Description
House Naming & Designating Committee - February 22, 2022 - House Hearing Room 2
B
A
A
C
Well,
this
one
don't
need
need
to
be
rolled.
Mr
chairman,
it's
a
good
bill
and
I
understand
it's
already
passing
senate.
It
changes
code,
annotated,
section
41-302
to
put
in
my
tennessee
mountain
home
by
dolly
parton.
A
Got
a
motion
a
second
mr
doggett,
you're
recognized.
C
A
C
Objection
I've
I've
got
the
lyrics,
but
you
don't
want
to
hear
me
sing.
A
A
Members
of
the
committee
from
goodlettsville
today
we
have
representative
mr
garrett,
you're
recognized.
D
You,
mr
chairman
and
committee,
I'm
honored
today
to
have
my
constituent,
michael
kirk
and
his
wife
crystal
here.
They
actually
live
and
we're
currently
right
now
in
a
in
an
area
where
I
grew
up
in
guildsville.
So
it's
more
than
an
honor
today
to
establish
mr
kirk
as
the
tennessee
composer
laureate
of
the
state
of
tennessee
in
a
little
bit
of
history
regarding
this
particular
petition
as
an
honorary
title
and
it's
an
award
for
a
musician's
accomplishments
and
the
contributions
to
his
field.
D
The
first
and
only
named
tennessee
laureate
composer
laureate
was
david
van
vector
and
he
died
in
1994
and
served
in
this
position
until
his
death,
so
that
there
has
not
been
a
state
of
tennessee
composer
laureate
until
that
time
and
as
the
state
composer
laureates
an
honorary
title
position
in
most
states
does
not
have
any
duties,
but
simply
is
meant
to
recognize
great
musicians.
And
I
know
we
have
a
great
musician
here
before
us
lots
of
times.
D
They're
asked
to
compose
work
on
music
for
the
inauguration
and
for
other
special
statewide
events
as
the
composer
laureate.
A
couple
of
things
about
michael,
is
that
he's
an
american
composer.
His
recent
music
has
been
hailed
as
lush.
Neo
romanticism
has
garnered
performance
by
numerous
symphony,
orchestras
and
chamber
groups
throughout
the
u.s
and
in
43
countries
on
five
continents
and
streams
in
over
100
countries
on
six
continents.
His
works
have
been
heard
nationwide
on
npr
and
other
countries.
National
radio
broadcast
also
been
profiled
in
national
print
media
and
musical
journals.
D
Mr
carrick
has
received
several
important
awards
for
his
music,
including
the
prestigious
academy
award
in
music
from
the
american
academy
of
arts
and
letters.
It's
the
academy's
top
lifetime
achievement
award
now
called
the
arts
and
letters
award,
also
the
academy
charles
ives
award
and
the
national
awards
of
fellowship
for
the
league
of
american
orchestras,
bmi
nea
meet
the
composer
mtna
and
the
tanglewood
music
centers
from
fellowship
and
composition
and
others.
D
E
I'm
humbled
to
hear
all
of
that,
but
I
have
to
come
up
here
to
the
microphone
mind
I
was
born
in
nashville
grew
up
here,
went
away
to.
I
went
to
ut
knoxville
for
my
bachelor's
degree
in
music,
which
was
an
excellent
education
that
spurred
me
on
to
my
career
and
graduate
degrees
at
the
university
of
michigan.
E
But
then
I
ended
up
coming
back
here
to
teach
for
31
years
at
vanderbilt
university,
music
department,
14
years
of
which
I
chaired
the
department
of
music
composition
in
theory.
But
but
before
that
I
was
a
scout
in
troop
27
in
nashville,
an
eagle
scout,
and
I
served
with
a
board
on
fisk
university
for
25
years
for
minority
scholarships.
E
I
volunteered
for
many
many
things
and
I
don't
want
that
to
sound
like
I'm
bragging,
but
just
so
you
know
that
I've
been
active
as
a
tennessean
and
worked
with
governor's
school
for
the
arts
worked
in
east
and
west
tennessee,
with
musical
performers
playing
my
music
and
nashville
symphony.
I
wrote
the
program
notes
for
seven
years
and
did
pre-concert
talks
was
a
good
friend
of
kenneth
skirmerhorn
and
he
performed
several
of
my
works
with
the
nashville
symphony.
So
I'm
really
a
tennessee
boy.
A
F
Well,
thank
you
so
much,
mr
kerr.
Is
it
kirk
kurek
kurek,
so
I
just
I'm
curious
as
a
composer
and
a
musician.
F
E
My
the
the
new
symphony
that
I
just
finished
is
my
very
favorite
work
of
all.
I
mean
I've
had
some
wonderful
experiences,
but
it's
a
symphony
for
large
orchestra,
96,
piece
orchestras.
You
know
classical
orchestra,
45
minutes
long
and
the
the
cd
will
be
out
later
this
year.
