you
for
letting
me
have
this
time
to
speak
on
behalf
of
the
hispanic
families
and
the
hispanic
outreach.
Thank
you.
I
I
And
especially
the
chairman
who,
in
all
my
years
he
seems
to
be
the
most
pro-development
chair
of
any
of
the
boards
that
I've
watched
and
yet
he
also
recognized
that
human
lives
are
more
valuable
than
dollars
in
development
and
he
didn't
want
to
have
the
blood
on
his
hands
of
voting
for
a
project
that,
after
all,
the
research
all
those
guys
did.
I
hope
you
watched
it.
I
mean
each
one
of
those.
I
People
asked
really
good
questions
because
they
did
research
about
the
traffic
and
they
were
all
concerned
about
it
and
they
all
came
to
the
same
conclusion
that
it's
a
death
trap.
Now
some
of
them
got
upset.
When
I
pointed
that
out-
and
I
you
know-
I
apologize
for
hurting
their
feelings,
but
if
you
vote
to
build
a
bomb
and
the
bomb
explodes
and
kills
some
people,
the
people
that
voted
for
that
bomb
bear
some
responsibility
there
and
this
bomb
is
about
to
blow
wide
up
it's
going
to
blow
up.
I
I
So
you
can
make
this
whole
thing
go
away.
You
can
make
all
these
late
night
meetings
go
away
and
you
can
make
me
go
away.
Just
do
the
right
thing.
Do
like
the
planning
and
zoning
board
did.
Do
some
research
look
into
the
actual
facts
of
the
matter
and
you
will
find
out
that
it
can't
be
built
safely.
I
I
I
J
Good
evening
mike
eisner
1515
riverside
drive,
I
need
to
bring
something
up.
There's
been
a
number
of
emails
back
and
forth
between
the
city
manager
and
commissioner
carr,
and
I
don't
know
if
people
know
about
it.
So
it's
been
going
back
and
forth
about
markers
and
sponge
docs,
and
could
you
hold
my
time
for
a
second,
I
didn't
know
if
you
were
listening
to
me,
so
I
did
go
back.
A
To
be
clear,
city
clerk,
you
hold
the
time
still
it's
a
public
comment
and
he
doesn't
discuss
when
the
time
is
to
be
held
or
not.
So
when
he's
speaking
his
time
needs
to
continue
to
be
going
taking
notes
is
one
different
thing.
Mr
eisner,
it's
great
to
see
you
again.
I
know
you
always
bring
encouragement
to
the
board,
so
please
go
on.
Thank
you.
J
I
only
bring
that
up
because,
usually
when
I'm
speaking
to
the
mayor,
we
do
have
eye
contact.
I
understand
you're
taking
notes.
Believe
me,
so
there
was
some
curriculum
to
go,
look
back
and
see
who
voted
and
what
they
said
on
this
particular
item.
So
I
wanted
to
speak
about
the
mayor.
J
Commissioner
donovan
wanted
to
go
back
to
the
drawing
board
for
the
bid.
These
were
things
that
were
written
here.
Commissioner
vaticodus
mentioned
that
it
might
even
be
illegal.
The
type
of
rfp
that
were
put
out
there
comments
were
ignored
and
300
residents
on
a
facebook
page
put
that
they
weren't
interested
in
this.
I
only
got
two
yeses.
J
Your
comment,
vice
mayor,
was
that
you
wanted
to
go
out
to
bid
again
with
the
exact
same
process
for
the
last
rfp
and
I'm
sitting
there
just
baffled.
So
bringing
that
up
is
this
the
best
way
we
could
spend
cra
money.
J
J
The
other
thing
I
would
like
to
bring
up
before
I
actually
sit
down
is.
I
am
very
against
people
that
are
designing
things
and
making
the
decision
for
them.
So
what
I
would
like
to
hear
and
see
is
more
public
art
committee
making
the
recommendations
of
what
goes
on
in
the
city
and
the
commissioners,
making
the
decision,
whether
it's
a
yay
or
nay
it
shouldn't
not
any
one
of
you
up.
J
J
We
have
flooding
problems
everywhere.
I'm
not
saying
that
the
cra
money
should
be
used
for
that,
but
we
do
need
to
make
sure
that
the
real,
serious
problems
that
are
affecting
the
residents
in
the
city
are
what
we
go
after
first
and
if
there's
money
left
over,
I
don't
mind
putting
a
railroad
arm
up.
It's
not
my
thing.
I
don't
care.
If
we
put
a
clock
up,
it's
again,
not
my
thing
whether
we
need
an
archway
going
into
dodecanese.
J
K
K
K
The
department
shall
work
with
local
governments
to
establish
appropriate
level
of
service
targets
for
multi-modal
mobility
and
system
design.
The
targets
shall
be
responsive
to
all
users
for
context,
roadway
function,
network
design
and
user
safety
signed
by
kevin
thibault,
like
I
think,
like
like
most
of
the
residents
of
the
city
and
probably
yourselves
the
most
serious
detractor
to
the
quality
of
my
life,
is
the
traffic
volumes
and
failing
level
of
service
on
highway
19..
K
K
K
So
this
is
the
information
I
have
to
offer
you
tonight,
but
I
also
want
to
give
you
a
little
call
to
action.
If
you
could
arrange
this,
I
think
it's
time
that
we
have
a
public
presentation
jointly
by
the
city
and
by
fdot
to
tell
us
what
their
plan
is,
to
improve
19
to
a
level
of
service
d
and
to
identify
the
resources
that
are
being
applied
to
this
issue
and,
finally,
to
give
us
a
target
date
for
when
it
might
happen
things
to
think
about
as
we
enter
the
month
of
october.
Thank
you.
K
A
Good
idea,
thank
you,
a
city
manager,
can
you
connect
with
a
state,
hooper
or
senate
hooper
and
representative
sprawls
and
see
if
we
could
set
up
a
meeting
for
something
like
that.
I
think
it's
important
to
maybe
draft
a
letter
to
the
state
and
request
some
funding,
because
I
know
there's
plans
south
south
of
here
that
impact
the
residents
as
a
whole.
So,
let's
connect
a
little
bit
further.
Please.
M
Good
evening
peter
delacas,
514,
ashland
avenue
and
two
things
I'm
going
to
be
discussing
tonight,
but
first
in
wednesday,
last
wednesday's
paper
where
it's
the
governmental
information
page
and
advising
the
public
about
various
hearings.
M
Two
hearings,
and
also
I
received
something
from
pinellas
county
that
they're
going
to
be
reviewing
their
comp
plan
and
asking
residents
also
to
participate
in
a
virtual
or
out
of
the
actual
meeting
site.
And
yet
we
here
in
tarpon
continue
to
rely
on
the
old
ways
we
had
previously
gone
to
where
we
used
emails
phone.
N
M
M
Over
the
last
few
months,
I've
been
attending
pastor,
kurt's
services
and
each
week
in
our
prayers.
We
have
various
prayers
not
only
for
the
land
and
the
environment,
but
for
also
you.
M
M
M
M
J
M
M
We
pray
for
the
whole
of
creation
that
plants
and
animals
have
the
habitat
and
resources
to
thrive
and
flourish,
inspire
us
to
protect
threatened
habitats
and
ensure
a
sustainable
future
for
generations.
To
come.
Lord
in
your
mercy
hear
your
our
prayers.
We
pray
for
individuals
in
positions
of
authority
raise
up
wise
and
discerning
leaders
in
federal
state
and
local
governments
and
guide
them
to
seek
the
benefit
of
every
person.
A
Seeing
none
I
do
want
to
follow
up
from
last
meeting.
There
was
a
public
comment
from
a
candidate,
that's
running
for
office.
Who's
announced
about
our
planning
director
and
the
city
manager
did
send
out
a
an
email
to
the
board.
After
the
meeting
the
following
day
after,
following
up,
I
believe,
with
hr,
but
in
2024
miss
vincent
resigned
in
good
standing.
A
There
was
no
issues
with
her
performance
or
or
any
ongoing
investigations,
or
no
reason
for
her
to
be
forced
to
resign
and
then
going
on
further
in
the
email,
her
leadership
of
the
planning
division,
since
her
return
proves
that
she,
this
was
one
of
the
best
hires
during
this
time.
A
The
claims
of
conflict
of
interest
and
other
accusations
spoken
by
the
candidate
is
without
merit.
So
I
do
want
to
say
I'm
happy
that
ms
vincent's
back,
I
do
find
it
unprofessional
at
times
when
we
have
a
candidate
coming
up
and
accusing
of
corruption
when
there's
no
corruption
or
no
evidence
there
for
an
individual.
That's
on
the
staff.
A
We
have
a
strong
staff
that
reports
to
the
city
manager
and
then
the
city
manager
reports
to
the
board
of
commission
and
we
report
to
you
all
as
residents,
so
I
do
find
it
disrespectful
when
we
have
a
candidate,
that's
coming
up
and
bashing
our
staff,
who
reports
to
the
city
manager,
who
has
a
heck
of
a
job
and
does
a
lot
of
hard
work
to
represent
the
residents
who
are
paying
her
a
check.
So
I
do
want
to
just
call
that
out
and
make
sure
that's
addressed
before
we
move
forward
tonight.
A
We're
going
to
move
to
the
consent
agenda
tonight,
item
1,
satisfaction
of
release
of
liens
item
2,
special

A
A
G
A
P
Yes,
this
was
brought
up
at
the
last
commission
meeting.
The
only
thing
that's
changed
with
it
is:
there
is
a
300
fee
to
to
be
on
the
board
for
joining,
but
we're
fully
capable
of
of
absorbing
that
into
the
budget.
So
that's
the
only
change.
We
were
going
back
and
forth
because
we
didn't
understand
one
of
the
things
came.
So
it
was
this
board's
commissioner
vaticus
had
volunteered
to
take
that
board
and
so
we're
bringing
it
forward
to
approve.
P
Commissioner
donovan
was
on
that
board
and
served
and
and
is
unable
to
now.
So
this
is
for
you
to
appoint
commissioner
vatikiotis
to
that
board.
A
Thank
you.
The
300
fee
to
be
sitting
on
the
board
is
a
unique
change.
I
would
say
so,
commissioner
donovan,
thank
you
for
your
service
on
the
board.
Commissioner,
patti
cody.
Thank
you
for
your
willingness
to
serve.
Are
we
gonna
we'll
go
to
public
comments
on
this
item?
Do
we
have
any
public
comments
on
this
item.
A
Seeing
none
we
will
go
to
board
comments.
Commissioner,
terry
panty
terpene,
commissioner.
O
Q
Yeah,
I
had
a
question:
I'm
not
sure
if
you
can
answer
it,
mr
city
manager,
I
think
we
got
an
email
today,
because
I
was
I
was
pretty
confused
over
the
300
thing.
I
don't
remember
seeing
that
at
a
meeting.
Q
I
think
it
doesn't
make
sense
logically
to
me,
because
the
government
agency
isn't
changing
hands.
It's
not
like
the
government
agency
didn't
have
a
seat
on
the
board.
It's
continuous!
It's
just
changing
the
representative,
so
it's
almost
as
if
it's
a
fee
just
for
changing
representatives
which
every
meeting
people
would
appoint.
You
know
fill-ins
or
stand-ins
or
designees,
and
it
was
constantly
changing.
Who
was
voting,
so
it
didn't
make
sense
to
me,
but
I
believe
we
got
an
email
today
that
stated
it's
going
to
be
a
new
policy
for
everyone.
Q
Can
you
confirm
that
mr
city
manager,
that
it's
not
it's
not
because
the
board?
It's
not
because
the
representative
is
changing
it's
just
because
they're
going
to
do
annual
300
fees
right.
P
It
is
new
for
everybody.
Yes,
we
got
the
confirmation
email
it's
in
the
backup
and
it
is
to
everybody
it's
not
just
for
us
because
we're
changing
stuff.
It's.
Q
Okay,
yeah,
because
I
was
I
was
scratching
my
head
at
that
one
as
well,
but
I
think
it's
just
going
to
be
board
wide.
An
annual
fee
after
budget's
been
approved.
Okay.
R
All
right,
thank
you.
I
just
for
the
record
I'll
also
be
serving
on
the
local
committee
as
well,
that
we
established
with
the
homeless
between
the
shepherd
center
and
also
the
city
of
tarpon
springs
and
a
couple
of
other
not-for-profit
organizations
in
town.
Thank
you.
E
A
S
Yeah,
thank
you.
Bob
robertson
project
administration
department
director
good
evening
for
this
item
we're
asking
the
board
to
approve
a
contract
with
diamond

corporation
for
the
dredging
of
the

of

The

the

for
the

and
the

we
are
asking
you

S
The
remaining
balance
can
be
paid
by
a
refund
we're
expecting
to
get
from
the
army
from
the
army
corps
of
some
of
the
contributed
funds
we
previously
paid
them.
So
with
that,
mr
vice
mayor,
I'll
stop
for
questions.
A
S
A
S
A
Okay,
are
there
any
publics
on
our
public
comments
on
these
items?
This
item?
Okay,
seeing
none
do
any
board
questions
for
mr
robertson.
Q
Yeah,
just
two
quick
ones
is
going
to
affect
the
timeline
at
all
just
jumping
on
this
contract.
No,
it
will
not
okay
and
then
second,
this
isn't
even
a
question.
Q
I
would
just
reiterate
the
importance
of
coordinating
with
the
local
marinas
boat
rentals
by
captain
jacks,
especially
when
we
do
the
turning
basin,
because
that's
something
where
you
could
have
dredged
work
being
done
and
then
boats
being
rented
out
to
people
that
have
never
driven
a
boat
before
so
just
just
to
give
them
a
heads
up
in
advance
and
work
with
them
on
that.
Thank.
S
R
R
There's
reference
to
the
army
corps,
contract
and
army
corps
contract
provides
the
services
we'll
be
getting
from
this
individual
or
the
corporation.
Also
there's
a
lot
of
other
things
in
the
army
corps
contract
that
we're
not
really
needing.
There's
one
pay
item
that
stuck
out
like
a
sore
thumb
to
me
anyway,
and
it
was
ninety
thousand
dollars
for
protected
species
observer
and
they
probe,
they
didn't
prorate
it.
R
Basically,
they
prorated
it
based
on
the
quantity
of
29
500
cubic
yards
for
us
and
25
000
for
the
federal
channel,
the
extended
turning
basin
of
29,
500
and
25
000
for
the
federal
channel,
and
so
they
multiplied
that
by
0.82
and
got
some
number.
R
S
R
Well,
you
may
have
answered
that.
I
I
had
an
issue
with
that.
Ninety
thousand
dollars
protected
species
observer
fee
and
it
says
per
job-
and
you
know
the
army
corps
is
giving
them
one
year
to
do
their
work.
How
much
time
are
we
giving
them
to
do
our
work.
S
Well,
this
portion
is
primarily
for
species
monitoring
manatees,
it's
a
permit
required
activity
and
it
requires
a
a
certified
individual
to
be
on-site
monitoring
during
any
dredging
activities
that
are
occurring.
So
you
know
when,
when
we're
we're
dredging
our
portion,
we
they
have
to
have
someone
there
monitoring
it.
When
the
army
corps
is
dredging
theirs.
The
contractor
has
to
pay
to
have
someone
there
monitoring
it.
So
it's
a
it's
a
cumulative
additive
function.
That's
why
it's
an
additive
bid
item
well.
R
Why
wouldn't
they
split
the
90
000
up
by
this
0.2?
In
other
words,
a
little
more
than
half
would
go
to
the
city
and
the
balance
of
the
90
000
would
go
to
the
army
corps.
I
don't
understand
why
we're
paying
ninety
thousand
dollars
twice
for
that
one
they,
as
far
as
I
know
they
didn't
even
have
they
didn't
even
know
about
this
contract,
the
extended
printing
base-
and
maybe
they
did
as
part
of
the
bid,
but
it
was
informal.
R
It
wasn't
part
of
the
bid
with
the
federal
contract
and
they
bid
90
000
over
that
one
year
period
and
they
didn't
know
how
long
they
were
going
to
be
dredging.
All
they
knew
was
when
they
dredged
that
somebody
would
have
to
be
there
and
it's
not
a
part-time
job
where
you
show
up
when
we're
dredging
and
you
can
go
away
when
you're.
Not
so
I
I'm
a
little
I'm
a
little
bothered
by
the
fact
that
90
000
is
a
lot
of
money.
R
I
mean,
especially
when
we're
having
to
make
up
a
hundred
and
thirty
seven
thousand
five
hundred
and
forty
nine
dollars
of
it.
Is
this
a
time
sensitive
contract
I
mean,
is
this
something
that
we
have
to
approve
tonight.
