organizational

Let
me
introduce
myself,
I'm
chairman
crawford
joining
us
each
week
will
be
some
people
who
are
very
instrumental
in
helping
us
with
this
committee
and
I'd
like
to
recognize
them
at
this
time.

know,
my
assistant,
who
would
normally
be
here
beside
of
me,
michelle
hale,
her
husband,
passed
away,
and
so
she
will
be
out
for
a
few
days
and
during
that
time
I
have
asked
representative
rudd
assistance,
trish
hinja,
to
to
help
me
in
putting
the
committee
up
and
and
getting
our
business
done.
We
also
have
nathan
witt
our
research
analyst
matt
monday
and
doug
garrett
will
be
our
legal
team.

trade,
I'm
an
engineer
and
a
jeweler
which
is
kind
of
interesting
combination,
but
I'm
from
the
beautiful
hills
of
east
tennessee.

I
am
a
first
generation
entrepreneur
and
local
government
was
actually
one
of
my
first
choices.
I
served
in
2011
through
2013
as
deputy
the
mayor
and
chief
operating
officer
for
the
city
of
knoxville,
so
I
am
excited
to
be
here
and
I
look
forward
to
it.

I
represent
district
80
in
west
tennessee,
a
rural
district.
I
come
from
local
government
from
the
county
commission
in
harderman
county
by
trade.
I'm
a
pastor
run
some
radio
stations
back
home.
That's
my
business!
I
make
my
living
and
I've
been
here
for
about
20
years
and
now
the
20
years
I've
been
here.
This
is
the
first
time
that
I've
got
appointed
to
local
government,
I'm
looking
forward
to
it.

harold
love
district
58,
which
is
part
of
nashville
tennessee,
was
elected
2012,
and
this
is
also
my
first
time
being
on
local
government.
I've
been
on
state
government
and
also
in
education
committees
in
the
previous
session,
looking
forward
to
local
government
by
trade,
I'm
the
pastor
of
leed
chapel
african
methodist,
episcopal
church.
I've
been
there
since
2016,
but
this
is
my
20th
year
in
pastoral
ministry.
So
I'm
excited
about
again
working
with
local
government
committee
and
working
with
members
on
the
committee.

I
am
representative
jesse
chisholm
from
the
district
85
in
memphis
tennessee,
whom
I
have
the
pleasure
of
serving
for
I
I
was
on
the
local
government
last
year
and
I'm
enjoying
being
on
here
this
time
by
trade.
I
do
a
little
bit
of
everything.
I've
taught
school,
I've
built
fences,
I've
done
a
little
bit
of
everything
and
I
am
a
recovering
deer
hunter.

We
have
the
largest
ice
cream
manufacturer
in
the
world
in
tipton
county,
it's
the
unilever
plant,
so
anything
under
the
briar's
label.
This
is
not
a
commercial,
but
the
magnum
bars
are
awesome,
but
anyway
we
also
have
the
the
what's
that
one
called.
We
make
all
the
blow
pops
in
the
world
in
in
covington
also,
so
it's
a
pretty
sweet
district
and
and
and
a
little
trivia
tom
leatherwood
used
to
be
my
state
senator.
So
it's
good
to
serve
with
all
of
you.

if
I
remember
deborah
moody,
those
magna
bars
are
ice
cream
bars.
Is
that
right
and
they
sell
those
in
israel,
because
we
had
the
opportunity
to
go
to
israel
and
we
found
some
of
those
bars
over
there
so
and
they
were
still
good
with
that
long
trip.

I
only
have
one
daughter:
I've
got
one
son,
but
I
do
have
one
granddaughter
and
seven
grandsons
and
one
great-grandson.
So
I
praise
the
lord
for
that.

mom

three
grown

have
five
grandchildren

I
am

semi-retired
nurse.
I've
been
a
nurse
for
39
years
and
I
also
have
some
sweet
stuff
coming
out
of
my
district
part
of
my
district
has
little
baby
snack,
cakes.

me

elected

would
like
to
pause

a
second
and
say
thank

representative
manus

making
representative
hilton
and
I
sophomore.

me
a
particular
honor

serve
on
the
local
committee,
because
I
was
a
member
of
knox
county
commission
for
11
years.

side

cave
creek
in
the
east
end
of
roane
county,
and
we
several
of
us
had
had
a
wonderful
opportunity
to
go
to
israel
a
couple
of
years
ago,
and
I
didn't
know
you
could
use
tomatoes
and
cucumbers
in
many
ways
as
they
do
so.
The
magna
bars
were
like
a
taste
of
home
so
and
and
whatever
you
do,
don't
brag
on
eddie
madness
and
pros
prestige
cleaners,
because
every
time
you
do
that
he
wants
to
raise
the
prices.

customer
of
his
for
probably
30
years
or,
however
long
he's
been
in
the
business,
but
look
forward
to
working
with
all
of
you
and
this

gentleman
right

think
me
and
him
are
gonna,
get
along
better

I

we

because
he's
a
horse
guy
and
back
when
I
used
to
deer
hunt,
there
wasn't
any
deer
now
they
eat
my
yard
up
so
anyway.

never

like
to
follow
kent
calpe
again,
but
he
can
tell
a

but
I
am
ryan
williams,
I'm
the
from
house
district
42,
which
is
85
percent
of
putnam
county
home
of
all
good
baxter
and
cookeville.

