C
Thank
you,
madam
clerk.
Let
the
record
reflect
that
representative,
carr
and
representative
miller
are
excused.
Do
any
members
have
any
personal
orders
or
announcements
representative
hodges.
D
C
C
Any
more
announcements
seeing
none.
We
have
12
bills
on
the
calendar
today
we'll
go
ahead
and
get
started.
Members
you'll
have
to
pay
close
attention.
We
have
some
other
chairmen
in
the
room
who
have
other
committees
and
I'm
going
to
take
them
out
of
order
to
get
them
back
to
their
committees.
At
this
time,
we'll
take
up
house
bill.
2483
item
number
five
by
chairman
zachary
got
a
proper
motion
in
second.
I
do
see
an
amendment.
Can
you
please
give
us
your
drafting
code?
Sir.
Thank.
C
E
Thank
you,
mr
chairman
and
committee
members,
members.
We
have
one
of
the
best
run
elections
in
the
country
thanks
to
the
general
assembly,
thanks
to
secretary
hargett
and
mark
goins.
Typically
in
our
state
elections
polls
close
at
eight
o'clock
eastern
by
nine
o'clock,
we
turn
the
lights
off
and
go
home
very
efficient.
E
We
recently
by
a
washington
think
tank
were
named
the
number
three
state
in
the
nation
for
election
integrity,
so
we're
one
of
the
top
five
states,
think
tanks
and
other
institutions
that
rate
that
confirm
that,
but
there's
always
room
for
improvement,
and
I
feel
like
that's
what
this
bill
does.
I
appreciate
secretary
harget
and
his
support.
E
Some
of
you
have
that
letter
of
support
he
provided
this
piece
of
legislation
will
simply
ensure
the
article
1
section
4,
article
2,
section,
1
role
of
the
tennessee
general
assembly
in
the
legislature
in
our
elections,
and
it
simply
says
that
no
state,
official
or
county
official
can
enter
into
a
consent
decree
without
our
approval,
and
then
it
gives
us
a
cause
of
action
for
anyone
who
violates
with
that.
Mr
chairman
I'll,
be
glad
to
answer
any
questions.
C
A
Thank
you,
mr
chairman.
Mr
sponsor
elections,
usually
in
august
and
november,
would
just
necessitate
us
coming
back
in
special
session.
C
E
C
C
D
D
C
C
One
more
we'll
take
out
of
order
is
item
number
seven
by
chairman
russell
1970..
Do
I
have
a
motion
proper
motion
in
a
second?
I
do
see
it
has
an
amendment
chairman
russell.
Can
you
please
give
us
your
drafting
number?
Yes,
sir
chairman,
it's
zero,
one,
three
nine!
That
is
what
I
have
do.
I
have
a
motion
on
the
amendment
proper
motion
and
second
on
the
amendment
chairman
russell
you're,
recognized
on
your
amendment.
C
Bill
you've
heard
the
explanation
of
the
sponsor.
Is
there
any
questions,
seeing
none
we're
ready
to
vote
on
house
bill
1970
on?
Oh
the
amendment,
I'm
sorry
we're
voting
on
the
amendment
13793
all
in
favor,
please
say
aye
those
opposed.
No.
The
amendment
is
on
the
bill.
You've
heard
the
sponsor's
explanation
of
the
bills
amended
all
in
favor
of
house
bill
1970.,
please
say
aye.
Those
opposed
no
meal
goes
on
to
counter
and
rules.
Thank
y'all,
we'll
now
jump
back
to
item
number
one
on
today's
calendar.
C
I
don't
see
chairman
shaw,
so
we
will
drop
him
down
a
few
spaces
item
number
two
on
the
list
is
myself
at
this
time.
I
will
pass
the
gavel
to
the
vice
chairman.
B
C
Seat,
mr
chairman,
yes,
thank
you
mate
today
on
house
joint
resolution085.
It
is
my
honor
to
bring
this
to
you.
We
have
going
to
put
a
good
friend
of
mine
and
a
true
servant
leader
for
my
community.
His
name
is
david
golden
and
we're
going
to
make
that
appointment
to
the
finance
election
finance
committee.
I
think
that's,
it
he's
already
served
there
and
this
will
just
be
a
reappointment
and,
mr
chairman,
if
you
don't
mind,
I
would
like
for
us
to
go
out
of
session
without
any
objections
and
hear
from
mr
goldman.