R
They're
not
eager
to
get
this
work.
They
just
feel
that.
S
They
are
eager,
of
course,
to
get
it
the
way
the
army
corps
wants
to
do
the
timing
on
this.
Is
they
want
to
get
this
work
done?
First,
the
extended
turning
basis.
R
R
S
Would
add
a
little
bit
to
that?
I
hope
hopefully
maybe
my
explanation
wasn't.
Maybe
it
wasn't
good
enough,
but
the
90
000,
that's
in
the
original
contract,
basically
covering
the
time
of
an
individual
during
the
per
the
time
that
they're
doing
in
dredging.
So
if
you
double
the
amount
of
dredging
you're
going
to
do
you're
going
to
double
that
expense,
you're
going
to
double
the
amount
of
time
hours,
you
have
to
pay
a
person
to
be
there
monitoring
for
manatees.
If
you
triple
it,
you're
going
to
triple
that.
S
R
Okay,
well,
I'm
going
to
defer
to
the
majority
of
the
commission,
but
I
just
have
a
problem
with
that.
I'd
like
to
hear
some
comments
on
that.
If
you
will.
The
other
question
I
have
is
that
there's
a
couple
of
things
that,
in
that
information
with
that
contract
that
were
kind
of
a
little
bit
of
a
surprise,
they
also
include
as
part
of
what
the
this
contractor
is
doing.
This
goes
back
to
making
a
request
as
part
of
this
item
as
well.
R
The
they're
they're
we're
going
to
be
paying
for
60
000
cubic
yards
of
fill
is
what
we're
going
to
be
paying
for.
In
total,
I
mean,
I
guess,
what
I'm
saying
is:
59
or
50,
45,
plus
6
000
are
going
to
bring
onto
the
site
so
we're
going
to
have
to
haul
off
60
000
cubic
yards
to
our
our
site.
This
is
different
than
than
the
actual
construction
for
restoring
the
dmma
site
to
its
original
condition.
S
So
the
60
000
is
the
construction
quantity
to
build
the
berms
and
most
of
that's
going
to
be
in
situ
from
the
existing
facility,
the
material
that
we're
going
to
pull
off
the
site.
Is
this
just
the
dredged
materials?
No.
R
To
the
that's
right
in
situ
and
then
we're
going
to
haul
off
a
total
plus
that
5
000
to
the
landfill,
thank
you
and
I
did
double
check
and
they
are
epa
trucks.
The
only
thing
I'm
going
to
ask
for,
and
it
really
relates
that
137
000
additional
money.
I
know
we're
really
optimistic
in
thinking
we're
going
to
relocate,
60
000
cubic
yards
of
fill
with
our
own.
You
know
internally,
I
I've
got
some
real
and
it
does
require
epa
trucks.
E
N
R
In
addition,
there's
a
about
two
hundred
thousand
dollars
of
riprap
that
they're
bringing
onto
the
site
that
we're
probably
going
to
have
to
relocate
as
well.
I
would
assume
that's
aligning
the
ditches
the
perimeter
ditches
so,
in
addition
to
this
137,
that's
going
to
be
coming
out
of
the
either
pineapple
pinellas
or
reimbursement
from
the
army
corps.
I'd
like
to
have
some
kind
of
an
accounting
as
soon
as
we
can.
R
As
far
as
what
all
this
other
cost
is
going
to
be
as
far
as
re,
restoring
the
disposal
pond
site
to
its
original
condition,
the
and
city
manager,
of
course-
and
I
don't
know
if
you've
got
the
answer-
and
I
know
you
corrected
me
on
this
one-
we
had
earmarked
about
six
hundred
thousand
dollars
right
well
before
we
thought
we
knew
we
were
going
to
get
the
state
grant
and
I
think
that
actually
was
less
about
400,
000
or
so
because.
N
R
A
Okay,
thank
you.
I've
got
a
couple
comments,
real
quick,
so
for
clarification
I
would
prefer
the
the
money
is
paid.
The
additional
138
000
is
paid
from
the
reimbursement
from
the
army
corps.
I'd
rather
keep
the
pending
funny
the
penny
money.
So
we
have
some
more
flexibility
to
use
that
penny
money.
I
think
that
makes
more
sense,
so
I
would
like
to
see
staff
do
that.
Secondly,
commissioner
vadakos,
I
think
you
bring
up
a
good
point.
I
was
looking
at
the
backup,
miss
lewis.
A
October,
23rd,
okay.
So
the
question
that
commissioner
vaticode
has
asked-
and-
and
maybe
we
have
to
give
a
suggestion
to
the
staff-
is
that
something
we
can
get
before
the
next
commission
meeting
to
have
before
our
next
meeting
that
answer
and
then
we
could
pretend
to
potentially
approve
it
at
that
point.
S
I
think
I've
answered
that
question
and
I
don't
think
we're
going
to
get
a
different
answer.
The
the
answer
is
that
they're,
going
to
tell
me
that
the
90
000
times
.82
is
is
a
number
that
they
need
to
provide
that
permit
required
function.
A
Okay,
so
it's
an
outsource,
ultimately,
what
they're
doing
they're
hiring
an
outsourced
firm
to
have
someone
sit
there
and
watch
for
manatees?
Yes,
if
there's
an
issue,
they're
told
a
cost
by
the
outsourced,
firm
they're,
probably
going
to
mark
it
up
a
little
bit
at
that
point
and
so
help
just
for
further
clarification
for
education
of
the
public.
The
turn
basin
is
the
same
amount
or
more
cubic
yards
than
the
whole
rest
of
the
dredge
right.
S
A
No,
I
I
get
it
because
it's
an
outside
firm,
that's
charging
us,
I
don't
think
they
have.
Probably
someone
dedicated
on
their
on
their
staff
to
watch.
Manatees
is
my
thing.
I'm
happy
is
there
any
other
comments
that
we
want
to
have
as
a
board
and
we
could
go
to
entertain
emotion.
Q
Yeah
just
to
just
to
touch
on
it
and
get
my
input.
I
appreciate
the
fight
for
every
dollar
for
sure,
but
I
see
this
as
an
absolute
win,
the
state's
covering
the
vast
majority
of
this.
At
this
point.
When
it
comes
to
the
dredge,
they
ask
us
to
jump,
I'm
going
to
say
how
high
I
just
I
want
to
get
it
done.
So,
I'm
not
in
the
mood
to
ruffle
the
army
for
army
corps
feathers.
A
Okay,
chair
will
entertain
a
motion.
O
D
P
O
S
S
This
one
also
thank
you
again,
bob
robertson
project
administration,
department,
director.
This
item
pertains
to
the
upcoming
whitcomb
bayou
area,
alternatives
analysis
as
the
board
directed
staff
proceeded
with
finalizing
a
scope
and
fee
proposal
with
cardinal
and
arcadis
to
conduct
an
alternatives,
analysis,
including
public
outreach,
and
to
develop
a
grant
funding
strategy.
The
full
scope
of
work
was
provided
in
your
backup.
S
We
are
bringing
this
item
to
you
to
request
your
approval
of
a
funding
option
for
this
fee,
either
through
penny
funds,
which
is
the
original
plan
or
through
american
rescue
funds.
The
city
manager-
and
I
believe
this
would
be
a
good
candidate
project
for
american
rescue
funds.
But
we
also
understand
that
the
final
allocations
of
the
city's
american
rescue
funds
hasn't
yet
been
decided.
So
we
thought
it
best
to
bring
this
forward
to
you
for
discussion
and
approval
before
moving
forward.
Mr
vice
mayor.
A
G
A
A
couple
things
I
do
want
to
point
out,
and
I
think
this
is
a
great
project,
so
thank
you
for
bringing
this
back.
I
know
the
staff
directed
city
manager
to
bring
this
back.
So
I
think
this
is
a
great
project
that
we're
doing
appreciate
you
bringing
this
back
forward
a
couple
things
I
want
to
bring
up.
I
do
think
it's
important
again
to
use
the
american
rescue
fund
funds
in
this
situation.
A
It's
less
than
one
percent
of
the
total
allocation
to
the
city
and
then
again,
there's
only
a
limited
amount
of
things
that
we
could
do
with
the
american
rescue
funds
compared
to
the
penny
fund,
so
94
000.
I
think
it's
wisely
spent
using
the
american
rescue
funds
instead
of
penny
funds
in
this
situation
and
I'm
looking
forward
to
this
project
getting
started.
A
P
The
one
thing
we
have
talked
to
the
county
about
is
on
the
human
side
of
the
money
and
stuff
and
and
working
with
them
and
being
involved
that
there's
something
that
they're
doing
county-wide
so
right
now,
only
the
human
aspect
of
the
american
rescue
plan
has
been
discussed
with
them,
but
we
will
be
discussing
in
the
future
and
also
we
will
be.
We
are
gathering
staff
ideas.
We
will
be
planning
for
citizen
input.
P
There
will
be
a
lot
going
on
for
the
american
rescue
fund
to
get
input
from
the
public
to
get
information
for
you
to
get
recommendations
from
staff
for
some
possible
uses
talking
with
the
county,
to
see
what
they're
going
on
we're
just
doing
this
now,
because
this
is
this-
is
right
for
the
funding.
So
it's
a
small
number.
So
that's
why
we're
bringing
to
you
just
now
before
we
bring
you
the
bigger
picture
that
is,
that
is
coming
and
we
are
working
on
so
there's
a
bigger
picture.
A
And
thank
you
for
that
comment.
Let
me
reiterate
my
question
a
different
way
with
the
the
what
can
buy
you
alternative
analysis
that
so
the
county
has
half
the
bayou
right
away
and
the
city
has
the
other
half.
Has
the
city
talked
to
the
county,
about
the
other
half
of
the
right-of-way,
with
any
project
with
arcadis
or
anything
along
those
lines?
That's
what
I
was.
A
Did
ask
for
public
comments
all
right.
Any
public
comments
on
this
item.
Please
come
forward
and
say
your
name.
J
Thank
you,
my
guys
in
the
1515
riverside
drive.
I
was
just
looking
for
clarification
on
the
whitcomb
bayou,
whether
this
was
going
to
be
a
survey
just
on
the
martin
luther
king
spring,
or
was
it
going
to
be
on
the
entire
whitcombe,
because
we
have
flooding
every
single
spot
around
it
and
whatever
isn't
flooded
now
seems
to
be
ready
to
flood.
So
I
was
just
curious
on
the
clarification
that
was
what
I
was
looking
for.
Thank
you
thank.
A
I
don't
know
what
button
number
two
is.
Commissioner,
tear
panty
thanks.
S
Sure
so
what
the
board
approved
last
time
was
doing
a
study
here
to
of
an
alternatives.
Analysis
come
up
with
multiple
solutions
for
some
of
the
flooding,
that's
seen
in
the
whitcomb
bayou
area.
Okay,
those
alternatives
will
be
presented
to
the
public
for
input.
How
many?
However
many
alternatives?
We
come
up?
Presumably
three.
I
think
it's
three.
It's
in
the
scope,
an
ultimate
selection
of
an
improvement
alternative,
we're
gonna,
narrow
it
down
to
one
that
everyone
likes.
That's
the
idea,
then
we're
gonna.
S
Take
that
one
idea,
depending
on
what
the
nature
of
that
idea
is,
there's
different
funding
strategies
for
for
different
approaches,
so
take
whatever
that
idea,
winds
up
being
match
it
up
with
the
right
grant,
funding
strategy
and
then
work
to
put
together
the
work
to
put
together
the
grand
application
for
that
particular
grant.
That's
what
this
covers.
S
That
may
be
part
of
it,
but
it's
not
specifically
designed
to
address
the
aesthetics
or
any
any
of
that.
It's
designed
to
address
the
need
to
handle
the
flooding,
including
all
the
road,
all
the
way
up
spring,
and
if
the
rip
rap
needs
to
be
part
of
that
project,
it
will
be.
But
it's
that's
part
of
what
the
alternatives
analysis
is
going
to
look
at
is
trying
to
find.
What's
going
to
be
the
right
answer
for
this
area,
because
we've
all
struggled
with
what
to
do
with
that
area.
G
D
So
the
scope
of
service
includes
over
the
humpback
bridge
and
around
what
come,
what
can
buy
you
or
no
yes
to
carolina
or
where.
S
Obviously,
for
their
part
too,
and
try
to
figure
out
a
good
way
to
coordinate
with
the
county,
that
part
is
still.
D
My
observation
is
this:
I
would
just
say
that
in
the
in
the
last
year
we
have
deferred
to
more
consultants
than
we
have
in
the
last,
probably
seven
or
eight
years,
and
I
think
that
that
can
be
a
little
bit
of
a
slippery
slope
in
terms
of
just
deferring
deferring
deferring
and
not
making
a
decision
up
here
as
a
board
so
to
spend.
D
I
think
that
the
flooding
issues
are
concerning.
So
I'm
you
know
I'm
okay
with
that,
because
I
think
it's
important
and
I
don't
know
that
we
have
the
expertise
up
here
as
a
board
to
address
the
flooding
on
our
own.
But
as
an
observation,
I
would
say
that
we
have
hired
more
consultants
in
the
last
year
than
many
many
years.
S
Mark
I
need
help
on
that
one.
I
don't
know
what
the
number
is.
P
Q
P
Right
now
we're
going
each
of
our
departments
are
submitting
things
to
us
where
we're
working
on
getting
that.
So
when
we
present
to
the
board,
we
have
the
ideas
from
the
different
departments
for
our
discussion
with
the
board
and,
of
course,
then,
to
also
involve
you
know
what
the
public
brings
forward.
Okay,.
Q
Yeah
I'd
be
okay
to
take
this
off
the
top.
I
just
I
I
don't.
I
don't
feel
good
about
doing
this
again
in
the
future
until
we
kind
of
laid
out
our
plan
for
how
we're
going
to
attack
it.
Just
because
it's
such
a
big
amount
of
money,
I
don't
want
to
piece
it
out.
Okay,
we
can
do
some
here.
We
can
do
some
here.
Q
I'd
like
to
have
a
more,
I
guess,
structured
approach
to
how
we're
going
to
go
about
using
it,
what
we're
going
to
be
using
it
for
so
for
this,
just
because
it's
it's
for
flooding
and
it
needs
to
be
done.
I'm
I'm
comfortable
spending
this
amount
of
money
using
either
of
the
funds,
but
just
moving
forward
in
the
future.
I
don't
really
want
to
touch
the
the
arf
before
we've
got
some
sort
of
planned
how
to
use
it.
R
R
S
R
R
All
right:
well,
you
know
that
I
mean
I'm
not
sure
why
we're
parsing
all
this
out
again.
Why
are
we
doing
with
the
intersection
without
knowing
what
we're
going
to
be
doing
with
the
rest
of
whitcomb
as
well?
I
mean
I
just
don't
understand
why
we're
spending
money
like
that
without
understanding
the
bigger
picture.
R
The
way
arcadis
is
going
to
put,
I
understand
what
you're
saying
so
I
don't
have
an
issue
with
bob,
but
I
don't
understand
why
we're
doing
that
and
we're,
and
I'm
not
too
crazy
about
using
the
arpa
funds
for
this
either
right
now,
I'd
like
to
have
that
money
be
reserved
until
we
actually
find
out
what
we
should
be
spending
it
on
as
a
matter
of
priorities.
R
I
understand
the
use
of
arcadis
in
this
particular
case
because
of
the,
and
it's
got
nothing
to
do
with
cardinal,
but
the
sign
of
a
good
engineering
firm
is
to
know
that
it
doesn't
have
the
particular
skills
in
some
areas,
so
they
go
seek
help
it's
not
it's
it's
a
bad
engineering
firm
when
they
don't
tell
you
about
that
and
they
think
that
they
can
do
it
and
then
all
of
a
sudden
we've
got
a
quagmire
mess
on
our
hands.
R
So
I
appreciate
what
cardinal's
done
in
this
in
our
arcadis,
but
in
the
past
has
been
demonstrated
to
be
an
expert
in
this
field.
So
I
appreciate
that
and
and
again
I'm
not
an
expert
in
sea
level
rise
and
inundation.
R
So
I
I
mean
I
I
want
to
move
forward
with
this
94
000,
I'm
not
crazy
about
moving
ahead
with
the
design
of
elevating
the
intersection,
without
even
knowing
what
we're
going
to
be
doing
here.
First
and
it's
like
we're
going
to
inherit
something
that's
going
to
have
to
be
fit
into
this
overall
progress
program.
Whereas
of
right
now,
we've
got
a
blank
canvas
that
we
could
be
working
with
and
let
them
come
up
with
an
integrated
approach
to
this,
rather
than
having
to
work
around
an
elevated
intersection.
