comes

my
past
stand

for
several
years.

we

we
need

The
second
and
this
is
a
very
simple
bill.
Inadvertently.
Several
years
ago,
we
were
moved
under
the
statute.
The
requirement
that
a
local
county,
official
or
city
official
would
declare
a
conflict
if
they
have
a
climate
philly
when
voted
in
the
budget
or
some
other
type
of
funding
item
that
they
that
would
be
on
their
calendar.
So
this
just
puts
it
back
in
it
doesn't
say
they
can't
vote.
It
doesn't
say
they
can't
run.

There
are
plenty
of
bills
out
there
and
I'm
sure
this
committee
will
consider
all
those
this
year.
This
one
is
very,
very
simple:
it
just
says
if
you
have
a
conflict,
just
as
we
do
here,
just
declare
that
conflict.
Everybody
knows
what
it
is
and
then
you're
able
to
vote
your
conscience
in
your
district.

my
calendar.
The
the
thing
that
I
believe
you're
bringing
to
me
is
something
that
I
also
agree
with
you
in,
from
the
point
of
view,
an
employee
of
the
county
being
a
member
of
the
legislative
body
to
me
that
gives
me
heartburn,
I
don't
think
employees
of
the
county
should
be
members
of
the
board
of
directors.
I
believe
that
needs
to
be
an
independent
view,
and
I
also
understand
that
this
is
your.
This
is
not
an
administration
bill.
This
is
your
bill.

But
if
you
have
a
conflict
to
me,
just
be
transparent
about
it,
go
ahead
and
announce
it,
and
then
everybody
knows-
and
it
just
makes
it
very
simple
and
then
again
if
this
committee
decides
to
do
more,
that
that's
entirely
up
y'all,
but
this
bill
is
just
very
simple.
It's
about
declaring
the
conflict.

this
leader,

representative

I
spent
a
lot
of
time
on
the
county
county
commission
and
one
of
my
good
friends
I
was
my
first
experience
in
county
government
was
working
was
on
the
fire
board
for
our
five
volunteer
fire
departments,
and
it
was
a
total
mess
back
in
1980
I
mean
it
was
a
mess.

So
anyway,
this
good
friend
of
mine,
terry
hacker,
who's
deceased,
now
was
the
own.
Nobody
wanted
to
serve
on
the
county
commission
on
that.
So
terry
was
on
there
and
over
a
period
of
two
or
three
years.
I
got
him
to
put
in
some
resolution
stuff
and
we
got
things
pretty
well
ironed
out,
but
anyway,
we'd
elected
him,
chairman
of
the
commission,
and
but
then
he
was
the
principal
of
walter
springs
high
school
that
made
his
salary
a
line
item
in
the
budget.
So
every
year
he
had
to
read
the
conflict
of
interest.

So
we
would
put
him
as
chairman
of
the
commission
at
that
time,
and
I
said
you
know
I
move.
We
dispense
that
everybody
in
here
knows
he's
lying
when
he
says
he's
voting
a
constituent's
wishes
he's
voting
school
board's
wishes,
but
I
don't
have
a
problem
with
that
because
they
keep
reelecting
him.
He
didn't
like
that
much,
but
everybody.

Currently,
county
local
governments
are
required
to
notify
the
comptroller
when
they
change
or
reissue
general
bonds,
general
obligation
bonds,
but
they
are
not
required
to
tell
the
comptroller
when
they
reissue
revenue
bonds.
This
would
move
the
revenue
bond
status
to
be
similar
or
parallel
to
general
obligation
bonds
in
that
local
governments
would
need
to
notify
the
comptroller
if
they
make
a
change
or
reissue
them.

This
has
become
more
difficult,
because
papers
are
are
in
circulation,
less
than
they
used
to
be,
and
it's
in
some
counties
difficult
to
find
a
paper
of
general
circulation
that
can
in
which
you
can
publish
this
information
within
the
seven
day.
Time
limit,
and
so
the
second
part
of
this
bill
says
that
the
utility
authority
would
have
to
publish
that
information,
but
only
in
one
county,
either
the
county
where
the
main
offices
are
or
the
county
where
the
utility
primarily
operates.

If
changing
a
covenant
in
an
existing
revenue
issue
also
triggers
triggers
this
as
a
re-issuance,
I
found
that
fascinating
because
sometimes
sinking
fund
requirements
or
if
there
was
a
non-tax
exempt
issue
still,
but
is
the
intent
of
the
bill.
The
question
is
the
intent
of
the
bill
for
any
re-issuance
to
be
made
known
to
the
comptroller's
office.

If
they
reissue,
then
they
would
have
to
report
that
back
to
the
comptroller.
Do
you
know
if
that
would
automatically
trigger
an
audit
on
that.

a
bill
that
we're
that's
coming
through
the
committees
and
stuff.
Now
that
requires
the
counties
if
they
can't
find
a
paper
of
circulation
in
their
area
that
they
post
that
on
their
county
maintained
website.

So
that's
not
something
the
bill
would
change,
because
it's
a
practice
that's
already.
