authority

then
there
was
an
amendment
filed
yesterday
that
made
them
ex-officio,

members

we're
returning
basically
to
the
original
version
of
the
bill
so
that
they
are
ex-officio
voting
members
and
I'm
specifying
voting.
It
says
ex-officio
in
the
language
of
the
bill,
but
it
is
absolutely
the
intent
that
they
are
voting.

it's
basically,
the
the
member
has
a
role
on
the
board
based
on
their
position,
not
necessarily
by
themselves
as
an
individual.
So
the
commissioner,
the
governor,
it's

office,

grants

the
board,
so
they
can
be
voting
or
non-voting.
It
doesn't
that's
not
tied
to
the
the
position.
You
know
often
ex-official
members
are

they
are,
but
it's
basically

folks

it's

great
idea,
but
in
the

staff

score

going
out
and
bringing
this
project
to
us
and
because
we
weren't
in
the

think
maybe
we
might.

don't
know

this

only
personal
opinion,

think
maybe
we
might
be
moving
a
little
too
fast
in
terms
of
how
we
decide
all
this
have
to
work.
If
we
trusted
him
to
get
it,
why
can't
we
trust
them
to
just
do
what
they
need
to
do
to
start
this
project
off?
We
got
a
couple
of
years.

it
doesn't
work,
we
got
the
opportunity
to
come
back.
Look
at
it
fix
whatever
is
wrong.
I've
never
known
this
legislature
to
be
able
to
fail
to
fix
anything
they
need
to
fix.
So
I'm
just
a
little
confused
that
we
are
adding
all
these
people
to
a
board
and
we
don't
know
exactly
what
to
some
degree,
what
all
it's
going
to
mean,
because
I
I
I'm
I'm
30
minutes
from
mega
science.

concern
is
that
we're
going
to
get
we're
going
to
give
everybody
an
opportunity
to
do
better
in
life
one
way
or
the
other,
whether
they
do
it
at
ford
or
whether
they
do
it
at
some
industry
down
the
street,
that's
already
existing
or
whatever,
and
to
me
that
means
more
to
me
right
now
than
trying
to
organize
a
board
so
miss
leader.

you
just
tell
me
why
we
doing
what
we're
doing.

the
reason
we
worked
so
hard
on
this
between
both
the
house
senate
the
governor's
office
to
come
to
to
this
potential
amendment,
which
I
will
say
I
mean
I
I
know
you
know
both
the
house,
the
senate
and
the
governor's
office
have
had
input
into
this,
but
at
the
end
of
the
day,
it
is
this
committee's
decision
as
to
whether
or
not
to
accept
this
amendment,
I
would
encourage
you
to
do
so.
I
do
think
this
is
a
very
even
split
between
legislative,
the
legislature
and
the
executive
branch.

I
mean
it's
a
five-five
split
in
essence,
where
the
governor
could
come
in
and
break
a
tithe
that
would
ever
happen,
which
is
important
on
a
10
member
board.
We
don't
set
up
a
lot
of
even
number
boards,
but
this
also
sets
up
a
scenario
where
you
could
have
a
tie.
Everybody
would
have
to
show
up.
It
would
be
an
unusual
circumstance,
but
you
have
to
have
some
sort
of
a
tiebreaker
so
to
me
anyways.

This
is
a
very
good,
solid
structure
for
a
board,
and
I
like
the
fact
that
we
will
all
have
not
only
input
in
who
I'm
sure
the
governor
and
the
speakers
will
be
appointed
to
this
board.
So
if
you
have
some
folks
in
mind,
I
mean
already
go
ahead
and
get
those
names
to
the
different
individuals
that
will
be
appointing
this
board,
because
it's
very
important
that
this
get
up
and
moving
quickly.

It's
important
for
your
district,
it's
important
for
representative
hurt
and
gant
and
everyone
else's
district,
it's
important
for
the
whole
state
of
tennessee
that
they
get
to
work
quickly.
So
this
is
a
starting
point
if
it
works
well
and
we
all
feel
like
over
the
next
few
years
as
we
evaluate
their
work,
it's
working
well,
we
may
leave
this
structure
exactly,
as
is.
If
it's
not,
then
I
would
encourage
all
of
us
to
come
come
back.

year

obviously
multiple
times
a
year
since
we're
hearing
a
special
session
and
back
again
next
week
for
an
extra
special
session.

you
know
we'll
continue
to
monitor
this
and
make
sure
it
turns

guess

I

puzzled
about
and
and
I'll
shut

is,
is
that
we've
caught
the
biggest
fish
we
ever
caught
and
now
we
don't
seem
to
know
how
to
skin
that
fish,

