B
You
very
much
members
any
announcements
or
personal
orders
before
we
begin
seeing
none.
We
will
now
get
to
our
business
members.
We
have
97
bills
today
between
our
regular
and
addendum
calendars,
and
so
we
will
be
in
this
room
until
two
o'clock,
so
we
will
go
until
two
o'clock
today.
With
that
said,
we
are
going
to
be
skipping
around
just
a
little
bit,
but
I'll
give
everyone
time
to
find
the
find
the
place
that
we're
in
we
are
going
to
begin
this
morning.
On
item
item
number
three
item
number
three
is
leader:
lamberth.
B
B
A
I
apologize.
There
are
a
number
of
administration
bills
that
are
on
the
docket
today,
so
members
I
apologize
since
we're
bouncing
around.
I
believe,
if
this
bill
is
this,
the
spencer
bristol
act,
that's
correct,
yes,
and
this
bill
deals
with
evading
the
rest
from
law
enforcement
officers.
We
had
an
officer
that
was
killed
in
our
district
and
the
penalty
was
embarrassingly
low
because
of
the
nature
of
the
crime,
and
so
this
would
increase
those
penalties
to
an
appropriate
level.
B
All
right,
thank
you,
sir,
for
this
description.
Members.
Any
discussion
on
house
bill
55,
seeing
none
we're
now
voting
on
house
bill,
55,
moving
on
to
full
finance,
all
those
in
favor
say:
aye,
all
those
opposed.
No
the
eyes
have
it
house
bill
55
moves
to
full
finance
later.
That
brings
us
back
to
item
number
three.
If
you're
prepared
for
that
particular
one,
that's
going
to
be
house
bill
1599,
I
think
you're
carrying
that
for
chairman
carter,
sir.
B
A
B
In
the
budget,
that's
correct,
sir
members.
Any
discussion
on
house
bill
1599
for
a
sponsor,
seeing
none
as
the
sponsor
has
alluded
to.
There
is
a
cost.
Therefore
we
will
have
to
place
it
behind
the
budget
considered
later
date
without
objection
house
bill,
1599
buying
the
budget.
Mr
chairman,
I
stand
ready
on
any
of
the
other
bills.
A
B
You,
sir,
we
we
appreciate
that
all
right
members
we're
going
to
go
to
item
number
one
on
our
calendar
item
number
one
on
our
calendar
is
going
to
be
representative
hurt.
We
have
a
motion.
We
have
a
second
motion.
The
seconds
chairman
heard.
It
looks
like
there
is
an
amendment
traveling
with
house
bills,
or
there
is
a
amendment
we
need
to
put
on.
Let
me
back
up
looks
like
that's
drafting
code
6757.
B
A
Thank
you,
mr
chairman.
The
the
amendment
basically
states
the
funds
invested
in
the
k-12
mental
health
trust
fund
constitutes
state
funds.
As
such,
the
investment
of
these
state
funds
must
be
done
in
accordance
with
applicable
laws
and
rules
in,
in
particular,
the
tennessee
constitutional
prohibition
of
investing
state
funds
and
equities,
and
the
amendment
also
removes
any
references
to
investing
the
k-12
mental
health
trust
fund
assets
with
the
tennessee
consolidated
retirement
system.
Trust
fund
assets,
since
this
would
not
be
permitted
under
federal
law.
All.
B
Right,
thank
you
very
much
members.
You
just
heard
the
description
of
the
amendment.
Any
discussion
on
the
amendment
see
none.
We
are
now
voting
on
amendment
6757
to
house
bill
73,
all
those
in
favor
say
aye,
all
those
opposed,
no
the
eyes
have
it
we're
back
on
the
bill,
as
amended,
sir
you're
recognized
for
a
description
of
house
bill
73
as
amended.
Thank.
A
Thank
you,
mr
chairman,
and
and
committee
members
house
bill
73
is
the
k-12
mental
health
trust
fund
act.
It
designates
trustees
to
oversee
the
fund.
Those
trustees
are
the
state
treasurer,
as
the
chair
comptroller
secretary
of
state,
commissioner
of
finance,
allows
the
trust
to
invest
the
funds
for
the
first
time
in
fiscal
year.
2122
creates
two
accounts
for
the
funds
to
be
deposited
in
90
of
the
investment
must
go
into
the
endowment
account
and
constitutes
the
principle
of
the
fund.
10
will
be
placed
in
a
special
reserve
account.
The
fund
is
split.
A
This
way
to
ensure
a
portion
of
the
fund
is
liquid
for
use
and
distributions.
It's
also
allowed
to
accept
gifts,
contributions,
bequests,
etc.
The
principle
of
the
fund
may
not
be
expended
for
any
purpose.
The
trustees
will
annually
determine
how
much
funding
can
be
allocated
for
expenditures
based
on
return
and
and
the
funds
made
available
will
be
used
by
the
department
of
mental
health
in
consultation
with
the
department
of
education
and
must
be
expended
for
use
with
k-k-12
students.
B
E
Thank
you,
mr
chairman,
chairman
heard.
Thank
you.
This
is
a
unique
opportunity.
This
doesn't
come
along
every
day
and
I
don't
want
folks
to
gloss
over
one
of
the
comments
you
made.
This
is
going
to
allow
some
public
private
partnerships
we're
going
to
be
able
to
draw
down
dollars
with
these
dollars
that
we're
investing
we're
looking
to
get
business
and
industry
together
with
education,
workforce
development
folks.
So
this
is
really
a
win-win
situation.
For
us
this
doesn't
come
along
every
year,
so
this
is
very
unique.
I
want
to
thank
you
for
it.
B
You,
chairman,
hogg,
further
discussion,
seeing
none
we're
now
voting
on
house
bill,
73,
moving
on
to
full
finance,
all
those
in
favor
say
aye,
although
I
suppose
no,
the
eyes
have
it
house
bill
73
moves
to
full
finance.
Thank
you,
sir,
and
I
think
you
are
also
sponsoring
item
number
31
on
our
calendar
and
we'll
move
over
to
that.
One
members.
That's
item
number
31.
That's
house
bill
714
by
representative,
hurt
sir
you're
recognized.
You
have
a
motion
to
second.
You
recognize
for
a
brief
description.
B
All
right,
thank
you
very
much
for
the
description
members.
Any
discussion
on
house
bill,
714
questions
been
called
objection,
calling
the
question
seeing
none
hearing
none.
We
are
now
voting
on
house
bill,
714,
moving
on
to
full
finance,
all
those
in
favor
say:
aye,
all
those
opposed,
no
the
eyes
have
it
house
bill
714
moves
to
full
finance.
Thank
you,
sir.
Thank
you,
mr
chairman
committee.
B
Let's
see
all
right
we're
going
to
go
to
item
number
34.
and
members.
Let
me
just
tell
you
what
we're
doing.
I
don't
know
if
you've
noticed
in
the
last
couple
of
weeks,
we've
had
several
members
to
come
in
at
first.
I
thought
they
were
just
in
really
interest
in
our
committee
come
to
find
out.
They
had
some
bills
they'd
like
to
run
so
I
don't
want
them
to
sit
any
further
than
they
have
to
so.
With
that
said,
we're
going
to
call
up
representative
manus
item
number
34.
B
F
I
do
enjoy
this
committee,
that's
why
I'm
here
for
the
third
time,
so
it
is
tracking,
with
amendment
number
four,
seven,
eight,
nine,
that's
correct
strata
this
bill
seeks
to
change
the
current
amount.
A
county
clerk
can
retain
for
purposes
of
mailing
new
physical
license
plates
and
changing
from
four
dollars
to
five
dollars.
It's
important.
This
bill
only
applies
to
those
who
request
or
require
a
new
license
plate
be
mailed
to
them,
rather
than
picking
it
up
at
the
clerk's
office,
in
which
case
there
is
no
fee
on
postage.
F
So
there's
no
increased
fee
on
postage,
so
it
is
a
convenience
fee.
The
cost
of
the
milling
has
risen
over
25
over
the
past
10
years
in
some
counties
it
cost
four
dollars
and
80
cents
to
mail
out
a
plate,
and
the
clerk's
office
loses
80
cents
on
every
plate
requested
to
be
mailed
out.
So
I
will
entertain
any
questions.
B
Questions
been
called
any
objection,
calling
the
question
see
none
hearing,
none
we're
now
voting
on
house
bill,
1360,
moving
on
to
full
finance,
all
those
in
favor
say:
aye,
all
those
opposed,
no
the
eyes
have
it
house
bill
1360
moves
full
finance.
Thank
you,
mr
committee.
All
right
that
brings
us
to
item
number
35
on
our
calendars
house
bill
173
by
chairman
mattis.
You
are
recognized.
You
have
a
motion.
A
second.
Please
continue
with
the
brief
description.
F
Thank
you,
mr
chair.
Thank
you
committee.
This
is
house
bill.
173
requires
the
emergency
communications
board
to
develop
a
statewide
implementation
plan
to
address
the
text
911
service.
As
of
may
20,
2011
of
the
state's
9-1-1
stations,
we're
ready
for
implementation
and
38
were
in
the
process
to
launch
house
bill
173
passed
unanimously
in
the
other
chamber,
probably
two
or
three
weeks
ago
now
and
if
approved
by
this
committee,
the
goal
would
have
to
would
be
full
implementation.
F
By
january
1st
2023
the
ability
to
text
the
911
is
critical
to
many
of
our
citizens.
This
does
include
people
with
speech
and
hearing
disabilities,
individuals
that
experience
medical
emergencies
like
allergies
or
strokes,
veterans
and
elderly
with
hearing
loss,
abduction,
victims
and
the
list
goes
on.
Currently,
there
are
seven
17
other
states
that
have
this
technology
in
place.
As
I
stated
before,
some
of
our
counties
already
have
this
in
place
and
others
are
working
toward
full
implemented
implementation
passage
of
house
bill.
F
173
will
be
setting
a
statewide
standard
and
it's
so
911
is
funded
by
a
fee
that
is
collected
by
cellular
companies
and
last
year
the
111th
general
assembly
passed
senate
joint
resolution
836
and
that
improved
an
increase
from
1.16
to
1.50
per
month.
In
anticipation
of
this
next
generation
technology.
So
I'll
answer
any
questions.
B
All
right,
thank
you,
representative,
manus
members.
We
do
have
a
request
for
some
speakers,
so
without
objection
we
will
go
out
of
session.
We
are
out
of
session
out
of
session.
At
this
time
I
will
call
up
josh
and
molly
anderson
and
I'll.
Just
let
you
know,
please
identify
yourself
and
you
have
three
minutes.
Thank
you
very
much.
C
Hello,
my
name
is
molly
anderson.
I
am
from
chattanooga
and
work
for
the
arc
of
tennessee.
Today
I
wanted
to
talk
to
you
about
house
bill
173
the
text
to
9-1-1
bill.
The
money
allocated
for
text
to
9-1-1
