Description
House K-12 Subcommittee - February 8, 2022 - House Hearing Room 2
B
A
Thank
you.
Does
anybody
have
any
personal
orders
before
we
get
in
today's
events?
We
do
have
a
presentation,
but
before
that
we
do
have,
I
will
go
through
the
calendar.
We
have
a
few
updates
on
the
calendar
item
number
two
has
been
rolled
one
week
house
bill
1880.
A
Properly
motioned
and
chairman
howell,
I
believe
you,
you
have
an
amendment,
I
do
re-write
the
bill
and
it's
is
it
one?
Three
one,
four,
four,
that's
what
I
have,
sir
all
right
properly
motioned
without
objection,
we'll
go
ahead
and
get
this
on
the
bill
and
and
then
we'll
discuss
it
on
the
bill,
all
those
in
favor
of
doc,
of
dot
of
adopting
amendment
zero.
One,
three
one,
four
four,
please
indicate
by
saying
aye,
aye,
all
the
opposed
say.
No,
the
eyes
have
it.
C
Thank
you,
mr
chairman.
Members
of
the
committee.
As
you
know,
county
commission
is
the
funding
body
for
all
county
government.
They
must
vote
on
and
approve
all
budgets
submitted
by
all
departments
in
the
county
that
includes
from
the
sheriff's
office,
to
the
county,
mayor's
budget,
to
the
trustees
budget
on
and
on
and
on
because
they
are
all
elected
officials.
C
The
local
school
board
is
also
an
elected
body,
just
like
the
county
commission
and
the
county
commission
has
to
approve
their
budget.
However,
the
county
commission,
this
came
to
light
recently
in
my
district,
when
the
county
commission
was
faced
with
the
untenable
task
of
trying
to
approve
an
increase
in
salary
for
the
school
board
when
it
came
to
the
attention
of
the
public
that
the
school
board,
which
does
just
as
much
work
as
the
county
commission,
was
being
compensated
at
the
rate
of
200
a
month.
C
However,
the
county
commission
was
being
compensated
at
the
rate
of
300
903
dollars
per
month
with
the
chairman
making
1500
a
month,
and
this
is
just
one
after
some
research.
I
discovered
that
this
is
pretty
much
the
case
across
the
state
and
so
with
due
credit
to
the
county
commission,
they
attempted
to
rectify
this
situation,
recognizing
that
the
school
board
works
very
hard,
and
so
they
attempted
to
give
them
a
raise
by
resolution,
because
current
law
says
they
can't
put
it
in
the
budget.
The
school
board
can't
put
it
in
their
budget.
C
They
have
to
have
a
separate
resolution
and,
as
you
can
imagine,
the
conundrum
that
arose
in
the
public.
The
media
got
a
hold
of
this
and
you
know
they
were
proposing
giving
a
thousand
percent
raise
to
the
county
school
board,
and
so
what
this
bill
attempts
to
do
is
to
do
like
most
other
departments
and
just
allow
the
school
board
to
put
the
compensation.
C
C
I
I
believe,
keep
the
county
commission
from
being
in
the
untenable
position
of
approving
a
pay
raise
for
another
elected
board
outside
of
the
budgeting
process,
just
put
it
in
their
budget.
Let
them
vote
on
it.
If
they
don't
like.
What's
in
the
budget,
they
can
disapprove
the
budget
and
tell
the
county
school
board
to
go
back
and
fix
it
to
their
liking.
C
They
fix
it.
They
come
back
and
prove
it
again,
but
I
think
this
this
has
the
support
by
the
way
of
my
county
commission.
They
asked
me
to
bring
this
bill
because
it
was.
It
was
quite
a
hot
potato,
so
this
is
an
attempt
to
fix
this
statewide
and
be
glad
to
take
any
questions.
A
Thank
you,
chairman
howe,
you've
heard
the
explanation
of
the
bills.
Anybody
have
any
questions
for
the
sponsor,
seeing
none
without
objection
we'll
be
voting
on
house
bill
1848,
all
those
in
favor,
please
say
aye
aye,
all's
opposed,
say
no
eyes
have
it.
You
are
on
to
full
education.
Thank
you,
mr
chairman
committee.
Thank
you
all
right.
That
brings
us
to
the
end
of
our
calendar
today,
except
for
our
presentation
here
we
will
go
out
of
session
without
objection.
A
We
are
out
of
session
and
if
we
could
have
our
guests
from
the
special
olympics
that
are
going
to
be
speaking
come
on
up,
I
believe
we
have
lauren
simpson,
haley,
romines
and
jennifer
copeland.
That's
going
to
be
joining
us
today
from
the
special
olympics,
tennessee
and
if
you
would
just
make
sure
your
microphones
are,
are
turned
on
and
and
just
state
your
state,
your
name
and
what
your
position
is.
If
you
don't
mind
for
the
record,
thank
you.
A
D
Thank
you
so
much
for
having
us
we're
here
to
share
with
you
a
little
bit
about
our
unified
champion
schools
program.
