With

to
turn
over
the
mic
to
grant
menchu
our
legislative
director.

After
the
release
of
the
2019
sunset
ccd's,
internal
audit
underwent
an
external
quality
assessment,
peer
review
in
accordance
with
the
gao
yellow
book
standards
and
achieved
a
pass
rating
number
two
on
the
broadband
finding.
We
have
drafted
an
internal
process
document
which
provides
guidance
on
steps
and
the
grant
awards
process,
including
responsible
parties.

This
document
will
also
be
used
as
a
training
document
for
continuity
of
operations
in
the
event
that
the
current
staff
members
are
no
longer
with
the
program.
Additionally,
we
have
drafted
a
memo
to
accompany
the
grant
procedures
document
which
includes
additional
corrective
actions
such
as
increasing
the
members
of
ecd
that
are
on
the
scoring
committee
to
make
sure
it's
not
just
folks
from
the
broadband
team,
as
well
as
requiring
annual
approval
of
pro
program
guidelines
by
the
executive
leadership
team
and
allowing
additional
time
for
grant
documentation
by
ecd's
grant
committee.

Lastly,
on
our
the
fast
track
related
finding
since
the
sunset
hearing,
our
legal
team
drafted
a
written
internal
process
document
that
will
complement
our
policy
2013-007
grant
management
and
sub-recipient
monitoring
implementation
plan.
Ecd
concurred
that
some
information
was
submitted
incorrectly
by
committees.
Some
clerical
errors
occurred
in
ecd's
review
and
some
reports
and
communications
were
documented
incorrectly.
Due
to
clerical
error.
Ecd
has
made
personnel
changes
to
better
reflect
the
skill
set
needed
to
obtain
report
reports
in
a
timely
manner,
review
reports
more
accurately
and
document
data
and
communications
more
thoroughly.

brief
statement,
we
regulate
about
19,
000
institutions
and
individuals
operating
in
the
state
of
tennessee
and
the
total
assets
that
we
supervise
is
approaching
about
a
half
trillion
dollars,
and
we
do
that
with
just
over
130
department
employees,
we
regulate
banks,
credit
unions,
trust
companies,
non-bank,
mortgage
industry,
finance
companies
and
a
number
of
small
non-deposit
lenders
along
with
money
transmitters.

Our
mission
for
depository
institutions
is
to
ensure
safe
and
sound
operations
while
being
mindful
of
economic
development.
We
simply
call
that
regulatory
balance
and
the
concept
that's
important
in
doing
this
is
to
ensure
that
there's
tailored
regulation
by
assessing
each
bank
or
each
credit
union
on
its
own
merits
and
circumstances
and
avoiding
a
one-size-fits-all
regulatory
approach.

empower
examiners
to
make
important
judgments
about
institutions
rather
than
trying
to
regulate
through
more
and
more
laws
and
regulations
that
tend
to
take
discretion
by
the
hands

local
regulators
and
examiners.

we
work

bureau

investigation

2025
and
again
as
a
reminder,
this
particular
organization

The
reason
they're
not
on
the
consent
calendar

twofold:
one
is
their
size
and
the
other
one
is.
There
were
a
few
questions
that
were
asked.

if
committee

have

hear

the
department
without

resolved
prior

the
audit
being

It

do
with
the
drug
offender
registry,
also
in
the
drug
diversion
beginning
in
august
of
2020.
Our
intelligence
analyst
in
the
drug
division
began
notifying
the
executive
director
of
the
national
association
of
the
drug
diversion
investigators
on
each
business
day
after
the
deletions
of
a
drug
offender
from
the
registry.

currently
awaiting
direction
from
fna
on
how
we
may
assist
our
agencies
in
getting
this
transition
of
funds
into
the
state
treasury.

missing
children.

As

sunrise
bill

an
amendment
to

commissioners
are
appointed
by
the
governor
and
are
approved
by
the
general
assembly,
confirmed
by

general
assembly

the
eight
current
commissioners.
Two
are
women
and
two
are
people
of
color.
The
charter
commission
still
includes
one
vacancy
from
the
middle
grand
division
and
we
are
awaiting
appointment
of
this.

The
path
for
charter
schools
always
starts
at
the
local
district
level,
in
which
an
operator
has
to
apply
to
the
local
district
first
and
only
upon
receiving
a
denial
from
that
local
district
may
appeal
to
the
commission
when,
in
all
appeals
processes,
the
charter
commission
hold
a
public
hearing
in
the
local
district
that
the
charter
school
intends
to
locate.
A
public
hearing
will
allow
the
local
district
and
the
operator
will
have
a
chance
to
be
heard
publicly,
and
we
will
also
be
accepting
public
comment
in
preparation
for
this
work.

charter
commission
has
had
extensive
training,
both
from
the
state
board
of
education
who
previously
held
this
role,
as
well
as
from
national
experts
on
charter
school
authorizing
on
january.
I'm
sorry
july,
1st
of
2021
the
authorization
responsibilities
currently
held
by
the
state
board
of
education
will
transfer
to
the
charter.
Commission
the
charter
commission,
as
an
authorizer,
will
hold
the
responsibility
of
oversight
and
monitoring
of
those
authorized
charter
schools,
and
we
are
currently
staffing
up
to
assume
that
responsibility.

we

like

letter

governor

discussion

governor's
team

them

in

the
appointment.
They
told
us
they

interviewing
candidates.

hoped

we
appeared

to
be
able
to
tell

that
there
was
a
ninth
candidate.

who
had
been
nominated
by
the
governor
for
this
middle
tennessee
position.

is
not
the
case.

are

vacancy

been

for

months
a

a