F
You
want
hi,
my
name
is
david
golden
this
year
will
mark
the
27th
year,
my
wife
and
I
have
lived
in
the
great
state
of
tennessee
during
that
time
we
have
been
richly
blessed
to
be
here,
I
retired
two
and
a
half
years
ago,
as
the
chief
legal
and
sustainability
officer
senior.
Vice
president
corporate
secretary
of
eastern
chemical
company
oversaw
a
number
of
other
functions.
F
Part
of
my
reason
for
retirement
was,
I
wanted
to
lean
in
a
little
bit
harder
help,
drive
prosperity
across
our
region
across
our
state,
and
so
it's
been
my
honor
to
serve
through
an
unexpired,
now
expired
term
on
the
registry
of
election
finance
and
and
I'm
before
you
today
on
that
reappointment.
One
last
thing
I
don't
know
if
it
made
it
into
my
bio,
I'm
a
sixth
generation
tennessean.
F
I
might
have
my
family
moved
away
at
one
point,
but
I
did
my
genealogy
when
I
got
here
and
I've
got
four
sixth
generation
grandfathers
who
were
in
the
state
of
tennessee
before
it
became
a
state
two
that
went
over
mountain
and
fought
on
kings
mountain.
It's
really
great
when
you
find
home
and
my
wife
and
I
felt
that
we
have
found
it
here
in
tennessee,
I'm
happy
to
take
any
questions.
B
B
I
thank
my
parents.
Well,
in
all
honesty,
though,
I'm
just
a
dave,
I
do
want
to
acknowledge
that,
as
notes
were
passed
around,
I
saw
things
of
eastman.
B
C
Chairman
no
question,
sir,
but
I
I
just
would
like
the
committee
to
understand
that
this
man
has
made
our
community
better,
and
I
know
he
will
do
a
great
job
for
the
state
of
tennessee,
and
I
ask
you
to
please
vote
in
favor
if
you
find
it
in
your
heart.
For
mr
goldman.
F
I
I
can't
follow
that
other
than
I've
learned
pretty
quickly
associate
with
good
people
and
you
might
go
far
in
life
and
there's
a
lot
of
good
people
in
tennessee.
And
if
I've
accomplished
much,
it's
probably
due
to
that.
B
C
Chairman,
thank
you,
mr
vice
chairman.
I
appreciate
that
and
I'm
going
to
take
one
more
out
of
order.
I
thought
I
seen
him
representative
todd.
Are
you
in
the
room?
C
Okay,
all
right,
we'll
go
back
to
our
regular,
regular
agenda.
At
this
time
we
will
take
up
item
number
three
and
house
bill
2130
by
speaker
marsh.
Is
he
in
here.
D
C
Item
number
four
house
bill
2856
by
chairman
kumar,
got
a
proper
motion
in
second.
Let
the
record
reflect
that.
I
have
received
a
two-thirds
majority
vote
from
the
governing
body.
It
is
in
my
office
if
anyone
would
like
to
see
it.
We
have
a
proper
motion
in
second
at
this
time
I'll
recognize
chairman
kumar.
D
Thank
you,
mr
chairman
house,
bill
2856
is
amendment
to
the
charter
of
the
city
of
springfield
in
streamlining
their
processes
about
ordinance
procedures
as
well
as
competitive
bidding
to
bring
them
in
line
with
the
state
law.
C
C
At
this
time
I'm
going
to
call
up
chairman
todd,
so
he
can
get
to
other
committees.
That
item
is
item
number
eight
house
bill
2203.
I
have
a
proper
motion
in
second.
I
do
see
it
has
an
amendment.
Can
you
please
give
us
your
drafting
code,
sir.
C
C
We
got
a
proper
motion
in
a
second
on
amendment.
13932
chairman,
you
are
recognized
on
your
amendment.
Thank.
G
You,
mr
chairman,
and
appreciate
your
help
with
the
timing
here.
Juggling
committees,
as
you
know,
challenged
right
now.
Absolutely
this
particular
bill
as
amended,
prohibits
a
foreign
national,
a
foreign
corporation,
a
foreign
charitable
or
non-profit
organization,
foreign
government
entity
or
body
or
foreign
interest
group,
from
interfering
with
federal
state
or
local
election
initiatives
and
referendums
through
social
media
advertisement
intended
to
disseminate
and
disinformation.
