college
and

spring
strategic
plan
and

is
with
the
john

florida
institute
of

strategic
planning
process

springs,
and

be
amazed

what
we've
been
able
to
accomplish
in
just
a
few
short
months.

things
we're
going
to
do
as
a
warm-up
to
get
us
started
is
we'll
have
a
couple
of
polls.
We
will
prioritize
characteristics.
We
value
most
of
the
great
city
of
tarpon
springs.
So
what
what
do
you
not
want
to
see
go
away?
But
what
do
you
value
so
much
and
then
we'll
also
look
at
some
key
areas
we
need
to
address
as
a
community.

do
we
need
to
keep
our
eye
on
and
focus
on
as
we
build
our
really
prosperous
and
bright
future
together,
then
we
will
beam
you
into
the
future
and
we're
going
to
go
out
as
far
as
2030
and
we're
going
to
kind
of
begin.
With
the
end
in
mind,
look
at
what
can
success.
Look
like
for
tarpon
springs.
What
is
our
ideal
future?

are
the
key
strategic
goals
and
focus
areas
for
us
in
the
in
the
next
eight
years
or
so
so
that
will
be
our
first
breakout
activity
is
to
really
envision
what
success
looks
like
and
then
we
will
come
back
to
2022
and
we
will
say:
okay,
we
know
where
we're
going
and
it
looks
bright,
but
let's
build
the
bridge
from
here
to
our
bright
futures
and
we
need
to
start
really
looking
at
what
are
our
strategic
priorities,
the
path
forward
to
get
us
from
here
to
there,
so
we
will
be
kind
of
brainstorming,
strategic
priorities
and
then
prioritizing
those.

that
is
what
is
in
store
for
this

pack

few
hours
together
and
with
that
we'll
just
ask
for

everybody

done
a
lot
of
work
to
date,
so
I
know
for
some
of
you
what
we're
going
to
share
I'm
going
to
try

just
a
brief
overview,
but
for
those
of
you
who
don't
know,
we
have
definitely
been
very
busy,

so,
as
you
will
see
up
on
the
screen,
we
conducted
a
strategic
alignment
workshop
with
the
mayor
in
commission
in
july,
actually
july
17th.

I
can't
believe
it's
already
been
six
months.
We
really
kicked
off
the
process
by
doing
that.
We
also
held
a
kickoff
and
work
plan
refinement
with
the
city
manager
and
his
team
in
august.
I
believe
that
was
on
august
3rd
and
then
some
of
you
hopefully
participated
in
the
citizen
engagement
session.
We
also
had
in
august
we
did
several
stakeholder
interviews.

We
conducted
a
resident
feedback
survey
as
well
as
an
employee
survey,
and
now
here
we
are
tonight
with
our
excuse
me.
We
also
did
an
employee
focus
group,
and
here
we
are
tonight
with
our
first
community
forum,
and
so
as
you'll
see
by
this
we'll
have
one
more
community
forum
on
february
12th,
and
then
we
will
be
talking
to
the
city
commission
and
doing
a
workshop
on.
I
believe,
it's
march,
the
3rd
so
done
a
lot
of
work
and
ready
on
to
the
next
phase,
so
just
want
to
quickly
share
with
you.

This
is
really
how
we
want
to
behave
going
forward,
and
so
you
will
see
at
the
bottom
there
those
six
guiding
principles
that
were
first
started
way
back
in
july,
and
so
I'm
going
to
talk
a
little
bit
more
about
that
in
a
second.

So
when
we
met
with
the
staff
and
did
the
kickoff
plan,
we
talked
to
them
about
the
process.
We
talked
to
them
about
communications.
We
talked
to
them
about
expectations
as
well,
and
the
other
thing
we
did
is
we
began
to
look
at
those
guiding
principles
that
the
commission
had
come
up
with
and
really
start
to
refine
them,
and
so
you
can
see
here
when
we
talk
to
the
staff.

Obviously
you
can
see
36
percent
felt.
You
know
that
citizens
first
was
extremely
important
right.
That
was
like
the
number
one
thing
followed
by
strategic
decision
making
and
so
on
and
so
forth.