I
think
that
all

us
gonna
have
to
back
up
and
take
a
deep
breath
and
try
to
figure
out
how
we
all
do
this
together,
rather
than
trying
to
set
rules
and
regulations
that
we
don't
need
to
set.
So
early
is
what
I'm
saying:

excited
that
the
project
is
here.

don't
know
what
my
district
folks
are
thinking
about
me
right
now
for
saying
what
I'm
saying,
but
what
I
think
is
most
important
is
that
we
be
good
tenants,
good
neighbors,
to
forward
and
to
sk
innovation
and
do
all
we
can
to
help
them
set
up
and
get
going
and
and
create
a
new
quality
of
life
for
the
people
that
we
represent.
That's
what
I
think
is
important
more
than
anything
else
right
now,
other
than
setting
rules
and
regulations
about
this.

speak
for
this
entire
body
and
saying
that
we
are
all
tremendously
excited
about
the
opportunities
that
are
going
to
come
to
west
tennessee
through
this
joint
venture
through
all
of
the
other
projects
that
will
be
coming
to
the
mega
site
as
a
result
of
this
initial
investment.

in
order-
and
I
will
let
leader-
lambert
and
leader
gant-
speak
to
this
more
directly.
But
in
order
to
get
this
up
and
running
those
companies
that
are
looking
to
invest
in
tennessee.
They
need
an
entity
to
deal
with
this
mega
site
authority.
Establishes
that
entity
that
one-stop
shop,
if
you
will
for
them
to
deal
with,
and
I
will
defer
to
leader
gantt
to
further
respond.

site

part
of
it's
actually

my

This
is
a
great
compromise.
This
is
what
me
and
you
both
are
looking
for,

win-win

haywood
county.

surrounding
counties,
fayette
hardiman
shelby.

is
the
type
of
agreement
that
we're
looking
for,
and
I

I
praise
the
speaker
of
the
house
for
pushing
for
this
kind
of
compromise

and
I

thank
the
governor
and
lieutenant
governor
mcnally
and

speaker
for
coming
to
this
this
agreement.
So
this
is
the
exact
thing
that
we're
looking
for
to
move
forward.

lieutenant
governor

board.
So
technically
it's
not

it

tie,
lieutenant
governor
can
step
in
and
break
that
tie.

I'm

watching
the
senate
debate
this
right
now
and
they're
at
a
nine
member
board,
what
we're
doing
we're,
essentially
adding
one
more
member
of
the
general
assembly
and
we're
adding
the
governor.
So
so
that's
really,
as
even
as
we
can
possibly
be,
and
I
will
encourage
our
colleagues
that
it's
a
lot
better
to
get
this
right
in
the
beginning
or
as
close
to
right
as
possible
as
we
set
this
up
as
easy
as
it
is
to
talk
about
a
potential
special
session
to
fix
this.

despise
cleanup
legislation.
Every
year
we
bring
cleanup
legislation
to
do
something
we
messed
up
the
year
before.
I
would
much
rather
try
to
get
this
as
right
as
possible
in
the
onset,
so
we
don't
have
to
come
back
and
clean
it
up.

do
have
a
question
and
had
a
question
on
the
amendment
before
the
question
before
the
question
was
called,
but
as
I'm
looking
up
the
structure
of
the
board,
we're
serving
we're
looking
at
four-year
terms
for
the
appointed
members,
and
there
is
a
potential
to
serve
a
maximum
of
two
full
terms.

concerns
I
have,

sure
the
representative
was
speaking
of-

local
participation
on
these
boards

previous
board,
as
it
was
created

2007,
did
just

local
representation.
So
now,
there's
no
real
assurances
of
that.
It's
it's
possible
that
it
would
be
because
the
governor,
the
lieutenant
governor
and
speaker
may
decide
to
appoint
people
locally,
but
it's
really
not
guaranteed.

I
would
hope
that
mr
sponsor,
we
take
great
consideration
into
ensuring
that
there's
local
participation,
because
when
you're
talking
about
affecting
a
community
which
this
will
do,
it's
going
to
change
the
face
of
that
community,
which
this
is
going
to
do
and
local
people
need
to
have
some
input,
say
direction,
advice
guidance
about
how
their
community
will
change
and
I
think
that's
the
point
we
were
trying
to
get
across.
With
respect
to
the
makeup
of
this
board.