G
We've
seen
some
situations
where
some
folks
in
other
countries
have
tried
to
interfere
and
advertise
against
a
particular
local
referendum
that
might
restrict
their
business
interest
or
something
and
since
they
don't
have
they
don't
live
here,
they're,
not
citizens,
they
don't
have
a
place
in
this
process.
So
that's
what
this
bill
does.
C
You've
heard
the
explanation
of
the
amendment
by
the
sponsor.
Is
there
any
questions
on
the
amendment,
seeing
none
we're
ready
to
vote
on
amendment
one
three,
nine
three,
two
all
in
favor,
please
say
aye
opposed.
No.
The
amendment
is
now
on
the
bill.
Are
you
recognized
chairman
todd
on
house
bill
2203
that.
C
Any
questions
for
the
sponsor,
seeing
none
we're
ready
to
vote
on
house
bill
2203
as
amended
moving
on,
please
say:
aye
opposed
no
bill
moves
on
to
countering
the
rules.
Thank
you
chairman.
Thank
you,
mr
chairman,
all
right
guys.
At
this
time
we
have
the
sponsor
of
our
first
item
house
joint
resolution.
0692
by
representative
shaw.
I
will
recognize
him
to
present
from
his
seat,
got
a
proper
motion
in
second
on
house
joint
resolution:
zero.
Six,
nine,
two
representative
shaw:
you
are
recognized
thank.
H
You,
sir,
and
I
apologize
for
being
late
time,
just
got
by
me,
sir.
Thank
you
so
much.
This,
of
course,
is
joint
resolution
is
to
confirm
a
very
good
citizen,
ms
page
dentist,
to
the
election
commission,
and
I
would
ask
for
vote
approval
on
that.
C
Would
thank
you
chairman,
I
mean
representative
shaw.
Would
you
like
for
us
to
go
out
of
session
and
hear
from
miss
dennis.
H
C
I
I've
already
served
on
this
committee,
I'm
currently
the
only
woman
that
serves
on
the
committee
and
represent
the
minority
party,
I'm
currently
the
chairwoman
of
the
committee
and
I'm
proud
to
continue
to
serve,
and
I'm
really
thankful
that
representative
shaw
has
put
my
name
for
forward
as
well
as
the
governor.
I
live
in
south
fulton
tennessee
for
those
of
you
that
may
not
know
where
that
is.
I
can
look
out
my
kitchen
window
and
see
kentucky.
I
I
I
was
a
10-year
party,
chairman
of
the
democratic
party
for
my
local
county
party.
I
served
on
the
study
executive
committee
for
12
years
and
I've
served
11
years
on
our
state
election
commission
and
also
with
mr
goings
on
the
u.s
standards
board,
one
term.
So
I
really
would
appreciate
you
putting
confidence
in
me
to
do
this
job
and
continue
to
serve
on
this
very
important
committee.
I
D
C
C
C
I
was
so
excited
about
this
next
resolution.
I
mean
bill
that
I
missed
the
number
up
and
at
this
time
we're
going
to
deal
with
item
number
nine
house
bill
2232
by
chair
lady
helton,
you're
recognized
from
your
desk
ma'am
proper
motion
and
second
you're
recognized
on
house
bill.
2232.
Thank.
D
J
C
Opposed
no,
your
bill
moves
on
to
calendar
rules.
Thank
you,
chair,
lady.
Thank
you.
Mr
chairman.
This
time
item
number
10
house
bill
0499
by
chairman
rudd
motion.
I
do
see
that
we
I
need
a
second
second,
we've
got
a
proper
motion
in
second,
I
do
see
it
has
an
amendment
chairman
rudd
from
your
desk.
Please
give
us
your
drafting
code.
J
It
is
one
three
one:
five,
four.
C
That
is
correct.
That's
what
we
have
you're
recognized
on
your
proper
motion
in
second
on
the
amendment
you're
recognized
on
your
amendment,
sir.
J
This
does
not
change
any
state
law,
it
does
not
apply
any
fines
or
anything.
It
simply
states
that
a
warning,
a
notice
shall
be
shall
be
at
the
election
where
people
check
in
so
that
the
notice
will
alert
people
that
it
is
against
existing
state
law,
tennessee,
anacotid27115b
and
219
102,
which
is
a
class
c
misdemeanor
that,
if
you
cross
from
one
party
into
another,
with
no
intention
of
returning
or
signing
a
proof
of
affiliation,
that
you
could
be
breaking
the
law
and
it
just
gives
that
notice.