can
possibly
save
lives,
including
people
who
are
deaf
or
have
speech
disabilities
myself
included
in
march
of
2020.
C
I
got
into
a
wreck
with
a
hearse.
The
casket
was
dented,
but
thankfully
the
dead
guy
was
okay.
It
was
the
scariest
moment
in
my
life
because
I
could
not
call
9-1-1
for
help.
Text
to
9-1-1
also
can
help
people
who
are
in
situations
including
school
shootings
like
austin,
east
magnet,
high
school
in
knoxville
last
week,
domestic
violence,
medical
situations
and
so
many
more
house
bill
173
does
not
increase
state
expenditures.
C
Last
year
the
general
assembly
increased
the
amount
of
the
tariff
that
helps
fund
local
911
districts.
This
was
done
in
large
part
to
help
9-1-1
districts
make
the
transition
to
next
generation.
9-1-1
technology,
which
includes
text
to
9-1-1
technology
house
bill
173,
does
not
require
that
these
state
funds
be
used
to
pay
for
text
to
9-1-1.
C
B
E
B
B
Thank
you,
sir
members.
Any
questions
for
representative
manus
any
discussion
seeing
none.
Thank
you
for
working
on
this.
I
know
this
is
something
you've
been
working
on
for
a
while.
It
does
have
a
cost
associated
with
it,
and
so
there's
a
little
more
work
to
do
before
we're
ready
to
pass
this
along
and
be
able
to
vote
on
it.
So
without
objection
house
bill
173
will
be
placed
behind
the
budget.
B
F
F
These
two
knox
county
courts
are
the
only
ones
out
of
the
95
counties
to
have
a
different
free
fee
structure
house
bill
944
would
put
these
courts
in
line
with
the
rest
of
our
state.
It
also
would
have
a
positive
impact
on
court
fees
with
these
two
local
courts.
This
legislation
was
brought
to
me
by
the
clerk
and
master
of
the
knox
county,
chancery
court,
and
also
honorable
charles
susano,
the
third
knox
county
circuit,
civil
sessions
and
juvenile
court
clerk.
B
Right,
thank
you
very
much.
Question
has
been
called
injection,
calling
the
question
hearing.
None,
seeing
none
we're
now
voting
on
house
bill,
944,
moving
on
to
full
finance,
all
those
in
favor
say:
aye,
all
those
opposed.
No
the
eyes
have
it
house
bill
944
moves
full
finance.
Thank
you,
sir.
Thank.
B
A
Revises
the
conflict
of
interest
provision
for
the
county
financial
management
system
of
81
by
amending
the
conflict
of
interest
provisions,
so
that
it
only
applies
to
county
employees
who
are
actually
involved
in
the
purchasing
process.
B
B
A
There
is
a
motion,
a
second
and
this
amendment
simply
says
that
this
committee
they
can
meet
that
this
board
can
meet
with
no
proxies
and
no
electronic
meetings.
B
All
right,
thank
you
very
much.
Members
question
has
been
called
on
the
amendment
injection
calling
the
question
seeing
none
hearing
now
we're
now
voting
on
the
amendment
7240
to
house
bill
622,
all
those
in
favor
say
aye,
all
those
opposed.
No
the
eyes
have
it
worked
on
the
bill
as
amended
members.
Any
discussion
on
house
bill
622
as
amended
question,
has
been
called
into
objections,
calling
the
question
seeing
none
hearing,
none
we're
now
voting
on
house
bill
622,
maybe
going
to
full
finance
all
those
in
favor
say:
aye,
all
those
opposed.
A
B
B
B
B
All
right
that
brings
us
to
item
number
49
item
number
49
is
representative
weaver,
don't
see
representative
weaver,
so
we
will
roll
her
without
objection.
We
will
roll
her
to
the
heel
of
the
calendar
without
objection.
Roll
to
the
hill.
That
brings
us
to
hall.
That's
going
to
be
representative
hall
item
number
29.
B
A
B
A
Thank
you,
chairman,
hicks,
representative
paul.
Would
these
members
be
permitted
to
have
experience
with
public
utilities
or
would
that
be
prohibited
prohibited?
No,
that
is
correct,
sir,
which
one
they
they
they
can't
have
experience.
They
can't
have
experience
with
public
utilities
like
having
served
as
legal
counsel
in
the
past,
or
that
is
correct.
Okay,
thank
you.
B
B
B
B
A
Thank
you,
mr
chairman
and
committee.
I
will
be
briefed.
This
bill
would
punish
trafficking
of
any
minor
for
a
commercial
sex
act,
not
just
that
of
a
child
under
the
age
of
15
as
a
class
a
felony.
Second,
it
will
require
that
anyone
committing
a
human
trafficking
offense
to
serve
at
least
85
percent
of
their
sentence
before
release,
and
third,
this
will
create
a
new
offense
of
aggravated
human
trafficking.
Anyone
who
commits
a
human
trafficking
offense
against
a
child
under
the
age
of
13
will
have
no
release
eligibility
until
they
serve
100
of
their
sentence.
A
This
is
something
that
sends
a
strong
message
to
folks
in
tennessee,
we
have
some
of
the
toughest
human
trafficking
laws
in
the
nation,
and
this
would
certainly
ratchet
that
up,
but
I
understand
it
does
have
a
large
cost
associated
with
it,
and
so
it
may
be
a
bill
whose
time
has
not
yet
come,
but
I
wanted
to
present
it
before
the
committee
today.
All.
B
Right,
thank
you
very
much.
Mr
sponsor
remembers
any
discussion
on
house
bill
1416.
Seeing
then,
as
the
sponsor's
alluded
to,
there
is
a
cost
associated
with
house
bill
1416.
So
without
objection
house
bill
1416
will
be
placed
behind
the
budget.
Thank
you,
sir.
That
is
item
number
six.
Let's
go
to
item
number
seven,
which
is
also
by
chairman
curcio.
That's
house
bill
744.,
sir
you're
recognized
you
have
a
motion
a
second,
please
continue
the
brief
description.
Thank.
A
You,
mr
chairman
of
committee
members,
this
bill
seeks
to
set
up
a
grant
program
where
counties
can
can
request
up
to
five
thousand
dollars
to
create
a
victim
safe,
a
safe
space
for
victims
inside
courthouses.
Many
courthouses
already
have
this,
but
but
for
those
you
know
smaller
more
rural
communities
who
maybe
haven't
upgraded
their
courthouse
in
a
number
of
years.
This
would
provide
some
some
matching
funds
to
be
able
to
create
those
safe
spaces
for
victims.
All.
B
B
Seeing
none
house
bill
744
does
have
a
cost
associated
with
it,
so
we
will
have
to
place
it
behind
the
budget.
Consider
it
a
later
date
without
objection
house,
bill
744
will
go
behind
the
budget.
Thank
you,
chairman
committee.
Thank
you,
members.
That
brings
us
to
item
number
nine
item.
Number
nine
on
our
calendar
is
going
to
be
by
chairman.
Holt's
call:
that's
house
bill
1433,
sir.
You
are
recognized.
You
have
a
motion
to
second.
B
All
right,
thank
you
very
much
for
this
description.
Members.
Any
discussion
for
chairman
holt's
calling
house
bill
1433,
seeing
none.
There
is
a
fiscal
impact
to
house
bill
1433.
So
without
objection
we
will
have
to
place
it
behind
the
budget
to
consider
it
a
later
date
objection
behind
the
budget.
Thank
you.
Thank
you,
sir.
All
right
members.
That
brings
us
back.
I
saw
cheerleading
chair
lady
weaver
just
come
in,
so
we're
going
to
go
to
item
number
49
and
call
chair
lady
to
come
up.
B
C
Thank
you
chairman.
This
is
a
pensions
and
retirement
benefits
as
introduced
allows
any
member
of
the
tennessee
consolidated
retirement
system
to
obtain
credible,
credible
service
for
prior
service,
while
a
participating
member
of
a
city,
metropolitan
government
or
a
county
retirement
system
will
also
apply
as
well.
So
this
is
a
good
bill.
All.
B
E
B
G
Thank
you,
mr
chairman
committee.
The
amendment
just
changes
the
the
bill
to
where
it
only
includes
businesses
that
have
been
on
a
a
sign
for
10
years
or
more
so
it
would
limit
those
amount
to
that.
B
Thank
you.
You've
heard
the
description
on
amendment
7159.
Any
discussion.
Questions
been
called
an
objection,
calling
the
question
sitting
down.
Hearing
no
we're
now
voting
on
amendment
7159
to
house
bill
544,
all
those
in
favor
say
aye,
all
those
opposed.
No
the
eyes
have
it
we're
back
on
house
bill
544
as
amended
you're
recognized
for
a
description
of
house
bill.
544,
chairman
powers.
G
Okay,
this
bill
just
allows
a
business,
that's
been
on
the
interstate
logo
board
for
10
years
or
more
and
has
been
bumped
or
rolled
over
because
what
they
do
within
an
interchange.
If
you
have
been
there
and
another
business
moves
in
the
one
closest
to
the
interchange
gets
priority.
So
if
you
we
had,
a
business
had
been
on
one
for
20
years
matter
of
fact
it
got
bumped,
and
so
it
was
not
on
the
the
business
anymore.
G
So
this
will
just
allow
it
to
go
to
another
board
without
actually
building
another
board
or
anything,
but
it
has
another
board
with
other
attractions
that
has
a
vacancy,
then
it
would
allow
it
to
go
on
that
other
board
and
it's
permissive.
So
all
right.
B
Thank
you,
chairman
powers,
members.
Any
discussion
on
house
bill,
544
questions
been
called
objection,
calling
the
question
hearing
nothing.
Seeing
none
we're
now
voting
on
house
bill,
544,
moving
on
to
full
finance,
all
those
in
favor
say:
aye,
all
those
opposed.
No
the
eyes
have
it
house
bill
544
moves
to
full
finance.
B
G
Right,
thank
you,
mr
chair
house.
Bill
90
is
an
administration
bill.
Presently,
osm
of
the
office
of
surface
mining
regulates
surface
mining
in
tennessee,
we're
the
only
state
in
the
union
without
a
state
regulated
program
in
2018.
I
sponsored
the
primacy
and
reclamation
act
directing
the
governor
to
pursue
state
oversight
of
this
bill,
frequently
referred
to
as
primacy.
G
In
order
for
us
tendency
to
receive
privacy
from
the
federal
government,
osm
must
determine
in
their
discretion
that
our
program
is
at
least
as
stringent
as
french
as
federal
law
and
that
the
state
has
the
financial
capability
to
administer
and
operate
the
program.
So
with
that,
mr
chairman,
I
render
my
motion
thank.
B
You
chairman
powers,
you've
heard
the
description
for
questions
been
called
objection,
calling
the
question
seeing
done
hearing
none
we're
now
voting
on
house