R
So
let
me
let
me
just
that's
my
comment
with
commissioner
donovan
as
far
as
the
use
of
funds
and
and
why
I
thought
we
still
have
that
130
000
out
there.
R
I'm
not
sure
what
in
on
task
two
technical
feasibility
assessment,
structured
meeting
with
city
and
our
stakeholders.
What
what
do
they
mean
by
stakeholders
and
that.
R
In
so
the
idea
behind
this,
what
we're
doing
tonight
is
to
approve
the
concept
of
how
to
move
forward
and
then
they'll
flesh
out
the
details
as
far
as
the
stakeholders
and
who's
involved
in
everything.
Is
that
correct?
Exactly
okay
on
task
four
funding
strategy
review
the
city's
list
of
projects
in
the
most
recent
cip,
close
collaboration
with
the
city?
S
R
When
is
that
it's
task
number
five
and
I'm
not
sure
that
these
are
sequential,
in
other
words,
so
this
could
happen
before
yes
task
two
or
something
like
that.
Okay,
all
right
and
then
the
timeline
that
was
given
in
arcadis's
information
was
12
months.
Is
that
12
months
total?
Is
it
each
of
those
tasks
could
be
concurrent?
So
we
could
see
something
a
lot
less
than
12
months.
S
R
Less
than
yeah,
but
no
longer
than
12.,
yes,
is
that
a
fair
way
to
reply?
All
right?
That's
fine!
Do
you
know
a
fan?
How
much
money
we've
spent
on
that
out
of
that
130
000?
No,
I
don't!
Okay,
I
I
I'm
going
to
prove
moving
forward.
I've
got!
I
would
like
to
approve
it
in
without
it
connecting
to
the
arpa
funds
and
then
let
the
city
manager
come
back
unless
the
commission
feels
that
using
the
the
opera
funds
is
okay,
the
stimulus
funds
are
okay,
I'll
defer
the
commission
on
that.
R
I'd
like
to
just
preserve
that
amount
and
see
what
we're
going
to
do
with
resident
input
as
well
before
we
start
eating
away
at
it.
A
little
bit.
Also
I'd
like
to
have
reconsideration
of
that
spending
that
hundred
and
thirty
thousand
dollars
on
elevating
that
intersection
until
we
learn
more
of
what
this
project
is
going
to
be
and
how
it's
going
to
evolve
and
make
sure
we
don't
just
based
on
task
4
create
an
issue
when
it
was
unintended
too
as
part
of
this
project.
Thank
you.
A
Thank
you.
I've
got
a
couple
more
questions,
bob
just
for
clarification,
so
this
is
the.
What
can
bayou
area
is
that
south
spring
around
to
like
carolina
area
that
doesn't
incorporate
east
of
south
spring,
then.
A
So
east
of
south
spring,
like
into
the
roads
at
all,
that
go
in
the
east
of
south
springs.
So
if
it's
lime,
lemon
mlk,
hibiscus
or
anything
like
that,
correct.
S
A
So
a
couple
things
that
I
do
think
it's
important
to
try
to
address
is
that
obviously
those
roads
are
connected
to
that
by
you,
but
then,
on
the
other
side
outside
of
the
county
portion
of
the
bayou
like
where
cleveland
goes
in
the
golf
road
and
where
golf
road
goes
into
well,
it's
technically
gulf
road
is
county
road
also,
but
where
golf
road
goes
into
whitcomb,
it
tends
to
flood
there.
Sometimes
it
floods
over
by
the
church
and
also
at
cleveland
and
gulf
road.
A
It
floods
too,
and
that's
city,
cleveland
city,
golf's,
county
and
the
half
of
wood
campus
county
also,
but
I
do
think
it's
important
to
try
to
incorporate
part
of
the
other
bodies
that
flood
that
also.
I
just
think
it's
important
to
incorporate
that.
Secondly,
does
this
have
to
be
done
to
apply
for
the
grant
of
like
the
six
billion
dollars?
That's
out
there
for
the
federal
money
like
this
is
to
get
move
towards
that
grant
application
right?
Yes,.
A
S
A
Okay,
I
just
want
to
confirm
that's
the
case
that
this
setting
needs
to
be
done.
That
way,
like
I
reiterated
earlier,
I
think
it's
important
to
at
least
communicate
with
the
county
see
if
we
could
work
with
hand
in
hand
if
they
could
do
something
similar
and
apply
for
a
similar
grant
on
the
whitcomb
bayou
side,
where
they
have
jurisdiction
over
and
golf
the
golf
road
side,
but
I
do
think
it's
important.
I
think
we
could.
I
think
we
could
use
it's
like.
A
I
said
it's
less
than
one
percent
of
the
american
rescue
funds
money
and
then
the
penny
money
gives
us
opportunities
to
do
some
more
capital
improvements
that
we
may
not
have
with
the
american
rescue
fund.
So
with
that,
we'll
cheryl
entertain
emotion,.
Q
D
Q
American
rescue
funding,
okay
motion
to
approve
using
american
rescue
funding.
Q
A
Vice
mayor
carr,
yes,
okay
at
7,
36
we're
going
to
move
to
the
public
hearing
portion
of
the
meeting,
the
port,
the
items
that
we
haven't
covered
yet
and
the
special
consent
will
come
back
to
after
the
public
hearing.
As
a
reminder,
ordinance
item
number
12,
ordinance,
2021-14
amending
section
191.019
of
the
land
development
code
relating
to
a-frame
signs
has
been
deferred.
The
first
reading
has
been
deferred
to
november
2nd
2021.,
let's
see
so
we're
going
to
move
to
resolutions,
and
this
is
item
13.
A
E
Yes,
vice
mayor,
this
is
a
resolution.
2021-53
resolution
of
the
board
of
commissioners
of
the
city
of
tarpon
springs
florida,
approving
application
number
21-106
requesting
conditional
use
approval
to
allow
for
an
auto
sales,
slash
rental
establishment
at
229
east
lemon
street
in
the
four
I'm
sorry,
the
t4b
transact
zone
of
the
special
area
plan
providing
for
findings
providing
for
conditions
and
providing
for
an
effective
date.
E
This
is
a
quasi-judicial
proceeding
where
the
board
of
commissioners
acts
in
a
quasi-social
rather
than
a
legislative
capacity
at
a
quad
judicial
hearing.
It
is
not
the
board's
function
to
make
law,
but
rather
to
apply
law
that
has
already
been
established
in
a
quasi-judicial
hearing.
The
board
is
required
by
law
to
make
findings
a
fact
based
upon,
based
upon
the
evidence
presented
at
the
hearing
and
apply
those
findings
of
fact,
a
previously
established
criteria
containing
the
code
of
ordinances
in
order
to
make
a
legal
decision
regarding
the
application
before
it.
E
The
board
may
only
consider
the
evidence
at
this
hearing
that
the
law
considers
competence
substantial
and
relevant
to
the
issues.
If
the
competent
substantial
relevant
evidence
that
the
hearing
demonstrates
that
the
applicant
has
met
the
criteria
established
in
the
code
of
ordinances,
then
the
board
is
required
by
law
to
find
in
favor
of
the
applicant.
By
the
same
token,
if
the
competent,
substantial
and
relevant
evidence
at
the
hearing
demonstrates
that
the
applicant
has
failed
to
meet
the
criteria
established
in
the
code
of
ordinances,
then
the
board
is
required
by
law
to
find
against
the
applicant.
E
N
E
D
G
E
U
Thank
you
good
evening.
Vice
mayor
and
commissioners,
renee,
vincent
planning
and
zone
director.
This
is
application
21-106.
This
is
a
conditional
use
application
for
a
project.
Well,
okay,
let's
see
turn
it
on
right.
There
we
go.
Let's
try
that
all
right
conditional
use
application
for
property
at
229,
east
lebanon
street,
which
is
the
northwest
corner
of
south
ring
and
east
lemon.
U
You
may
have
noticed
that
the
building's
been
undergoing
renovations
over
the
last
several
months
that
was
approved
by
the
hpb,
so
this
tenant
is
seeking
to
go
into
this
establishment
and
they
are
the
the
use
being
requested
is
actually
for
a
golf
cart.
These
are
street
legal
golf
carts,
the
golf
court,
rental
business
and
so
the
closest
approximation
that
we
really
had
for
this
under
the
smart
code
in
this
particular
t4
district
is
auto
sales
and
rental
establishments.
U
So
we
did
feel
it
was
appropriate
to
run
this
as
a
conditional
use
for
the
board's
consideration.
Again.
These
are
the
the
areas
of
operation,
the
applicant's
done
a
very
good
job
of
outlining
their
proposed
business
plan
and
how
it
will
operate.
They
are
proposing
a
you
know:
10
10
vehicle
fleet.
If
you
will,
they
will
be
required
to
put
in
a
two-hour
firewall
separation
interior
in
the
building
and
that's
they
they're.
I
think
already
planning
to
do
that.
Let
me
skip
through
a
little
bit.
U
This
is
the
site
plan
showing
the
portion
of
the
building
that
will
be
occupied,
so
they'll
take
their
access
off
of
rain.
The
carts
will
be
stored
inside
they
have
a
good
plan
for
their.
You
know
how
their
business
will
operate
just
by
way
for
anybody,
that's
interested.
They
will
have
the
area
of
operation.
U
These
you
know
as
rentals
from
from
this
organization
and
they'll
have
you
know
they
have
a
training
program
for
their
renters
so
that
they
know
where
to
operate
and
rules
of
the
road
and
things
of
that
nature
under
conditional
use
review
criteria.
We
did
review
it
for
the
seven
required
conditions
of
review
and
we
found
no
issues
with
any
of
those.
U
The
planning
and
zoning
board
did
review
this
at
their
meeting
on
september
20th
and
recommended
approval
by
unanimous
vote
and
staff
recommendation
is
to
approve
this.
As
it's
presented.
We
don't
have
any
conditions
of
approval
in
the
resolution,
so
it's
just
a
straight
recommendation
for
approval
and
if
there's
any
questions
I'll
be
happy
to
answer
them
and
if
I
can't
the
applicant
is
here
so.
E
A
E
V
Jean
marie
oregon
1607
gulf
road
tarpon
springs.
I
don't
really
have
a
formal
presentation,
but
I
would
just
like
to
make
maybe
a
statement
about
the
business.
So
when
we
travel
to
tourist
spots
around
florida
and
other
places
oftentimes,
you
see
these
types
of
businesses
and
we
live
in
such
a
beautiful
town.
We've
lived
here
for
over
20
years.
V
We
thought
why
not
tarpon
springs,
so
we
were
hoping
that
we
could
open
this
business
and
people
could
enjoy
the
beaches
and
the
bayous
and
the
scenic
beauty
of
the
town
in
an
open
air
street
legal
cart
and
then
maybe
stop
in
for
lunch
or
shopping
at
the
sponge
docks
and
the
same
with
downtown.
So
we
think
the
downtown
location
is
perfect.
V
V
Have
our
own
golf
cart
street
legal
golf
cart
and
we
get
positive
feedback
from
people
around
town,
we're
seeing
more
and
more
of
them
all
the
time
by
residents
of
the
town
and
people
are
always
asking
questions,
so
I
think
it's
something
that
would
be
well
received.
I
put
a
minimal
account
out
on
google,
a
business
account
and
there's
not
a
lot
of
information.
V
V
We
received
positive
feedback,
as
ms
vinson
said
at
the
two
hearings
that
we've
had
and
we're
really
excited
to
get
started
and
I'm
hoping
that
you
are
excited
for
us
and
that
we
can
make
people
stay
in
tarpon,
more
enjoyable
and
maybe
last
longer,
and
then
they'll
go
home
and
tell
people
about
it
and
we'll
have
more
people
come
here.
V
So
I'm
happy
to
take
any
questions.
Any
questions
vice
mayor.
A
Thank
you
for
wanting
to
put
your
business
here
in
tarpon
springs.
It's
great
to
see
something
like
this.
A
couple
quick
questions
to
confirm
these
were
fully
licensed
drivers
that
would
be
running
these
right.
V
Yes,
so
we
have
an
insurance
company
that
is
very
strict
about
what
we
can
do.
They
have
to
be
21
years
old
driver's
license
major
credit
card.
They
have
to
have
their
own
car
insurance.
V
Legal
with
all
fully
decked
out
with
department
of
transportation
requirements,
there
are
state
requirements
in
florida
for
what
you
have
to
have
to
be
driving
one
of
the
or
to
be
riding
in
one
of
these,
and
they
can
only
go
on
roads
that
are
35
miles
an
hour
or
less.
So
that's
how
we
came
up
with
the
loop.
Our
insurance
company
also
wants
us
only
within
a
10
mile
loop,
which
is
perfect
in
tarpon
because
from
downtown
around
the
bayous
to
the
beaches
and
the
sponge
stocks
is
pretty
much
10
miles
yeah.
So.
V
Well,
we're
working
with
the
landlord.
They
are
refurbishing
that
building
right
now
and
they're
doing
some
of
the
things
the
city
suggested
that
we
do
and
I
believe
he
has
a
meeting.
The
landlord
has
a
meeting
with
people
in
the
city
two
days
from
now
to
finalize
that,
and
so
we're
hoping
as
soon
as
I
know,
that
date
will
be
ready.
I'm
I'm
almost
ready
to
take
possession
of
the
golf
carts
and
I'm
hoping
sometime
in
november.
V
R
I
it
makes
me
feel
good
to
hear
you've
been
here
for
20
years
and
reaching
out
to
do
something
brand
new
in
tarpon
springs
like
this.
That's
really
great.
I
very
much
appreciate
that
to
be
creative
initiative
and
also
to
invest
in
our
community
too.
So
thank
you
for
that.
R
V
Well,
we
have
a
relationship
with
the
dealer.
These
are
brand
new
and
they're
under
warranty,
for
I
believe,
two
years
and
then
the
batteries
themselves.
These
are
lithium
battery,
are
under
warranty
for
five,
so
they
will
be
helping
us
with
that
in
the
short
term,
and
hopefully
we
build
a
relationship,
that's
good,
and
we
can
continue
to
do
that.
We
bought
them
in
palm
harbor.
So
it's
not
far
away.
R
V
There's
a
maintenance
schedule
like
any
other
vehicle
that
comes
with
the
in
the
dealer's
manual
and
certain
things
or
things
that
we
can
do
you'll
do.
V
Any
serious
work
or
annual
inspections
or
whatever
will
go
to
the
dealer.
R
Okay,
yeah
they're
not
complicated
to
deal
with
the
the
any
any
sales
accessories
or
for
golf
carts
or
anything
like
that.
Just
strictly
rental.
R
R
V
R
And
I
do
think
that
they're
increasing
in
number
and
it
kind
of
makes
me
feel
good
because
you're
not
driving
around
town
in
a
big
car,
taking
up
all
these
big
parking
spots
and
stuff,
like
that
very
lot
easier
to
find
parking
spaces
for
and
easier
to
get
around
town
as
well.
I
I
think
you
were
up
here
once
before,
and
I
had
all
my
other
questions
and
other
questions
that
the
commission
had.
So
I
don't
have
anything
else.
Thank
you.
E
A
A
M
I've
happened
to
hear
their
presentations,
not
only
at
a
previous
meeting,
but
the
trc
and
here
and
they're
filling
a
gap
that
I
know
I've
asked
for
when
I
was
on
the
board-
and
I
still
see
a
deficiency
in
this
and
how
to
get
people
out
to
the
beaches
in
howard
park.
M
W
E
A
Thank
you.
The
chair
will
entertain
a
motion
motion
to
approve.
G
A
I
just
have
a
quick
one.
I
know
chemistry
terrapin,
you
recuse
yourself.
I
recall
that
orange
cycle
and
ella's
used
to
be
like
a
car
dealership.
At
one
point,
do
you
recall
that,
like
back
in
the
early
1900's,
it
was.
A
Tarpon
chevrolet
inside
and
they
had
the
cars
inside
so
and
there
is
some
history
there
of
having
an
old
car
dealership
in
downtown
tarpon
springs,
and
so
I
just
want
to
bring
up
the
history
that
it's
a
pretty
neat
thing
to
see.
Another
quote-unquote
car
rental,
individual
business
coming
into
an
inside
setting
of
a
building
in
downtown.
So
it's
coming
full
circle
from
probably
a
hundred
years
ago.
So
roll
call.
A
A
G
O
A
R
Yes,
basically,
when
we
submitted
the
list,
I
had
added
a
little
bit
of
language
to
my
memorandum,
identifying
the
fact
that
the
25
number
is
somewhat
arbitrary
and
I
actually
had
conversations
with
the
city
manager
as
well,
because
I
did
a
lot
of
hand
wringing
trying
to
fit.