One
of
the
things
we
also
heard
from
the
staff
was
we
may
want
to
consider
changing
the
name
of
fiscal
responsibility
to
financial
responsibility,
maybe
possibly
combining
visionary
leadership
with
strategic
decision
making
and
then
looking
at
maybe
are
we
able
to
make
a
statement
about
preservation,
then
just
have
it
as
a
standalone.
So
again
really
good
dialogue
involving
you
know.
We
involved
the
commission,
we
involve
the
staff,
and
so
the
next
step
was
to
involve
the
citizens
in
an
engagement
session.
And
so
oh
excuse
me,
thank
you
stakeholders.

Yes,
I
conducted
stakeholder
interviews
and
so
what
you
see
here-
hopefully
some
of
you
have
seen
this.
This
is
called
a
word
cloud
or
word
art,
and
so
the
information
or
the
the
words
that
are
either
larger,
bold,
bigger.

Those
are
the
words
that
we
heard
over
and
over
in
responses
through
the
stakeholder
interviews,
so
things
that
were
important
to
those
key
stakeholders.

We
heard
a
lot
about
the
people,
how
the
people
of
tarpon
really
make
up
the
city
talking
about
development,
whether
it
was
redevelopment
or
new
development.

I
heard
a
lot
about
the
quality
of
life
about
water
quality
as
well.
We
heard
quite
a
bit
about
how
unique
the
city
of
tarpon
springs
is
because
of
the
sponge
shocks,
and
so
this
is
just
really
we'll
have
a
full
report
on
this,
but
I
just
kind
of
wanted
to
share
with
you.
These
were
some
of
the
ideas
and
themes
that
kind
of
rose
to
the
top.
So
from
there
we
went
into
the
citizen
engagement
session,
and
this
was
really
great
again
building
upon
everything
that
we
had
done
in
the
previous
steps.

We
really
tried
to
allow
the
citizens
voice
to
be
heard.
We
wanted
to
know
was
what
are
those
things
in
terms
of
this
process?
What
are,
what
are
those
kind
of
top
values
of
how
how
you,
as
a
citizen,
could
age
how
we
should
be
doing
this,
and
so
again,
as
you
can
see,
citizens
first
was
at
the
top
again
very
followed
very
strongly
by
quality
of
life
and
financial
responsibility,
and
so
again
this
theme
of
citizens
coming
first
and
then
just
a
couple
of
other.

We
talked
a
little
bit
about
best
practices
of
engagement
with
the
citizens
again
how
for
two-way
communication
between
the
city
and
and
the
citizens,
and
so
again
you
can
see
here
coming
together
and
so
making
sure
that
it
is
kind
of
joint
decisions
having
a
certain
level
of
respect
and
really
listening
to
understand,
not
just
listening,
and
then
I
think
the
other
thing
that
we
heard,
which
which
I
think
is
always
great,
is
really
trying
to
offer
a
solution
right
and
so
that,
as
a
community
member
one
of
the
things
is,
you
know
if,
if
you
see
that
there's
an
issue
where
you're
passionate
about
the
issue-
and
you
don't
like
how
something
is
going
well,
what
what
might
what
may
be
your
solution
to
that,
and
so
all
of
this
was
shared
with
the
commission
and
made
a
big
difference
in
terms
of
how
we
looked
at
the
following
steps
in
the
process
and
so
again
we
we
took
all
of
that
information
and
we
drafted
a
resident
survey
and
the
survey
focused
quite
a
bit
on
a
swot
analysis,
strengths,
weaknesses,
opportunities
and
threats,
and
so
I
just
wanted
to
share
a
couple
of
highlights
with
you
and
so
for
the
most
part,
residents
have
a
very,
very
positive
view
of
the
city,
so
90,
which
is
extremely
high
for
a
survey
field,
see
that
tarpon
as
a
group
is
as
a
great
place
to
live
and
then,
interestingly
enough,
citizens
residents
love
the
quality
of
life.

However,
you
know
they
said
you
know
there
can
be
some
challenges
as
it
relates
to
traffic
congestion
and
the
availability
of
public
transit.
B
Again,
if,
if
you
look
at
the
second
bullet
here,
one
of
the
other
things
that
we
heard
in
the
resident
survey,
which
we
also
heard
in
all
of
the
other
previous
steps-
was
this
small
town,
unique
atmosphere,
the
history,
the
culture
of
the
city
and
then
the
last
two
points
that
I
would
just
mention
that
citizens
really
were
interested
in
deliberate
developments
or
growth
of
the
city
that
continued
to
focus
on
the
quality
of
the
local
amenities,
but
again
protecting
that
small
town
atmosphere
and
then
again.