90,
moving

full

all
those

say:
aye,
all
those

No
the
eyes
have
it
house
bill
90

Thank.
B
B
B
G
On
the
amendment,
it
is
simply
limits
the
the
bill
to
any.
B
Make
sure
that's
on
record
chairman,
I
think
that
what
the
problem
is
these
these
amendments
look
really
close.
Okay,
so
the
one
that
we
have
adopted
is
six
four
six,
seven.
G
Bill
540:
this
removes
the
minimum
enrollment
requirement
of
a
step,
a
thousand
students
to
be
considered
for
an
interstate
signage
for
community
college.
It
puts
the
community
colleges
back
on
a
level
playing
field
with
all
the
tcats
that
have
no
minimum
enrollment
requirement,
and
the
current
statute
requires
that
the
minimum
of
community
college
be
within
19
miles
of
an
interchange,
and
this
bill
would
just
be
limited
to
the
roan
state
community
college
in
campbell
county,
and
with
that,
mr
chairman,
I
renew
my
motion.

Thank
you

much

You,
mr
chairman
house,
bill
1398,
prohibits
pbms
from
interfering
with
patients
right
to
choose
a
pharmacy
or
provider.
It
bases
the
calculation
for
the
co-insurance
or
deductible
on
prescription,
drug
or
device
on
the
allowed
amount
of
the
drug

establishes
that
coinsurance
or
deductible
does
not
mean
or
include
co-payments
states.
That
pharmacies
cannot
be
paid
below
their
acquisition
cost
and
then
changes
the
effective
dates
to

B
B
A
Thank
you,
mr
chairman
and
committee.
What
we
have
today
is
a
bill
we're
calling
the
food
freedom
bill.
This
bill
will
allow
interstate
sale
without
regulation
of
homemade
food
products
to
be
sold
by
third
party
vendors
in
retail
shops
and
grocery
stores
direct
to
the
consumer.
A
You've
all
probably
seen
the
explosion
of
homemade
goods
in
your
towns
where
you
live,
and
this
bill
turns
loose
the
entrepreneurial
spirit
of
our
folks
to
produce
what
they
can
in
their
homes
and
to
sell
it
through
a
third
party
to
their
neighbors.
All.
B
Right,
thank
you,
chairman
lafferty,
for
this
description
members.
Any
discussion
on
house
bill
813,
seeing
none.
There
is
a
cost
associated
with
house
bill
813.
Therefore,
without
objection
we
will
have
to
replace
it
behind
the
budget
considered
a
later
date
without
objection
on
the
budget.
Thank
you,
sir.
Thank
you
committee.
B
B
B
E
E
The
current
protocol,
where
a
firefighter,
must
identify
a
single
incident
and
prove
it
as
the
cause
of
their
ptsd,
doesn't
actually
fit
the
scenario
and
the
fire
service.
This
bill
states
that,
when
a
firefighter
seeks
treatment
for
ptsd
that
there
is
a
presumption
that
it
is
a
work-related
injury.
B
All

I
don't
see
chairman

I
think
he
requested
to
roll
this
to

the

So
without
objection,
we'll
roll
house
bill
198
to
the

the

without

roll
to

this
is
an
election

it
would

that
we

mr

this
allows
the
county
clerk
or
the

to
collect
an
additional
dollar
per
license
issued
from
the
customer.
This
is
only
on
the
tennessee
real
id
and
authorizes
contracting
entities
who
are
issued
real
id
compliant
license
to
receive
three
dollars
per
license.
This
came
from
the
county
court
clerks
and
we're
trying
to
get
a

the
from
the

act
to
pay

this
all
right.