R
Who
I
thought
would
be
good
on
that
list
of
five,
and
I
listed
a
couple
of
alternates,
and
I
thought
maybe
that
if,
if
more
than
one
commissioner
say
listed
the
same
person
as
an
alternate
that
in
fact
they
were
having
the
same
challenge
of
trying
to
put
five
on
their
list
as
well,
and
that,
quite
frankly,
that
alternate
that
had
been
selected
by
at
least
two
should
be
on
that
list
as
well
and
and
then
of
course,
the
one
thing
that-
and
I
think
the
list
is
actually
pretty
good.
R
I
I
was
a
little
surprised
and
that
wasn't
sure
how
it
was
going
to
turn
out.
But
we've
got
a
very
good
broad
cross-section
of
the
community
represented
except
for
one
area,
and
that
was
the
working
waterfront.
And
that's
when
I
had
identified
ms
russell
as
a
prospective
member.
I
had
not
heard
back
from
her
by
the
time
I
submitted
my
my
list
site.
R
I
actually
added
her
as
an
alternate,
so
I
would
like
the
commission's
consideration
to
add
mrs
russell,
mr
dilakis,
who
is
an
alternate
on
the
mayor's
list
in
my
list
and
then
also
ms
lisa
fatlitus.
The
principal
of
tarpon
springs
high
school,
who,
I
believe,
was
a
an
alternate
on
commissioner
donovan's
list,
and
I
think
it
was
vice
mayor
carr.
Is
that
correct?
That's
america
yeah,
so
those
would
be
the
three
that
I
would
like
to
ask
consideration
for
being
added,
as
as
prime
stakeholders.
Thank
you.
X
Good
evening
mayor
commissioners,
robin
sanger,
1630
lonesome
pine
lane
tarpon
springs.
I
noticed
a
couple
of
missing
links
in
this
list
myself
and
it
directly
relates
to
who
we
heard
from
earlier
the
hispanic
outreach
center.
X
We
know
that
there's
wisdom
in
the
community,
but
it's
quite
common
for
folks
to
look
to
who
they
know
and
put
them
on
the
list-
that's
totally
understandable.
X
So
my
suggestion
is
maybe
it's
time
to
expand
our
horizons
to
meet
some
new
people,
maybe
connect
with
mrs
roman
and
see
who
might
be
in
the
community
who
has
no
voice.
At
this
point
we
could
also
think
about
the
disability
community,
other
people
of
color
and
just
bring.
If
we're
looking
for
a
diverse
stakeholders
group
we
need
it
to
be
diverse
and
representative
of
who
lives
here
in
tarpon
springs.
I
know
that
the
sustainability
committee
is
looking
for
more
public
input,
we're
going
to
be
seeking
more
and
more
of
that.
A
Is
there
any
other
public
comments
on
this
item
sing.
None.
Commissioner,
terry
penny,
give
me
comments.
D
A
Okay,
I
forgot
to
comment
also
on
this,
so
just
for
clarification,
we
set
a
criteria,
I
believe
last
meeting
it
was
and
the
criteria
was
to
pick
five
individuals
with
a
couple
alternates
the
alternates
are
listed,
for
I
mean
what
commissioner
terry
payne
talked
about.
Someone
can't
serve
so
someone
isn't
interested
et
cetera.
So,
at
the
end
of
the
day,
we
set
the
criteria,
five
individuals,
each.
I
believe
if
we
adjust
the
criteria
now,
it
would
not
necessarily
I'm
not
in
favor
of
adjusting
your
criteria.
That's
where
I
stand
right
now.
Q
Yeah,
thank
you
vice
mayor
yeah.
My
issue
with
this
as
well
is
that
we
we
had
a
set
list
of
criteria
and
I
was
making
my
decisions
based
on
that.
If
we
discussed
it
in
advance-
and
we
said
oh
well-
six
people
or
oh,
maybe,
if
they're
common
they
can
continue,
then
maybe
we
would
have
chose
people
that
okay.
Well,
maybe
I
think
this
person's
gonna
be
more
uncommon.
We
can
get
more
people
on
there,
so
I'm
not
necessarily
in
favor
of
prioritizing.
Q
Q
Something
I
would
be
open
to
discussing
would
be
just
changing
it
across
the
board
and
saying
you
can
each
every
person
can
pick
one
more
alternate
and
then
you
can
pick
that
person
as
an
alternate
or
two
more
people
as
an
alternate,
so
I'm
not
necessarily
against
expanding
it.
If
you
want
to
say,
let's
do
a
blanket,
everybody
pick
one
more
person
and
then
you
can
pick
one
of
those
people
if
you
feel
like
they
should
be
on
the
board.
Q
R
Yeah,
I
again,
I
think
the
number
25
is
arbitrary.
I
think
that
our
whole
objective
is
here
is
to
have
a
strategic
plan.
That's
created
by
the
residents
of
tarpon
springs.
I
appreciate
what
ms
sanger
says.
R
I
fully
agree
that,
if
there's
gaps
and
holes
and
what
we've
selected,
we
need
to
expand
on
it
and
if
the
commission's,
not
interested
in
and
adding
anybody
this
evening
and
and
city
manager,
liquor
says,
is
miss
vincent
here.
Oh
there
you
are.
Let
me
ask
ms
vincent
a
question
on
this
miss
vincent.
What's
the
time
I
know,
you've
already
sent
an
email
out
to
the
stakeholders.
Is
that
correct.
U
The
the
strategic
planning
consultants
have
they're
the
ones
setting
that
up,
so
I
don't
know
if
they've
actually
sent
out
the
the
registration
yet
I
believe
they
have,
but
I
have
a
phone
call
with
them
later
this
week
to
kind
of
see
where
they're
at
so
I
don't
know
if
it's
already
gone
out
or
not.
R
How
critical
is
the
timing
I
mean,
could
we
come
back?
Is
it
october
12th
is
our
next
meeting?
Could
we
come
back
with
october
12th
with
another
way
of
adding
or
or
is.
U
U
Have
a
schedule
that
really
kind
of
was
supposed
to
begin
this
week
and
it
was
like,
I
think,
only
like
a
two-week
window
to
do
the
interviews
and
get
those
done
so
that
that
they
that
can
then
inform
the
the
community-wide
survey
that's
going
to
take
place,
so
they
are
in
a
bit
of
a
time
crunch.
U
You
know
I'll
just
throw
out
a
suggestion
for
the
board's
consideration.
You
know
they.
May
you
know,
I
don't
know
that
they
have
actually
secured
every
person.
That's
that
we've
given
them.
So
as
they
you
know,
come
to
the
point
of
you
know.
If
somebody
doesn't
respond
within
a
timely
manner,
they
can
go
to
an
alternate.
They
have
already
had
that
list.
R
U
R
Is
there
going
to
be,
I
know
on
somebody
in
these
plans
every
now
and
then
you
just
don't
wait
until
the
very
end
and
say:
okay,
here's
the
document.
I
know
at
some
point
there's
got
to
be
progress
reports
where
there
may
be
some
problems
or
issues
that
they've
identified
that
well,
you
know,
we've
got
everybody,
but
you
know
we're
really
missing
here.
We've
heard
some
comments,
but
they
weren't.
R
Really
they
didn't
have
that
expertise
to
talk
about
that
certain
some
segment
of
the
community,
some
area
of
town
we
could
actually
add
to
that
later
on-
is
that?
Do
you
think
that
would
be
a
possibility.
U
R
Here's
what
I'm
looking
for
maybe
this
would
help
there's
not
support
for
adding
anybody
this
evening.
R
So
if
you
could
at
least
check
with
them
on
that,
I
don't
have
a
problem
with
leaving
as
it
is
this
evening,
but
I
would
like
to
get
some
feedback
from
them
that
if,
if
there
is
some
issue,
that's
identified
in
this
regard
that
we
would
have
an
opportunity
to
to
get
that
expertise
on
the
stakeholders
list.
Sure
is
that
c
management
course.
Yes,
okay,
okay,
vice
mayor
carr,
that
would
be
my
recommendation.
A
Okay,
I
will
enter
open.
The
chair
entertain
motion.
A
R
R
Q
Q
R
They'll
be
coming
to
us
with
a
progress
report
I
would
suspect,
and
if
they
say
that
we've
got
a
little
bit
of
an
issue
in
putting
this
together,
we
could
use
a
couple
more
interviews
here
and
there
around
town
to
get
a
better
understanding
of
what
the
what
what
we
need
to
do
as
far
as
creating
this
the
strategic
plan.
That
would
be
something
that
we
could
expand
our
stakeholder
list
at
that
time.
O
L
R
L
O
R
I
get
some
clarification
before
the
vote
point
of
order,
just
without
any
opportunity
for
changing
it
in
the
future.
R
G
G
A
A
This
was
brought
to
my
attention.
I
believed
the
board's
attention
a
couple
months
ago
by
an
individual
from
news
channel
8,
who
was
representing
a
I
believe,
a
resident.
It
was
an
individual
as
a
widow
who
lost
her
husband,
I
believe,
or
a
daughter.
I
can't
remember
which
one
it
is
and
the
individual
passed
away,
and
since
there
was
no
destiny
or
beneficiary
of
the
plot,
she
cannot
put
a
headstone
on
the
grave
site
without
going
through
probate
and
spending
thousands
of
dollars.
A
So
a
couple
different
things.
I
asked
staff
to
do:
ask
staff
just
to
pull
some
information
about
some
surrounding
cemeteries
to
see
if
there's
any
other
things
that
we
could
do.
I've
talked
to
the
city
attorney
briefly
about
it,
and
he
was
very
clear
that
if
we
do
anything,
it
needs
to
be
strict
criteria.
A
But
I
do
want
to
bring
it
up
to
the
board
and
ask
for.
I
think
some
sympathy
for
some
individuals
that
are
going
through
a
hard
time
when
there's
not
a
beneficiary
or
a
destiny
in
place.
When
I
did
talk
to
city
staff,
they
did
say
that
they
do
their
best
now
and
the
plots
are
sold
to
have
a
first
and
a
second
or
a
joint
sort
of
husband
and
wife.
A
There's
a
second
item
as
well
as
to
which
is
11b.
I
think
we
should
go
ahead
and
discuss
them
all
together.
Our
city
manager,
would
you
rather
have
them
separated
since
they're
they're
similar?
But
do
you
want
to
discuss
together
or
separate
it's
up
to
the
board?
Okay,
we're
going
to
discuss
it
separate
because
it's
asking
for
an
exemption
or
exception
for
this
individual.
A
So
at
the
end
of
the
day,
I
just
want
to
ask
the
city
staff
come
up
and
give
us
some
better
options
of
what
we
could
do.
I
think
the
the
best
option
would
be
is
to
allow
a
headstone
to
be
placed
by
a
relative,
a
neighbor.
You
think
someone
passes
away,
they
don't
have
any
other
family
locally,
they
don't
have
any
family
other
than
their
neighbors
and
they
still
want
to
head
some
place
in
their
grave.
I
think
they
should
have
the
right
to
have
a
headstone
place
in
their
grave.
A
I
also
had
an
individual
I
talked
to
from
the
headstone
company
who
talked
about
an
individual
who
had
a
stillborn
back
in
the
70s.
They
came
back
to
tarpon
springs.
The
baby
was
buried
back
in
the
70s.
They
came
back
in
the
early
mid
2000s
and
they
want
to
put
a
gravestone
there
for
the
baby,
but
she
couldn't
do
it
because
it
was
the
father
who
owned
the
cemetery
site.
So
she
had
to
go
chased
father
from
40
years
ago
to
get
permission
to
put
a
gravestone
on
the
baby's
grave
that
was
stillborn.
A
A
So
with
that
we're
going
to
go
to
public
comments
and
we'll
go
to
the
commission
comments.
J
J
I
like
the
fact
that,
if
somebody
does
come
forward
and
there's
issues,
then
you
kind
of
have
to
readdress
it
differently,
but
I
think
it
was
disrespectful
to
have
a
person.
I
believe
he
was
a
war
veteran
buried
and
did
not
have
a
headstone.
Nobody
should
have
that,
so
I
do
agree
with
you,
100
percent.
I
liked
exactly
what
you
had
to
say
about
it.
It
brought
bad
bad
reviews
about
tarpon
springs
and
we
we
shouldn't
have
had
that.
J
We
we
have
enough
bad
stuff,
that's
written
in
the
newspaper,
so
I'm
glad
that
you
brought
that
up.
I'm
glad
that
you're
recommending
that
they
get
a
headstone
and
bottom
line
is,
if
there's
an
issue
that
comes
up
down
the
road,
you
can
always
remove
it.
So
thank
you
again.
Y
Y
I
You
know
that
I
really
appreciate
you
vice
mayor,
bringing
this
forward
the
way
you
did,
and
I
don't
know
if
you
recall
how
it
was
handled
by
the
city
attorney
and
the
city
manager,
the
night
that
was
discussed
in
here
about
the
news,
picking
it
up,
that
it
was
horrible,
it
was
horrible.
They
were
basically
like.
T
I
The
cold-hearted
nature
of
the
way
the
city
of
tarpon
springs
was
treating
them
and
that
never
has
to
happen.
Just
be
nice,
you
know,
even
if
you
couldn't
accommodate
them,
you
don't
have
to
be
mean
about
it.
That's
that's
the
bad
name
that
tarpon
had
been
getting.
Is
this
this
cold-hearted
nature?
They
don't
listen
to
the
people.
You
know,
there's
trampling
on
first
amendment
rights
and
oh
and
look
at
what
they
do
with
the
grieving
members
of
a
of
a
war
veteran
it's
that
was
horrible.
I
It
was
really
uncalled
for
and
unnecessary,
and
so
I
appreciate
you
bringing
this
back
and
taking
a
good
look
at
this,
and
I
haven't
had
a
chance
to
read
the
backup,
but
I
hope
that
you
found
a
way,
and
I
know
it
can
be
done
and
thank
you
for
having
a
heart.
Mr
carr.
Z
Yes,
my
name's
kevin
cantrell,
I'm
cycadia
monument
company,
some
of
you
folks
know
me
and
we've
had
cycadia
monument
company
for
36
years
and
but
I
go
in
23
different
cemeteries
across
tampa
bay
and
I've
spent
the
better
part
of
my
life
installing
and
doing
memorial
monuments
for
families.
Z
What
I
wanted
to
tell
you
was
simply
tarpon
springs,
has
done
a
great
job
in
36
years
of
making
the
cemetery
beautiful
nice
with
the
gate
and
just
all
the
things
about
it.
They
even
have
a
joyous
lady,
these
days
running
the
office
which
they
never
had
that
in
a
long
time
those
things
are
all
good.
Z
What's
been
bad
over
the
years,
I
can,
I
know
countless
families
that
have
had
to
either
get
discouraged,
never
put
a
memorial
monument
or
end
up
doing
an
attorney
and
having
to
pay
to
do
something
like
that.
Just
to
get
a
monument
in
tarpon
springs
cemetery
because
they
didn't
their
relative,
didn't
leave
a
will
or
didn't
leave
proper
instructions.
Z
Sometimes
death
hits
the
person
before
they've
done
that,
sometimes
they
just
overlook
it.
I've
seen
cases
where
they
were
trying
to
track
down.
Kids,
that
aren't
even
around
anymore,
they
can't
find
them
they're
street
people.
They
can't
find
these
people
to
sign
off
on
documents
to
approve
to
put
a
monument
on
a
cemetery.
Z
The
other
thing
about
it:
we
do
go
in
23
cemeteries
and
there
are
city
cemeteries
out
there.
There's
largo,
there's
clearwater,
there's
dunedin,
there's
there's
one
in
newport
richie
every
one
of
those
cemeteries.
This
never
happens.
They
never
have
these,
and
I
did
some
research
and
I
called
dunedin.
I
asked
the
lady
there.
I
said
you
know:
we've.
Never,
let's
just
never
come
up
with
you
and
I
was
wondering-
and
she
said
yeah.
Z
Z
We
own
the
cemetery
property
and
we
mark
the
graves
for
them
and
she's
right
in
the
fact
of
that,
the
family
that
purchases,
the
monument
owns
the
monument,
so
the
worst
thing
that
can
happen
to
a
city
is
that
someone
else
might
want
that
family
member
to
move
a
monument
and
then,
if
they
do
or
if
they
don't
that's
up
to
them,
it's
not
up
to
the
city.
For
that.
Z
But
anyway,
the
city
of
the
people
of
tarpon
springs
that
we've
done
beautiful.
Work
for
over
the
years
have
embraced
us
and
we've
enjoyed
doing
the
work.
