A
A
What
we're
going
to
do
is
start
off
with
Ron
Herring
who's,
going
to
read
the
instructions
for
the
meeting
as
far
as
the
adoption
of
the
budget
and
the
millage
rate,
and
then
when
we
get
the
resolutions
they're
going
to
be
read
in
their
entirety
by
Ms
Jacobs,
our
city
clerk
and
then
also
Mr
Herring
is
going
to
provide
us
some
of
the
discussion.
That
is,
a
requirement
by
state
statutes,
so
city
manager,
of
course,
I
want
to
turn
it
over
to
you.
Yes,.
B
D
Good
evening,
mayor
Commissioners,
Ron,
Herring
Finance,
director
Florida
statute,
200.065
sets
of
procedures
for
the
adoption
of
the
millage
rate
and
budget.
The
tentative
millage
rate
must
be
approved
before
the
tentative
budget.
The
tentative
millage
rate
for
tax
year
2023
is
5.37.
It's
the
same
as
a
previous
year.
The
tentative
millage
rate
of
5.37
is
9.94
above
the
rollback
rate
of
4.8847.
D
A
Okay,
we're
going
to
have
a
little
bit
of
a
discussion
comments
by
the
commission
at
this
point.
A
And
then
we'll
do
the
resolution.
So
are
there
any
comments
by
the
any
of
the
Commissioners
questions
or
anything
like
that
anything
Mr
Herring,
the
only
question
I
have
and
it's
just
kind
of
a
housekeeping,
and
maybe
you
don't
have
the
answer
off
the
top
of
your
head,
but
this
came
up
again
today.
A
As
far
as
a
request
for
the
Greektown
Heritage
worked
at
the
planning
department
is
doing
I
thought
we
had
confirmed
that
once
that
we
had
some
money
in
the
budget,
for
that
is
that
yes,
I
don't
need
the
amount,
but
is
that
correct?
Yes,
all
right!
Thank
you.
So
what
why
do
we
need
to
go
from
the
rollback
to
our
maintaining
the
current
millage?
A
Obviously,
I
want
to
make
sure
that
the
public
understands
that
we've
got
significant
increases
in
our
employee
cost,
in
particular
trying
to
maintain
competitiveness
with
our
both
our
Public
Safety
departments
and
and
as
compared
to
other
cities.
We
talk
about
that
at
the
mayor's
Council
today,
there's
been
significant
increases
in
in
material
costs
and
also
the
job
market
is
not
all
that
great.
A
As
far
as
a
lot
of
people
looking
for
jobs,
the
the
employment
rate
is
is
very
unemployment
rate
is
very
low
right
now,
so
we
have
to
actually
be
a
little
more
competitive
in
that
regard
and
I
know
the
cost
of
construction
and
things
of
that
matter.
As
we've
learned
with
the
amount
of
infusion
of
funds
that
have
come
in
over
time
from
the
various
locations,
for
example,
the
covid
money
has
created
an
environment
where
actually
we're
competing
for
the
same
contractors
as
Pinellas
County.
A
There
aren't
any
significant
increase
in
number
of
contractors,
so
the
contractors
are
basically
competing
a
lot
for
a
lot
more
jobs
of
what
they're
accustomed
to.
So,
if,
if,
if
we
want
a
particular
job
done,
that
contractor
is
going
to
charge
usually
charge
more
than
what
what
they
have
in
the
past,
and
we've
learned
a
couple
of
lessons
with
that
already
with
some
of
the
RPS
that
we
put
out
that
came
back
significantly
higher
than
what
we
had
estimated
to
be
under
our
normal
engineering
calculations.
E
A
E
A
Sorry,
that's
correct.
Are
there
any
public
comments
concerning
the
millage
rate.
A
Okay,
we've
done
that
and
we're
going
to
Mr
Herring
we're
going
to
go
ahead
and
adopt
the
military
resolution.
Is
that
correct
at
this
point
correct
after
it's
red
and
full
Ms
Jacobs?
If
you
could
read
the
resolution
in
its
entirety,
please.
B
30
a
resolution
of
the
board
tentatively
adopting
the
millage
rate
for
tax
year
2023,
whereas
a
public
hearing
was
held
on
September
6
2023
at
6
30
pm
to
adopt
a
tentative
millage
rate.
Now,
therefore,
be
it
resolved
by
the
border
Commissioners
at
the
city
of
Tarpon
Springs
Florida
that
won
the
ad
Valore
millage
rate
for
tax
year
2023
of
the
city
of
Tarpon
Springs
is
hereby
tentatively
established
at
5.3700.
B
A
B
E
D
Just
have
the
the
required
reading
on
the
budget
here,
if
you're
ready
to
go
for
that.
Okay,
it's
the
tentative
budget
for
fiscal
year
2024
for
the
total
city
is
76
million,
422
000
and
790.
It's
an
increase
of
736
488
dollars,
or
just
a
little
less
than
one
percent
over
the
adopted
budget
from
fiscal
year
2023.
The
majority
of
the
increase
is
related
to
the
increase
in
personnel
and
operating
costs,
and
that's
the
required
reading
on
the
budget.
Okay,.
A
Thank
you
is
there
anything
that
any
of
the
Commissioners
would
like
to
add
to
that.
A
Thank
you.
