intention

this
board
to
promote,
protect
and
improve
the
health,
safety
and
welfare
of
the
citizens
of
tarpon
springs
by
providing
an
equitable,
effective
and
inexpensive
method
of
enforcing
various
codes
within

city

tarpon
springs.
Any
aggrieved
party
may
appeal
a
final
administrative
order
of
this
board
to
the
circuit
court.
Such
appeal
shall
be
filed
within
30
days
of
the
execution
of
the
order
to
be
appealed.
A
Requires
any
party
appealing
a
decision
of
this
board
to
have
a
record
of
the
proceedings
to
support
such
an
appeal.
The
procedure
of
this
board
is
as
follows.
First,
the
city
presents
its
witnesses
and
exhibits,
after
which
the
alleged
violator
will
be
able
to
ask
the
city's
witnesses
any
specific
questions
regarding
their
testimony.
A
Then
the
city
can
ask,
can
question
the
alleged
violators
witnesses
after
both
rounds
of
testimony
both
on
the
part
of
the
city
and
on
the
part
of
the
alleged
violator.
Each
party
is
asked
to
give
a
closing
argument
first
by
the
city
and
then
by
the
alleged
violator
after
those
three
steps
are
taken.
This
board
will
close
the
public
hearing
portion
of
the
case
to
discuss
it
and
take
appropriate
action
before
we
begin
the
public
hearings.

owner

phone

myself
on
march
14th
of
2022,
I
conducted
the
initial
inspection.
I
was
able
to
view
the
property
from
1005
greenleaf
way.
The
fence
was
in
dilapidated
condition.
There
was
a
large
amount
of
debris,
the
shed
was
dilapidated
and
there
was
what
I
thought
at
the
time
a
window
on
the
north
side
that
was
boarded
on
march
15
of
2022,
a
notice
of
violation
was
mailed.

green
card
was
returned,
delivered
was
returned,
delivered
on
april
7th
of
2022.
We
received
a
phone
call
from
the
property
owner.
He
stated
that
the
dilapidated
portion
of
the
fence
had
been
removed
and
that
the
refrigera
refrigerator
works
and
no
one
can
get
into
the
backyard.
He
stated.
The
ply
board
is
part
of
the
permit
garage
enclosure
and
that
he
has
permits
and
that
the
remaining
items
in
the
backyard
are
not
debris
and
cannot
be
seen
without
overlooking
the
fence
he
states.

verify
compliance
regarding
the
debris
in
the
accessory
structure.
Property
owner
will
not
allow
us
to
view
the
backyard
by
personal
inspection
stating

he

dogs

it
would
not

card

was

the
code
enforcement
office.
However,
without
a
signature
on
may
27
of
2022,
the
sign
was
posted
and
the
affidavit
of
posting
was
signed
on
june
8
of
2022,
I
conducted
a
final
inspection.

initial
inspection
again,
I
viewed
it
from
the
property
in
the
rear
of
this
property
and
their
fence
was
being
replaced,
and
that
is
the
reason
why
I
could
view
it
at
that
time.
Their
fence
has
since

put
up
and
that's
why
I'm
unable
to
confirm
compliance
from
that
property
at
this
time.
So
this
was
the
initial
inspection.

a
dilapidated
vehicle

debris
in
the
back

since
the

been

the

dilapidated

the
nuisance.

the

can't
see
the
yard

know

truly

more

difficult

saying

active
cases.

only
been

out
of
that
entire

which
is
only
5.9
percent
of
active
cases,
so
that
shows
you
that
94
of
our
cases
come
into
compliance
without
ever
having
come
to
come
to
this
portion
of
the
process.

kind
of
want
to
go

a
few
cases.

process
right

not
completed

legal
process

there's
a
reason

we
can't

the

think
the
fine
reduction
process
is
a
very
good
process.
It
had
multiple
owners,
multiple
for
foreclosure
and
finally,
one
of
the
businesses
that
is
in
that
area
became
so
frustrated
with
the
length
of
time
of
it
coming
into
compliance
that
they
purchased
the
property,
knowing
the
risk
of
all
the
fines
involved
and
still
bringing
it
into
compliance
and
then,
as
a
result,
making
the
fine
reduction
request
and
bringing
it
into
conclusion.

But
basically
constantly
being
broken
into,
and
this
is
another
example
that
again
public
works
was
very
very
much
part
of
this,
in
that,
after
we
did
get
the
deed
in
lieu
of
foreclosure.

The
part
the
public
works
department
went
in,
did
all
the
work
to
get
the
contracts,
get
the
property
demolished
and
then
parks
went
in
and
continues
to
maintain.