Of
that.
That
symphony
and
the
reason
I
love
it,
is
because
it's
got
so
many
great
melodies
and
I
don't
write
avant-garde,
atonal
music.
If
you
know
what
that
is,
I
don't
write
beeps
and
squeaks
and
abstract
music.
I'm
notorious
for
writing.
E
Beautiful
melodies
that
everybody
likes
to
hear.
There's
a
similarity.
Some
people
say
my
music
sounds
cinematic.
It
could
be
in
a
movie
well,
but
it's
too
long
to
be
in
a
movie
in
a
movie.
You've
got
a
scene
change,
you
know,
and
people
talking
and
you
have
to
do
all
you
know
do
short
things
I
like
to
just
have
this
broad
long
piece
of
music
that
I
can
express
a
story
using
music
alone
and
my
music
tells
a
story
and
it
tells
it
in
in.
E
E
F
E
Number
two
tales
from
the
realm
of
fairy
f-a-e-r-I-e,
which
is
the
old-fashioned
word
for
fairyland,
and
it's
it's
got
all
kinds
of
images
of
swashbuckling
music
that
you
would
find
in
an
old
fairy
tale.
You
know
ballroom,
dance,
great
ballroom,
waltzes
and
fairy
dust
with
little
sparkles
and
all
kinds
of
things.
So
you
know
it's
it's
based
on
my
love
of
fairy
tales,
I'm
a
great
fan
of
j.r.r
tolkien
and
c.s
lewis.
Oh.
E
Yeah
so
awesome,
so
I'm
trying
to
find
a
musical
version
of
that
sort
of
thing,
and
so
that's
that's
what
excites
me
right
now
and
and
why
I
like
this
piece
of
music
well,.
F
A
E
Wonderful
sorry,
but
you
came
you're
gonna
get
it
crystal.
Is
we've
been
married,
almost
12
years,
she's,
a
wonderful
musical
theater
performer
in
town?
She
just
won
the
broadway
world
regional
award
as
best
performer
in
a
musical
for
her
role
of
marrying
the
librarian
in
the
music
man
and
she's,
been
mary,
poppins
and
and
many
other
roles
in
in
the
musical
theaters
in
this
town.
Maybe
30
plays
in
the
last
six
seven
years
and
and
she's
just
a
beloved
figure
in
the
musical
theater
world
and
at
home.
A
Again
for
both
of
you
for
coming,
we
appreciate
you
being
here.
Thank
you.
Okay,
moving
on
to
item
number,
six
on
the
calendar
represent
dixie
you're
recognized.
No
excuse
me,
representative,
love,
you're,
recognized.
G
Yes
continues,
this
is
house
bill,
says
22
96,
27,
20,
27
20..
Thank
you,
sir
house
bill.
2720
is
a
resolution
to
I'm
sorry
a
bill
to
designate
historically
black
colleges
and
universities
today
and
there's
an
amendment
I
think
attached
to
it.
A
G
G
A
G
A
I'm
going
to
ask
our
attorney
to
review
it
for
a
few
seconds
to
make
sure
that
we
have
the
proper
date.
I'm
sure
you're
right
but
and
a
bunch
of
caution
we'll
take
a
look
at
it.
Make
sure
that
we've
got
the
proper.
A
If
the
only
discrepancy
is
the
the
date
we
can,
we
can
manage.
G
A
There's
a
chance,
the
fiscal
committee
could
have
got
it
without
it
being
filed.
But
yes,
I'm
sure
you're
right.
We
have.
I
don't
question
your
right.
Is
there
a
chance?
We
could
roll
that
for
one
week,
representative,
love
and-
and
there
may
have
been
a
miscommunication
with
the
clerk's
office
because.
A
A
The
bill
that's
been
filed
is
a
different
drafting
code
and
that
may
be
a
an
issue
with
the
clerk's
office
and
we'll
try
to
get
that
resolved.
Okay,.
G
A
G
All
right,
what's
the
committee's
posture,
without.
A
Okay,
all
right
and
without
objection
any
questions
before
we
move
that
objection
one
week
and
but
but
certainly
we're
going
to
get
it
fixed.
It's
not
it's!
It's
not
a
reflection
on
the
committee's
attitude
toward
the
bill.
That's
my
sense.
No.
G
I
just
want
to
make
that
one
make
sure
we
track
the
right
amendment
because
and
I'll
check
with
the
clerk's
office
to
find
out
why
that
wasn't.
Certainly
because
that
surely
was
enough
time
from
february
the
15th
to.
A
A
C
Chairman,
what
is
this?
Is
there
significance
with
the
month
of
september?
I
know
different
months
throughout
the
year.
Like
you
know,
you
have
breast
cancer
awareness
month
or
different
things.
Is
there
a
significance
with
september's
brain
aneurysm.