It
is
disappointing
the
story
that
jacob
talked
to
me
on
the
phone
asking
some
questions
of
me
because
we've
been
at
it
a
long
time.
I'm
president
of
the
florida
monument
builders
association
as
well
and
we've
had
a
lot
of
experience
in
this.
Z
There
was
a
lady,
the
one
he
spoke
of.
She
came
from
out
west
she's,
a
middle
school
principal
she's
in
her
60s,
and
she
enlisted
us
to
do
a
monument
for
her
baby.
That's
in
a
baby
grave.
This
is
just
two
months
ago
and
it
turns
out
the
baby
grave
is
in
the
father,
the
baby's
name
and
who
knows
where
he
is
who
he
is
she
she
knew
who
he
was
or
where
he
was,
but
I
don't
know
if
they
ever
got
married
or
not
or
what
the
situation
was.
Z
But
I
know
they
weren't
married
now
she
probably
hadn't
spoken
to
him
in
30
years.
1977
was
a
long
time
ago.
Can
you
imagine
the
pain
of
this
lady
having
to
dig
that
guy
up
and
say?
Can
you
please
sign
a
form
so
that
I
can
put
a
marker
now
on
our
baby's
grave
that
you
never
did
you
know
this
has
got
to
be
painful,
for
both
those
people
can't.
A
Even
do
that,
I
appreciate
you
coming
and
speak.
Your
time
is
up
now
so.
O
A
Thank
you
very
much
for
speaking.
Do
we
have
any
other
public
comments
tonight
in
this
item?
Unfortunately,.
N
A
Okay,
I'm
not
seeing
any
other
public
comments
on
this
item,
so
I
want
to
go
to
the
commission
comments
and
again,
just
to
reiterate,
I
would
like
to
see
some
changes
added
or
some
changes
made
to
this
to
add
some
more
flexibility
for
staff.
A
I
do
want
to
be
clear
that
I
think
we've
got
a
great
clerk
office,
they're
doing
everything
that
was
put
in
place
by
previous
commissions
in
this
current
commission.
So
this
is
not
a
negative
reflection
on
what
our
staff
has
done
or
does
the
commission
sets
the
rules
pass
commissions
have
set
the
rules,
it's
their
job,
to
follow
the
rules
and
the
ordinances
and
resolutions,
but
we
have
the
opportunity
to
change
those
as
commissioners,
and
so
that's
what
I'm
asking
here
tonight
is
that
we
do
put
some
flexibility
in
there.
D
Thanks
vice
mayor
yeah,
my
my
comments
are
brief
on
this.
I
know
that
it
is,
you
know,
a
slippery
slope
and
it's
a
very
delicate
slope
as
it
relates
to
the
legal.
You
know
ramifications
of
what
we're
talking
about,
but
it
has
come
before
us
since
I've
been
up
here
at
least
probably
half
a
dozen
times,
so
I
would
support
some
direction
to
staff
that
would
staff
and
the
city
attorney
who
are
expert.
D
You
know
expertise
in
this
matter
to
take
a
look
and
try
and
propose
some
modifications
to
the
ordinance
that
might
be
beneficial
to
cover
some
of
the
concerns
of
yourself
and
others
in
the
community,
but
I'm
no
expert
in
it
and
I
don't
think
you
know
we
should
try
and
craft
the
ordinance
change
ourselves.
So
I
would
support
the
city
attorney
and
the
city
clerk
discussing
it
and,
coming
back
with
some,
you
know,
findings
proposed
changes,
options
et
cetera.
Thank
you.
Q
Yeah,
thank
you
vice
mayor.
Thank
you
for
putting
this
on
the
agenda.
This
is
something
when
I
first
had
heard
about
it
through
the
media.
Q
I
was
really
skeptical
of
it
because
there's
just
so
many
half-truths
in
journalism
right
now-
and
I
I
didn't
know
if
this
was
you
know
if
they
were
cutting
off
half
the
story
or
if
there
were
misquotes
or
what
have
you,
but
after
reviewing
the
backup
I
I
do
think
this
is
an
area
where
we
can
add
some
flexibility
in
there
I
mean
the
last
thing
you
want
to
do
when
dealing
with
the
loss
of
a
family
or
a
loved
one
is
run
into
some.
Q
Q
R
R
Ms
pro
ms
produce
is
correct.
This
is
hallowed
ground.
There's
one
part
of
the
staff
back
up
that
I
saw
that
hit
the
nail
on
the
head.
It's
called
emotional
stress
and
whether
it's
the
families
that
are
crazy,
emotional
stress
amongst
themselves
is
it
is
amongst
themselves
once
the
city
jumps
in
then
we're
compounding
that
problem.
R
Until
we
learn
more
about
this
there's
some
legal
aspects
and
as
city
manager
25
years
ago
I
had
to
deal
with
these
families
firsthand,
just
like
city
manager,
of
course,
had
to
deal
with
them
from
the
standpoint
of
of
grave
sites
actually
in
the
road
right
of
way
to
headstones
being
improperly
located
and
encroaching
into
an
area
where,
let's
say
one
gentleman
went
there
and
spent
time
with
his
wife.
He
couldn't
do
that
because
now
there
was
another
headstone
in
in
the
location,
there's.
R
A
grave,
so
it's
not
like
the
city
is
heartless.
I
mean
we
do
it
when
it's
needed
to
do
it,
because
there
is
no
other
way.
So
I
think
the
city
has
always
had
a
history
of
of
of
being
sensitive
to
these
things,
and
also
recognizing
that
correcting
one
thing
that
may
be
appear
or
wrong
that
may
appear
to
be
a
wrong
is
going
to
create
other
wrongs
that
unintended
consequences.
If
you
will,
I.
N
R
You
know
from
my
perspective,
I'm
you
know,
I
we
we've
got
our
family
plot
out
there.
I
take
care
of
it.
My
sister
and
I
are
owned
all
the
plots
together
out
there,
so
we
have
to
work
together
on
all
of
this.
R
As
I
said,
we
had
to
go
through
probate
to
to
get
that
corrected
and
it
and
it
happened.
It
worked
out
very
amicably
and
straightforward,
and
that
was
during
the
time
of
covet.
I
had
another
friend
call
me
exact
same
situation
that
my
family
was
in
and
he
said.
Can
you
help
me
out?
I
say
the
rules
are
the
rules
and
he
went
through
probate
as
well.
His
wife
died
intestate
when
it
came
to
the
to
the
cemetery
plot,
so
I
don't
have
an
issue.
R
I
I
think
that
there
needs
to
be
a
lot
more
than
just
somebody,
somebody
showing
up
and
saying.
Well,
you
know
this
is
so
and
so
and
I'd
like
to
put
a
headstone
there.
So
I'd
like
to
fill
out
this
form
and
do
that
and
then
next
thing
you
know,
we've
we've
got
a
mess
on
our
hands.
R
So
that's
how
I
feel
about
it
this
evening
I
don't
mind
taking
a
very
narrow,
narrow,
look
to
this
to
see
what
the
clerk
and
the
city
attorney
come
up
with
the
city
manager
as
well,
because
that's
and
mr
smith-
I
don't
know-
if
he's
here-
I
think
the
three
of
them
need
to
get
together
or
the
for
them
to
get
together
and
make
sure
that
we
don't
do
anything
that
is
going
to
create
unintended
consequences
as
well.
So
that's
the
best
I
can
do
on
this
evening.
A
That
okay,
thank
you.
Thank
you.
I
just
want
to
highlight
something
in
the
back
up
real,
quick,
a
review.
This
is
from
staff.
A
review
of
the
cemetery
rules
from
the
cities
of
dunedin,
largo
and
clearwater.
Do
not
specifically
address
requirements
for
proof
of
ownership,
authorization
for
installation
of
monuments
and
then
there's
two
recommendations
as
a
way
to
move
forward
tonight
from
staff.
One
is
to
leave
it,
as
is,
I
believe,
and
then
the
second
is
to
should
the
board
wish
to
provide
less
requirements
for
specific
circumstances
such
as
a
veteran's
monument.
A
Is
the
option
number
two
and
I
think
that
kind
of
goes
in
line
with
what
commissioner
tara
pani
and
commissioner
donovan
discussed
is
sending
it
back
to
staff
and
having
them
draft
something
back
to
us,
but
with
that
I'll
I'll
see
if
there's
any
the
chair,
entertainment
motion.
D
A
B
A
Yes
and
then
we're
going
to
move
to
item
11b,
this
is
an
exception
for
placement
of
headstone
for
william
bridges
to
follow
up.
This
is
an
exception.
I'm
assuming
we
have
the
power
to
do
this
as
the
board.
The
city
attorney
could
confirm
that
or
the
city
manager
can
confirm
that.
But
it's
on
the
agenda.
A
E
T
Good
evening,
paul
smith,
public
services,
director
and
I've
got
cheryl
stedge
a
cemetery
supervisor
with
me
here
tonight.
I
just
asked
cheryl
about
that
and
I
understand
there's
been
a
veteran
marker
ordered,
but
it
hasn't
been
placed
yet
correct.
A
AA
AA
Particularly
the
name,
the
dates,
the
the
branch
of
service
and
sometimes
the
date
or
whatever
like
if
it
was
a
kernel,
lieutenant
something
like
that.
B
A
Okay,
gotcha,
okay.
So
so
with
that
I
mean
this
is
the
individual.
I
can't
remember
if
the
wife
or
the
the
daughter.
A
The
daughter
would
like
to
put
a
headstone
on
her
dad's
grave,
and
I
think
I
would
like
to
ask
for
an
exception
for
that
to
be
done
without
having
to
go
through
probate.
So
with
that,
if
there's
any
public
comments,
I
know
we
had
them
just
shortly
ago
on
this
item.
You're
welcome
to
come
up.
Y
I
need
a
produce
again,
just
remember
something:
our
cemetery
is
a
historic
cemetery.
It's
been
designated
as
one
and
we
have
to
look
at
those
rules
and
regulations,
and
that
too,
and
carry
through
with
it.
When
you
said
colors
of
headstones,
I
don't
know
what
you
can
have
what
colors
you're
thinking
of
and
mr
cantrell.
Please
keep
that
in
mind
too.
Z
Yeah,
thank
you.
Government
made
the
people
that
make
monuments
for
the
government.
They
have
a
contract
just
like
any
other
monument
maker.
Currently,
it's
columbus
marble
works
in
mississippi
and
they
have
a
contract
for
the
government.
They
make
the
marble
or
granite
headstones.
They
come
flat
and
they
come
upright,
but
we
could
order.
Z
If
we
wanted
to,
we
could
order
any
monument
from
them
they're
just
a
maker
of
monument
headstones,
but
what
it
signifies
is
a
veteran
that
served
and
they
give
it
free
to
veterans
that
did
serve
and
that's
what
that's
all
about
they
can
be
marked
at
the
foot
or
they
can
be
marked
at
the
head.
There's
also
an
upright
va.
That's
available
the
party
that
you're
talking
about,
though
they
got
permission
to
put
the
government
one
at
the
foot,
and
I
think
mrs
bridges
is
still
wanting
to
do.
Z
Or
I
mean
mrs
economy,
I
think's
her
name
and
she's
still
wanting
to
do
one
for
her
dad,
a
headstone
and,
and
so
that's
what
the
issue
would
be.
Would
she
be
allowed
to
put
a
headstone
and,
and,
as
we
mentioned,
all
the
other
city
cemeteries
they
one.
Lady
at
dunedin
said
they
have
a
philanthropist
over
there
and
that
person
donates
monuments,
sometimes
to
engine
or
whatever
and
they've
done
that
through
us
actually
they've
donated
through
us
at
cycadia
you're
correct,
mr
vatticottus,
that
you
could
donate
a
piece
of
property.
Z
Z
Let
me
that's
my
four
minutes,
though:
okay.
J
Again,
mike
eisner
1515
riverside
drive.
I
think
this
is
an
exception
to
the
rule.
I
think
it's
respectful
that
we
carry
this
out,
but
I
am
not
an
attorney,
so
I
would
have
an
attorney
write
in
a
stipulation
that
if
there's
a
dispute
down
the
road
it'll
be
removed
until
the
settlement,
but
I
just
don't
think
that
anybody
should
be
nameless
or
you
know
if
you
have
one
party
that
is
able
to
want
to
have
a
stone
there.
J
They
should.
You
know
if
there's
a
two
or
more
people
having
a
disagreement
on
what
kind
of
stone
or
where
or
what
it
says.
I
do
agree
that
that
then
the
city
should
not
be
involved,
but
the
this
this
should
go
without
saying
I.
I
would
find
it
so
hard
to
believe
that
people
want
to
sue
a
city
over
somebody.
Who's
buried
needs
a
headstone,
it's
just
plain
disrespectful,
so
that's
my
take
on
it.
Thank
you.
Thanks.
A
You
know
the
public
comments
on
this
item.
Seeing
none
do
we
have
any
board
comments.
R
A
Okay,
just
again,
the
request
here
is
to
to
prove
an
exemption
for
mr
bridge's
daughter,
who
wants
to
put
a
headstone
up.
So
that's
what
I'm
asking
for
tonight
again
he's
a
veteran
she
wants
to
try
to
avoid
probate.
That
did
a
lot
of
preparation
before
his
passing
to
making
sure
that
that
house
and
all
the
different
assets
were
in
her
name.
A
This
is
just
something
that
was
missed
overall,
so
with
that,
I
think
that's
a
pretty
easy
one
to
to
miss,
but
I
think
we
should
have
some
sympathy
in
this
situation.
So
if
there's
no
other
board
comments,
I'll
ask
for
a
motion.
G
G
D
D
O
A
E
So
the
motion
was
made
to
approve
the
agenda
item
and
it
was
denied
because
it
did
not
pass
so
so
you
would
move
on
to
the
next
agenda
item.
Okay,.
A
Okay,
that
actually
wraps
up
our
regular
meeting
tonight.
We're
gonna,
save
board
comments
and
staff
comments
until
after
the
cra
meeting,
that's
okay
with
staff.
Okay.
So
we
will
adjourn
the
board
of
commission
meetings
at
8
38.
B
Commissioner
cheryl
who's-
this
is
absent
in
excuse.
Vice
chair
carr,.
G
R
P
A
Okay,
the
approval
minutes
are
from
august
11th,
2020
october
6,
2020
november
17th,
2020
january
12,
2021
january
26
2021.
Are
there
any
public
comments
on
these
items
for
approval
minutes?
A
A
Vice
mayor
carr,
yes,
we're
moving
to
item
number
two
direction
on
railroad
arm.
No
bids
received
city
manager.
P
AB
Vice
mayor
carr
board
of
commissioners
good
evening,
janina
lewis
procurement
services
director,
so
the
procurement
staff
was
directed
to
put
out
a
bid
for
the
railroad
arms
sign
project.
We
put
it
out
basically
a
little
over
30
days
because
it
fell
over
like
a
labor
day
weekend.
So
I
gave
a
little
bit
of
extra
time.
AB
Basically,
we
receive
no
rep,
no
replies,
no
proposals
based
on
the
no
proposal
response
we
reached
out
to
12
plan
holders.
Four
of
those
are
actually
other
publishing
companies
that
pull
our
bid
and
then
publish
in
their
own
responsive
arenas,
so
the
ones
that
we
did
reach
out
to.
I
got
three
responses,
and
basically
none
of
them
were
interested
or
it
wasn't
their
area
of
expertise.
AB
AB
The
second
option
is
to
reconfigure
the
package
process.
We
keep
it
as
a
design
build,
but
instead
of
including
everything
as
an
rfp,
we
would
do
a
down
select
where
we
do
the
qualifications
which,
if
we
do
it
as
a
qualifications,
it's
less
costly
to
the
vendors.
So
they
would
just
provide
us
their
experience
and
qualifications,
and
then
from
that
point,
then
we
would
go
into
more
of
a
proposal
phase
where
they
would
give
us
their
concept,
design
and
their
pricing.
AB
AB
A
Okay
with
that,
we're
going
to
go
to
public
comments
and
we'll
come
to
commission
comments
or
questions
for
staff
or
are
there
any
public
comments
on
this
item
tonight.
Item
number
two
on
the
cra
agenda.
J
J
Y
Our
candidate
here
we
need
to
look
at
what
we're
doing
in
this
art.
We
have
an
art
committee
and
there
are
some
people
here
in
the
city
that
want
to
run
over
them.
Let's
look
at
this.
Let's
see
if
we
really
need
it
just
like
we
really
don't
need
the
clock
at
the
bayou.
That
clock
needs
to
be
a
town
someplace
where,
when
people
come
through
town,
they
see
it.
