Description
House Department of Agencies Subcommittee House Hearing Room 3
A
B
All
are
awaiting
this
day
in
history.
So,
let's
begin
in
19
or
eight
excuse
me:
1898
a
massive
explosion
of
unknown
origin
sinks,
the
battleship
us
uss
maine
in
cuba's
havana,
harbor
killing
two,
unfortunately
killing
260
one
of
the
first
american
battleships,
the
main
weighed
more
than
6
000
tons
and
was
built
at
a
cost
of
more
than
2
million
dollars.
The
main
had
been
sent
to
cuba
to
protect
the
interest
of
americans
there
after
a
rebellion
against
spanish
rule,
broke
out
in
havana
a
month
earlier
in
january,
1950
chairman,
it's
walt
disney's
animated
feature.
B
Cinderella
opens
in
theaters
across
the
great
united
states.
Six
years
six
years
in
the
making
cinderella
became
one
of
disney's
best-loved
films
and
one
of
the
highest
grossing
features
of
that
year
and
finally,
1998
after
20
years
of
trying
racing
great
dale,
earnhardt
senior
finally
wins
his
first
daytona
500.
B
the
nascar
season
opener.
We
won
that
an
event
dubbed
the
super
bowl
of
stock
car
racing
driving
his
black
number
three
chevrolet
earnhardt
recorded
an
average
speed
of
172
mph
and
took
home
a
then
record
more
than
one
million
dollars
chairman
in
prize
money,
and
that
chairman
is
today's.
This
day
in
history,.
A
Thank
you,
lisa,
please,
koro.
C
A
You
and
we'd
also
like
to
recognize
the
individual
in
the
audience,
jeff
pennington,
if
you
would
just
wave
at
us
and
let
them
know
when
you're
here,
buddy
glad
you're
here
with
us,
we
do
have
a
calendar
today
take
up
and
we
have
five
items
with
number
two
being
rolled
one
week,
which
is
hb
one.
Nine,
nine
seven
just
make
everybody
aware,
and
we
do
have
number
item
number
one
hp,
two,
four,
seven,
two
by
representative
powers,
you
are
recognized
that
I
hear
a
motion.
A
second
think.
D
Right,
like
you're
nervous
buddy,
I
was
going
to
tell
representative
keisling
I've
seen
cinderella,
probably
around
13
1400
times
now,
1400.
A
D
Probably
a
record
we've
got
got
four
little
ones
and
they
they
love
it.
I
get
to
watch
it
a
lot.
Thank
you,
mr
chairman,
mr
committee
or
urban
committee.
I'm
sorry,
but
house
bill,
7
2472
will
aid
many
organizations
throughout
the
state
that
would
like
to
raise
money
to
support
local
charities.
D
They're
currently
prevented
from
raising
funds
until
five
years
after
receiving
a
501
c
3
or
a
501
c
19
designation,
which
is
a
veterans
group
h,
bill,
hb
2472,
simply
lowers
the
blackout
period
from
five
years
to
three
years
and
the
secretary
of
state
I've
talked
to
their
office
and
they're
deferred
on
this
they're.
D
I
know
representative
beck
will
probably
recognize
one
in
my
local
county
because
he
married
a
girl
that
lives
close
to
me,
but
the
la
cruisers
they're
trying
to
raise
money
for
the
children's
home
up
there,
and
I
know
tennessee
homebuilders
association,
they're
trying
to
raise
money
for
scholarships,
and
so
what
it'll
do
it'll
cut
down
that
time
from
five
years
to
three
years
that
they
would
be
allowed
to
have
a
fundraiser
or
a
raffle,
or
something
like
that
in
order
to
raise
money
for
a
local
charity.
A
Do
know
that
tennessee
homebuilders
is
behind
this
and
you
know
they
do
a
lot
of
good
functions.
You
know,
as
far
as
like
some
of
these
guys
entering
the
trade
they'll
even
supply
apprentices
to
get
them
into
it
tools
and
equipment,
scholarships
yup-
and
that
is
a
great
thing,
so
I
think
it's
pretty
good
bill.
C
You
and
thank
you,
representative
powers,
chairman
powers,
for
bringing
this
my
question
to
you
is:
what
is
the
theory
behind
this
blackout
period?
Why
why?
Why
have
we
got
it
and
what's
it
what's
it
there
to
do
well,.
D
And
that's
a
great
question
and
I'm
not
really
sure
exactly
what
that
answer
is.
I
think,
when
the
original
intent
was
to
make
sure
that
an
organization
was
just
kind
of
not
a
fly
by
not
you
know
they
came
in
one
year
and
get
a
501c3
raise
money
and
then
leave.
I
think
they
want
to
make
sure
they're
an
established
organization.
D
So
what
we
have
found
some
of
these,
like
that
l.a
cruisers,
that
I
mentioned
they've
been
around
for
20
years,
tennessee
home
builders
25
years.
So
some
of
these
have
been
around
for
a
long
time
just
haven't
applied
for
the
501c3
designation
that
they
need,
and
then
they
have
to
wait
that
five-year
period.
But
I
think
the
original
intent
was
that
just
to
keep
fly-by-nighters
to
coming
in
and
raising
money
and
then
leaving.
So
that's
what
they're
wanting
to
make
sure
it's
an
established
and
they
came
up
with
that
five
years.
C
A
E
Thank
you,
mr
chairman
and
committee.