That's
all
it
does.
C
Chairman
rudd,
I
do
want
to
ask
the
question.
This
is
something
that
we
already
kind
of
do
in
practice
and
we're
just
codifying
it
in
the
law.
Is
that
correct.
J
Well,
it's
not
really
codifying
anything,
it's
just
putting
a
notice
up
at
the
precincts
or
where
people
check
in
that
the
law
is
already
on
the
books,
we're
not
changing
law
or
making
law
we're
just
giving
a
notice
of
the
law.
So
people
are
aware
of
it.
H
Thank
you,
mr
chairman,
and
to
the
chairman
of
not
speaking
against
the
legislation,
but
I
had
something
very
similar
to
happen
just
this
week
and
I
wanted
to
ask
you
this
would
not
include
if
a
person
is
getting
qualified-
and
I
know
this
happened
quite
quite
often,
where
people
qualify
to
be
would
say
they
qualify
as
a
republican,
but
before
the
time
period
up
they
withdraw
that
petition
and
qualify
as
an
independent.
This
has
nothing
to
do
with
that
in
any
way
or
to
prevent
that
from
happening
going
forward.
Cameron.
J
That's
correct:
this
doesn't
apply
to
that.
This
is
only
if
you're
at
the
time
of
your
voting
and
you
request
to
vote
in
one
political
primary
say,
say:
you're
a
republican
and
you
request
to
vote
in
the
democrat
primary
and
you
do
not
have
an
intention
of
stating
there
and
you
don't
meet
the
bona
fide
status
and
you're
going
to
go
back
to
your
primary
that
is
already
illegal
under
the
current
law,
or
could
be
depending
on
what
you
do
at
the
next
election.
H
So
so,
if
I
want
to
vote
for
you
as
I
just
want
to
make
sure,
I
understand
this
as
a
republican,
if
I
want
to
vote
for
you
in
a
primary,
I
would
be
breaking
the
law
if
I
come
back
after
I
vote
for
you
in
the
primary.
If
I
switch
back
over
after
the
primary
and
vote
for
a
democrat,
are
you
telling
me
I'd
have
to
sign
some
form
or
agreement
or
something
I
just
need
to
understand
exactly
how
it
works?
Chairman
rudd,
yeah.
J
Again,
this
isn't
changing
any
law,
we're
not
establishing
and
changing
all
this
just
putting
a
notice
up
of
existing
state
law.
Okay,
the
current
state
law
states
that,
if
you're
crossing
over
from
one
primary
into
another
with
no
intentions
of
staying,
you
are
breaking
the
law
currently,
and
you
really
to
me,
you
wouldn't
really
be
breaking
the
law
unless
the
next
election,
you
go
back
to
your
other
party
primary
or
you
don't
sign
an
oath
of
allegiance
to
that
party.
So
it's
not
it.
In
my
opinion,
it's
not
automatic,
but
you're.
J
H
Representative
shaw,
thank
you
and
I
I
just
want
to
understand
this.
I
think
the
intention
part
is
what
I'm
not
getting
so
do
I.
How
do
they
know?
My
intentions
are
to
go
back.
I
mean
what
what
how
do
we
get
that
into
play?
That's
what
I
want
you
to
understand.
So
if
I
go
in
and
I
want
to
vote
in
a
primary
for
someone,
do
I
need
to
say
to
someone
or
sign
something
or
say
something.
H
J
Technically
speaking,
under
current
state
law,
if
you
say
are
a
democrat,
like
you
said
and
you're
voting
at
maybe
for
county
registered
deeds,
you're
voting
in
the
republican
primary
to
affect
the
outcome
of
that
party's
election,
then
you're,
going
straight
back
to
your
party
that
is
illegal
under
current
state
law.
Yeah.
Now,
if
you're
going
to
stay
in
that
party
and
you
switch
parties,
you're
fine
you're,
going
to
keep
voting
in
that
party's
primary
or
you've
signed
an
oath
of
allegiance
you're
fine,
but
if
you're
simply
crossed
over
to
affect
the
election.
J
I
know
the
person's
primary
and
then
you're
going
back
to
your
primary
that's
illegal
under
current
state
law
and
the
whole
point
of
this
is
posting.