A
You,
mr
chairman,
under
president
law,
the
tennessee
standardized
treatment
program
for
sex
offenders,
requires
that
sex
offenders
submit
to
an
evaluation
for
treatment
developed
by
the
sex
offender
treatment
board,
and
this
adds
to
that
trafficking
for
commercial
sex
act.
Patronizing
prostitution,

a
person
who
is
18
years
or
younger
and

disabilities
or

or
criminal

any
of
the
above
offenses.

B
F
Mr
chair,
this
is
a
simple
bill
that
just
adds
one
body
to
the
energy
policy
council
that
was
created
several
years
ago.
It
is
the
utility
commission
representatives,
they
came
to
me
and
asked
to
be
put
on
it
and
I
think
they
have
a
valid
request.
All.
B
Right,
thank
you,
chairman.
Any

on
house

on
house

moving

all
those

No
the

have
it
house

729
house
bill
729
moves
to
full
finance.
B
F
F
It
also
puts
the
definition
of
quarantine
into
the
code
and
section
six,
which
is
what
the
bill
is
really
about,
is
creating
a
a
situation
where
no
government
entity
can
mandate
that
a
private
industry-
or-
I
guess,
retail
sales
whatever
can
require
a
vaccine
passport
as
a
condition
of
entering
the
business
or
doing
sales
and
services
with
them.
B

house

Mr
chairman,
chairman
members,
I
saw
representative
hakeem
come
back
in.
Let's
go
to
item

27
item

27,
representative,
akeem,.
B
All
right
number
27
is
house
bill.
720
by
representative
keem.
You've
got
a
motion.
A
second
you're
recognized
for
a
brief
description.
G
Thank
you,
mr
chairman.
Well
we
have
amendment
5'4
four.
G
Yes,
sir,
what
this
bill
does
is
afford
the
secretary
of
state
the
opportunity
to
make
rules
and
guidelines
when
it
comes
to
operation,
bingo
and
any
changes.
Well,
they
have
the
ability
to
make
changes
to
maintain
safety
and
fairness
all
right.
B
Thank
you,
representative.
King
members,
you've
heard
the
description
of
house
bill
720
any
discussion,
seeing
none
hearing,
none
we're
now
voting
on
house
bill,
720,
moving

say:
aye
aye,
all
those

No
the

Thank
you,

to
be

as
they
know,
please
make
sure
the

gets.
You
recorded.
As
such
item
number
28
item
number
28,
also
by
representative
hakeem,
is
house
bill
840..
B
G
Bill
deals
with
best
practices
when
it
comes
to
intervention
for
students
who
have
been
struggling.
The
bep
review
committee
in
2017,
19
and
20
recommended
funding
funding
priority
in
regards
to
the
rti2
program,
and
this
does
not
contradict
anything
we've
done
in
special
session.
The
department
of
education
has
no
problem
with
I'll
use
the
term
they
gave
it
a
thumbs
up
and
that's
essentially
it
sir.
B
All
right,
thank
you
very
much
for
that
description.
Any
discussion
on
house
bill
840.,
seeing
none.
There
is
a
cost
associated
with
house
bill
840.
So
without
objection
it
will
have
to
be
placed
behind
the
budget,
so
without
objection
behind
the
budget
all
right.
Thank
you,
sir.
All
right.
Thank
you,
mr
chairman
and
members
who's.
Next.
B
Third,
all
right.
That
brings
us
to
item
number
30..
I've
seen
representative
hodges
come
up
a
couple
times
out
of
his
seat,
so
it's.
Finally,
his
turn
all
right.
Members
item
number
third
is
house
bill,
322
by
representative
hodges.
You
have
a
motion
a
second,
so
you're
recognized.
Thank
you,
mr
chairman.
A
This
bill
would
give
any
veteran
with
a
service
connected
disability
of
a
hundred
percent
up
to
three
nights,
stay
at
a
state
park
with
a
50
discount
all
right.
Thank
you
and
that's.
B
A
B
B
G
Thank
you,
mr
chairman
of
committee
members
house,
bill
0998,
seeks
to
correct
something
that
a
constitutional
minds
experienced
when
someone
who
is
innocent
of
a
charge
gets
arrested
and
gets
convicted,
serves
time
and
then
gets
exonerated
when
they
get
released
from
prison,
and
there
is
a
payment
to
that
person
in
compensation
who
is
again
was
innocent
and
had
to
serve
time.
G
The
only
two
options
that
they
have
is
to
take
a
lump
sum
payment
or
to
take
a
annuity
type
payment
and
the
beneficiary
on
that
annuity
can
only
be
their
spouse
or
their
child.
G
B
Right,
thank
you,
representative
love
members.
You've
heard
the
description
and
discussion
on
house
bill
998,
seeing
none
house
bill
998
does
have
a
cost
associated
with
it,
so
we
will
have
to
place
it
behind
the
budget
considering
the
later
date,
without
objection
so
moved
on
the
budget.
Thank
you,
mr
chairman.
B
G
That
travels
with
it,
I
believe,
that's
correct.
This
is
an
attempt
on
our
part
to
ensure
that
our
children
who
are
in
our
k-12
systems
have
an
increased
opportunity
to
have
school
counselors,
so
we're
going
to
reduce
the
ratio
down
to
one
to
350
students
in
certain
grade
levels.
So
currently
we
have
grade
levels.
G
Grade
levels
that
already
have
350
ratio
1
to
350,
this
simply
seeks
to
line
it
up
with
them,
and
I
know
there's
a
there's,
a
slight
cost
to
this.
B
Thank
you,
representative
love
for
that
description
and
for
pointing
that
out.
Members
in
discussion
on
house
bill
1001,
seeing
none
as
the
sponsor
graciously
alluded
to
there
is
a
cost
associated
with
house
bill.
One
zero,
zero
one.
So
without
objection
house
bill
zero,
zero
one,
zero,
zero
one
will
be
placed
behind
the
budget
that
objection
still
move.
Thank.
B
E
Thank
you,
mr
chairman.
I
have
an
amendment.
Hopefully
he's
traveling
with
the
bill.
Yes,
sir,
it
is
traveling.
Okay,
perfect,
thank
you.
So
this
bill
would
double
the
fee
which
the
convention
and
visitor
center
corporation
can
can
collect
for
downtown
area
to
increase
the
police
presence,
as
well
as
the
cleaning
efforts
for
downtown
nashville.
E
E
This
would
double
the
fee
so
that
again
we
can
spend
those
monies
on
increase,
increase
security
and
clean
list
for
downtown
nashville.
B
E
B
B
B
E
How
people
that
rent
such
things
is,
but
not
in
totally
included
paddle
boards
cars
canoes
rock
climbing
equipment
stuff
like
that
that
don't
have
a
a
facility
in
our
state
parks
should
a
little
generate
considerable
revenue
to
help
the
state
parks
become
sustainable.
B
All
right,
thank
you.
Representative
calfi
members,
you've
heard
the
discussion.
The
description
of
house
bill
887
any
discussion.
Question
has
been
called
the
objections,
calling
the
question
seeing
none
hearing,
none
we're
now
voting
on
house
bill,
887,
moving
on
to
full
finance,
all
those
in
favor
say:
aye,
all
those
opposed.
No
the
eyes
have
it
house
bill
887
moves
to
full
finance.
Thank
you.
B
B
C
You
very
much
this
is
a
will
establish
a
reward
for
information
leading
to
the
arrest
of
any
person
responsible
for
the
shooting
of
a
law
enforcement
officer
in
the
line
of
duty.
The
reward
is
ten
thousand
dollars.
If
the
officer
is
injured
in
the
shooting
or
twenty
thousand.
In
the
event,
the
officer
is
killed
in
the
shooting.
So,
of
course
it's
not
predictable
when
or
how
many
you
would
be
needing
the
money
for,
but
that's
what
the
bill
does.
B
All
right,
thank
you,
chair