D
D
D
We
have
lots
of
data
to
back
this
up,
we're,
like
I
said
it's
part
of
a
special
mixed
north
america
initiative.
So
when
we
talk
about
the
improving
the
school
climate,
the
feedback
we
get
from
teachers
that
implement
the
program,
we
see
a
lot
of
success
there
and
we
have
the
research
and
data
to
back
it
up.
D
D
D
We
do
provide
funding
to
these
schools
to
implement
the
program,
and
the
goal
is
that
we
provide
funding
the
first
three
years
of
their
program
and
then,
after
that,
they're
self-sustaining.
So
we
give
them
ways
to
help
fundraise
along
the
way,
so
that
we
can
help
more
schools
with
the
funds
that
we
receive.
D
A
partnership
we
have
that's
really
exciting
is
with
the
twsaa
and
they
have
sanctioned
unified
track
and
field
and
unified
bowling
as
sanctioned
sports.
And
so
we
have.
Our
unified
teams
compete
alongside
the
traditional
teams
at
the
state
championships
and
it's
really
exciting
to
be
able
to
showcase
those
athletes
alongside
their
general
ed
peers
and
we
hope
to
continue
to
grow
this.
D
Adding
more
sports
and
growing
the
competition
at
the
sectional
and
regional
level,
and
one
of
the
big
things
about
this
program
is,
you
know,
addressing
the
social
emotional
learning
aspect,
a
lot
of
schools
have
those
goals
so
jennifer.
Miss
copeland
is
here
to
talk
about
how
this
works
in
her
school.
F
F
We
work
really
hard
to
develop
relationships
and
friendships
among
students
with
and
without
disabilities,
and
we
we
really
strive
to
create
authentic,
meaningful
high
school
experiences
that
you
know
every
student
really
deserves
to
have
and
those
experiences
will
lead
them
into
their
adult
lives
both
for
students
with
disabilities
and
without
disabilities.
The
experiences
that
they
get
in
high
school
kind
of
shapes,
who
they
are
as
adults
and
we
provide
the
safe
and
inviting
place
where
the
students
can
come
and
just
be
themselves.
F
As
a
teacher,
I
get
to
sit
back
and
watch
them.
I
get
to
see
them
play
together.
They
practice
special
olympics
every
day
together
right
now,
we're
focusing
on
basketball
as
they
play
together,
they're
also
learning
from
each
other.
F
They
get
to
develop
quite
a
bit
of
leadership
skills
such
as
how
to
be
a
good
teammate,
how
to
delegate
to
each
other
different
responsibilities,
how
to
have
patience
and
help
each
other,
how
to
organize
and
run
different
kinds
of
events
as
well
as
speaking
and
communicating
to
each
other,
but
not
just
to
each
other,
but
to
groups
of
people
family
members,
friends
about
why
inclusion
and
friendship
is
so
meaningful
to
them.
This
has
spread
out
into
our
community
and
the
community
support
we
have
at
harpeth.
F
F
The
rest
of
the
students
are
general
ed
students
that
really
just
want
to
be
a
part
of
our
club
and
have
those
same
experiences
right
now.
The
students
are
working
together
to
put
together
an
intramural
basketball
game,
and
this
intramural
basketball
game
will
be
showcasing
our
special
olympic
basketball
team
and
unified
cheerleaders,
and
they
will
be
playing
against
the
harpeth
high
school
boys.
Basketball
team
in
front
of
the
entire
student
body
showcasing
what
they
can
all
do.
F
F
They
get
to
plan
how
long
the
quarters
are
going
to
be
what's
going
to
happen
during
the
halftime
they've
actually
worked
with
our
asl
club
to
where
the
asl
is
going
to
be
performing
the
national
anthem,
it's
a
pretty
exciting
event
and
for
me
to
get
to
sit
back
and
kind
of
help
guide
these
students,
but
also
let
them
make
mistakes,
learn
from
those
mistakes
and
challenge
each
other
to
create
a
program.
I
said
this
is
happening
march
4th
and
it's
kind
of
up
to
you
guys
to
to
make
it
happen.
F
Whatever
you
want
to
see
happen,
so
I
just
love
watching
them
grow.
This
is
a
program
that
you
know
I
couldn't
be
more
happy
to
have.
I
have
three
students,
three
children
of
my
own
that
have
gone
through
this
high
school
program.
All
three
participate
on
special
olympic
sports
as
partners
and
I've
seen
them
grow
up
to
be
adults
and
really
carry
what
they've
gotten
from
high
school
from
this
program
into
their
jobs
as
adults.
F
E
Harvest
unified
has
helped
me
be
less
isolated.
Last
year
we
were
all
stuck
in
one
room
and
barely
got
out
because
of
covet
this
year.
The
harpith
unified
group
has
made
it
where
I
am
not
isolated
anymore.
I
have
friends
who
come
see
me
and
do
things
with
me.