Lastly,
the
whole
idea
of-
and
I
mentioned
it
earlier-
not
just
necessarily
new
development,
but
revitalization
or
redevelopment
of
certain
areas.
B
We
also
asked
some
questions
in
the
survey
around
communications,
and
so
I
I
think
this
first
bullet
is
really
critically
important,
because
we
heard
that
citizens
rely
very
heavily
on
the
local
media
and
facebook
to
stay
informed,
yet
they
prefer
to
be
contacted
by
email
and
text
alerts.
So
we
definitely
need
to
do
some
more
digging
as
we
begin
to
build
in
the
goals
and
objectives
around
communication
for
the
city.

This
is
really
great
angela,
it
looks
like
you
might
be
frozen
in
time,
because
that
was
such
an
important
survey.
Here
we
go
there,
you

you're
back.

Yes,
so
we're
so
citizens
just
felt
that
they
were
doing
really
well
in
terms
of
customer
service
from
the
city
all
right.
So
I
just
want
to
talk
briefly
about
a
couple
more
things
and
then
I'm
going
to
turn
it
back
over
to
andrea.
So
we
also
conducted
an
employee
survey.
You
can
see
it
was
in
the
field
november
5th,
through
the
30th
of
2021.

There
were
215
responses,
and
overall
employees
have
a
very,
very
positive
perspective
of
the
city,
with
90
percent,
agreeing
that
it's
a
good
place
to
work
and
94,
agreeing
that
they
that
they,
like
their
jobs,
also
84
in
terms
of
it
being
a
positive
work,
environment
and
89,
which
we
see
as
extremely
high
and
kurt,
would
encourage
others
to
to
work
for
the
city
and
then
in
terms
of
engagement.
98
felt-
and
I
think
this
is
extremely
important-
this
this.

That
responded
felt
that
their
job
was
important
to
the
mission
of
the
city
and
that
what
they
do
is
valuable,
so
that
is
excellent
as
we
as
we
move
into
this
next
step
of
the
process
and
also
that
their
individual
values,
I
believe,
89,
that
their
individual
values
were
consistent
with
the
values
of
the
city.
So
there's
a
lot
of
great
synergy
there
between
individuals
and
employees
and
employees
and
the
mission
of
the
city
and
here's
just
a
few
other
highlights
again.
It's
a
fair
and
equitable
place
to
work,
which
is
wonderful.

90
said
that
again,
85
percent
really
felt
that
there
they
had
a
great
relationship
with
their
supervisors.
So
organizational
communications
was
excellent.
They
felt
that
you
know
they
really
communicated
well
between
within
other
employees
right
with
one
another.
72
percent
did
say
that
you
know
there
was
effective
communication
between
different
departments
and
then
69
percent
said
that
city
decisions
are
communicated
clearly
to
employees.

All

and
then
we
did
a
wonderful
focus
group
and
the
employees
were
amazing
and
again
we
began
to
go
through
all
different,
a
swot
analysis,
but
again
bringing
in
all
of
the
other
data
that
we
had
collected
along
the
way,
and
so
again
you
see
some
similarities
in
here.
The
small
town
pieces
of
strength,
the
sense
of
pride,
some
of
the
weaknesses,
aging,
infrastructure,
lack
of
forward
thinking
and
some
of
the
stuff
we've
heard
throughout
opportunities.

Some
of
this
is
specific
to
employees,
but
again,
I
think
ability
for
their
managers
to
be
able
to
have
some
freedom
to
do
things
and
then
again,
obviously,
some
of
the
threats
that
employees
see
as
the
employees
is
you
know,
misinformation,
that's
being
spread,
they
can't
control
or
cyber
security.
Excuse

concerns
were
also
a
pretty
big
issue.

of

the

come

to

build

infrastructure

our
way

life

how
the
community

macro

about
government
who
does
what

why

their
responsibilities

referendum

apartment
complex

the

recently,

it
seemed

everybody

brother

against

that