correct.
We

the

We
have
a

second
you're

on
the
amendment.
G
You
this
legislation
was
brought
to
me
by
my
chief
deputy
chris
fly,
the
russian
county,
sheriff's
department
and
tennessee
sheriff's
association
members.
Several
years
back,
we
passed
where
our
law
enforcement
officers
were
given
the
25-year
early
retirement.
This
basically
adds
our
local
correctional
officers
to
that
to
that
bridge
program,
and
this
is
also
permissive
to
our
locals.
B
All
right,
you
heard
the
description.
Remember,
there's
any
discussion
on
the

No
the

have
it
house
bill
171
moves

right.
Thank
you,
sir.
B
G
Just
to
give
you
a
back
background
this
bill
about
a
year
and
a
half
ago,
my
assistant,
marva
williams,
and
I
put
together
a
town
hall,
opioid
crisis
meeting
at
my
church,
parkway
baptist.
We
had
about
110
folks,
attended
and
dr
brian,
terry
tennessee
mental
health
and
subs
abuse,
as
well
as
a
local
judge
that
works
the
the
drug
court,
both
school
superintendents,
and
this
is
kind
of
what
come
out
of
this,
and
I
want
to
just
read
a
quick
letter
from
my
school
superintendent
who
sadly
passed
away
members.
G
So
when
I'm
reading
this
it's
doc,
I
call
the
doctor
linda
gilbert
act,
but
here's
what
she
said.
This
is
the
last
email
I
received
from
her.
She
just
said:
thank
you,
representative,
sparks
for
reaching
out.
She
said
yes,
more
funding
for
counselors
would
certainly
help
with
the
social
emotional
issues
that
we're
seeing
another
area
of
social
workers.
They
are
vital
in
many
school
districts
are
not
able
to
fund
them.
She
said.
G
I
also
think
it
would
be
helpful
for
him
and
other
lawmakers
to
talk
with
school
superintendents
about
the
issues
we're
seeing
in
very
young
children
and
here's
what
I
want
to
emphasize.
She
said
the
behaviors
of
our
six
to
nine
year
olds
are
like
nothing
we've
ever
seen
before.
They
are
inaudibly,
disruptive
and
aggressive,
and
while
we're
bringing
all
of
our
resource
into
play,
there's
no
place
for
these
children
to
be
assessed
and
be
treated.
I
feel
good
about
the
department
education,
what
they're
trying
to
accomplish
in
this
area,
with
emphasis
on
the
whole
child.
G
I'm
hopeful
that
department,
mental
health,
subs
abuse
will
work
alongside
them
to
help
address
the
upper
tier
children,
for
whom
there
seems
to
be
no
answers
thanks
again,
linda
she
was
roughly
a
50-year
educator
very
well
respected,
and
I
think
this
is
an
area
that
that
could
help
bridge
the
gap.
I
know
it
does
have
a
small
fiscal
note
on
it,
but
I
would
really
appreciate
y'all's
attention
to
trying
to
fund
this
piece
of
legislation.
B
All
right,
thank
you.
Representative.
Sparks
members.
You've
heard
the
description
of
house
bill
44
any
discussion,
seeing
none.
There
is
a
cost,
as
the
sponsor
has
alluded
to
to
house
bill
44.
We
will
have
to
place
it
behind
the
budget
at
this
time,
but
we
will
consider
it
at
a
later
date.
So
without
objection
house
bill
44
is
behind
the
budget.
B
That
brings
us
to
item
number
44.
item
number
44
on
our
calendar
is
house
bill
761.
Also
by
representative
sparks
you
have
a
motion
in
a
second
looks
like
there's
a
an
amendment
that
we
need
to
draft
it's
drafting
code
6058,
which
we
already
had
drafted
last
time.
So
we
are
in
the
proper
posture
at
this
time,
so
we
will
recognize
you
for
description
on
house
bill
761
as
amended.
Yes,
thank.
G
You
committee,
this
basically
designates
gun
safes
and
gun
safety
devices
as
being
tax
exempt
during
a
sales
tax
holiday,
and
we
have
moved
it
to
get
that
fiscal
note
down
from
the
full
exemption.
I
know
this
bill
has
been
presented
the
past
few
years.
I
will
argue
this.
This
fiscal
note
is
lower
now
than
it's
ever
been.
I
think,
with
the
with
the
recent
gun
violence
that
we've
seen,
I
think
I
shared
with
many
members.
G
I
went
to
that
kyle
jorlitz
funeral
two
years
ago,
who
was
gunned
down
in
nashville
by
some
teenagers
with
a
stolen
gun.
I
attended
his
funeral
and
I
didn't
know
the
man
didn't
know
anybody
there,
which
is
odd,
but
I
said
to
myself:
there's
a
reason.
I'm
here
there's
a
reason.
I'm
here
now
is
this
bill
going
to
help
some.
G
It
may
have
helped
with
kyle
jorlitz
situation.
That
was
a
stolen
gun
that
that
that
that
murdered
him
and
there's
a
huge
fiscal
note
on
incarcerating
those
teenagers,
huge
emotional
fiscal
costs
to
to
kyle
yorlett's
family
with
his
law.
So
I
do
really
want
to
emphasize
y'all's
indulgence
on
this
bill
and,
like
I
say
this
fiscal
note
is
lower
now
than
it's
ever
been
lowered
and
this
bill's
been
presented
for
past
few
years.
Thank.
B
B
Mr
sponsor,
I
do
thank
you
for
bringing
this.
This
is
an
interesting
concept.
So
thank
you,
members
in
discussion.
Seeing
none
there
is
a
cost,
as
the
sponsor
has
it
already
alluded
to.
So
we
will
have
to
place
it
behind
the
budget
to
consider
it
at
a
later
date.
So
without
objection
house
bill
761
will
go

there's,
an
amendment

we

E
This
bill
basically
affects
temporary
fireworks,
stands
in
in
the
state,
and
what
it
will
do
is
any
operator
of
a
temporary
stand
must
file
with
the
state
fire
marshal.
A
local
business
license
to
show
they're
locally

in

before
the

will
issue

B
E
Thank

mr
chairman.
Excuse
me
this
bill
came
to
me
from
the
school
safety
committee
in
bradley
county.
What
it
does
is
amend
the
code
to
allow
a
court
to
hold
a
juvenile
for
psychological
evaluation
if
that
juvenile
has
been
judged
to
commit
a

against
their

fellow
students.

