island
state
birding
park
is
the
last
park
to
enter
the
tennessee
state
park
system.
It's
located
in
knox
county
for
much
of
the
20th
century.
The
park's
land
was
part
of
a
farm
operated
by
the
kelly
family
and
whose
farm
house
is
still
standing
on
the
property
preservationists
gradually
acquired
the
land
and
donated
it
to
the
knox
county
parks
and
recreation
department.

This
looks
like
a
very
busy
bill.
If
you
will,

intention,
your
intent
and
the
intention
that
this
bill
needs
and
as
we
discussed
yesterday,
mr
chairman
there's
some
history
that
I
would
like
to
cover
at
this
point,
because
it
will
cover
this
bill
as
well
as
another
bill.

the
calendar
and
will
help
the
committee
members
to
understand
this,
and
when
I
first
got
here,
there
was
a
20
percent
increase
in
hunting
and
fishing
license,
and
that
concerned
me-
and
so
I
visited
with
the
commissioners
and
they
provided
me
line
by
line
on
their
budget,
why
it
was
necessary
and
we
discussed
that,
then
we
and
that's
relevant
to
this
bill.
When
we
start
talking
about
commissioners,
some
changes
possible
costs
that
may
arise.

I
found
out
that
many
times
we
used
twra
the
hunting
and
fishing
license
as
as
a
slush
fund
where
we
would
take
and
reduce
or
give
away
a
hunting
and
fishing
license
and
that
caused
the
increase
to
their
budget,
which
comes
back
on
those
of
us
who,
like
to
hunt
and
fish.
So
to
cover
that
we
ended
up
bringing
a
bill
and
said
at
any
time
that
there
is
this
type
of
action
taken
on
this
build.

I
appreciate

clerk
coming
and
getting
some
clarification
to
us

right
now,
where
we
stand,
we
have
a
motion

a

bill

summer

It
is

legislation
seeks
to
do
four
things.
First
of
all,
it
expands
the
power
of
the
department
of
agriculture
to
encourage
and
assist
with
and
promote
the
advancement
of
sustainable
food
and
agriculture
and
sustainable
food
and
agriculture,
research,
innovation,
practices
and
marketing.

It
also
defines
the
term
sustainable
agriculture
for
purposes
of
use
in
the
code.
It
also
establishes
a
request
or
requires
the
commissioner
of
agriculture
to
establish
and
maintain
an
office
of
sustainable
agriculture
within
the
department
and
employ
at
least
one
sustainable
agriculture
specialist
with
a
list
of
duties,
and
the
fourth
thing
it
seeks
to
do
is
address
rulemaking
and
require
the
commissioner
of
agriculture
to
consider
the
benefits
and
advancement
of
sustainable
agriculture.

important

tennessee

always

leader
in
this
field.

internationally
recognized
for
no-till
field
day
in

other
year
and
the
advancement

a

edge
research
thanks
to
utia,
tsu
and
other
institutions
of
higher
education.

tennessee
state
seal
has
agriculture
and
commerce,
and
agriculture
is
on
top
and
that's
because
it's
a
an
important
part
of
this
state,
our
history
and
our
future.
And
so
philosophically
we
want
to
stay
at
the
cutting
edge
of
sustainable
agriculture
and
that's
why
I
felt
it's
important
to
establish
a
single
office
within
the
department
of
agriculture
to
kind
of
create
a
top
to
the
pyramid
of
all
those
doing
work
in
this
in
this
sector
across
state
tennessee.

think
probably
most
of
you
know
of
ag,
launch
and
know
their
work,

it
does.
It

nine-member
advisory
task
force
of
farmers
and
foresters
to
lead
a
strategic
strategic
planning
process
and
resulting
implementation
plan
to
position
this
state
as
a
leading
hub
for
ag
tech
and
value-added
agriculture.
The
task
force
will
be
attached
to
the
department
of
magic
agriculture.

bill
does?
Is
it
allows
veterans
right
now
get
a
50
discount
to
camp
in
in
state
parks,
and
this
would
add
lodging
to
that
to
that
discount
and
the
veteran
has
to
be
100
disabled.

that's
a
very
small
small
group
and
you
know
it's
the
least,
a
figure
we
could
do
for
for
a
combat
vet.

does:
it
creates
a
flood
resilience
fund
for
the
west
tennessee
river
basin
authority.
This
is
only
only
affects
the
west
tennessee
area.
What
I
would
like

do,

the
committee
would
indulge
me,
would
be
to
pass
this
to
the
full
committee
and
then
let
the
west
tennessee
river
basin
authority
director
david
blackwood,
come
in
next
week
and
present
to
the
whole
committee.
So
you
don't
have
to
sit
through
two
presentations
and
answer
questions.

It
puts
the
ability
to
make
the
change
to
annual
licenses
with
the
wildlife
commission
as
it
stands
if,
as
the
bill
was
written,
if
we
make
that
change
effective
a
certain
date,
we
will
jeopardize
a
significant
portion
of
federal
funding,
that's
drawn
down
from
those
license
sales,
and
so
by
giving
the
commission
the
ability
to
do
this.
We
accomplish
the
same
goal,
which
is
to
allow
hunters
and
fishermen
to
buy
an
annual
license
on
whatever
date
they
purchase
it.