This
local
presence
is
recognized
and
understand,
understood
and
is
a
part
of
all
the
great
decisions
that
are
going
to
be
made
over
the
next
several
years,
and
so
I
want
to
make
sure
and
ask
you,
mr
sponsor:
is
it
your
view,
vision
hope
desire
that
somebody
local
is
represented
on
this
board?
Is
that
kind
of
the
intent
that
you're
feeling
from
leadership?
Can
you
talk
to
that

he

at
this
about
twice
as
long

I

and
would
always
respect
his
opinions
on
any
of
this,

the
governor.
This
is
designed
to
be
the
most
inclusive
board.
You
could
possibly
the
language
you
could.

know
put
down

paper

it's
open

anybody,

open

anybody
anywhere
and

think
it's
important
to
have
both
local
voices
and
outside
voices
just
like
we
do
here.
So
when
we're
dealing
with
issues

hardeman

haywood
or
or
shelby
county
or
sumner
county,
you
know
I
can
look
at
it
from
inside
my
district
and
say
hey.

These
are
the
things
that
that
I,
that
my
folks
need
and
want-
and
I
can
fight
for
that
and
then
sometimes
I
need
some
of
you
as
my
friends
to
take
an
objective
view
on
it
and
say:
hey
look
that
may
be
what
you're
fighting
for,
but
here's,
how
that
fits
into
a
larger
scheme.
So
I
think
a
good
inclusive
board.
That
is
very
diverse
across
the
board
diverse.

Quite
frankly,
I
think
from
all
walks
of
life
and
ethnicities
and
genders
and
from
backgrounds
and
geographically
diverse,
would
make
this
one
of
the
strongest
boards
possible.
So
yes,
I
fully
agree
that,
but
that
will
be
up
to
both
speakers
and
to
the
governor
and
again
I
I
would
humbly
request
that
you
know
communicate
those
desires
to
the
folks
who
are
making
these
appointments,
just
as
we
do
with
every
other
board.

that
this
increases

representation

area,

make
sure
we're
represented

opinions
and
say

of
how

money

have
more

city

right
that

idea

something

believe

true,

you

happen
and
having
that
outside
voice
to
help
you
know
shape
it
to
to
be
the
best
possible
outcome
is
needed,
but
oftentimes
that
the
very
one
who
have
that
idea
is
not
there
to
even
get
the
dialogue
you're
talking
about
that's
the
kind
of
thing
that
I'm
talking
about.

So
I'm
agreeing
with
you
that
we
need
both
and
we
need
this
inclusion
across
the
state
to
make
sure
that
all
the
decisions
we
make
are
are
good,
for
you
know
the
the
state,
but
definitely
the
community,
that's
going
to
be
impacted
where
people
will
probably
be
displaced
to
some
degree.
We
have
to
be
sensitive
to
those
things
and
I
think
about
when
we
talk
about
our
financial
portfolios
and
how
important
it
is
to
have
a
diverse
portfolio,
not
all
bonds,
you
know
not
all
stock.

is
diverse,
and
that's
what
I'm
talking
about.
We
need
to
make
sure
it's
reflected
on
this
board,
so
I'm
going
to
support
the
bill
as
amended,
but
I
do
feel
like
we
need
to
be
on
a
record
to
show
that
we
want
this
type
of
board
so
that
every
voice
is
heard
as
much
as
possible
as
everything
go
along
the
road
for
the
next
five
ten
years
of
making
all
of
this
possible
to
transform
tennessee.

taking

I've
been
here
long
enough
to
know
that
sometime
we

mess
up

good
thing

think
it

run
rather
than
letting
local
folks
take
charge
of
how
they
think
it
ought
to
be
and
what
it

to
be,
and
it
just
kind
of
amazes
me
that
we
got
all
the
ideas
now.

right
thing

frightens
me
is:
is
we
fixing
things
that
don't
necessarily
need

be
fixed
up
front,
so

just
want

be
very
clear.

support

idea

to
the
legislation.

pleased,

can
do
that,
but
I
just
don't
like
some
of
the
things
that
we're
doing
in
terms
of
fixing
some
of
the
issues
that
don't
need
to
be
fixed,
you
might
ought
to
go
to
stanton,
brownsville,
somerville
and
some
other
places
of
course
runs
already
there.
Maybe
you
ought
to
talk
to
some
folks
down
there
before
you
decide
to
do
some
of
the
things
that
you're
doing.
That's

I'm
saying.

There
are
884
million
dollars
that
are
being
invested
in
your
community
that
my
constituents,
we
hope,
will
benefit
us,
but
we
know
that
will
benefit
you
and
we
believe
that
tennessee
is
stronger
when
tennesseans
all
pull
our
resources
together
and
support
your
community,
even
when
we
don't
see
a
direct
benefit,
and
there
are
many
times
that
your
community
has
supported
ours,
and
we
deeply
appreciate
that.
So
this,
I
believe,
is
a
structure
that
will
make
this
authority
stronger.

team

has
put
this
together,
both
the
commission,
the
governor
and
their
staff,
but
we
are
going
through
the
legislative
process
now

set
up
this
legislation

a
way
that
will
ensure
that
your
community
and
mine

all

to
have

bill

deeply
