Description
House Criminal Justice Sub Committee - February 10, 2021 - House Hearing Room 2
A
You
very
much
members
do
we
have
any
personal
orders
or
anything
that
we
need
to
take
care
of
before
we
begin
today,
yeah
representative
griffey.
E
F
Recognized
hey,
mr
chairman,
just
to
start
this
off
on
the
right
note.
We're
all
pleased
to
be
serving
under
your
leadership
here,
and
I
believe
that
the
good
representative
from
knox
county
it
is.
It
may
have
already
been
out
of
order
in
your
committee
by
speaking
out
of
turn
and
not
on
microphone
or
on
the
committee.
I
think
that
might
be
in
the
rules
you're
going
to
cover.
So,
mr
chairman,
you
deal
with
that.
Whatever
way,
you
feel
is
most
appropriate,
but
we
support
you,
sir.
E
Curcio.
Thank
you,
mr
chairman.
I
just
want
to
say:
congratulations.
Look
at
you
swinging
that
gavel,
so
we're
proud
to
be
serving
on
this
committee
and
glad
to
see
you
as
the
subcommittee
chairman
look
forward
to
having
a
good
year.
So
congratulations.
A
Well,
thank
you
very
much.
It
is
very
tight
and
confined
up
here.
I
do
not
have
I've
practiced
this
for
three
weeks
now
and
I
don't
have
the
room,
but
at
any
rate
we'll
continue
on
today
is
just
a
organizational
meeting.
Next
week,
members
will
have
a
calendar
with
18
pieces
of
legislation
on
it.
That'll
come
for
this
committee,
we're
going
to
be
very
busy
this
year.
A
We've
we've
got
quite
a
heavy
workload
that
we're
going
to
have.
So
I
appreciate
your
indulgence
and
time,
especially
with
this
committee
meeting
at
5
p.m.
On
wednesdays,
we'll
go
over
our
policies
and
procedures
that
we'll
have
you
know
there
may
be
some
of
those
that
are
watching
from
home
or
watching
from
elsewhere
electronically.
We
want
to
make
sure
that
they're
aware
of
this,
so
that
when
we
start
next
week,
we'll
be
ready
to
go
full
speed
ahead.
A
Like
I
said,
the
committee
will
meet
at
5
pm
on
wednesdays
and
we
will
be
meeting
on
time
for
members
who
will
not
be
present
for
this
committee
meeting
or
we'll
be
late.
We
respectfully
ask
that
you'll
notify
my
office
in
advance
to
maintain
a
quorum.
We'll
have
six
members
must
be
present
and,
if
you're
required
to
leave
the
committee
before
we
adjourn,
please
let
us
know
or
the
staff
know,
in
advance
bills
that
will
be
heard
on
in
this
committee
should
be
placed
on
notice
in
the
member
portal
by
3
pm
on
wednesday.
A
The
prior
week
before
the
requested
hearing
dates
any
no
any
bills
placed
on
notice
after
three
will
be
calendared
calendar
the
following
week.
A
proposed
amendment
should
be
emailed
to
criminal
justice.
Full
committee,
through
the
outlook
distribution
list
by
10,
am
on
tuesday
the
day
before
the
hearing
date,
you'll
find
that
distribution
list
for
each
committee
and
your
address
book
on
outlook
amendments
may
be
signed
by
the
member
and
scanned
or
the
member's
electronic
signature
may
be
used.
A
A
This
move
will
not
count
towards
that
three
calendar
limit.
Any
sponsor
who
wishes
to
take
their
bill
off
notice
should
notify
the
committee
in
writing,
prior
to
its
scheduled
hearing
bills
passed
by
the
subcommittee,
will
be
automatically
placed
on
the
next
available
full
committee
calendar
unless
that
committee
receives
a
written
request
from
the
sponsor
to
set
another
hearing
date
when
there
are
several
members
on
the
list
to
speak
on
an
issue,
the
chairman
may
impose
a
time
limit.
A
Testimony
which
is
this
is
important.
Testimony
on
bills
may
be
allowed
at
the
chairman's
discretion
and
will
be
restricted
to
four
minutes
per
witnesses.
Testimony
must
be
emailed
to
our
office
the
request
to
speak
24
hours
in
advance,
and
that
would
be
5
pm
on
tuesday.
There
will
be
no
spontaneous
testimony
permitted.
A
A
A
We
ask
that
we
keep
our
cell
phones
turned
off
or
placed
on
silent
so
that
they
may
vibrate
when
we're
in
committee,
but
please
limit
phone
use,
while
in
during
the
committee,
if
you've
got
to
use
your
phone,
if
you
would
step
out
into
the
background
in
the
hallway
to
take
a
call.
C
Thank
you,
mr
chairman.
I
appreciate
the
chairman's
comments
and
going
over
the
rules
before
we
proceed
as
a
question
concerning
the
the
rules,
as
regarding
submission
of
testimony
or
comments
concerning
witnesses.
Testimony.
C
How
specific
does
that
information
need
to
be
so
that
they're
not
called
out
of
order
regarding
certain
testimony
that
may
not
be
specifically
included
in?
Does
it
need
to
be
verbatim?
I'm
just
looking
for
some
point
of
clarification.
Please,
sir.
A
C
Thank
you,
mr.
I
appreciate
that
and
I
know
I
have
a
couple
of
bills
that
will
probably
come
in
before
this
committee,
and
I
will
certainly
do
every
effort
I
can
to
make
sure
any
witness
testimony.
That's
going
to
be
submitted
is
compliance
with
the
committee's
rules.
C
A
You
very
much
any
other
questions
or
comments
regarding
the
policies
that
we
set
forth
in
here
today,
all
right,
we'll
move
on
to
the
next
order
that
we
have
introductions-
and
I
kind
of
skipped
over
that
one
earlier
but
we'll
go
through
we
we
do
have
some
members.
I
believe
that
may
be
their
first
time
serving
in
the
criminal
justice
arena,
so
we'll
start
down
with
the
representative
griffey
if
he
would
and
and
work
his
way.
This
way
just
give
us
an
introduction.
Let
us
know
a
little
bit
about
you.
C