Are
there
any
public
comments
concerning
this
item?
This
is
the
budget
now
Mr
jumper
there,
any
remote
access
comments.
A
B
Florida
tentatively
adopting
the
budget
for
fiscal
year
2023-24,
whereas
a
public
hearing
was
held
on
September
6
2023
at
6
30
pm
to
adopt
a
tentative
budget
now,
therefore
be
resolved
by
the
Board
of
Commissioners
of
the
city
of
Tarpon
Springs
Florida
that
won
the
city
of
Tarpon
Springs
annual
budget
for
fiscal
year.
2023-24
is
hereby
tentatively
adopted
to
the
city.
Staff
is
hereby
directed
to
notify
all
pertinent
governmental
agencies,
the
provisions
here
of,
as
required
by
law,
that
is
the
reading
of
resolution
2023-31
in
its
entirety.
A
C
A
F
Not
scheduled
so
I
just
wanted
to
speak
to
the
residents.
You
know.
I
know
we
all
got
notification
from
some
of
the
residents,
for
you
know,
trying
to
keep
things
without
raising
rates
and
I
feel
for
everybody.
I
just
don't
know
what
else
to
do.
F
The
rates
are
being
raised
across
the
board
for
everybody,
everybody's
feeling,
the
pinch,
and
if
there
was
something
that
I
could
do
or
this
commission
could
do,
it
would
be
a
pleasure
to
do
it's
just
it
is
what
it
is.
We
just
have
to
be
competitive.
As
the
mayor
said
earlier,
the
the
economy
is
not
it's
not
forthcoming
for
lowering
things.
It
just
seems
to
be
no
end
to
the
raising.
F
A
If
there's
no
further
comments
for
me
personally,
just
to
let
you
all
know
I'm
going
to
be
sending
you
a
memorandum
through
the
city
manager
concerning
this
shift
from
our
form,
One
Financial
disclosure
to
our
Forum
six
and
basically
the
form
six
basically
creates
an
open
book
on
your
finances.
So
it's
in
in
effect.
Now
the
statute
is
in
effect,
but
the
requirement
for
the
new
Forum
sick
is
going
to
go
in
January,
1st
2024,
and
so
there's
some
nuances.
A
That
I
think
everyone
needs
to
understand
before
we
get
to
that
point
and
and
I'm
not
going
to
provide
those.
But
one
of
the
questions
I'm
going
to
ask
is
whether
you'd
like
to
have
some
training,
like
perhaps
in
a
a
workshop
setting
or
something
like
that
to
kind
of
educate
everybody
about
what
the
impact
of
that
might
be
to
you
on
that.
So
that
was
quite
a
bit
of
a
discussion
at
the
mayor's
council
meeting
today
as
well.
So
if
there's
no
further
comments,
meeting
adjourned
at
6,
41.
A
And
what
we're
going
to
do
is
go
ahead
and
move
into
the
special
session
meeting
for
the
community
redevelopment
agency.
Is
everybody
ready
for
that?
Ms
Jacobs?
Yes,
I
called
to
order
the
budget
special
session
of
the
Board
of
Commissioners
of
the
downtown
community
redevelopment
agency
of
the
city
of
Tarpon
Springs
roll
call,
please.
Oh
I'm,
sorry
on
Wednesday
on
Wednesday
September
6
2023
at
6,
41,
PM
roll
call.
Please.
B
A
A
D
Ron
Herring:
will
you
give
that
information?
Please
sure?
Yes,
the
required
reading
for
the
CRA
budget
is.
This
is
a
tentative
CRA
budget
for
fiscal
year
2024
is.
It
is
eight
hundred
ninety
thousand
four
hundred
thirty
dollars.
It's
an
increase
of
104
697
dollars
or
13
over
the
adopted
budget
for
fiscal
year
2023
the
increase
is
being
put
towards
CRA
projects
and
that's
a
required
reading
for
the
CRA
budget.
A
Okay,
there's
not
any
kind
of
a
statement
like
there
was
for
the
city
budget
that
needs
to
be
read.
We
can
go
directly
to
the
resolutions
that
correct
correct.
Okay,
if
there's
are
there
any
comments
concerning
community
redevelopment
agency
budget?
Are
there
any
public
comments
concerning
that
community
redevelopment
agency
budget
Mr
jumper
there
any
I'm,
sorry,
remote
access
public
comments
concerning
the
community
redevelopment
agency
budget.
A
B
This
is
CRA
resolution
202302,
a
resolution
of
the
community
redevelopment
agency
of
the
city
of
Tarpon,
Springs,
Florida
tentatively,
adopting
the
budget
for
fiscal
year
2023-2024,
whereas
the
public
hearing
was
held
on
September
6
2023
at
6
30
pm
to
adopt
the
tentative
budget
now,
therefore
be
resolved
by
the
community
redevelopment
agency
of
the
city
of
Tarpon
Springs
Florida,
that's
Section,
1,
the
community
redevelopment
agency's
annual
budget
for
fiscal
year
2023-24
is
hereby
tentatively
adopted.
Section
2.
B
A
Okay,
are
there
any
comments
from
the
commission
concerning
this
resolution?
Okay,
if
there's
none
roll
call,
please
oh
I'm,
sorry
need
a
motion
in
a
second
so.