Mr

B
B
E
The
senate
sponsors
brought
this
in
the
past.
It's
been
to
have
a
tax
exemption
for
feminine
products,
but
this
year
this
one
is
only
instead
of
having
a
permanent
year-round
exemption.
E
This
is
only
for
to
add
it
down
to
the
tax
exempt
we
or
the
tax-free
weekend,
and
it
would
exempt
products
like
tampons,
pads
and
liners
during
that
that
sales
tax
holiday
now
the
I'm
showing
the
fiscal
note,
would
be
132
682.
E
B
All
right,
thank
you.
Representative
thompson.
You've
heard
members
you've
heard
the
description
of
house
bill
1031
any
discussion
seeing
none.
There
is
costs
associated
with
house
bill
1031,
as
the
sponsor's
alluded
to.
Therefore,
we
will
have
to
place
it
behind
the
budget.
Consider
it
a
later
date,
so
without
objection
so
moved
all
right.
That
brings
us
to
item

46
out
of

on
our

is
house

waiting

representative
towns
house
bill
1497.
B
G
There
again,
this
chairman,
being
antagonized
by
one
of
your
members
up
here,
colonel
wendell,
mr
chairman,
this
and
members
this
bill
is
a
firework
bill
that
actually
seeks
to
provide
more
safety
into
those
that
are
operating
and
doing
fireworks.
You
all
know
there
was
a.
I
think
there
was
a
big
deal
here
in
nashville
as
it
relates
to
an
accident,
so
this
would
increase
from
three
displays.
The
five
displays
in
three
years
the
number
of
displays
in
which
an
applicant
for
a
power
protected
display
operator
would
have
to
perform.
G
Excuse
me,
it
also
will
increase
from
two
years
to
three
years,
a
period
of
time
in
which
each
firework
display
operator
certificate
expires.
So
it
increases
that
as
well.
Essentially,
what
it
does,
ladies
and
gentlemen,
just
seek
to
make
it
more
safe
when
you're
displaying
fireworks
in
our
communities.
B
All
right,
thank
you,
representative
townsend
member
you've

the
description
of
house
bill.

B
G
And
gentlemen,
again,
mr
chairman,
introduce
and
waive
the
application
fee
for
enhanced
gun,
carry
payments
for
retired
military
guys
and
ladies
who
have
been
honorably
discharged.
Essentially
that's
what
it
does.
B
All
right,
thank
you
very
much.
Members
you've
heard
the
description
of
house
bill
1594
any
discussion.
Seeing
none.
This
piece
of
legislation
does
have
a
cost
associated
with
it,
so
we
will
have
to
place
it
behind
the
budget
to
consider
it
at
a
later
date.
Without
objection
house
bill,
1594
will
go
behind
the
budget
you
recognize,
mr
chairman,
colonel
wendell
said
he
was.
B
G
B
E
B
All
right,
thank
you
very
much
members.
We
do
have
someone
who
has
requested
to
speak
on
this
bill.
So
without
objection
we
will
go
out
of
session
without
objection.
We
are
out
of
session.
We
will
call
up
miss
deborah
fisher.
Please
come
up
identify
yourself
and
you
will
have
three
minutes
once
you
begin.
C
C
The
bill
allows
hybrid
meetings
where
members
of
local
governing
bodies
can
be
absent
and
cast
their
votes
remotely
by
phone
video
conference.
Maybe
email,
I'm
not
quite
sure.
We
don't
agree
with
that
as
it's
envisioned
in
this
bill.
But
if
this
bill
were
to
pass,
we
think
that
such
hybrid
meetings
can
be
complicated
and
will
require
technology
and
I.t
staff.
C
How
much
will
it
cost
if
you
want
the
person
participating
remotely
to
be
audible
and
visible
to
the
public
and
to
the
rest
of
the
governing
body?
Who
are
at
the
meeting?
How
much
will
it
cost
to
make
sure
the
member
participating
remotely
can
see
and
hear
their
colleagues
at
the
public
at
the
physical
meeting,
including
during
the
public
comment
or
public
hearing
portion
of
the
meeting
under
this
bill?
C
Under
this
bill?
12
members
of
a
25
member
county
commission
could
technically
be
doing
this
remotely
at
any
given
meeting,
and
is
there
a
screen
there
where
all
of
them
can
be
seen
at
all
times
by
the
public?
Or
is
it
done
cheaply
where
they
just
patch
in
by
phone,
making
it
really
hard
for
the
public
to
follow.
C
C
C
This
bill,
however,
says,
notwithstanding
the
entire
open
meetings
act
in
title
8,
chapter
44,
the
member
of
the
legislative
body
may
participate
by
any
electronic
means,
so
a
governing
body
would
be
required
to
accommodate
a
member.
As
long
as
that
member
met
one
of
the
four
conditions
outlined
in
the
bill
and
maybe
accommodate
that
person
on
very
short
notice,
even
if
the
governing
body
is
okay
with
electronic
participation,
there
is
a
cost.
C
They
either
spend
a
lot
and
create
the
ideal
that
has
been
envisioned
by
the
sponsors
of
this
bill
or
they
do
the
very
least,
and
the
citizens
don't
get
much
at
all.
So
we've
suggested
this
bill
is
not
urgent,
it's
not
coveted
19
related
and
we
think
it
needs
more
study
and
have
suggested
it
go
to
the
advisory
committee
on
open
government,
which
is
a
14-member
committee
appointed
by
the
comptroller.
C
B
E
C
They
now
have
five
commissioners,
so
it
doesn't
even
apply
to
them
anymore,
although
they
are
still
in
section
one
the
way
I
actually
talked
to
the
city
manager
about
this
a
couple
weeks
ago
and
she
said
yeah,
you
can
delete
that
it
doesn't
matter
for
us,
but
they
had
a
commissioner
who
lived
it
had
a
lake
house
in
michigan
in
the
summer
and
would
go
there
and
they
had
trouble
doing
business
in
the
summer
because
he
was
gone.
B
E
Yes,
thank
you,
mr
chairman
of
committee.
The
merits
of
house
bill
327
comes
from
the
cities
and
county
sub
subcommittee
via
the
local
committee.
The
reason
the
bill
is
here
today
is
because
of
the
financial
physical
memorandum,
which
says
due
to
multiple
unknown
factors.
The
extent
and
timing
of
any
recurring
permissive
increases
in
local
government
expenditures
cannot
be
reasonable
to
be
be
determined
at
this
time.
E
This
is
not
a
county
commission
meet
by
telephone
bill.
This
is
a
bill
where
the
local
legislative
body
within
strict
guidelines
must
come
up
with
a
policy
if,
if
they
want
electronic
participation,
if
you
wish
I'll
stand
for
questions
on
the
strict
guidelines
again,
I
would
like
to
see
this
move
forward.
All.
B
E
I
know
from
whence
you
come,
I'm
I'm
going
to
be
quiet,
but
I
do
need
to
make
a
statement
or
two
my
dad
served
city
council
back
home
and
he's
it's
his
retirement
job
and
he's
very
frustrated
by
these
online
meetings
and
and
they're
having
some
now
and
and
he's
been
very
frustrated,
and
it's
not
been
a
fulfilling
meeting
for
him
to
have
so
I
I'm
going
to
be
quiet
on
the
discussion
and
forgive
me
for
not
being
able
to
discuss
this
with
you
previously.
But
my
poor
old
dad's
got
some
concerns
about
this
legislation.
E
Representative
and
thank
you
chairman
hawk,
as
you
said,
a
municipal
board.
This
is
county
legislative
bodies
which
have
no
policy
for
electronic
participation,
and
I
would
suggest,
if
he's
unhappy,
with
the
way
he
meets
this,
this
legislation
would
have
no
impact
on
it.
I'm
I
hope
I'm
not
out
of
line
and
so
you're.
D
Thank
you,
mr
chairman.
Thank
you
sponsor.
I
was
going
to
ask
you
about
the
parameters
that
you
spoke
of
with
for
the
guidelines
that
they
need
to
go
by
if
they
decide
to
develop
this
policy.
E
E
The
only
reasons
within
the
guidelines
that
are
here
that
would
allow
a
member
to
participate
would
be
that
they
are
out
of
county
on
meeting
night
with
their
job
and
they've,
given
five
days
notice.
That
has
to
be
in
the
rules
that
are
adopted
by
the
local
legislative
body.
The
second
thing
would
be
that
they
are
on
active
duty
in
the
military
and
they
would
allow
they
they
have
to
say
that
and
ask
in
advance
to
participate
electronically.
E
E
E
E
So
with
that
explanation,
mr
chairman
committee,
I
still
stand
for
questions.
E
B
A
Thank
you,
mr
chairman
of
committee,
mr
chairman,
there's
some
work
to
still
be
done
because
the
large
fiscal
note
on
this.
So
with
your
indulgence,
I
would
ask
that
we
roll
this
to
the
first
calendar
of
2022.
B
B
A
B
All
right,
thank
you
for
that
description.
Members
you've
heard
you've
heard
the
description
of
house
bill
150
any
discussion,
seeing
none
we're
now
voting
on
house
bill,
150,
moving
on
to
full
finance,
all

