government
and
business
and
whereas,
in
addition
to
the
purchase
of
goods
and
services,
procurement
adds
value
to
our
organization
by
performing
functions
such
as
executing
implementing
and
administering
contracts,
developing
strategic
procurement
strategies
and
cultivating
working
relationships
with
suppliers.

happen

earth

Saturday
April
22nd
from

a.m,
to

p.m,
at
the
Tarpon,
Springs,
library
and
I.

Think
it's
going
to
be
a
really
great
event:
we're
going
to
have
City
departments
who
practice
green
initiatives
and
many
Community
Partners,
including
the
Garden
Club
of
Tarpon
Springs
UF,
ifas
extension,
keep
Pinellas
beautiful
piece
for
Tarpon
all
kinds
of
organizations
and
we'll
also
have
free
food
giveaways
a
face
painter,
DJ
games,
crafts,
it's
just
going
to
be
a
great
time
and
we'd
love
to
have
you
come
out
and
celebrate
Earth
Day
with
us.

third
and
it's
a
new
one
for
the
city
of
Tarpon
Springs.
It
recognizes
irish-american,
Heritage,
Month
and
I'm,
going
to
call
Mr
Sean
deeney,
who
Danny
who's
the
state
chairman
of
the
irish-american
Heritage
organization,
or
at
least
our
the
holiday
that
we
have
for
this
year.
So
Mr
Denny.
Would

going

read
the
proclamation,
whereas
generations
of
Irishmen
and
women
have
helped
shape
the
idea
of
America,
overcoming
hardship
and
strife
throughout
strength
through
strength
and
sacrifice,
Faith
and
family,
and
whereas
by
1776,
nearly
300
000,
Irish
Nationals
had
immigrated
to
the
American
colonies
and
played
a
crucial
role
in
America's
war
for
independence.
And
whereas,
since
the
military
government,
governorship
of
Irish,
American,
Andrew,
Jackson,
Irish
Americans
in
Florida
have
provided
leadership
and
service
to
the
state
counties
and
local
communities.

whereas
Irish
Floridians
can
look
back
with
pride
on
the
legacy
of
their
Irish
forebearers,
who
have
contributed
significantly
to
education,
business,
Sports,
literature,
science,
medicine
and
the
Arts.

whereas
we
owe

the
generations

Irish
Americans,
who

Month

the
city

me,
as
a
resident
of
Tampa
for
the
past
20
years,
I've
visited
this
community
with
my
family
as
a
kid
and
I
would
like
to
say
that
the
Greek
culture
of
this
town
is
very
similar
to
that
of
the
irish-american
community.

Greeks
and
Irish
are
very
alike
in
terms
of
values
with
our
culture,
religion,
family
values
and
especially
pride
in
our
heritage
and
St.
Patrick's
feast
day
is
the
biggest
celebration
of
a
national
day
across
the
globe,
and
people
around
the
world
will
be
celebrating
this
holiday
and
proclaiming
themselves
Irish
for
the
day
now.

have
Saint
Nicholas
here
in
Tarpon
Springs,
which

our
patron
saint
of
many
people

in

years
apart
and
St
Patrick
is
actually
recognized
as
much
as
a
Catholic
saint
unorthodox
Saint
as
well.
So
I
wanted
to
assure
that,
and
one
special
note,
I've
got
a
grandson,
also
named
Costa
vaticotis,
whose
birthday
is
on
St
Patrick's
Day.
So
it's
particularly
special
for
me.

session

bills

act

doing
all
this
friendly

The
first
one

Water
Management,

most
controversial
water
bills
of
the
2023
session.
This
measure
this
measure
would
prohibit
counties
and
municipalities
from
adopting
laws
about
water
quality
or
quality
Pollution
Control
in
Wetlands.

measure
would
change
the
state
law
that
oversees
the
management
and
storage
of
surface
waters
or
water
bodies
like
rivers,
lakes
and
wetlands.

exemption
will
no
longer
require

written

about

excise
tax

water
extracted
for
commercial

city
models
sustainability,
we
would
hope
that
it
would
Inspire
the
desire
for
all
residents
to
start
thinking
about
these
ideals
and
in
reference
to
the
the
comments
that
were
made
tonight,
I
would
say
we
might
be
limited
with
what
we
can
do
with
the
structures
that
we
have.
But
if
we
keep
inspiring
the
desire
for
change
in
our
homes
and
our
city,
it's
going
to
change
the
world
slowly
so
to
update
you.

current
committee
members
include
myself

this

Who
is
our
coordinator?
The
committee
has
met
monthly
on
the
third
Thursday
at
6
pm
and
a
little
bit
of
background
is
that
we
were
established
by
the
Board
of
Commissioners
on
May
28
2019
through
resolution
number
2019-15.

