Bill
2115
came
to
us
as
the
a
product
of
the
results
of
a
study
by
the
education
recovery.
Innovation
commission,
known
as
eric
dual
admissions,
was
first
added
to
the
tennessee
code
back
in
2010.

The
tca
was
subsequently
modified
to
a
more
narrow
to
more
narrowly
encourage
geographic
based
policies
around
dual
admissions.
However,
this
did
inhibit
students
that
wanted
to
pursue
both
a
community
college
and
a
university
in
some
of
the
programs.

The
bill
will
also
enable
the
students
to
not
only
transfer
their
course
credits,
but
more
so,
to
take
advantage
of
consistent
advising
resources,
financial
aid
processes
and
enrollment
management
policies
across
both
the
community
college
and
university
from
day
one.
The
the
bill
authorizes
the
development
of
these
policies,
but
it
does
not
mandate
admission
policies
outside
of
the
agreements
which
will
be
coordinated
by
the
higher
education
commission
in
partnership
with
the
tennessee
board
of
regents,
and
with
that
explanation,
I'll

My
name
is
ashlyn
anderson.
I
am
a
current
senior
at
the
university
of
tennessee
in
knoxville
and
I
currently
serve
as
the
president
of
the
student
basic
needs
coalition
or
sbnc
myself
and
other
members
here
are
here
today
to
advocate
on
house
bill
1669..

Over
the
past
four
years
I
have
become
aware
of
devoted
my
whole
undergraduate
career
to
addressing
food
insecurity
among
college
students.
When
I
started
doing
research
my
freshman
year,
I
became
aware
of
a
very
startling
and
surprising
statistic,
and
that
is
that
one
out
of
every
three
college
students,
or
about
32
percent
of
college
students
on
my
campus,
identify
as
food,
insecure,
meaning
they
lack
access
to
sufficient
quantity
of
safe,
affordable,
nutritious
foods
to
sustain
their
life.
Now
you
may
be
familiar
with
this.

Research
has
found
that
38
of
college
students
drop
out
because
of
financial
pressures
like
food
insecurity
seeking
to
go
beyond
the
data
and
numbers
of
this
issue.
I've
interviewed
college
students
as
a
part
of
my
research
and
I'll
share
with
you,
a
brief
quote
of
one
of
the
students
who
identifies
as
food
insecure.

Would
I
rather
be
hungry
or
homeless?
You
know
for
people
like
me,
I'm
a
young
adult.
I
have
a
family,
but
we
have
dreams,
and
I
have
to
make
these
really
tough
choices
that
usually
end
up
trickling
down
to
how
I
eat
it's
from
a
male
graduate
student
as
disheartening,
as
these
student
testimonies
may
be.
I'm
here
to
today
to
let
you
know
that,
there's
already
a
movement
about
around
food
insecurity
across
higher
education
institutions,
many
of
tennessee's
colleges
and
universities
are
already
addressing
food
insecurity
across
the
state.

This
includes
community
colleges,
technical
colleges
in
the
ut
system
as
well.
This
looks
like
implementing
food
pantries,
collecting
data
on
food
insecurity
and
connecting
students
to
resources
that
mitigate
the
financial
burden.
Now
the
efforts
are
not
systematically
reported
or
analyzed,
which
is
where
this
bill
comes
in.
This
bill
bridges
a
gap
in
that,
in
fact,
that
we
do
not
know
across
the
state
how
colleges
and
universities
are
responding
to
food
insecurity
and
what
they
are
doing
to
address
the
issue.

Having
a
report
like
this
to
examine
methods
on
how
college
hunger
can
be
addressed,
can
save
our
state
millions
of
dollars,
because
the
state
money
that
is
funded
and
invested
into
students
ultimately
will
pay
off
when
students
stay
in
school
instead
of
dropping
out.
Because
of
financial
burdens
like
food
and
security,
the
more
students
enrolled
students
who
ultimately
graduate
from
our
state's
institutions
will
provide
more
economic
growth
and
more
economically
viable
students.

in

research
and
just
a
as
you've
looked
at
this,
do
you
are
there
some
numbers
that
break
down?
Maybe
those
students
who
are
food
insecure,
just
their
economic
situation
in
general,
specifically
you
know,
are
they?
Are
they
working
and
going
to
class
at
the
same
time,
are
they
paying
for
their
education
entirely
on
their
own
scholarship,
in
the
mix
of
scholarships
and
them
paying
with
their
own
personal
offense?

That's
an
excellent
point,
so
food
insecurity
and
some
of
these
basic
needs
and
securities
specifically
does
affect
disproportionately
students
that
you
mentioned
it's
students
who
are
first
generation
students
who
are
parents,
it's
students
who
are
low-income
and
these
students
who
are
having
a
lot
of
financial
pressures
in
their
life
on
top
of
paying
for
college.
So
and
while
I
don't
have
the
specific
statistics
on
those
populations
in
front
of
me,
that
is
a
population
that's
disproportionately
affected
by
food
insecurity.

the