you,
mr
chairman.

B
E
G
Farmer,
thank
you,
mr
chairman,
andrew
farmer,
representative
out
of
severe
and
jefferson
counties
going
into
my
fifth
term
here,
william
and
I
and
I
was
trying
to
think
of
who
else
I
came
in
with
it's
on
this
committee.
I
don't
see
anybody
else,
maybe
that's
about
it,
but
hey
look
looking
forward
to
being
here
serving
with
you
taking
over
my
my
spot
here
on
the
criminal
justice
subcommittee.
It's
one
of
my
favorite
subcommittees
that
I've
chaired
subcommittees.
G
H
I
Thank
you,
mr
chairman.
I
am
representing
the
51st
district,
which
you're
sitting
in
everyone
welcome,
and
I
have
I
practiced
law
on
my
full-time
job.
I
do
not
practice
any
criminal
law,
so
this
is
going
to
be
an
interesting
excursion
for
me
just
to
quell
it
tell
a
quick
story.
My
when
I
first
passed
the
bar
a
a
child
that
I
had
taught
in
sunday,
school
got
into
trouble
and
his
grandmother
who
was
raising
him
called
me
to
come.
I
The
railroad
where
police
were
on
the
way
to
pick
him
up
and
he
was
a
good
kid,
a
little
mischievous,
and
so
I
get
there
and
he
had
the
lock
from
the
switching
station
in
his
hand.
He
was
obviously
had
done
it
and
his,
and
so
the
the
railroad
police
get
there
and
they
they
want
to
take
him
down
to
juvian.
So
I
tell
the
grandmother
that
I
think
it's
a
good
idea
to
take
the
child
juvie
kind
of
scare
him
straight
a
little
bit
and
she
looked
at
me
and
she
goes.
I
I
My
beautiful
wife
pam
works
in
law
enforcement,
so
she'll
keep
me
straight
and
my
beautiful
daughter,
meredith
works
for
the
state
and
I'm
happy
to
be
here
and
happy
to
be
serving
under
you.

happily

me

that,
don't
you.

really
am
thankful
for
the
opportunity
to
get
to
serve
on
this