Help
me
and
love
me
harvest
unified
has
helped
me,
learn
to
talk
to
people
and
not
be
the
shy
person
I
once
was
currently.
I
am
the
harper
unified
leadership
club
co-president
learning
to
be
a
leader
preparing
me
to
become
a
help.
E
Messenger
ambassador
for
special
olympics
speak
at
the
health
summit
as
well
as
speak
to
the
senators
at
capitol
hill
day,
and
I
am
also
going
to
orlando
with
my
best
friend
callie,
to
be
youth
leaders
for
the
state
of
tennessee.
We
are
currently
getting
ready
for
our
unified
prom.
Some
of
the
girls
took
me,
dress
shopping
where
I
felt
included,
and
I
can't
wait
to
spend
time
with
them
at
prom.
E
Because
of
harpies
unified,
I
feel
like
I
am
part
of
the
school.
I
have
friends
who
care
about
me
and
I
have
a
safe
place
to
be
harpers.
Unified
is
my
life
and
I
would
not
change
the
relationship
with
those
people
for
the
world.
I
love
how
they
have
helped
me.
Have
a
memorable
high
school
experience.
D
D
I
help
implement
the
program
within
the
schools,
get
the
liaisons
on
board.
We
also
have
a
lot
of
resources
through
special
mixed
north
america.
We
have
lesson:
plans,
physical
education
programs,
lots
of
things
that
teachers
can
use
in
their
classrooms,
so
you
know
we're
not
trying
to
give
them
more
work
to
do.
You
know
we're
trying
to
help
make
it
easier
for
them.
D
We
also
just
have
regular
contact
with
the
school
to
be
sure,
everything's
going
well
and
answer
any
questions
we
go
in
person
whenever
we
can
so
we're
always
there
for
them,
and
then
the
schools
commit
to
participate
in
at
least
one
unified
sport,
like
I
said
something
as
simple
as
a
unified
pe
class.
D
A
Thank
you
all
for
being
here
today,
haley.
I
just
really
appreciate
what
you
had
to
say
and
I'll
have
to
say,
as
you
can
tell
when
I
couldn't
say
the
word
adopt
earlier.
A
I
have
a
hard
time
speaking
in
front
of
people
to
this
day,
and
and
just
you
should
be
really
proud
of
how
you
handled
there's
a
lot,
a
lot
of
people
that
come
in
with
a
lot
more
experience
and
a
lot
more
degrees
and
then
they
come
in
and
they
didn't
handle
it
near
as
well
as
you
handled
coming
in
here
and
talking
to
us
today.
So
I
appreciate
you
coming
in
and
having
a
sharing
your
story
with
us.
Does
anybody
have
any
questions
or
comments
for
our
guests
representative
hurt.
G
When
you
talk
about
funding
and
expanding
and
hats
off
to
harpist,
I
think
y'all
said
that
y'all
are
to
the
point
where
you'll
be
self-funded
moving
forward,
but
I
guess
my
question
would
be
as
you
is.
These
schools
want
to
try
to
participate,
and
I
know
you're
limited
on
the
funds
and
how
many
schools
can
participate
kind
of.
How
do
you
decide
you
know?
Do
you
do
you
have
like
a
waiting
list
for
folks
that
want
to
be
involved?
Are
you
at
the
point
of
you,
take
applications
and
kind
of
decide
you?
D
Right
at
this
point,
we
haven't
had
to
turn
anyone
away
yet
and
we
have,
since
we
were
limited
on
our
large
in-person
events
because
of
coveted
restrictions,
we've
been
able
to
fulfill
all
the
funding
needs
so
far
of
these
43
schools.
But
yes,
we
would,
you
know
we
have
a
budget
that
we
follow.
So
if
it
became
that
there
were
too
many
schools
we
would.
We
would
welcome
them
into
the
program
and
probably
tell
them
we'll
fulfill
your
funding
requests
for
the
following
year
and
kind
of
start,
a
waitlist
that
way.
B
No
questions
but
just
a
comment,
and
thank
you
all
for
being
being
here
and
sharing
this
with
us
number
one.
I
won't
go
to
orlando
with
you,
it's
it's
warmer
there
and
that's
where
disney
world
is
so
take
me
please,
second
thing:
I
love
your
comments
on
young
people
getting
together
in
interaction
with
each
other.
I
think,
if
anything,
the
last
two
years
has
shown
us
is
how
much
of
the
social
animals
we
are.
We
have
to
have
that,
and
especially
our
young
people.
So
I
commend
that
part
of
the
program.
A
Any
other
questions
or
comments,
I
will
just
say,
reach
out
to
my
office,
I'd
like
to
know
what
the
basketball
practice
schedule
is.
I
don't
know
if
I
can
get
there
march
4th
for
the
event,
but
I
might
like
to
stop
by
for
for
practice.
If
I
would
like
to
visit
and
maybe
learn
a
few
moves
appreciate,
y'all
being
here
today,
really
enjoyed
your
presentation
and
hopefully
we'll
see
y'all
back
again
soon.
Thank
you.