With
broad
Community
Support,
the
city
signed
a
memorandum
of
understanding
to
join
the
Tampa
Bay
Regional
resiliency
coalition
in
2018,
which
encouraged
Greater
Community
involvement
in
resiliency
within
the
city.
I
think
one
of
the
mandates
was
that
we
formed
an
advisory
committee.
So
the
committee
was
tasked
with
the
following:
create
us,
creating
a
city-wide
sustainability
plan
to
advise
and
make
recommendations
to
the
city,
commission
that
advanced
the
intent
of
resolution
number
2019-15
and
to
explore
topics
which
relate
to
sustainability
and
resiliency.
Considering
the
board's
priorities.
Q
The
background
on
our
committee
is
that
the
committee
suggested
that
the
city
prioritize
hiring
a
sustainability
coordinator
in
our
May
2021
presentation
to
the
boc
and
sustainability
coordinator.
Robin
Reeves
was
hired
December
2021
and
as
the
staff
liaison
for
the
sustainability
committee
and
I'm
I'm,
really
delighted
to
say
that
she
has
made
a
huge
difference
to
the
city
having
a
full-time
sustainability
staff.
Q
Member
has
enabled
the
committee
to
work
more
productively
and
has
allowed
the
city
to
move
forward
in
a
timely
manner,
with
a
wide
array
of
sustainability
initiatives,
including
vulnerability
assessment
and
action
plan,
sustainability
plan
and
Community
engagement
and
so
forth.
But
having
a
full-time
sustainability
staff
member
has
also
allowed
the
city
to
qualify
for
Grant
programs
through
the
resilient
Florida
program
with
191
167
dollars
received
to
date.
Q
So
we
had
to
weigh
a
bunch
of
different
Frameworks.
We
looked
at
a
lot
of
different
plans
that
were
being
utilized
in
other
cities
around
our
area
and
across
the
state
and
all
of
them.
You
know
what
is
consistent.
Is
that
there's
a
an
intersection
and
a
balance
between
people,
planet
and
prosperity
and
that's
a
social
component,
environmental
component
economic
component
and
we
selected
50
priority
actions.
I
have
to
laugh
because
this
list
was
so
long.
Q
We
went
through
a
lot
of
the
structures
and
we
we
eliminated
what
we
didn't
think
were
applicable
to
our
particular
area
and
we
still
were
encouraged
to
whittle
them
down
because
we
want
to.
We
don't
want
to
bite
off
more
than
we
can
chew,
and
we
we
really
want
this
document
to
be
a
living
evolving
document
as
we
tackle
things
new
things
may
arise.

So
this
is
the
city,
sustainability
staff
team,
reviewed,
the
proposed
sustainability
plan
actions
list,
and
then
the
committee
approved
the
outline
for
the
sustainability
plan,
and
many
of
the
proposed
actions
will
relate
to
goals
outlined
in
the
city's
strategic
plan.
It
all
came
together
in
a
beautiful
way
that
we
were
doing
all
of
these
things
at
once.
The
plan
is
anticipated
to
be
complete
in
August
2023..

So
in
the
meantime,
we
did
have
an
opportunity
to
engage
with
the
public,
which
is
always
exciting,
to
be
able
to
express
what
we're
doing
here
and
the
committee
engaged
through
survey,
public
workshops,
videos,
public
meetings
and
I
want
to
remind
you
that
a
lot
of
our
work
was
done
within
the
first
time
of
covid.
So
it
was
kind
of
a
challenge
we
were
meeting
by
zoom
and
we
were
having
some
meetings
by
video.

We
adopted
rules
of
procedure
that
more
or
less
emulate
what
the
Board
of
Commissioners
does
and
I
want
to
mention
that
if
you
ever
want
to
give
public
comment,
it's
at
the
beginning
of
our
meeting
so
you're
welcome
to
come
to
the
meeting.
You're
encouraged
to
give
comments.
You
don't
have
to
sit
through
our
entire
meeting
to
do
so,
because
we've
moved
the
comment
period
to
the
beginning
of
the
meeting.

So
if
you
are
interested
we'd
love

have
you
there,
we
provide
we
provided
suggestions
for
the
American
Rescue
project
of
act
in
funding
renewed
the
city's
2019
greenhouse
gas
inventory
technical
report
and
we
provided
input
on
The
Whitcomb
Bayou
project
gave
input
on
sustainability,
budget
planning
and
participated
in
two
comprehensive
plan.
Workshops
and
recent
work
completed
with
Outreach
and
engagement,
is
that
we've
supported
the
Florida
Sun
2022
Pinellas
solar
co-ops
and
supported
the
city's
participation
and
reduce
your
use
campaign.

our
recommendations
at
this
point
is
to
initiate
the
sustainability,
Communications
plan,
utilizing
accessible
and
popular
media
to
Foster
Community
engagement
with
sustainability
topics,
sustainability.
Second
one
would
be.
The
sustainability
committee
will
review
the
draft
comprehensive
plan
and
provide
sustainability
recommendations
to
Planning
and
Zoning
staff.