Y
A
Any
other
public
comments
on
this
item.
Okay,
seeing
none
we'll
go
to
board
comments.
I've
got
a
couple
board
comments
to
make
miss
lewis
what
commodity
codes
were
used
to
go
out
to
bed.
So
was
it
for
like
a
sign
builder
company.
AB
A
AB
We
had
a
range,
so
we
did
around
60
000.
L
A
So,
just
how
I
feel
I
think
we
should
go
to
option
one
and
then
revert
to
option
two
if
there's
no
more
bids
a
second
time
and
further
clarification.
This
wasn't
my
idea.
I
mean
thank
you
for
giving
me
credit
for
it,
but
I'm
happy.
I
helped
move
this
along
from
previous
boards
and,
like
I
said
this
was
something
that
was
come
up
many
many
years
ago.
A
So
I
think
I
thought
it
was
a
good
idea
and
I've
heard
it
was
a
good
idea,
and
so
that's
why
I'm
helping
push
this
along.
So
in
my
opinion,
I
would
like
to
see
option
one
and
if
we
get
no
bids
again
after
30
or
45,
maybe
45
days
out
for
bid
I'd
like
to
see
it,
go
to
the
option
too
chemistry,
terrapin.
D
Thank
you.
I
would
just
say
that
you
know
from
a
budgetary
standpoint.
I
know
that
it
can
be
confusing
on
how
65
million
dollars
is
spent,
but
it
doesn't
always
need
to
be
spent
on
things
that
are
broken,
nor
is
it
budgeted
for
things
that
are
broken.
So
in
some
cases
you
know
money
is
spent
in
certain
ways
and
budgeted
for
certain
ways.
In
addition
to
that,
from
a
procurement
standpoint,
I'm
not
as
familiar
but
I'll
ask
you
when
we
go
out
to
bid
and
there's
no
responses.
D
A
Yeah,
that
makes
sense.
I
do
I
forgot
to
mention
one
item.
So
cra
funds
are
separate
from
general
dollar
funds.
We
set
as
a
separate
board
as
a
cra
cras
intended
to
remove
blighted
properties
and
encourage
growth
of
the
area.
It's
a
designated
area
of
the
city
of
tarpon
springs,
so
these
funds
aren't
going
to
be
used
for
your
typical
general
fund
items.
A
So
that's
why
you'll
hear
us
discuss
different
items
within
the
cra
board
again
within
the
whole
62
60,
plus
million
dollar
budget
that
we
have
the
cra
funds
is
just
a
portion
of
that.
So
with
that,
I
thought
that
was
a
good
idea,
commissioner,
terry
payne,
that
he
brought
up
about
going
straight
to
asking
an
individual
to
bid
on
this.
Q
Yeah,
thank
you
vice
mayor.
I
think
this
is
something
we
discussed
here.
Originally,
I
said
was
going
to
come
down
to
cost
for
me.
Frankly,
if
it
cost
60
000,
I'm
probably
not
gonna
be
in
support
of
it,
but
we
don't
know
what
we
don't
know.
So
I'm
happy
to
do
option
one.
It
costs
nothing
to
put
it
back
out
and
it
won't
be
too
timely.
So
I'm
happy
to
at
least
peek
and
see
what's
out
there.
So
I
support
option
one:
okay,.
R
Thank
you.
I
don't
particularly
think
this
is
a
good
time
to
go
out.
Looking
for
this
type
of
work,
I
think
we've
all
heard
the
stories
about
there's
more
work
than
there
are
workers,
and
also
the
cost
of
materials,
is,
is
very
high
right
now
and
I
think
it's
continuing
to
increase.
R
I'm
not
sure
what
the
I
mean.
What
the
urgency
of
this
is.
I
recognize
that
it's
been
a
couple
of
years,
but
we've
been
trying
to
get
trees
on
north
pinellas
avenue
for
at
least
four
years
and
that
hasn't
happened
yet
either.
So
I
would
like
to
see
what
other
priorities
there
are
in
the
cra
and-
and
I
do
have
one
question-
I
don't
I'm
not
sure
it
would
be
fair
to
ms
lewis,
but
is
miss
vincent
here-
she's,
not
here
same
angel
of
course.
The
does
this
happen.
N
R
R
I
mean
that's
something
that
I'd
like
to
look
at
myself,
rather
than
I
mean
this
is
something
that
we've
put
it
out
to
bid.
They
told
us
that
you
know
they,
meaning
the
600
and
some
people
they're
not
interested
in
it.
I'm
not
trying
to
I'm
not
eager
to
put
a
square
pig
in
a
round
hole.
I'd
like
to
work
with
what
we
have,
which
is
historical,
there's
something
there.
R
I
I
can't
tell
you
what
it
looked
like
it's
there
and
I
I
think
it's
I'm
sure,
there's
some
photos
there
of
what
it
looks
like
and
maybe
that's
something
we
should
pursue
of
reinvesting
in
our
historic
district,
rather
than
putting
some
ornament
up
10
feet
away
from
it
anyway,
that
that's
the
option
one
is
to
go
out
to
re-bid
again.
Is
that
correct?
Vice
mayor
car.
R
And
there's
two
commissioners
that
would
be
in
favor
of
that,
and
I
think
commissioner
terrapini
was
sole
sourcing.
I
guess
is
what
it
would
be.
Is
that
correct?
Is
that
a
better
term
for
it.
AA
R
Okay,
myself,
I
I
think
that
I'd
like
to
have
more
time
on
this,
I'm
not
ready
to
approve
anything
like
this
tonight.
We
we've
tried
it.
It
said
no
60
000
is
60
000.
R
There
may
be
other
priorities
in
the
cra
that
are
more
important
right
now
that
we
don't
have
money
for,
and
I'd
like
to
hear
what
those
are
and
I'd
also
like
to
learn
a
little
more
and
I'll
do
this
on
my
own
anyway,
as
far
as
what
the
existing
mast
arm
is
and
what
it
was
for
and
what
it
looked
like
and
see
what
it
would
look
like
if
we
refurbished
it.
Thank
you.
A
Okay,
great,
thank
you
for
your
comments.
To
reiterate,
I
thought
commissioner
tampini
brought
up
a
good
point
where
he
could
go
to
sole
source.
I
think
that's
the
best
option.
In
this
case,
you
could
go
to
a
builder,
provide
the
idea
and
have
them
provide
some
rendition
and
a
price
to
build
it.
D
So
I'm
looking
at
the
existing
mast
on
on
street
view
from
a
procurement
standpoint,
given
that
we've
gone
out
to
bid
right
and
there
is
an
option
to
sole
source.
If
we
change
the
parameters
of
the
bid
at
all,
do
you
then
have
to
go
back
out
for
rfp.
D
Yeah,
I
understand
so
my
my
thinking
I
mean
there
is
this
arm
here,
but
it's
just
vertical.
There's
no
horizontal
aspect
to
it,
so
I
mean,
like
I've,
said
before
this
has
literally
been
discussed
for
probably
three
different
commissions
in
plus
five
years.
So
I
don't
want
to
continue
to
reinvent
the
real
wheel
and
you
know
it
continued
to
never
happen,
but
I
mean
I,
I
am
open
to
some
form
of
an
adaptive
reuse
of
the
existing
mast.
That's
there.
D
AB
AB
D
A
D
A
D
Yeah,
I
would
feel
comfortable
with
that
if
we
went
back
out
to
rfp
one
more
time
without
having
to
change
anything
and
then
if
we
don't
have
any
responders
at
that
point,
then
I
I
mean
you
really
can't
even
sole
source.
Then,
if
we're
going
to
try
and
do
an
adaptive,
reuse
of
the
existing
arm,
you've
got
to
then
go
back
out
to
rfp.
Also.
A
Saying
you
could
go
out
to
rfp
now,
I'm
sorry
option
one
for
clarification.
You
would
go
out
to
rfp
again
with
what
you're
talking
about
utilizing
that
current
mass
that's
there
and
then,
if
there's
no
bids
on
that
one,
then
you
go
to
souls
force.
It
sounds
like
that
was
kind
of
the
route
you
were
taking.
D
A
P
I
just
want
to
say
you
may
have
some
engineering
problems
if
you're,
trying
to
add
horizontal
onto
existing
polling
we'd
have
to
do
before
we
even
put
out
the
bid
we'd
have
to
look
at
it.
I
just
think
you'll
have
some
engineering
problems
trying
to
readapt
that
poll.
That's
there.
So
that's
going
to
add
a
whole
nother
layer
of
us
doing
something,
an
engineer
to
look
at
it
structurally
and
see
you
know
before
you
put
it
out
to
bid,
so
I
think
that's
going
to
have
something
that
we
have
to
do.
P
That's
you
know
more
cost
and
more
looking
at
so
I
just
want
that
to
be
taking
consideration
I'll
defer.
You
know
the
people
more
knowledgeable
on
that,
but
I
think
that
needs
to
be
taken
into
consideration
to
try
to
adapt
the
existing
poll
and
go
horizontal
with
it
that
I
think
that's
going
to
have
some
serious
issues.
Okay,.
R
I
was
going
to
suggest
to
let
the
hel
the
staff
help
us
along
a
little
bit
and
do
a
little
research
to
show
us
what
was
actually
on
that
poll
and
then
maybe
create
some
kind
of
a
not
a
design
build,
but
actually
a
specification-
and
I
know
cardinal
could
probably
mr
robertson's
not
here
as
well,
but
cardinal's
got
structural
engineers
that
could
do
this
for
us
and
evaluate
the
the
base
as
well
and
reinforce
it
if
it
needs
to
I'm
not
concerned
about
any
of
that.
R
I'm
just
I
understand
the
frustration
of
this,
but
I
also
want
to
be
smart
and
use
what
we
have
and
and
kind
of
build
on
our
history,
and
all,
I
would
think
is,
is
perhaps
let
the
staff
do
some
research
identify.
What
was
there?
Maybe
what
was
there
would
be
great?
Maybe
there
was
a
masked
arm
on
there
already
and
that
would
be
90
percent
of
what
we
won
and
then
maybe
something
like
a
light
or
something
could
be
added
to
that.
R
We
can
discuss
that
if
we
have
the
specifications
pinned
down
that
we
could
do
an
invitation
to
bid,
and
that
would
be
a
bid
package
that
cardinal
could
put
together
for
us
rather
than
an
rfp
or
a
design,
build
concept.
That's
all
I'm
suggesting
I
think
that
might
be
a
better
approach
with
a
little
greater
chance
of
succeeding.
A
Yeah
and
I
think
that's
I
believe-
option
closer
to
option
three,
where
it
would
be
going
out
to
engineering.
If
I
understand
correctly
what
ms
lewis
said:
yes,
okay,
commissioner
donovan.
Q
Yeah,
I'm
not
sure
if
this
is
going
to
simplify
it
or
muddy
it
further,
but
I
I
would
not
support
option
three.
I
would
probably
not
support
option
two
again.
I
only
supported
looking
into
this
because
it
was
going
to
be
zero
staff
or
minimal
staff
effort
and
no
added
cost
to
us.
This
is
not
a
project
unless
there's
a
lot
greater
value
to
it
that
I
find
out
later
that
I'd
be
willing
to
support
for
the
60
000
range.
Q
That's
why
I
liked
option
one
because
it
was
minimal
staff
effort
no
cost,
and
we
would,
you
know,
see
what
was
out
there,
but
if
we
move
more
towards
option
three,
I'm
I'm
gonna
be
out
on
this
one,
because
I
just
I
don't
think
it's
worth
the
the
staff
time
before
we
actually
find
out.
What's
out
there.
D
I'll
make
a
motion
vice
mayor.
D
Motion
to
floor
jurors
I'd
make
a
motion
to
defer
a
decision
on
this
until
we
have
had
a
stat
somebody
from
staff
research,
the
existing
arm
and
provide
us
with
any
existing
photo
or
description
of
what
that
mask
was
in
fact
used
for
description
or
a
photo
would
be
ideal,
and
then
once
we
have
that
then
come
back
to
this
and
give
some
direction
as
it
relates
to
how
to
proceed.
D
R
A
Just
for
clarification,
that's
a
deferral.
Do
we
want
to
put
a
time
certain.
L
A
Our
cra
meetings
tend
to
be
well
spread
out.
It
could
be
2023
before
we
have
another
cra
meeting.
D
Yeah,
I
would
just
give
direction
to
bring
it
back
as
soon
as
possible
on
an
agenda
that
is
not
like
lengthy.
A
Okay,
roll
call,
I'm
sorry,
commissioner
vaticode.
I.
R
Seconded
it,
okay
and
that
whatever
amendment
was
needed,
I
support
that
real
call.
R
B
O
A
Yes,
okay,
we're
gonna
move
on
to
item
number
three.
This
is
production
art.
This
was
placed
in
the
budget.
P
Yes,
what
I'm
asking
for
is
is
direction
on
what
we
found.
P
If
you
don't
pick
a
certain
small
number
that
there's
still
extensive
three
months
or
maybe
more
production
times
with
them
and
again,
the
other
thing
issue
was
to
try
the
pricing
to
get
the
best
bang
for
the
buck
for
your
ten
thousand
dollars,
and
we
tried
to
find
the
the
best
prices
that
could
be
in
some
combination
to
bring
forward.
So
we've
brought
forward
the
best
that
we
can
find
so
far.
P
We
also
added
to
the
backup,
because
there
was
a
question
about
how
we
install
them,
so
somebody
doesn't
walk
away
with
them.
Tom
function
had
how
they
would
be
installed
within
there,
and
we
just
want
your
direction
looking
at
what
we
found.
P
If,
if
that
is
what
we're
looking
for
to
go
forward
with
and
again
you'll
see,
there
are
some
different
time
frames
for
certain
of
these,
and
some
are
you
know
a
little
more
than
we
would
want,
but
we're
ready
to
order
or
follow
the
direction
that
the
the
board
has
from
what
we've
found,
and
I
want
to
thank
janina
for
going
back
and
again
making
sure
what
we
put
forward
for.
You
was
even
available,
because
a
lot
of
people
are
waiting
for
things
they've
ordered
eight
months
ago.
W
Good
evening,
joan
jennings
2204
pine
drive,
I'm
also
the
chairman
of
the
public
art
committee,
I'd
just
like
to
remind
the
board
of
commissioners
that
an
email
was
sent
at
the
september
8
2020
meeting
the
public,
art
committee
or
pac
voted
five
to
one
against
participating
in
the
cra
production.
Artwork
placement.
W
The
pack
felt
that
the
use
of
quote
production
artwork,
close
quote
mass-produced,
bronze
statues,
would
lower
the
quality
of
work
placed
in
the
city
and
would
reflect
poorly
both
on
the
city
of
tarpon
springs
and
on
the
works
of
sculptors
like
glenna
goodacre
and
the
alma
mermaid.
The
pack
respectfully
requests.
However,
the
placement
of
these
production
pieces
should
they
be
approved
and
purchased
be
vetted
by
the
pack
before
installation.
W
When
we
received
the
request
for
consideration
of
this
project,
just
like
all
requests
that
come
from
anyone
on
the
commission,
it
was
placed
on
our
agenda.
There
was
a
motion,
a
second
and
a
vote
and,
as
I
said,
it
was
rejected
five
to
one.
So
I'm
sorry
to
see
that
this
program
is
still
progressing.
Y
Y
Let's
get
a
little
better
than
that,
let's
be
a
little
more
original
with
what
we
have
in
tarpon.
Let's
make
tarpon
outstanding.
You
know
what
bothers
me
the
most
you
look
at
dunedin
we
didn't
hire,
who
went
to
dunedin.
They
wanted
too
much
money.
Look
where
dunedin
is
now
look
at
safety,
harbor.
What
they've
done!
We
didn't
hire
the
person,
that's
doing
the
safety
harbor,
because
we
didn't
want
to
pay
the
money,
look
where
they
are.
Now
we
are
the
gateway
to
pinellas
county
on
19..
Y
J
Good
evening
mike
eisner
1515
riverside
drive,
this
is
going
to
be
a
back
to
back.
I
agree
with
miss
anita
on
what
she
just
said.
I
don't
understand
and
I'll.
I
just
will
never
understand
why
the
people
that
are
making
decisions
are
also
doing
the
design
work.
We
have
a
public
art
committee,
that's
their
expertise,
just
like
we
have
multiple
boards
here
that
all
have
their
expertise
and
all
the
commission
is
supposed
to
do
is
decide
on
whether
it's
to
be
bought
or
not
bought
according
to
the
recommendation
of
the
board.
J
A
Other
public
comment
on
these
items:
okay,
we're
gonna
move
to
commissioner
comments.