This
notice
at
the
point
where
they
check
in
so
that
it's
on
the
wall
or
it's
where
they
check
in
it's
just
so
they're
aware
of
it
because
they
may
not
know
this
law
exists.
C
Follow
up
representative
shaw:
okay,
chairman
holtzclaw,
you're
recognized.
D
H
C
J
C
C
House
bill.
Our
item
number
three
house,
I
mean
11
house
bill,
2393
got
a
proper
motion
and
second
on
the
bill
chairman
moon,
you're,
recognized
on
your
bill.
A
Thank
you,
mr
chairman.
This
bill
came
to
me
from
the
comptroller's
office.
Therefore,
it
makes
government
work
better.
It
does
this
by
removing
outdated
reference
to
biennial
audits
in
the
second
part
of
the
bill.
It
provides
a
way
that
the
comptroller's
office
can
assist
certain
municipalities
in
preparing
their
annual
audits
biannualized
every
two
years.
It's
currently
in
the
code,
no
one's
doing
it.
Everyone
has
an
annual
audit,
so
one
we're
cleaning
up
the
code
as
to
what's
happening.
A
C
Any
questions
for
the
sponsor
chairman
will
take
privilege
here,
just
one
quick
question:
chairman
moon
by
deleting
the
requirements
and
doing
the
on
the
bi-annual.
Will
this
save
our
locals
money
on
the
audits
or.
A
Thank
you,
mr
chairman.
I
asked
the
same
question.
I
was
hoping
that
would
give
me
a
positive
fiscal
note.
That's
not
the
case.
Biennial
is
every
two
years
biannual
is
every
six
months
twice
a
year,
but
no,
since
everyone
is
doing
annual
audits
and
municipalities,
there's
there's
not
a
positive
outcome.
Fiscal.
C
D
A
That's
that's
a
contractual
obligation
of
the
locals.
This
bill
would
only
provide
assistance
from
the
from
the
comptroller's
office
in
preparing
the
data
getting
into
some
kind
of
format.
Currently,
we've
got
about
40
some
percent
45
percent
of
municipalities
filing
late
on
their
audit,
and
it's
just
an
attempt
to
give
them
some
extra
help
and
that
would
come
and
be
funded
through
the
comptroller's
appropriation
annual
appropriation.
C
C
B
Please
yes,
sir,
on
behalf
of
the
registered
deeds
association
and
the
tennessee
county
officials
association,
let
me
read
the
following:
verbiage
for
collecting
and
reporting
taxes
levied
under
this
section.
County
registers
are
entitled
to
retain
his
commission.
Five
percent
of
the
taxes
so
collected
a
little
bit
of
background
in
1978
is
when
the
five
percent
was
enacted.
B
B
C
Any
questions
for
the
sponsor
the
question
has
been
called
for
all
in
favor
of
house
bill,
1647
moving
on,
please
say:
aye.
Those
opposed
no
bill
moves
on
to
finance.
Thank
you
that
completes
our
calendar
today.
Is
there
any
personal
orders
or
announcements?
C
The
chairman
will
take
privilege
and
announce
that
we
have
the
property
and
planning
subcommittee
which
will
meet
today
at
4,
30
in
house
hearing,
room,
3
and
just
to
let
the
committee
know.
I
did
speak
to
chairman
carr
today
and
he's
doing
well,
and
hopefully
he
may
be
back
with
us
the
week
of
the
15th,
so
hopefully
he'll
be
here
to
kind
of
help
us
get
things
shut
down
and
run
around
his
committee
chairman
moon,
you're,
recognized.
A
Thank
you,
mr
chairman,
when
you
brought
that
data,
but
chairman
clark
communicated
with
me
and
he
he
would
like
to
put
a
bill
on
notice
for
march
15th,
which
will
be
the
last
calendar
for
citizen
county
subcommittee.
Thank
you,
mr
chairman.
C
C
We
have
a
motion
to
adjourn,
but
before
we
do
so,
I
just
want
to
thank
all
of
our
guests
that
was
with
us
today.
We
truly
do
enjoy
having
you
guys,
come
and
and
be
with
us,
and
hopefully
we
might
learn
a
few
things
from
you
guys
and
you
all
might
learn
a
few
from
us
and
make
the
state
better.
So
anyway,
we
have
a
proper
motion
in
second
to
adjourn
without
any
objections.
We
are
adjourned.