Third
sustainability
committee
will
review
the
draft
sustainability
plan
prepared
by
staff
and
make
recommendations
to
staff
and
four
the
staff
will
represent
or
present
the
draft
sustainability
plan
to
the
boc
for
feedback.
So
we
need

know
you

the
Board
of
Commissioners
prefer
to
for
this
to
take

a

instance,
committee
requests

the
Board

Commissioners

feedback

playing

elements
that
are
being
updated,
which
is
something

be
very
interested

seeing
I'm
going

sure
he'll
be
talking
to
the
staff.
As
far
as
the
presenting
of
the
report
in
the
best
format,
I
suspect
it's
going
to
be
primarily
the
sustainability
committee,
but
also
I
I
think
we'll
probably
be
hearing
a
little
bit
from
the
planning
department
as
well.

used
the
star
framework
for

education
on
all
of
the
points
that
could
possibly
be
covered
for
sustainable
actions

it's
extensive
and
we
we
departed
from
it
because
we
weren't
looking

be

up
to

it
needs

a
sustainability

the

reference

a
statute

statute

waterless
incinerating
toilet
and

feel
as
though
in
a
water
conservation
measure
that
this
should
be

issue

tabled
for
discussion,
whereas
we
could
conserve
water
and
not
pollute
water
in
changing
over
our
our
toilet
products,
also
as
well
with
that
we'd
have
to
have
some
sort
of
extensive,
recycle
cycling
program
put
in
place
regarding
our
garbage
collection
would
now
also
include
our
byproduct,
which
most
of
us
already
pick
up
are
after
our
dogs
with
a
bag
of
such
would
we
have
to
evolve
our
human
waste
into
a
bagged
product
like
we
would

picking
up
after
our
dog
while
we
walked
down

street,
bringing
it
to
a
recycling
bin
located
conveniently
within
the
neighborhood

conservation
measure

protection

water

pickleball
court

just
give
appreciation

some
other
members

We
propose
that
the
board
of
commission
directs
City
staff
to
build
outdoor
pickleball
courts
here
in
Tarpon
Springs.
Our
belief
remains
that
the
fitness
Park
property
on
Safford
Avenue
excuse
me
Remains
the
most
ideal
location
for
additional
courts
due
to
its
proximity
and
parking
restrooms
in
the
Pinellas
Trail
pickleball
courts
could
be
built
without
encroaching
on
the
northwest
corner
of
the
lot
to
allow
the
Green
Space
component
to
remain
available.

The
outdoor
courts
would
add
another
amenity
for
residents
and
visitors
alike
to
enjoy
and
would
also
alleviate
confrontations
between
pickleball
and
tennis
players
who
are
currently
competing
against
each
other
for
a
Time
on
the
public
tennis
courts.
The
sport
is
a
very
social
activity
and
believe
users
of
the
courts
would
take
advantage
of
the
city's
food
and
beverage
establishments
before
and
after
playing
other
sites
within
the
city
were
considered,
but
issues
each
as
limited
parking,
close
proximity
to
residences
and
lack
of
space
became
a
reoccurring.

Trend
pickleball
has
continued
to
grow
within
the
city
and
Nationwide.
The
recreation
division
has
increased
its
pickleball
offerings,
but
the
desire
for
outdoor
courts
continue
to
be
a
common
request
from
participants.
Our
previous
proposal
called
for
two
courts
to
be
built,
but
now
our
suggested
design
process
allow
for
more
as
long
as
space
continues
and
falls.

think
everybody's
pretty
much
aware,
I'm
a
fan
of
pickleball,
so
we'll
get
that
out
of
the
way.
First
I
think
this
area
might
be
appropriate
for
pickleball
courts.
I
think
there's
some
consideration
with

city
giving
up
green
space
that
has
to
be
taken
into
consideration
as
we're
doing
this.
It
requires
certain
moves
by
the
board.
Repetitive
moves
actually

think
you're,
probably
aware
of
that

all

it.

be
behind

them
are

expanding

site

looked

think
also
the
and

know
this
is
going

upset
some

but

shuffleboard
Court

might

an
adequate
place
for
them
too.

use
those
shovelboard
courts,
they
haven't

used

a
long

comments

statements
that

made

meetings

hooking
up
to
sewer.
We
take
issue.

I
take
issue
with
the
statement
that
nobody
wants
to
be
the
first
to
connect
up
with
the
sewer.
We
will
be
gladly
to
be
the
first
as
we
trust
the
meticulous
work
that
the
Tim
group
has
performed
number
two
regarding
the
condition
of
the
street.
This
has
been
an
active
construction
zone.
However,
some
people
still
drive
on
it
as
if
they
were
at
Darlington,
Speedway
or
Daytona.

high
speed
on
unimproved
road
will
definitely
lead
to
accidents
and
various
automobile
mechanical
problems

contract

city
provided
geologic
survey
plans
and
contract

requests

bids

as
such,
the
contractor
built
to
those
specs,
unfortunately
underground

was
not
identified

survey
borings,

resulted
in
various
delays
installing
the
Interceptor,
manhole
and
piping,

oddly
enough,
the
fact
that
this
underground
water
was
common
knowledge
on
sea
breeze
itself.

concerning,