There's
a
couple
items
I
do
have
questions
about,
mark
you've
got
them
in
categories
or
staff,
put
them
in
categories
for
us.
It
says
four
that
are
available
now.
Two
will
be
available
in
four
to
six
weeks
and
then
there's
another
four
available
in
13
to
15
weeks.
P
Sure
we
just
want
to
make
janina
just
want
to
make
sure,
because
the
problem
that
we
had
with
jay
jack
is
about
the
ability
to
get
these
things
to
the
time
frame.
So
they
can,
they
can
come
from.
One
can
come
from
the
13
to
15.,
you
know
and
any
any
way
these
can
be
matched
the
board
wants
to
go
to.
They
can
be
matched.
You
just
want
to
realize
why
some
you
might
see
one
up
very
soon,
and
you
might
see
one
three
to
four
months
later.
O
A
And
is
that
going
to
affect
like
shipping
costs,
or
things
like
that,
as
I
mean
just
depend
on
when
we
need
them,
they're
created
right
so
with
the
pay
for
shipping,
regardless
each
one's
created
separately?
Okay,
that
makes
sense.
A
A
A
This
is
separate
from
that.
These
are
cra
dollars.
These
are
cra
dollars
used
in
the
sierra
fund.
Like
I
mentioned,
to
encourage
growth
and
remove
blighted
properties.
These
were
intended.
We
had
a
long
discussion
on
the
budget.
Like
I
said
at
the
end
of
fiscal
year,
2020
I'm
happy
to
see
these
go
forward.
I
know
out
of
respect
to
the
public
art
committee.
A
So,
in
my
opinion,
with
this
and
I'll
lean
to
the
rest
of
the
board,
I
I
do
want
to
bounce
off
mark
one
more
time
too.
The
decisions
not
made
where
they
would
necessarily
go
right
somewhere
along
safford
avenue.
G
P
A
It's
an
irony
of
that
I
think
and
no
rush
is
a
better
option
than
speedy
and
then
the
other
three
that
are
on
the
production
that
are
available
now,
I
think,
would
be
the
route
to
go.
I
do
like
the
eagle
and
the
eaglet
and
the
fish
at
the
end
of
the
day.
A
I
think
that's
a
pretty
cool
piece.
I
do
struggle,
though,
with
the
east
lake
eagles
being
across
the
lake
and
putting
that
in
our
city,
but
I
do
know
that
seahawks
with
eagles
and
ospreys
are
prevalent
through
our
city
and
I
think
that's
something
to
to
respect
as
well.
One
of
my
questions
mark
is
the
pelican.
I
didn't
see
anything
there
for
the
pelican.
Is
that
not
available
at
all
janine.
AB
Okay,
so
he
provided
me
just
that
example
quote:
if
we're
interested
in
any
of
the
other
statues,
then
I
can
go
back
to
him.
A
Under
a
thousand
and
we're
looking
at
it's
a
really
reasonable
price
for
a
statue
of
bronze
statue,
I
think-
and
so,
if
you're
asking
for
direction,
I
would
say
in
no
rush
a
couple
pelicans
and
then
nature's
harmony
and
then
the
two
dogs
that
are
available
now.
I
do
think
it's
a
good
idea
to
put
dogs
in
the
dog
park,
so
you
have
scrappy
who's,
a
small
dog
so
for
those
that
are
watching,
we
have
two
different
dog
park
areas:
one's
for
large
dogs,
one's
for
small
dogs.
A
I
think
it'd
be
nice
to
see
scrappy
at
the
small
dog
park
and
then
a
retriever
one
of
the
other
yeah
a
retriever
at
the
larger
dog
park,
and
then
I
would
lean
to
staff
for
nature's
harmony
and
no
rush
and
the
pelicans
and
where
to
put
those
commissioner,
taylor,
panty.
D
P
D
Okay,
all
right,
so
you
know
allow
me
to
also
give
accolades
to
the
public
art
committee.
I
think
you
all
do
great
things
and
you
have
began
to
and
have
more
installations,
which
I
think
is
what
we
were
looking
for.
Personally,
I
don't
have
an
issue
with
some
of
selecting
some
of
these
pieces.
I
feel
that
you
know
more
art
in
our
community
is
better
than
less
art,
so
I
still
think
that
these
are
crafted
by
an
individual,
even
though
that
there
may
be
duplicates
somewhere
in
in
the
country.
D
That
said,
I
think
that
the
safford
avenue
corridor
is
a
good
place
to
put
them
specifically
the
dog
park
in
other
and
other
areas
along
there.
So
for
me,
I,
like
the
herons
I
like
the
end,
no
rush
turtle
and
I
like
most
of
the
dogs
for
the
dog
park,
marking
his
territory,
the
scotch
dog
there's
the
one
with
the
scrappy.
I
like
scrappy
with
the
kid
because
there's
also
a
playground
there,
so
I
think
that
those
are
also
appropriate
locations
for
this
type
of
installation.
D
I
see
the
the
herons
you
know
going
in
in
many
different
places.
The
dogs
make
sense
for
the
dog
park,
so
I
like
the
herons
I
like
scrappy,
I
like
endo
rush
and
if
I
was
to
select
a
second
dog
I
like
scotch
and
marking
his
territory.
Q
Yeah,
thank
you.
Vice
mayor,
I
got
kind
of
more
unique
take
on
this
one.
I
think
I
think
we
talked
a
lot
about
interactive
art
in
the
past
and
selfie
art
stuff
that
people
are
able
to
interact
with
take
pictures
with.
I
think
stuff
like
this
would
be
perfect
for
our
youth.
I
think
like
at
the
dog
splash
park,
for
example,
there's
a
lot
of
ages,
three
to
five
that
go
through
there.
I
think
that'd
be
really
fun
for
them
to
play
around
it's
it's
an
actual
park.
It's
filled
up
every
single
weekend.
Q
I
think
it'd
be
nice.
If
we
had
one
of
the
dogs
out
there
or
something
like
that,
that
the
kids
could
take
pictures
with
run
around
with
that
kind
of
thing,
once
we
start
to
get
into
locations,
I
don't
that's,
that's
really
the
biggest
determinant
for
me.
I
don't
know
if
we
want
a
panther
right
along
the
pinellas
trail.
I
just
I,
the
more
unnatural
ones,
I
think
should
be
totally
out
the
panther,
the
dog
peeing
on
the
fire
hydrant
the
eagles.
Q
I
was
surprised
that
was
on
there
just
given
that
from
a
young
age
as
a
tarponite,
we're
taught
you
know
the
eagles
are
the
biggest
enemy
it's
the
biggest
rivalry
in
pinellas
county
is
the
spongers
versus
the
eagles.
So
you
were
just
asking
for
that
to
get
vandalized
every
single
game
week
that
those
two
teams
play
each
other
so
really
not
in
support
of
that.
Q
But
again
I
I
think
I
think,
when
we
talk
about
interactive
art,
I
think
this
is
a
fun
kind
of
dip
of
our
toes
in
the
water
there.
It's
what's
the
price
tag
on
this
ten
thousand
dollars.
I
think
if
we
make
it
interactive
for
our
youth,
you
know
the
kids
don't
care
whether
it's
a
hundred
thousand
dollar
sculpture
by
you
know
some
famous
name
that
comes
in
and
develops
it
over
time
and
there's
there's
places
where
that's
the
absolute
right
thing
to
do.
Q
But
when
it
comes
to
kids
at
a
splash
park
playing
around
having
a
little
statue
of
a
dog
there,
that's
something
that
I
don't
think
there's
any
detractant
from.
I
think
that
could
just
be
a
cool
thing
that
the
kids
can
enjoy.
So
for
me,
I
mean
I'm
I'm
happy
to
support
looking
into
these
more,
if
that's
the
direction
that
you
need,
but
for
me
it's
all
going
to
be
about
where
the
location
is.
I
think
it
should
be
more
geared
towards
just
something
fun
that
the
kids
can
play
with
at
the
parks.
A
R
R
R
We
don't
we're
just
throwing
something
out
there
and
calling
it
art
and
we'll
decide
where
we're
going.
To
put
it
later,
it's
kind
of
like
the
clock.
We've
decided
we're
going
to
buy
a
clock,
we
had
a
half
a
dozen
locations
and
we
decided
where
we're
going
to
put
the
clock
after
we
decided
we're
going
to
buy
a
clock,
so
I'm
not
going
to
support
this.
Thank
you
I
I
did
back
then,
when
it
was
a
dog
at
the
dog
park
and
a
bird
at
the
wetlands
down
there
just
to
get
this
thing
behind
us.
W
R
A
A
I
have
to
follow
the
rules,
you
know,
okay,
so
public
comment,
I
mean
sorry.
Public
comments
been
closed.
Commissioner
comments
have
been
had
going
through
the
tallies,
the
herons
and
no
rush,
pelicans
myself
and
one
of
the
the
scotch
the
scotch
dog
or
the
retriever
and
scrappy.
Q
Not
a
lookout
that
dog
looks
like
it's
starving,
not
the
dog
peeing
on
the
on
the
mark
territory,
whatever
that
is
just
a
regular
dog
that
kids
can
run
around
and
play
with.
I
don't
want
anything
fancy.
I
don't
want
to
say
you
know
a
great
dane
just
a
dog
that
kids
can
play
with.
I
don't
think
that's
a
a
big,
a
big
deal.
You.
Q
D
O
D
That's
with
locations
to
be
selected,
but
with
an
emphasis
on
the
north,
safford
avenue
north
or,
let's
see
north
and
south
safford
avenue
gateway.
So
I
also
like
the
herons
at
like
where
the
fitness
center
is
where.
Q
R
A
A
P
The
only
thing
I
want
to
discuss
is-
and
since
I
got
I
found
out
today,
the
first
historical
picture
art
will
be
on
the
side
of
the
cra
building.
Hopefully
next
week
the
art,
the
the
we
got,
confirmation
that
it's
going
to
be
so
it's
a
picture
of
the
old
picture
of
the
bayou
there.
It's
going
to
be
on
the
side
of
the
building
and
again
it'll
be
next
week,
so
that
will
be
one
of
the
first
ones
there.
P
I
had
still
planned
after
that
there's
one
location,
the
dean
protomitis
building.
Once
we
got
that
one
up
and
to
show
him
that
was
another,
a
person
who
had
interest
in
in
putting
a
mural.
I
think
the
city
attorneys
got
got
an
agreement,
so
my
original
id
after
the
one
was
up
and
to
show
him
and
to
look
at
what
type
of
historic
picture
he'd
want
on
his
building.
That
would
be
okay
with
the
with
the
commission.
That
was
my
next
step
of
going.
P
This
is
this:
what
you're
proposing
is
another
step
to
propose
these
things
so
I'll?
Let
you
carry
this
additional
thing
that
we
could
do
and
this
additional
grant
program
that
you're
requesting.
A
Yeah
so
just
a
little
more
background
and
then
we'll
go
to
public
comment.
I
I've
looked
into
the
public
art
ordinance
more
and
more
and
tried
to
find
ways
to
help
some
business
owners
that
want
to
do
murals
in
their
property.
Give
them
an
option
to
do
that.
What
happens
is
the
public
art
doesn't
allow
that
to
really
happen?
A
A
So
with
that
we've
brought
up-
or
I
brought
up
in
the
past
of
doing
some
type
of
grant
program-
it
was
a
crystal
river-
has
a
similar
grant
program
within
their
district
that
they
give.
A
I
think
it's
up
to
five
thousand
dollars,
but
when
I
was
just
kind
of
milling
us
around,
I
was
looking
somewhere
in
between
the
range
of
twenty
five
hundred
and
three
thousand
dollars,
and
what
that
allows
is
if
an
individual
wants
to
use
an
old
picture
of
around
tarpon
springs
from
the
historic
society
or
they
wanna
do
a
mural
or
they
want
to
do
a
painting,
that's
actually
printed
onto
the
building.
A
They
could
do
that
and
it
could
be
two
to
three:
it
could
be
300
square
feet,
200
square
feet
and
again
this
is
within
the
cra
dollars.
It's
not
general
funds
and
the
cra
helps
encourage
growth
and
remove
blighted
properties.
So
the
thought
process
is,
I
talked
to
a
couple
different
business
owners
on
on
pinellas
avenue
and
they
have
large
what
you'd
call
open
canvases
and
they
they
encourage
the
idea
that
I
guess
we're
interested
in
this.
A
So
that's
why
I
want
to
move
it
forward.
I
do
think
it's
a
good
idea
to
do
a
grant
program.
There's
unassigned
funds
within
the
cra.
This
would
also
help
encourage
businesses
to
do
some
more
items
within
the
cra
and
I'm
not
looking
for
a
match
in
this.
I
think
it's
something
we
could
do
within
the
cra
to
really
help
spruce
up
some
buildings
to
do
a
some
type
of
mural.
There
could
be
some
commitment
of
some
sort.
It
has
to
be
on
the
building
for
at
least
two
years
three
years.
A
A
I
think
it
lasts
up
to
10-year
warranty
on
those
so,
but
I
do
think
it's
important
to
have
some
type
of
guarantee
from
the
business
or
property
owner
that
it
would
stay
in
the
building
for
x
amount
of
times.
So
with
that,
I'm
asking
that
the
board
considered
10
to
thousand
dollars
and
unassign
cra
funds
as
a
seed
money
to
see
if
there's
any
interest
for
the
business
owners
to
put
some
type
of
mural
or
old
picture
of
the
city
of
tarpon
springs
on
the
side
of
their
building.
W
W
The
numbers
you
project
is
that
the
total
budget
or
the
match
and
if
per
project
after
discussion,
I've
talked
to
a
lot
of
local
mural
artists
and
I've
talked
to
a
lot
of
local
businesses
who
have
already
done
murals
out
of
their
own
pocket.
W
You
also
get
the
feeling
among
a
lot
of
people
who
have
already
paid
for
this
somewhat
of
a
feeling
of
resentment,
justified
or
else
that
they've
paid
for
this
themselves,
and
now
others
are
getting
public
assistance.
That's
something
to
consider
most
recognized,
mural
artists,
charge
200
to
500
a
day
plus
materials,
so
murals
rarely
cost
five
thousand
dollars,
which
would
represent
a
2500
max
match.
W
Like
all
other
matching
grants
program,
there
would
be
an
application
process
with
a
procedure
and
policy
in
place
to
regulate
quality
and
content,
and
I
think
that
should
be
in
place
because,
as
you
said,
the
cra
is
dedicated
to
improving
blighted
areas.
We
don't
want
more
light
with
ugly
art.
The
process
you
talked
about
was
what
they
used
for
the
crystal
mural
on
the
mattress
building
and
it's
an
applique
and
it
actually
can
be
more
expensive
than
a
hand-painted
mural,
because
the
public
art
committee
looked
into
it.
W
W
Y
Y
Y
J
I
agree
with
anita
again
and
I
just
don't
understand
why
we
don't
leave
this
to
the
bart
committee
and
we
have
to
be
very
careful.
It
is
a
slippery
slope.
I
do
think
that
more
needs
to
be
investigated
legally
before
we
just
go
ahead
with
it.
But
again
I
don't.
I
know
you're
going
to
go
and
vote
for
it,
but.
J
O
L
A
Fair
we're
going
to
board
comments.
A
couple
comments
I'm
want
to
make
real
quick
is
the
cra
has
multiple
grants
that
are
available
within
the
cra
today,
these
grants
are
facade
grants.
These
grants
are
building
improvement,
grants
and
there's
also
restaurant
grant.
So
it's
not
uncommon
to
have
grants
from
buildings
in
the
cra.
A
The
economic
developer
could
attest
to
that
as
well.
The
intentions
when
I
talked
to
the
city
manager
about
this
it
would
be
a
a
grant
twenty
five
hundred
dollars
to
three
thousand
dollars
per
project.
The
ten
to
fifteen
thousand
discussion
was
the
total
bucket
as
like
the
seed
money
to
start
with
to
see
if
it's
successful,
maybe
no
one
wants
to
do
this.
I
don't
know.
A
What's
that
who
gets
that
money
I'll
get
to
it,
so
the
grant
it
would
be
a
reimbursement
portion
of
it.
It
wouldn't
we're
not
going
to
give
someone
three
thousand
dollars
to
go,
spend
it
as
they
want.
There
needs
to
be
some
type
of
guidelines
and
stipulations.
I
don't
have
all
those
answers
tonight.
That's
something
that
we
need
staff
to
talk
to,
to
talk
to
our
attorney,
to
talk
to
karen
lemons
about,
but
this
is
just
the
idea
that
we've
talked
about
it's
come
up
in
the
past.
