allow
tennessee
to
join
the
process
of
forming
an
interstate
compact,
allowing
licensed
professional
counselors
to
practice
in
all
states
that
join
the
compact
passage
of
this
legislation
will
authorize
licensed
professional
counselors,
marital
and
family
therapists,
clinical
pastoral
therapists
to
attain
and
maintain
a
license
in
other
compact
states,
while
authorized
in
tennessee
to
continue
to
regulate
these
license.
This
will
remove
the
need
for
counselors
to
obtain
a
separate
license
in
each
state
in
which
they
wish
to
practice.
This
compact
is
constitutionally
authorized
legally
binding
document
between
states.

compact
is
the
same
form
as
the
other
compacts.
We
currently
operate
here
in
tennessee.
The
nurse
licensure
compact,
the
ems
compact,
the
physical
therapy
compact
and
the
interstate
medical
licensure
compact.
This
compact
is
not
currently,
in
effect
it
will
take.
It
will
take
10
states
to
pass
and
enact
the
process
of
forming
the
compact
for
this
to
go
into
effect.
Georgia
and
maryland
have
already
passed
this.
This
measure
18
other
states,
including
every
state
around
tennessee,
is
currently
in
the
process
of
working
on
this
compact
legislation.

state
will
be
represented
by
the
executive
director
of
the
licensing
board
of
professional
counselors
or
the
comp,
or
of
the
on
the
compact
states
board.
Why
should
tennessee
join
this
compact?
A
few
benefits
include
increasing
licensing,
job
opportunities,
professional
mental
health,
counselors,
supporting
military
spouses,
relocation
and
enhanced
mobility
for
licensed
counselors,
all
especially
important
to
our
state,
which
is
currently
short,
mental
health
counselors.

What
this
compact
doesn't
do,
there
is
no
significant
fiscal
impact
on
our
state
or
licensing
board.
The
compact
enhances
the
authority
of
the
state
to
protect
the
public
and
properly
regulate
the
profession
and
leave
our
states
specific
licensure
requirements
in
place.
This
compact
will
not
override
any
state
regulation,
code
or
law.

Finally,
the
office
of
the
assistant
secretary
of
defense
has
designated
compacts
such
as
this
one,
the
top
10
personnel
and
readiness
issue,
because
it
will
help
military
spouses
retain
employment
opportunities
during
the
service
members
reassignment
to

different
states.
For
instance,
during
my
26
year
career,
we
lived
in
nine,
we
moved
13
times
living
in
nine
different
states,
and
my
wife
was
worked
in
elementary
schools
and
she
had
to
go
through
the
procedure.

time
we
relocated,
especially
in
massachusetts,
okay,
so
house
bill,
959
companion
bill
has
senate
bill.

department,
this
briefly
department
has
really
two
main
functions:
to
collect
state
and
local
revenue
and
to
title
and
register
motor
vehicles.
Four
years
ago,
in
our
audit
report,
we
had
five
findings
in
the
most
recent
audit
report.
All
of
those
findings
have
been
cleared
and
there
were
no
additional
findings.

Yes,

the

As
you
know,
tourism
is
our
second
leading
industry,
representing
for
tennessee
travel
revenues
of
over
24
billion
dollars.
I
More
importantly,
hopefully,
for
this
group
is
the
two
billion
dollars
in
state
and
local
tax
revenue
that
we
are
responsible
for
trying
to
drive
and
inspire
visitation
to
our
state.
As
you
know,
we
were
having
record
years
through
2019
and
then
covet
hit.
We
lost
about
303
million
dollars
in
leisure
and
hospitality
for
the
department.
I
We
don't
have
our
final
results
from
revenue,
but
I
think
you'll
be
very
pleased
to
see
that
come
back
be
complete
and
those
are
the
things
that
we
are
challenged
to
do,
whether
it's
working
in
outdoor
recreation
or
music,
all
the
different
ways
that
we
get
to
serve
our
industry
and
drive,
not
only
their
business
revenue,
create
jobs
and
most
of
our
jobs
have
come
back
because
of
the
pandemic
since
the
pandemic.
And
then
we're
excited
to
say
that
tax
revenues
have
come
back.

imagine
those
were
created
long
before
we
had
a
pilot
rest,
stop
and
a
wiggles
and
a
pick.

gas
station
company
right
from
the
moms
and
pops
has
there
ever
been
any
conversation
in
the
department
about
maybe
winding
those
down
and
privatizing
those
again.