No

B
A
B
A
B
E
Thank
you.
Thank
you.
I
appreciate
your
hard
work
on
this.
The
amendment
obviously,
is
where
I
have
a
question.
I
could
have
done
it
on
the
bill
or
whatever,
but
I
noticed
it
doesn't
mention
it's
my
understanding
that
this
is
a
dual
purpose
facility
for
more
than
one
entity.
E
A
You
recognize
thank
you,
mr
chairman,
my
understanding
it
does
not,
and
because
of
the
way
it
because
the
way
the
bill
is
drafted
because
of
the
caption
as
broad
as
it
is,
it
allows
multiple
events
and
different
teams
to
take
advantage
of
the
of
the
venue
that
we're
building
and
soccer
is
what
you're
referencing
and
we
do
have
a
memorandum
of
understanding
for
a
soccer
team
in
knoxville,
assuming
this
legislation
is
passed
and
our
locals,
because
this
is
permissive,
our
locals
pass
this
as
well,
and
so
our
hope
is
to
get
a
soccer
team.
E
Yes,
sir,
I
was
aware
of
the
memo
of
understanding.
I
just
didn't
know
didn't
notice
that
if
there
might
be
a
question
in
the
future
as
to
whether
or
not
this
law
applies
to
a
different
type
of
sport,
if
it's
not
directly
named
in
there,
I'm
going
to
be
I'm
supporting
your
bill,
I'm
supportive
of
it.
I
think
it
might
be
good
for
us
to
before
finance
fool,
be
able
to
confirm
whether
or
not
it
needs
to
have
that
verbiage
in
there
or
not.
A
Thank
you.
I
just
I
guess
I
want
to
make
sure
I'm
understanding
this
completely
right
now,
this
area,
that
this
applies
to
the
fiscal
area,
how
much
tax
revenue
sales
tax
revenue
has
been
generated
by
that
area.
You
recognize
thank
you,
mr
chairman,
zero.
So
this
this
would
be
foregone
revenue.
That's
that's
estimated
here.
Yes,
sir!
Thank
you,
sir.
Thank
you
all
right.
B
B
All
right
members,
let
me
say
this
to
those
in
the
audience
we
are
trying
our
best
to
get
to
you.
The
problem
is:
we've
got
some
time,
sensitive
ones
that
we
have
to
get
out
so
just
bear
with
us,
we'll
I'm
going
to
try
to
get
to
you.
If
we
possibly
can
we've
got
about
30
more
minutes.
So
with
that
said,
we're
gonna
have
to
go
to
chair
lady
hazelwood,
so
bear
with
us
members.
We
will
get
to
you
as
quick
as
we
can.
B
D
B
D
B
B
D
Thank
you,
mr
chairman.
This
ends
the
best
college
savings
program
that
permitted
tuition
units
to
be
purchased
under
tuition
contract.
That
program
has
a
few
members
left,
but
it's
costly.
The
state
has
put
in
several
millions
of
dollars,
two
or
three
times
to
keep
the
program
solvent,
but
now
we
just
need
to
close
it
down,
and
these
folks
will
have
an
opportunity
to
move
into
the
stars
program
which
is
currently
available.
B
All
right,
thank
you.
Members,
you've
heard
the
description.
Any
discussion
on
house
bill,
1396
questions
been
caught
in
jackson,
calling
the
question
hearing
none
sing,
then
we're
now
voting
on
house
bill
1396,
moving
on
to
full
finance,
all
those
in
favor
say
aye,
all
those
opposed.
No
the
eyes
have
it
house
bill.
1396
moves
to
full
finance,
brings
us
to
item
number
61
out
of
number
61's
house
181
by
chair
lady
hazelwood.
You
have
a
motion.
A
second
on
house
bill,
181,
you're,
recognized.
D
B
Right,
thank
you,
chair
lady
remembers.
Any
discussion
on
house
bill
181,
seeing
no
questions
been
caught,
injection
calling
the
question
hearing
none,
seeing
none
we're
now
voting
on
house
b181,
moving
on

all
those
in
favor
say
aye,
all
those

No
the

have
it
house
181
moves
to
full

That
brings
us
to
item
number
62.
B
item
number
62
is
house
bill
496.
Also
by
chair
lady
hazelwood,
you
have
a
motion.
A
second
you're
recognized
looks
like
we
also
have
an
amendment
drafting
code.
6732.
Is
that
correct?
You
have
a
motion
a
second
on
that
one,
and
I
think
this
makes
the
bill.
So
members
will
go
ahead
and
attach
this
on.
So
any
discussion
on
6732,
seeing
none
all
those
in
favor
say
aye,
all
those
opposed.
No
the
eyes
have
it
house
bill.
6732
goes
on
to
house
bill
496..
B
D
B
B
D
Thank
you,
mr
chairman.
This
bill.
Well,
the
amendment
as
makes
the
bill
and
as
amended
this
bill
will
just
set
up
a
child
care
task
force
that
will
study
child
care
holistically
across
the
state.
They'll
have
the
authority
to
hire
a
consultant
firm
to
help
them
gather
information
and
they'll
they'll
be
a
limit
on
this,
and
there
will
be
a
work
product
at
the
end,
with
recommendations
for
how
we
might
better
provide
both
access
and
quality
in
child
care
for
tennessee
citizens.
B
All
right
you've
heard
the
description
members
we
are
on
the
amendment
any
discussion,
seeing
none
we're
now
voting
on
the
amendment
going
on
to
house
bill.
598
5871
is
the
amendment
number,
all
those
in
favor
say
aye,
all
those
opposed.
No
the
eyes
have
it
we're
back
on
the
bill
as
amended.
Any
discussion
on
house
bill,
598
leader
camper.
D
Salaries
has
been
so
low.
Is
it
just
more
about
the
child
care
system
itself,
leader
camper,
that
may
be
an
ancillary
effort,
but
the
focus
of
this
is
to
look
at,
as
I
said,
the
quality
of
child
care
across
the
state.
The
access-
and
you
know,
hopefully,
to
come
out
of
this
with
some
things
like
some
public-private
partnerships,
getting
some
employers
involved
and
providing
you
know,
parents
across
the
state
with
a
place
that
they
can
not
just
park
their
child,
but
a
place
that
their
child
could
be
taken
that
can
have
developmental.
D
You
know,
like
pre-k
and
all
of
the
things
that
the
type
work
that
really
makes
a
difference
in
a
child's
life
is
not
just
babysitting
and,
as
we
saw
with
the
pandemic,
I
mean
child
care
has
been
an
issue
for
quite
some
time,
but
we
had
a
lot
of
people
during
the
pandemic
that,
even
though
they
might
have
been
essential,
they
might
have
had
needed
to
go
to
work.
They
didn't
have
child
care.
Therefore
they
could
not
so
that,
just,
I
think,
pointed
exacerbated
a
problem
that
was
already
there.
D
I
would
think
that
pay
would
certainly
at
some
point
be
a
part
of
that,
but
and
the
industry
there's
there's
the
task
force
will
be
made
up
of
books
represented
representing
a
number
of
of
avenues
from
industry
to
you
know
state,
and
I
would
certainly,
as
I
said,
expect
that
you
know
one
of
the
issues
with
child
care
is
that
you
can't
get
people
to
do
the
work,
because,
like
many
of
the
other
things
that
we
talk
about
in
here,
sometimes
ideas
and
choices
and
other
areas,
those
jobs
are
not
well
paid
and
with
the
economy
roaring
before
and
hopefully
beginning
to
roar
again,
there
are
lots
of
other
places
that
people
could
go
and
make
more
money.
B
B
D
Mr
chairman,
this
bill
simply
takes
care
of
a
situation
that
was
inadvertent.
A
few
years
ago,
when
vanderbilt
university
and
vanderbilt
medical
school
became
separate
entities,
the
not-for-profit
status
that
was
attached
to
the
university
was
everyone
thought
that
it
also
attached
to
the
medical
school.
It
turns
out
that
it
did
not.
This
will
take
care
of
that
and
rectify
that
situation.
B
B
A
Thank
you,
chairman
and
committee.
This
is
a
chairman
mike
carter's
bill.
He's
worked
tirelessly
on
this
for
several
years.
Counties
and
municipal
corporations
currently
are
authorized
to
recover
costs
that
are
paid
to
a
because
of
an
injury
or
an
illness
by
a
third
party
insurance
administrator.
This
attaches
the
reimbursement
right
and
segregation
right
to
the
local
government,
so
that
a
cost
can
be
recovered,
and
this
also
authorizes
the
courts
to
determine
the
amount
of
subrogation
and
reimbursement
interest
in
attorneys
fees.
B
You've
heard
the
description.
Remember,
there's
any