I
grew
up
actually
in
the
chairman's
district
born
at
holston
valley,
hospital
and
my
mom
and
dad
and
papa
were
in
the
construction
business
and
I
swore
I
would
never
be
in
the
construction,
business
and
I've
been
in
the
construction
business
now
for
20,
so
anyways
happy
to
do
that.
Prior
to
my
service
here
in
the
general
assembly,
I
served
as
a
city
councilman
in
the
city
of
cooper
and
on
the
planning
commission
there,
so
local
government's
really
important
to
me,
and
so
after
all
these
years
of
service.

I
represent
district
8,
which
is
the
scenic
and
beautiful
part
of
blount
county
chairman
ramsey
says
he
represents
the
smart
part.
I
disagree
with
him.
This
is
my
I
guess
third
year
or
so
on.
Local
full
background
is
county
commission,
chair
blount
county
for
seven
and
a
half
years
and
industrial
board
chairman
before
that.
So,
mr
chairman,
thank
you
for
allowing
me
to
serve
another
year.

As
you
can
see,
we're
quite
a
diverse
group
of
individuals,
this
is
one
of
the
largest
committees
that
we
have
with
21
members
serving
and
for
all
those
people.
That
said,
nothing
ever
good
come
out
of
sullivan
county.
Well,
we
do
have
ron
williams
so
just
wanted
to
let
everybody
know
that
also
for
some
reason,
the
good
lord
has
blessed
us
with
every
pastor
that
sits
in
the
general
assembly.
I
think
is
serving
on
this.

So
be
careful
what
you
say
and
we
do
have
for
the
subcommittee
chairs
of
this
committee,
which
is
cities
and
counties,
planning
and
property
and
elections
and
campaign
finance.
We
have
each
one
of
those
chairmen
serving
here
so
I'm
very
blessed
to
have
a
lot
of
knowledge
and
a
lot
of
experience
from
the
counties
and
from
the
city
sides
and
in
all
local
governments.
So
I'm
looking
forward
to
a
good
year.

at
this
time
we'll
we'll
proceed
forward.
Does
anybody

any
announcements
or
any
personal
orders?

Amendments
for
tuesday's
committees,
first
must
be
filed
at
10,
am
on
monday.
Amendments
must
be
emailed
to
the
house,
local
government,
mailing
list
or
distribution
list.
Amendments
must
be
signed
and
will
only
be
accepted
from
a
member's
legislative
email
address
or
the
legislative
email
address
from
their
legislative
assistants.
A
If
an
amendment
is
not
timely,
filed
with
the
committee,
the
bill
will
have
to
be
reset
on
the
calendar
in
order
for
the
amendment
to
be
considered
or
accepted
by
a
vote
of
two-thirds
of
the
committee
bills
passed
by
a
subcommittee
will
automatically
be
placed
on
the
next
available
full
committee
calendar.
Unless
the
committee
receives
a
written
request
from
the
sponsor
to
set
another
hearing
date
testimonies,
there's
a
few
things
that
have
changed
on
those
testimonies
on
bills
may
be
allowed
at
the
chairman's
discretion
and
will
be
limited
depending
on
the
time
available.

So
if
somebody
shows
up
and
wants
to
hand
something
out
to
the
committee,
unless
it's
been
pre-approved
by
my
office
or
clerk's
office,
they
will
not
be
allowed
when
there
are
numerous
persons
on
the
list
to
speak
on
an
issue.
The
chairman
may
impose
a
time
limit
when
testimony
by
the
multiple
parties
has
been
requested
on
a
on
a
similar
issue.
A
The
chairman
may
require
that
the
designate
a
may
designate
a
single
representative
to
present
their
position,
votes
and
motions
to
pass
a
bill
must
a
bill
must
receive
affirmative
votes
from
a
majority
of
those
members
present
and
voting.
A
statement
of
present
not
voting
or
pass
cannot
affect
the
outcome
of
a
vote.
As
long
as
there
are
more
affirmative
votes
than
non-affirmative
votes,
a
two-third
vote
of
members
present
is
necessary
to
prove
a
call
for
the
question.

If
objections
are
made
any
motion
to
consider
committee
action
on
a
bill
must
come
from
a
member
who
voted
on
the
prevailing
side
and
a
majority
of
members
eligible
to
vote
must
favor
must
vote
in
favor
roll
call.
Votes
must
be
requested
by
the
bill's
sponsor
prior
to
any
vote
being
taken
or
by
a
show
of
hands
of
three
members
before
any
vote
is
taken.
The
chairman
reserves
the
right
to
call
for
a
roll
call
vote
at
any
time.

Members
should
turn
their
cell
phones
off
or
on
vibrate,
while
in
committee
and
limit
the
use
of
their
phone.
During
testimony
and
hearing,
we
ask
that
members
of
the
committee
and
the
audience
please
step
out
of
the
hearing
room.
If
you
need
to
take
a
call
per
house
rules,
no
member
of
the
committee
or
staff
may
record
video
or
live
stream.
While
the
committee
is
in
session,
these
restrictions
do
not
apply
to
the
general
public
due
to
coded
restrictions.
We
must
limit
audience
capacity
to
the
ability
available
seating.

This
will
not
count
towards
your
three
calendar
limit
sponsors
who
wish
to
take
their
bills
off
notice
should
notify
the
committee
chairman
in
writing
prior
to
the
scheduled
hearing,
if
changing
a
charter
legislation
must
accompany
must
be
accompanied
by
a
resolution
by
the
governing
body
that
it
affects
a
copy
of
these
committee
rules
and
policies
will
be
available
to
each
member.