Well,
our
department
works
with
the
department
of
transportation
to
help
manage
the
welcome
centers,
not
the
rest
areas.
So
there
are
16
welcome
centers,
and
then
there
are
a
number
of
rest
areas.
Difference
in
the
welcome
centers
and
the
rest
areas.
Are
we
get
to
promote
tourism
and
in
fact
we
just
our
traffic
counters
just
showed
us
october
november
and
december
is
the
biggest
quarter
in
travel
that
we've
experienced
since
the
10
years.
We've
been
measuring
traffic,
so
we're
on.
We
had
14
million
visitors
come
to
those
welcome
centers.

was
looking
at
this
and
he
said
over
the
past
three
years,
we've
probably
lost
well.
Last
two
years,
we've
probably
lost
a
little
revenue
due
to
some
of
the
health,
the
public
health
issues
that
we
have
here.
So
what
going
for
it
in
this
year
and
next
year,
do
you
feel
like
we're
again
we're
regaining
some
of
that
momentum
that
we
had
in
2019
as
far
as
revenue.

going
to
see
that
2021
was
a
a
complete
bounce
back
year
for
the
state
of
tennessee,
what
you'll
see
being
from
nashville
is
nashville
still
waiting
on
that
international
traveler
and
some
of
their
business
convention,
but
so
many
of
our
outdoor
areas
and
our
rural
communities
really
stepped
up
to
meet
the
the
needs
of
those
leisure
travelers.
So
the
state
had
a
terrific
performance
and
we
believe,
there's
still
potential
for
those
big
cities
to
capture
once
those
travelers
can
come
back
internationally.

this
through
occupal
occupational
skills,
training
and
also
through
pro-social

Behavior
restructuring
tricor
is
a
self-sufficient
state
agency,
we're
governed
by
nine
member
board
of
directors
appointed
by
the
governor
that
represent
different
business
disciplines
across
our
industries,
we're
based
in
12
locations
across
the
state

those
are
in
correctional
facilities,
one
in
an
outside
facility
and
one
in
a
county
facility.

have
looked
into
that
representative
byrd
and
one
of
the
problems
that
we
have
is
just
one
having
correctional
officers
to
be
able
to.

assist
in
that
whenever
they're
out
on
the
road
training
or
even
in
the
simulators
another

simulators
lined
up
with
the
department
of
transportation
and
then
they
started
using
those
in
some
other
areas.
So
we've
looked
at
it.
We
think
that
there's
an
opportunity
there,
we
just
haven't
been
able
to
finalize
that.

providing

the

men

runs

welding
shop
up

working
career,
I
spend
a
lot
of
time

welding
shops
and
that's
one

the
neatest
welding
shop.

seen.

apprentices
or
the
the
the
jobs
they
have
like
the
welding
and
those
type
of
careers.
How
does
that
translate
to
once
they
get
out
into
the
free
world?

they
successful
in
finding
jobs,
or
do
you
find
that
them
having
felonies
prevents
them
from
gaining
getting
gainful
employment
once
they
leave
prison.

think,
over
the
last
five
years,
the
job
market
has
really
flipped
used
to.
If
you
had
a
felony
on
your
record,
it
was
very
difficult
at
times
to
find
employment
for
a
lot
of
men
and
women
depending
upon
the
charge
in
today's
market,
not
so
much
if
they
have
the
skill
sets
and
they
have
the
right
attitude.

One
of
my
really
good
friends:
he
in
that
same
city
he's
a
welder.
He
had
a
couple.
Let's
say
he
had
a
couple
issues,
but
his
issue
was:
he
wasn't
finding
a
job.
It
was
just
because
he
had
a
felony
he
couldn't
find
employ.
He
couldn't
find
housing.
So
I
think
that
the
program
works
and
it
does.
We
just
have
to
do
some
things
to
kind
of
help
them
along
to
get
re-enter
society
and
help
them
stay.
Law-Abiding
citizens.
But
thank

what
you

we've

spoke
over

tennessee
was
ready

new
license
plate

them

cattle
farmer.

to

cattle
farm

how
well
it's
doing
at
this

still
losing
a
little
bit

money

dairy

better
off

getting
the
same

men
that

opportunities,
they've
got
great

ethic

getting

and

not
coming
back.