A
A
A
I
do
like
the
idea
miss
produce
brought
up
is
that
there
are
old
historic
photos
and
tarpon
being
a
historic
destination,
historic
district
there's,
so
many
people
that
move
here
from
out
of
state
that
don't
know
what
tarpon
springs
used
to
look
like
from
the
historic
photos.
We
have
books
that
we
could
go
through.
We
have
a
lot
of
visitors
and
one
of
the
things
that
could
benefit
our
community
and
visitors
is
seeing
some
of
these
historic
photos
on
the
side
of
buildings.
I
think
as
well
too,
so
it
also
pulls
into
historic
side.
D
Thank
you.
I
think
it's
a
a
worthy
idea
to
discuss.
By
no
means
do
I
want
to
try
and
craft
this
ordinance
tonight.
D
Some
feedback
that
I
can
give
you
for
future
discussions
or
for
staff
as
it
relates
to
trying
to
come
up
with
this,
is
that
I
think
it
should
be
opened
up
not
just
to
the
cra
but
the
whole
special
area
plan.
The
city
manager
gave
an
example
of
a
property
owner
who
is
in
the
c,
is
not
in
the
cra,
but
is
in
the
special
area
plan.
So
I
think
that
it
would
be
beneficial
to
the
entire
area.
D
I
think
that
it
should
be
a
matching
grant,
so
there
is
some
skin
in
the
game
from
the
property
owner.
It
should
be
a
reimbursement
to
the
property
owner
and
that
if
there
is
public
funds
that
are
given
that
it
should
be
the
image
or
the
method
or,
however,
you
want
to
say,
it
should
be
approved
by
the
public
art
committee.
D
If,
if
public
funds
are
given,
then
it
should
go
to
the
public
art
committee
for
some
layer
of
approval
just
like,
if
you
were
to
apply
for
a
facade,
grant
that
it
would
go
to
the
technical
review
committee
first
and
then
it
gets
approved.
So
I
think
that
it
should,
if
public
funds
are
given
that
it
should
go
to
the
public
art
committee
for
some
form
of
approval,
so
special
area
plan
in
the
form
of
a
matching
grant.
D
If
public
funds
are
given,
then
it
goes
to
the
public
art
committee
and
then
that
the
monies
go
to
the
property
owner
as
a
reimbursement
of
costs.
Thank
you,
and
I
don't
see
it
being
more
than
you
know,
a
couple
thousand
dollars
per
application
and
if
it's
a
matching
grant,
then
that
would
go
to
essentially
be
4
000.,
so
not
that
you
would
use
it
all.
But
if
it's
a
matching
grain
of
two,
then
essentially
the
pro
the
project
would
cost
four.
Thank
you.
Q
Yeah,
thank
you
vice
mayor.
This
is
another
one.
Where
I'm
happy
to
have
staff
look
into
it.
I
don't
want
to
commit
to
anything
tonight
or
try
to
build
it
from
the
ground
up
and
say
you
know
what
should
be
and
what
shouldn't
be
some
of
my
thoughts
on
it.
I
I
think
the
criteria
of
historical
photos
is
going
to
be
an
issue
we
run
into
and
something
that
we
might
need
to
establish
or
might
go
through.
Q
You
know
historical
society
or
something
along
those
lines,
because
I
know
a
lot
of
people
are
going
to
say.
Oh,
I
have
this
historical
picture
and
then
you
know
who's
going
to
verify
that
when
was
it
from,
is
it
accurate
that
kind
of
thing
and
then
I
think
it'd
also
be
interesting
for
staff
to
look
into
you
know
one
of
the
public
comments
addressed
residents
that
have
historical
photos
of
tarpon
springs.
Q
You
know,
maybe
if
it
might
be
difficult
for
them
to
reach
out
to
business
owners
themselves
and
say
hey.
I
have
these
historical
photos.
Would
you
consider
this
if
you're
going
to
go
through
with
this
grant?
Maybe
that's
something
that
we
would
open
up
to
the
city
in
general
to
say
if
you
have
historical
photos
that
you'd
like
to
be
considered
if
we
go
through
with
this
grant,
submit
them
to
us
and
we'll
provide
them
to
business
owners.
Q
So
when
a
business
owner
looks
at
this
and
says
I'd
like
something
historical
on
my
building,
but
I'm
not
really
sure
what
to
put
or
I'm
not
sure,
if
there's
a
historical
picture
of
my
building
or
how
that
works,
it
might
be
good
to.
You
know:
solicit
residents
input
in
terms
of
their
photos.
I
think
we
might
have
a
wider
bank
that
way
and
then
also.
I
think
this
is
just
kind
of
a
neat
idea
in
general.
I
think
this
is
something
we
could
look
into
through
connect.
Terpene
springs.
Q
What
some
bigger
cities
do
is
they'll
have
like
a
google
map
of
their
city
with
pinpoints
on
each
of
the
buildings,
and
you
can
click
on
that
pinpoint,
and
you
can
see
historical
photos
that
include
that
building
in
it.
I
think
that's
something
that's
kind
of
interesting
that
we
might
be
able
to
look
into.
I
know
that,
would
you
know
kind
of
get
a
lot
of
staff
time
behind
it,
but
I
think
that
might
be
something
interesting
too.
Q
Interesting,
too,
is
to
have
residents
kind
of
say,
hey
if
I
have
a
historical
photo
that
I
think
is
interesting
about
this
area.
I
can
submit
it
to
the
city
and
once
it's
been
verified,
it
can
go
on
that
google
map
and
then
anybody
that's
visiting
or
any
residents
that
are
interested
to
say,
hey.
What
did
this
area
used
to
look
like?
Then
they
can
click
on
that
dot
and
it'll
give
all
the
historical
voters
that
include
that
area.
A
Q
Matter,
no,
I
think
I
think
the
way
I've
seen
it
more
so
is
that
it's
it's
a
google
maps
of
what
is
there
now
and
then,
when
you
click
on
that
you'll
get
access
to
photos
with
dates,
so
it'll
say:
okay,
this
was
from
28
2008.
This
was
from
1920.,
you
know
it'll.
Just
and
again,
that's
a
lot
to
compile
that's
just
more
spitballing
of
future
ideas
that
we
might
be
able
to
use
on
connect,
tarpon
springs
or
just
be
something
neat
that
we
could
give
to
our
residents
and
visitors.
That's.
A
A
good
idea
so
for
clarification.
I
am
for
some
type
of
criteria
and
I'm
good
with
the
public
art
committee
reviewing
any
public
mural.
So
all
those
cra
funds
it
it's.
There
needs
to
be
someone
to
say
yes
or
nay,
yeah
renee
too.
I
laughed
when
you
said
it,
because
someone
could
put
something
ridiculous
up
there
and
someone
needs
to
sign
off
on
it.
You
don't
want
to
picture
my
face
on
the
side
of
your
building.
A
Yeah
there's
business
owners
already
that
are
interested
in
this.
I
need
to
go
to
commissioner
abadikiota
to
see
if
he
has
any
comments
tonight
on
this.
R
The
the
facade
grant
program-
saint
manager,
of
course,
is
that
by
resolution,
or
is
that
by
ordinance
that
it's
governed.
R
Okay
by
resolution
yeah
and
that's
fine-
and
I
think
that's
what
I
think
some
of
us
are
talking
about-
that
we
need
some
control
in
all
of
this
by
resolution,
I'm
interested
in
kind
of
making
pinning
down
who
juries
the
content.
R
In
this
process,
the
we've
had
at
least
at
least,
that
I'm
aware
of
four
buildings
in
the
last
past
year
that
have
put
murals
up
at
their
own
expense.
So
I
don't.
I
don't
particularly
think
that
what
we're
doing
is
incentivizing
it.
I
I
think
that
maybe
it
would
help,
but
there's
already
people
interested
in
doing
that.
So
I
I'd
like
to
be
a
little
and
it
gets
back
to
what
was
said.
R
People
already
put
money
out
of
their
own
pocket
to
do
this,
and
now
we're
we're
wanting
to
give
a
matching
grant
on
this
and
then,
of
course,
not
all
businesses
that
might
want
a
mural
or
property
owners,
so
that
would
have
to
be
worked
out
with
the
property
owners
and
that
would
have
to
be
worked
out
through
whatever
application
process
that
we
have.
R
The
I
think
the
50
50
would
be
fine
and
then,
of
course,
the
the
match.
And
of
course,
there's
always
the
sensitivity,
and
this
gets
back
to
during
the
content
could
be
construed
as
advertising.
I
think
our
sign
ordinance
is
very
clear
on
that,
and
so-
and
I
know
there
was
a
bit
of
discussion
about
that
here,
as
well
as
far
as
some
of
the
art
murals
that
were
proposed
in
the
past,
whether
they're,
in
fact,
art
or
whether
they're
just
advertising.
R
So
I
I
don't
want
to
get
wrapped
up
in
the
actual.
I
think
the
idea
of
putting
historic
murals
on
there,
even
some
regular
original
art,
I
think,
is
a
good
idea.
I
don't
want
to
exclude
that.
I
know
that
there
was
a
struggle
in
trying
to
work
this
through
the
public
art
committee
with
liability
and
also
especially
with
the
the
less
expensive
murals
than
having
to
pay.
Let's
say
the
mural
cost
5000,
and
then
the
liability
insurance
or
the
insurance
that
the
city
required
the
premium
was
about
five
thousand.
R
I
know
elizabeth
indiana's
had
to
go
through
that
with
her
mural
at
the
cultural
center,
and
I
think
her
if
I'm
not
mistaken,
was
between
five
thousand
and
seven
thousand
was
what
her
insurance
policy
was.
So
fortunately,
her
mural
was
a
a
very
original
beautiful
art
that
adorns
our
cultural
center.
So
she
was
willing
to
do
that.
She
could
have
backed
away
from
it,
but
I
think
to
her.
R
R
That
would
want
to
do
that,
except
if
it's
in
the
form
of
a
grant,
and-
and
I
guess
that
is
a
question-
and
with
that
agreement
that
you
create-
and
I
spoke
to
this
city
attorney
briefly
about
this
by
actually
not
spoke
to
him,
but
by
memorandum-
the
agreement
that
you
did
for
the
art
murals
would
that
apply
here
as
well?
No,
so
the
liability
insurance
would
not
be
an
issue
as
far
as
the
grant.
E
R
If
there's
not
that
there
would
be,
but
there
is
a
chance
if
there
was
an
accident
or
something
like
that,
and
and
would
we
still
follow
through
with
that
or
would
that
be
kind
of
a
condition
of
the
grant
that
there'd
have
to
be
some
certification,
no
liens
or
liability
or
whatever.
R
Yeah,
those
are
the
kind
of
questions
that
I
think
would
be
very
important
in
asking
during
this
resolution
creation
for
this
particular
program.
So
I
don't
have
a
problem
moving
ahead.
Looking
at
a
resolution,
I'm
not,
I
think,
like
commissioner
donovan
you're
not
ready
to
sign
now,
I
found
anything
tonight,
but
just
to
explore
it.
I'm
kind
of
in
the
same
boat
on
that
so.
A
Yeah,
I
have
no
interest
in
drafting
resolution
myself,
nor
do
I
ever
want
to
so
this
was
just
to
give
staff.
I
think
direction
and
we've
got
some
good
public
comments
on
this,
and
I
think
we
had
some
good
commission
comments
tonight
too.
City
manager
do
anything
else
from
us
on
this
tonight.
A
Do
you
want
you
want
to
tighten
up
a
little
bit
with
a
matching
grant,
it
would
be
a
reimbursement.
D
There
you
go
the
public
art
committee
all
right.
Let
me
start
over
move
to
approve
direction
of
staff,
to
draft
a
draft
resolution
for
murals
in
the
form
of
a
matching
grant,
and
are
we
good
with
the
cra
or
do
we
just
want
it
to
be.
D
E
To
separate
yourself
from
the
the
general
fund,
this
is
cra.
R
L
P
Working
on
the
other
one
I
mean,
if
we're
working
on
this
one,
it's
going
to
be
the
same.
Just
the
diff
I
have
to
bring
it
to
the
I'd,
have
to
bring
it
to
the
boc
for
approval
everything.
So
I
have
no
problem.
Working
on
both
they'll
be
the
same
thing.
I
just
have
to
bring
it
to
two
places
when
we
get
it
done
so,
but
from
a
procedural.
D
E
E
R
R
D
All
right
so
move
to
approve
direction
of
staff
to
draft
a
draft
form
resolution
for
the
cra,
for
a
mural
matching
grant
to
be
reimbursed
to
the
property
owner
not
to
exceed
twenty
five
hundred
dollars
per
application
in
the
imagery,
and
the
application
itself
must
be
approved
by
the
public
art
committee.
A
B
Q
A
A
We'll
move
to
staff
comments,
police
chief,
young,
no
comments,
please
chief,
can
you
is
there
a
closing
of
us
19
here
soon
is.
Are
you
aware
that,
with
duke
energy.
A
Okay,
so
the
residents
you
could
check
the
facebook
page
or
reach
out
to
the
non-emergency
line
or
city
hall
about
a
portion
of
it
city
attorney
trask,.
P
Yes,
I
was
asked
to
give
an
update
on
the
on
the
arch
at
the
sponge
docs.
I
know
we
talked
about
a
little
earlier
from
public
comment,
but
as
it
is
now
and
have
as
we
have
it
sitting,
it's
waiting
for
public
input
which
which
we
had
imagined
would
be
on
your
list
of
items
for
future
workshops,
town
hall
meetings
that
that
would
be
discussed
at
the
sponge
docs
town
hall
meeting
and
then
with
that
we
get
more
input
for
the
board
and
move
forward.
P
I
sent
you
the
the
excerpts
from
the
meeting
and
that's
the
direction.
As
you
know,
during
june,
until
through
september
and
october,
we
have
had
trouble
setting
extra
meetings
because
of
the
amount
of
meetings
we've
had
we're
going
to
attempt
again
on
getting
dates,
and
hopefully
I
have
dates.
So
we
can
look
at
at
least
one
more
of
the
extra
meetings
of
a
town
hall,
a
workshop,
and
I
sent
you
the
ones
that
are
going
so
right
now.
P
P
No
john,
I
already
mentioned
before
that
the
the
picture
of
the
the
old
spring
bayou
should
be
up
next
week.
The
artist
should
be
coming
next
week
to
to
put
that
picture
frame
mural
up
on
that
wall.
So
we'll
have
that
one
of
course,
and
then
christopher
still
is
on
the
corner.
I
I'm
hoping
it
looks
good
and
I
think
that's
it
for
now.
R
Psy,
I
I
had
the
honor
of
attending
the
rose
cemetery
dedication
of
their
historical
plaque.
This
weekend
it
was
a
very
nice
affair
and
several
of
us
were
there
also.
I
had
the
privilege,
along
with
the
city
manager,
of
writing
in
the
homecoming
parade
this
past
friday,
and
that
was
a
real
joy
as
well.
R
I
I
think
it
was
a
night,
even
though
the
game
didn't
work
out
as
what
people
had
hoped
for.
I
think
it
was.
It
was
a
good
thing
and,
and
hopefully
we'll
get
back
to
normalcy
because
of
colbit
and
stuff
and
next
year,
and
I
think,
there's
a
couple
of
things
that
can
be
done
with
providing
the
children
a
little
more
like
these
toy
footballs
that
we
had
seemed
to
be
a
hit.
R
A
A
I
do
have
a
couple
comments:
city
manager,
if
you
could
look
into
the
sidewalk
on
golf
road
from
where
the
water
main
break,
is
or
was
ray,
did
a
great
job
explaining
and
he
was
really
proud
of
the
city
staff,
how
they're
able
to
fix
that
water
main
break
at
a
quick
rate.
That's
the
one
by
which
can
buy
you
and
we
didn't
have
to
use
outsourced
funds
for
that.
A
A
So
we
want
to
address
that
and
not
to
kind
of
beat
on
this
too
much.
But
I
do
believe
that
we
talked
about
some
oak
trees
along
tarpon
avenue,
and
we
saw
some
crepe
myrtle
show
up
here
recently
in
front
of
vincent
funeral
home.
I
just
want
to
talk
about
some
oak
tree
plans
and
where
we
could
utilize
those
and
and
develop
some
more
canopy
along
some
of
our
roads.
A
A
There
are
two
grand
opening
ribbon
cuttings
coming
up
here,
thursday.
The
30th
is
going
to
be
tarpon
springs
tattoo,
that's
on
927,
dota,
kinese
boulevard
and
then
thursday
october,
7th
it's
going
to
be
dogs,
dockside
doggies,
on
421,
south
pinellas
avenue,
that's
across
the
street
from
anytime
fitness
with
that
meeting
is
adjourned
at
9
55.
