The
code
enforcement
board
here
in
procedure:
it's
the
intention
of
this
board
to
promote,
protect
and
improve
the
health,
safety
and
welfare
of
the
citizens
of
tarpon
springs
by
providing
an
equitable,
effective
and
inexpensive
method
of
enforcing
various
codes
within
the
city.
Any
aggrieved
party
may
appeal
a
final
administrative
order
of
this
board
to
the
circuit
court.
Such
appeals
shall
be
filed
within
30
days
of
the
execution
of
the
order
to
be
appealed.

The
procedure
follows
with
each
case
on
its
agenda
is
as
follows.
First,
the
city
presents
its
witnesses
and
exhibits,
after
which
the
violator
is
able
to
ask
the
city's
witnesses
any
specific
questions
regarding
their
testimony.
Secondly,
the
violator
is
allowed
to
make
any
presentation
and
present
any
evidence
or
documents.
Then
the
city
can
ask
questions
of
the
violators
witnesses
after
both
rounds
of
testimony
both
on
the
part
of
the
city
and
on
part
of
the
violator.
Each
party's
asked
to
give
a
closing
statement
first
by
the
city,
then
by
the
violator.

house

tree
branches
all

the

sidewalk
along

side

inspection
and
I

find
that
the
tree
branches
were
less
than
10
feet
above
the
sidewalk.

the

we
issued
a
notice

violation

the
property,

initial
time,

left
a
door,
hanger
didn't
get
any
response
from
the
owners
and
then
on
februari
16th.
We
issued
a
notice
of

of
Violation
again
didn't
receive
any
response
from
the
owners
of
the
property
on
March.
Seventh
of
this
year,
a
notice
of
hearing
was
issued.

mailed
it
first
class
both
to
the
listed
owner,
Bradford
Sullivan,
his
wife,
Elizabeth,
Sullivan
and
also
wells
fargo
bank
was
issued
the
same
notice,
so
they
were
aware
they
were
sent
via
certified
mail.
We
got
unclaimed
from
the
property
owners,
but
we
did
get
a
return
receipt
from
wells,
fargo
acknowledging
the
violation
on
april
I'm
April
second
of
this
year,
I
posted
the
property
regarding
of
this
hearing
and
then
on
April
13th
I
conducted
a
reinspection.
It's
still
on
compliance,
the
owners
or
somebody
had
tried
to
trim
some
of
the
trees.

branches,
less
than

and

is
in
very
poor
condition.

appears
to
be
leaning
and,
in
some
regards,
seems
to

by
the
vines

growing

shed
I
actually
met
with
the
property
owner
mr.

was
mailed,
first
classes
certified
return,
receipt
requested
for
the
property
owner
based
on
Pinellas,
County
property,
appraisers
website
and
a
tax
collector.
We
did
return,

receive
a
return.
Receipt
from
a
property
owner
and
I

stated.
The
initial
contact
with
mr.
silly
casaya
didn't
have
any
further
contact
with
him.

that
point,
I
did
conduct

trees

front

shed
has
not
been
removed.

exposure,
insects,

blight
or
other
cause.
Exceptions
regarding
damage
due
to
the
lack
of
water
shall

the

consumption

declarations

state
or
local
agency
and
there's
another
paragraph
talks
about
declared
states
of
emergencies.

complaint
regarding
the
fence,

chain-link
fence,
being
in
poor
condition.
It

Brazilian
pepper,
trees

the

and
the

along
the
right
away.
I
spoke
to
the
tenant,
he
cleaned
up
a
significant
amount
of
the
property,

unfortunately

property
owners
wouldn't
take
responsibility
for
the
fence.
They
actually
wanted

to
fix
it,
and
so
rather
significant
financial
undertaking.

he
didn't
city
came
out.

our

on

17th

year
we
issued
a
courtesy
letter
regarding
the
inspection
results
on
the
sixteenth
of
februari.

march
forth,
a
Notice
of
Violation
was
issued
to
the
property
owner
and
also
the
tenant
on
March
29th
notices
of
hearing
was
issued.
It
was
mailed
to
the
property
owner
of
record
determined
by
the
Pinellas
County
property,
appraiser
and
tax
collectors
website.
We
also
mailed
a
copy
to
the
tenant
as
well.
So
he
was
aware
we
got
a
return
receipt
from
the
tenant
and
as
well
as
the
owner,
I
posted
the
proper
here
in
April.
Second
I
took
photographs
on
April
second,
and
I
will
tell
you:

inspected
the
property
again
on
the
13th.

up
they've