Chairman
of

so
chairman

asked
me
to
carry
this
bill.
He
was
incapacitated
for
the
moment,
but
this
bill
is
the
major
trevor
joseph
act.
As
the
members
may
know,
there
was
a
member
of
his
community
who
lost
her
life
in
service
to
the
nation.
The
family
wished
to
have
the

B

Thank
you,

This
bill
house

any
tennessee

that
has
suffered
an
amputation
of
75
or
more
of
the
lower
limb
to
obtain
a

the

we're

All

93
on
our

house

by
representative
campbell,
sir.
You
have
a
motion
to
second,
you
are
recognized.
E
Quickly
for
those
who
want
to
still
see
snow
in
april,
if
you
go
there,
this
tonight
or
tomorrow,
you'll
probably
see
snow
at
dole
mountain.
Thank
you,
mr
chair.
B
B
G
You,
mr
chairman,
to
be
brief.
This
is
instructing
the
tennessee
higher
education
committee
to
establish
a
four-year
pilot
program
for
completion
grants
for
our
most
at-risk
students.
We
look
to
take
the
graduation
rate
of
tennessee
promise
students
from
51
up
to
70,
which
would
lead
the
nation
in
that
category.
There
is
a
million
dollar
fiscal
note
for
this
program.
However,
t-hec
has
identified
a
grant
that
was
awarded
to
them
that
they've
had
no
home
for
and
what
they're
doing
is
before
that
money
comes
back
into
the
general
fund.
G
B
Thank
you
chairman,
and
I
know
this
is
something
that
you're
working
diligently
on
along
with
tx.
So
thank
you
members.
Any
discussion
seeing
none.
We
don't
have
it
in
the
proper
posture.
Just
yet,
there's
still
a
fiscal
note
on
there,
but
I
know
you're
working
hard
to
get
that,
but
until
then
without
objection
house
bill
6
will
go
behind
the
budget
thanks
chairman.
Thank
you.
B
Okay,
members,
we're
going
to
go
to
item
number
51
we're
going
to
get
a
couple
of
our
members
now
that
we
need
to
grab
so
that's
going
to
be
item
number
51
is
going
to
be
representative
baum,
sir.
You
are
recognized
house
bill.
1211
members
item
number
51.
You
have
a
motion,
a
second
you're
recognized.
A
Hicks,
more
and
more
folks
are
buying
merchandise
online
and
it
irritates
them
when
their
packages
get
stolen
off
their
front
porch.
This
is
a
bill
that
would
raise
the
penalties
for
stealing
packages
like
that.
It
actually
wouldn't
raise
the
penalty
on
first
offense,
but
it
would
on
an
individual's
second
offense.
The
penalty
would
would
be
raised
to
no
less
than
a
class
e
felony.
B
B
B
B
A
Committee,
this
is
brought
to
me
by
tbr.
It
deals
with
dual
enrollments.
A
As
you
know,
dual
enrollments
are
college
courses
taught
by
college
professors
for
college
credit.
We
now
pay
for
about
two
of
these,
these
dual
enrollment
courses.
This
will
increase
it
to
four
reasons.
This
is
important.
This
allows
our
high
school
students
to
take
these
courses,
whether
in
high
school
in
our
four
community
colleges
and
our
college
of
applied
technology.
A
We
amended
it
to
it,
starts
january,
1
2022,
so
that
we
will
stay
within
the
cap,
and
so
the
funding
would
be
there
through
our
lottery
dollars.
B
All
right,
thank
you
very
much.
Members
question
has

I'm

I

a
new
bill
for
next
year
that
they're
going
to
be
buying
these
little
buzzers
like
you

it's
always
about
our

to
go
sorry
about
that
on
the

Thank

am
I

sir
you're

E
Is
the
boating
under
the
influence
bill?
Just
it
makes
the
law
exactly
like
driving
under
influence,
except
we're
applying
it
to
boats,
because
we
are
having
a
lot
of
accidents
and
we
have
had
some
people
have
got
killed
in
boats
accidents
here
in
the
last

last
eight
years,
and
with
that,
mr

B
G
We
have
college
professors
who
are
drawing
a
quarter
of
a
million
dollars
in
retirement
in
tennessee,
and
we
cannot
provide
our
highway
patrolman
health
insurance
after
they
retire
with
a
statutory
25
years.
This
bill
simply
allows
our
highway
patrol
men
and
women
to
retire
after
they've,
given
service
to
our
state
and
the
current
status
of
the
men
and
women.
The
highway
patrol
is
they're
required
to
retire
at
six
years
old
and
unless
this
bill
passes,
you're
forced
to
retire
without
health
benefits,
and
that's
simply
not
fair.
B
All
right,
thank

that
description

A
B
So
would
allow
the
state
treasurer
with
the
approval
of
the
board
of
claims,
would
be
authorized
to
establish
a
captive
insurance
company
for
the
purpose
of
ensuring
the
state's
potential
losses,
exposures
and
risk.
The
captive
insurance
company
would
be
a
separate
legal
entity
administratively
attached
to
the
department
of
treasury.
The
captive
insurance
company
would
be
subject
to
the
same
oversight
and
regulation
by
the
department
of
commerce
and
insurance
as
a
private,
captive
insurance
company.
B
The
state

shall
administer
the
day-to-day
operations
of
the
captive
of
the
captive,
including,
but
not
limited
to
contracting,
with
the
private
vendors
and
professionals
upon
a

from
the

Any
funds
received
by
the

would

reinvested
in
the
name
of
the

by
the
state
treasurer,
in
accordance
with
the
investment
policy
established
for
the
captive
and
in
compliance
with
laws

governing
private
captive
insurance
companies.
A
A
B
A
Members
you've

the

If
not,
then
we're

this

no

It
goes

Thank

and
we're
going
to
jump
around
one
more
time.
This
time
to
item

on
the
calendar
house,
bill

got
a

and
a
second
chairman,
hicks
you're,
recognized
on
this
bill.
Thank
you,
chairman.
B
House
bill
1150
modernizes
the
helping
heroes
act
by
allowing
tsac
the
latitude
to
add
recent
and
future
campaign
designations
through
rule
rather
than
statute,
as
well
as
removes
a
provision
that
limits
the
scope
of
the
helping
heroes
program.
This
is
one
of
the
bills
that
t
heck
says
that
they
can
fund.
A
A
Mr
chairman,
I
need
to
apologize
legal
brought
this
to
my
attention.
I
actually
spoke
on.
We
were
on
item
94.
I
spoke
on
item
number
56
as
if
I
was
on
56..
So
I'm
not
sure
if
we
need
to
reconsider
our
actions
on
item
number
34..
It's.
B
B
All
right
members
with
that
said,
that's
pretty
much.
Does
us
for
time
today.
So
with
that
we're
going
to
roll
all
the
remaining
bills
that
are
on
our
regular
calendar,
as
well
as
those
remaining
bills
on
the
addendum
calendar,
we're
going
to
roll
those
one
week
without
objection.
Well,
actually,
yeah
next
calendar
that'll
be.
Let's
get
that
little
clear.
Those
bills
will
be
rolled