What
ended
up
happening
and
it
was
in
fine
status
when
the
second
case
was
started.
I
received
a
call
from
the
police
department
and
mult
many
code.
Cases
are
started
by
other
city
departments
of
people,
other
employees
around
the
city
that
are
very
observant
of
perhaps
safety
issues,
all
kinds
of
issues
and
they
they
contact
us
so
anyway.
The
police
department
called
me
and
asked
me
to
come
to
the
property.

When
I
arrived,
I
immediately
called
the
building
department
inspector
and
we
also
called
the
fire
marshal,
because
there
were
issues
inside
the
residence
that
we
thought
that
the
property
would
probably
need
to
be
deemed
unsafe
and
that
there
were
fire
issues
so
again,
so
right
now,
we've
got
the
police,
we've
got
fire,
we've
got
code
enforcement
and
then,
ultimately,
the
building
official
did
condemn
the
property
the,
which
now
means
we
have
to
make
it
safe
right.
So
the
inhabitants
have
to
be
removed.

The
public
works
has
to
be
called
to
come
in
and
abate
the
property
by
boarding
it
so
that
no
one
can
get
into
the
property
the
building
official
again
has
to
deem
it
unsafe.
We
have
to
do
all
the
paperwork
and
post
it
for
that
power
has
to
be
cut
off
to
the
property
because
of
the
fire
issues.
So
again,
there
were
so
many
people
involved
with
this
with
this
property.

had
another
case
that
you've
already
heard
where
I
just
wanted
to,
let
you
know
the
the
tenants
who
were
being
evicted
because
of
the
code
case
the
police
were
called
out
and
what
that
resulted
in
is
one
of
the
officers
speaking
to
one
of
the
attendants
being
evicted.
Who
was
able
to
find
her
placement?
She
was
an
elderly,
disabled,
sick
woman
and
he
went
over
and
beyond
really
what
his
normal
job
requirements
would
would
be
and
was
able
to
get
her
into
an
assisted
living,
the
building
department.

know
how
much
I
rely
on
their
inspectors
and
what
needs
permits
that
one
does
and
what
doesn't
any
building,
that's
unsafe
or
condemned.
You
know,
they're
the
ones
that
that
have
to
have
to
sign
off
on
that
process.

crime
prevention
officer
boone,
he
does
an
amazing
job
for
our
city.
He,
the
lime
street
area,
specifically,
is
a
great
example.
He
actually
brought
this
case
to
me
and
I'm
like
oh
yeah.
We
already
have
a
code
case,
but
the
reason
he
brought
it
to
me
is
he's
done
so
much
to
clean
up
that
area
along
with
the
parks
department
with
the
alley
behind
there,
and
he
just
continually
works
with
us
with
me.

explains
how
things
explain,
how
things
works
and
gives
them
options
of
how
to
gain
compliance,
streets
and
storm
water
same
thing,
they're
they're
off
in
my
eyes
and
ears,
and
they
always
give
me
notify
me
when
there's

issue

we
need
to
get
involved
with,
and
I
know
I
have
missed
someone
and
shannon
and
I'm
sure
other
people
too,
but
she's
been
so
integral
in
helping
me
with
not
just
tree
issues
she's
another
one
that
wears
many
hats
and
always
comes
to
help
me
whenever
I
need
it
at
a
drop
of
a
hat
and
has
done
many
safety
abatements
herself
through
the
code
enforcement
process.

the
city

He
is
always
ready
to
sign
off
on
any
safety
abatement.
He
never
has
to
be
talked
into
it
as
the
chief
they
all
have
to
sign
off
on
it.

to
kind
of
let
you
see
how
it's
not
just
me:
it's
not

it's
not
just

It
really
does
you
know,
take
a
village
to
to
gain
compliance,
and
I
feel,
like
the
city
of
tarpon,
is
doing
a
pretty
good
job,
so
yeah
anyways.

the

will
give
me
a
chance

learn

and
to
have
more

advancement

take

hardest

cases

resolve

there

reasons
for

just

demeanor,
your
bringing
people

people

encourage

them

you're

a
part

the
system
as

all
just
really
really
admired

growth,
the
leadership,
everything
about
what
you've
done

officers

bad
rap

and

to
act

to

move
up

the
ranks
from
working
as
an
assistant
to
officer
gaston
and
then
taking
the
position,
I
thought
you
know
that
was.

great
move,
because
you've
got
someone
who
is
empathetic
and
someone
who
cares-
and
you
know
you
know
a
couple
of
words-
come
to
my
mind.

hard
worker,
everybody
knows
how
hard
she

five
job.

everybody
will
probably
figure