What
this
bill
simply
does
is
I
had
a
non-profit
organization
back
home
that,
for
whatever
reason,
did
not
file
the
permit
to
have
a
charitable
gaming
event
and
we're
just
asking
for
that
to
be
open,
backed
up
for
the
university
of
memphis
law
school
alumni
group
to
be
able
to
raise
some
much
needed
funds.
I
worked
with
the
secretary
of
state's
office
on
this
and
with
that
I
renew
my
motion.
F
You,
mr
chairman,
I
notice
that
it
has
an
end
date
of
june
30th
2023
does
it?
Is
that
a
sunset?
Does
it
just
go
away
in
in
on
june
30th
of
2023,
or
does
he
go
past
that.
E
Thank
you,
mr
chairman.
I
believe
that
that's
the
case.
This
is
just
a
temporary
opening
so
to
speak,
but
I
can
certainly
get
that
more
information
for
you.
If
you
need
it,
that'll.
C
E
You,
yes,
my
my
initial
understanding
was.
We
could
maybe
have
some
fix
to
this,
that
wouldn't
require
a
bill,
but
after
consulting
with
secretary
hargett
and
others,
this
was
the
only.
This
was
the
only
way
to
get
this
done
and
again,
the
the
organization
that's
trying
to
put
on
this
event
needs
the
money.
So
it's
we're
just
trying
to
help
them
out.
F
A
G
Thank
you,
matt
money
from
legal.
This
just
provides
the
the
deadline
is
january
31st
for
the
next
next
subsequent
annual
charity
event
year.
This
opens
a
three-day
window
starting
march
9th
for
any
entity
that
wants
to
apply
for
the
period
beginning
july,
1
2022
through
june
30
2023.
A
H
You,
chairman
and
committee
upon
hearing
the
the
previous
bill.
My
bill
is
the
exact
same,
and
is
it
not
okay?
Well,
it
does
the
exact
same.
It's
a
little
different,
yeah
mine.
It
meets
it
if
you'll
bear
with
me.
Can
I
ask
a
question:
can
so
anybody
within
the
state
can
apply
and
get
a
charitable
gaming.
G
Anyone
who's,
otherwise
qualified
during
this
very
narrow
three-day
window
could
potentially
could
submit
an
application
for
approval
to
the
secretary
of
state
and
under
your
bill.
The
only
difference
between
the
last
one
is
that
it's
for
this
annual
gaming
period,
which
started
last
july.
1,
2021
and
they'll
have
to
have
this
event
before
the
end
of
june
of
this
year.
H
H
H
So
there
have
been
multiple
charities
reach
out
as
I've
started
to
talk
about
this,
but
this
is
specifically
for
for
cheekwood,
which
is
a
non-profit
in
my
district,
because.
D
F
Just
one
more
comment:
I
would
like
the
secretary
of
state
to
look.
It
seems
like
this
is
something
that
legislation
should
allow,
either
the
secretary
of
state
under
his
domain,
to
make
a
waiver
within
his
powers
versus
requiring
legislation
to
do
so.
I'm
just
going
to
make
a
comment
about
that.
So.
H
And
I
I
had
that
same
conversation
and
extensive
conversations
of
exactly
how
to
solve
this
problem.
This
was
this
was
the
solution
that
we
came
up
with.
So
maybe
that's
a
broader
piece
of
legislation
that
we
should
discuss
for
next
year.
B
B
It's
not
in
there,
no
sir,
it's
it's
not
in
in
here
does
it
have,
and
I
don't
know,
is
this
a
question
to
legal
or
not,
but
does
it
not
have
to
be
spelled
out
specifically,
okay
to
you
to
you,
mr
sponsor.
H
No,
sir,
so
so
the
the
process
that
this
has
to
go
is
we
just
have
to
open
the
period
back
up
for
them
to
make
the
application
I
see,
and
it
would
it
would
open
it
up.
Just
as
the
previous
bill
did,
it
would
open
it
up,
for
anybody
got
it.
The
difference
is
that
mine
was
a
little
narrower
that
required
them
to
do
it
before
the
expiration
of
I
wasn't
reading
his
bills.
Why?
I
didn't
know
that.
H
Expiration
of
of
this
year's
period,
I'm.
A
A
H
This
legislation
house
bill
2238
second
aligns
tennessee
law
with
the
recently
effective
federal
craft
beverage.
Modernization
act
under
this
legislation.
A
tennessee
distillery
can
share
lease
to
another
tennessee
distillery,
license
holder
their
equipment
to
manufacture
alcohol
and
to
take
advantage
of
the
federal
tax
savings
afforded
under
this
federal
act.
It's
pretty
simple.
A
lot
of
distilleries
will
have
their
equipment.
They
lease
it
out
to
somebody
that's
trying
to
to
start
and
if
they
lease
they're,
not
able
to
get
the
exemption
on
the
first,
several,
whatever
gallons,
of
a
run
under
this
federal
law.
H
What
this
does
is.
It
extends
that
to
those
that
are
leasing
the
equipment
from
the
distillery
to
to
make
it
a
more
competitive
market.
C
Thank
you
and
congratulations
for
getting
your
bill
ahead
of
the
alcohol
calendar
number
one
number
two
is
okay,
so
we
there's
contract
distilling
going
on
all
over
the
state
right
now.
So
what
are
we
doing?
This
just
for
tax
purposes.
Is
that
what
I'm
understanding?
What
you're
saying
here?
Well.
